have the set of minutes from the December 9th council meeting I do want to point one thing out real quick on the third page when we were talking about the temporary wastewater treatment agreements I had accidentally typed in here that Andy Arnold voted in favor of he actually abstained so I fixed that already it's halfway down that third page so I did remove that you voted um and then other than that we have actually three sets of payables we have the first set is from the what would have been the 2 December meeting the December 23rd and then we also have a set of invoices and payments that we have received since December 23rd which are for 2024 expenses so that's that set and then your third set of payables be for the regular payables for tonight's council meeting uh Sarah Joe you you had a couple you're going to point out um just a few that are like end the year beginning of the year that you don't normally see on a monthly basis um we paid out the 2024 housing tax duat to several homeowners that total came to 5,564 97 the fire department did order 5 turnout gear and the ordered boots um the turnout gear was 15825 the boots for 7500 uh Guardian Fleet Safety PD got some equipment for their Dodge strangle that came be 55423 um we got the bill from elections this year from the county that was 1900 we did our annual membership for the Coalition of gatera City that was 5,200 we made the pper payment for the fire department that was 34,5 3127 our annual League of Minnesota City's membership 3,226 the biggest chunk of all those payables was our North andest bond for four bonds we have and then our Square n subscription for the year is 2873 55 that's a program we're using for our comme records it's going very well SC thank you that's it those are the odd ones you don't see on a fair regular basis yet and that's kind of mixed between the three differentes that we have there motion to approve second all in favor public forum anybody here to speak for public forum tonight okay notice and Communications I have no none Al reports um I see we got a couple new members of the golf course Advisory Board that's nice to see hopefully we can meet soon and see what we got coming down the pipeline for spring I guess I missed the Ada meeting but uh we had a uh executive meeting at Park Road today uh with the chairman and the administrator and I uh dealing with wages uh our administrator is underpaid and she's presently not receiving perah or retirement so we're going to be working on uh asking some questions and see what our options there to bring her up to a similar pay rate where other employees doing the same work in the city are so okay uh the nursing home applied for I believe was a feral grant that was up to a million they got 300,000 of it they're going to hold on to it um for down the line there could be some issues with their nurses and how the federal government in the state wants to go ahead and have it be that there needs to be a an RN on duty at all times and if that happens then there's going to be pay issues and things like that so they're going to hold on to that 300,000 is a 7year loan that they would have to pay back at the 7year Mark so it's just going to sit there for right now uh as far as Eda goes I was at the meeting we are kind of looking at setting our 25 goals but we're kind of holding off a little bit mostly aware we're supposed to be having that new Eda person start and they haven't showed up yet so Clinton was looking into that I don't know if he's got any more information tonight or not yet no I don't okay so hopefully uh having's meeting of O8 we did uh kind of put a timeline on our 109 project up there as far as some of the parties that are holding the project up we kind of put a timeline to it we want to get get through this and be done with it un long [Applause] administrative report my turn Okay in tonight's report you have the December 2024 reconciliation at the bank you also have the cash balance report that was dated last Friday uh we did the week of on December 24th we did receive the second half local government Aid um and that's in your that's in your packet there it was about $480,000 uh we did receive a couple Insurance dividends from the League's Insurance trust we got some dividend for workers comp insurance then also a dividend for our property casualty vehicle policy basically what happens if if you have a good year for lack of better terms if you have a good year you have accident free year you will get some reimbursements on your worker comp insurance and your property insurance so it's always good to get a a dividend because it means we we did something right the previous 12 months so that's always good right also I have the department head visits for the City Council meetings coming up this year and I am going to talk to the library tomorrow to to get her on on board with the schedule uh a couple other things here for you quick we did have the membership drive at the at Prairie Ridge and uh once again it did better than the previous year so that's always good you you have the 2024 payroll report for the Departments and uh last I do have a list of the city council members kind of the roster you know your phone numbers and all that if you can look at that and if you want me to change anything just let me know and I'll uh I'll get that taken care of and then we'll have the list for the year that's all I have motion to approve second all in [Music] favor we have no department heads here scheduled but I see Joe's here you got anything you want to say or you just just coming