that we were changing the times because at the time the cannabis operator uh first got their planning board uh L use board approvals the church was operating as a church it is since been sold to a private entity and it no longer operates as a church uh therefore the hours could can be changed they will also need to go and get site plan approval to go back to the L use board because the hours of determining various matters in connection therewith Mr Michelle could you briefly explain what this resolution does sure um when we bond for projects uh what we do is we get they Bond anticipation notes and when we go to the the county Improvement Authority we Us and other municipalities pull all of our different um funds and whatnot to the county so the county goes out and gets a much better uh interest rate for uh for basically all the other municipalities that are participating in it um we've done this a couple of other times in the last few years too and the interest rates are a lot resolutions r253 through r259 next we have other business plan deoration plant concept PL design and public discussion okay before we get into the public discussion I don't know how familiar uh everyone is with focus groups but that's this is kind of what we're going to be doing it's it's qu qualitative in uh nature and it's an interactive discussion um regarding the plant I just uh had a little short something that I'd like to read out it's a lot of people uh some people people don't know anything about the plant other people know a lot about the plant some know it exists and they have no idea anything that they do so our clammers pretty much um Harvest about 100,000 clams a day it's a 365 operation and they're never closed um some things uh that people should know is that uh clams may be harvested for human cons consumption in special restricted Waters under a special permits program uh so plants harvested from Waters classified as special restricted must undergo purifications prior to sale for human consumption this purification treatment may be through the deoration process or the relay process um at jty is the deoration process um both processes provide sufficient time for the clams to purge themselves of harmful bacteria and to adhere to their tissue you prior to the Harvest uh just so that you know the entire Ron Bay all the way to sebrite they all special restricted no one can just go onto one of our beaches and clam there and make themselves some Linguini like cofs because there's bacteria in those clams that it takes um I believe it's 96 hours for them to go through the whole process um so uh just a little bit of history is uh the plan plant opened back in 1974 with $50,000 of public money uh won by lobbyists uh and lobbying efforts of the bamman protective Association safety standards for safe consumption uh of the local Quahog by the mid1 1980s uh closed the facility um until James T white who was a former mayor uh he was a Clam Digger school teacher PBA president um he became mayor of Highlands and in 198 89 he won a $1.3 million Grant from the Port Authority of New York and New Jersey to revitalize the clam industry here uh the long-term lease agreement between certified clam Corporation and the burough of Highlands has weathered clams climate change and townwide politics uh shaping Seafood state in New Jersey the Ron Bay clamors continue to be resilient maintaining the Bayshore Region's long history of claming so why we're here um this project was looking to expand amenities uh and provide a unique look at the Jersey Shore clamming decoration industry that continues today A New Perspective of harvesting clams growing in our Waters and a and a building and building respect for the health and resiliency of the shellfish growing Waters and our environment Highlands burrow would utilize a conceptual design design economic and market analysis feasibility studies all to formulate a plan for the clan deoration plants public enhancements um and these include updating the electric updating uh cracks in the foundation um you know all all infrastructure at the clam plant itself um as well as creating an elevated space uh for the dedicated office space for the plant as well as an education Center and a maritime exhibit uh space and this would all be on site for live demonstrations for visitors including uh nautical history of the Bayshore claming industry and creation of a um I like to call it the uh the car wash effect of creating like a glass wall that separates the clamors from the public so that public could go through and actually see the clamps coming off the boats getting washed down how the entire decaration process works without interfering with the work that the clammers do um also um what we're looking to create is um a separate as I said the separate elevated building that would create a public education programs of how and why shellfish are harvested from local waters for consumption and the in the context of an active facility um and the regional nautical history of clamming and shellfish to witness the process in an interactive clamp deoration facility is amazing and we want to share it with everyone in the region um this concept for a maritime uh museum has been around for quite some time it's just never had a vehicle to really get it out there um so by um I'd like to thank uh Kathleen Shaw who is our CRS coordinator who wrote the grant that is paying for this study um after hopefully after we successfully uh conclude this plan of which public engagement is a portion of it which is why we're doing this tonight uh then we can go out and get an implementation Grant and that um we could use both the Eda which we're doing this planning study with uh but also go out for Grants with tourism um education Workforce Development uh there's just so many um ways that this