I've talked to you before I'm Ashley gos the CFO and normally in may we come to talk to you about um the proposed budget for the new year um given our cyber event that we had we are a little bit behind and all the Departments are catch up as wanted to just take a minute to talk to you about our budget assumptions um and then I'm planning to come back on the 28th to bring you the downtown and maybe possibly both the downtown and um so what got passed out to is a copy of our budget assumptions we went over those with city council um and this is the same memo that went to city council so there's some stuff in here that's probably not of interest to you but um I want to just give you all the same thing so one of the assumptions with that we will keep our M rate the same um at 3947 and we will continue the 50% return with the St and tax Reven now we've been doing that since 2020 and that provides about $900,000 of additional Reven to our general fund which is used for our governmental activities um and then the other thing I wanted to bring to your attention is in our Personnel costs um so after discussion internal staff um there's a proposal to add a few new positions in the 2025 budget one of those positions is a construction project superintendent um I think as you guys are aware of um what's in the the C budget and what's also in the city budget and then what you're seeing around town we have a lot of capital projects going um and we have just as many in the fiveyear plan coming and having some um kind of resource constraints capacity issues with having a staff member kind of project manage the um the the work that's going on and you know the best example we have is the 25 that was awarded last year for 30 million um that is the single largest project we've undertaken um and at the same time we have several projects that we were able to initiate using the American Rescue plan act money this is right um but that was another million wor of projects that we've taken on in the last couple years so um we feel like it would be in the best interest to add a position um to the city staff but partially we would like to ask the CRA if you guys would consider funding half of this position because this person will be responsible for managing the Cs just like our current construction manager is overseeing the projects and we charge any portion of that person to the CRA um the CRA is providing partial funding for uh construction coordinator position um but this would be a second position that we would ask the C to provide the funding in the same ratio and that ratio would be 45% of the um cost would be to the downtown C 5% of the cost would be the South C and the remaining 50% be the C in the city um so I wanted to take a minute talk to you your feedback on this um as we proceeded the budget and kind of what kind of what I hear from you all will inform what we bring back to you in a couple weeks you have any questions or concerns about that or I mean so the thing that pops up for me immediately is no mention of the like dedicated maintenance person um was there no consideration to that so our our Park staff has been providing maintenance to it and in kind of ongoing conversations I think we get the feedback that they can manage it with their current staff um but that's always something we can go back and talk to them a little bit more um but at the time we were not at this time we weren't proposing a dedicated maintenance person for the C actually I would I would say that you know that's something that the C has been asking for for some time that we have a dedicated down because we haven't been getting the things done that were needed to be done downtown we're still struggling trying to get some some basic landscape work done down there I see that we've started putting some U material into the uh tree Wells and things to that extent but truly maintaining and looking at things on a daily basis is something that we really need to do because we've talked about I think you've heard us talk about in the past about being kind of Disney esque and getting the quality level up to something like that and I I would strongly support getting somebody downtown that's there on a daily basis making sure that we've got the quality that we're looking for and I agree with that it's not about a that I don't think that they can handle it it's about focus and Parks has to handle the entire city and there's not a focus on downtown from the government's perspective every part of the city deserves the exact same amount of priority well our job in Mission In the C is to make the downtown area over and above what the normal government that's literally in the statutes so I feel like it's our job to get that person in the budget so that we can make downtown over and above is is are these duties not within the scope of the city managers so so the are you guys talking about like the punch list items and all those things that you've been talking about the little daily things downtown that you're talking about what are you talking about in particular just the normal day-to-day like Gary mentioned like the mulch in the tree beds and you know there's a green fence that's been broken I think for like eight years now and things that we bring up over and over again it doesn't get addressed does require a full-time position I just want Focus right and I guess what I'm saying is that that you had said that there wasn't anything any proposal for somebody like that and that's why I'm just wondering if it's you mentioned that there's not focus so it's maybe not a function of not having the Staffing to do it so much as it is not having not directing your efforts and focusing where they need to be so I guess maybe that's I can assume why there that hasn't been you know why has for a fulltime position because that sounds like maybe if those are the items