all right we got 3:00 on Monday March 25th 2024 for the regular meeting the community redevelopment agency Madam cler you please call yes Mr Ron witon here Mr D M here M Christy El here Mr Gary Pay Here chairman David MCG here miss Francis pki here and Miss Megan Edwards here approval of minutes um Mr chairman we will have three sets of minutes at our next meeting we do not have any at this meeting we are still to catch up from our time down courtesy of the Flor visitors um we do not have any speaker cards however we do have our new City attorney he is here it is his very first day and we went and had a lovely lunch today um so this as Mr Meg if you would like to just come up and say hello sure hello everyone I tried to say hello a moment ago I know a couple of you walked in just at the last minute so I didn't get a chance to say hello to everyone but look forward to working with you um my name is David N I've been practicing local government law for about 22 years now um done some CRA work in the past it's it's been a while um so looking forward to helping you guys out as needed with legal issues and C staff Thank you very very much welcome to the team thank you staff rewards yes um again um thank you first of all to everyone for your patience I know the last couple of weeks months have not been exactly normal for us um so we appreciate your patience as we are playing catchup and kind of getting everything back online and up to speed um this St report is not quite as Hefty as we were hoping but we are getting there um just a couple of things uh the roundabout scul specifically um if you had a chance to look at the updates I sent out mid morning um Mr Cort has been working diligently at the feedback that he received really the only feedback he had received were instead of doing all starfish on these columns to make them different sea life animals um so that what he's done and he's kind of done it from the smallest being the shoreline to the tallest column being kind of deeper out in the water um so we've got sea stars seahorses hesho cra fish and then the coral um and in your packet I'd actually attached some images um those images are the actual cast molds he makes and then he takes those molds and uses that when they do the actual concrete uh columns and then they come in and they tile that he will be in town next month um once we've got details of his itinerary worked out I will let everyone know he'll be meeting with the public boards um staff and really kicking things off uh he will also be taking opport to meet with and find local contractors to work with as far as doing the concrete and helping with the tow work he wants to source that locally if possible so we'll be helping him out there um we did show the our committee uh those columns and they were very happy with the progress and the direction this was going and so we'll also be talking uh briefly about this with council at their briefing just kind of again keeping everyone in the loop on where this stands um The Parks and Recreation Department is working on landc around Rich parking lot there are some areas that really got torn up and kind of beat down so they are Rel landscaping around the perimeter there uh Starbucks downtown in Spring Hill has received its certificate of occupancy so they will be opening any day now um dick mondel will be receiving their co uh also here very very soon so they'll be opening um the peer entryway our busy Seasons approaching and we're still working through the details on trying to do that entire project and so rather than leaving it the way it is is we are working with Beaches Energy uh police department Fire Marshall Public Works to get that site cleaned up uh the lighting put back temporarily and striped for the busy season so folks can utilize that and it will not remain closed off for another busy season mangoes um has actually submitted a PUD to update that building and combin the adjacent property um this is going to come to the CRA in April um that'll be kind of similar to some of the previous project that have come before you guys um again both coral reef has also submitted plans those are under review I do not have details on that just they're in and they're under review um Southern Grounds will be breaking ground sometime next month that will be going next to lynches and then the seahorse florist is going before PC um and it is trying to get reson to be converted into multi family currently it's commercial downstairs residential upstairs and they want to make it all residential and they do have enough parking to accommodate that um South End uh one of the bigger things is the uh Landscaping that Parks and Rec is working on um around the park and the medians and then also they are currently working on design for that additional parking that we've discussed um this is not going to be massive substantial additional parking this will be that parking that would essentially be parallel um basically a where people are parking right now in those neighborhoods anyway we would just be making it intentional parking to make it a little safer so we will have update on that as they get that design completed and then you guys had some um events that we listed in there coming up and then one thing I really did want to touch on as well is the city sponsor events that now are monthly and that are continuing to expand first Wednesday first Wednesday excuse me of the month um there is an acoustic concert in lak Plaza every first Wednesday every fourth Tuesday is the car cruise and then every last Wednesday there is a city sponsored Farmers Market um they are also working to currently get a yoga event program every Thursday in L Plaza um and then one thing that I did reach out to the event coordinator at parks and W on um was the orange crush Festival um they did submit an