I would like to invite MISTER Tom to the front as always. I'm sure he's in back of the room. We talked about attendants and commitment. MISTER Time has dedicated 30 years to this. The idea I just want to celebrate Thank you, MR. PRESIDENT us real quick. This resolution special resolution was important to me because this particular industry supports thousands of jobs in my district. And I wanted to pay as much to them as well for an industry that provides them a living here on the west side of Indianapolis. That said, I'm gonna let a few of these folks say some words. I think some of them we've got some excitement somebodys got to do something. Alright. Hi. Thank you. I mean amount executive director of the Capital Improvement Board. I just want to first off express, just immense gratitude to you for this recognition. It was an amazing year. Just proved once again that Indianapolis is the best events city in the entire country. We showed it last weekend with the Royal Rumble. Thanks to Sports Corp in downtown Indy visited the of everybody. You know, I think there really are 3 main ingredients to our special sauce. And what MAY custom what makes us the best. We have a world-class facilities. We have the best talent, many of whom are behind me here. I have tiny Higgins representing our Teamsters. I have members of our stadium staff are convention center staff facility. Staff are counting staff. The managers, you know, we have amazing, amazing group of people to just work for the ci. But there's 83,000 people in central Indiana that go to work in the tourism industry every day. And they're an amazing part in primary ingredient, the 3rd and probably the most special are these folks and you and the city and the state. And it's an amazing sense of integration and cooperation where everybody in this town works together for all of our mutual benefit. And that is rare. It is world class and it is the reason why we're as good as we are no other cities like that. I haven't been in this job very long. But that's the one thing that I've learned over the last 6 years is that there's no other city that does what we all do as well as we do it together. So thank you all for this recognition spin. Amazing. Thanks. Good evening. I'm with Downtown Indy Inc who every day we get up trying to make sure the downtown is a wonderful place. 365 days. A year that the shared spaces that the public spaces that the more than 500 businesses bars, attractions, restaurants in downtown feel supported and cared for. That's really important because these big events help to shine a national spotlight on each and every one of those. The residents of downtown are incredibly tolerant to the tens of thousands of people that come forward. Taylor Swift for wwe for those big events and that community and collaboration is what makes downtown so special. We couldn't do it without all of you. We couldn't do it without your consistent support and partnership and we couldn't do it without all of the people behind us because it truly is a partnership every single day to make things happen. The other thing I would throughout there is that I'm so grateful for city departments from public safety. Public works from business, a neighborhood services to I f t all of those entity is come together to ensure that we are putting our best foot forward because so often when people come to town for these events, downtown is their first impression of Indianapolis. And so we have to work together to ensure that that is at its best. And I'm so grateful for all the partners that are able to make that happen. Thank you. Counselor Evans in Greg. That was a very thorough plot proclamation. There's not a whole lot to be said after that proclamation, I will say PRESIDENT, mostly in Vice PRESIDENT Brown and leader Heart and leader Louis and all the counselors, all of whom are my favorite this was a really amazing year for India as a whole. We had both the best year ever for visitors and the best year ever for future business book. So that's that's pretty cool to that. The fact that we've got a whole bunch of other groups coming in the future. And as I think any mention another is this ultimately has an impact in all. 25 council districts while a lot of the jobs are downtown, every district in Indianapolis, winds up having people who work in this industry. So we're grateful for that. And I hope you'll come out this Wednesday from 4 to 5 at the sag, more ballroom in the convention center for the visit in the state, a tourism, we might have. We might have a very special fever player there. So maybe be there. And thank you very counselors for your past. PRESIDENT Future supported by industry. Appreciate it. So the sport strategy is a 45 year. Plus strategy. That was really created to build up the reputation of the city. But I think what I want to call out specifically about the sport strategy and what was shown in 2024, was the civic Pride. The amount of passion and that we have from volunteers from all of your districts and really around the state of Indiana is is unbelievable. And it is what makes us stand apart. I mean, we have so much to boast about with our city, but it truly is the volunteers. And I will say it's the people who our university students to the people who are retired to people like leader Lewis, who set on our committee for the Olympic Swimming trials where Fort her committee led the charge to teach 50,000 people last year. How to swim or be water safe. That is incredible. That isn't what's happening in Lucas Oil Stadium. That's about what's happening for a lasting legacy. And it's because of the support of you all and the support of everyone behind me that we're able to continue to do that. And we continue to do that this past weekend with Royal Rumble. So I can't even. I can't express enough gratitude that we all have for helping us continue this 45 year strategy? I think we have a lot more to come. So thank you so much. And we appreciate all that you do. And that's all