educational space um can lead to just so much more and it would uh really be and economic development I we'll get all we'll get all through it but um I just wanted to give you that uh that little nugget of information um uh some of the partners that we have signed on with our steering committee uh are uh the partners that we have over with the uh scientists over at Sandy Hook with both the National Park Service with Noah the seant Consortium the loral society uh we also are have uh gotten a really great um interest from our uh friends at uh at Henry Hudson Regional School at Mast uh Brookdale Community College Mammoth University and ruter University as well uh as long along with the council and residents um we feel it's a really it's a good mix of interested parties so um a lot of the folks over in um over on Sandy Hook with all of the different alphabet soup of organizations there um they have their offices there but not all of them have a spot where they could give um a demonstration or give uh an educational component to why uh why muscles and oysters purify Waters better than other shelfish to so this would give them a space uh with ample parking that would um that would really make uh it very interesting uh for for school trips for a number of things just everyday people learning about what it is uh that the baymen do here and why it's so important to our community and to our region for them to continue in updated facilities um and uh have this really cool educational uh component that shows off our history and keeps that word going so without further Ado does anyone have questions from the table before I jump down samples samples I so in a former life I was well I continue to be a focus group moderator in the world of market research so um you all know who we are I explained what we're doing um this is going to be recorded and that's going to be put up on YouTube for the folks that were afraid of the weather that didn't come tonight um and just for it to always be there so um let's just quickly go around the room and what if I mean if you don't have to participate if you don't want to but just as a question um what was the most memorable interactive experience that you've had in a museum or an educational s or can you think of one go ahead for me it's always history I always gravitate to the history history of wherever I am where it's started where it's going through and um that I okay anything anyone else goad definitely educational um exhibit I can remember bringing my kids there and asking for tour ofation M yeah anyone else so how about relable experiences relatable something that you learned about that okay I'll thr a simulation where possible very nice anyone else I just when I thought about this project all along the thing that comes to my mind is of how many young people there are out there who don't realize where CL come from and how local they are to where they live I think there's a big disconnect in that ites from Disneyland somewh Carolyn don't um the clammers supply most of the clams sold uh in New York City in the region to the restaurants in the region sure yeah yeah yeah I mean it's there's one SE it just opens in the '90s uh but for a long time it was justt white um so let me ask you guys what do you think about museums that combined interactive exhibits with working operations have you seen I'm sorry dir active exhibits with uh working operations have you ever come across one science CER Harley Davidson okay so we this is a general we like this idea a lot okay okay um so you mentioned Harley-Davidson has anyone ever been to something like that before uhuh you can walk through you can walk through being made get made in one day well each one gets made individually in one day okay you through and thisum Tucker yes Tucker little Lake har down there okay um now how would you think that this idea would either enhance or distract from your Museum experience of watching what's going on do you think it would distract in any way you only think it would enhance it absolutely okay um so again I I went through all the improvements that you're uh thinking um the glass walls watch it the separate U office space that the clammers really need to get out of their temporary trailers there um and also the whole um storage issue um so what about that type of a an exhibit would make it interesting or or educational for for you what is your thought of what about it I like what you were talking about the being able to look down and see seeing everything happen I keep thinking of car wash that's thinking but I also think if you want Target children you have some type of a short 5 3 to 5 minute video you know claming clam or whatever you know Happ name better but a lot you can do yeah one thing that we mentioned on our um we had teams call before this that I was gathering ideas from the steering committee and um one thing that I mentioned that the uh principal over at Henry Hudson just jumped on because they've got a really great AV Department there and so we uh I said to the principal it would be great if we can get the AV club to do that sort of video that's on a loop of showing the clammers grabbing the crates and coming off the boat and then going through each stage of the process and then putting it all together um he loved the idea his the arts department is already getting crazy because they want to go do something but it's really cold outside so I said what you wait till spring but uh so things like that is uh are things that we're trying to make sure that everybody's involved and everybody brings something completely different uh to the table like I was saying about the muscles and the oysters um most people don't realize that they all hear about the oyster beds the oyster beds but people don't realize that muss also purify the water uh to