up here when we uh look okay [Music] okay well staff reports yes I do want to point out one thing before we continue the format of the agenda looks a little different I'm going to try something different for the next month or so you let me know what you think but instead of having old business and new business we're going to list all of the the various areas or departments on each agenda and then if something does come up we'll put it in that place if that makes sense so you will see a couple thing like for example number two Public Safety it's blank um at the February meeting we're actually going to have police and fire as department heads who will have information under Public Safety for them in February so look at that over if you have any thoughts or if you want to go back to the old and new format we can certainly do that too so so the information is going to be under whatever um Department okay yep gotta I looked at that I I figured maybe it was screw up or something I for sure I actually like this I actually like this layout yeah it's fine with me Andy likes it or a good shape well he's the only one that matters I guess all right annual appointments yes this is one of the first resolutions that we do each year at the beginning of the year we're making the appointments for the official newspaper uh you know the bank different state statutes uh things that we have to name one thing to talk about here with us tonight is we do have under acting mayor is Andy Alman because he has been mayor protm here for the past couple years are you still cool with that sure okay and then the only other thing I guess to ask you is do we plan on meeting once a month I have it written down here that we'll meet the second Monday of each month I would like to continue that yes and then during the when we get closer to budget closer to budget time then we'll double them up i y I'm fine with that some tempish somewhere when we get close into the budget yep I would like to see on the bulletin board instead of just the the one that's here I would also like to include the city's new uh we website web page oh sure want me just put put that on their city city web page yeah yeah okay uh motion to adopt resolution 20251 second all in favor B city council representative Representatives on the boards yes uh as you do know obviously for each of the various City boards and commissions that we have uh we have a city council representative on each one of those so I highlighted in yellow what last year's names were and where you went um you want to go over that tonight and we'll just make a motion to decide which boards you will sit on if no one objects I would like to leave especially mine but I would say we could leave them the same and Kyle would take Jim place which would be the park board and the Planning Commission you have any thoughts on that Kyle no uh might need some clarification on the Planning Commission but otherwise sounds good okay um so the park board meets the fourth Monday of the month at 5:30 okay and the Planning Commission we're trying to set that right now with uh Staffing and everything but that's usually like in the middle afternoon is that okay with you I'll make it work okay does anybody else have any objections or concerns to [Applause] it okay motion to approve 2025 master fee schedule each year we try to uh at the beginning here we try to set the fees for everything for all of our different departments um I was able to get all of the golf course uh fees that we'll have including what is inside the clubhouse so that's attached to you I handed that to you earlier tonight to two things to talk about are the items in blue um I'm just curious if the council has any feedback on what we charge for the Mobile Food vendors we charge $25 a day or if they know they're going to be here throughout the summer months they'll charge they will pay $300 annual fee you okay with that it's been the same for are we excluding Heyday weekend on that that's the same po yep okay that pretty standard priceing I think when the city council set the price 3 four years ago I think you were being user friendly yeah yeah we lightened it up significantly there was a there was quite a few hurdles to jump jump through that were probably a little bit of an Overkill it made it really hard for for anybody to come here yeah so we we loosened it up to rather they came here than went somewhere else absolutely yeah so I guess I'm fine with it okay um and then the only other thing I have is on page four uh presently we do not charge for the golf cart sticker you know the county has a policy to have your golf carts registered so we follow the same policy um we have those stickers I mean the stickers cost less than 100 bucks a year for us to buy but do you want to charge for those stickers or do we just continue to provide them at no charge how many people come get them every year [Music] 60 with the small cost to it I guess I don't have a problem if we don't charge for it at least we know people are you know having Insurance on like at least liability insurance and they're taking care of their safety stuff on their golf cart I think it's a a good policy to have and I don't think it costing us that much just not charge for it you start charging for it people just won't do it very true boy I tell you Steve 60 he looked it up before he and then obviously the items in yellow would be the ones that were changed updated this here and this does have a resolution I have a couple I would like to visit about one is the animal in pound for $20 I think