good evening my name is Tom Griffin I'm not a resident anymore I'm a longtime resident but still work in town and I uh have deep feelings of this town I'm here to talk about a war hero from World War II tonight the bridge on Fruit Street that crosses over 495 is due to be completed probably within a year if they stay on schedule and it's been a tradition to dedicate packs Bridges buildings and squares to people that are important to us and quite often as war heroes and military people or traveling south on Route three in New Hampshire you might notice in the town of Bedford there's a sign that's dedicated to merals maradas and this was this was a group of approximately 3,000 soldiers in World War II that were a deep penetration force that fought in and recovered the mountains and the jungles of Northern burmer in 1944 the group The 5307 composite unit also known as unit Galahad would later be known as merils maradas after the Elita of Frank D Merill who had raised to the rank of Brigadier General they developed fighting tactics jungle tactics and Special Operations techniques that were later taught and are still taught to Army Rangers the Marauders were highly decorated to include each member every M of the unit received Bron star and a congressional gold medal General meron has been honored in many places US Army Rangers still get their Mountain Warfare training at the fifth ranger training Battalion in Camp Frankie Maryland Georgia there's a veteran recovery area in Arkansas named after as well as the roadways up in New Hampshire the several books about him and his men in a movie was made in 1962 and shown in National theaters so about now you might be wondering why I would recommend that the Fruit Street Bridge be dedicated to this war hero it's because if you read any of the biographies you'll find that General Frankie Merl was born December 4th 1903 in hopkington mass and he lived on Wood Street until the age of five I don't know the exact address I've seen his birth certificate downstairs but they didn't list the actual address if if this request is to be tabled or decided later on I would hope that everybody would just look up some of the biographies and I think he'll agree that he should be honored in this town if it can't be done um I would request that something else be erected in his honor thank you very much thank you I just made copies if everybody wants one that's one of my pets that has always been one of my pets was we have nothing named after fr down Merill and he was born here I know always bothered me people thank Youk this meeting after me meeting after meeting yet here I am still again Mr Bertram of Harrington Heap offered what initially seemed like a sincere apology to the Survivor in the John Porter alleged child rape case who was doxed by the town when the home HPD released the pii of her as well as her children on his blog unfortunately upon reflection I find his comments and those made by Miss ritterbush in the July 9th select board meeting leave our town government still hopelessly ired in a moral Abyss while Mr Bertram claimed in vague general terms that Herrington Heap is correcting the process that failed so miserably he didn't provide any specifics while his apology was sincere there really wasn't any meat behind it hertin Heap said it would put checks in place more eyeballs but how will Town officials improve their own processes to ensure something like this never happens again the previous Town manager was intimately involved throughout this entire series of catastrophic events and dro the ball playing in CLE so how will you fix such a measurable failure by our senior most Town officials Joseph Bennett who based on the NW doa's report as well as town government corw and legal counsel emails secured through a foil request by Steve no Steve snow was the force pushing to release the transcript of Sergeant brenan's interview that was not sufficiently redacted to protect the pii of the Survivor and her children yet he is still in his job Harrington Heap is still our legal counil how is this even possible even if this was a one-off to share totality of his demonstrable incompetence and abhorent insubordination detailed by the previous select board chair during the chief's recent tumultuous performance review is far far beyond the pale why is he still the police chief he has lost all credibility he needs to be replaced finally miss ritterbush you said in the July 9th meeting that you were sick to your stomach and immediately contacted the town manager and police chief police chief who took the hbd bog post down on Saturday January 20th they did not it was still live on the HPD blog through the evening of Sunday January uh 21st I as well as a survivors family were checking the blog all weekend and it was still up so quit lying miss ritterbush you also said you were shocked when you found out just before Sergeant Brennan's loudermill hearing began that the crawl report materials were being released to the public yet you quickly shared the blog post to thousands of your social media followers you couldn't have been to shocks seriously how are you still able to even show your face at these board meetings Like Chief Bennett you have lost all credibility Miss ritterbush and you need to resign