application for a two-day non-alcohol permit um they have submitted payment for that however they have not uh completed their packet they have not submitted proof of insurance asight plan vendors or attended a permit meeting so at this time that is not a permitted event so it is not um approved at this time to answer any questions um you may have any questions Taylor just a couple of quick comments um in reference to construction fencing which is part of our um ongoing discussions I've got some real concerns around about the fence around the BBS particularly along First Street that fences half down part of it sticking out into the walk potential trip Hazard if not um a bigger um injury prone uh situation there with the way the fence is projecting into the uh walkways or sidewalks so it would be good if we could get something done in reference to that okay um in reference to Sunshine Park there's a number of repairs that need to be done down there I know that we had talked with parks and wreck about doing repairs as are related to um some of the erosion around the skate park itself that there needed to be um some additional retaining walls put in to maintain the Earth that's supporting the uh the actual skate structures and so forth but it's getting pretty severe in a couple of locations along with that the exercise equipment that um brings the some of it is um missing pieces and so forth and uh needs to be addressed same thing with the playground itself there's some um some pieces within the playground that uh need some repairs and then ultimately um sprinklers um they have been working on sprinklers down there but right along South Beach the Souther there's a number of sprinkler heads that um are broken and we need to get those repaired before they turn the system on down there and I guess the other question as it relates uh to the Peer parking um that you wanted to reopen what what's going on with the First Street papers if we you went out and marked all of those if I remember correctly and we needed to we were to get something done there the um area around the storm water inlets there's a couple of them right in front of Spring Hill that is deteriorating badly to the point where uh it looks like there's a u a possible storm water piping problem because it keeps getting it's the good 6 in depression now right at that um storm water inlet be done before it becomes a a real problem on First Street thank you um actually had a couple of those as well so things to bring this up um I was wanted to confirm on the equipment and just may as why I'm asking a question the equipment that's at South Park um is wasn't that equipment and that's why we haven't had a chance to get that completed yet is that we brought that up before I believe so I to verify Finance was donated then yeah I think we for asley that I would like an update on that as well because it's kind of dangerous if it's resting and falling apart and if the solution is completely remove it to own it then I think that should be on our list because maintenance on that area is I AG um the only other followup um item I had on here that I didn't um I didn't hear um is the painting on the B the The Band Shell um I didn't bring it up before but [Music] isie hard painting to yeah um I don't know if anyone else driv me crazy to see hard stop on the had about with the turtle on the other building so I still think that's something we as a group should maybe consider our the art community to consider going forward because I just like d it's just like hole sign St but the only I haven heard we should do just like anyone else all right old business discussion on old bus we do not have Okay new business this year 2023 um yes this was um what the CFO came to a workshop and discuss with everyone and Link and answer questions and then I sent out uh documents that were requested um if there are additional questions I'm happy to take those down I cannot promise that I will be able to answer them and our CFO unfortunately was out of town today so that is why she came to the workshop to discuss that um but yeah any questions you guys may have or someone can make a motion to accept the audit report any questions for the budget that we presented last week and if not I will a motion Mr chairman I will make the motion that we approve the fiscal 2023 Jacksonville Beach community redevelopment agency financial statements and the indpendent aitor report any seconds second uh mam Clerk all V yes M Christy yes Mr Gary pton yes Mr David MC yes M Francis P like yes I say this um four yeses the motion carries and one obain motion carries with four for and one awesome thank you everyone items for discussion a approve disapprove the scope of work and fee for sub yes so we're going to do this one a little differently than we've done in the past um we do have a lot of new board members so we thought this would be a good time to just kind of sort of bring everyone up to speed on how we got to where we have gotten uh with the Southern Group Mr Gilmore I'm fortunately is unable to be here today oh good hey Jim um okay but we have got Molly and Caris both here and they've got a quick little presentation just again to kind of just recap um what we've been done and then you guys have been provided copies um and then yeah any questions we'll be all happy to answer yeah Jim will be available at the end um for questions he's muted he's in Hawaii I know I a dear Friend's Wedding um Des so of all the weeks that it fell on um but I'm happy that he actually took a vacation because he's the hardest working man I know um so on the first page just a little bit about the southern group we were established in 1999 and it was built on a very powerful concept that teamwork is the best way to build a firm uh we are one of the only firm we are the only firm in