have a moment of silence for our uh Mr George caano the Chief Financial Officer from the for the city of hok who has passed George was a dedicated City employee very generous man and and a family of the city hall uh employees and I'm sure that he'll will sely be missed and our condolences go out to his his nephew councilman Russo may he rest in peace amen amen thank you Jerry he he served with distinction for 31 years as our CFO he always had a smile on his face and his spirits were were great he was he will be missed um council president if I may yes councilman I just want to say uh thank you from the bottom of my heart uh and the family everyone who reached out everyone who came today is actually the the day that we're uh s celebrating his life down in felis and and you know my uncle was was involved in the city in so many ways but to most people he was just known as Uncle George you know so uh whether you were a nephew or a niece by blood or you were a nephew or a niece by association everyone truly cared for him and he truly cared for everyone else so it's been overwhelming and amazing to see how our community has come together and and expressed their condolences and shared their stories so from the bottom of my heart I just want to say thank you to everyone thank you thank you council member okay so we are on to Second readings Mr hearing on an ordinance amending chapter 190 entitled vehicles and Tra traffic to clarify on Street fees by day of the week actually before you um I I can check that but we should probably do a little housekeeping as as you can see on the agenda uh second reading number two is carried uh there are a number of items I don't know if they came off the agenda uh A3 is pulled um all three T transportation and parking are are I believe carried it says pulled um I'm not sure that makes a distinction is worth it there and and then we and uh in first readings number two is also carried so um so if you're here for those be the question real quickly so this is just an administrative change this is just an administrative change this ordinance so um previously there was just one line in the ordinance that said that meters will now be in effect on Sundays and what this does is there's a long table that notes every block in the city that has paid parking at different times and dates and so this just clarifies to show in that table exactly which location are paid Monday to Saturday and which locations are paid seven days a week okay thank you yeah no problem thank you council president but that's still on say specifically are the fees going up like from a dollar to $2 not the everything going to stay the same it's just that they're going to enforce on Sundays yeah that is already put in place that's specifications for parklets to require that the removal of all permanent decking and require quarterly license renewals councilman Ramos or uh public first it's public first okay uh but there yes Manuel Rivera Soler thank you council president muchas noes to everyone uh council president a brief question on this um Amendment uh can members of the public have uh clarification because you're saying here you're amending specific specific things for the parket is this does this mean that in this ordinance you're going to um allow uh the parket to stay with renewed or constant renewed um licenses or are they going to be um removed completely for a season or such pardon me can members of the public understand that especially um the community um the business Community I'm sure they have questions as well as um how does this uh ordinance uh affect the one on second reading is it uh amending an amendment on the second reading even though I know you don't uh ask questions on that one that would be on on uh on agenda consent agenda but I'm asking the question and this one can members of the public um understand exactly where the specifications for the parklets are going to be uh what you signed up to speak on okay then then come on up good evening council president and Council um I I just wanted to say I am in support of cleaning the park parklets for the streak for uh for the city interesting thing happened two weeks ago I saw you guys at the meeting here two weeks ago and that night I was walking my dog and I was on third of Monroe the parklets are really important but the rats are everywhere on the block of Monroe between third and fourth there's no parklets anywhere near that couple blocks either way and it was one of those windy nights trash cans are knocked over I'm walking my dog there was a bunch of rats my dog literally goes to beine through him he must have body slammed a rat because the rat came flying in the air and it landed on my foot as I'm walking like on your shoe and I scream and kick my leg out and the rat goes flying um so it sounds funny but it really wasn't funny in the moment um so I am in support of the street that'ss being cleaned and I support outdoor dining I love it but the rat problem really it's a problem um so thank you okay thank you very much uh that's it for member um bro uh you signed up for A1 and A4 but yeah you signed up under resolu even there you didn't sign up you're welcome to come up Rose I just so would you like me to put the A1 and A4 on with the resolutions okay this one is just about B 734 yeah um I'm glad to see there's some kind of movement on this I live with these on my block they're not very helpful but my question is who will do the inspections last time that this was brought up the uh business Ali said that they had already done inspections because there was hatches there are no hatches because I went around and checked and I have one on my block there's no hatch um you see that there's an old ordinance that is being brought back by two mayoral candidates to basically keep it as is pretty much to say residenti your quality of life doesn't matter at least this one is addressing a bit of a portion of our quality of life issues with rats and rodents they cannot be cutt clean underneath unless you rip it up somehow and use a hose so sorry that I know this probably isn't going to pass and I hope the next one doesn't either because it's just useless we're just keeping it as is thank you thank you Miss marle um now there's no longer anybody in the public or motion to close motion second all those in favor I I'll go councilman Russo or Ramos excuse me my twin it's okay Jerry could you just put that on the bar so that people yeah I apologize that's okay council president thank you uh I think uh one word or two words and never want to see in the same sentence are rodents and restaurants and I think our goal here Council Russo and I our goal here I think many members of the council and the public our main goal is to try and remove the restaurants from that sentence uh I think by with our ordinance having to create a decking that be able to be lifted cleaned out thoroughly and a decking placed back is a lot more efficient for the cleaning process and I think that process allows the restaurants to do their due diligence and gives the public peace of mind that the restaurants are able to have thorough access to do a thorough cleaning underneath the deckage that's that's the goal and that's it I'll let councilman Russo speak to the fee adjustments that we discussed with Anthony Pino last Monday but that's all we're looking to do that's that's the main goal because the more the residents feel angst around the rat situation the more this is going to come up and we want to remove the restaurants from this conversation and put the onus on the city to do our due diligence and cleaning up the rest of the city because Nicole is right she lives on third in Monro she she lives on Jackson Street walks her dog in Monroe and there are atat to Monroe we have to do a better job of cleaning Monroe Street and Garden Street and all our streets throughout our city where this is now almost an epidemic we want to remove this portion of it from the conversation so our restaurants could Thrive rather than have the the words rodent and restaurant in the same sentence and that's our goal we are pro business we want to see our businesses Thrive but having those two words in the same sentence isn't going to help in my eyes and I think that's what we want to have our residents at Bay saying that we could remove the deckage clean underneath thoroughly because let face the street sweeper is not going through they had to clean it up that's not happening let's make sure that that happens and quite frankly I'm surprised that the residents haven't complained about getting access to their parking back that's probably the next level of this conversation but we're in favor of having outdoor dining remain although I didn't vote for it to make it permanent because of this very issue but we want to make sure that this portion those two words are no longer in the same sentence that's our number one goal thank you council president thank you councilman counc president councilman Russo thank you council president most people might be surprised that I'm here knowing what's going on with my family and and the Wake for my uncle being tonight quite honestly I'm surprised well maybe I'm not so surprised this issue issue in the city is is Paramount in our quality of life it's been ongoing for over a year probably closer to two we had residents come come up for meeting after meeting after meeting in the last couple months and talk about their quality of life specifically and how we as a city need to help this ordinance change would allow that help to happen there are thousands of residents that are calling for some kind of change for 18 months proudly the business Alliance has said we have been trying to help that in itself should cause concern for 18 months we have been trying to help but that help has not come if we continue to do the same thing over and over and expect a different result that is in fact the definition of insanity the or for first reading that'll be on in the later later part of the meeting is