that we're talking about it doesn't sound like necessarily need a fulltime not even a full-time phys it could be and I've mentioned this so many times before just like this construction superintendent 5050 50% of the time he's around the rest of the city 50% of the time he's just or they are just downtown maintenance stuff that seems so logical direct to me I don't understand why we don't get in our last conversations in refence to this item we talked about trying a couple of different options I mean it could be that we hire a firm to to step in and put in whatever hours are necessary or we hire somebody on a part-time basis um and bring them in or we do it fulltime part of it was trying to figure out exactly how much we need it but um we we somehow need to get traction on this item because we're just not getting the things done downtown and then I hear you say that you know parks and R and Public Works have the staff but we aren't getting our projects done so where what is the where is the problem why are we not getting the things done they have the staing but then I hear Dennis talk about the fact that we don't have the staff get everything done that they need to because Public Works is overloaded with City required project that's fine so let us get the people that we need to make sure that we get things accomplished that are our priorities and so that's what this particular position is intended to accomplish to increase like the bandwidth within public works for all of our infrastructure projects because we're getting to the point where a lot of the C infrastructure projects have a companion City component and so um I wouldn't recommend that dedicating someone and saying they only do c because there's just so much overlap between the two and that's why in um the engineering positions we have an allocation between the SI and City to be fair because that's what they're working on completely understand that the same holds true with maintenance because you're we're doing a budget trick help help the city because we're going to pay for half this person's salary I don't need to literally hire a new person let's just take an existing person and make them 50% C so we can also help the city with their budget by taking on the cost of half a maintenance person but their focuses you I don't know if that's part of this discussion I just want to see how do we move that well part of my question would be why don't we for the construction person and that person worked half time on C projects and the other half on the maintenance related items I'm sorry two different skill sets somebody that knows infastructure is not going to go fix broken I think you can find that person done it before so I I don't have a problem with that I think end um kind of work program for this person is to be the project manager for our infrastructure projects that requires coordination um with permitting with Engineers with construction firms and so I think this skill set that we're seeking here as much like our current um project coordinator who's been running the um four projects on Fourth and projects four and having that particular subject matter expertise so I I hear your feedback about kind of the maintenance um I'm sorry I don't have any answers for you on that today I can take that back to um our parks department and our Administration I think uh in terms of how we approach Staffing levels um the city you know looks at this in a longer term view the kind of holistic cost of the person and what um to what the organizational structure will be um what kind of support can we provide for them and also you know the pension like they are part of our pension plan so any kind of changes in staffing has to be kind of carefully evaluated on the long term um so I understand that the pattern exists in every other department where we fractionally share an employee but par we I mean we get all these other us a lot of so uh in terms of this yeah I think all four of these points are approved or not speaking with the board but are fine and I support I support the more police officers I think we all have no problem not an item for the C no the police officers are going to be wholly funded by the city because the intent is to have those additional officers be able to move throughout the entire city to provide services not just in the downtown so so even this superintendent the person I have no problem with that at all I just would like to see movement on okay so for this checkpoint good I would also like to somehow come back and get us some focused effort actually I would ask that at your presentation that you give us clear break down all of the employees that are funded by the C like to to really see what what we're paying for and the services that we're getting if I go back into some of the numbers from a year or two ago we spending $440,000 in compensation to the city just just basic salary not including FR benefits that the C is having to provide and supports the city our responsibility is not to support the city it's to get our projects done that need to get done and it would it would be benici for everybody on the board to see and understand who truly is part of the team and what resources we have what are the resources that we don't have that we really need to be able to get what we want to get to as a as a c and the responsibilities we have to the city to the taxpayers of this community so I will definitely bring that with me but just to recap in terms of that are funed through C dollars um the C coordinator position is 100% funded by the CRA because Taylor is dedicated to the CRA projects um 25% of the planning and development director as the administrator is charged to the CRA and then we have the city engineer 25% of the city Engineers charged to the C again because I talked about those overlapping initiatives and then we also have a