Mr her the current select board chair talks about one town one solution me I understand over your two minute limit Mr Manan again went five minutes I truly believe that is a great aspiration but until this town government gets serious about addressing this total systemic failure until it comes clean on what happened and why that Unity is not possible it starts with people taking respons responsible responsibility and or suffering the qu consequences quit hoping this will go away it won't I don't want to have to keep coming here to demand accountability and I know you are sick of seeing me I have better things to do with my Tuesday nights it's been exhausting trying to get you all to do the right thing what you are elected to do meeting after meeting after meeting this shouldn't be so hard the select board in town officials need to get serious about addressing this travesty thoroughly and transparently without compunction anyone else want there two minute please Dana Babin 91 Downey Street following up on Mr Ban's comments and continuing there from According to documents secured through a public records request that Mr boovan mentioned when it comes to Chief Bennett even Don and Brewer told the select board that in keeping with his own policy and for the obvious sake of consistency the chief should at the very minimum have been placed on administrative leave pending the outcome of the NW Dao's investigation that was only fair and yet somehow Chief Bennett managed to squirm out of even that negligible amount of accountability Donna was correct and you know it at the very least the chief should have been suspended while nwda made its decision but instead during that time and since then you not only allowed him to keep working but you also allowed Chief Bennett to one push promotion of dubious candidates to both sergeant and Lieutenant positions two direct the solicitations of applicants for both the deputy chief and Lieutenant positions three SLO off the then select board chair's repeated requests for explanations and documents during his performance review four exhibit unrestrained indeed hostile insubordination when the chief lobbed unproven indeed untrue accusations against the select board chair during his performance review all in nothing more than a cowardly effort to squirm out from under her much warranted inquiries into his atrocious job performance Joe Bennett and the select board ow Muriel Kramer and apology for letting that happen five go unreported to post even though Donna Brewer reminded the select board that Bennett was obligated to report himself to post within 48 Hours of his transgression and this despite the inconsistent contradiction that the entire board knew the chief had immediately reported Brennan's alleged policy violation to post man oh man between the remaining board members and Joe Bennett you really know how to put the double and double standard and yet you all sit here passively through your ongoing side you provide a de facto endorsement of the chief's pathetic leadership but deep down you must know that Joe Bennett is a joke is the chief I can only surmise that you just don't want to admit that you allowed the chief to play you like a fiddle for so long next I would like to ask why an unsecured personal email address goofy noofy 13@gmail.com was used for some of the official correspondents during this affair and was under and was discovered in the emails received through the Foya or public records request whose email is this Joe and why is it used for an official business can you answer that you can't I don't know you're talking about so interesting also as Tim mentioned I know someone else who was able to pull up the HPD blog post on Sunday night January 21st at 8:30 pm. p.m. and download the unrejected transcript that's more than 50 hours after it was posted so Amy Mary Joe Shaw and Town Council please just quit lying already and say and saying that it was taken down less than 24 hours after it was posted it wasn't and you know it Tim booven and so many others have come up here and supported the Survivor and her family for more than S months now merely asking the select board to do the right thing all we've heard in response is crickets if this select board does not hold itself accountable and the other parties involved truly thoroughly and transparently accountable for the worst mess in the 409 years of hopkinson's existence as a town then Unity Mr her's idea of one town one solution is simply not not possible it's an admirable goal but you first must come to terms with this Abomination you still have a lot of work to do to meet the standard you need to take it seriously and as Tim boin said get to work in Earnest right now to fully address and rectify the root causes of for donations of 600 $1 7421 from the committee to elect uran nula to the general fund for the pursuant to Massachusetts general laws chapter 44 section 53a and a half a donation of $2,750 from the Hoppington Public Library Foundation as the final payment promised toward the library of things uh parade permit application for the 25th Annual Michael uh let's now run walk the select board will consider approving the parade permit applications on the 25th Annual Michaels wow 25 years already Michaels RunWalk held uh