exactly what it is now there's no change we allow a trapo we have trap doors in the ordinance currently reads we have to comply with all of our garbage regulations says the same thing doesn't change that just because we tweak a few words doesn't mean we actually did anything we need our leaders to be decisive and take action rather than just put words on paper so it seems like we take action this is an important quality of life issue the city has major culpability here we are not doing enough and we know that but changing the ordinance to tweak a few words doesn't change how we inspect doesn't change how we pick up garbage those things have to be changed as well but this is the one thing that the residents have pointed to that allows us to take the restaurant and parklet aspect of this out of the equation if we do this the parklets are no longer a Target because they have the ability to lift their entire decking so that they clean they could clean it daily and they could power wash it weekly that is significantly different than what is happening now the first reading of the ordinance that is being presented in conj in parallel with this keeps it exactly the way it is and I implore all my council members to vote for this tonight we can make the simple changes we could change the quarterly uh allocation move it from um from December January to February and so on and so forth through the year so that it coincides better with the restaurants so that they have three good quarters to have outdoor dining and if they choose not to do that in the fourth that's their choice but they don't have to choose not to they could keep it all year we could prate those fees as exactly they are as we've talked about privately we don't have to increase fees or decrease fee we could leave it exactly the way it is this has this this ordinance specifically makes a significant change for the quality life of our residents and I think trying to push a water down version is just doing a disservice to our residents so I would ask all my colleagues tonight to please support this and we could always amend those quarters and we can amend the fee as needed thank you council president councilwoman Fischer yeah so um I I think I think we can all agree we've had a rat issue uh in Hoboken for the last couple years um I think every single person up here has been supportive of every initiative to do what we can uh to combat them um and we still have an issue and um and I think as as often as the case you know we try and work proactively but we also work reactively the the the um situation that councilman Russo is talking about are my neighbors in the second ward um we have we have a rat issue in a lot of places in Hoboken um but we have one in the second ward and really what the neighbors have been coming here uh fighting for is really just to get the city to do its part and and we're we're not we're working hard but at at its core it is elating the food source and it is every single possible source to eliminate the food source whether it is non compliance with our trash laws um just not keeping your neighborhood um clean or parklets that are not in compliant and are not well well-kept um and we have a situation where all of the above is just not being enforced in this area and it's very frustrating to them so these ordinances came out of that situation but it could it could apply to any neighborhood it could apply to Nicole's neighborhood even if there wasn't a parklet it can apply to many neighborhoods um in the city so I think we're in agreement with how this started and we're in agreement with um what councilman Russo and councilman Ros the kind of the spirit behind what they're trying to do um and but what they were trying to do is really something that we we heard um from restaurants um at the last meeting when it was introduced just expressing variety of concerns just about you know people that are already in compliant with our current law are able to access underneath washing it all the time um and so uh councilman Jabor and I went out and we talked with several of the restaurant owners we um we spoke with the HBA and we learned that not everyone's in compliance and but there are plenty that are and when we started talking about the idea of lifting these floorboards up every day um one of the restaurant owners said you know it's dangerous and I I know that I have a a small cabin that I go to on the weekend and I have a dock and I have those platform floorboards and they're ridiculously heavy I they're mine are 4x6 I had to shrink it just so I could lift it and it probably weighs each one of the P the sections probably weighs 100 lb and about 5 years ago I dropped it on my finger and I broke my finger so this isn't this is a nice it's a it's a great idea but in practice it was one that I don't believe was well thought out and it didn't involve any input from our restaurants I disagree completely with councilman Russo that what we've proposed is the same old thing because what we've proposed in the alternative is whatever structure allows you to get underneath it you could lift the platforms you you could have the you could you could have flaps all the way around that could be lifted up you could just leave them up so it's it's open all the time and able to be washed and and many of our restaurants are doing that and the ones that are not and the ones we spoke to have a have committed to doing that in the time frame that's in here they're going to do that the second part of this is no matter what they say about lifting the floorboards it comes down to a compliance issue and it comes down to a Enforcement issue from the city the city has not enforced our cleaning of parklet laws in a year and a half they just haven't done it and it it trusts me when I tell you it it's like a hair on fire thing when we discovered this um what ours does is very specifically clarify where this compliance goes the CL compliance will sit in our health department and they will and they didn't want to they said they don't know if they have the resources to do this but we are requiring that they inspect these not only for health and rodents all around but the ability to see underneath it on a quarterly basis and they asked us not not to make it definitely we said we're definitely doing it because it's important the other thing that the other ordinance does or this ordinance not this one the the additional one in talking to the restaurants they came up with some good ideas on other issues one of the good ideas is how many people hate walking by parklets and just seeing like chairs you know stacked and it's just a giant storage bin no one wants to see that well one of the restaurants and we spoke to a couple um suggested that we require all of the parklets to fully set up their table and chairs every single day that they're open for business right so now when you walk by aesthetically within our community it looks better and those are some small additional things that we put in here because guess what the difference between what councilman Jabor and I did and what the other two did is we spoke with all we spoke with a bunch of restaurants right we we we were solving for the um rat issue of our neighbors but we were doing it in a way that was in partnership with our restaurants as well and we are able to do this this accomplishes exactly what theirs does only better that's how um that's how we feel so I I I want to stress that it's we we started with and we agreed with councilman Russo and councilman Ramos um we just decided to dig in a little bit more because that's what I do is I dig in and try and come up with some that was a little bit more reasonable that would still get us to the same goal and we feel very strongly that what is on first reading gets us there and it's just a a slightly better version than the second one so I'm going to vote no I'm still voting against uh rodents but we're doing it in a way that makes more sense for our community one last thing because I know I'm rambling I sent out a I sent out a it's been a year and a half now and so sentiment may change but I did a rat survey about a year and a half ago and I had 600 responses and I told everyone what do you think we should do there's 20 different choices you could select all of them right all of them what should we do more of to combat the rats and one of them was eliminate the parklets and that was the second lowest out of all the choices people don't want to eliminate parklets they want after covid people want to eat outdoors so I think for our community what we need to do is solve this in a way that meets our cleanliness but still allows us to and our community to eat outdoors that's what we were trying to do here that's it thank you Council respond Council Doyle or no well I mean as long yeah that that's fine as long as maybe the people who want to speak first and then you can respond Council um I voted no on this in first reading uh and I intend to vote no again today uh and again look I support the goal um understand uh removing food sources I just thought it was Overkill uh requiring compliant uh businesses to make this significant change uh when they're able to clean with a frequency that keeps uh rodents away is unfair to them right and so I think I thought that The Cure here was um was was worse than uh the sickness in in this particular instance which was why I was excited to see the new ordinance up for first reading that gave um business owners more tools to get to the goal again the goal being to be able to access underneath uh these platforms so that they can clean uh more effectively uh and more frequently uh I like that we now have options you know put in trap doors some do have trap doors uh uh create openings uh underneath so that you can kind of get under there with with the hose uh I like that there's uh more um specificity as to who's responsible for uh the enforcement aspect so I think the the the ordinance of for first reading uh is a little bit more targeted um and will