the tractor trailers being parked in the pool parking lot again and another thank you out to the mayor um the old gas station at Mohawk and gole do you have a report yes I do Joe I spoke to the owner of the property today he did say that the the gentleman who owns the construction company right next door to him he asked for permission if he could park him there for a little bit and the owner of the of the Mobile station property said yes he could uh I did speak with him with regard of if it's a long drawn out Affair then he may have to re make an application out for his Z to the uh planning board for approval it's been a year well I know they were there and they were gone they were there and they were gone wasn't I don't believe I may be wrong but I don't believe it was a steady one year hasn't it's been a year they every time I come down Mohawk Avenue the the dumpsters and the ride off rolloff trailers are parked there and I just think well when you say trailers the rollof you know what the a roll a roll off a rollof what the box that's parked next to the truck is moved with okay I I just think that I don't have a problem with it let's supply for planning board or if it needs a zoning adjustment but let's do it the right way let's just not park the truck there and say oh you know I'm just parking here for a year or so I'll call them tomorrow thank you U mayor have they cleaned the property up are they clean the property up it's I when I spoke with the owner today I asked them particularly what's the status of the development he said that as of as of his last meeting with the with their attorney they're just about complete it with all the legal matters and he's coming in for a demolition permit probably next week and after that then he's Pro probably going to start with the trees okay we do need a developers agreement we've never that's correct on that so yeah we we are still waiting on them I do know Mr vogle reached out to me uh Tuesday to give me an update so hopefully we're at the point where we'll have a developers agreement they're not going to be doing any major work at that site until we have a developers agreement in hand and it's been dragging forever so and when you say major work what it's it's often the case that we allow somebody to do basic cleaning of their property removing scrub trees cleaning up uh you know what you may have uh some demolition you know it gets to the point where what is the demolition that's going to be involved if it's substantial demolition we're going to want to know the bonds and everything are in place if we're talking about removing a small building uh you know sheds and stuff like that nobody gets too concerned so um you know we usually work with our building department on what's you know where the line is drawn and it's really each case is a little different for the next actually what they'll be taking down there is the building gas so that may that may need in which case I'm the gas station needs to come down the trailer the exterior office the green trailer right um I don't know how much further they said they were going to Pivot the diesel fuel tank dispensers so that there would be room as opposed right now it runs parallel with wagal Road they want to Pivot it so that it is um perpendicular to Wago road so that that is really where the the grocery store is going to go to so that's that's a lot of work yeah and again if it it if we're talking about taking down a shed we always allow it if we're talking about these you know taking down major structural portions of the property I'm going to want to see the bonds in place so we will do that thank you and then the last I I put this under old um do we have youth in government this year and if so when can I put it uh Arbor Day tree planting last Friday what they did uh which I thought was very clever was they they allowed the third grade class to come out and not only watch the tree being planted but each of them came up and took the shovel and put a shovel full of dirt in to to plant the tree and I thought that was pretty clever in terms of Education it'll it'll teach the kids something about trees and get them interested and as they grow and this tree grows they'll feel a personal connection to itself well done Washington School an Marie yes just a follow up on the rav um report that you're compiling Joe has that been completed with all the necessary documentation we uh we provided a copy to the mayor's office though uh we're getting some additional information for him once that's have some exciting news to share um we are officially having a polystyrene collection facility container at the recycling center um it's going to be effective May 15th it's a permanent container it's all enclosed so we will be taking clean poly styrene just like we've done for the collections twice a year but now we have a permanent location um this has been in the works for quite some time because p County put together um a joint shared agreement with Clifton and Clifton was the lucky town to get the foam cycle machine which takes all the styrofoam and compresses the poly sirene thank you poly iring um and compacts it and it will be sold uh well actually be provided to a facility to make molding of frames so um all we have to do is collect it in hathorne and DPW we will drive it to Clifton where they will process the material and there'll be no cost to us just we have the container so I'm really excited about this um May 15th we're going to launch it please come to the green lecture