by the respit center in Memorial of Michael listar and the event is to be held October 12th 2024 at 10: a.m. the race will start on Ash Street sent sent to school proceeds down on uh it loop around the Heights Road and come back to Ash Street uh and end on the time common I guess this the way it is uh there are road closures requested at Ash Street Center School to theheights Road Park street from the heights a to Ash and Blueberry Lane uh the applicant requests the fee to this permit waved as they are a nonprofit organiz organization the select board will consider approving a request of a friends of Hoppington Inc to erect a banner over Main Street from August 31st to September 14th in advance of the 2024 Family Day on September 14th 2024 the banner will be approximately 25 ft by 3 ft or 75 Square ft theze uh insid the zoning bylaw section 210 179 C requires select board approval for the banner uh and of Maximum 75 Square ft for a maximum of 14 days uh accept uh board will accept the resignation with a consideration uh of Daniel pepen from the Hoppington historical district commission and we will accept that and with many thanks for the work that was done update election worker list the select board will consider a request from the town clerk to easier for us to like have the energy and electricity contact to the site um recommendation from town manager and the representative for vate Verizon is on Zoom Don voner so he may have something different uh the previously the um the T there were some comments from town engineer questioning why an additional poll there was needed and that has been answered um because the existing infrastructure uh is insufficient and so a new poll is needed okay and there was no um Point raised by Town engineer or DW he was satisfied with the response thank you Don has his hand raised so I don't know if he has something to say okay can you hear yes yeah yeah okay I it doesn't sound like I need to say much so I'll try and keep it short uh the bottom line is um the questions essentially raised by not only you folks but uh me with Verizon was why eversource needed the polls to be so close together um and we went back Dave delorio met in the field with uh the people from the EV charging and the ever Source representatives and they deter they previously determined and to and showed Dave that there was just too much equipment on the other two poles that they could not satisfy safety um to have the EV charging station there without having another pole with uh new equipment coming off of it so that is in a sense just for your benefit why a new pole needs to be placed there for that EV charging station and and Dave had said that all his questions were answered thank you Don a quick followup so it would be a total replacement right uh or move so you don't have to retire anything later on or take out is that right assumption uh it's a brand new poll so there's no no double polls no poles being replaced no poles being removed it's a brand new pole for this particular EV charging station okay got it thank you okay sure yeah I'm looking at the PO that's next to the metal poles that has a Transformer on it it's looking pretty Rocky is there any any plans on Switching that pole out there is this petition is not for anything other than new for an EV charging station yeah I can't I can't speak to the other polls I haven't looked at them and there's nothing in in the works to my not knowledge um that that any of the other thank you we need those EV chargers for sure yeah we we need them I I don't have any problem with that but I do want to look into that the other pole it's really rotting in the bottom it's wet it's rotted do you know which number I could bring that back to eversource and Verizon to see what well it's the one next to it it's the one with the um it's the north side of the building next to the street with right next to the uh metal poles with the Transformer on them uh can you can you tell me by looking at the um the little diagram what the number is it should be I don't know if I can see it say it again existing 1 t33a I think that's what we are refering to right correct yep t 33a 3.33a is the one you'd have like to have looked at for Street Corridor project um in addition to um what's in my memo that uh was PR to the board we did I referred to a walkthrough that we had on uh Friday on a very hot day yeah um it was a hot day but it was good to view um the project up close and to see what kind of work is is coming along and what uh additional brick work and so forth and Landscaping is going to be installed so that was it's very exciting that uh the project is is moving ahead uh we don't know yet when uh Emo's uh Crews will come but we're pushing to have them come as soon as possible um so in the meantime the Transformers um the first shipment of Transformers arrived and uh have been installed um I did see one go in in front of town hall it was very exciting um and and it's it was just an interesting operation actually um and Landscaping is planned for the fall um and um and hopefully that will add some additional Greenery and and beautification to the streetcape um so it's it's good that things are moving along there quick followup uh for this next set of work would there be any more digging