Empower us uh to meet that goal uh but in a way that's more fair uh to the businesses that are doing the right thing so I I will be not supporting uh this this one that's up for second reading but I will be supporting the one that's up for first reading anybody else good so being a numbers guy when asked I I thank you director Freeman for giving me some I had asked some questions about kind of revenues and some information about the parklets so in 2023 we took in 322 2K uh in 2024 we took in 301k most of the parklets are constructed between 2020 in 2022 uh one was added in 2024 there's been six removals two on violations so inspection in in the city is always a difficult issue for us as we've proven that we as a legislative body can't tell the administration how to do things so we can pass all the laws we want but if the administration doesn't enforce it we're just blowing smoke so if I just did a a rough calculation and there's 25 parklets in the city and I'm going to take a guest takes an hour to inspect each of them eight hours a day takes about three hours three days to inspect all of them so that's 12 days a year if I do it on a rough calculation of 260 working days in a year give or take it's about 5% of that person's time spent inspecting parklets now I don't want to see rats I'm not a rat expert uh although I like to think I am after reading about everything I feel like I have a minor in it um I struggle I I don't understand how we as a council some people have used the word that we had to we're instead of back and forth we're supposed to be Cor cerative and work together well we had an ordinance that came to Second reading and then suddenly another ordinance came on and while I watched the back and forth and emails and both had valid points you know before we put it to the public how did we get to this point like we couldn't Talk Amongst ourselves to figure something to put it out to something that works for everybody and I think all of us have talked to different people and I just just don't get how we as a body can say that we're supposed to function together when we can't even get something right on this when I I was just surprised when I saw another ordinance now it's nothing against my colleagues up here I I applaud them for doing the work everybody's done their work but I think we have to put the onus back on the city I I mean I know that there's been to removed for violations I mean I'd love to ask the questions how many been in have been inspected over the two years how how many have been fined or warned uh and these are all very sub subjective because it's very difficult to get these reports back as they're probably not filed somewhere easily but uh has anyone ever gone out at 10:30 at night to inspect the bleach Solution that's supposed to be 10% that you guys passed before I was here which I laughed at because I can bet a Bottom's dollar there's nobody out inspecting at 10:30 at night if somebody's using a 10% bleach solution so I'm a Believer in less government and we just keep we keep adding more things on top of this however I would like to see the city first do the inspections and give us a report back so this way we can see the condition of many of the parklets if it's something where somebody has to add or or either this ordinance this suggestion or the suggestion of my other colleagues like what is the feedback from the 25 people with the parklets some people have just refurbished it do they have to spend another $10,000 to do that I I mean we've only talked to a select few I believe I don't think we talk to everybody but the feedback from the inspectors in town would be would help me get to a better spot so I'm agnostic on either one of these I mean it sounds crazy but I'm going to vote Yes on both but you know it's a step in the right direction but I think us as a council I know it's mayor season but we have to get together to work on these things and show a unified front to the community otherwise we're just we're blowing smoke so I'm I'm a I'm a bit disappointed uh I have not done the any lifting in this one because it seems like most of the issues have been out of the First Ward uh I really wish we can get our act together up here and actually work together so that we don't have to give two different two different faces so I'm going to vote Yes on both thank you council president um so it's interesting that councilman preso that you brought up not talking to one another actually councilman Fischer and I reached out uh to the sponsors of this particular ordinance and didn't receive a response because we were hopeful having said that we were both being supportive on the first reading that we could start to talk about some amendments and maybe we could land somewhere in the middle but we actually didn't hear back um we reached out Wednesday January 29th to be specific um so while I agree with what this is trying to accomplish um and the sponsors and the spirit of it I don't think that this was a collaborative process across the entire Community let alone across this body um and so councilman Fischer and I did our diligence of working with the hobokin business Alliance yeah I was gonna say could uh Caleb could you please thank you boy um so councilwoman Fischer and I did our diligence of having conversations with the Hoboken business Alliance with several different restaurant owners we went around and took pictures ourselves and looked at some of the structures because frankly restaurant owners are incentivized to ensure that there aren't rodents as part of their parklet it's inherent in the way that the structure is going to inform you as a customer wanting to come to their restaurant they are part of the solution here um so the idea that this is somehow a watered down version of something that is meant to address the very valid rodent concerns is just false um this is actually one of the things that I think makes Hoboken a destination it makes our business Community stronger and if you ask any of the restaurant owners as I did business has been down in the last several months people are worried and what I heard from them was the fact that having these parklet program and making Hoboken a destination helps ensure that their summer months can make up for the slow winter months and as a resident you know I understand and I hear it believe me I get it when you're driving around on a Sunday night and all you want to do is find an on street parking and you see an empty parklet in December it's frustrating however less than 1% about 0 6% of our parking spaces are taken up by parklets so this doesn't really move the needle on that front either this is not a silver bullet to address rodents and in fact rodents are something that all major cities are seeing right now you can read any number of research studies about this is just something that is happening in urban environments so saying that we're getting rid of the park liet program is not going to solve that issue at the end of the day I think that this is a much more uh excuse me the version that's on for first reading um that was in some ways inspired with this as a starting point I think is just much better for our community uh it's a better balance I think it gives the good actors in this scenario an opportunity to continue being good actors and to follow all the rules that we've put in place and tighten up in a few places where it needed it so I appreciate the engagement that councilman Fisher and I have been able to have on this to the HBA and to the restaurant owners who have been doing their diligence and who are part of the solution I appreciate that and so I will not be supportive of this version um but I will be supportive of the version that's on for first reading tonight thank you very much oh and councilman Cohen wants to speak council president he's on the phone okay councilman Cohen yes thank you council president uh I just would like to say that I think all of us want to deal with and solve this problem I was a sponsor of the original ordinance that relates to this uh I think it's important as councilwoman Fischer and councilwoman Jabor noted that this Solution that's on for first reading on the third ordinance tonight allows for different ways to get to the same result it doesn't dictate a single solution which is to have removable floorboards Council wi fer mentioned the fact that she had an issue personally with with removable floorboards uh but if if the the changes that are made are significant I disagree with councilman Russo and councilman Ramos that said that this is just the same thing it is not it is significant significant amendments that make it in a collaborative way able for these businesses to succeed by clearing out below and it also does more if you look at the at the first reading and we'll be able to vote on it again in second reading if it comes back at our next meeting but we do other things to try and improve enforcement to make clear the responsibilities within the city for enforcement and to try and make sure that this regime works better than it's been working so uh again I reject the suggestion that that the um the the resolution the ordinance that's on for a first reading tonight is the same it is not as significantly different and significantly better than what we have now and it affords more than one way for our businesses to have a radent free uh platform on which they do business which is what everybody's goal is and not just dictating a single government mandated solution which is inflexible and really not really working with our businesses in a way that's in everyone's best interest thank you council president thank you councilman I if you guys want to maybe I well if you don't mind council president I appreciate it uh just a couple things so I mean let's get get a few things cleared up because every time councilwoman Fischer speaks she likes to speak to facts that she believes are true when they're actually not so to say that we didn't reach out to uh the restaurants is absolutely