which is 75% funded by the c um and that's kind of the workload they've been seeing through the last 15 years the the higher dollar bigger projects have been in the CR districts and then we also have the construction coordinated position that recently was converted from a part-time rule to a full-time Rule and that is 50% funded by the C and then this new position we would actually the same allocation at 50% so the thing in the C that kind of Strate the the history the Strategic initiative there was the the roles that were dedicated to furthering the plan getting the plan projects U completed because the CRA understood the maintenance ultimately when the CRA cease to exist all that maintenance becomes the city's responsibility and so we wanted to be prepared to kind of accept that and for a long time maintenance within the C District was pered we that was a recent kind of change to the plan that gave us that ability to do that because in the past the C was intended just to kind of set the infrastructure build it run the initiative and then turn everything over to the city it didn't used to be that you were allowed to spend dollars on maintenance and so kind of looking at it that way the city always wanted to have the maintenance Staffing the city staff that would support the entire city um but I hear what you're saying and I know you have said it a couple times I will back back to theing ass what we're doing is that dollars were put into the last budget for the utility work that's being done um between 4th Avenue South and 8th Avenue South for an onsite construction manager that's part of the uh from the design team that's so he's out there on a full-time basis looking and the activities out there on top of all of these City I want to make sure that we've got the right Staffing and I've talked with Mike about this a little bit and he's you know totally agreed that at this point in time in our budget with all the capital Improvement projects we need to be making sure that we've got the right Staffing for what all of the things that we're trying to accomplish and being obviously being appropriate to what has the city has to do in its projects because you know we're trying to ask the city staff to do two things and you know sometimes a little bit competing and you know who's the priority City or CRA and you I think I understand the priority but somehow we still need to get the things done that we need to get done in a timely manner too so I want to make sure we're sta proper okay I appreciate feedback and I'll take it back with me um is there anything else with regard to this position I guess I i' like to the old plan and really understand it before I commit to something like that um right now I'm not sure we're not voting on today no I just want to know what to bring back to you in May when weing the proposed budget do we include this position or not we can discuss the percentage or whatever but I agree with the fact that we probably need another person it's just a question of how we allocate that is this somebody that's going to be able to come give us briefs once quarter for all these you know I know you you ask for updates all the time we get nothing is this something that paying can come give us updates once a quarter so I'm not going to be in charge of this person's work program so I don't want to tell you for certain but I can certainly take that back we need there ought to be somebody from public works from Parks Rec they're going to manage the project that ought to be here at these meetings so that they can respond to question things that we have and at least give us an update where we are how are we doing on the sou is it in budget is it on um how is our project management team working where do we stand in relationship to the uh million dollars that's out there in the way of an incentive for them are we okay you know we're still tracking the way we need to um we're not anticipating expending any of those dollars or we are but there's a you know a million dollar question right there and we ought to be able to input in reference to that which would help us as we contemplate other projects down the road so I think that Public Work provides information for so I think we can ask the direct to put that into that next report work Som they're doing in terms of theine they're still eligible for the in I do think they still are eligible to receive in right I I think they are the question just is how how where are we tracking a relationship to in the schedule are they behind are they ahead of that schedule just roughly what's going on presented later I because we're not voting on anything today I presume we're going to know what the scope of work is job description that of thing so the job description I'm going to be very honest you it's still in development because this is kind of a a newer addition into our entire budget process um so I'm not sure the the comprehensive ready in two weeks when I come back I think that in terms of the job scope we can show you what the coordinator job description is and what the other project manager description is and this is going to fall kind of similarly to those okay I do think it for me personally before I say yes we need this position I'd want to know what you're doing yeah so um I think that that maybe goes hand in hand so you might want me I don't know that I'll be prepared to vote on a position if I don't know what exactly the pH is going to be doing so I think if you know and saying okay well this is what they're going to be doing C Is providing 50% of the funding simple math tells us all right well maybe we're going to get 50% of you know some or whatever it is they're working on so I know for me personally before I say yes I'm good with this we need it we need it right but if you have people right that tends to be the work rights to available time right so