Planning Commission meeting Tuesday January 21st at 6 p.m. uh city council meeting Tuesday January 21st at 7: p.m. and Parks and Recreation board meeting Tuesday January 28th at 6 p.m. are there any Council committee reports fire department our fire district met and they appointed officers as that this time of year which we do um other than that I think everything was pretty straightforward all right hearing no further Council committee reports um let's go on to business item L1 resolution to consider designated committees and representatives for City commissions and advisory boards for 2025 good evening mayor and Council we do have a resolution before you that would be designating the Committees and representatives uh we do have some open positions that I'd like to make note in case anyone in the public is interested in serving on any of these we have a vacant position on the Park and Recreation board a vacant position on the Planning Commission as well as on The Economic Development Authority board thank you so I know um previously uh the mayor has done the Parks and Recreation board I cannot do that because I'm on the county park board and meets the same time um so I guess that would be the biggest change that we might um have to talk about I would like to personally stay on the league of Minnesota City's stuff for sure I'm very passionate about that but other than that if anybody else wants anything specific on there I would like to keep my Rum River BMX and Community Education along with the um Cambridge Icey bike and walk trail um and I cannot do the parks and W board meeting because I have fire training Meeting those Tuesdays so I'll do the park and wreck meeting and when we get a new council member on board if if he's very or she is very interested in it I I may consider having them take it I'd like to stay on the fire district and I think they would like me there the board does so I mean I I don't uh I think George if you can stay on the parking wreck I'd think I'd rather see you stay on that whoever we point it's going to get kind of have to get weeded into this sure um I mean that's the only other board that I'm part of other than what we you know are Eda and and that here I think everything else I think we should just leave the way it is I would have to push back on that I think we should take you off the Fire District board because you've been on there for so many years and I think we should switch it up what are you offering no I can't I'm a fir fitter so I'm not going to take it but I just think that you know if we believe in term limits you should switch up your your committee members too when is that meeting third Wednesday of every month 700 p.m. mhm and it travels are you interested in that one at all you go from each station so one month is that station one next next month is at station two next month is at station three then it starts at station one again so I I would be interested in it if nobody else is um I I'd like to learn everything about every part of the community that's possible so if you can't swing it or if you want to try it or I I think I agree it is you know I think uh Steve's done a great job there but I think uh it's good to get some fresh eyes um maybe do every other year try something a little different that sounds good I I didn't expect that seat to come open so I hadn't put much thought into it at all uh it would be it would definitely very educational would be on that board um I just like to keep as much time open as I can if I'm doing Park and wreck that's a monthly commitment too so I know you're going to be a busy guy I mean I would I would take the fireboard if if that's the vote I suppose I I think it's good to learn every aspect we're making decisions for the city and you know just like doing the Citizens Academy for the police and all the different things that were involved in I think it's important to learn so I would take that um but I don't think I would be able to do the school board stuff and the Chamber of Commerce along with that and um icicle and all the other stuff I'll do the chamber okay when does the school because I'd like to see you as the school they they love you there okay and you do a great job reporting back I could keep the school one I think the school one's a little more valuable the Chamber of Commerce one is important you know you reach out to your community but I think that would be a a good fit for you um it does meet in the mornings though so that's 11:45 oh je till 1 p.m. on uh what is that is it Wednesdays or I think it's Wednesdays like the third Wednesday of the month I'm going to have to pass yep when is that you said when the third Wednesday I don't realize it was a midday meeting I can't 11:45 to one it's a luncheon so basically um the business members come and people meet and talk there's quite a few businesses from my S that are in it so I think that's just going to have to be one where when we have time we can make it to it but I don't think that we're going to be able to make it a monthly thing I I do always attend whenever I can so we do have a staff person there okay if I don't I usually send someone else you could I mean we could put me on there temporarily maybe the person that's going to be in that new Council C would be able to do it sure all that's fine and the school board if you guys think I should do that I