tomorrow to learn more about the recycling program at the library at 7 o'clock but it's official we've got the container and um we're ready to go so no more collection collection dates no more collection days wow it's permanent we can't see you at your clicker no I will be retiring from the clicker just not the same R do do we uh do we get a fee for bringing the uh the uh polyyne down there no no fee no it's open to all the municipalities in P County um I'll just say my displeasure because um I really believe that hathorne should have been the selected facility the town to get the foam cycle from pay County since we've been doing it since 2018 and Clifton just started um but there was agreement between Clifton and baz County so they got the machine they will be the ones processing for all the 16 municipalities um it is up to the municipalities to purchase any type of container the county is giving us a very small container um it's just more of a promotional um like when you have the clothing um donation bins we're going to get one of those so um DPW is going to pick one up from cliff for us but we're going to probably be the first town like really launching it but um we don't have to go and have collection days and we don't have to go to hos scho anymore so Clifton will handle it great thank you is is anybody managing uh because I know it has to be clean oh yeah so all the recycling people have been they came down in January to learn how to do it so they'll be training and everything but seriously guys we can only take clean material so um we will be as rigorous as we were at the collection day at our recycling center so Joe you have a question follow that report well no I was going to do that later you don't want to do it now all right we can do it now um the other thing is help the hathorne be defeat litter that's May 18th um that's really a huge program with the commission the Green Team bur of horth and the hathorne Rotary Club so we'll be meeting at the 8 Acre Woods the 18th of May from 10 to 12 um so come on down and we're giving out free G grabbers for the first 25 so nice yeah so it will be good we'll be doing press releases about the poly stering I'm sure people will be very happy to hear that but we've got it permanently so thank you Joe all right only one um the wagw road sidewalks that go from our some of it's our property some of it's the county property that go under the railroad trestles people are walking in the road because they have so much debris on the sidewalk okay take care of it tomorrow what I think is happening I by mayor Lane thank you Mr President uh tonight I have a proclamation for uh mental health week uh mental health month for the month of May and the chairman of the committee is here I'd like them to come forward please were they previous years wasn't wearing a t-shirt either nothing STI stand over here the camera is over here whereas mental health is essential to everyone's overall health and well-being and whereas all Americans experience time of difficulty and stress in their lives and whereas prevention is an effective way to reduce the burden of mental health conditions and whereas there is strong research that animal companionship humor spirituality religion Recreation social connections and work life balance can help all Americans protect the health and well-being and whereas mental health conditions are real and prevalent in our nation and whereas with effective treatment those individuals with mental health and other chronic health conditions can recover and let lead full productive lives and whereas each business school government agency health care provider organization and citizens share the burden of mental health problems and has a responsibility to promote mental health wellness and support prevention of efforts now therefore let the mayor and councel the burrow of hathorne do hereby proclaimed May 2024 as mental health awareness month in the burrow of hathorne and we also call upon the citizens public and private institutions businesses and schools in hathorne New Jersey to re recommit our community to increasing awareness and understanding of mental health the steps our citizens can take to protect their mental health and the need for appropriate and accessible service for all people with mental health conditions I witness whereof I have us become increasingly knowledgeable of mental health so that we can become the First Responders to family and friends who are struggling in respect to the leadership provided by samama the substance abuse in mental health administration we need all hands on deck their wheel highlights the eight Dimensions of Wellness this includes physical social Financial spiritual occupational environmental intellectual and emotional it's important that we all work together to ensure the most holistic modes for wellness our team hopes to offer a mental health first aid training later this summer to keep our team members and Community leaders up to- dat in their training and their awareness we also so you know have created hawthor saree.com our team has worked together with the Hawthorne Police Department to create hawthor stigma free.com offer some immediate guidance on navigating mental health and some signs to be aware of on this page you will also find the plethora of resources provided by our great Community Hawthorne and especially Pake County and a few from the state of New Jersey there are great resources and we hope more people will become aware of them uh may God bless thank you