we want to make sure we actually need the person so if we I think we do I just would want to understand specifically what that scope of work is okay I mean I assume this person is be working on some more of the big big projects we have coming down Ro yes is it and whether is it going to be a five is it going to be a contractual term is it five years is it going to be a longer duration you know what projects do we have we have a busier five years coming up as you said just understanding the terms of that position yes the um position was any other question the only one I ask is coming back to main so so there's no designated person in Parks Rec that is looking at these well if I if I could clarify if you don't mind so there's no staff in Parks that's paid for directly out of CRA funds but they work on a lot of CRA projects in different ways so we have uh Parks has a contract with somebody to do landscaping and maintenance downtown we Taylor correct me if I'm wrong I think we doubled the that they're doing in the downtown area so they're coming out twice as often and doing twice as much work as they were before um so that that is paid for out of CRA funds but there's no one at parks dedicated specifically for CRA projects even though they work on them a ton particularly Trevor Hughes um kind of as needed so but they're not in our list of Staff along those lines part of the reason that I think it's the way it is is that at one time under Public Works and they struggle to try to get any of that done and um Parks and Rec CL they undertook some of that they took their own initiative and uh made the effort to to improve the maintenance side of things and they've done much better job and have improved things but again they're not there's not a dedicated person down there for that correct and and Ron I'll add to that too since you are are new to this board um for the last couple of years uh Taylor put together basically a comprehensive maintenance plan and we did have to literally sit down and be like we have this who's in charge of maintaining it we have that who's in charge of maintaining that and I mean we the list keeps getting longer as this is a living document and we're installing more things and we're doing more plantings and we're putting in bike racks and things like that of okay we put it in who's responsible for it because that wasn't done well in the past and so we're trying to not only do that for theu now but go back into stuff that we did previously like with the landscaping and you guys heard Trevor say this they put in all these beautiful papers and Landscaping in 2011 time frame and then none of it was maintained all the plants died all the irrigation broke which made all the other plants die so to get to where we are now which is finally starting to refresh the beds Parks had to literally go and fix almost the entire infrastructure of irrigation before we could plant anything else so we don't want that to happen as we install more things whatever that might be um so we've been actively working on that comprehensive maintenance plan of who's responsible for what and we're still doing on it working on it the reason Taylor and iron matching shirts today one I made her match me but two we literally drove around the entire east side of the city looking at at signs uh Beach at rule signs parking rule signs way finding signs to figure out which ones were absolutely in dire need of replacing and which ones could wait so things like that were were catching up with these things that were installed a long time ago and there was no maintenance for it but we're like I said we'll catch it up so it is it does exist it's a lot it's a lot of stuff a lot of stuff to catch up with before we can do new stuff too we're trying to do it at the same time so we're making progress but we still know that there's a lot of work left to do with that parks and record is working away like crazy I was blown away when I went by South Beach on the way up here and the amount of landscape that they're planting right now along the South Beach right by Sunshine Park it's going to I mean it's it's a great effort now the question is who maintains all of that you know once it's all planted we keep this discuss question I will be back at your May 28 meeting um to show you that 5e CIP plan and the current operating budget as thank so much um no I was just going to kind of I know we had left two stapled um things on the table in front of you this other one was just um a really quick I know we normally don't do staff updates at workshops but we just kind of wanted to touch on a couple of things uh and a little bit of a different format so like the first page um Luca mes has now opened next to oku Sushi if you have not been uh I can't recommend visiting enough um it is literally some of the best donuts I've ever eaten in my life and I like donuts a lot I've had a lot um they also do ice cream gelato coffee um kind of Frozen refresher drinks um all authentic they are wonderful so I can please go check them out um dick mondel is now open as well um so that has been exciting had somebody in the planing Department went there today for lunch and had a burger and enjoyed it it was packed the cars were wrapped around the building and down the street um so we're super excited to that when was that open that opened literally what today Wednesday so it open Monday wow that it's in the C right it's in the C yep right on the edge yep wow the record di m is not a real person you know Theory the guys that did it made it up they went to The Culinary Institute of America and uh just made it up CIA they started in G Florida um and then again H Gary I'm happy you brought up this South End Landscaping we are kind of working through finishing up all that and then Parks have started moving downtown um it was not ready to be viewed at this meting we still