will do it I do want to get over to the Arts and Science Academy more so I mean it's when school board meet uh Schoolboard meeting is is that the third Thursday Thursdays at uh 6:30 p.m. I don't remember which Thursday it is the third Thursday or something well if you can't make some of those I can help out maybe be an alternate to that okay or if you want to attend the Arts and Science Academy I can attend the regular school board meeting at the same time okay now we did we did discuss that and we I mean maybe since it's two different members we did discuss if we could attend both and you had told me just to attend one per month before Josie um I don't know if that's something we want to tackle doing both or if I was I was just going to plan on rotating but the Arts and Science Academy ones I I didn't really have a a very set schedule like the um Cambridge ones okay maybe just put me on there and then we can can do alternates or or whatever yeah that's fine okay did you need help with the league of Minnesota cities at all uh yes so I'm only going to want to be able to do two of those um there will be two meetings uh those are the ones that Jimmy had um I believe one was improving Service delivery and I don't remember what the other one was fiscal Futures I believe fiscal Futures so the improving service deliveries um is mostly like about utilities and police and you know local services that we have um as far as I know I haven't been to those and then fiscal Futures is just I'm sure money planning um those meet those are online or you can meet in person I can do that I can take the other two okay they are during the day yeah I know there there are people that do it while they're driving so that's just a phone call really so I'll just take the days out for those two meetings okay and those do meet um three times per summer okay yeah I think it's is it June July and August I believe it's June July and August you'll like those Steve are there any others that you would like on that list no that's why I said I just ass soon stay on there the board wants me there I'm actually chair of the fire district so if I leave they're going to have to put somebody else in that position so I think Luke's I think Luke can run a meeting they are going to have to vote on who put on there they would have to vote on that no matter what though I don't want anybody to feel railroaded I just I you know last year when You' brought that up I thought it was maybe a good idea at the time it's like well you know some change out we're we believe in term limits up here and it's been quite a while um since that has changed so fresh eyes are always good but I don't I don't want Steve I don't want you to feel railroaded or anything i' I would be feel railroaded if you take me off of it because there's nothing else that I'm going to do I'm not taking off of work to go to any of these meetings I'm sorry I would I stand firm with somebody new so that's just my opinion George how do you feel about the fire district stuff when was the next meeting end of the month you say the third Wednesday wnes of the month third Wednesday and we can correct me if I'm wrong Josie but we can um sort of work with these a little bit over the next coming months correct yes we actually will have this list coming back when we fill the open seat just if there's any discussion to appoint them to the other um boards and commissions so the resolution will come back in a month or so should we may should we maybe table that the fireboard discussion until then or maybe all of these just kind of get it rough in a little bit and go from there after the next meeting I'm just going to be stand firm in my viewpoint but if you want to rough them in and if that's the majority that's fine what about some of these other ones uh like weed inspector what that's automatically there there isn't a whole lot that that position does however that is by Statute um identified as the mayor so the mayor would stay with that one um however the other ones could be open for discussion and most of the other ones don't really ever meet if if I remember correctly correct the bike ice an County committee um icicle uh Public Works Labor Management committee those for the most part um have stalled we haven't had those in a number of years but we do keep them on the list just in case they spark back up up or there's a need and it does come back instead of having to have approval to attend those but it's been numerous years that those have not been active and the CI bike walk trail is generally one meeting per year I believe that's January as well usually is that I believe that Thursday in January y okay also the cable TV lay on um civil defense director those haven't had any meetings per se just an identified person should there be when that comes up what do you think on the the fire district I I personally don't want to influence that too much I'll do it you want to take it sure all right so we have we have a few of those sorted out um I think maybe just the next meeting will come back once we have a new council member and we will um finalize those if that sounds okay with everybody yep okay and then another item on this resolution is to appoint a mayor Pro Temp so for this one um I know uh councilman heeman was the mayor proem last time uh last year and he ran that one meeting fine um good I should say