mayor my condolences to Norman the family Jeff always uh helped us out at the Bandshell every time he was working nights doing the water and I was closing up he says you go I'll take care of it and he was always a help to all of us so um Everybody in the DBW loved them we all did um a terrible loss uh more mundane matters we had tax appeal hearings yesterday in P County uh sent a memo out late in the day like at 5:00 but we only had 15 tax appeals filed in Hawthorne at the county level which is a very low number compared to past years Tim and I settled all of them except one um which you can imagine which one and um we we actually in settling those we had a couple cases that were affirmed to the tax court because they were for larger properties but only a couple of them too and um we settled the rest with our homeowners again we always think where there's reason to settle cases and make adjustments we will the total amount of reduction off of our uh entire basis or base was $450,000 uh the amount of revenues we'll be refunding is a little over $14,000 so in the grand scheme of things that's a very good number and we expect that this year we will add significantly to the rateable will B base and not take from the rable base because we settled most of our big appeals last year so uh we we see at least two to three years of good growth in the rable base uh P5 settlement is moving along Eric was able to provide some additional information to our California Council and uh there is indication that that is moving to a point where uh we might actually start to see formulation of money we will see I didn't say money I said formulation of money so you know the wheels of Justice turn slowly two weeks yeah there's no two weeks here that's for sure um and then finally and and importantly for all of us we have our almost final Bandshell schedule all set we are doing a uh very ambitious presentation of 12 shows in 10 weeks so we begin with uh Joes and friends on June 23rd on June 28th and we need to confirm with them uh the hawthor fire department band will be celebrating their 100th anniversary on Sunday June 14th we have Studio 2 a Beatles tribute band never had a Beatles tribute band before uh it should be great this covers most of the earlier years of The Beatles so uh that should be gray on June July 21st filet of Soul a mtown band is coming 10piece a very polished group on July 28th Christian maio and Captain Jack come back with its Billy Joel tribute always a big one on August 2nd that's a Friday night Estelle Barbieri has written another play and uh it's not titled yet it's still being tweaked but Estelle and her friends are going to present a play uh hathern high school students current and a couple recent graduates so mark that down Friday August 2nd rain date on the 3D on August 4th Harpy love Harper lovey and the wait list are returning a dynamic Young singer on August 6 two days later is a busy weekend comes National Night Out not really a b event but it's at the Bandshell on August 11th we have the jazz singer Sion arbell on August 18th we have country music with big hick and on August 25th we have movie night and the intended movie subject to us getting it is going to be Legos 2 the Lego movies are fantastic they're great for kids and if everything works out well we may have a full event as well stay tuned for that so uh thank the committee the committee is phenomenal and uh we look forward to seeing all of you down there we're going to start circulating the uh flyers in the next week or so so thank you everybody thank you to our donors but we still need more money that concludes my report mayor thank you thank you mayor uh the Galvan water uh service line replacement Phase 2 uh suar properties has completed 277 test pits to date and 24 service Replacements have been completed as of last week uh there are a handful of test pits required for warberg the police department has asked that uh we wait until school is out before investigating those uh for phase three of the same project the submission uh is currently under review by the njib uh the recreational field facility up grade project uh the punch list work for the uh fence work has been completed and for Franklin Field lighting uh the field is substantially complete and is currently being used for recreation uh there's some additional installation wiring uh that's still needed in relation to the speakers and power zones and a light study is currently being coordinated with musco lighting uh for the posos uh water treatment systems uh um all of the uh systems are operational at all the pump stations and revised Landscaping plans were previously prepared um a markette was called out in for landscaping uh by the contractor this past Monday um installation of the Landscaping should be soon um though we're still awaiting a final date from the contractor as far as when that work will be completed um but Pac 2 is currently proc procuring the uh plantings and uh will provide theu for installation shortly uh the Hawthorne Kitty pool enhancements um Premier Pool Renovations has uh completed the initial Plumbing work and poured the concrete uh the contractor is currently awaiting delivery of the spray features uh which is due the beginning of May so should be soon um for the uh ha Hawthorn d revitalization phase three uh we're currently awaiting uh comments from NJ do and uh Boswell is currently coordinating with the uh with the arborist regarding uh Planters and Street trees uh for the same project um for the uh 2024 