fine tuning it internally but I will say we do have a beautiful professionally done uh landscape concept plan for the entire downtown including the new sculpture installation and how we're going to landscape that so we will be bringing that to you guys soon to kind keep everyone in the loop um basically Trevor and I sat down and kind of talked about what the goals of the agency and Council are what the vision would be what they need to look like and then we worked with landscape designers to get a full comprehensive plan um best practices how to maintain the plant how to put in plants that are going to be WEA and air and water resistant um and have actually finally got like a full comprehensive plan of what does and does not work um in the South End so on the second page uh we' now got Nordstrom Rack and J crew Factory are both open I may or may not have bumped the Mr dmore down there last week um again great both stores have been absolutely packed every time we've been there that Plaza has really I mean it's always been busy but really really jam-packed now with people we've also still got Bath and Body Works in Sephora right there next door to those under construction so those be opening soon um the passive par we're hoping to have the drawings ready to go and I'm being pretty aggressive with this goal but I want to have that out July and be able to award that before the end of this school year and get under construction so we've got all those funds encumbered we know where our dollars are and then rather than having to worry about rolling money over it's already encumbered so it automatically rolls into next year um and then one thing your last page um and this is kind of a unique page this is something that we talks about internally um I kind of really didn't run this by anyone before putting it in here just kind of threw it in here and I'll ask for forgiveness later um but something that's actually going in the budget showcase at city council for the first time is going to be um a much more comprehensive explanation of what this page is and basically something that we have all universally seen C par Parks Public Works literally every city out here even duall County I mean I talked to other C all across the state um we're running into massive issues in procuring contractors for projects um it is a huge problem it is a universal problem we understand the frustration on how long some of this stuff takes it I mean it just quite likly sucks uh but the problem is we put these things out to bid we get zero bids we didn't get somebody trying to Sol Source a project and they're price gouging us three the amount um so then we have to go okay how can we realistically do this so then we have to kind of break these projects out like we did the downtown site Furnishings right and then we have to work with what we can work with to get these things done because contractors are not bidding on our projects if your project isn't 50 plus million dollars they don't care they're not coming for it because South Florida and Southwest Florida they have so many massive projects right now that we are struggling to get contractors up here even County who you know as we look at it city of Jacksonville has got you would think tons and tons of massive projects they're R the same issue so we've had some internal meetings um we're working not only with our staff internally uh but also we duall county is getting ready to put a bid out for a contract where basically they're going to have a kind of revolving list of local contractors that are willing to do certain types of work uh the goal with that is to get a good nice chunk of you 203 contractors that can do various projects in this area and then have that available for the other communities up here to be able to piggy back that contract so then we can relatively easily say okay we have this um project that needs you know reming and you know new asphal and we have a contractor locally we can pay you back off of this contract and utilize that service because as it is right now we just don't have that luxury um so that was just something I kind of wanted to touch on a little bit for a little comment on that as a small business owner experienced um trying to work on bigger and bigger projects and when you have as part of your criteria that you must have years of experience demonstrating that you can do this work you're never going to get smaller companies moving up and so you have to be able to take some chances on smaller companies or contractors that might not have worked on Citywide level stuff there's some of our projects are small and we got to take chances on I think we would have to Chances out of work in the city yeah I think we do I mean I think you know it'll request in our you know request proposals and bids It'll ask for you know to show experience but it doesn't say you our ranking criteria but if they're not even our problem is they're not bidding at all so we don't even know what experience they have because they're not bidding period they're just not doing it at all you know someone bid on a project and they were reasonably priced and they had you know8 years experience and you know maybe a done project similar but not in the public sector I think we would use them as long as they had the experience whether they worked in the public sector or not but the problem is we're not even getting them to that point where we can even review their criteria so um yeah it's been a challenge are you part of the CJ Small Business program it's changed really working now yeah I used to be a part of but it's Chamber of Commerce get you L for them to hire you because they are requirements in CJ contracts that they must use small businesses C I'm sorry we at there's a whole directory for certified Women Business owned Enterprises where you can go I mean my business is so we are