Florida that is not owned by a single person or by a private Equity Group it's actually owned by the partners um through shares and stocks and so that's really created um a coordinated team that works for its clients we have offices in um different states around Florida but of course um Florida is what you know you are most concerned with and if you turn the page I wanted you to see the P the pictures of the people that even though it's kis and Jim and I that are your team um it's all of the people that you see on that page they're part your team um like I said it's not a single person's name that's emblazed on our letterhead we truly believe that a rising tide lifts all boats and when people work together as a team the result is so much greater than the sum of the individuals um there's an unparalleled sense of teamwork so while you may only see Jim Caris and I in front of you if there was ever anything that we wanted to run by someone you know we could call former Speaker of the House John Thrasher on the phone you know he would answer and say Hey you know president Thrasher what do you think about this this is going on in Jacksonville Beach and he would be able to bring his unprecedented you know advice and experience to it and would want to because winning for you is winning for everybody that's pictured on that page and that's really something that I find um very unique and proud to work with people that also want um um the team to win so if you turn the page again you'll see uh the team that you see a lot in front of you and Caris who I'll formally introduce to you in a minute but Jim Gilmore has over 30 years of Economic Development and local government experience most recently from the ground floor of the wildly uh successful re new Arlington he was um instrumental in bringing the US Health prot Proton Therapy Institute to fruition and then um currently we are uh employed by the DIA and that's where my experience comes in I work with the downtown investment Authority as one of our clients it's actually comprised of two cras the North Bank CRA and the South Bank CRA and they have um a master plan with seven Redevelopment goals and each goal has Myriad benchmarks so I'm in charge of procuring the Data Tracking the data analyzing it giving them a better foundation in order to Pivot or make um informed decisions from as they the patterns and the you know the flux and influx of that data um and then I would like to formally introduce you to Caris rockart the newest member in Jacksonville she was part of the Tallahasse team and now she just literally moved into her apartment yesterday um because she's going to provide something new which is the CRA um State Statute Fus hi there um happy Monday I think it's Monday like I said my my life is in boxes at the moment so um if I have stain on my dress please don't judge me um so I come from Tallahasse office I joined Southern in 2020 um but prior to that I went to the governor's Administration for the Department of Economic Opportunity which is now called Commerce they've rebranded it um same same stuff just new logo um and so I did legislative affairs for the agency for about two years then moved to Southern in 2020 and I've been with our office um the Jacksonville office on off since last May so um I know how to get on JTV and I know that it's called JTV but I am still learning um Jacksonville so um really excited to be part of this team and help you all um manage Tallahasse a little bit better understand what they're doing over there in that building for 60 days and kind of help navigate that process so that's my bread and butter is Tallahasse work I do mainly Appropriations work but policy stuff is also kind of my my uh the foundation of my learning of Florida politics outside of campaign work so that is me there's already been one statute that changed during this last session that she's been able to advise Taylor on um that c um and just you know I was a history major so I love context so the next page gives a little bit of a historical look at um Jim Gilmore and in the southern groups role with Jack speech and the relationship through the years he came in in 2019 and the planning director was leaving um provided some organization and structure um to the Jack Beach CRA acted as the CRA coordinator in the inter um helped create and fashion some of those internal and external communication plans that are still used today and catalyze the execution of some languishing engineering plans that were there and started the CRA instead of toolbox he really helped build a framework from which things can they began to operate um in a more productive manner the next page gives you the whole scope of the work that has gone on since then from 2020 to last last year um building little building blocks of programs that you still are talking about and that have grown near the threads you can see where they started in 2019 and 2020 that have really grown to be um programs that are shaping the way Jack speech life um looks especially at being um more aesthetically pleasing with the art master plan and the creation of you know all of the art coordination um committees 2021 Heather came he excuse me Heather and Taylor Taylor came with the job description U that Jim helped um flush out and onboarded her and hired and um you know with Taylor everything you can see how the font got smaller because there was so much more to add once there was that coordinated effort between them helped procure real estate market study um in 2022 for lean Plaza which is still being talked about today that last page we just did you know a one overall aial look at the established programs in deliverable since 2019 so you didn't have to read the small print as things got more exciting in 2022 and 2023 the creation of the public art advisory committee know