members I'm here tonight yet again to address the urgent need for safer more efficient streets particularly on Manhattan Avenue and Franklin Street walkability and bike friendly infrastructure aren't luxuries they Necessities for a safer more livable City we already have grant funding secured and the project deadline extended so what is taking so long to write the ordinance needed to begin production of this protected bike lane why is this still being met with so much resistance the benefits of walkable streets are clear walkable areas see 35 to 45% higher property values and cities designed for walking and biking are far cheaper to build power and maintain then car Centric suburbs walkable Streets Drive economic growth by encouraging spending at local businesses but this isn't just about numbers on Franklin Street delivery trucks struggle with the eastbound only setup creating congestion delays and safety risks for pedestrians and Cy Simple Solutions like a traffic direct change and protected bike Lanes could fix these issues and save lives even though it didn't happen on Manhattan Avenue in Franklin Street I learned of another tragic example of the dangers of poor driving when an individual on a scooter was struck in Journal Square yesterday morning while the jury City Police Department responded quickly this could have been yet another avoidable tragedy how many more incidents will it take before we act months of community input back this project over 1,000 survey responses countless public comments thousands of letters and dozens of emails and phone calls how much more input is needed our streets belong to us to all of us sounds great but how true is it when nearly 100% of curb to curb space is allocated to cars in Ward without a single protected bike lane a project that sacrifices a few parking spaces for safety and accessibility is not unreasonable with funding an extended timeline there's no excuse to delay Les priories people over parking and create streets that are safe efficient and beneficial for everyone this is not a chance this is our chance to invest in in a city that works for all its residents not just drivers thank you the going to focus on what I see on the street but it's more than that you'd be hard pressed to find a street in Jersey City without any illegally parked cars at any given moment there are hundreds if not thousands of illegally parked cars in Jersey City this affects those of us pushing baby carriers that can't cross the street because the crosswalk is blocked on the other side this makes negotiating intersections as a pedestrian or a car more dangerous what I find most frustrating is that we all know this already and the reason Jersey city has so many illegally parked cars is they know they won't get a ticket a few weeks ago I was driving on Bergen Avenue between Journal Square and mcy square and there were no less than 20 illegally double parked cars on that stretch of Berget Avenue that's a on Lane Street so we all had to cross the yellow line to get around these people and again this happens because those dou parked cars know they won't get a ticket now cities are a lot of people in a small space and that poses a challenge for all of us to cohabitate and this is why we have rules for how we use that shared space the problem is there's an ever increasing number of selfish people abusing our public space and for some reason we have accepted this as okay nobody honked at those double Park cars on Bergen Avenue because it's expected I don't think this is fair as part of my architectural education I've had the opportunity to travel to many cities around the world I can tell you firsthand that a city can be safer better pedestrian and car friendly and more organized and cleaner than what we have here what Jersey City needs is for its leaders to make a decision that our city can be better to decide that order is better than chaos that fairness is better than selfishness we need a massive effort of education and enforcement of our public space that's why I came here today talk to you guys you are our leaders and I just wanted to even though it feels like such a big hurdled climb you know I've been here 20 years I almost got run over twice last year at intersections with people who are driving recklessly not stopping at stop signs not stopping for dunes and cross walks yeah it makes me want to leave this city and I know it can be better and it's really enforcement you know an illegally parked car is not hard to find I get someone throwing litter on the ground it's hard to catch that moment but they're everywhere you're going to leave here you'll see hundreds of illegally Park cars you know enforcement is one of those things that you step towards forward and educating the public about the potential dangers of alcohol misuse these signs are more than just words on a wall they are life-saving reminders of the risk that excessive alcohol consumption possesses including living damage impair judgment addiction and devastating impact on families and Road safeties what makes this moment even more profound is the recent affirmation from the office of the Surgeon General echoing the necessity of such measures their alignment with our efforts underscores the urgency and the importance of this initiative when one of the most respected voices in public health amplifies this call to action it validates the work that we've done that we've been doing that inspires to push further we know the educ we know that