there anyone from the contractor that you show this to or told them no I came here I actually took the day off last week to come here and they told me about the meeting and then I got the certified mail so they told me to bring it up here okay uh engineer over here um with that not not on TV but over there so he'll he'll contact you and have uh have it checked out sto the sidewalk they chip the sidewalk so I don't know if it's the same company or not well any damage that they've done they done he he'll take a look at it that the same thing that they did on well good thing is you don't pay for the curb that's you pay for the sidewalk and you're D so whatever damage was done to whatever you're responsible for we'll have them take a look good I think it's anyone else wish to be heard I going to get charged because it was a lot and we didn't I mean I think we were supposed to get all that work your initial letter usually outlines a rough amount what they're going to be doing two slabs four slabs and a estimate yeah did that have it on it they did it they did more they did more okay the whole almost the whole sidewalk was this was done this year or last year this year okay you won't get any notice or until next year so this they the the the notices we're talking about are the are the uh um one the hearing is is for work that was done in 2023 but but but if you leave uh your information with the engineer we can try to get you an answer so we did the 23 work and 24 was this like work that got delayed okay well if the work's done okay I either way they got maybe okay okay either way give the engineer your name Andress I'm sorry I had it wrong and then he'll look up whether you are in the right spot assume if they got a letter it's for the proper here they had the work done though either way the work's done issue has damages you know and and and she has an excess says C up that's not this they got a letter to come or notification of it okay it's just not this actually knock on my door and ask me if he's okay just to cut my driveway and repair my driveway but I say all right there's nothing I can do do whatever you got to do I got pictures I got everything and my drive looks no no cracks and anything and now it looks like it's just half it's weird looks weird right now that's number one number two it was a Sign by the end of the Cur decide it said do not parking anytime whoever grabbed the sign and put it right in front of my house boom right in front of my house I don't know why they did that but I wasn't home where they you know when the job was done got pictures and uh and I was supposed to I think the first time I they was charging me like six you know press 1,600 now I got the bill it's an estim almost 24 2500 so I just would like to know who I say I got picture before the driver was damaged and I got picture after the driver was damaged I'll give you the same thing if you get seems like we got a lot of damage from this uh phase of work who was the contract wasn't a good one so the the sign I'm aware of and the sign is going to be moved move back to where it was okay I called and left a message actually on November 4th um just you pick up but I did I did leave you a voicemail so okay yeah okay so you're connected all right what kind of damage do you have sir come on down okay that's a start just wondering because I see some improvements some of the sidewalk placed on the railroads property they being assessed for this also because I don't see listed on this admission you're talking on Grand have okay the railroad begins being curbing in sidewalk or disc curbing okay the side the sidewalk was replaced property just wondering if they're also being assessed as the rest of us are I I think we were I think we were notified that the railroad was doing their own upgrades the sidewalk was replaced when they replaced the rest of the sidewalks I can tell you that so I don't know I'm just bring it to I'll have to look because I don't know and I don't know what Authority we have to assess uh the the railroad yeah the railroad would be exempt um so that would not be an option for us but we don't ordinarily do the railroad property the railroad does its own so it's kind of confusing why it would would have been done I I had property it was done no I don't doubt you that's I don't I'm not doubting you I'm just saying that's should not have been done this was around the time that all the tie railroad ties and I inquired how come we have all those railroad ties out there and then they did Diamond bridge I was told they were doing Diamond Bridge War Burton and then they were going to do central so that was the answer when I was asking what was going on which is fine that's what they should be doing they do their own and we don't have the authority to assess them but they're responsible to take care of their property we got to look into that Randy because if that was part of yeah you should be paying for their work in fact we I think when the doed this when the do reviewed this project we stayed clear of the rail we stopped short of the railroad property so we should not have been um you know doing anything on the railroad property because the do which which funded the overall project not the uh sidewalks basically we told them we were stopping short of the railroad property not disagreeing with you I'm just pointing it out okay um and then I'm wondering also because I frequently walk up lafab it seems to me there's a lot of sections of lafay ab that are in far worse shape than what central aers yeah I'm just wondering if that's an agenda to be we do sidewalks when we do the the roads so and County doesn't do sidewalks when they do roads so if there's sidewalks on uh on County Roads we'd have to deal with those through um um and code enforcement rather than doing it as part of a road program because we don't