part of it where we have other people reaching out it's been governments and they find us in a directory they find us they reach out they go hey we have this B you want to apply for it and go yeah yeah name so I mean it's literally people from all over I need an accountant I need a whatever contract and they go in find them and not so it might be worthy of us so I know our procurement and that's you know where it's a little interesting you know I don't have any control or leverage on how procurement runs things were controlled by the state statute and then by the city policy that's set by city council but I do know our procurement Department whenever we have a certain type of project going out to bid they have this like large Master listed Network that they send it out to um to get bids and I know before we've sent it out to a lot potential biders and they' all said no no thanks we're busy enough it's ch part of what I know this flies in the face maybe you know bit process nurturing relationship with some of these contractors I think is important in that not to project but let them know that you know you've got an interest in them and you'd like to have them work here in in Jack Beach area and I'll use B excuse me not B Brassfield gory as an example one of the Premier contractors in the Southeast and if we had a relationship with them and got them to come you know let them know we out there I think it would be helpful it's it's going to take someone taking a little bit of time and talking with them and you know helping them understand that we need their help and hopefully they'd be willing to help us and they did a beautiful job with that project built on Mets Beach almost on Atlantic up really nice project you know bats and cook is another contractor uh it it it would take a little bit of work on our would help the city in the long run to help get these great contractors interested in what we've got going the problem well I think Jim's about to go around bit the problem with that is you know a private business can do that all day long we can't do that you can have conversations with them I wouldn't say you can't do it I think you can have some conversations with them tell them that you're interested in their efforts you know here right now is down at Second Street in 16th Avenue S you know we talk to them we get them interested in we've got some upcoming projects would you be would you bid on can you get your civil group to be interested in these projects if if we're having a problem we got to find alternative ways of how to generate the kinds of opportunities it's also what's coming up and I managent called and I recently invited Dennis to join this group which she has and I'm also going to suggest that Heather Taylor participate that got what's coming up the purpose of that is once a month we get together soon or in person and it's city of Jacksonville Department city engineer ja all of their key people fdot and all their key people to come together and talk about what projects on the pipeline going out for procurement so then if you know who's ready to do what when you can schedule your own procurement around that to know that you're going to get some D bills and it's been extremely extremely helpful Dennis has now participated twice is I invite you guys to join that to the next time we have have it we'll be doing it next um coming up yeah they're still talking about things yeah we got to get a bunch of people we got take but is once a month we get together and it really does make a difference so people are aware what's going to happen and I wanted denst to get involved because the bids that are coming in are going to come in on a huge infrastructure projects down sou that may be help some of the contractors there those projects were too big for them and you know we were there and had the ability to yeah the smaller stuff come come help us but it's good even though what f is going to do because pulling projects questions on the STA rep so I tell you basically what I Prov and then Jim is here because again the Southern Group has been a wonderful asset to us through this whole process um this uh criteria again is What U the goals that will be outlined in the request for proposals for this project um again you know we're not going to bring the entire procurement stack of what's going to go out on the streets if you want to go to procurement and look at it absolutely feel free to come by the office um but it's just a document that's so likely it's just not make sense to take to a meeting um we also don't take those to city council they get the kind of synopsis like this would be um so we provided you with those criteria again and you know one thing I want to make sure it's clear is that the RFP even when it goes out it's not going to represent necessarily that final project it's going to be an opportunity for the people interested to demonstrate importantly number one their financial capacity and as well as their ideas and concepts for evaluation um after discussing we will when we get to this point engage with a firm to handle the financial analysis of the financial capabilities and then our internal team will also look at the design criteria and they'll be weighted evenly um the reason for that and and we'll do those kind of at the same time because what we don't want to see happen is we review these designs and we find this a beautiful proposal and then the financials just absolutely are garbage and don't work um so we'll review those and then you know we'll kind of bring a preferred candidate or cidate back to the agency and Council um even at that point once it's been approved to work with them to the next phase it's still not be you know that final project we will work together this we be a very long process to get to that final design so I want I always kind of want to keep that in the back