remotely using video conferencing technology please stand for the Pledge of Allegiance United States of America and to the Republic stands one nation God liy and justice for all thank you is anyone recording the meeting other than ourselves uh seeing no one we will proceed uh minutes for November 25th 2024 November yeah so we had a poll petition uh fire department was in with a new probationary called firefighter we approved the tax workof program a one day liquor license for the senior center m uh went over had a meeting with the fight the town ACC and the treasurer uh recap of the town meeting we didn't do this already no some questions about the uh Self Storage talked about the casino mitigation funds we talked about the Canon which we voted to return to the what we believe is the owner sign the generator contract one day permits for great horse and well for the greaty horse event we approve liquor lies and set up our schedule motion to approve second all in favor and then we have the December 2nd 2024 minutes uh tax classification hearing let's see uh bill use policy talked about town meeting discussion and then LIC approve some more licenses for rest uh and S reports anything else I wasn't there says you were no it doesn't says I was absent you talking the second yeah oh that F sorry fine motion approve second all in favor I okay why weren't you there it was also noted the week prior minutes that I I couldn't attend on December 2nd okay right somebody was having all right okay planning board clerical help request yes the board has a request from the plan board chairperson to continue the clerical help that they had um for about 5 weeks prior to the fall town meeting same person the rose was already uh I think that would make sense cuz yeah it's already trained is he still there now or no the the authorization from the board was through the fall town meeting so we stopped it after that and I suggested to them that if they want additional help they can come back and ask okay out of 10 help your account looks good I think I think we spent I think some that was not paid out of temp help originally but I think there's I think there's almost $2,000 spent out of the account so I think there's what eight left more I thought the was close to what was close to 20 I think it was only like 1,800 spent I was just kid actually just about to bring up so I think it was funded at a much higher level that's all was it yeah they went 10 pound throughout the entirety of fiscal year 25 yeah I mean at least through the and of the fiscal year I I mean at least through you specify June 30 I'm going to be guessing here I well it says through FY 25 at the end of the fiscal year yeah fiscal year I mean got the battery storage they have a lot of battery storage the Adu and uh and they've been concerned about getting stuff done because of the excess work so I don't see a bad request me that's going to come pretty quick anyway I think they currently have four public hearing schedule motion approval second all in favor okay and certainly encourage the use of the previously trained applicant the district local technical assistance project application so this is a this this is a grant uh uh Grant opportunity that's through P value Planning Commission they receive a certain amount of money each year in the state budget to provide local technical assistance to communities um for Community type projects that are focused on uh regionalization uh housing planning head for housing planning head for growth um so this is we get an annual solicitation each year U my recommendation would be that um we learn that from from Parks and W that are the town's open space and Recreation plan is going to be expiring in Fe 9 days 10 days um and the reason that's important to them is there are numerous grants that are available Park Grant PC Grant um that they could apply for there's also a lot of trails grants that are available but having a uh updated open space and Recreation plans are uh a prerequisite to being able to submit an application so if we're try to set up our get our ducks on a row to be able to apply for these grants then it seems like a good way to leverage These funds get the plan updated I'm not sure how that mels with the master plan I assume it would be a good time to to jump off that and then they can apply for or if it sounds difficult that they would complete it in time for the by the expiration date but would have the start of redoing it count holding a b the can't just saying like for instance they're current plan expires February 4th yeah but we're going to go ahead and get P VA contract to update the plan which they'll complete by February 25th said well okay even though it's expired you're still redoing it they would count that as that's a question we have to ask for to uh the grand thing agency okay depart what what Dan and I were talking we've been talking about for the past couple months is the park Grant which which pays for upgrades to you know Recreation areas so I think it was focusing on Memorial Park um but then then we notice that the the plan expires hopefully if if we have a contract in place and I think the Grant application sometime in June or July for that so at least we can get the majority of it updated for at least a draft submitted I hopefully that would be enough so we would be requesting we would put in a request for PV PC2 for these funds typically they provide well I've never done this with pbpc but typically my experience has been that the planet commissions usually use their staff to provide the assistance they don't necessarily give us a I don't know $155,000 so that we can go out and get somebody sometimes they keep these in house and they pay