repave County Roads and so therefore we don't do the sidewalks on them so Central LA is not a County Road it's just a municip thank you okay would you like to be heard regarding the sidewalk assessment just have a question I have um just give us your four 410th Avenue 410 number four no you're on he's on 10th on on 10th yes there were there were two there were I think there were two diff we did 10th one year we did um we did Central with a different project a different year this is this is the same year within within a couple months of each other are you a COR of property I paid what's that are you a corner property yes okay but I paid one bill 168 which is um and they got another bill for $1,000 and change guess that was for of apron and um corner but um it supped it was to phases or or no well it isn't two phases it was two there would have been different projects a 10th Avenue would have been a different project than Central Avenue I I wouldn't call them different phases of the same project but they would have been different contracts done at different times by different contractors right but within within a month or two of of each other they're they're done a year apart but we're billing them out at the same time that's what that's what's happening and um who decides how if the works need to be done I guess far the engineer yeah so they just look at it and there are standards that if it doesn't meet uh Ada standards for the uh you know how whether they're cracked or whether they're lifted more than a certain amount then we replace them right and I know the bill was a th90 that's percentage of it I guess pay percentage of it that's because it was was apron plus the corner um handicap no you don't pay for the handicap you would not pay for the handicap we we we pay for that all just just for the apron you're talking about the apron any sidewalk that's not part of the uh the handicap ramp yeah why all the work it was I mean it was good it was um was in back ini I had photographs of it I I got this bill I deleted the photographs I think I another bill so I don't know can I just take a look at the at the two bills this one is for doesn't say what I'm looking for says that would have been yeah 10th Avenue would have been one one year's project and Central would have been another they close to each other yeah the bill have to pay that $1,000 yeah unless unless there's a problem with the work election and thank those who didn't to give us an option uh or an alternative person to consider to vote for so at this point we'll turn it over to the mayor for the administrative agenda thank you Mr President as you know when I took office I was asked by residents about bringing early voting to hathorne I worked with the county to make this happen happen and I would like to thank them for giving me permission to have early voting in the burrow to say it is a success is an understatement at the primary in June there were 220 early voters and the November election that we just had there was 3,993 early voters at our library prior to election day I want to thank our election official Lori Fernandez for ensuring that not only the early voting worked flawlessly but her fress election day voting at all the polls her poll workers and master board workers are terrific and her team that night did a terrific job the process works well and our poll workers are well informed and well trained I want to thank our library director Monica Smith and her staff for working so well with our election official Lori in ensuring safe and early voting location I also want to thank our police our DPW in assisting to ensure that the ballots and Equipment were brought safely to Patterson later election night I am very proud of everyone who worked so hard at the burrow to ensure a safe voting experience prior to election day and on Election Day itself the ambulance Corps had a successful Tricky Tray thank you to all the sponsors and all who attended a special thanks to our MC Michael Pasqual he did a great job that night congratulations to Fire Chief Joe banza on being elected as chief for another third another term this week Linda Boer was sworn in as our Deputy register of Vital undefeated season the first ever as Halloween has now passed I want to give praise to our police they planned above and beyond what they do in the normal day to focus on Halloween nights as they knew that they would be in inundated with a tremendous amount of turkey trayers throughout the town our police had the foresight to anticipate that we would have a large volume of children due to the warm weather the police had different squads in different sections of town and because of this we didn't experience any problems thanks to their supervision and guidance our residents and those out triy Trick yeah tricky tryan we're safe triy triy tickets instead of getting and they were safely crossed by our police and at at that our busy intersections and thank you to our outstanding Police Department leaf pickup in the streets has begun by our DPW please note that they started in w three not in W one which was stated on the calendar W one will be picked up next week page 21 in the calendar outlines the schedule leaf collection will continue until the end of December please remember that leaves are picked up in bags and or barrels at the curb on your regular yard way day you can that the council president got to do reminds me of something that's come up a very recent vintage and that is the Star Ledger is going to stop publishing a newspaper in print form starting February 1 not only is the Star Ledger stopping printing but other satellite papers throughout the state are also stopping publication there is an archaic law that remains on the book book that requires all ordinances all Public Notices to be published in print newspapers it's always been a way of