referen earlier in the meeting and assisting in the language for the downtown plan amendments to specify the C maintenance program there are some of the more recent deliverables that have occurred the last page I'm not going to read all of those to you because you have those but I wanted to bring Caris back in because what's important now that I think is an added um valuable layer is that as we go through the scope of work and as you talk about programs and how they look in those established Partnerships she is that Civ that it can all go through considering how things have changed at you know at a state there was even a bill that was just signed last week that we need to consider as we're talking about all of this poent potential so of work so I wanted to bring her back up to say a little bit about that sure so um legislative session for those who may not know it Tallahasse 60 straight days but prior to those 60 straight days there's six or seven weeks um of committee weeks where they start drafting bills and ideas are workshopped in committee and you kind of get a preview of what's going to happen those 60 straight days um this coming session will be for 2025 will be in March March through May so we'll have committee Week start in January so chassi is interesting right they don't they don't really love home rule um and so when you hear home rule you kind of Think You Know Jack speach C Jack Beach knows what they went for Jack speech but they pass laws that for Miami day that unfortunately or do fortunately affect Jacksonville so we try and help be an advocate for you to say that may work for Tampa but maybe that doesn't work for Jacksonville so we kind of your Advocate your ear on the ground and I spend those 60 straight days um I'm kind of your voice over there as well um thankfully with a large team because becomes a lot of ears on the ground eyes and ears and so being able to op beate maybe everywhere at once but our team is and so we have an internal process that we manage reports and whatnot but two two big items um that tassi worked on this session one of them is homelessness I don't know if you saw last week the governor signed the homelessness bill um I've sent Taylor and the team the bill analysis for that the language for that um we haven't seen a homelessness bill from the legislature in a long time um and homelessness is definitely affecting every large and small lar communities because homelessness is a wide range of definitions right so um Sam Garrison from Representative Sam Garrison from Clay County sponsored that bill is kind of spearheading that the initiative so is back in your backyard in his backyard and he wants to make some strides that way he's kind of calling it a carrot and stick method um so high level the bill that was just signed by the governor would um allow allow a private business to sue a city if homelessness is affecting their business um and so that's a high very high level there's some more technical ways a little bit but full disclosure I am not the lawyer in the room the lawyer in the room so no pressure no pressure yes um and so we we will monitor how that's implemented at the state level so DCF is kind of the lead on that there's a process where cities can establish um for La of better phal homeless camp that has Services provided to it whatnot so we're trying to mon to see how Jacksonville is going to approach this and how you all can maybe work together as community and then the second um one is allowing um p3s to have unlisted proposals and so it's just a process I for um for you all but I think those are the two big heavy theats that affect you all directly there's always an independent special district bill um that allowed um a prohibited um individuals from serving more than 12 years on Independent Special Districts and so that bill was P not was passed but not signed yet um and then so I'll monitor those bills and let Taylor know once they get sent to the governor and then he has his 14 days to sign them in that process um and also eliminated some cras who are non-existent or inactive so they don't have any Revenue they're not have any expenditures those types of things they were starting to move those off of the roles so um you never know what Tallahasse is going to do but that's why you have us there um to be your voice so if we can ever be helpful please let tayor know when you get a hold of us but I wanted to make sure that that was the last um before you're able to ask questions so that you would know that these scope the scope and deliverables would be through that filter that Caris is able to bring with those changes that um happen all the time in Tallahasse that affect us whether we um wanted them to or not and so um Jim is now off speaker he was muted earlier but if you have any questions that he's um here to answer them too in spirit thank you very much well thank you Caris Molly for the comments also excuse me even though I am here for a wedding I've also got a horrible cold so that's might be a little bit difficult to understanding to still with the Liber BS for this next section of our contract work for you is extremely critical because we are looking at public private partnership developers or some of the property that you own based upon the plan and what it calls for and we're very excited about working on that the real estate market continues not to cool and there's extreme interest in the private bment Community about Jacksonville be we've been working on that for a while we've already developed uh ideas and thoughts on how the P3 can work which we'll be discussing with you in the days and months to come in addition to that we'll be working looking at the downtown plan to see what changes need to be made and that to accommodate the goals and objectives uh for the C thank you um we open