for their own staff time to update the plan all right so so we would ask them for part of their Grant and then give the grant money back to them to do the potentially give the money back to them to do the update essentially they're given this they're given this uh amount of money from the state and they have certain requirements as to how they can spend it and they have to spend it by providing technical assistance to communities I see they need they need to solicit projects in order to spend the money so we would get the o RP updated at no cost that would be the goal yeah there's also a there's another smaller Grant that's a it there's another smaller Grant that's available uh to upate osps um if this isn't enough that's that's another uh another place we can go if we need to I'm not sure how much an update to osrp is I can't imagine it would be tremendous amount but that's a barrier right now to usly it should it shouldn't take a lot to upgrade it because it's I think it's only like 5 years old yeah and also we've got some information from the master plan committee regarding that too that we could just feed into it they them dangle the carrot so to speak and then all of a sudden oh gave you this but it's going to need another 5,000 to get it done that would be disingenuous I think on their part yeah I don't think they would do that but we need it because we they can't Parks can't apply for Grants unless they have it done kind of like why we had to get the master plan done yeah exactly so if you're okay I'll I'll reach out to pvpc and let them know that's what how we want to use it yeah good all right uh open positions transition well first one here do you have a definition of status at this point so I I reached out the clip and I haven't been able to meet up with him yeah um I me that's I would anticipate that it's it's not beyond the fiscal year but I'll double check it makes a difference I mean both in budget obviously big time like we talk about in salary whether we're jobbing out or getting something new it's still going to be much more yeah so I mean a little and up at this point we're coming to the end of January will be key certainly can look at would you think that this uh job description though is fairly accurate in terms of a about what what does and what somebody should do as well yeah I was looking over it before I think it's pretty I think it's up to date okay we still going to consider maybe a shared services with this position yeah one of the I I want conversation with Cliff about how many hours he thinks or how many hours he's putting in out yeah um if we can get somebody with experience I a lot of it's automated with the with Vadar so I was hoping to see him at the uh COA board meeting this morning but it wasn't there and if it's if we can if we can have it under 20 hours and I'm not sure if that's realistic or not but I mean I yeah we can see but I would think that there are I say fast High Times and low times and with the work you have Susan doing you know with the data entry at the beginning it's not out the realm of possibility you can get it down the 20 I I I I would think I was guessing 15 to 19 hours but I'm also cognizant of the the the benefits threshold once we trip 20 so from a a management standpoint keep it under that then it's one less one less expensive we would have to pay if we can do it under that true but the other thing is the C out of that is that by having this non benefited position you're going to diminish maybe the pool of applicants for it yep unless somebody's doing it as a side to a already benefited position right or right no or or it work or it's a firm a or if it's a firm or some type of shared position where we may have to share MH um a portion of the benefits it's shap that way obviously so we need more info first then right yeah well we need clarification on current status definitely yeah so as of now I wouldn't desate uh you I want to say July 1 start date but we you know you get to the point where you're through the entire fiscal year and then you're bringing on someone new who's going to have hard time you know cleaning up catching up when they when they have to close out the year so we'll have to give some thought to that whether they start earlier and they catch up to date on they getting sort of on the last quarter of the fiscal year or um there's some overlap and maybe maybe the existing count closes out 25 and the other one starts on 26 is another possibility mhm so touch base with Cliff huh touch base with Cliff first thing yeah yeah what what about the the health coordinator are we going to have a board of health coordinator or we're going to do something else with that um so my recommendation is we have a board of health coordinator um but we removed the facilities part that's currently being done um to me those are two separate two separate jobs especially when we take on uh CWB we're going to need more of a full time I think it's going to be I I struggle with this I want to I think I'm going to end I think I'm underestimating the number of hours that that job's going to entail um well I think it gets into is that person going to be responsible for Parks part of it or are they still going to do it on their own like they're currently doing because that's a 25% difference right there yeah yeah when you talk about the floor and stuff like that your back off whatever yeah I mean to me I I struggle to see S40 but then I think about if they're doing exterior work and they're doing you know I I figure this is going to be a working facilities position right um they're going to do most of most everything if it's going to be 40 hours I would think so here's my question will the facilities person