false we actually asked if there were any other restaurants that we should be talking to and we were told very clearly no nope it's fine we'll handle it councilman Ramos also spoke to the HBA I didn't get any phone call or email from either councilwoman fiser or councilwoman Jabor and I know they didn't call me while I was over in SLO ketan I know that didn't happen so to say that where being collaborative just say it is kind of like what you're doing with the ordinance you're putting on you're putting it on paper just to say you're doing it for 18 months the residents in the second ward have been crying out for a significant change and it wasn't until council members decided to make a change that now we're going to look to change that change that's crazy to me councilwoman Jabor councilwoman fiser I have no problem taking my name off you guys could sponsor it we need to have a significant change what's the deadline we give it six months we give it another 18 months two months two weeks five weeks 10 weeks tell me what it is because when we're doing exactly what we're doing right now and the residents come back to that microphone meeting after meeting when do we say enough is enough and like I said I don't have to be the sponsor you guys could sponsor it just do it uh we spoke to uh M yes or no question Mr P on on 1 127 Monday 11 o'clock do we have a phone call we had we had a phone call during that phone call do we say want anyone else on this phone call we want to call right now did we give that option right so and we said we're just good talking to you and you'll get back the message to everyone else right on 122 roxan did we did not do we what I refuse to do was cow toow I refus to do it this is an issue that we want to take off the table for the restaurants we stink at enforcement we stink at it we're not very good at it so we chose a method of kissing it keep it simple stupid because our current enforcement seems to be too complex we have photos every single day from residents every single day from parklets garbage uh garbage cans not being uh disposed properly loose garbage broken garbage can food in the street whether you Washington Street or any other Street in town it it's an email thread probably 200 emails long by now we're trying to address that that's it we could have said yeah we'll do all these things all right but saying no to the business it's hard it's hard be on a phone call to a friend I've known for 25 years and say you know what I'm sorry man we we can't do this I'm a member of the HBA that's what can't do it I'm sorry can't do it so we we're we're trying to go maybe it's an extreme we get it but I just want to resolve the issue the best we can to remove it off the table and that's it that's all our goal is not to create extra onus for anyone we want to keep the residents oh sorry the the employees of those business employed right we know it's a significant Revenue stream for them hopefully in the summertime we want to see significant boosting of our businesses that's the main goal and that's it and I'm going to believe in the principle I didn't want them to stay permanent per in the first place because this rat issue is going more than 18 months this I've been talk this issue since 2018 2019 you know screaming at my lungs about skunks and everything else so and here we are again right I'm I'm gonna shave my hair like Russo I guess I'm losing my hair every day with to talk about this issue so thank you councilman thank you buddy if if we could you you let respond you let you let them respond to us we don't get to respond to them they got to speak twice they're one of the sponsors we're the other sponsor I agree with you miss waiters disrespecting the public now we're not this is a really important issue in the public um first of all uh I appreciate the offer councilman Russo um we don't need this isn't about whether your name's on it or not uh not to us anyway I know it was to you um this is we in the conversations that I had with Mr Pino we're going to put you on the spot did we have a conversation about concerns about safety with the heaviness of the floorboards and the staff potentially breaking fingers whatever it is not practical yes did we have a conversation about there's that there are restaurants that are absolutely willing to uh that may not have full Daily access right now but given five or six weeks would be able to do that right um we spoke with other restaurants that aren't here that already do have the ability to lift up flaps Etc and get underneath it and we agree like we have some bad apples right and the approach that the original ordinance that we expressed concern over is this was going to penalize every single parklet in Hoboken many of which don't have to be penalized because they are complying and doing everything they can to access underneath it why do we have to force force business owners to make changes that are potentially dangerous um if they're doing what we've asked them to do right so all we tried to do was get actual feedback this isn't cow to this is collaborating with the community that has a shared interest but we do have requirements in here it doesn't matter if it's the ordinance on second reading or the ordinance that we're proposing on first reading it's a compliance issue I mean we can all look at we're not looking I know he's behind me um director Freeman but but the reality is the the operations of the are not enforcing these whether it means lifting them up and and gutting these parklets or allowing for as as uh councilman Quintero the phrase he used you know multiple tools to get to the same place there are deadlines in there that are going to require our restaurants to be able to show that they can clean on a daily basis underneath them we had a whole debate it's not requiring that they clean daily it is requiring that they have the ability to that means it needs to be flexible enough to be able to lift it up to be able to fully see underneath it if you walk around and look at the parklets you can identify the ones that can't comply this has the same effect the one in question in this neighborhood cannot be cleaned on a daily basis it will have to be fully reconstructed so it gets to effectively the same exact situation that um councilman Ramos and coun Russo are looking for the ones that need to be changed will absolutely be changed to comply we have a commitment from the city and it doesn't matter if their ordinance you know requires it or my or our ordinance requires it the city is going to have to enforce it and we have someone new who's been enforcing who has not been empowered to enforce our parklets on this specific issue since our original ordinances were put in place but she does now and we have agreement from the city we are all she is ready to do that it's our health department so I I think Council yep sorry so I'm done anyway so my only point is this actually is absolutely addressing um the issue and uh the last thing I would say is it is mayoral season right so not withstanding someone mentioned there are two mayl candidates on the one councilman Jabor announced I'm not yet kind of exploring Ramos and Russo both officially not unofficially going to announce this is absolutely a mayoral season but that shouldn't keep us from doing the absolute right thing and the thing is making it work and I think our version will make it work thank you councilwoman 18s when we first so I was with you like council members please please yeah but council president listen I understand that you're going to have to wait through for you guys to agree I'll write it up and put something together yes would you guys agree to that the corporate entity that yeah the corporate entity and what they're because I yeah I didn't even license because we don't like them does that create a legal problem for the city potentially it's more the use my my understanding of the councilman's request is he just wants a little bit more detail as the clerk indicated we'll try and put additional detail recognizing your concerns I think she's asking a different question which is let's say we have the detail don't like it and we vote no we is the city then subject to litigation or do they have the right under our law to have the law allows I've read the law the law is very specific like if they have X Y and Z they get you're you're you're technically approving them so if you were to vote no it's it's not being approved in in our ordinance that did you just say that a little louder you're saying you you the council has an ordinance a resolution rather has a resolution it's we can be sued for discriminating and so be it you know if you want to change the policy we can change the policy doesn't come to the council and would you eliminate the concern you're having but technically you are voting yes or no so it's approv or not approve I guess to your point Paul in this instance if we didn't like this mobile unit right selling whatever but but it's actually technically permitted under the law or for all our stuff so we should be voting yes in that instance so I think that's that's ultimately just so you know what if that's the case why do we even have it before us exactly well the one we've the one kind of exception and um Jerry probably knows about this because we went back and forth on it a few months ago is we there's there's a cannabis truck that's parked out on Washington Street that apparently is given like a food license there's two kinds of licenses there's like a food license that allows you to stay out like later on a RightWay and there are the other ones that don't allow you to stay out later and the Cannabis one is not food it's not selling food but for whatever reason it's being afforded the opportunity to have the same rights as a food license Jerry do you remember we went back and forth on that and and had we seen that it's a topic that is it's it's um I think we all there we've had focus on this as a topic but I went back I'm like how did that get approved as a food