discussion any questions from all um I'm just going to take a second to um advocate for you all I am the senior on this board and probably will be my last year now that we have a good decent staff and what have you for those of you who have not been on the board I know that I cannot speak for you but I would you guys to really look at the big scope that the C has been over in the past 12 years that I've been here or at least somewh involved in it and to go from having absolutely no help to kicking and screaming to get help to having to have no one as our lead to eventually having our past um chair recommend this group um art was a genius in my opinion when it came to getting his help because it Kickstart us actually getting help that we've been asking for so even though um maybe down the line we'll have more staff for us as a group because it seems that the the city council doesn't seem to think we need more um I encourage you all to harass them um if I am not here to get extra help because other C actually have a staff not just one person and the fact that we were able to legalize you and increase our budget in the past years I think in 2019 was the first year that we actually put in our budget for actual help that was um a workaround from having staff so for that um I am excited to see this is here it makes me comfortable that you're here for this even though like in the future it may not be something that is needed and get some more help um and we get our uh liaison our downtown Ambassador that keep trying to get um so other than that I just want to say that I'm happy to see that this contract is still going I'm happy to see that the price has not gone gly High um I'm very happy you guys are sticking to your word on that and for those of you who will be I am not I do encourage you to think about how it was back in the stone ages when we literally were pressed for help so um I just want to say thank you for that and it does make me happy thank you as someone that deals with Professional Services in my business I think this a tremendous value so for what you guys do for the board um I'm surprised it only cost that much so I think tremendous value and that just speaks to what you guys don't Gary just a couple quick questions I'm not sure I understood when I was reading through this um and this may actually go to Taylor in the description it talks about this renal will allow staff to continue to utilize their services through December 11th 2024 which is the expiration of the consultant Services contract with JTA and I'm not sure how that relates to our contract I'm not we're a Pity back on the JTA contract and so their final renewal expires in December um but they already have another contract in place that is another pyb contract that will take over once the JTA expires but since they've been with us in 2018 it has been because of the JTA contract I got it okay me there and I guess I was hoping we'd get a little bit more description about the scope of services because everything is focused specifically on just the P3 development I'm assuming that you're going to be providing some additional services or um efforts to staff Beyond just the P3 development before Jim um chimes in um but yes we talk to Taylor and Heather at least once a week if not twice and whatever they brought up just like the the other day when they brought up the statute change with you know the CRA statute that was changing you know we're on call you know to help with those things so as things um develop and we see the need of course we're there to help in that my understanding there is no real limit to what you can right Jen would you like to add that we need to in heaven at least three or four times a month to discuss PR progress and process what we need to be working on but I have to tell you working ja speeches is about the best pieces in work that we have one of our best all Jo know I began working on Jack spe many many years we're not going to put any numbers on because those should be have listed but it's great to see the ja Beach we Devol South Beach devel taking off and being able to to grow and so a lot more to do and of course if things get finished before the year's over add add to that so Taylor what do we need to do here um again same thing as before someone would need to make a motion to approve um and then we call I will entertain a motion make a motion to approve the scope for the Southern Group to continue their services with us I'll sign all right um cler yes M Christy Elin yes Mr Gary payt yes Mr David mcrath yes M Francis pki yes M Megan eff yes okay by your votes we have approved that Item B all right um so this one as far as having a demo or anything like that was intentionally left um blank because we did not necessarily want to um tell you what to discuss um but we also do want to remember you know we do have an ending time so we don't want to get too far off the uh train tracks on this but we are in the midst currently of our fiscal year 25 um budget and that is moving along uh quickly and as always um there are a lot of infrastructure you know related projects um a lot of money is going into inas obviously art W and Plaza you know our various projects um we just kind of really wanted to get some high level feedback comments if there were anything that the agency felt like hey this has been number eight on the list and we want to see this be number one or if there's something maybe that has never been on there before but it's something that once you get put on the radar I can't prom will be FY 25 but it may be something that could get pushed into 26 um we just kind of wanted to have those like I said kind of 30,000 foot conversations um just so we can bring that feedback back to Administration and continue to work on this budget Francis piggy back to the last thing