or anything there was something that was pending for the last phase um as far as digging up the roadway um not sure if there's any of that to be occurring but as poles are removed for example on the western side I mean those holes will have to be filled in so there'll be some additional work there some of the um there was pavement put in temporarily in some locations where there's going to be brick work that will come out um and there's some concrete um sidewalk that was put in a couple of places where it should have been a landscaped area so that will be coming out so there'll be some additional work like that thank you and is that all amorello yes and we haven't found out from them when they're going to come a representative was on our uh walkth through on Friday and so they're aware of the town's desire to have them start as soon as possible okay that's good regarding um I did have a question on that one if that's okay the um Commission of disability had requested if an ad8 audit could be done before it's finally completed in case even though it's intended to be completely ADA compliance and I'm think they're changed during construction so I don't know if there's any update on that so I did um do have a meeting scheduled with uh Holly morand this week to go over the the commission's request and uh we'll see what that entails and what can be accommodated when thank you okay uh regarding the past treatment project um as we've indicated before um the water is filtered and is Flowing um it will be tested for three months months before um the select board is asked to um discontinue the the water bottle rebate program so that's the rebate program is still in effect at this time thank you follow up um meantime we are monitoring all the other Wells right and there's no um no other detrimental news on any other Wells I'm not aware of any and all of those test results should be posted on the town website sounds good thank good um no update on the MW uh that's on pause now while um the board considers forming a DPW Water and Sewer advisory uh body and we have received a letter from the town of Southboro indicating that they understand that and they would like to move along whenever we're ready great I did have a question on that like I I didn't recall we voted to form a water we just kind of roughly talked about it right so that's scheduled I think on your next meeting agenda to actually talk about it okay because I don't want to delay this at all and I'm worried that it could delay the project by do yeah I agree we we definitely should move forward quickly but so the next meeting we'll discuss it more definitively defitely scheduled for the next meeting when all members will be here okay I thought design work was still ongoing so they're at the 30% design phase we are still working with the engineer on the pump station location um but everything else um is waiting for the next step which is a peer review of the 30% design so that's on hold and that's really a call from the town of Southboro they'd prefer to wait on that until until we're ready to move forward thank you follow up uh two questions one is um South boru had to pass something in the um their town meeting has that I didn't follow up on that yes that has passed yes it m okay that's great and uh second is next meeting we can put it on the agenda I'll make a request to about the water Advisory Board and as well as this um important Milestone okay yep all right thank you um and then um we did add an additional item to the to manager report yesterday um was unknown at the time that the um the agenda was posted that um as you know at to meeting one of the Articles was to um sell or dispose of a piece of townn on land on which someone had a house um so we undertook a RFP process the successful proposer was that homeowner um so we're ready to move forward and they would like to move forward very quickly uh maybe even by the end of this week or next week um so that they can proceed with with their plans to to sell the property um so um what's being asked of the board this evening is to um to uh let's see authorize Town Council and staff to prepare a suitable deed for future execution by the members of the board so it allows that uh deed to be drafted which the attorneys are working on now and hopefully um we can have the members sign that uh if you authorize to do so so we can move this forward for the homework this was that like awkward lot with like the weird like lot lines and stuff correct it's one where the half of the person's house was on Town property yeah yeah so this will resolve that issue they've they've bought that piece for $1,000 exactly I think we discussed it at length here and in town and got approved so we can move forward with that in my view okay I need a motion to authorize Town Council I move to approve the sale of zero Hayward street to Alice pain Pine for $1,000 and to authorize Town Council and staff to prepare a suitable deed for execution by the select Bo second all in favor I I liaison reports anybody have any so our last meeting when we left Bri Brian hadn't got to review them they have since been approved as as of the last meeting correct they were approved at the last meeting okay okay I had a a couple um so I went to the CBC meeting