roadway projects uh plans and specifications are currently being worked on and uh as far as the uh 2024 resident assessments um calls from the residents and property owners as part of the uh programs are currently being received and reviewed prior to uh the final design of set projects uh the 2021 resident assessments um calls from the resident property owners are currently uh being received um and reviewed prior to final invoices being submitted for the same uh the ray Avenue and goel road traffic study uh was pre as was previously discussed was prepared and submitted to the mayor and has been submitted to the county and some additional information has been requested that is uh currently being prepared um the Franklin Field bleacher improvements um the final design drawings and specifications uh have been provided to the mayor but lead times on the materials uh are pushing the construction to the winter uh so as not to interfere with the football season and the Hawthorne Library roof project um delivery of the materials for the flat section of the roof uh was scheduled for today May 1st and installation is scheduled for tomorrow May 2nd and that concludes my report mayor administrator Eric thank you mayor I'd like to offer my condolences as well to Jeff Kowalski's father and sister um Jeff was a good employee a good union shop Steward and a good person I'm Who I'm fortunate to have fortunate to have known I'm just adding to Michael's comments on the tax settlements um with with that reduction of our tax base um the impact on next year's taxes would be less than 200s of a percent because it's it's that small of a number and will be more than uh um wiped out by uh increases that we expect in the tax base um um the bill added to the bill list tonight is a progress payment on the radio project for the new equipment for the um fire department and ambulance core radios and pagers um which is now 80% complete what we are awaiting is the final black call connection from Washington School to the municipal building being provided by Verizon so we can make the system operational um the resolution was added to the agenda r 7524 um it's an which adds money to the temporary budget pending adoption of the budget at in two weeks um for payroll other operating expense and two items on the agenda tonight resolutions 78 and 79 uh those two resolutions are for Capital items um being purchased with Surplus as budgeted so as not to affect taxes a front end loader using general Surplus and water meters using water Surplus the bureau rece received a $1,000 safety award from the Morris County JF for our safety program which we will spend on items that will further that safety program thank you to Jen Scully who coordinates the program and and to all the Departments that assisted in this effort um as I mentioned two weeks ago notices are being mailed today regarding our P situation as required by the DP despite the new treatment system being fully operational and multiple rounds of post construction Tes showing non- detect for both pfoa and pfos unfortunately we will not be cleared by the D until the running annual average of test results drops below the um maximum contaminant levels which should happen in the next couple weeks based on a a testing round that has already been completed and submitted to the state with our pasas Saga drawing to a close I'm in conversation with Ridgewood in another adjacent Town regarding sale of water using the available C capacity of our system sales would help spread out the cost of the new treatment system and today I submitted a request to Congressman Pas grell's office for federal funding for upgrades to our main sewer pump station although we've not been successful in the past for this type of njib in phase two do we know um what we'll be receiving from them like principal forgiveness or low interest is that going to be decided at the end of the completion of the project um at this point I don't think we're um we're expecting principal forgiveness uh on the posos no no no I'm talking galvaniz on the galvanized pipe we are expecting it on the posos um but we won't know for sure until the end of of the project okay it won't be something that we will learn until um final permanent funding is is put in place okay so it's at the end so that would go the same as phase three right okay um through social media um with the upcoming EMS week starting May 19th through May 25th so let's not forget to participate in all of the events because your donation helps them continue to function that is the end of my report no sir mik the Board of Education had their budget presentation last night and as expected the cuts in the state aid were the topic of conversation uh superintendent uh Dr Rick SPO stated that the 2% increase in in the annual budget uh would equate to about $854,000 and the state aid cut that they received was $30,000 more than that at $884,000 with the additional Cuts in health uh additional costs in health uh care benefits Transportation costs and salaries Etc they would require $980,000 to balance this year's budget cut no no just to balance the budget that's the what they require okay uh Cuts they had to have cuts and programs such as the Hope program that's the one that's uh located next to the be cave on Lafayette Avenue uh reduction of a custodian and two teachers elimination um they eliminated uh the contract for power professionals from outside agencies uh they also had a reduction of supplemental programs uh professional development and