to you very nice how are you going to distribute hand them out a few at a time I I offer to walk them up and down Main Street and I don't think every business needs them yeah and if you want to do that I mean I'll just keep a stack here keep a few throw a few at every business that' be nice to have them at at the businesses at least in long range that was the purpose of them so I think that's a good idea yeah Mike um can you put that highlight in your in the paper that those will be available they're very nice resource I gave you some didn't I you probably got one at the Eda meeting didn't you yeah uh the other thing we talked about is 109 main uh it's been a year since we've done that demolish kind of short tempers on let's get the his project wrapped up um the owner of one of the buildings hasn't turned in his paperwork or documents or proof of loss so we may be contacting uh our attorney we have Dan Murphy our building official right now kind of heading it up so so that's that's where we're at is we need I don't know do we need the council's approval to go that way yes to to have the attorney look into it he's already in looking into it he's been involved since the very beginning right he's very priv to all of it so but so that's uh yeah and as far as Parker Road goes the 18th is actual start day at down the Park Road um doesn't sound like we have residents requiring much other than while the elevator is down they're going to need groceries carried up so the residents have uh started taking extra trip on the stairs and not using the elevator so they get in shape how let me down it is the company says four weeks we have five weeks set aside on the calendar for it to be done uh we do hit Thanksgiving in there and it's going to get close to Christmas real close to Christmas so any bad weather could screw them up more cuz the contractors are coming out of Burnsville I believe so we meet again tomorrow and I'll have more on that okay I don't have anything um hopefully we can get a uh Golf Course board meeting lined up up since the season's pretty much wrapped up and before our uh uh people change out from the yep that would be a good idea outside of that that's it okay old business number one Capital Improvement plan Jason femite your up administrative report where did I skip something hold on I skipped something I'm in a hurry tonight all right administrative report there it is sorry October reconciliation is in your packet as well as the cash balance report on the golf course comparisons and just a reminder that we still are looking for some openings for boards and commissions so if anybody's interested or if you know of anybody talking you encourage them to stop by um I did check with Wasa County we were talking about allowing motorized vehicles on the safe routes path and actually since this is a Federal grant with Federal money it is required that motorized vehicles are not allowed on the path so I assume maintenance is an exception that's an exception yep yep um I have good news on our insurance rates we did get confirmation last week that actually our insurance premiums decreased from 2020 24 so I was able to adjust the budgets accordingly um took a few more percentage points off the our Levy increase so right now we're looking at about a 133% increase and I'm still working on that getting that lowered um and then I guess last thing I have for you is the first round of reports for FEMA and for the state Homeland for the um summer storms I got that report filled out it was due last week um just happen to talk to the gentleman again today so we're just going into the next step the next round so I'll keep you updated on that I'll that first uh meeting go good yeah yep there's no re uh you don't have an idea on the damage to the city not quite yet because the next step now we determine what brand pump was used for how long cuz every piece of equipment has a different hourly rate so that's that's the next step okay did they look at stuff as far as like structural damage and yeah we really didn't have any oh no I will say James will fared quite well considering what some of our that you don't know me I'm Jason fite city engineer it's been a while since I've been here um the second item on our list is actually approval of the final pay estimate for the 2022 project so it'll be good to get that one behind us but uh what I have in front of you tonight is an updated CI P plan uh the great city of Jamesville uh keeps the capital Improvement plan um and we've had that ever since I think we've been around here Clinton we've been working on this um and what I'm really happy to present with this is that we really only have two full reconstruction projects left on our list we've uh tackled many projects over the years many reconstruction projects and uh gotten a lot of great work done over the past last 20 or so years that we've been that I've been working here very excited to see us getting to the tail end of that doesn't mean our work is done um it's maintenance of those infrastructures past that so um from my records it sounds like 2017 was the last adopted Capital Improvement plan uh we've been working um you know on on three different phases we're talking reconstructions we're talking overlay projects and then our chip sealing and crack filling uh so uh wanted to break down uh you know kind of worked with staff here about what our needs are from the Reconstruction projects and then also with your uh your financial advisor and looking at the audits um you know when can we afford these projects so we're looking at two specific projects and I think they're slotted in at 27 and 29 um for Council consider consideration when we get to that point usually we start things about a year in advance from actual construction following the schedule the the Minnesota statute chapter 429 for assessing those so since if we're going to be building a project in 27 we're going to be doing a lot of work in 2026 just so you understand that there's about a Year's worth