the PRESIDENT Shows close. Thank you saying. Thanks a lot people. Comes All right. The next item on our agenda is proposal. Number 66, which recognizes just dance career in protecting Indiana's force. You're just going to say a few things like is walking down here. I mean, this. This one is no introduction. I think everybody knows, the forest reliance these guys are diehards. You know, I can't recognize very many groups that come to so many committee meetings that are so passionate about what they do. I think we're all very inspired what they do. I use them as an example all the time when talking how you enact change within the city council. And this is a prime opportunity to show recognition to Jeff Stant. So with that today we have a special resolution recognizing just stands career in protecting India's forests, whereas Marion County contains over 4,000 forests, accounting for approximately 15% of the land in the county. And whereas Jeff Stant has led the Indiana Forestry Alliance since 2013, which started the forest for Indy movement that has improved the environment, attractiveness and quality of life for the city of Indianapolis by preserving the forest in Marion County. Just stand has brought or has fought to pass laws protecting the environment. This 3rd day of FEBRUARY 2025. MR. PRESIDENT, I so move second act. Motions and probably moved and seconded all those in favor. Please signify by saying Aye, aye, any opposed nay motion carries effective speakers. I think PRESIDENT. You have a few words. That you MISS All right. Well, might want to stand back. I intend to try to to help out in this mission of trying to to establish a a forest preserve system across the city of Indianapolis that can rival the city of Chicago's and and and complement everything about Indianapolis and makes it such a wonderful place. Look forward to working with you all and deeply grateful for this recognition. Thank you. And it's all these folks here that are what make make this possible. And then, of course, you all are the key. So thank you for what you've done and appreciate recognition. Thank All right. We'll put it rest. The next item on agenda. Suppose a number. 67. Making the first football state championship in school history for Decatur, Central and whereas the Hawks triumphed over Warsaw Community High School with the score of 38 to 24, I will say it was not actually that close. Led by quarterback Bo Polson who completed 12 17 passes for 147 yards and 2 touchdowns. With 91 yards receiving and 2 touchdowns and running back. Carter who rushed for 170 yards and 3 touchdowns. Whereas the Hawks defense was instrumental in the championship game, forcing 5 turnovers, including a pivotal interception by sophomore defensive back Hunter Harvey in the Red zone and whereas head coach Kyle in right in his tenure has led the team to remarkable success, including back-to-back state. Come up, say a few words I actually had him in class. So it's great to see here again. Left for you to say a few words. Thank you so means a lot, obviously from you guys. But special recognition counselor Bayne who a long time ago, not not too long ago, but he was in my English classroom. So he made it to this stage as a leader. And he's always kind of been a leader Decatur, Central High School. And that's what we're trying to produce as well as more leaders like counselor Bayne. But really thank you for the recognition football as a as an unbelievable sport that takes so many people free to be successful for an organization to work. So really first and foremost, proud of these young men for being the laters that they are. But also their parents family members that make up a big part of our team as well as the coaches and trainers and managers and it just takes a village it create an organization that successful. So really want to thank all those people and anytime you get the first thing that the first time that a school has done something, it's pretty big because there's so many people that have come before are deserving as well. That just didn't didn't get it done. So we also want to thank those people who came before the kind of set the stage for us to win a state title. Please say Aye. And those opposed nay. Motion carries. Thank you. The next item on agenda. Suppose a number 73, which recognizes true dialogue for empowering youth voices and fostering civic engagement in Indianapolis. Keep Thank you, MR. PRESIDENT. I'm very proud to be introduced in the special resolution honoring true dialogue. The resolution does kind of speak to a pretty well, but I had the honor last year of attending for the first time true dialogue. 8. And it really made a huge impact on me. It turned politics on its head and invited elected officials, including everyone to myself presently several counselors in this room that Andrea Carson, Jennifer McCormick shut up into the room. Problem is that 100 important a lot of state senators, but all of us took the role of listening and answering tough questions. And this event trains up young people to hold politicians accountable and to ask for transformative change. That is a badly needed and I couldn't be more honored to present this. That's all go ahead me through it. This is City County special resolution. Number 6, 2025, it is a special resolution recognizing true dialogue for empowering youth voices and fostering civic engagement in Indianapolis. Whereas true dialogue founded by Brandon Randle is an annual youth led initiative that provides Indianapolis high school students with the opportunity to engage in month's long, a civic and policy education, culminating in a powerful public forum where young people take the lead in shaping conversations about issues impacting their communities. And whereas true dialogue continues this legacy by creating a space for young leaders directly engage with elected officials, challenge policymakers on their commitments to youth issues and inspire adults to listen. Learn and take action. And whereas