that costs us more than that at the vet i' I'd like to see that go up to $35 I mean it's still under what the vet is charging us but then go to a second offense of 125 you know if the same pet is found roaming the streets again then it would be more I don't have any objections to that I I think it should be at least what whatever we're getting charged at bare minimum I have no idea what we're getting charged 41 A Day the well then maybe we should go to 45 yeah yeah instead of 35 go to 45 I don't want to go backwards on it and do you want to do the uh larger the larger charge if the same pet is caught a second time I have no problem with it either within what yeah within a year within the year within the year within a year calendar year yep okay the the other thing I have is uh should somebody rent the equipment from Joseph uh they have to take an operator with them and I don't think the the rates at50 or $55 are high enough I'd like to see that be $100 I guess what page uh eight yeah it it's actually in there twice uh it's on page 4 to yeah the other one is before [Applause] that uh it's on page four where we have cruly journeyman yep and apprentice and then uh it was page page8 Personnel 55 and 50 I'd like to see it be $100 theity board have to see The Apprentice and probably probably yeah how often does that stuff get as it ever I basically only use it for if we do you do a project on somebody perform then that's kind of how I cheer people don't actually come to you asking you to do it no right no but it it's kind of the same thing as uh it's calleda us more than that to have you there so well we could probably have the Utility Commission review the the electric water employees but as far as page eight um on the bottom there you want it to be 100 for both yep that's fine okay motion to adopt Master Fee resolution 20252 with the with with Ivan's changes all of our with all of the changes yes I'll second that all in [Music] [Applause] favor D delegating Authority for payments yeah now that we are meeting once once a month we did this in 2024 as well but we asked the city council to adopt a resolution which pre-authorize staff to make the necessary routine payments at the end of the month which would have been second council meeting it's just officially approves us to do that and then of course you know you always get the report at your next meeting so you might as well make the motion motion to adopt resolution 2023 I'll second it all in favor e is the first reading of the Cannabis ordinances okay so attached with you here tonight is um what CJ our intern and City attorney Jason morand and I visited on a couple weeks ago we have a series of ordinances which will amend our zoning ordinance to allow for the sale and lure of the THC products um Jason Moran took the state statute and he basically created in your first hand out the ordinance that we will have in our city code book and then the other items that have yellow highlights those are the different parts of our zoning ordinance which would allow either low potency sales or the high potency manufacturer of phc we have two readings when we look at our city code so tonight this is technically the first reading that and basically by definition that means you for the first time as the elected body has the material have the material in front of you to review uh the Planning Commission will be meeting in a couple weeks the Planning Commission will also look at this because it obviously involves zoning ordinance and that's that's what the Planning Commission is here for zoning ordinance and then the city council if if there's really no comments from you or from Planning Commission members I would propose that we have the public hearing putting all this in place at our February city council meeting and if you need want a little more time it's certainly fine we can do the second reading at the March meeting um our moratorium was lifted last December at the end of 2024 I honestly will report to you that I've not received any requests for lers or any questions you know from individuals however uh we do need to have it in place and I also want to point out one quick item to you so the state statute regulates where the sale and or manufactur can take place it can't be within 1,000 ft of a school or it can't be within 500 ft of a daycare a park you know there there's a few other things in the list so what we did is we put we we found our schools and we found the licensed daycares and our parks and we created a little diet here this isn't the easiest to see probably on this screen either but basically sales and Manufacturing will still be allowed if the request St on the East End Town first three 14 and then basically on name basic theal tracks and then on um we can have some if if anything is available there the reason I point this out the reason I want you to see this is because obviously with this ordinance we are not coting it are we we are still we still have the opportunity to do it within some of our business districts so and this is following the state guidelines and this is following the state gu to West Street wouldn't qualify because that's residential is that am I right or wrong well technically you can have a whole business but it's up to you if you want to invol business that's that's for add things like that so tonight's your first reading basically um read through it if you have any questions stop by the one thing I noticed is a lot of uh sales say that it if you go to the bowling alley and want to buy a a beverage with a cannabis in it uh