subsidizing newspapers because back in the day newspapers held great sway when it came to elections um the league of municipalities The Institute of local government attorneys have taken to urging uh the president of the Senate and the assembly to finally change the law so that we can publish where people actually will see it which will be on our websites on a created you know contractors website so that when we advertise for jobs we actually reach a much broader percentage of the contractors in the world so we're working very hard to try to change a law that's going to save taxpayers thousands of dollars in publication cost so would you like a resolution to send to our elected officials we're working on draft some for circulating around and I'll have one for the next meeting so but I mean it's time it's time to stop this because we spend an awful lot of money publishing I don't know what your publication budget is L but it's high I'm sure yeah online is really the way we want to go and it's easier and it's so much more cost efficient so we will see um couple things on the spoiled of matter since Mr spoiled is filed claims against the buau rjf will be stepping in to defend those claims as well so Mr SP and was two sets of attorneys to deal with um we have a case management conference scheduled for early December on the agenda for introduction are a couple of ordinances one tonight that adds more stop signs these are in the Westervelt and Mohawk uh cross streets uh three-way and four-way stops Nexus Plastics has submitted its legal brief in opposition to are challenging our ordinance uh regarding the resoning of the former pyx site my brief is due by the end of the month I will share with you both briefs since it always makes for good reading I do know Frank you read these things so that is good and since you're laid up it's a hobby yeah it's it's it's a good one um ordinance 23532 24 is on the agenda tonight amends the B3 b3a zones we have an old-fashioned notion of gas station service station back from the day when a gas station service station was a combination that typically existed you had a two pumps and two lifts and people did repairs um with the Advent of most repairs being done in dealerships now and other larger uh entities the old-fashioned gas stations with lifts and garage is giving way so we've had some success The sonoko Crossings is a really nice facility it's been a benefit to our community it looks great people enjoy it um there are certain zones in town where this makes sense on your high traffic areas where you have large Lots the ordinance tonight is going to allow clarify at least that gas stations and convenience stores can exist together on in certain zones we don't want them everywhere you don't want them in residential zones you don't want them in areas because they are high traffic producers but certainly on your major arterial roads like gole Road where you have the B3 b3a Zone and where you have large enough lots to accommodate it um there's no reason not to consider the combination convenience store gas station so this ordinance would allow that as a combined use even though each use is separately now permitted it has to be a gas station not a repair store right there are three variations there's gas only gas plus repair gas plus convenience there's no combination of all three that's permitted but there's no service station with convenience so it's got to be a gas station SL convenience and again what the ordinance committee working with the admin ministration we all felt was let's limit this right now at least as we look at it to the B3 Zone it is the Zone where it makes the most sense both users are currently permitted now we're just clarifying the fact that they would be allowed together provided you have dimensional requirements that make this feasible you don't want to cram 10 pounds of groceries into the 5B bag right so this would allow a development of certain sites in in town in those zones and so uh we do encourage you're moving this along and moving it for further discussion part from that mayor um I have nothing else to report so thank you Michael now turn it over to our engineer Joe burn thank you mayor uh the Franklin Field uh bleacher improvements project uh so signed and sealed uh shop drawings were recently received and permits were issued uh so mobile ization and construction will start before the end of the week uh the 2025 roadway improvements program uh the initial resident assessment inspections have been completed and base maps for the design drawings are currently being worked on uh the 2023 uh roadway improvements uh resident questions and inquiries uh regarding the assessments are currently and actively being reviewed and addressed um we hope to have everything finalized soon so uh and the Lafayette Avenue streetscape phase 3 project uh the project was advertised for bid on Monday November 4th and the bid opening is scheduled for November 22nd with an award date of December 4th uh planned so and that's all I have to report mayor thank you Joe just one thing that Joe had mentioned uh I spoke with the contractor he's picking up the permits tomorrow for the bleachers uh at Franklin Field and they're going to mobilize starting tomorrow and continue on with working there to uh get the footings in and uh this way they can if it gets cold they can build uh start building the uh the bleachers when they come and now turn it over to our uh administrator Eric Mauer thank you mayor our new radio system for fire radios and pagers and volunteer ambulance uh Squad um volunteer emeralds Corp paging is finally live I've been reporting that it's almost here well now it is here and it's live um although it's 5 months later than expected we will be able to discontinue paying on the old copper TI lines that handled back hul from remote locations I thank