for nearly a decade, true dialogue has exemplified the power of youth leadership with hundreds of students participating, influencing local government, proving that the young people are not just future leaders. Present day changemakers and whereas true dialogue, not only empower students with the knowledge and confidence to navigate civic engagement, but also fosters a culture of accountability by ensuring that the voices of young people are heard and respected in decision-making spaces reinforcing the idea that meaningful change is driven by those most impacted. And whereas true dialogue is going to a major civic engagement platform in Indianapolis, drawing hundreds of adults, elected officials and community leaders each year who come to hear to be led by youth in a dynamic solutions driven environment. Now, therefore, be it resolved by the City County Council of the City of Indianapolis Marion County, Indiana, Section one. A success. Section 3, the mayor's invited to join in this resolution by affixing his signature here to which he has done. And section for this resolution shall be in full force and effect upon adoption and compliance with icy. 36 dash 3 dash 4 dash 14. So special resolution was sponsored by Council j Brown. It was passed by the City County Council this 3rd day of FEBRUARY 2025. Thank you so much, Brandon. Thank you. I so which partly moved and seconded. All those in favor. Please signify by saying Aye. Any opposed. Motion carries back to the speaker. Thank you so much, MR. PRESIDENT and I just wanted to end with letting Bennett say a few words about the program. And you would like to say a few words, I think that the super profit as well I've been a youth worker for. 18 years I lost a lot of young people to gun violence. When Carter, a son. And so to have this platform since 2017 is. Probably one of the most critical times of my life having several 100 young people leave this event and over 1000 adults participate is very special to mean. I have a definite think fatal car Glick, the trees Deck-brown don't sleeps. Founder Dominic Dorsey and our net ascribes with the Bloom Project who were collaborators on this. But more importantly, all of the young people who have stepped up from various diverse backgrounds to lead this of that as so 2 of them are here with me tonight. They didn't know they going to talk. However, they are. So I have Sean Rivera who is actually hosting co-hosting to dialogue 9, which will take place on FEBRUARY 22nd of this year. And then avac higher Riddick who was a lead table. Captain, aside we want to have them say a few Good evening. Brandon has done a lot. Just not for me, but for a lot of you for other people of my age or younger. But the biggest thing with Brandon is with. He understands that he sees what other people MAY not see. So when he met me, I wasn't in trouble with was a lie in the dark place. But it it was a play my life for his life. I wasn't really in Straight path So and memoranda out of nowhere. It was more like we build a connection. And I really couldn't like doubt that. So. From that point it's just been a I didn't want to 2, 2, colors to to I've been a part of multiple organizations. He's as me do a lot of light so far. This beacon on people like, you Or the case in. And those are really appreciate Brent. So it. Hi, I'm when I'm in Brandon. I was in a degree that Senate bills in middle school in Lawrence Township. And basically what brand is done for me is I've always been told I'm too opinionated to blow to float. And Brandon basically gave meta platforms where that was used to showcase for the positive. And basically just put me in position to where I can show showcase my voice and my opinions and make sure everyone I like to speak for people who feel like they are spoken for enough and basically be a voice for those who are usually silent. So brand has gave me a platform and many other children like me in teenagers. And I really appreciate Britta for that. Because without him, I don't think I would be as confident in might be needed side of myself as I am today. Thank you, everybody. Thank you. Jesse Brown for making this happen. Appreciation pleasure. 5 a statement. The next item on agenda. Suppose a number 3, 59 2024. Referred to Admin and Finance Committee. Jimena, Scary. Thank you, MR. Thank you, MR. PRESIDENT, I want to explain why I'll be voting no on these reappointments today. Last year there was significant conversation about the budget and we did receive 9 no votes for the budget. I think it was an unusual thing that we had no proposed amendments to the budget. And this was because behind closed doors, Dan Parker and other high officials from the administration sabotage the Democratic caucuses, attempts to find an amendment for this budget. All of us know about this. We haven't talked about it publicly for some reason. But I just wanted to explain my vote tonight. Thank you. Askar parliamentarian. If it's if we have the ability to buy the question. Because we have consent, I'm curious that we can divide the question. I'd like to you. Takeout proposal, 3 in vote on a separately. Yes, he move to divide. Motion divide in 2, but just removing proposal. 3 from the group. All right. Very good. All those in favor. Any opposed nay. To roll call, please. Costly, who voted no on. Just to be clear, question will be those in favor of. Dividing. The question would be I and those opposed to divine. The question will be Monday. The motion fails. So let's we are any additional any additional comments from council. Pennsylvania. Thank you, MR. PRESIDENT, that's unfortunate I'm gonna voting. Yes, because I think there are more good proposals on here than back proposals. The reason for dividing and taking proposal 3 at least for myself just disagree with the premise of the office itself. So I just wanted that to be on record. Any additional comments. Seeing none of proceed to the board for a vote. Motion carries. 24 2, 1, The next item on agenda is proposal.