be responsible for cleaning janitorial services like they do now and if so do we need make cleaners my thought is yes they would be and no we wouldn't okay uh Laur and I were talking a little bit about that before um yeah that's that's why I think I'm underestimating a little bit but that almost offset itself I don't I don't know what we're currently paying our cleaners but I'm not sure exactly what the amount is right I I might disagree with that having been you know with businesses for a while I'm not sure you're going to find that single person that's going to do a fac Facilities Management per se and honestly also C the toilets yeah you've been in Industry as well and typically two separate two different guys right and I think if you're looking at overall facility management as a building structure things like that that might be the one part of the job that you're driving out to the facility manager is in charge of getting that done which may involve a contracted service I just don't see that being my point is in the janitorial don't they go around empty the trash mop the floors you know kind of like the School Janitor would do mhm but maybe not do the the cleanliness that you're talking about I mean it seems like we may be paying too much for a cleaning service when a lot of those responsibilities may be redundant with what a facilities person is going to be doing on a daily basis well maybe we're overestimating what the facility person might be doing them but I think you know facilities person might be the one who is making sure the boiler is in good operation uh the light meets code things like that and that may not be a 40-hour week job but it's separate from what I would expect the cleaning service the janitorial service to do if it's not a 40 hour a week job then roll in all the other responsibilities becomes a 40 hour week job and then you have necessitated the could be but I don't think you'll fill that job then I I would say what you're just bringing up is that you if you have somebody that has a skill set to take care of the boiler to make sure that the lights are working to climb up a ladder to work on minor electrical stuff like that I don't see that person saying I'm okay with doing toilets and emptying trash that's but you know again if you said it would be a 40 hour week job if you did both those things maybe you find that person some retired person who doesn't care I but you anyway I'm just saying that again it's usually two separate people there must be somebody who comes cleans here right we have a service we so it'd be kind of the same thing except it's bigger yeah it's way bigger it's way bigger well I know that guy Lee that used to the guy that used to clean over at the school he was there he was there a lot of hours every night I mean it's a true but he also didn't do a lot of Maintenance they would send somebody from Ed cadel's outfit out of the main office to do Main something like that your place too but I mean much you were in a much bigger facility obviously had different departments for that type of thing I just don't I don't see the blend happening very often and as we go to a much bigger structure you know that's going to I think it'd be a tougher job to fill yeah I agree what about the transfer station where does that go right now it's listed in the the same job description and I've gone back and forth on that and I did have a conversation with Jane about it um and right now it's it's it's listed within that Board of Health job description kind makes sense Board of Health type thing yeah the only the only discussion we had one time was like should it be under Highway Department the only reason it doesn't is because of the tremendous amount of money that it has to handle and the constant interaction with permits Etc you know yeah that's stff if there was some way split between physical part of the transfer station and delegating that the highway cuz they're up there for whatever that might be something but in terms of the I mean so there's so much money that goes through I'm going to say there are money operations responsible the health department already and to say that the transfer station is part of it sure what uh you high high perent sales are what may in June typically but bags are all you want all you want and so you have a bonding component to it as well what you know I noticed when I was up there the the um plates are rusting pretty had when we had our survey there uh was it December or November we were up there with I think the amarco people at the same time and that's something Mark's aware of and when the weather gets better it might be either Dana had weld them at one time but at this point we might be just looking at new plates whatever it's kind of like a sense though you have to look at what's in the Enterprise fund you know it retained earnings to pay for that Steel's not as cheap as it used to be when they turn when they turn in the the solar on any word I'll run the transfer station I thought if it's not they've already done the testing and not sure if the question is just the full interconnect part of it batteries have been tested panels been tested um I did suggest to Steve and amresco when they do the actual to send a note to the board so we can be there for like a bit of a ribbon cutting if you will maybe they would give you the Satchel of cash at the same time you because it will increase just to be clear we say that the second the leasee agreement includes a updated payment schedule when they actually start producing electricity the town will earn more money at that point and the annual payment will go to $140,000 a year from the operation of the landfill good thing so a partial that costs