education is one of the most effective tools that we have to fight against alcohol misuse warning signage is not just about prevention it's about empowerment it provides people with the knowledge they need to make informed decisions about their health and the health of their loved ones today we give thanks to the community leaders policy makers and health Advocates who have championed this cause we acknowledge our Jersey City C council members the legal team commissioner Bill OD day and councilwoman Prince Ary to stand with us the researchers who provide the data to guide us and the public health officials me to stand before you is that I need to address a serious issue um of an incident that happened to me personally this past Saturday at 9:00 at47 woodon Avenue I am not going to go into the details of the incident because it's not about that because yes Jersey City police officers were on hand and again right now this is not a a indictment on the Jersey City police department I'm proud of those guys I've always had a good proper interaction with them whenever I called about any concerns and issue but this unfortunately a couple of them allow something to fall through the cracks so what I will address in my research is to find out from what I learned I was trying to find out were there any ordinance of individuals using harassment language or disorderly conduct toward individuals unfortunately I found that the state has those in place and it's pretty detailed it talks about harassment talks about you know using foul language cursing which is what happened to me so I'm here to find out why do we not have that in place which the state found important to have in place now I know that the city council and I don't know if it was this current city council or the city council in the past but I know you have two ordinance that address certain things with vocal language um and and just loud expression that it shouldn't be I know there's one that addressed that the loud music cursing that occurs with music which mind you I'm I am all for and I also know that there's an ordinance that's in place to protect the city council from loud abusive harass disorderly language so it shows that who whoever put that onance in place was fully aware that that is a concern and an issue I just need that to filter over in out there because as it was brought up about mental health that is a mental health issue no one wants to be cursed at berated bullied by anyone who use foul language a lot of that comes from the fact that we allow these things to slip through the cracks and I'm hoping that the city council will find it important to put together some form of ordinance if anything to mirror what the state has already in place which is pretty clear and if anyone want a copy of remarkably on my shirt as many of you know the question of who I might endorse for mayor of Jersey City has been a reoccurring topic of Interest among tenants the press and even within this chamber tonight while not ready to announce a final endorsement I do want to confirm that to me a person of interest has emerged this person has caught my attention not because of vague promises or broad statements but due to their consistent and specific actions in defending tenants and uring rent control laws are not just words on paper but actively enforced to protect people they serve this person is a city council person they have proven that a council member can act decisively when it comes to rent control making choices that are not just politically easy but morally necessary they have taken risks stood firm and shown what leadership looks like in the face of llord opposition and tenant uncertainty I want to emphasize that my inclination towards this person is rooted in actions that have directly benefited tenants for example they voted on critical rent control measures in a way that preserve tenant protections despite significant pressure they signed a letter that exemplified exactly what councils can do Stand United to enforce the laws already on the books and provide tenants the res the reassurance that they are not fighting alone in fact one such letter which was read in this very chamber at the end of last year was particularly meaningful to me it demonstrated how Ren control can be upheld as a principle and not just a policy but their dedication to rent control did not start or stop there over the years this individual has consistently pushed for reforms that close loopholes strengthen tenant protections and ensure affordable housing remains a reality for everyday people they fought against predatory practices like warehousing and condo conversions that are Road affordable housing stock and they've done so not just in words but in meaningful actions including votes and legislative proposals so who's this person obviously it's councilwoman Emily Jabor who recently announced her run for mayor of Hoboken 2020 2018 Emily Jabor supported an amendment limiting landlord's ability to pass large taxer charges on the tenants 2021 prohibition of short-term rentals in rent control properties because it was a workaround to rent control 2022 in July Jabor co-sponsored a measure to reduce annual maximum rent increases from 7.5% to 4% 2024 critical rent control vote in July cast a decisive vote against the proposed amendment that would gut rent control November 2024 her advocacy helped rally tenant support to defeat the same amendment in a public referendum yet here I am no uniform security no