a great extent and in um I only saw it because I went to their offices at the SE Grand Consortium but they have this fish tank that they fill with seawat and then they d a couple of dozen muscles in there and with that half an hour it's clear which it's it's a very interesting thing but you could only they could only show it to maybe six people at a time if there was a room this size they'd be able to cater to entire classrooms of people uh hopefully of our our local uh Regional people that want to come and see the process and really learn what's going on and know that the clams just don't go come from Lusty Lobster they could they they are you know harvested by these very hardworking individuals that are um that are bringing them to their tables thing might be to have like little vignettes or little little mini interviews with clamors that could be up that you could turn on and I I've had a chance to sit down for an hour one night with I didn't know he's been a Climer I've G to a meeting at the uh pack to something else and he was such an interesting man we were pretty much the same age we were talking about our experiences through life and I said are you retired what did you do and he said that's a clamor and here was a clamor totally involved in the world the same world I grew up in pretty much and you know it it would be interesting we have no clue really I think Carn the U having a film video of the clammers actually working claming yeah I mean I've seen them outside the the house is right on the water this is in the summertime they work so hard I can't believe it I don't you know with the rakes and going and it's it's just uh it's hard work and they're out you know sleep they'll be out tomorrow morning even in the store I'm sure okay absolutely we could have Russ take us out on the boat be fun the intentions of the muscles and the oyers would it be is there any ulture intention next or yes because we only har yes and for our operation only right I just want to know what the would be um no I mentioned that as only as as something that they teach there it's nothing that on 100% education um and also you know to explain to people why when you have your um not and it's yes it's the primary highlight will be on the clamming industry but it would also be there is a reason why there are catch laws for all fish um and why they have to be a certain size and why um there's different rules for different things like you don't need I had my first crabing experience this past summer but there's no you don't need a license there's no yield uh maximum minimums rather because they're just so prevalent um but that's about the only thing that you don't need a license to fish for um so explaining the reason the how and the why is really what this is going to be about so a little bit of you know it'll be some of the maritime history a lot of the educational component is going to be on you know everything that's in the bay and that's what we're trying to get to yes the development aspect of it also so this is an industry where people are making a living and um it's it's contributing to the econ something like this of course was really kids at the high school introduced to careers traffic into town traff the resturant which is really nice yes definitely located it's not too far from from the trail good point yes the trail from Atlantic absolutely and uh you know we have marinas here where you could rent a boat for a day and go clam you know well maybe not clamming but you could rent a boat for a day cuz now you just learned about all of this stuff let's get out on a boat and and you know go to look at the waters and and yes for the workforce absolutely um I'm a I'm a big proponent I I'm a big proponent of education however I'm not a huge proponent of everyone needs to go to college um and this is just another outlet for people to have a good hardworking job that is benefiting the community and people need to know that there's space for that go ahead I think this is a really cool idea and a little bit confused about the educational component I was want to a little bit more about how the museum would be explaining the the the process and maybe more importantly the need for decoration well that's what we have here with this um I don't know if you can see it from there it's a make that bigger oh we have we have a handout that's over at the uh at the entrance over there but it's you know just showing how many hours it takes in the process to go through each step yes I understand that it's more about the fact that the only place one of the only places in the state where CL we decorated is the rare yes so there are other places in the state where Clans only decorated because the water doesn't have the brackish yeah doesn't have bacteria the necessary reason you're so I I want to know how the uh education will be crafted so that people want to be encouraged to buy CLS and not get push away from one okay what what like I'm saying we are really at a concept stage at this point in time because we're just doing the study of here's an idea let's it out with members of the community and let's see what we could possibly have um looking forward into the future I don't we don't have an itinerary of what all the classes would be I'm just trying to throw out some ideas and hope you bring some ideas back to us so that we can incorporate it yes definely want to say that I think big support of this idea I think more people should be eating than their Clans for short absolutely but also keeping in mind that sometimes when you pull the veil away from how food is produced across all Industries sometimes people um it's a turn off you're saying Turn okay and I would want toize the payment their by inviting people not understand the wrong okay possibly workor to work that problem to explain