and he is already um cleared to sign checks uh I will be missing a meeting in February so I would uh suggest that we appoint councilman heeman to the proam mayor position I'll second that all right so there is a motion and a second uh all in favor I I I opposed motion carries 4 Z on that her clarification was up for the whole resolution or just for the M prot time it is in one resolution so can we approve the resolution before we finalize it since we decided to table it for the next meeting there really wasn't anything tabled because you're fill in the blanks with the next appointed council member is all you said yeah it would be to approve it now um with um having the council members now appointed and then it'll come back and it'll be a revision to the resolution um amending it to make any changes okay well I would make the motion to approve the resolution with um the discussion we talked about on the committees as well as the proam mayor so that was my motion I'll second okay everybody still in favor of that I I I opposed motion carries 4 Z all right item L2 resolution to consider designated official newspaper appointing depositories and Professional Services for year 2025 thank you mayor and Council we um on an annual basis need to appoint um a designated official City newspaper as well as some of the other items that are listed here before you uh we did receive two um bids for our advertisement we have the County news view they provide for 158 distributions in the city of I limits at $1.99 per column inch at nine lines per inch and then we have the ianti shago county star with 1,325 distributions within the city of isan at a cost of $1.95 per column inch nine lines per inch if entered into a one-year contract or they've also provided another cost at 85 per column inch at nine lines per inch if entered into a threee contract and they are here as a have we have a representative Mr Andre's if you have any questions for them and if we could first have discussion on our designator official newspaper and then we'll go on through the remainder of the resolution all right so I'll open this up for discussion amongst council members what are you guys' thoughts on this one I think the star has been doing a great job and they have better distribution within City Limits I mean obviously um did I catch Josie right if we wanted to ask Bill questions or the other newspaper that we would do it after this discussion no we can have the discussion now um but before we approve the resolution um I'll go through the remainder um of the signatories and depositories okay but if you have any questions um on the newspaper portion please ask them now bill I had a question on you know the Billboards that you have like at the VFW and you do advertising on um how question oh hi he can Mr Andre if you want to come up to the mic that would be wonderful thank you just state your name and address for the record please Jeff hre Cambridge hi nice to meet you I don't believe I've ever met you um how many advertising B do you have within the city of ianti do you know uh there are five within the city of ianti okay um there's 12 total between Cambridge isan and North so if you buy advertising on one day you have to have them on all of them yeah it's a network okay yeah okay I I was curious about that because I thought it' be another Avenue to be able to get some information out but um what is the cost on those um we have a contract on there that's $249 and we sign you up per month and it's uh signed up for a year at a time okay all right that that won't meet the needs I thought would work for the city I mean if we could just buy one one board like the VFW or anything within the city limits then it would make more sense we can't sell just one board but what we can do is offer shorter terms if there's something that you're interested but the cost goes up okay for that so I can give you my card if you have any questions I'd be more than happy to answer them for I think we're good I mean we might have a discussion at sure C about it and see if it's something we might want to do in the future okay any questions on the newspaper I would also prefer the uh as sh star again because the distribution you know 1325 distributions versus 158 um just gets to more of our residents I would be interested in discussing amongst us the uh the three-year contract potentially it would save us 10 cents per column inch uh Josie do you have any idea uh how many column inches we have in a year any rough guess or how much we spend on it I is the saving subst is the savings sub substantial at 10 cents uh discount per call men for a three-year contract well we have had an a contract that's been extended with them already um because we um have seen value in keeping with the high distribution numbers if there was a potential change for um the other newspaper to go to having a higher distribution or maybe away from that subscription base perhaps we would not want to enter into a longer contract um but as to the cost I'd have to do some research before I could answer that now every time we have an ordinance um a zoning change uh those all need to be posted in our official newspaper and they can add up um so there are a number of things that we are required by Statute to publish so I would say 10 cents does add up very quickly when you're publishing a number of things um