supplies so this is something that's strongly affected our little Board of Education that concludes my report Reena um just want to mention again some of the upcoming dates so the green lectures is tomorrow May 2nd at the library at 7 hathorne recycling program the next one is May 14th Tuesday native plants and then of course we have helped the hathorne be defeat loner on May 18th from 10 to 12 at the 8 Acre absolutely this was not done by a dump truck so then I said well I thought you was done d by a dumb truck Joe and he got it from somebody else but you're you're going to look into that on your side right that's where we left it okay well it doesn't really matter as long as they fixed it that's what's important well it's fixed with a c gun which is how I thought they were going to fix it when they said it take 10 minutes to put that stuff in and and then they they uh one of the secretaries explained now they got to square it off on the bottom before they put the cement in US you make it cable company moves this each person's each company's responsible obviously if it's a utility pole electric is what controls it and then phone and cable which is lower has to follow Verizon can move to the second poll anytime they want C in the middle doesn't hinge on either or they can move it if they want but they can't take the poll out until the last person's off the old pole okay so how do we get them off the pole well that's not a B for that problem it's all over town well I guess we can have Eric contact our cable company and our cable rep he's been doing that well that and it turn other towns have the same issue I have double poles right outside my neighbor's house as well oh okay you know so you're not alone they're annoyingly ugly okay now um the last thing is U the procedure to get something fixed you give a 10e guarantee on the work we don't give a 10 year guarantee on the work it's in the or or ordinance 10 year life it's the contractor that is hired by the contractor there's no there's no 10 guarantee well it's it's in it's in the thing that you approve no the 10 years the only mention of 10 years would be the useful life yes that's it useful life is not a guarantee useful life is the term for which we can Bond something we can only bond an improvement to the extent it's it got a useful life there's no guarantee it'll live that 10 years and it might live 30 but that yeah it is is not a guarant the guarantee is a 2-year maintenance Bond two two two years this many and just so you know concrete is a product that's made to break the only way you going to stop house 45 years I'm just telling you the only way you're not going to get concrete I'm an architect only way you're not going to get concrete to brake is if you post tension it basically compresses it as it dries so that there is no moisture or air bubbles in the concrete so okay there it can crack naturally without it being anyone's fault all right so now uh the last thing is if someone has a problem with their concrete call the administration B administrator is the person that would handle your comment think Lor was the one she's the clerk she handles all the advertisement and works for us day-to-day operation is handled by the bir but I want to know Lori doesn't fix it town doesn't fix it Lori has to call somebody Lori is not involved do not call Lori ever again for really take a look at the entirety of their operation down on the fields and see what the future the the entire facility looks like we have an agreement so let's be clear about that there is an agreement the original agreement not it remains good and in place the school board though does wish to uh revisit the agreement we're willing to do that with them and so you know we keep working with them but they're going to take the time to also undertake a a comprehensive study to see what else needs to be done down there okay if you can find a place to put the buses that would help everybody uh because that seems to be a major issue there's a parking lot across the street next to the building they just built they can put a few buses in there put a bus in a number of places but again um yeah they're they're look they want they want to look at a long-term picture not just bandid for this year and I understand that okay so we're we're going to keep working with them I mean I'm under the impression also that the agreement from 1996 is still intact sure should be honored and I don't have a key to well I have a key to the main gate you're supposed to have two keys according to Dr SPO I talked to him personally on Good Friday he says Barry should have one obviously I've been talking to your crony and said Barry should have a key to both and then they said oh we checked on the video camera he was in there on Saturday the grap Vine said the lock got cut off so that you could get in there I don't know who's by someone I don't know who's cutting the lock but but someone uh and that it's been three weeks in a row that a new lock has been put in there yes well the person that does cut the lot she did cut the lot l a few weeks ago but since then and prior to that has only cut the chain to be a nice guy M but all I was told by the superintendent that you should have keys the mayor even followed up with the superintendent and he told him the same story so go to the Schoolboard meeting and say where the hell is my key well I was asked not to go to the last one but I'm going to this well I'm directing you to go yeah well my other question is why are they locking