us and you were there at that point1 million to close will now start generating back almost $150,000 a year and you can still throw your trash up there for removal H for removal for exactly you can still set it up for transfer while we're on that as we go side by side here at some point what we come back for the pardon me the facility that they have up there that shed that I got a few years back um doesn't have any heat no no electricity either right and so something I did mention in Risco if they ever have a couple of panels that might work he said he would look into it and see if there's any way the problem with the shed is that it's a nice shed for the backyard it's not really a good slope for panas where they wouldn't have to like rake it off or something like that but maybe we could do a standoff type thing and can they just run a wire for one of those poles no the other buildings got power so the other building yeah the other On's got power yeah where does it get their power from well we had a three-phase line run in to run the compactors and so there a drop down onne so so when are we going to advertise for these for positions well for the Board of Health coordinated one I think we should try to advertise in early February with a goal of hiring by early March and hopefully have some overlap time that yeah that would give us I don't know four to six weeks the only problem is I think that that that overlap will probably be paid from temp help so yeah now we're drawing now now we're drawing on on multiple things I I'll do a quick I'll do a calculation after to see how many hours we have in that count to see see if it makes sense or just see what makes sense all right next item budet review schedule what what what does the advisory committee have what is there schedule there's notes on it butry okay so they got the town accounting coming in the 27th uh Conservation Commission which is kind of under us on February 3rd speak about the account I mean obviously you can't bring up much of a budget for without knowing what his plans are I so have some definition by then hopefully I I would like I would like the the Committees to present the budget us before they present The Advisory you know maybe we could so uh sorry temp help was funded at 15 okay so Conservation Commission can we put them on next week oh technically we're not meeting next week so that's why I want I brought that up to the board well we're going to meet next week because AR we meeting next week because of the MVP uh they can come whenever okay all right I can put on the third though right was the third well the ones who are going in for our draw are typically elected ones so we don't have we typically don't meet with them anyhow right exactly so I do have conservation be the first one they they're under us they're not elected right but they're already seeing them on the third so we'd have have done seen it first well can they send the budget in can they email it do they have email we take a look at it at least they don't even post their minutes um the other one to mention the uh at the COA board meeting this morning they the board did approve Becky's suggested budget so they'd like to bring that to us so we can put them on our schedule for even the third but you know AB you know the members of the board typically come along with frankly well I think it's also a sign of you know this is the time when you're seeing High sicknesses people get sick they get you know I just noticed there's been more bring it up they're very they're very responsive to that so we saw a tremendous surge come after the holidays at our office and people just they got much better at it once we explained to them that you know we were having issues with the constant BLS drops and they made an effort to fix that and the last two years I think have been much better than it was the previous I I blame big why should be standing at the door people walk in just hit them right there you instead of make can walk up down 100 something yeah here's a coupon thank you all right so just get a hold of mic and say sharpen your pencil know should decide though to we you talk to this year we said roll the anticipated rebate into the into what we pay and then leave a little bit out just in case we're you know do better so he did he put 45,000 in and left we've been doing about 60,000 in rebate so see if you if that makes sense again for it probably does make sense because contingency thing roll cuz I don't think you want a big jump you know we could start putting together some some of the warrant thing I think you know we get the the usual stuff we got to meet with the moderator see what he wants to do about a consent agenda right you know if he wants to do that uh we're going to try to do electronic voting we don't have any money for it how do we do that child care the AV the AV make sure we prepare and I think you're going to have a big turnout because if we're going to I is the senior Senor going to bring something forward again sent at this point there are needs for at least the upgrades and I know there was a con question about the like the toilets or whatever there is a capital cost involved in keeping the seniors that are up to date there are there's a need and I'll share what was said at the meeting this morning maybe a little I say graphic the toilets are too low for some seniors and there's one particular that goes there and has to wrap on the wall cane to let the Pinos needs help to get out which is a job description I'm not sure is actually out there but um so there are some upgrades in the facility need to be done those are capital costs that are probably not in anyone's budget at this point so one way the other there