last time and they also sent us two letters that were in our packet they have a pending um a purchase or funding requests from the upper trials Trail committee that had been granted I believe in town meeting 2023 but the upper trials to Trail committee has been on hold so they can't move forward with that piece that was approved to town meeting so they're just requesting us to move that process along so it the expense can either go forward or not and um I had forgotten about this but I guess in 2021 uh the historical commission turned over the Sanger McFarland house over to the authority of the select board it's an historic home it's it's very old I can't remember if it I don't know if it's 1800s or 1700s yeah it's very old and we've restored it partially but um it really needs to be sold to someone who might either move it or or you know improve it enough to live in so they're just asking us to move along with those because the CPC has money for the restoration of things um and then let's see um and then um this is not exactly these on the other two are future n it so I'll wait thank you so do you think it'll come um soon enough do you think it'll come to us at some point or what will um the request for this at any point well it's in our packet we have two letters from CPC two letters so I would hope we would schedule it I do have them on a future agenda list okay okay thank um I met with the board of assessors just uh to see where they're at and uh and Connor just told me that they got the return of the warrant and I have to check the article for seniors and and the assessors and I will have to get together to make up an application to send out shortly I hope so that's my report I forgot too I have been watching the plan of board and Zach meetings um and I'm I've arranged to meet with principal planner next week about the MBTA Community act so I can kind of understand where we are on that um anyone else no I found out the assignments I'll get started on those but no I was so not much uh update uh one one thing I started to discuss and it kind of rolls into the next one so I'll wait but it's more about the capital projects discussions that I wanted to have and for that I reached out to school to uh CPC cic um Appropriations Committee and having discussions and want to start that discussion here in one of the upcoming sessions which is how can we put out a more I think consistent and visible framework for capital projects intake and prioritization and then building up the road for the town looking at the tax impacts looking at the benefits and communicate better for everyone's awareness even long before the town meetings uh more to come on that but I started the conversation and I got great collaboration from everyone and we're meeting also with um the town finance office so all these combined we'll I'll bring it up uh in the next one of the next sessions I'm hoping and then we can discuss further in details how we doing on economic development oh I was out but for economic development I think we had some good feedback and uh Elena and I also have been um communicating on various fronts so one of the next steps we would want to do is likely to actually um have Julia help us with some more research about the structures from other towns as well as our own research and then um elen if you want to share there were some informal discussions with Chambers where we had other ideas around it as well which we may start to formulate into this um advisory concept um some more discussions and work in the process which will help us Farm up and we'll come back with a proposal and and how about the Legacy F LNG one LNG plant um I was out two weeks on vacation so okay we're we're making progress It's on the future agenda yeah it's on the future agenda that's great uh anyone else I have some under future items if do you want me to get do you want me to go ahead with future agenda items too they kind of blend together right now okay just I was hoping at our next meeting we could get a timeline for special town meeting a rough timeline so that we don't forget any of the steps no was zoning there has to be a hearing on the map itself so the map needs to get finalized um and then I a resident request that we look at um the speed limit on Route 85 especially as we keep adding more and more schools in that area and it it is it goes from 45 40 m hour to um 2520 at the schools and then it's not marked very well so it would be helpful if it was more consistent Speed without especially with all the schools and the school children and then I think you probably also we were invited to be in the dunk tank on family day so everybody should be thinking about that if they want to do it I am registered for the two o'clock all right great again happy to volunteer it's fun I did that um not last year but the year before it's a lot of fun I hope for okay anybody have any comments on future agenda items um yeah I would like to we brought it up I think on the last one um in regards to Town Council ele we talked about you know understanding our options and possibilities I don't know what we need to do but I at least want it on there so that we can know our options and evaluate I think it is is it already on there the number 10 yep number 10 okay that