I just said out of everything that's not already the works and um our our physical our money our budget for the next couple years I truly truly truly want our punch list from a decade ago to have an owner and I would like that person to be our ambassador that Cann not only get things um simple things done by either honeydew or what have you but they also can be part of our helping knock on doors and helping our code enforcer someone Jack a trade just to be a thorn in every Department's backside on the benefit of us but be fin for those who visit that is number one for me please does anyone else want to share the kind of high L priorities G Mr chairman one item that I'd like to see added to the priority list U and unfortunately this is something that has just come about over the last week and that is with the incident that happened downtown that we have an opportunity sit down and talk about how we can better support our Police Department to uh meet the objectives um to prevent the kinds of incidents that we saw downtown recently we put a lot we put a number of um dollars into putting in additional security cameras and things to that extent the last and I only have bits of information I don't have any real facts but um I heard was that not all of our cameras were working and were working properly and so I would like us to get an update of where we stand with all of that and whether or not we've got everything operational the way uh it's was supposed to function and if not and if it didn't meet the needs of the police department what are the additional things that we need to do to help support our police department and improve the safety of the downtown area um I think this needs to be a major priority for us um it didn't take long all the work that we've done over the last several years to uh change the reputation of the downtown kind of fell apart very quickly in one night and that's unfortunate and we need to figure out a way to uh to get us on the right path so that is a good seg way to I guess tell everybody I was invited to me Friday last week with the mayor uh where she addressed business owners um she addressed right off the bat that that was a rumor that was not true all cameras were functioning um there was rumors that cyber security event made not work that was uh according to the mayor and staff not true um but because of that meeting I did start coming up with ideas I've been kicking around some things one of the concerns from the business Community was um when the police are fully staffed and they need to hire um people it like doubles their cost if they have to reach out to JSO I started talking with Taylor just said you know if we can pay for you know painting buildings and and new Landscaping we obviously should be able to create a fund that supports uh a safer environment downtown in the same way that we're trying to paint buildings to make it nicer um so I I would love to as a board uh you know try to see how we can support going forward uh just along the same lines as you're saying as it is our there is no Economic Development if there's no safety down so our mission is economic development so fris um I agree with the two of you guys but we do have the cap program that we are full that we are solely funding it does provide for extra police support we've gone from when I started this this um Venture from having two I think we had two officers we have 14 I think is what we have now 11 is 11 now but we have the ability for 14 no just 11 so um I mean the fact that we've increased it basically one body per year that I've been here I think that is Improvement in itself however um we can't expect and this is this is I agree with you we cannot expect our police to completely be everywhere at every moment of time there are bad players in the world I do it's fair to say that we are not doing our part I do not think it's fair to say the Poli didn't have stuff I'm not saying you guys are saying that I'm just making it for the record that we as a as a a membership a council whatever heck we are now I can't say an agency we have supported the police and we actually have a very unique Cape program specifically for this cause and I don't think our reputation has gone downhill I think that's a lot of people just um jumping on bandwagon I think they look the actual statistics we have a phenomenal police force and a phenomenal support of that police force what I'd recommend is if they feel that they have the capacity um that they know they can come to us and I know that our current chief does know that he very much is aware that we will come knocking on his door to hand him and I agree with you guys completely I'm just looking up for the record I don't want to be like oh we're not doing anything we really have done so much as an agency for this area and one of the things um you know that I want to say I think we can make an immediate impact by supporting the business owners rather than trying to hire more pleas that's a longer term harder thing to do but if we can remove the barriers that might say for example a business owner not to hire additional security for the event and we can help them with that I think that's something that um can make immediate impor you I did sorry uh I was just going to address the rumor of the camera issue um so it's unfortunate started but no our shutdown did not affect our cameras at that moment um and then also just with the cameras you know it's not that we want to ever be secretive about them or anything like that but the reason we don't discuss them a lot is kind of goes all the way back to when uh the police chief came for the additional funding uh we don't need it out there in the public where every single one is and if they are or are not working and so I always just kind of caution everyone when we do talk about the M