probably will be an article for senior center Capital cost this could be anywhere from Shoot bathroom repairs might be $30,000 up to as they talked about window replacement and I think you're pointed about the grant potential but my experience has only been with msba Type window thing that's the same as yours you know when they talk about that all the time heck and then Bob had the potential whatever happened that window thing he had for here well they got turned down by no we we we got the money in in the budget and then the governor didn't slash it fund it didn't fund it along with everything else as I quickly oh sorry let me just go what's up with are two windows upstairs that we paid for a year should bring that up they're waiting to be scheduled by us or by them by the library the library convenient time for their programming how long they need to do them to put a window in out two days probably not that two windows one probably not that long to Fridays mhm right so Friday would be a prime day if they not open and you know it's below zero out the last couple days and coming forward and probably better get it done sooner than later everything has been talked about moving them this isn't about moving the bathrooms it's just is repairing them the original one was never moving them the latest one was never moving there was an expansion potential to building finally okay then we got we got the thoron Burgess Don you would said you inkling of some citizen things too or yeah certainly there might be some citizen petitions a Zone I think a zone change we're talking about a Zone zone change of the not the Zone not his Zone well I'm thinking greatart will come back with the zone change and then citizen petition to change a use the uses in a golf recreational District cuz the golf recreational District now allows for water slides batting cages Etc so I think people will be saying I don't want that if if it's a golf Recreation is Gulf not Sunny's Place true but again that was a definition that whoever the first guy Robins was it Robin I think back in the 72 yeah yeah whole thing but you know they like to changes so but I don't know if that'll happen or not but that's what some people are talking about so we'll see um that's all right to me they' be better go through the planning and get their go through the right way yeah again should factor that into the budget they did a good job great yeah they when I talked to them after it was done he said that if if we're pretty sure we're going to have two Town meetings they may be able to give us a discount if we're willing to contract for two of them or or to get if we get something scheduled we might get it each one a little bit cheaper no clearly I was have two contracts but cuz they mentioned they did it in War I think I think they also did it in Warren or somewhere else well that was that was a big that was very helpful big success it worked great you know we building up there were're meeting February 4th February 4th on them y any any word on the title five uh they were out there frighting oh yeah the fourth is also the uh budget round table which is so enlightening every year every year right is this is you going to wear your mask again this year is this is this the one was on the 28th they said maybe the 28th the same thing is that is that the one in her position at State I believe but we kind Let It Drop uh with other things came before us I think it might be a little much for Brian to hono directly I'd like the board Mission to reach out to a couple people who you know uh Judy for instance who has a lot of knowledge to it not doing concom and see if they'd be interested in like hono it for the town under direction of the Town Administrator I have no problem with that fine with that I would just hope it would ice over because then get get out get out there and he could sh us his moves on the ice well spreading so much pretty much you step out of your car and step onto the ice so two goals last week actually it's actually not going to ice up I mean if it's siling in that much how much depth you need to get actually good ice you can't I mean you need some distance underneath to get a good ice cover skate at anything John no I understand that but the ice won't freeze if it's uh not if it's too shallow that's my point that's you get that air flow under right yeah all right select board members reports get correspondence from any no correspondence we do have correspondence what is this here that's the regional energy manager oh okay letter all right we this is the regional we want to participate in this because they've already got part of the grant now they want to to 2026 right right so we had the regional energy manager Grant to and uh there's funding available through Mass saves uh to extend that position even long I think they were sinking uh another year or two beyond that therey available because they keep taking it from us and our bills every month true that's great that's true great for that oh yeah speaking of energy though I think I think I mentioned this before we have a PPA agreement with good for the town you know by doing the power Pur agreement we've saved money ony Etc but what's happen is there something better should we looking at something solar onwe not out of normal state for um the fire department to be able to replace gas meters um it's just the the yearly empg Grant so that got approved finally um and then I got notification that our Emergency Management plan may be expiring um I asked Scott if he had one end it was written last one was written in 2015 really um not I thought you a hazardous mitigation thing Sor not the Emergency Management plan Hazard mitigation plan sorry and um have