the toxology levels in the B because the bay the toxology levels are not high enough to where we can't re if the bay had a sewers did this past year um they would shut the Bay down they would shut the plant down the intake anyy levels the base tested every single day the plant water is tested multiple times every single day and I also um there was one more thing um any might come back so a science component right that's what I just put it to explain how the department of fisheries and water monitoring works yeah I I'd like to add something really quick um the reason for the the purification needed is all those industries that are along the rtin river also up the Hudson uh if you go over the Drisco bridge and you know you're going south that whole area was is used to be green pool of green there so that's one of the reasons but that is a long long time ago and the levels like this gentleman said have you know gone down considerably so that's one of the reasons why that's necessary absolutely absolutely yeah go ahead just that arean if the CL down south they don't show anyy lels but we are daily testing our PL those PL go to 48 hour process they come out me and it's it's insured by the state if anything you get your money back you you had your hand up I just wanted to reinforce that involved with this process you know back in the 9s when theity and the count and everybody was do the enhancements there as partners that have been involved all these years with you know GP water monitoring I mean it's a fabulous process and it's got a lot of accountability the thing is nobody knows about I think it just needs to be what it is New Jersy it's our heritage we've done it right and there's a lot of good things to be said about it and I also think it will set a tone like no other project I've seen before about more respect for a water yes don't throw Stu in the water we don't do bad things so I think it's got you know education lessons Lear automatically inside it they're very positive I mean I I hear your you don't negative right what the whole thing is that you need to have all of this detail to explain it properly but you need to make it testable and understandable at the same time and not have it go over somebody's head and it's like that's too much science I don't get it so just to say what they're tested every day you don't need to go into the science of what exactly they're testing for or you know how many microns per whatever I mean that you could really get lost in it but you could have a QR of somebody really like I need know absolutely it's a beauty of the QR code and the other thing I wanted to add is that the average person you know people that to go in restaurants the tourists or whatever they're they want to be Clans they're not thinking oh that water you know so the average person doesn't know and we actually through the the highlands visit guide we have a little page in the back that explains and actually it's almost like a braging thing like so people aren't thinking this way so this leads right into how do we make the process both engaging and educational at the same time for all of the visitors I just want ask part UC love to one thing comate Jim initially um he's a great man from Sun Billy and from uh the ABC the P the book W for white and I just want to thank what's your name you and many others my member at and that we stand on the shoulders of that there's many many that come for us and there's a lot to learn from them and a lot that we can do more for the future and for the people com absolutely absolutely agree 100% yes Mariel absolutely right the idea of ACC setting that we're purifying plans I think it's a good thing we're coming to a time where people are going more a real asset to show the the educational aspect of it um I I think we put in the the health value of eating Seafood um how do you even have recipes there yeah you something going through they're going be bored with the process they might like to know what you do buy and need at everybody doesn't want to eat long aspect yeah absolutely sorry no I you know um how would interactive um elements such as like touch screens we touched a little bit on videos live commentary how do you feel that those things would improve the experience all of the above only some of them we have I mean I don't know how we can deal it but I learned how to plan up went they in this little Pond and you had to look for the two holes and your hand how could be a little video that could be a video yeah abely or even like they used to have it I don't know if they still have it at Noah where they have like a a table they hav't met many museums where there's a table and the clams are hanging out in there and you could just go grab one sorry a touch tank absolutely touch tank I'll put that in there um I know we touched this is we just finished about health benefits but it's like how also can we highlight um the environmental and health benefits of deoration process I mean this is where I would turn to folks uh like the biologist at Noah yeah um the SE Grand cordium the loral society um the loral society has actually played a great part in our uh winning a grant from the Department of Defense to put a living Shoreline over at uh uh Veterans Park uh so that was with fresh planting and using muscles cuz people going to go for muscles like they'll go for ERS so they could just be in there yes I think you could make a point that like since the 1970s the clean water water in Bay the water improv maret yeah Le and Bs away people probably live that experience rather than right um but I think it's also probably important to point out there still more work done in the bay someone one of the council members uh about areas north of us that uh have a legacy of pollution and pollution is still in existence yeah um and it's