of our head set it's going to be a long process to get to that very final design I want to talk about hard long slight may recall talking about dising of thater under the well the city owns that property and the plan does not allow the toose city property and through legal lawyers decided that this had to follow the state public private partnership statute which is a total hard term let me tell you what that really means what that really means the city has to own they have to own parking garage they have to retail so in effect the city will become landlords Al we will resign the RP so that whoever public Trav development partner uh that we select do it we'll be in charge of leasing out the retail through some type of form rather than City but that is an extremely important change that has occurred the city will own the entire project the city will the city will then is the city responsible for theing pro well that's what we have to negotiate we're asking for developer to bring a financing proposal to the table which is whatl is talking about we've got they've got to understand how that's going to work but yes City ultimately is responsible for that project the numbers are going to be important how much they charge in parking what what's the revenue what finances it's as she said very complex going into but that is a huge sh we assume would own it yeah we would Le space and they' be responsible for the whole thing be paying taxes Etc not the case City going to have big big switch so somewhere we have to have the funding to be able well depend they're going to I mean ultimately there has to be funding available to we have to provide funding to pay for the uh the loan that or bonds that are issued related to that project yeah I mean so you would hope that the income that you're getting from that property will pay off those loans or you know we're also going to you're going to have to rely on the financial capability of the C to be able to get the initial bonds we'll see we're looking there's lots of financing options on that looking for the private developers to suggest that but that's a major change we' had three developers that expressed interest I told representative one of it's going to work so they're running that by them notun that by the yet discuss this let you first one of the options way back the day when we were discussing this P3 project we actually said why doesn't the city just maintain ownership and everybody was like no we don't want to be landlords it was very anti that and now but knowing that we have to do that now is there now maybe a loss of motivation to this project I don't think so you haven't heard anything no we're ready to move RP is just about done I mean we're ready we're ready to get it out in August okay but I'm just saying that that uh it's not going to change the factors in which they're going to be evaluated which is experience in doing something like this financial capacity both do it have they done before what have you done to make it work so and what whatever their development plan concept is going to be on how we pull this off based on this information so in regards to the C and this board what say do we have in this project probably that's a very good question it's going to be a city so we're basically now our discussion in regards to this project is just a financing question I don't even know that I can't I don't know feel free to jump in okay yeah I think based on all our discussions that the CRA has helped kind of driving these details what we want to see out of this project it's um all very important so right now we're we have someone working on us uh helping us to kind of Define these further because they need to be more detailed than what we have right here that's kind of the last piece we're really waiting on a lot of the negotiating like Jim was talking about comes after and I'm operating under the assumption that this was a CRA project a c driven project it calls in the plan for barain gares to be built that is a site that's identified for the only issue that caused the turn is the fact that the city owns it believe me when we come to you with plan Amendment changes we're put in there that you have the right to dispose of all publicly owned property publicly owned property City RC within the CR we just don't have it but you'll be still taking the C purchase that property from the city I don't see any point doing that can but I don't think it's necessary would a you're still going to be driving the project more Advantage being get financing I don't know about financing the key on the financing is we want the P3 guy to finance okay the question then is who's going to pay for What's parking spaces the city wants 200 spaces they're going to have to pay for and that's where going to get into financing issues almost rather that come back I'm looking at from an internal board perspective of we put a lot of resources as a board into that project and like you know how much time has Tor worked on the details and it feels like if it's no longer a c project then is she supposed to continue to work on it I think it's still a CRA project the difference is the city owns the land and the city has to own it I don't I don't ultimately the city's it anyway that's yeah no I I agree with Jim on that I think it's still going to be a very heavily driven C project I think it's going to come back through this board before it goes to council when we review things and I no how it's been explained to me and the process internally and various you know members of council there's no desire to just skip over the C this is still a c project I mean this is a massive project and asset to what we're doing in L PL through the downtown as a whole with no property tax how do what does the city I mean Economic Development and all that but like they actually I guess the parking they getting