it it's supposed to be open to the public I was told it's locked for your use only and that's why you were going to get a key to keep the shot Putters The discus and all the soccer players out of there that damages the boards that you personally finish the shop Footers are the high school track team which I have what I have a shop fo at my house they I understand but you're the guy that does all the repairs of the boards and that's why they told me it was locked just for hockey use and that's why you were the only one that was going to get a key to the upstairs and the you know to the gate at the street and the block on the uh rink itself I'm just relaying what I was told by the superintendent I mean that's kind of silly I mean it kind of defeats the purpose of the rink being available to the public which no I thought this was something you you would be happy with so the the boards aren't getting destroyed again nothing well as far as soccer goes I mean several years ago I put up a sign saying for for hockey or roller roller skating only I put it in English and Spanish the rec department was supposed to do it but that was that never happened but and since then cuz I was haven't I mean they were out of town just coming to play I mean it's a very convenient soccer field you know for like an indoor soccer thing sure but yeah they were they were beating it pretty good but we haven't had a soccer issue in several years but it's just like I said people you know I'm always getting messaged or whatever and you know it's locked again and I don't have keys for that red the shed and say open it up when you want to use it I mean it's kind of silly I mean like I said there's a lot of people that are disappointed when they go down there and then to be told that the town locked it or whatever town has nothing to do with it whatsoever but you just that's for our TV audience it's kind of embarrassing when they say stuff like that I mean we know yeah i' I've text you concerns look we have concerns with a lot of the facilities and use and overuse we do want to protect and preserve our facilities I mean I mean yes it's in congruent that people can walk the track but they can't play inside the rink on the other hand the investment of the rink is is different because you can misuse the rink in ways you can't really misuse the track well so that's that's a concern it really hasn't been misused in in years I understand I mean we're the ones that usually beat it to death with the exception of when they were going in there throwing shop puts and whatever baseballs you know you know so again we're going to keep working with them and they've expressed the willingness to work with us it we still have an agreement there's going to be a rink there it's not going anywhere we're not moving it well you hear this fiveyear deal again I and I've never been on social media in my life I'm never going to start because of people like your Fred Ed and um he's the one that text me goes you're going yeah the fact is um you there's Miss and disinformation out there everywhere yeah truth is we're going to have a rink there the is there are the coming out for the rink or soon not yet not yet okay no we're again we're going to work all that out with the school board because they do want to look at their facilities and and it's it's understandable they asked for let's take a deep breath and study and you know we said yeah I mean the materials that you supply me with to get the rink supposedly back in shape after they condemned it uh they have held up 99% I mean the rink really looks really looks good and I guess every time I go down there to try to keep it make sure it's clean because I don't want to be accused of having a unsanitary rink or whatever but even I sprayed the weeds andn but I gotta get my way in there it's always locked so we'll see what happens this Monday if it gets locked again let me see what we can do and uh you know uh just way butt I know that's true there is always a but it's true the guys who work on it they are freelance guys I I guess anyway putting up the antennas when each vendor does their own thing like L of times so they can go to 10 yeah the issue why they I think they work after hours is after well it's no it's it's that most of those antennas are connecting uh um to to Wall Street business to to Wall to Wall Street and and they need to be open when they have to be they can't be interfering with those signals while uh um you know while wall Street's doing business yeah really what these well they just keep putting up new antennas though I yeah but I'm keep getting new tenants how long does it how much we're full we're full we're full so on that that's what I want that's more what's that uh Hillcrest Avenue yeah so on that tank though it's the relay point the the most of the trading has I don't know how much you want to give out about that um it's very simple everybody knows it's public information the trading houses are largely luminium Mawa and we are a perfect relay point between New York here and there because of the height of that Tower so we've gotten many premium vendors on there who are transmitting a high very fast because trades happen like this you know and we do have cameras on all the facilities so anyone's getting the idea don't do it we'll get you no with the the fact is the no I just curious how work has to be to to Joe I'm just saying to Joe's Point yeah everything is monitored away State Secrets yeah I don't don't I know where antennas are that they use for