license and I went back to find it turns out the owners of it one of them's a felon and um and we never you know it it listed like the other person's name there was nothing to suggest that it was that it was requesting a food license or that it was like cannabis in front of a bar soor I misspoke earlier I thought we were on a resolution this is just the petitions and communication so this is really here for your informational purposes it so I know the council has in the past we've had these conversations before um with for instance right um that the council likes to do this process but it's technically not a process that you have to do it's here for your information you can always raise questions like the question already authorized St you're starting except though for claims I mean part of our ability we've approved maybe a contract but we have the ability to not approve payment right under claims payment's made before it ever gets to us and and normally you've already approved payment by approving the contract it okay so I if we could cut to the chase would you like a the existing provider if you want to know that um I looked in here and I see every time we take trash bags out of the garbage cans in off the street or in the Parks they're black bags now black bags are cheaper so there's a positive there however as we push recycling amongst our um residents we'd like to do more compost composting and things like that um and I've heard in the past that clear bags are better for recycling however they're probably couple pennies more and then the biodegradables are probably double so if we're going to ask every one of our community to do it shouldn't we start and be the city that only uses biodegradable bags it sounds dumb to say it but if we're going to tell everybody that we're about this why don't we start doing it ourselves and find the money to do it so as I look at the claims and I look at these costs I know the costs will go up but we have to practice what we preach so just a statement on the back of it maybe uh councilman Fisher if you could bring that 15,000 requiring help with parking uh now we have hiring a permanent parking director I think uh which kind of the argument that night was that the other individual the other firm had some institutional knowledge uh yada yada yada that we needed to keep in house my argument that night was we have institutional inhouse institutional knowledge inhouse currently where we could save a couple of dollars at the same time and councilman president Zano and I have recently met with the uh Board of Education the city Hoboken and our Recreation cultural Affairs Division and one concern regarding trying to expand our summer recreational programs was Finding funding and I found it so free vote no on permanent director tonight we could potentially move this funding to another line item that could help sustain our summer programs for the summer for our kids and we or we can go back and vote no on that other contract as well resend that other contract because that's no longer necessary because we now have our permanent director so appreciate anyone's consideration counc pres Council St in the back yes he's in the back bro come on up Steve what no if I apologize we didn't get to to to speak before tonight's meeting I understand uh you've got a lot going on I I appreciate it um I just wanted to um just really ask one question about your philosophy on how we're going to bring together to very distinct sides of the city one being uh very core focused and one being very not car focused and what your plan is to kind of do that and that's probably my biggest concern in the city because parking and transportation is probably one of the biggest issues in our city right now and I think we need to kind of BU build that bridge between both those sides uh and I just want to get you kind of take on it and sorry to put you on the spot here tonight but but it's it was really the one and only question that I think was most vital for our conversation so if you don't mind uh well thank thank you very much for the question and thank you to all of the members who uh have engaged me the the answer that I would give you is uh first I'm a data driven person uh I come from the Bloomberg Administration in New York City uh everything that we did there was based on evidence and uh we tried to be Innovative and uh we really uh everything that we did was uh based on sound uh planning and and Science and Math uh so my my goal would be we make decisions based on uh sound data sound analysis uh and that we work with you and with other parts of the administration and with members of the public uh and and we try to find consensus where we can find it uh parking is a real problem here uh we uh we have St a year more than more than 60,000 people live here uh about 30 to 40% of them own a car uh we have 12,000 publicly owned parking spaces in the city uh between off Street and on Street uh it's it's a supply that is unlikely to change uh certainly unlikely to increase significantly I don't think we have any new space so we need to manage it effectively uh and and that would be my goal uh and we have to do it carefully so you said that you're a data driven person a lot of the data that we've experienced in the city of Hoboken has been subjective data from the public so how are you going to or if you are going to uh deviate from that process that we've done in the past what does that look like so a lot of times we'll have a survey throughout the city and those are just the opinions of those that live here it's not necessarily data driven right those are just opinions I I think hitting those numbers of how many parking spaces are available how many cars are actually here what that looks like how do we increase it if we can increase it I think that is exactly right when we talk about data driven um how do we Wade through all the noise that's more of a subjective perspective rather than that data perspective and what is the Comm to doing that well I you have to listen to your people sure of course uh so so you can't you can't say that we're we're going to uh just follow the numbers uh the way that the people experience uh the frustration of parking is important and that is going to be a subjective uh uh issue so we we can't ignore that but what we can do is we can listen and we can say these are these are the areas that are top of mind for the people who live here and that's where we focus our attention uh and then we use the quantitative data to try and find the solution that uh addresses the concerns that our people have been expressing great and and then just one last followup how do you ensure that both sides of that equation are being heard equally you have any thoughts on that or have you prepared any any reasoning behind how we're going to do that where one side doesn't kind of outweigh the other from a uh you know squeaky wheel gets the gets the oil perspective that both sides are really being representative when when we're when we're talking about significant changes when it comes to parking and transportation well when when we're doing a study uh and we're doing an outreach program uh we will uh seek to ensure sure that we are getting a representative sample of opinions and if we're not hearing from uh a portion of the population we will make extra effort to go and find them and speak to them thank you I really appreciate it and again sorry for putting you on the spot fair enough I'm I'm I'm expecting and looking forward to being at this microphone uh again thanks appreciate it thank you can Fisher yeah um first of all I I just sent councilman Russo a text those are great questions and the right questions and um I'm glad you asked them in the public because these are the things that we've struggled with for 15 years and I've only been on the council for nine um so and I personally I very much enjoyed um the answer so I I haven't spent a lot of time um with uh Mr seals um but I've been on a few calls with him and what I'm most excited about is everything he just said at the microphone but but as importantly he just brings a level of experience around you know very large complicated structures situations projects which is really what Hoboken is right we're not there's nothing simple in our town and I think he brings I think he's going to be a great resource we've already um had a few meetings on a couple different complex subjects and you know I I think he's been um appropriately supportive and providing some you know good Insight um and when I asked him my question uh coun Russo the question I asked was in a meeting I said you know what are you most excited about coming here and his response was you know you have so many private developments public um Redevelopment public infrastructure projects and trying to navigate all of those in a way from a scheduling standpoint but most importantly how it impacts the community while they're happening and to me that is something that we often Overlook that last part but it's the single most important part and just putting Hoboken residence first so without even knowing that he was saying I'm going to put Hoboken residence first he did and to me just being able to bring that into the conversation is incredibly important um I don't want to get off this without um mentioning that I absolutely think we need to find money in our budget for the summer program that councilman Ramos and councilman presen Zano are looking for um I don't think it's this I I think we need this function I think it adds a lot of value elsewhere but I definitely whatever the city can do to help with that um time is of the essence we have to get that program up and running and and if we need to provide resources into that we should be trying to figure out how to do it as opposed to how not to do it um Hoboken desperately needs a summer camp and I'm grateful that you guys are leading the effort to get that done thank you Council councilwoman javor just a quick um a quick data point to add to um