super in either building and we are still suffering thank you sir uh Daniel Feldman name I just please um yeah Daniel Feldman you need to spell that or yes the court reporter d n i l f l d m an so I was last year over a month ago on December 11th at that city council meeting I discussed an incident that occurred on Friday November 22nd in my apartment building at Portside Towers in which a non-resident who had just attacked a young woman to the point where she was bleeding entered our Lobby downstairs through the front door which was unlocked with no security or staff present and as I discussed at that city council meeting over a month ago ordinance 24-5 was adopted unanimously by this Council on June 26 2024 and signed by both council president Joyce C Waterman the same day and by mayor Steven philli the following day the ordinance amended chapter 218 Section 1 of the Jersey City municipal code and specified that quote every owner or agent of an owner of a multiple dwelling of 100 or more dwelling units shall furnish a minimum of one uniformed security guard for each Residential Building in the property or Community upon its premises 24 hours a day and 7 days a week so I'm really disappointed that it's been over a month and there's no uniformed Security in our building You know despite the fact that we've got lots of families with lots of small children living in our buildings who deserve the protection that the ordinance that council president Waterman signed into law for provides an equity residential which owns port side Towers has a history of neglect when it comes to protecting its tenants another Equity residential building in California last April a tenant opened fire using multiple AR-15 rifles and a pistol despite other tenants warning management of his troubling behavior in the months leading to the shooting as the shooter had made comments to kill residents in quote cook their bodies into tasty food end quote tenants witnessed him brandishing weapons stalking residents and exhibiting signs of drug induced psychosis despite tenants warnings Equity residential failed to take any action until it was too late we have a law which you all agreed upon that's supposed to protect us with 247 uniform security so why don't we have uniform security you know it's one thing to have a law you know we spend time here discussing laws and ordinances get them passed that's great but unless we actually enforce those laws pretty much pointless to have a law if it's not being enforced quite frankly it's my fear that it will take a tragedy such as the one that occurred in April last year for the laws in the city to actually be enforced and if something does happen and we don't have uniform security guards as the law states that we should blood will be on your hands um see Sylvia hello not live at 49 Bergen Avenue in spell your name for the um l i v m a l o n e and your time begins now okay uh I live at 429 Bergen Avenue w b and I'm just wondering how long my landlord has to get um to produce sufficient evidence of a rank control exemption so I know y'all are busy so I'm just going to like list the timeline um May 16th there was a summon sent to my landlord for failure to file violation of chapter 262 f um this property's been housing tenants for 5 years and after receiving pressure from our tenant association summons was sent on the 29th of July that was the court date for my landlord the finding was that it was dismissed at prosecutorial discretion which confused me um on November 18th I emailed the Jersey City prosecutor's office to ask why was it dismissed and if my landlord has since produced an annual landlord registration statement on the 25th uh Dio Franco Diana Franco from housing preservation responded saying that the summons was issued and as a result they did receive an annual landlord registration statement and that it was being reviewed soorry I'm out of breath um so I requested that on that day which was November 25th and on the 17th the clerk's office provided the submission that they had on file um shout out to the clerk's office for their support and what you have in front of you is what they submitted for their landlord registration statement it's been deemed incomplete for two types of holds which you can see both were applied by Diana Franco on November 25th uh payment was needed for business license and failure to provide proof of rank control exemption um the proof that they provided is in front of you a letter with the word draft written on it uh with an incorrect certified uh mail number addressed to Raymond Meyer from construction there's an additional digit you can see at the end there um and then at the end it is well it's written by lawyer James mccan who's a partner at conell Foley but he didn't sign it there's like no blue or black ink anywhere near the end of the letter um only where it says draft so I'm just wondering how long this document can sit and complete because it's been 5 years for them to produce one is it going to be another 5 years that it stays incomplete um I was told to to J J Carrol and I will but I'm going to ask you all to since I think there's legal people here thank you Kent and tonight I want to discuss the importance of separating rhetoric from reality and evaluating our City's progress in the 2024 state of the city address mayor Philip painted a picture of success he cited record affordable housing approvals and low homicide rates as proof of progress but when we look deep ER we