still getting produced so I think uh you can't tie away from that while allation right so incorporating a way that teaching the public about the progress that has been made but Al also saying there's more work to be done in the interim let's use these billions of resources all these clams let we found a solution to dealing with this problem um deoration and let's let's do that while we're also helping our absolutely any want to want to add anything to that um should the exhibit uh connect to broader Maritime topics such as uh you mentioned aquaculture and uh Coastal ecosystems yeah any particular way or just for that to be part of uh what again there's no firm we're doing concepts of what things we should be talking about um get other issues to as well just depends on how CL other things besid hum right uh bass and right there's those creepy eels that are on the other side of as well right could there be a website as well oh yes I that's in my o yeah that's okay no we can jump ahead that's totally fine um but uh yeah I I right now um the clamp plant doesn't have operate website but we can certainly dedicate a page to them on the Burrow's website that would great and uh and give a little bit of the history that I read out before and you know 100,000 clams a day it's it's a number that grabs you um uh I should get some yearly totals uh but we could ask Mike to work on that with me um go ahead I also think I think exibit um all years of reading about the B region from like southy down you know which crosses over the midle county county the Heritage I don't know if I'm saying Indian but I mean it was an economic driver yeah I me years ago still an economic driver and I think that's a remarkable thing because when think of all the things in our lifetimes that have either become obsolete or I think looking at the perspective of the history of it and there's linkage with I know that um the key Historical Society has a huge exhibit oyers were a big part of their Heritage with the lappi there but there's just so much linkage that's very interesting and I think the common denominator is it's an economic driver still is very things like that absolutely and it should be celebrated and highlighted and commemorated all of those things um how do you feel about um us partnering with um with the folks out on uh on Sandy Hook um about all of these uh some people have no idea what they are nobody knows what the no I shouldn't say nobody a great deal of people have no idea what the C Consortium does uh all of the many things that Noah does and the uh the C Grant absolutely um so we've been talking about a lot of the things that we could be doing and so um even though we went a little bit out of order we've just C did this entire section already um how can we make the clam plant exhibit accessible and engaging for all visitors uh as I mentioned this is going to be an elevated building with probably two floors one dedicated to the clam plant offices and um uh storage space and many other thing that they would need and then another level would be for the uh Museum SL educational component uh it would have uh obviously an elevator because it has to be ADA Compliant um parking so sorry parking parking underneath yeah of course um and um so the questions let me see how should it cater to Children families or those with limited knowledge of Maritime Industries like take those as three separate components for this uh for the educational component to towards it I had mentioned uh buses of children coming to you know learn about what's going on in rer and Bay and learn about all of these things that we've already discussed um people could bring their families uh do a walk through the do the walk through yourself self-guided tour um and uh those with the limited or poor knowledge and we go back to our QR codes with have a short display that would have the them just get to the punchline and then we could have the QR code of somebody that really wants to dive into it then they can get more information there and that would likely just fit right to the website that we'll create for the CL PL well this is here I also like partnership with with organizations out on the hook if I want to have a class trip and I'm yeah and I want to come down this is not going to take three hourses then I can do something else more educational component yeah and then go to restaurant absolutely um and how about uh our like I had mentioned with Henry Hudson and them doing the uh the videos the AV Department um how do we work those other local education facilities into the equation with Brookdale or with ruers or um blin mthu all of those other um places how are you envisioning that those Partners would work with um this fabled Maritime Museum with interactive exhibits integrated into the correct so that I'm sure what dve that people here to see it never seen it's really cool I think there some creative teachers at hson teachers at elementary school too oh AB the history teacher nson just had the kids built a trench because they were studying trench warfare in World War II oh wow kids build their own trench I'm sure that there's something they can build there for planning just to establish it for art they can do something do research ESS oh absolutely history absolutely go ahead all kind of experiments watch just bu of different science projects and something okay we we talk about building Heritage tourism on the road am I skipping ahead no goad so we talk about walking tours and integrating so we we could have walking tours but this could be and then you know you seen everything now end up here and then come to what kind of takeaways should a visitor have after coming to visit the plant seeing everybody in in action and then um going through these um these exhibits go ahead is some PR you can find sorry