so I would say there would be a value in that and I haven't been informed of any changes to the other newspaper not to say that they didn't have something changing on the horizon but not that I'm aware of currently thank you any other discussion I like the three-year idea I mean pric is only go up every year if they're going to lock us into the same price for three years what would be the penalty if we were to breach that contract um I'm sure that there there'd be a either usually it's a 60-day clause um for terminating I'd have to look to see what was included in that one okay you know okay I would personally be in favor of the the three-year contract I think the price is very fair the distribution is pretty solid I believe that math works out to roughly 60% of the houses in isan um so I think that's pretty good coverage I know I look forward to it um every Thursday when it comes so it's I think they do a pretty good job so I would uh be in favor of the three year as well I I can get on board with the three year okay I will share then the remainder of the resolution which is appointing the depositories and also listing out our Professional Services for the 2025 year for depositories we have Falcon National Bank RBC Wealth Management Oppenheimer Company Incorporated for City attorney we have ratwik rosac and Maloney City Engineers Bolton and mink benefit Consulting Services is NFP prosecuting attorney gdol La agent of record for workers comp and property Casualty Insurance Marsh McLean agency LLC City auditor ABDO Financial advisor Northland Securities Inc Bond counil Taft stus and Hollister and building inspection services Rum River Consultants is there any discussion on any of those are these the same ones we had last year okay yes I'm good with it I'm good with it I'm in favor motion to accept as it was last year with the I'm assuming we was stared before correct yeah with the threee I'll second the motion all right motion from council member lundine second from council member hren all in favor all okay any opposed motion carries 4 Z on to the next agenda item resolution to consider additional stop signage at dalan and Main Street Northeast mayor council we had discussion at the December 17th Committee of the whole meeting to add a possible additional stop sign at daring and Main Street Northeast um they would need to be installed uh in the sidewalk and need to not obstruct any pedestrians um we brought this back for further discussion we also have our city engineer um Jason cook here available for any questions we also could address possibly um parking along Main Street at the same time as Mr cook is also um able to speak on that so I would um I did go out there and measure um I know we had discussed there was 70 ft between the two intersections and I was worried about semi trucks um I went out there and measured and it was less than 60 ft um so the the engineering was off on that um I think that changes my opinion or solidifies my opinion that I don't know if a stop sign would be a great solution there um although I I think it has pros and cons um another option that I had thought about and briefly discussed with Josie was uh potentially eliminating the sidewalk on the uh south side of Main Street um it's really it doesn't go to anywhere it dead ends um I've never seen anyone walk on that sidewalk um maybe eliminating that and creating diagonal parking there instead uh looks like there's about a a 4 foot grass median with a four or five foot sidewalk um and then there is a wider Road there so you might be able to fit you know twice as many cars diagonal park there um so I thought that might be a potential solution um but I wasn't sure what Jason had thought up or if he had any input on it uh yeah just looking into that piece um it looks like the you know the no parking resolution that exists is from elim East and so there's already allow parallel parking on that side of the road um with the the catch Basin in the way and and from what it looks like from our our GIS parcel lines um I don't think there's enough existing right away to squeeze in uh diagonal parking um I also not sure if that even meets our own zoning uh requirements in that area but um in the end I think that' be quite a bit a change to maybe add a stall or two um I do like the idea removing that sidewalk on its own um it's going to a crosswalk that's just one block off of a more major intersection and uncontrolled Crossing that really is just adding conflict area um but yeah I wouldn't really recommend going to a diagonal parking uh I just don't see the uh the amount of parking going on you know if the parallel Stars will always full you know maybe we'd have to entent how we'd be able to get more cars parked over there but but you know I've never really seen cars parked on that side of the road as it is much less needing to add two or three extra spots and we had brought this forward because uh I live over there I drive that every day and and Jimmy had actually brought it Forward um there that intersection is really hard to see at uh when you have someone parked in the um in front of the new building there uh close to the intersection um so I guess if if we're not in favor of adding parking potentially I I would still think we should set back uh the no parking Zone like 15 ft so it's a little bit more visible there um and I would