see a different story in affordable housing many of the projects the mayor touted remain incomplete Jersey city has received only one small lowincome housing tax credit award since 2018 and few income restricted units have been completed since 2019 meanwhile residents continue to struggle with skyrocketing rents and a lack of truly affordable options on Public Safety the mayor celebrated a 100% homicide solve rate but that doesn't erase the fact that overall crime rates have Rison Jersey City's crime levels remain significantly higher than the state average leaving many residents to question whether they truly feel safer in their neighborhoods couple that with lack of ordinance mandated uniform security and tenants are in danger as we approach the 2025 state of the city address I encourage each of you to listen carefully the mayor will undoubtedly highlight his achievements as he continues his run for governor but we must ask do the facts support the claims are the promises backed by evidence or are they selective narratives council members the people of Jersey City need you to critically evaluate these claims and hold this Administration accountable let's ensure that the policies and projects meant to improve our lives are real measurable and good b r and d and good evening council members tonight I want to talk about something important to us all feeling safe safety routine predictability are essential to me as they are to many others in my community but safety at port side is uncert feels uncertain most of the time V uniform security the lobby the gateway to our homes is a source of stress not Comfort but there's disturbances emergencies Uninvited individuals there's no one train to intervene sorry it's unsettling it's dangerous when anyone can just walk in and the only guide at night is our door maybe being locked or having one door locked one door unlocked and hopes that so A unhinged individual just give up after pulling one door and walk away I need to know that my home is a safe place when I walk into the building someone should be there to ensure order and security instead we're left to navigate Chaos on our own recent in in our building others in Hobo can highlight the consequences of inadequate security for example a man in November a man assaulted a victim in Hoboken and then barricade himself in an apartment it took a SWAT team to resolve the situation this uniform security isn't a suggestion it's a legal requirement your predecessors created the ordinance to protect us all especially the vulnerable children and elderly on my floor I am my apartment is the only one that does not have kids in it every other one has single families and kids yet there is no security there's no enforcement without enforcement this law is meaningless council members I urge you to act think about the residents who depend on you people who can't simply re relocate to a safer Place enforce the ordinances and sure we have this security and we are legally and morally entitled to thank you thank time speaking here I'm one of the Portside Tower tenants and I'm here to speak about the importance of infrastructure maintenance in our buildings including the critical role of livein superintendence neglecting basic infrastructure isn't just an inconvenience it's a risk experts in building maintenance stresses the importance of addressing issues like water supply interruptions leaks and electrical problems promptly when these problems are ignored they snowball into far bigger crisis for example water leaks left untreated have led to Mt growth in our buildings which jeopardizes tent Health including me faulty and ungrounded wiring present in many apartments can spark electrical fires putting lives at risk at Portside Towers the absence of a livein superintendent means these risk remain unaddressed when a pipe burds or Ps in weight there is no no one on site respond immediately instead we are told to call a service center an ineffective solution when time is critical this isn't just Theory infrastructure neglect has led to Serious consequences in other places nationally we have seen what happens when maintenance is deferred in 2021 a traic cond collapse in Surf Site Florida killed 98 people after years of late repairs while that may seem extremee it underscores a fundamental Thro neglect is costly and lives can be at a stake you can act recommend the three essential steps to prevent these failures the first one immediate compliance building must meet the ordinance requirements for live in superintendence and uniform security these aren't optional they are critical safeguards and second proactive maintenance routine inspection and prevent repairs are essential to catching small issues before they escalate into emergencies and third one clear communication tenants building management and City officials must have open lines of communication to ensure that problems are reported and addressed swiftly council members these recommendations are practical Pro and necessary at Portside towns and in many other buildings across jerse City we need these systems in place now not after another preventable crisis please enforce the ordinances demand it to a meeting for a while um mainly due to a demanding job a job where if I ignored issues brought to me by my customers let's call them local residents for the last two years I would be removed from my job and rightly so in December I missed the opportunity to say in that speech I made one a year previously December 