of work to go into those so uh the first project uh that's on our list is that Second Street between West and Maine and then a SE of Skookum um as well with that and then the last segment is that North Street and then the one segment of Skookum each is about a 2.6 to 2.0 million project uh we're estimating those with inflationary factors uh hoping that those subs you know come down a little bit from the past few years that we really jumped up um just so we could start to budget for that stuff um moving into the other two phases vinous overlays uh City staff has done an excellent job over the past 10 years of doing um overlays and and addressing the needs within within our uh Street infrastructure so uh realistically we're talking about overlays on projects that Clinton and I worked on for reconstructions we're talking about 15 to 20 years worth of useful life before we do an overlay and so we're starting to see some of those projects show up on this list uh staff has driven those along with us um myself and staff and just trying to prioritize our needs from an overlaying standpoint um over these next years and then kind of putting some of those budget numbers together for you guys so that you can continue to uh work on that street maintenance and keeping up the roads that we've done a lot of good work on so they don't fall into further uh disrepair so uh these last two things when we talking overlays and seal coating that's maintaining our investments and keeping up um on those so um uh binus overlays I think we're estimating between 200 and 250,000 on an annual basis and then uh the chi seal and seal coating around that minimum of 50,000 on an annual basis is uh realistically what city staff has been utilizing to uh uh you know maintain our roads so questions so for those last two uh reconstructs will that will the whole town have storm once those are done storm sewer um well or do or do some of these have some storm in them already they they they do have you know limited storm so when we're talking about a reconstruct we have sanitary sewer that's reach its useful life more more than likely clay pipe um ductal iron water M undersized water mains and then probably substandard storm sewer itself um so when when we looked at this really indepthly back in 2017 we televised much of the sanitary sewer system within the city and prioritized some of our projects based on the poorest sewer itself and then that that actually jumped ahead of some of the poor streets itself um and that's how we prioritize things so realistically this is cumulates most of the sanitary sewer um from a reconstruction standpoint we do have some of the alleys we're talking about some uh lining of those as opposed to going down in those and that's certainly an option moving forward but um you know we've gotten a majority of the older parts of town upgraded so sure and some some trunk storm sewer improvements specifically on the South Side um has been done um to to address that as well uh Front Street e East Front Street is a County Road uh I assume we're at the mercy of when the county wants to come in and repair that we've had a very preliminary discussion with Jim about it and this was probably two years ago you were there I think yeah me you and Clinton were there it's in negotiation I mean ultimately the road will get turned back to us but it'll get get turned back it was in better shape than it's in now well it can't get turned back in worse shape than it is now right yeah that is something though we don't have any projects coming up the next couple years maybe something you guys could focus your attention on Kick Jim in the bottle it is done we can it is it is still an ongoing topic of discussion Clinton and I and and uh Joe had met with Jim within the past number of months Clinton um and I think we we've brought it kind of a new uh request to him but the the ongoing negotiations but certainly we're not taking it back in the condition that it is today it's not on this list because it's not a city street right but once it becomes a city street if it does whenever that is in whatever condition it is it would get into this whether it be seal coating reconstruction it'll fall into the pattern it will fall into ours once we're it's under our jurisdiction y then my next question is does it require a total Rec instruct or is it just an overlay or you don't know yet no we've looked at it from all aspects of it um the sanitary sewer is in I would say fair condition um we do have some 4in uh water M and then a large was it a 10 or 12 in I think it's a 12 in on the one side so we would want to abandon a portion of it extend a couple of services so we have looked at the full amount of it um but it whether or not that has to be done right away or it just gets a new aitous Surface on it that's still all in those discussions yep thank you yep as much as we can get out of the calar we're going to take well I mean we want to we don't want to burden the the City by taking over something that that is just going to burden us so I mean it's a give and take and it's realistically coming up with an agreement that works for the city otherwise why do we want to take over a road that isn't our in the condition that it is so they understand that what is the level of commitment from them to bringing it back to that we're not there yet I see you're addressing streets and and uh what are where are alleys in this I don't see that addressed at all we had discussed it earlier in the year and I see the upgrade in a few is that being addressed in this or is it being addressed in a I didn't see it yeah it's in here yeah in figure two [Music] [Applause] those are the other side of the alleys are put in there and that shows Front Street there that's a Something That We're again talking to the county about but you can see we have the other two alleys shown there uh for overlays the orange in Orange in 2026 yep behind sashes and behind behind the hardware store are there other there are other alleys though