you have to buy something else is the way I'm reading it that uh if you go to the gas station you have to buy something else oh I I don't know if that's better that would be up to us to decide or that would be in every individual business to decide how they want to well if we if the ordinance go is goes like it's written that's the way I would view it I can talk to Jason Moran about that I'll see if he maybe found that as an example somewhere else how's that work with um B alley and gr are with the they completely but that was the first place I I noticed it came up with soon wherever it starts talking about bowling Alle what would happen if somebody wanted to put one over like say on South Main Street they put one there but then somebody over in the Hendrick's Edition opened their license daycare good question I would say would have to go by what was there first yeah we're allowed with all this time andit and stuff when they open right it'll be similar to our liquor licensing process don't really see issue but we can definitely work something on I think where there a daycare area we have to only operate for no by all means D typically step backs are reciprocal so hours of operation don't make any difference if there's a step back of 500 or 1,000 P without a varing there you can't do it even if even if they have opposite operating power that won't let you work around it I don't know what um I don't know yeah um the good news is from the state side it sounds like this isn't going to be running commercially until 2026 now um that's the latest we get out Capital pay account they don't have the SP r r written yet so I applaud the go for being getting this done and and um and looking at it in a strong way I would say in light of what's coming out of the capital make sure you have it right before you don't get in the hurry it doesn't happen to do any wor you have time if the St issues all the licenses we the county doesn't the city doesn't that's the state um and they don't have their CES in place yet and w't now until 2026 up until even a month ago they thought maybe the middle of 25 but um I would be thoughtful about how you feel about this and of course it was recently announced that the interim director of the office is no longer working there yes well because that inter was supposed to be interim and then they got somebody hired and that blew up in their face and they left right away and so that interim has been there for over a year struggling through this process and they haven't gotten anybody hired so that slowing things down and you know what the legislative situation is up there right now so imagine how fast things are going to get done um so anyway I I applaud you for for on top of this and and working at it contining to take input and um I'm sure that that U your your attorney and administrator looked at resources from the L socio C to help put this together because that would be very important as well yep we sure did I sure you did you know where you no sense of reent you might as well use stud there exactly thank you D so no action on that at this time no actions needed tonight nope all right sanatory and storm sewers a replace pump at Main lift station [Applause] go yeah so under our main lift station um before but there's four pumps down in there two 47 hor pumps are big ones and then two 15 hor pumps We have replaced three of those pumps in the recent past um and then after our situation near last June with all the flooding and stuff um our fourth older large pump um showed some signs of wear and tear and I just a guess I think that's probably about 20 years old the pump itself um so that's what this quote these quotes are in front of you tonight um is to replace that last larger pump is this where you were waiting on valves or something like that that's different that's different I was waiting on the valves to because I was waiting to see what was going on with this pump so it's all yes it's all connected but this is just one part of it the main lift well it all be done at the same time what's that will the repair work all be done at the same time this particular the quotes that are in front of you are just for a pump swap so that'll be in and out real quick the valving and stuff that's different and those you don't have yet I take it they're still still in process yeah finding a contractor to do it and stuff but yeah yeah that that's that's going to get done this year um so yeah I think I got a quote from Minnesota pump works and electric pump um been working with Minnesota pump works for quite some time at least since I I've been around um they usually come back with some pretty good numbers so they are the lower of the two as well yeah do do you trade them old ones in or do you save them for a rainy day if they I got two sitting on the shop floor right now of the older ones yep just in case want one of the other lifts go down a pump goes down um and we can kind of plug them in this one is kind of larger bigger it really doesn't have a place in our other lift stations but and there's really no no real value to it either um just because the casing and stuff is getting so more um but yes we do we do have a couple of them on on the Shelf so ones that we have replaced [Music] so we want action for Joe or okay I would move to go ahead with the Minnesota pump works quote second all in favor long January no we decided on February okay why do we have January and contct I don't know it probably should be February because that way all of our bills are in we maybe want to look at amending the