13th 2023 everything in that speech is still true today the only difference being we've brought more of equity's inabilities to comply with local laws to your attention namely the lack of an on-site superintendent and uniform security Personnel these are also going ignored how much worse does it have to get an equity building in California in 2023 had active shooter that local police could not apprehend due to equity not providing the keys they were supposed to so the police could access the building clearly their non-compliant behavior that puts their tenants very lives at risk is a pattern it is happening again and again in every aspect of the laws and things that we're required to have that we look into so why not be the heroes of this Saga be the ones to stop them in their tracks support your residents if our landlord is not going to look after our here again still weary but still Resolute for nearly a year I've been sounding the alarm about the dangerously inadequate security at Portside on Sunday January the 5th a few days after the last council meeting a couple of friends took me on a tour of the West Tower at Portside looking at security we found a series of problems there's a set of doors in the West Tower's loading dog that opened directly onto Warren Street there's an automatic door closer but that was completely detached from the door yet even if it had been operating there's no automatic locking mechanism on these doors indeed the only locking device of any form was a small bolt between the two doors and this was unbolted even though it was 8:00 p.m. on a Sunday with no employees around anyone who wanted to walk into our building complex could pull open the door on Warren Street from the outside number two on both levels enf in the parking garage the key card locks did not work at all allowing anyone in the public garage to enter the supposedly secure building complex three the South entrance from the courtyard to the common areas of the building was wedged open even though it has an electronic key card lock we freed it but the automatic door closer wouldn't close the door and even when we pushed it shut the electronic lock did not engage and the door remained unlocked this may not sound like a big deal because the courtyard is protected by a fence however I think that's someone of my albeit impressive athletic ability could scale that fence really easily given a chair to stand on doors from the gym and the residence Lounge also open onto the courtyard and at least one door in each room was completely unlocked we need all the courtyard doors locked or the building really is open to anyone with a chair these examples just a few of the things we found but Munich code 28-1 contains a clear mandate for uniform security a simple walk around of the West Tower shows a disturbing picture of negligence and disregard jeopardizing the safety of our community let's be clear Port side's been in blatant violation of the law for staggering 3,441 days that's 9 years of negligence with multiple violations occurring daily Portside fails to deoy the two required 24x7 uniform security guards Portside fails to secure the south end of Washington Street at night as mandated Portside has no current exemption from the security service requirements we must have director Joe Barrow step up and fulfill his duty to enforce Munich code 28-1 only through decisive enforcement can we ensure the safety and security of Portside residents and bring an end to these repeated and exhausting pleas for your help of course I don't want to be here I still dream of a day when my attendance at these meetings understanding syst systems uh leading a Systems Science team systems biology team analyzing failures and developing evidence-based Solutions tonight I'm here to address the glaring systemic failure in our city the lack of enforcement that Mark was just talking about for uniform security requirements in high-rise buildings like ours at Portside Towers other people have mentioned the rooftop shooting at another Equity property on the west coast and this should be a true wakeup call 50 residents are now part of of a class action lawsuit cting neglect that left them exposed to preventable violence everybody knew that lived in that building what was going on but nobody did anything in the city to help them do we really need such a tragedy here in Jersey City before action is taken the ordinance mandating uniform security is not arbitrary it exists because visible on-site Personnel protects tenants in ways that no technology or remote system or call center that doesn't call you back can security guards are not just deterrents they are First Responders who were can who can intervene during emergencies assist vulnerable residents and provide immediate accountability there's a reason you established this Law Without enforcement of this law what happens we know that vulnerable populations are the first to suffer people walking home late in the dark elderly residents families with small children and they're left to offend for themselves this absence of uniform security does have tangible consequences we've heard a couple of examples in the previous speeches including the incident in Brooklyn where a woman was attacked in her apartment Lobby by an as salent who Then followed her inside the lack of on-site security Personnel allowed the perpetrator to act without intervention sound familiar this happened to us this happened in my building in the East Tower of