some you can it's only 4 hours water and managed well by the state and the baby ass the you could have free recipe cards at the cookie just another QR code learn about the different types of CLS too okay any others shell into theology recycl that the uh uh the lural society does that um I know they have one at bars and I think they also have one at Lusty Lobster so they the bins of the uh shells and they collect them and then they lay them all out and they bleach them that would be a really that's a great idea because have a public drop off where people who maybe buy clams at the supermarket in the Wast could bring them to a dedicated dumpster right Museum and theal societ come pick them up and they could cure them and then they could use for restoration purposes so that way you know you're driving traffic to the museum there aans or after after Christmas Eve right but at Le remind this the thing M I want visit and there's like rotational activities from Beach Island every Christmas they have a tree a Christmas Tre and people pain yeah and and then the Nam all red and then it's really really speci and the paint doesn't no maybe it's not there were thousands of this year oh that's awesome okay there you go go ahead say something similar friend a whole bunch of oyster Christmas beautiful Christmas and actually she get from Department of work all the oyster shells restaurant and whatnot and she so I think about what someone said when you're visiting the plant um on the school bus trip obviously you know the kids going take them to a restaurant but you know picnic theying stay and you know that BRS o yeah nice very nice anyone else on that um I think unless anyone has anything else to add we have wrapped this up in record speed time um so we've got a lot of good ideas I will be um Megan's uh with our planning office she's going to share her notes I'm going to share my notes I'm going to write up a little qualitative summary of the fund that we had this evening and I we will be sharing that on uh our website and as soon as we get uh we have until April 18th to uh finish the plan and get it off to the uh New Jersey uh economic Development Authority that's who we received our grant from and as soon as we send that off to them we will make that public as well so everyone can go through it and then we can start thinking about who we can um who we can go after in the future uh to help make this really amazing idea uh into a reality so I want to thank you all and we'll go back to the we'll go back to the meting sure right ahead go right ahead I just share with my friends over here about the importance of those museums that uh are nothing but information uh K has been with me to Mexico Mexico City is the city with most museums in the world about 20 million people visit Mexico City a year and all I can tell you is that uh sharing uh history past information Legacy no Legacy Highlands everybody talks about clamors clams the water the Beautiful from Legacy very important information about who Highland is all about the people that live in towns sharing that with a lot of people that will come to visit to see the you know the museum I come from that City uh uh of uh you know 20 million people a year and the most museums in the world so it's about that it's about feeling good about I'm very excited about this that's what I want to say what another thing you two gentlemen here your clamors I'm not at University oh okay but you are okay um you've heard of the uh the highlands Roar on the river in May and I well I have heard some some people talk that some of the clamor would like to uh be in a race uh and it would be on um Saturday after afternoon Carla I guess so if you know anybody or any of your your colleagues that are interested I'm sure some of you say my boat's faster than your boat and yards love would be a fantastic thing to do perfect idea all right okay yeah after the SKS yeah sat yes okay yeah hang on okay we're still in a public meeting so unless you got something to say on this okay go ahead that the bay Central business district Redevelopment area working on I work on the management and that area the plan um the development plan was updated to be compliance with our flood plan requirements and we also changed the uses to Artisan uses which is I think an Innovative way of small producers small manufacturers they got a certain percentage retail you know we're going be inviting them here with our mixed use res Liv commercial businesses and I think there's a lot of energy you know we've got the you know clle deoration facility and I mean I just think it builds a noal Transit Village environment that we've been kind of dreaming of for like decades and I think it sets it up you know for them to intersect and kind of feed off one another so I just you know we were you know focusing on the pl but they few exactly lot of energy you know for those two things to be growing into to make high such a destination and while people are leaving the state of New Jersey I'm I don't know they're leaving um in a number and they're the state and they're leaving County in state in leaving M County to go other places but Highland show about the 16% increase for people coming here so we're already moving against you know what's happening in the county in the state and I think that's happening to absolutely a very unique place to live work and play y yes so I know that it was all on your bucket list to participate in a focus group and I would like to thank you for participating in you all give yourself give yourself Round of Applause um and now I think uh it's time unless anyone else property of the Bungalows they all park there in the summer I don't know what time frame or whatnot that would be because I know it could uh overlap in the inconvenience for plans and for the building