the last one was in 2015 and there there's possibility for grants for that too so we do have one I don't know if we just re-update it yeah anything it's changed okay quick question for the Emergency part I sent an email out asking about warming centers and really was kind of directed to you because you are their emergency guy there do you think it's something I because I saw it on 22 Mass Live a lot of communities are making it known that look if you got a problem you can come here should we put that generic notice on I think that might be more of a a board's decision rather than Emergency Management because it's not technically um a catastrophe I mean know it's weather related and whatnot but if we as a board to feel that you know we want offer warming shelters I think it would be a good option so I mean I mean the senior center is already open during the week well I think if we had maybe a generic statement so to speak that if any Resident feels they're in danger or cold the the police station is open 24/7 or between the hours of whatever it is 9 to 3 or 9 to 5 the on certain days the town hall are available as well if we could draft something like that and have that up all right people I agree ran get your drafting I get my drafting I think the challenge with that is the coldest periods I mean what are we going to do if if people here during the day and then we have to close the building right we them out no offer him a ride to the police station that's not closing right we have we have staff that 24/7 no no the police station yeah no so would we staff it overnight we would have to if if we offered it have to St bring an officer in or something that's over time yeah but I mean tonight supposed to be no I said last night it's only down to two tonight okay good it negative 6 this morning yeah but only only two tonight so it's like a warming Trend yeah all right we report yes we had again COA meeting this morning talking about uh you know their budget coming forward uh we did one resignation so there will be a notice from Becky to us that there will be an opening for somebody interested added to our list of people looking or committees looking for volunteers at this point quick segue Don I'd like your report one one thing I would throw in is maybe something about the volunteers we thank those who have oh yeah you know participated this year and we thank for the service and we are looking always for anybody I had them were looking but I don't think I didn't thank you yeah got underl it a couple times yeah really maybe all caps I think it is like on tweets that we see you in a bigly fashion um one other thing I'll bring forward um relating to the senior center the theater girl hampen is doing a fundraiser at the senior center in March 15th something like that and they'd like to request a uh one- day wine and beer permit for that event okay there's paperwork for that send it in okay they will again that's been done by the board I think we just saw in our minutes there actually one of those minutes where the scanic valley Artisans received a permit from us for an event there and I will tell you the theat guild is a very nonprofit unfortunate extremely nonprofit all right let me see are you going to edit that to put that about the volunteers in yes we are the annual report yeah the annual report all next meeting I'll have a health report we got to look over let's see want to say something nice about volunteers and that La yeah I'll see I can come up with all right that's in I got I got pleas in there the capitals that's a lot for me so now it's your turn so tell us Don what's happening with the middle school well what's happening with the middle school is that the how many books are we buying right what's happening the middle school is that uh they're going to they're probably going to come before the town meeting for to change for amendments to the regional agreement the uh lot of the amendments are really just uh prefunc type of things that right but the the big things are that it would regionalize grades 6 through 12 then comes the question of middle school is currently owned by the town of Wilbraham and leased to the Regional School District the Regional School District and the town of wilam are interested first of all they thought they might sell it to the Regional School District but the but the school committee voted against that they don't want to buy it so they want to change the lease I don't understand what I don't understand this but they were hoping that hamon that could have some type of agreement or or thing that says that hamen if you would pay a portion of the capital costs uh dependent on the ratio of the children hamon children to wilham children because our kids are going to school there as well but the lease they're talking about is the lease between school the the leas they're talking about between the wilham and the town of right the town of ham town of wilham and the Regional School District which has nothing to do with us right we we have no stake in the building we no we have no financially other than we have children there right mhm but we don't own the building we don't own the building we don't own the property we don't own the property we don't own the lease we don't own the lease not our responsibility right we got no dog in this hunt bad bus decision the taxes we pay the portion of go to school pay the school expenses right which whatever building they're in that's your expenses right Capital thing is another another there's no Roi on investing in capital for a building we have no Sten financially okay I I believe I made that clear we'll see what happen what they come back with I don't know how they can CH I don't know how