Portside at Portside Towers we've exper experienced these similar close calls yet the law is clear and the law is not being followed it's a mandate not a suggestion the solution is simple please enforce the laws already in place send a message to landlords that tenant safety is not optional because Jersey City and your constituents deserve better tenants like me are counting on you to ensure our safety not just with words but with action please enforce the laws already in place before a in yet another damaging lawsuit that the company must face in Marina del re California Equity is being sued by dozens of traumatized tenants After ignoring explicit warnings about a fellow tenant who Unleashed a 4H hour shooting rampage just this past April the complaint filed by some of California's most prominent law firms details the mass shooting was preventable just 3 days before the shooting residents formally documented their fears of about this armed and dangerous tenant equity's response complete in action equity's conscious disregard for tenant safety enabled this tragedy here at Portside we experienc the same deadly in indifference when a bullet pierced a 19th Floor window in June when a bloodied woman tried to seek Refuge as her boyfriend entered the lobby actively attempting to hunt her down and when a tenants apartment was on fire we had no superintendent to call no security guard to alert despite both being legally required in Jersey City instead like the California residents who were left to literally save themselves we were left to call remote centers praying someone would answer fellow Jersey City tenants document everything report violations to rank control JC atgmailcom to city council members from coast to coast this is a calculated business strategy by Equity residential to maximize profits by deliberately violating safety laws while equity's lawyers craft untr flowery statements to you about tenant welfare the company systematically ignores your unenforced laws requiring on-site supers and uniform security guards Equity residentials calculated negligence and disregard for laws is documented in class action court filings across the country they every day they ignore laws is another day of evidence for the next lawsuit Equity leadership the time of treating your tenant safety as an optional expense in ignoring laws because violations are cheaper than compliance is over higher qualified supers and 247 s uniform live here 25 years and the building is a rent control building um our building supposedly the landlord supposedly be selling but he said he's not selling the wife and the daughter is selling we don't know the situation but we have unself unsafe issues Plumbing issues discrimination issue intimidation issues um we have people that are calling us the buyers intimidating us on the phone telling us that we have to move when I tell them we not going to move they have to go through procedures they get upset with me on the phone they um they also a lawyer called us and told me that we had that we had to move I told him I wasn't moving and she after I explained to her what they was doing illegal to us the landlord while not letting us notifying us that they selling she say I'm not getting involved I'm out of this one because you already explained to me that everything they doing is illegal I really need the city to get involved with this landlord because the daughter also intimidate us tell us that we have to put our money orders and our check under her name she's not the landlord when we put the money under his name she gets upset and she send us nasty text she's got like about nine tenants in the building that send her Zale which I think that should be illegal because that's going into her bank account it's not going into our um you know the building bank account and we can't get nothing fixed in the building um we and when I asked him to fix he said he don't have no money the daughter and the wife has the money uh we have on unsafe and unhealthy environments like I tell you it's only coming from the daughter and the wife and him we can't get nothing strained out in this building some of the tenants are very scared because they intimidated them and in this building we have a lot of undocumented people and I feel sorry for them and also um we have a lot of elderly people and we have children in this building I have copies of some of the things that we have issues with I called the health depart I called the city inspectors they started their summons on Friday because I have all my reports everything everything that's going on in this building I have pictures of leak everything and we really need the city to get involved because I know these people are going to be you know they don't know where to go they don't know what to do I told them that they needed to unite with me to come here with me today so I could speak but they were scared because they keep telling them they going to make them move we haven't have a lease in in 25 years biked here tonight because despite the cold biking is still the best way for me to get around uh Transit alone is unreliable I don't own a car ubering everywhere is expensive meanwhile biking is free and fast I can get to New York in 30 minutes my ward a synagogue in 20 minutes City Hall in 15 minutes biking saves me time but it's not yet safe in Jersey City where I'm more likely to be injured or killed on a bike than I am in Hoboken or New York so thank you all of you for voting to accept