money from the par you know and that's one of the things too that as this kind of progresses there are so many layers to peel in this onion if you will I mean it's it's it's going to take a lot of time and a lot of resources and that's why even with reviewing the you know fiscal analysis of the ability of whoever that applies you know the city wants to our finance department you know said we don't we need to have this done by an expert somebody that reviews these all the time um there are a lot of it I we should be doing entrepreneurial things to drive revenue for the city and with the city owns the building and they getting the lease payments PS like hopefully that will off whatever service needs to be paid off in some manner depends on whether it comes through the developer side or not or whether the city actually goes out and buys bonds to support that project the two new restaurants we've got here already are starting to really be active awesome the two new restaurants they're really starting to gain traction of getting people out on the if we replicate I don't care how we replicate that on the other side this whole three block thing is going to be awesome that's that's the goal of this and you know I think a good example it's obviously on a much smaller a good example of this is to kind of look back to how the whole uh disposition of the Lots in South and work I know that was not a public private partnership but there was kind of a little bit of some okay this is City this is CRA but the CRA has maintained these so how do we you know I think we're going to have to internally have an open mind because the CRA has invested a lot into the parking lot and into this project and resources and but I you know I don't think for a second that this is going to this won't become not a c your project so could you outline for the process because I keep hearing us use the term RFP but I understood that there was this a qualifications package lawyers have said it has to be an RFP not an RFQ although it will still be roughly the same criteria that has been outl to lawers has to be a request proposal the first step to try to Define I can only tell you what' never heard so the way it's described is that the version that I asked them to dumb down for me was basically an RFQ we're asking for you know something when we already know exactly what service what product what we want it to be exactly versus the r is kind of when we're not entirely sure we know the general parameters but we want the developer to help us kind of fine tune and hone in on exactly what that product looks like and then based off of some things in the state statute we have to go with r so the RFQ is ready to go outp we have to do something just sa some we have to do some work to incl that detail and that's available for us to review now but we'll be able to review as was discussed does um restaurants part of retail I I dep in this building that's what I have to depend upon the the development proposals on that I mean youve got a major retailer that we talked about before you asked me to check is going to put a proposal on so so there's going it's it's going to be there going to be some highly qualified people and the nice thing is because this is an RFP and it's a partnership this isn't like a private developers coming in buying everything up and then we're not involved so that's why these parameters are important we listed them out for you because if someone comes to us and they're like oh this is great I want to give you all this money but I'm going to put a giant whatever Hotel no you're you're not that's not what we're putting there so it gives the city and the CRA some control over the types of uses in the space um and then one of the other things in the statute you know our project approval requirements and the statute kind of lists out some boxes that have to be checked before you can improve and one of them which is I think is really interesting is it has to have you know the conceptual design or plan um and then a schedule for initiation and completion of the project and kind of a rough outline of the type of what you're going to bring in we would already require that anyway but the state statute actually also requires that so um it's not kind of a free-for-all forer there it's a pretty tight the statute that we have actually be in the rfpc St stat y it's um chapter I'm not an attorney so I'm not expert but I've read a lot yeah I've read it a good bit still don't know it all not even close but I know where to look it up and find it when I need to know something all right any other questions or comments for J regarding you want comments back on the I mean this criteria what probably months ago months I don't think this has changed this is nothing new this was a refresher understand if you have comments it's we'll take them we finalize one item that I don't see in here that I think would be beneficial to add would be to have some crer asil request develop and then we talk about the parking division are we giv them the whole parking lot to work or only it's staff ising surve Gott BAS are we any actual numbers yes that be we talk a little B that I just want to protect my walk it'll be specific 20 30 40t whatever we to go absolutely that's part of the detailed design criteria that's work right now we'll give you a city council yeah that's true I'm not make that promise I take that record any else kind wanted to I know this has been a long time in the works and I know sometimes it can be months we go without talking about it but we just kind of want to bring everyone up we're working behind the scenes on this stuff it's just like I said there are a lot a lot a lot of layers and this is such a big project too we don't want to rush something and then not do it right we're going to do it we need to do it right I thought I did something wrong