they could I I don't know how they could approach it no I mean the school committee can't approach that it have to be from the the town itself right right no I don't fault them for asking of course right I mean you know so no that's where we are in that on administrative report oh I do I do have to report that the uh master plan committee is moving ahead nicely we got a draft we the uh VHB we sent in 71 suggestions or something like that they they accepted all but 11 we talked about the 11 we got those iron out now and now they're going to prevent pre present us with a second draft in February all right and we're also working on a uh futuristic statement futuristic State yeah well Joe yeah I'm shocked quickly back to your Municipal thing done and well I appreciate your your comments on the the article in a reminder again Sarah's always been a good reporter it was a very was very noisy thing it was a lot of back and forth and whatever and I think your comments back to them were were correct and I look forward to say were providing more coverage in the future um one point I would like to make and I think I shared it at the meeting I hope it comes up in February is that we need to get we're two meetings into it we need to get behind one horse here right and sometimes the comments about well what if we did this like you know no no we're P this now we're pass it we're pushing towards the move and the question is is this room here or is this group here or is this group here the move in my mind is happening yeah you know we're not going back and forth on this there does need as you I think you said what happens this building good point yeah but it's not we can do things concurrently it's not holding it up now we we got to we got to start laying out the cost of the move and all that stuff right Fisher cut bait here we can't be like you said before kicking cans down the road we cannot be doing that anymore yeah ton of administrative report good segue so I had a meeting on Friday morning with uh Bill Powers who manages it for the district and uh we went through the building and I had uh Scott Thomas he was a member of the fiber optic committee and he's a network engineer for Wally Computer we went through the on conservation on the Conservation Commission um we went through the building and um it's actually in pretty good shape there's at least three well I'll say at least two to three uh drops into each classroom of CAT 5 cable that are already run from their uh main uh switching area currently um they have 10-year-old Cisco switches that that we would likely replace um so that's in pretty good shape the building's essentially wired with cap 5 cable M to all the locations so we do new switches um they told me that currently MBI is not connected to the building um there's a there's a fiber drop from Charter um but not MBI which was kind of uh surprising to me I thought they I thought the school did a full full fiber connection between all their buildings yeah but I don't think it's an NBI we'll have double check but they he told me that that they have a charter they have a charter drop right but they had their own fiber Network connecting all the buildings back to the district office Dido we also here had a MBI drop which we had to take possession of when we brought fiber in here yeah that was part of that last mile thing right but I I thought they The Last Mile brought it to all municipal buildings that's a separate thing but I'm saying the school also put in their own I want to say I'm going to say maybe dark fiber but their own fiber Network between all School the it Network at TB runs through L yes right on a fiber line Y okay so that's that's interconnected yeah yeah um so if we're going to I I I assume we use I mean we use whip city right we use whip City but we use it through on the MBI fiber yes so if we're going to continue that setup if you if you think that's a good idea to continue that setup then we would need to make sure that we have an NBI drop into the building um other things that we need to think about would be cameras that's cameras and uh door access as well uh we have the the the community compact it Grant that's due February 6th um Scott's getting me a a materials list of everything that he could think of that we could that we need to get that Network up and running from from the from the it side did he have any suggestions for um IP cameras or anything like that no no so um I'm not sure if if if you have any recommendations as to who I should reach out to for that in terms of cameras and accesses are not going to be cheap or the it grants 200 $200,000 I think they would pay for at least part of that at least the cameras are they um did Bill say if they were leaving the equipment that's in the building uh my understanding is that you're taking pretty much everything so the switches are coming out yeah and uh the suggestion was that they're 10 years old so it we would be it would be smart for us to get right I understand it' be smart but I was wondering if it'd be a something we carry over with until we get a replacement I make a point they leave from there to point down that we paid for those switches I would bet we would find a warrant article quite possibly where we had bought it equipment for that school I understand the point though being 10 years old and they years if the grant can cover them no cost and other they're taking the waps too WRA points yeah he's giving me uh uh he he's he's going to do a whatever it's called a heat map I don't remember what it's technical term for where you put the different wireless points to get coverage on the entire he's going to put that why are they taking them 're reducing their their District