Mr Weber's uh presentation the one that I think was the one that we spoke about when we met uh which is zero zero deaths in eight years um that didn't happen by accident and I think one of the things um in speaking about why you were interested in coming to Hoboken uh is because we've been a national model for a lot of the infrastructure changes that we've been able to make um to address how people experience the city every day walking around whether you're walking your dog or with a stroller or your children are going around um so I really appreciate that we were able to have a conversation about the importance of vision zero in pedestrian safety for your role uh and just wanted to say thank you and welcome thank you councilman cantero uh equally um quick I had the pleasure of meeting with Mr Weber the other day and I um folks who know me uh know that I hate when people are late and I am extra uh ashamed when I'm late and I was 15 minutes late to that meeting I want to publicly apologize to you Mr Weber for being late to that meeting um but it was a great conversation he brings to the table uh a modern philosophy for curb management and parking and transportation um the idea that cities are for people uh and we should be able to move around with ease right and so I look forward to seeing his data- driven approach um that combines the subjectiveness to it because we have to listen so I'll be supporting you today and I look forward to working with you this year councilman preso uh I wanted to thank um Mr Weber for the hour you spent with me I got a solo because I think you missed you were on another phone call um asked a lot of poignant questions and I got some answers that were uh okay by me but I have a I have a couple questions and I was director Freeman would be the best way but Caleb I wonder if you could help me on this one um since director sharp is left has the transportation and parking authority had any problems or big snafus or anything like that it's kind of been running no problem I think that if you asked the different members where those responsibilities were split amongst between our engineering division or the deputy director um the parking utility has challenges every day that we try to overcome but would you say since director sharp left like it it ran there was no major clutz like we lost $20 million or something so it ran that's it functioned but I would say having a director at the helm and you could ask this question of every director that we have either at the council meeting here or the directors that are absent it's a it's a challenge um I'm Staffing a parks and public works department right now that you will ask questions about me tonight and I have to be accountable to them so splitting that workload against okay a bunch of other staff members is a challenge I thank you um I'm I'm not going to hit I'm not going to ask you again anything um I kind of look at this I've had the pleasure of working with um Jesse and Greg a lot in the past since since director sharp has left us and I I really great individuals and as you've heard me say up here on the stus I always believe in promoting from within and I believe in people in the trenes for shots and everything has kind of worked so far and had no problems so I look at this as is you know would we need somebody or could we promote somebody from within not somebody from the outside and that's how we build a better work force my personal view again I also feel that the 145,000 um is could go to three new police officers it could go to probably three new Enforcement Officers we have a a dog uh feces problem evidently uh plaguing the city I could get three more inspectors for that uh so if we're going to spend the money I think there's some better needs of that place to go not questioning the qualifications or the answers that I heard from Mr Weber I just feel if we're going to appoint someone the transportation and parking authority ran pretty fine without any Helm and we're going through a mayoral race which we're going to remind you every week um and that these positions may all be it may be the uh what's the game when the Music Stops the chairs not enough chairs to go around or the chairs change musical chairs musical chairs so uh I.E I think the money can go to a better area with especially that the transportation and parking uh utility has been running fine and that's just my opinion here thank you councilman uh you missed that you the city of Hoboken Zoning Board of adjustment for a four-year term okay uh I'll ask just my questions nothing to do with the individual on this uh process I went and spoke with um the clerk again assistant Clerk and you know we see these things pop up it's my second time around second when we were starting to appoint people and I always wondered the process and I thought that if people are they put their recommendation or they they petition or they fill out the forms that they want to be on the apply thank you um and I thought that once they make the agenda I mean like anything if you're going for an interview and I'm going to put a vote on it I need to know who I'm speaking with so I thought that those people would reach out or ask you know the council people would you support me I think I had last year I think when we had um Mr Firestone I believe it is uh he was one of the few that have reached out to me there's another one or two that have reached out to me that are in the uh in the inventory for different boards um my question is do we have any process where we require the individuals that are being nominated it to for that position to reach out to each of the council people no no and is that something that we could do because again I see things pop on the agenda and I'm like listen I have no problem I want people involved but I'd love to know who they are and sometimes we don't get these agendas till Friday at at Friday night at 5 o'clock by the way you guys get it the same time I do just to let you know the same agenda you see I see it's on it the same time you do so at 5:00 on a Friday if somebody's traveling for the weekend or whatever is gone to next week or they're gone period I don't have a chance to talk to that person so and then they're asking me to vote on them and I don't know who I'm voting on now in these two instances I did a little research I do know um the uh the other one for the Arts committee because he works in my son's school so I do know him uh but you know going forward is that something that again I'll ask the council again it's a process I think we should know who we're voting on that they just don't appear on the agendas out of the blue and somebody can tell me I'm right or wrong I'm asking there's no right or wrong my proc is usually to reach out to them so typically when we receive an applicant that comes through from the clerk's office I typically reach out to them and ask if we can just schedule a time to talk and better understand what they're interested in particularly because the board applications include multiple options and that helps me better understand you know whether they're the right fit or not I know we've talked in past years um about requiring um kind of modifying the application to require résumés because not every applicant provides a resumé but I find that very helpful personally when looking at their qualifications um so sometimes we will follow up I'll ask the clerk's office to follow up and send that but generally I have kind of taken the initiative to reach out to them and then in the Cadence of things I think usually this is a little bit later than usual usually the zoning board appointments are always in the first one of two meetings in January you know certain boards I think the Housing Authority board is up in may you know usually as those dates approach it becomes more relevant to look at it um but I know the clerk's office does a great job of keeping a shared file where all the applications are saved so you can always kind of go in and consult those cell phones and you know no I hear so so how about how about this I was just going to I was just going to add real quick before you go I think it's you have to remember the process right so what'll happen is a couple of people will reach out and then potentially two council members will nominate that person right at that point I think that's where it's really more incumbent upon us to reach out to those people because we're trying to fill that board but once they're nominated I think it's incumbent upon them to reach out to us right if they're if they're asking us to vote on their nomination I think it's important that they do reach out to us but it really depends on where you're coming from right so if you're trying to nominate somebody you may want to reach out to them and say hey I really like your qualifications I think you would be a good fit you may do that right you may reach out to that person but if you didn't reach out to the person and then they be appear before us at the council I think you should expect those people to reach out to you I think that's probably that's what I would do if I was nominated interview right well so depends right like there as Jim said there's noong I can make it I'll make it easy how about this if we Nom anybody as long as we're up here in the same body the same people that before something hits the agenda because we're going to know it's going to hit before when Wednesday when you decide the agenda that if we're going to nominate anybody that us amongst ourselves would reach out or at least have Jerry send hey we we'd like to nominate this person here's the information of this person if you'd like to contact them go from there the does s every time someone buys yeah yeah I mean but there's stuff in there there's an inventory now I mean I've looked at a whole bunch I mean many of these individuals are incumbents that have already been there for over a decade so a hard and fast rule you know I mean obviously it's it's you know councilwoman Jabor changed the