concur with what Jason said on that sidewalk I have lived there for 32 years and never seen anyone on that sidewalk so I don't know if it's I mean when it comes due right now it's there and you I don't know if you just leave it but when it comes due I don't think we should do anything with that but I really do think that we should um extend the no parking from the corner there another 15 ft or so I think right now it's probably only roughly 10 or 15 ft which is state state code um but I don't think that's enough for the visibility and traffic on that intersection there I think a stop sign is a good temporary solution until traffic picks up in the future semis right now if they're using that zigzag it wouldn't matter if there's a stop signer there or not and I think it will help a lot with the car traffic people are going to move out of the way for the semis and there it whether there's a stop sign there or not their turn behavior isn't going to change at all they only have pretty much one option to make that turn um and if they're coming from the VFW up to Main Street to take a right-and turn which is most likely the only way they're going to go um they're going to be able to have a clear view of that intersection before they decide to make that turn and going to wait for people to leave the stop signs to have the room they need to do their turn um if was a really busy intersection I might have a second opinion on that but it's pretty busy it is but I don't think we'll ever see more than two cars one or two cars Max at those stop signs no you some days you see a train of five or six people coming from railroad or or Main Street or it's some days especially when like Heritage was closed it must have been an accident or something and there there was so much traffic I couldn't even turn there so I think there there is potential for quite a bit of traffic I do like the stop sign I don't think there's a whole lot of cost to try it you know we have the stop signs we have the we have the posts you got to you got to bore a little bit of the sidewalk out a few inches but sure Jason yeah I guess just on that topic of that stacking distance um when there isn't a stop condition you don't really notice how many cars there are um I thought the topic of that 60 foot gap which was one of my concerns would be that's only three cars M and the moment you have any kind of rush hour time or whatever you're going to have that stacking go right across Railroad on the eastbound vehicles and that's going to jam up the traffic you know for those Northbound people because they'll literally be backed up across it um on the temporary side it's never really a good idea to go temporary on stop signs um a change traffic condition in a stop condition just has to get everybody used to it um like in this kind of con situation if there there aren't like clearly added signs that are saying there's a changeing condition if the the southbound doin person is like oh it's a four-way stop I can go and the East West people are just so used to doing it they've done it their whole lives and they don't think there's a stop sign that actually can increase the chance of an accident that somebody might pull out thinking that the other person's going to stop because there's a stop sign but when it's a new change Condition it's it's riskier not not to say that it's not you know in the end it'll work you know um without an accident but it's just something to consider um you know those signs going in the sidewalk I believe there's enough room but yeah they'd have to be anchored into the concrete and and plowing would have to go around them but um I was more on that side of the stacking issue and and the trust of people to follow the new conditions without being used to it I guess can end up causing an accident that's never happened at this intersection so sure well when I was saying temporary I meant temporary until traffic gets way way more developed at that intersection I think in the future we might have to you know redo the road not sure the name of the road but if you're coming from five and using that road where the stop sign is possibly have to go forward by those apartment buildings and then take a right-and turn at sometime make that into a four-way stop instead of the zigzag it is right now um but right now there' probably a lot more added cost in doing that maybe widening the road or whatever we' need to do or us you'd have to go out there and do a study on it I'm sure um that was my thought I think the easiest solution is just to paint the curb an extra 15 ft and call it no parking there on the corner it sounds like Public Works would probably prefer that sort of thing versus having to plow around a stop sign um and I I I think I agree now with Jason's point on people will just be used to no stop sign so I I just had to take away the little parking that they have over there but they have both sides of the street and the parking lot that's across the street I thought we had an agreement with that business that they'd have are we going to take away parking in front of it because I thought we had an agreement with them when they didn't they have we have agreement with them to be able to park in front of their business that was one of the concerns when they built that business yes that was one of the concerns um when they bought the lot from us that