footprint where they where they right that's my point he said they need more at men that's all said they need more at menock so but this goes to the point though they're already paid for under what budget that's what I'm saying you know is it part of the assessment is it part of the operating cost that we've paid for you know they've already been paid for MH with tax money right we bought them for a purpose not to say you know we at the to meeting we saw the extra shair set up which were from another school to another school they do a good job of rolling things back and forth M but controvery the district has been good as you said we're working Park and wreck training for taking care of the gym and stuff like that so it has been fairly Cooperative in that it's it's been very Cooperative so far and I don't remember if they said I mean I don't know that they have much need for 10-year-old switches either I mean they did say that they that that they could keep them in there I think at least so part of the transition um but they made it clear that they wanted to take the the app okay um but all in all it's in pretty good shape to um to get internet access into all of those different rooms that we would that we would move offices into so um yeah it was it was good to see that that built out the other thing we might want to look into if we're going to continue with entree as the it provider you know what's the additional cost going to be for that building for is it going to go up on our yearly BAS charge you know mhm don't they come over for a I mean what they do now which is a lot of remote shouldn't change no but you know but I mean when they come over for a touching type thing which does bring up and I'll cover that later I sent an email saying where are we with our current entree remember Craig they came in with a list okay we want these computers replaced and then that Bunch well the ones they had in this current year have those all been done and now where's our now we need to meet for next year's list talking about you know when they came in with that thing okay these are red dots these are Green Dots these are brown ones got to be done boom boom boom we need to set that up in the Vadar [Music] server and we'll need to we'll need to move any equipment that we need to hear Lord vad I think we're we're placing the firewall here mhm right or guess maybe four to 10 months maybe okay explain to me cuz I have maybe a different concept because we make calibration and testing equipment for all the utilities for Smart Meters so why would this be a bad thing why is what a bad thing they putting the smart meters in a lot of are the ones we do allot the utilities to drive by without having to walk up things like that you know some some of them are connected to your Wi-Fi now so that it's automatic transfer of data instantaneous so so it's no no longer um estimated mhm right right yeah and then with solar there's the regen so they roll backwards people will say that they're Gathering data yeahhuh they are Elon Musk and and U Zuckerberg are gathering data and and they use it to Market your consumer habits your phone's Gathering data on you right now just by you talking they know when you wake up your car but I had it shut off you can get it you can get it shut off on your car so they can't collect the data that outside open to check I don't know if someone's knocking the ghost did Jane nothing it's uh remember I told you Melville maybe yeah she knows should be open door should be Ryan anything from Spectrum on their fiber install no it cross my mind when I saw this yeah I was just thinking about that you mentioned that it's about time I Dro Dro Jen young an email they were supposed to be done by the end of the year our municipal buildings and when we go to Thor Burgess it's going to be even more expressive uh I think Greg replied de doubts the grant would cover it or the current budget will Tony seems a little bit um reluctant reluctant you know for him to take on that responsibility I think you he wants to have the the Fant responsibility of cameras on the town they'll monitor them yeah but I I think it's a town asset which could be as long as they're monitoring I'd like to know at some point between them picking up all of Belzer Town plus us potentially if we're saying look we want our buildings Monitor and we need three at the senior center now 10 at the school and I'd like to see some at the transfer station now that we have all the batter and solar up there i' like I like to see cameras up there so I guess my question would be at some point we love the Dispatch Center but now these six feeds we used to have coming we've now gone to 42 um how will you guys uh checking that out maybe amesco could pay for the cameras up there seeing they got all their equipment look I'm sure they'd be happy to right maybe they have maybe they plan to do that I don't know I would think they would need to run the is if they going be monitoring I know I me especially the batteries up there well that's my concern you know yeah any any type of physical threat sure so the other thing would be are we looking into uh we talked before about maintenance and I think you have mentioned that Dan potentially working on an agreement about janitorial I if that's anything close ready to share yet or it's still in the process of um I I think that's only a shortterm two basketball season is what he was okay well thinking about that's their High Ed time I think like it's back in what I mentioned before I think it's something we should look into you know trying to work out some short-term thing where we have some assurance that the building is at least being monitored until the time we ficially mve in