public setting we um we try to be mindful that these videos are available on YouTube to anyone good and bad alike and we always just really want to be cautious with how much we're putting out there as far as the um safety abilities in our downtown Wella any other comments or questions or any other thoughts on the budget priorities I mean for me um away from Plaza P3 and your personally I think it's important to have that advoc W P3 and happen because I want them to be part of the process so they have pride in it so you know I don't want to wait until we do all these nice things and then try to sell somebody on why it's nice and why we care we thought so hard for it so we do we have data I know when we hired we did get approval for the maintenance program and we're you know waiting for do we have any data for that we do um we have well we have the numbers how much we're spending annually um and those are still fluctuating because we had to repair the entire down Sor my micophone we had to repair all of the uh security or not sorry all of the irrigation and then all of the irrigation controls when we went into to replace the irrigation and the pipes we realized oh wait the controls were also all busted up so we had to replace all of those so the numbers I would say in these first two years are a little skewed because there were so many things that were so substantially um damaged and not really maintained that we essentially had to go in and replace um so we have those numbers but as far as the day-to-day stuff we've also kind of tried to track that separately um so that number isn't as skewed but I feel like we have a pretty good graph on the areas where our maintenance is strong where we need more and we've really been watching that in fact as part of the initial CIP I've been working with our budget officer Ruth um and we've increased the maintenance budget um pretty substantially for 25 um based off of those factors that we have in place Francis I have a question on that um are we still limited to that $25,000 it item even if we have it in our budget I asked because that sign by the little 3D C sign that's over there by Kaz Marina or whatever has a rock hole in it it's years i' like find sign please on punch list so I just need to know if we increase it um at the end of the day we can do it that would still have to go through Council and at that point because it is signage and it's branding I would think the best practice in that even if it wasn't out of that threshold would be to still get councel approval because it is a sign um and usually all the signage like that entrance Gateway signage stuff like that does go to council so I think at the end of the day regardless it would be the signal um but yes it can be in the budget and I think it would almost um I don't want to say too much I don't know will go but I I think it's almost more appropriate for that to be in another line item um maybe even under art per se um so we will see how that plays out it is considered an artistic feature but that wasn't designed or is not being changed it's a fixture that is a lighting fixture that is not an art piece it is but in the new plans it's an art piece and if your parking lot design so worst JY we need to get just just Jing anyone else good that concludes do you need anything um no just to kind of again let everyone know we're actively um working on this so we've seen the numbers we're still running the numbers uh we've been meeting and are going to continue meeting with the budget officer and then uh the various departments that we fund projects out of as we continue to develop that this will almost um if there are any major changes that are going to be coming rather than you guys be surprised you know or June we'll kind of I'll add it in the staff report like hey by the way this line item is going to change significantly or this will be added um but other than that we'll just continue to update you and then as we get closer to the budget showcase and things like that with Council we'll keep you guys updated on those dates Taylor could you share the um the punch list that was talking on I want to know what what's on the you careful what you ask his for those of you guys history okay I'm speaking out turn not being called on I apologize um the punch list was started I want to say with Steve ler for here um and then Taylor came here and we couldn't find said punch list until then we redid the punch list in 2019 and it includes everything from the mismatched brick that's around roundabout that's a super roundabout that's not really roundabout to stop at it to holes to bers who had a wire dangling to like anything oh to a crack Jeff used to always been the cracks in the sidewalks it's like everything and everything you can think of that makes us not Disney World it makes us something else that's that's the list and we all came up with it I think Gary k a really big spreadsheet and we just added to his his was much more detailed than the rest of us and that's the spreadsheet for history very welcome um the only other question I have I know that okay we are still doing the workshop on the 10th of April yeah yes as right now okay so the priority list that you gave us was like January meeting um have you gotten that from everybody do we need an email it to you or do you want to compile it if you would like to yeah that would be great um and then you know I'll continue to work on the budget um I mean at the end of the day the budget the numbers are what they are so we're going to have to potentially things will have to change and shift and move just like we do every year but if everyone does want to email me their priority lists I can at least have that for reference when we are working internally on the budget thank you y okay if there's nothing else thank you everybody