they would have enough ample parking in front of their business because there isn't any parking dedicated for them on that does it specify how many spots in the contract I just know there's a lot of pedestrians there and a lot of traffic and the fact that you can't see it's entirely a blind turn when you're heading south on Doan if there's a car parked in that front slot I think it's a a dangerous situation can we take this back to the cow cow meeting and so we can brainstorm a little bit more I would hate to make a quick judgment and then make the business owners matter but I think we should think this through a little bit more sure it's not a rush thing I mean we can do a little more study into this I'll look back out there and take another look at that intersection again myself but and welcome the public to if they have any ideas let us know and that's a kind of a difficult intersection there we could also invite the business owner to come talk to council at the the committee meeting if if she has the ability to put that in her schedule I think I think the business should have a say in it definitely so then if we could ask for a motion to postpone to the January 21st count meeting I'll make that motion to postpone to the January 21st c meeting second all in favor opposed motion carries 4 Z okay so we are an L ordinance to consider amending zoning code chapter 445 section 7 business districts to permit facilities for automotive wrapping decals detailing and tinting good evening mayor and Council um Precision Precision window tint operates an automotive window tinting vinyl andw wrapping and detailing business at 2 22 Broadway Street Southwest which is Zone B1 Central business district the use is current currently allowed in this district and at the November 6th meeting of the city council the owner spoke and city council voted five to zero to lift the cease and assist order um until they made the proper application for Amendment um the amendment was then brought forward through public hearing at the Planning Commission um meeting on December 17th and um recommended approval of moving forward with an amendment to add window tint and automotive tinting vinyl wrapping and detailing as conditional uses within the B1 Central Business District zone um a conditional use because that is what most Automotive uses are within the city and all of the districts and the ordinance amendment has been posted for the required 10 days motion to approve unless you guys have some discuss you already hash that I'll second it and so you're not surprised it will be going back through the conditional use process through the Planning Commission and the city council um so you will see this again two more times motion from council member heeman second from councilman lundine all in favor I I any opposed motion carries 4 Z L5 ordinance to consider amending chapter 160 enumeration of fees building fees evening again um Andy Shader from Rum River Consultants attended the November 19th meeting of the committee of the whole to discuss variety of fees for varying inspections and then at the December 3rd council meeting staff prepared a variety of comparable cities fees and it was discussed um that we would negotiate with Rum River um to comp to meet some of those comparables um meet them halfway um Rover Consultants did agree to meet that negotiation and um they were discussed again at the December 17th cow meeting and all of the updated um our changes have been updated for what was discussed at that meeting and they have been posted for 10 days motion to approve second I would like we can't change language in this can you you'd have to repost it well next next time this gets changed we need to clarify some language in it like I had a discussion with Stephanie today about just the septic systems the operating permit and the maintenance pumping permit well I can see why a lot of uh sewage pumping companies don't pay the $10 Tri anual fee because reading this you can't really tell what it's for and same with the operating permit $200 annually I mean I asked her if it was anybody who owned a septic system if they had to pay $200 annually but that was just a permit but it doesn't explain it really on here that's a permit for inspection maintenance anything that's done to upgrade it um but really most of our septic permits go through the county so we're not usually doing any of them this is and that's just this is something that they have because they inspect in other areas that doesn't have somebody like the county that does that so that it's not really something that we would be dealing with here anyway unless there's some sort of emergency situation where we would need them to do it otherwise we send everyone to the county well what I'm saying is it when somebody looks at this will they be able to interpret what it means generally what we what happens when somebody does have a septic inspected they call us first because they're assuming that we're the um overarching you know agency that's going to be inspecting them and so they would call us generally but we defer them to the county so well so we usually guide them through the process if need be is is it even under the right section like maintenance pumping permit how would a company know that to look on our ordinance and be able to find that to be able to pay it it because it looks like