rules that we have more time so that it doesn't just materialize at the meeting which used to happen and it would be a blank and then at the meeting we would just say we're filling in the name with soand so and that was not exactly transparent but if I choose if I'm an applicant and I choose not to reach out to you it's at my risk and you can certainly you as a council person can get from Jerry and say please send me the you know I I'm not trying to put it on you personally but I don't think we should in my opinion make a rigid rule that agree all applicants must reach out to all Council MERS the one the one thing just to in insert is it would be great if people are required to file every year like this odd two-year role where your application is good for two years A lot can happen in two years if people are interested the second year they're for two years two so they should renew every year yeah that to me personally I think they should renew it's the burden them to renew put that on the website just update that yeah we don't need to make a rule or an ordinance or anything it's just the clerk throws them out on December 31st and start over yeah or is it a calendar year you know if you apply in November does it carry into January I think comp should be the case from when they come in all right thank you for that explanation by the way everybody up here has been here for like 20 years so I have one year so I don't know everybody said nine right over there please don't pleas don't meys not I'm in my well and and and this particular individual has he he was on the planning board before he was on the zoning board so I I do think we all and maybe not you but many of us know of him I gotta ask questions amount of $ 31,2 6296 thank you counc president I I've asked this question probably 20 times over the last so many years is this just normal maintenance for the rain gens no these are engineered structures that require a level of expertise and handle grease traps and all the different maintenance in terms of sediment measurements things like that it's more than just cleaning out trash that may be in there right is there a way that we can train staff inhouse to start doing some of this work I mean it's 30 grand it's it's you know as Ruben said earlier there are programs that we would like to implement there's other police officers that we would like to hire I think we need to start looking at just different possibilities if there's a way that we could maybe contract with this group group and they can also train our staff members to try to do some of this work I think it might save us in the long run and I don't know the answer to it but if it's something we could look into I would really appreciate it we can ask yeah sure thank you I appreciate it anyone else no just said it was a Deja Vu conversation I think you asked literally The Identical conversation last year is that the definition of insanity it is we asked the same question last year and I think the answer was the same exact answer that we'll look into seeing if we can train um by the way I'm agreeing with you right like I I think we have to do it because we were told it is unique but if there is a way we have a ton of these right so well I think the question then becomes to the director have we asked since last year we we have asked it is there's a level of of technicality that's involved in this and I I think it goes back to a number of things right we are very cognizant of the number of staff that we have in the street relative to our budget we continue to be asked to do right we want to do more inspections more of this more of that we're all game to do it we just need to have the funds to be able to do that right and it's not taking away from something else that is always the answer so we're jar scoot that way a little bit thank you we're we're open to having these conversations we've talked to them it is an intensive process it's not something that is just like hey show up on Saturday for 3 hours and you learn how to clean a rain Garden that's that's it's more to it than that um but we continue to try to do more with less as we continue to ask to do more with less and I'm open to having that conversation with the eight of you to figure out what that looks like but it can't always be taking money from this pocket and moving it to that one and that's going to solve our problem can can I just add and I appreciate it yes I think also um like I I I I I get where this uh the idea is coming from and some of it is like oh we can save this money but we also have to understand that we have currently a number of staff and and and if we're going to add responsibilities to existing staff do they have the bandwidth to do that right we they're not unlimited they have they work certain hours and if we're adding more and more responsibility uh councilman preso asked uh director Stratton if the parking utility was operating just fine director stron gave an answer it was interpreted as oh so it is just fine but that wasn't the answer the answer was we are maintaining things are continuing to operate but there are stresses on our existing staff because we are down a person and people have picked up the slack as it's done in the private sector right somebody leaves people rise uh to the occasion for for time period of time until that position's filled so um so I'm all for you know training existing staff if they have the bandwidth to do it if they don't have the bandwidth to do it then the analysis is do we hire new staff to do this in house and is it cheaper than going outside so I like where the ideas are but it's a little bit more complicated I think when here tonight this there were years ago we actually sat at this Das and we were talking about the volunteer ambulance core potentially being out of business and through a lot of hard conversations a lot of work behind the scenes uh I I was very proud to work with the ambulance Corps I was very proud that the city stepped up to do the same to really find a solution and you'll and as you read the resolution you see it the hobok Mercy Medical Services SL hok and volunteer Ambulance Corp because we found this hybrid solution of a not only a paid service but a volunteer service which was really really important to the ambulance Corps to maintain that volunteer status so that we could continue to serve the city I am extremely proud of all the work that I have done to help all the work that they continue to do when they were solely a volunteer Ambulance Corp and now that they are this hybrid uh paid service and uh volunteer service it is absolutely a pleasure to work with them no matter what in the most horrific time so I would ask all my colleagues to support this here tonight I think it's absolutely fabulous to watch the Hoboken volunteer ambulance Corps go from potentially the worst to the best in the entire County so I can't I can't say enough about them and I am 100% in support of it and I thank you all for all your service councilman cantero uh I'm just going to pile on with the Kudos uh the very first meeting I ever took I don't sure it was sworn in yet I think I was still councilman elect was with uh uh Tommy molta at The Hive I had a Mets hat on he complimented me on it he said he was a Mets fan we've been best friends ever since uh but we hadn't uh gone down the hybrid approach yet he presented it and I told him of course you know you have my full faith and confidence and he did nothing but execute since um we we this is a service that uh does not bill um the individual bills Insurance uh and through that mechanism they've been able to rise above and and as we've said are now the number one service in in Hudson County and what this um or this resolution will do is ensures that they are primary provider for the next 5 years if we could do it longer we could but I think 5 years is the limit so uh congratulations uh I I ask all my uh colleagues to support this as well and I look forward to seeing more good things out of the the service council president y councilwoman Jabor sure I just wanted to add my thanks um and specifically also acknowledge in addition you know Tommy does an amazing job as leader of the volunteer ambulance Corps uh and it's really an incredible group of people um at a time when volunteering was really challenging you really came through to inspire people to be involved and to step up and I'm so grateful for all the leadership you've had for that core um I'd also like to acknowledge director frany because I know a lot of the logistics around how to make this successful um have also come from your leadership um and that again took a lot of work and a lot of time and a lot of diligence being part of that board um and thank you for that because it really is um for the betterment of our community uh and something I learned just recently when we were discussing this was the fact that now we are so successful and such a strong core that actually we've been providing backup service to Jersey City and other areas of Hudson County um so that really is a testament to how uh how deep the bench is and how strong an organization you've built so thank you for that Council than youc councilman Ramos thank you uh I think uh the council the meeting that the councilman was referring to was actually via Zoom uh at that time and we're talking about hiring uh the mccave ambulance company from Bon mhm as as opposed to uh looking out for a Hoboken institution at the time uh a long serving institution that was complete volunteers that often that they acted as professionals the entire time it's a service that many of us have relied on uh throughout their existence and I'm grateful that we were able to stand up and protect them that night that they able to strive to the position they are today so but without that night standing up for them it would have probably went in a different direction so I'm proud that we Stu for you guys thank you and thank you for making us right thank you councilman 50 years councilwoman uh fiser