within well we did these two this year right right some residential alleys but they're gravel anyway yeah there isn't Street sold then what's that the alleys are considered part of the street structure we the paved ones we are adding to this to to getting those maintained so if you recall I did look at the sanitary sewer tapes and realistically they are in a condition that it would make sense to line those when we feel like we need to I wouldn't say they're completely past their useful life um so that's where I recommended that Joe could go ahead and do an overlay on on those where we didn't have to do a full reconstruct the last thing we want to do is put new pavement down and then have to dig all the way down to the bottom to uh fix the sanitary sewer so there's a lot of private Utilities in the alley so going down to get that sewer would be very challenging so it's it's in good condition to line in the future so what about the gravel alleys are they addressed in this just the Main Street alleys are on this plan just those couple alleys in the downtown area is all that I was told to look at thus far I think uh there are other alleys in town that should be looked at at least and and talked about and the as long as the big Project's going to be shifted off in the next couple of years be nice to look at there's one uh uh by St ANS there's one uh across the street from St ANS there runs two blocks there's the one behind the uh the center that St an there's quite a few alleys around town that I don't see addressed in this at all even if they aren't a hard surface they should still be looked at and upgraded even if it's just gravel or or something I don't think that's been addressed okay yeah Jed it down here so thank you I was just going to say Jason alluded to this a few minutes ago but uh I think all the staff and the city council should be very proud of this CIP and then what we did beginning in 20 years 20 plus years ago um I always kind of brag a little bit when I'm talking to other people other cities that in the last 23 years if I counted right I think we've had five Mayors and 17 Council members and all those groups that were you know different or whatever they they still kept marching through on this so that's a it's a really good thing to be proud of yourself yep do we accept this or what I do you do we need action on this or please I yeah this would be personal document if we make a motion on it yep I'm ready I'll I'll move that we accept their uh plan and put it into our future second all in favor I okay old business number two is the final pay estimate I assume since you're in town you checked her out and everything's good yeah yeah we did have those last few items uh that were on the list that uh the contractor did do within the past month plus and they do have have all their appropriate paperwork in so all the eyes are dotted and the t's are crossed and so we can look to close this project out and so this final pay is 36,38 motion to approve second all in favor I thank you Jason thank you old business number three sou Central Minnesota computer consum guarantee that a right Consortium Consortium uh the police department with their CIS system is part of the um sou Central Minnesota Consortium and what we need to do every about every other year or whatever is we resigned this joint Powers agreement with all of the different agencies and I I do note here for your info um it does cost $3,200 annually and we always budget for that so that's that's in the budgets basically tonight is just a formality to uh to sign this motion to approve all in favor all right uh liability boiler waiver skipping everything [Applause] yeah oh B oh yeah let's go one at a time here unbelievable I know you got to get a new mayor it's like it's first day or something Jeremy early's heard to talk to us about the relief fire department yeah I'm here to talk to you about the um fire department relief Association um looking um and requesting or asking for a $200 increase to our retirement from um $2,200 up to $2,400 we've not had an increase in two years um prior to that it looks like it was about $100 a year um so just kind of going back to that past practice also and I do want to point out that I contacted the state auditor office they sent me some information on what other fire departments are receiving leing you know from the city so I took those towns that are about our size in the 4 County area the these are figures from last year they don't have current year audits yet so this is kind of older data but as you can tell we were a little bit below average there you're right on average right now if that would current data for this is last year's that's last year's Deb right so we were we don't know if we're current now right but it has you down at at 21 yeah yes so you got to assume that it's that everybody's it's pretty close right now AB absolutely so now we'll be a little bit above average that's okay to be above do we have above average fire department absolutely we do okay sorry I let you talk uh in March I met with the fire department myself somewhat upset with uh the recruiting and not getting new members and I did tell them at at that that the city council would be willing to help do whatever it took they were able to step up and do it on their own we have a full Squad now they weren't able to save my shop but that's a that's a different discussion but in light of that I mean they were able to step up and do it on their own I would motion that we give them the $200 raise I would agree with Andrew I think we have an exemplary group of people that are serving this community and I would not want to disrespect them in any way shape or form I would of year uh she Cipher are at the jangel agency um she provides me with this from the League's Insurance Trust basically we are approving to the liability coverage and then we're also waving our the boiler coverage at the power plant we approve these each year it's kind of a formality I make a motion we approve