it's under residential type most res most subjects are under residential anyway all right okay just we'll leave it be we need to clear I'll look at it once it's printed up on our website see I will let you know if I do have anyone who needs clarification on it this year um and you know but we just have so few septics within the city that it just we don't it's very few and far between on a annual basis that we get anyone the way it is most of the time we're seeing people upgrading or connecting dis upgrading their septic in general because they're moving or something of that nature because they have to and and in many cases if we have they're actually hoping many times to connect to city services we get actually get a lot of calls from people in the township who are wishing they could connect because of the cost of these subject systems okay maybe my question should be this since we already have the subject and the price when we add it onto our web page can we clarify exactly what what that involves that's basically what I'm asking we could clarify that on the building permit web page with an aster and just say for septics we will be the county I think we do have it already on there that the county is our main servor for the okay septics um but I can clarify those two items under that section okay I would like to say on this that I'm happy that we worked hard in negotiate um all of us played a part in that and Andy at Rum River was um very helpful I know they helped us with a lot of the language and a lot of things and I think they do a good job I'm happy that we were able to come to a middle ground uh for fair pricing for our residents um so there was a I believe there was a motion by councilman lundine councilman hren and a second by councilman lundine all in favor I I opposed motion carries 4 Z L6 ordinance consider amending city code chapter 65 administrative penalties good evening again and this one was brought forward a reg originally with the first look through of them but I brought it with the fees because that's a penalty change or it's a fee change and mostly language updates on just our staff names have changed throughout the years and so none of that's really been updated over time and so just um a few minor changes here that were again um revolved around the rental licensing and discussed at that time any associate planner motion to approve second motion from council member lundine second from council member holgren all in favor I I opposed motion carries 4 Z L7 ordinances consider amending chapter 445 zoning to include alternative energy sources uh ordinance amending chapter 445 zoning section 2 definition of terms ordinance amending chapter 445 zoning section 13 use regulations and Article 5 alternative energy sources um this is for the alternative energy sources specifically um in response to large solar Gardens and then also cleaning up the wind energy conversion systems to more to better fit within our zoning ordinance and creating the Alternative Energy System section I think we pretty much Ted that all all before so we did on motion to approve second motion from council member lundine second from council member hren all in favor I I opposed motion carries 40 La resolution to accept the collection and dispersement of donations from illuminate I Santi okay Jaden is going to be passing out to you um our total amounts for illuminade i s this year we received $798 74 of donations collected at the event as well as online through our online donations um in what our agreement was at the beginning of the uh event the city of Ian state they will keep 60% of all of these donations um and give 40% to the volunteer groups uh of that 40% is $319 and so each group would receive $532 in previous years we have provided groups um $500 um for their time to volunteer and they do use that as a fundraising opportunity um within the city um because of the much lower amount we rece in donations um than what we didn't know what to expect obviously so we didn't know and um we would like you to consider potentially including some of the cash sponsorship donations because we're nervous that we won't get any volunteers in the next years it was difficult as it is in the first year getting volunteers to participate um this year and um it would increase the amount each groupes and so the total of financial contributions from sponsor donations was $9,000 um and so if the city of isan kept 60% of that we would keep $ 5,879 towards the event um and $3,919 would go to the volunteer groups for a total of $653 125 um we just thought we would throw this out there if you have other ideas we're open to negotiations but we just really feel like we had sponsors donate a or volunteers donate a lot of time hoping to get more donations um that stay within our communities locally and um really don't want to miss out on having no opportunities for volunteers next year because time is so limited and a lot of these people are in many organizations volunteering around the community this is this is the way it is now so it's not only here it's for other organ ganizations volunteering at other events as well I guess I I personally have a little concern on that idea um just because I think sponsors donated to the city and I don't know that they're really aware that that could have potentially gone to nonprofits um it's it seems a little