everyone in the council for authorizing the funding for this essential emergency communications project um as explained in the memo in your packet ordinance 23542 24 increases water rates by 9% in 2025 and another 9% in 2026 to allow to cover higher debt service costs for the posos project and also the galvanized service line replacement project plus the media replacement costs for the two thou the posos treatment system both of which were state mandated projects the anticipated settlement money on the posos lawsuits keeps the increases each year below 10% rather than closer to 12% beginning in 2027 we should see annual rate increases at much lower numbers since the only uh pressure on the budget will come from regular operating costs which is now a diminishing proportion of the total water utility budget and so much goes to Debt Service and the final phases of uh service line replacement um our bids for solid waste for the mid pic County Co-op came in slightly higher than I had hoped but probably not out of range from what should have been expected I had hoped we'd stay below $90 per ton but the low bid was over 993 for us this translates into roughly a 5 and a half per year compounded um increase since we left the last uh um contract five years ago this is due in part to everything that happened in the five years since uh our last contract triggered by covid higher cost for fuel Insurance labor and Equipment replacement um that the uh contractor has to bear um but also in part because we got a little lucky last time around g g gave us a lower price than the rest of the co-op perhaps trying to set themselves up for our collection contract bid a year later something that didn't work out for them um this time they were by far the highest bidder um this uh cost will result in an increase of about 150,000 in next year's budget but that will then remain flat for the following uh four years uh the state has announced that $6 million is being made available for the next round of shared service leap grants we have recently approve approved a resolution to join with Pate County to file an application for money from this pot to establish a fiber link among municipalities in the county which should save us money on our internet connection that's assuming we get the grant um our department heads are working on their 2025 budget requests so that we'll be prepared to review the budget with the finance uh committee early next year um notices to Tree Service companies in the area are being sent out it more convenient hope as as of the the first Saturday that it started there was over 600 people that voted just that one Saturday and Sunday and Monday and then it it went down to like 300 then it went back up to 4 or five and it ranged between 4 and and six Su and I'm sorry you were talking about just early voting no oh toal as a total total so if you can find that out that just to know because hopefully it grew the participation rate had to take pressure off though the day of election oh absolutely right no long lines it was yesterday was a was a um nice smooth day smooth day there was a constant flow at most all the places okay um but I'm sorry I don't know the number that came out yesterday um but as the mayor said 4,000 over those nine days which was exactly follow on that absolutely you don't I just something that I really like about the early voting um because you know things out of your control could happen the machine could you know we had glitches in in the past and people can get disenfranchise because they got to run to work they you know when you combin everything in one day it gets very tense and the poll workers nobody knows they get very minimal training they they don't get paid a lot of money they there from 5: in the morning to 8 at night 8:30 at night uh so I think this gives people a lot of breathing room they can go they if it's not there they can come back another day um I think it's going to be beneficial so I am also very very curious about total number of votes um comparing to previous years now the last president election was a CO year so it was a lot of vote by mail uh still totals it's still totals but that number is going to be a little skewed anyway yeah that's going to be higher anyway but um it'd be curious to know because I think I think it's a it's a success I really do definitely yeah definitely a success a success see I screwed it up and you just get HED with it I think all the residents that I spoke to were very happy with it they found it very convenient and this is our first year doing it so while even if the numbers are the same which I don't think they are it will just continue to uh increase with each election year yeah plus you have the Dropbox outside here which was also pretty well utilized so it just takes a lot of pressure off I don't want to jinx us but dare I say we had no cast that's crazy now did Lori if I remember talking to you earlier last week uh you were doing an evaluation of how many what what the state or the county has ha owners registered voters in this town and wasn't it just over 15 registered voters is 15,200 that that might be a little bit High when we only have 19,000 in our town that's what the Count's reporting yeah that that doesn't seem right and we have 4,000 that are under 18 so uh well that would be that would be the number so it's so there's like hundreds that are you know less than a thousand that are would apparently be not registered among people 18 and older if all those numbers are accurate yeah I have a little little doubt with that number but it's still a good number that we had if 10,000 but I will say that the last go about about we found a good number of individuals who had passed away but are still on the voter roles and to get them to removed twice to get them removed was not easy especially the woman who lives across