the liability waiver second all in favor I I resolution filing consent assessments to the county last February we provided the city council approved a couple consent assessments for some sanitary sewer work that was completed um on people's private property for their service I called the county last week to double check because I'm getting old and sometimes forget what I do I did not file it with the county yet so if we can do this tonight I'll get it filed with the county so it can be on the on the property taxes okay motion to approve resolution 2024 33 second all in favor new business number four donation to the disc golf yes uh poll 311 and the legion have donated $2,000 to the dis golf fund for you know supplies maintenance materials things like that um it came from the charitable gambling from the purple Goosen town here so $2,000 check did someone apparently somebody filled out a request for funds for disc gol correct yes it was G mid okay okay he he approached me on it and I said Gary we really don't have any needs but if you want to pursue it there may be a future where chains break or one of the one of the goal breaks off or or one of the pads uh Frost breaks it or something so it' be nice to have a a fund to put into that so he pursued it well my concern comes from the last meeting we had where we move the funds from the dis Gulf fund into the general fund so now we currently don't have a fund to deposit that in or is the fund still there and we all it's within the general fund it's still there yeah yeah it it's still there it's still there but in looking at this we we also don't have a park fund there's not a fund there there is for equipment there's there's a fund for Park equipment Capital Improvements that uh but I didn't see one there for the Park as a whole so should we establish a fund for the park comes out of the streets department it's in the budget though the general fund budget has I understand it is but every other department or committee has a fund that they can work with so they have an idea how much they have to spend okay so when you say park what do you mean Park Park you mean the park out there like Lake View Park like on it by itself or well we have nothing that says money for Park I mean if if we go through the the active Revenue codes here there's nothing in there that says Park I don't believe yeah we've always been well since I've been on they've always carried it within the parks and streets and I can't argue with you I it' be nice for the park board to know what kind of funds they are dealing with and Clinton many times will direct us to what he thinks that the money is there and I don't know if there's a specific line item for Parks itself the park Jo puts the the maintenance and the Mowing and things within his street and budget however now that we've for next year's budget we have taken what money the the park board was going to use for Park improvements and it does go into a a new fund correct it's a capital something yep and so that can be rolled over from year to year if they don't and they can set our saving up for bigger projects and that was a new item this year and it is equipment are you right yeah it's equipment yeah and on the bottom of page eight of that that you're looking at there Ian yeah that's the beginning of the park Department budget as far as L items for okay see tree removal Insurance maintenance so since this is for the disc golf could we do like uh some benches or something out there or is really not a need for them I think that the park board would would that would be the avenue to come through and and they could decide because I think the the disc golf will be part of the park structure and so the park the part of the park board would be uh the item or the the group to talk about that I know that there's been discussion that they'd like larger launch pads or the tea boxes and I don't know $2,000 doesn't go very far in that but they could possibly do a few or put some benches by the and whatever the park I think we should work through the park board as long as we have one in in in standing so and the the council could advise them or or ask them for input I believe that would be the Avenue that I would suggest at this exact moment the only thing we're doing is accepting the donation we're getting a little bit off track great yeah which I've never seen us not accept a donation so I will motion to accept resolution 2024 34 and where will that go in in your it'll go into the capital Improvement plan for the park it's going to go into fund 207 which is page 12 of that report I think yeah 20 fund 207 and that is is the disc golf course fund right yep yep I second okay all in [Applause] favor Board of canvas election results yeah so every time there's an election where a city council or mayor's seat is open uh the city council is required by law to meet in as a board of canvas to approve the voting from last week I want to point out we had 1367 people voting on Election Day that includes the absentees and and all that uh James's turnout this year was 89% which is absolutely awesome I don't think the state has really officially come up with the state turnout yet because I think they're still counting a few but I think it's like the state is 74 76% something like that normally we're between 68 and 75 something yep so this year was 89 that's even better Sarah Joe do you have anything from the polling place it was a great day I think we had 180 new registrants come through wow that's a big number y I've seen one individual wasn't happy about not having their drivers like license with when I was up there it wasn't me well the resident was not happy and I just you made it through oh yeah I do want to point out that we ordered dinner from ukan and they called us the day before the elections and said they were donating all the meals so we did not have to pay for them and they delivered them which was wonderful a yeah really nice might I suggest that you send it nice thank you I put it in the