strange I guess I wasn't expecting it I do like the idea um but I don't know how we can sort of sell that um to the those that those companies that did donate um do we have any idea the cost uh how much do we go on the hole this year total after say if we were to we do not have any numbers yet because Mike needs to close out December so I don't know final number I haven't even he didn't have any of that ready yet so we just haven't so that will be coming to a later meeting soon but we just don't have I can't be sure we didn't have some large expense at the end that I was unaware of that didn't get paid right away so I just want to I don't I didn't want to bring any numbers I don't I don't think we should be giving splitting up our cash donations that we're getting like for sponsorships in my personal opinion boy I don't know sponsors is what makes this whole thing happen it's their hard work and being there every night and and keeping the event going I mean that is part of the event itself but I see where the problem is because you're you're asking people to donate and then take those donations and give them to you know somebody who's donating their time and and you said in the last few years you've given them $500 yes we budgeted I believe $500 per organization per night so and so this year it would be is $53 I thought it comes out to what's six volunteer groups divided by 40% 39 that's the total amount for all volunteer groups because we only well for all and you got to supply divide to 39 by six we didn't we didn't get as many donations as I had hoped for so it makes it a little tougher I don't know next year if we discuss maybe I think when I was walking in the first time I guess I was hoping we'd have a big sign there that had a QR code you know it's like keep this alive donate here so it's a little more obvious so maybe that's something we consider next year uh this year I think it was it was nice not to be bombarded with you know donate donate donate but I think at the same time it was easily missed I was looking for it and it was still hard to find um do we really need the volunteer groups to I mean I know it's great to offer popcorn and and all that stuff but do we really have to have the volunteer groups or could we just set it up and let people do their thing cuz I think most people tended to do that anyways there wasn't much interaction when I did the popcorn or the other booth there wasn't a whole lot of interaction I think two things to consider our night that we were there that I was there with you was very cold it was the coldest night of the event so but I was there another night too and and we'll find out other numbers for Saturdays and such coming up um hopefully we'll have better numbers for you for that so we can know the total amount and what nights were the best but I think if we're going to consider not increasing the donation amount we really should be prepared to not have any volunteers next year and and the only way to move forward with the event that way would be to just have the lights and walk through them I I would like your question mayor correct you don't have to have the volunteers at something that the city had offered as a way to give out those things but you could just have the lights on I think people will still I I mean when you say volunteer I I would never think of pay I guess I was I thought us giving them even offering 40% was generous because it's you know donating your time volunteering to your community so I I don't know it's hard to make a decision on this when we don't know how much money we lost I'd have to say right now that the 9,000 that was sponsorship donations that's the cities MH I think the $798 would just say $800 instead of the city taking taking their 60% give that out let that ke divided amongst the volunteers that would help offset their cost for that I would say that and that still it's going to give it's not going to give him $500 but it's going to give him about 140 bucks I mean I guess when you volunteer volunteer means doing something for nothing that's personally how I see it m but that's me I would like to see the numbers on on the whole event before we make a decision how they can wait a month for their donations I mean it's not that much at this point and it's possible could be more I say we wait and look at the whole picture before we make a decision on it but that's that's where I st I agree that is fine like that's a good decision we just couldn't we had no authority to move forward without bringing it Forward here first so we can sure table this discussion and table their payments until we get all the information and hopefully as soon as Mike has it done we'll bring it forward to the next meeting so okay you need a motion to table it motion to table it until the next meeting if you could include it to um the meeting following closing out December just because we don't know with audit preparations if that actually will be completed by the January 21st meeting it may be the first meeting in February we could MH you're at that meeting which meeting was it first meeting of February yes okay I would I would just say for the meeting following the close out just because Anything Could Happen yeah let's push it to the end just as long as we have a following the close out of December when you have the information yeah yes motion from council