fiser thank you okay um I agree with everyone and they've just served the city for such a long time and at that meeting um we a group of us really push back against the administration um to not uh not change uh to mcab but really figure out a way not only just to support the ambulance but also um thinking about how the ambulance service serves our community and one of the big issues specifically was they didn't bill and we have a lot of people we have low income we have a large population that really relies on that and that was something that was really important for us to preserve and uh similar to councilwoman Jabor I I Know Chief fanti um in his his role was one of the first like really big things that you took on um kind of driving the process to make that hybrid um so it's hugely appreciated and recently um I spoke with Tommy and we were asking about volunteers and you said I know they dipped during covid and now you just you've built up your volunteer um bench again which is incredible and really a tribute to you guys the one thing I do want to take the opportunity to say is um not withstanding we're doing this and I'm completely supportive we have a we have a crisis at local hospitals and um you know they're going through bankruptcy right now these are hospitals that we we have people there that are have dedicated their life to um providing Health Care to our community and in Hudson County and we just have terrible um people at the top that are really trying to gut them financially and this is a situation where um it really is land speculating on the land underneath their hospitals versus the care provided to our community and if it sounds dire to you it should sound dire to you the people that are running this look like they want to run it into the ground and it really is incumbent on all of us as elected officials to be stepping up and calling on our County Executive to step in to this process and step in and take the land off the table and help save these hospitals because the people that are around it right now are not doing that their interests are are driven more by the value of the land and so we we need to do this you guys should be calling the County Executive call your elected officials and say you need to save our hospitals and make sure are saved and it's not a do it in three months it's literally do it this week so I just want to put that out there thank you councilman fer before anybody else changes their mind or anything Phil never mind Phil wants to speak Phil very briefly C president uh this is a this is a true success story uh we should all be proud of our volunteer Ambulance Corp and I just want to thank I think there are more than 70 active people on the roster from active life members the junior members the probationary members I want to thank every one of those volunteers who help save lives that are there for our community every call goes answered every call gets answered timely we couldn't do it without the people who volunteer I want to thank Tommy Malta and everybody who volunteers I want to thank the board of the volunteer ambulance Corps uh they are always there they're always working they're always doing the fundraising and they're doing a great job so this is a great success story we were not in a good place uh when this issue first came in evening whether or not it's going to stay uh the application part of me is going to be viable for 2 years or one for those people who apply January uh 2024 February 2024 should they have to apply again because it is uh very important I also like to thank you for the clarification of P1 uh that is very important because we could save a couple of dollars somewhere it is important that could be a firefighter or a police officer um also uh thank you for PS to this is very important touch me just recently in regards like I mentioned last meeting uh the uh the need we had in our family for our cameras I see that another council member just joined um as well as the security of the park um we have some lights that are in um where children play in the summer and spring um will those be removed and will you um check to see that the surface where the that head equipment was um located that the surface is is um usable for the children uh as well as there are loose wires all over the six W and all over Hoboken which was a pet peeve for um our beloved councilwoman who is in heaven um these things need to be uh addressed we we should address them to the correct office which is constituent Services which I failed to do today because I didn't send the pictures but um I'm ask asking you as council members to please um direct some attention to the Sixth Ward we need it we are asking for it um you know the these are are the important things because um again uh I am not an official representative of the six board but I want them all to know and every member of uh the public that any issue that is brought to my attention I will give it due diligence to bring it either to the council or to the proper um agency that needs to be aware of again thank you council president um I would just like to say again and this is another personal I would like to give my condolences in public here to um council member Russo and his family and the Stefano the Stefano family for um great Uncle George and I I take it to public prayers to be able to call him Uncle George because I did um when I uh knew this gentleman he he was a great person to know way back in the day and throughout the many years and to be able to um have personal been involved with him and with his family uh was a a a pleasure that I'll never forget and a delight because um having invited me to his house once for your very mother as well council member so we decorated her unbeknownst to us her last Christmas um I didn't even know what I was doing because it was for a a um uh event that I never heard of which is the Feast of The Seven Fishes back there in Christmas which is an Italian uh an Italian uh festival or feast or something but um yeah but to him in his memory godp speed um and thank you council president for for uh letting me address that and once again uh thank you for for being council president thank you all for the job you do God bless you and God bless hobok and thank you thank you thank you Mr Rivera Manny I I can give you a couple question or a couple answers so the park they put out they put extra lighting if you notice that all the bulbs work in most of the lights in the park now but then they also put extra lights on the telephone po shining in I just been recently alerted that on the basketball court there's some flickering lights and so we'll be addressing that you know I'll talk to Caleb about that for now uh as far as the wires most of the time I'm not saying they are but most of the time they're cable wires I found out just recently that there is no cable companies are not required the the subcontracts to remove the wires so they literally just keep putting new line lines up we had this problem on Court Street we complained enough um my neighbor actually did and and at the time I think it was Jennifer Gonzalez actually had the cable companies come back and they tightened them up so reach out to me and tell me where and I can do on that as far as the cameras uh I do all all the electrical work is being done now and then the installation is going to follow yeah so and they said it wasn't that long to get them once they do this but to install them in in it's a develop an AI timeline of this planet right now if in any event that is possible and I already was able to actually find that that would be the case um to delete it immediately what you can do with said material is like I said we if you've ever seen a Marvel movie uh there was a scene involving the Incredible Hulk taking a stone from the ancient one and she's explaining to him that if you take something from from a timeline it irrevocably changes the timeline with a black line going if you've ever seen the movie at least if you ever revisit that movie go for it um but that in itself creates the material by creating a timeline where everyone took a left turn and rated R happened the whole intent of it is to create these type of prediction scales that are pretty much um figure it out technology that you know something more than me because you exist 1.5 seconds in the future of your immediate present which is true is scientifically truthful that humans do exist in that time frame but um I'm on a collision course with this future that people want to predict AI everything and predict a number system and I'm asking people to evacuate ship get a refund this stuff is illegal and it's actually very very impossible to really work with people who already invested so much time where they're financially subjugated and used for domestic servitude on the basis of my face is on porn my face is on something illicit because I can't do anything about it so I poked fun at what I could become in this AI timeline which would be the essence of a regulator um in terms of enforcement uh it would be a Kang to conqueror situation where anything involving any other timeline other than here right now would be removed let's say this timeline in terms of Marvel timeline would be 1218 designation this planet Here and Now ai1 1218 would be this planet here and now with the accordance of the time stuff and all that out the way what they were doing is more or less generating material that they can use for any reference of you being guilty in Another Universe etc etc so um because my imagination is synchronized to AI imagination it creates a world where it's uncreatable to make a sexual assault material video of anyone local state or federal um whether or not there is federal protections whether not there's a Defiance act there um to to synchronize that much of it means I spent a lot of time doing it already in terms of the work I've put into it in terms of my social media account um I think I don't know if the the councilwoman Emily U jabber understands a lot of dead