state funding to build the Manhattan Franklin bike lane in the Heights now that you have the funding please use it build the bike lane for those of you who are still undecided I could emphasize what I and others have already made plain that the bike lane is widely liked by residents and building it will make w d safer I could emphasize that in every country and city where bike Lanes have been installed they've made streets less dangerous improved air quality and eased the cost of living but you know that already and by now you either care or you don't so resident to resident here's what the Manhattan Franklin bike lane means to me it means freedom of movement and from Fear knowing that I can get across town and by extension downtown faster more safely it means I can spend money at my favorite businesses spend time at my favorite parks and get groceries at Stop and Shop all while being measurably less likely to die it means Community because my neighbors and friends in other words will feel safer biking in the Heights it means family because my wife will have more peace of mind when I leave home on a bike and that if we have children they'll be able to explore their City freely Council bike B Lanes won't stop any of you from driving safely but refusing to build bike Lanes will stop me from biking safely so unless you think that I don't deserve equal access to the roads that my taxes equally pay for you know what to do I'll be busy on Wednesday nights for the next few months enforced for both motor uh um cyclist and for Motor Vehicles the bike links issue is incredible it's not done responsibly it puts everybody in danger in New York you have a light to cross you have a light for the bike lanes and you have light for traffic here there's nothing like that and you know how many times I been trying to make a ride and a bike just zooms right next to me and whose fault is that in the same way pedestrian problems are exactly the same not enforcement on that either beyond that someone was here regarding the car parking double parking and illegal parking that is a disaster on the city you are blocking emergency exits you're blocking emergency lanes no one can get to where they have to get thanks to this idiotic people parking I I I don't I don't even my son hears me every day and I feel bad for him because it's like a constant thing that I have to say to him and to prevent him from crossing the street to make sure that he looks like 10 times and that's making your kids afraid for no reason they shouldn't have to be afraid to cross the street I sat here today and I listened to everybody here and it's very sad that people have to be here a year year and a half to have a complaint about something that isn't being enforced for their security I I'm like unbelievably I cannot even I'm out of words for that security should be respected for tenants that are paying their rents I'm a landlord I make sure that my tenants are secure they should have the same security we all pay taxes and the ones that don't pay taxes pay very high rents it is very Palisade Avenue in the oneway direction now that's to say that this plan has to come before the city council as you know this is on the border between WS C and D so the council in order to accept the grant funding we would have to change the direction of Franklin Avenue to make it one way and that would have to go for a vote for the city council so you have one vote that's me and uh now we have to know I want to explain 1014 1014 is essentially an already existing Redevelopment plan even if we vote no on this they still have the ability to build 2,000 units here um so the amendment that we just put in would look for ways to either have affordability on site or offsite so that's something I think we should be looking at when it comes to Redevelopment plans this Redevelopment plan has been in existence since 1973 um what they're doing here is they're building uh the parking and integrating it into the uh building itself for flood mitigation there's no added density so that's why it hasn't triggered the io um but we as a council I think should be looking and exploring ways to find affordability in all Redevelopment plans all across Jersey City so with that I vote I for all okay councilman Solomon sure um vote um I for all and this we at 1014 as my colleague said just to be clear they're not adding any new units whatsoever the developers proposing uh changing the arrangement there it may or may not be a good idea what this vote does it allows the planning board to consider it and then it comes back to us so we have the ability to approve or reject it when it comes back to us after review so it basically just start it's a process of review and so with that we vote I okay councilman Gilmore I'm going to vote um we're voting on resolutions 10.1 through 10.16 I think you foreshadowed your vote on 1014 I just want record I just want to reiterate um because it's just been so much uncertainty and I really would have liked for either Matt or tan to be here um to either say what the attorney said was a true statement or if it's not a true statement I just know anytime that we enter into conversations about opening up Redevelopment zones and you have zero affordability that you know draws a red flag for me so in light of all of that um I'll vote no and I'll vote I on arrest council person Dees I councilman Rivera hi and council president okay Recreation that I have done work with I have not done work in Recreation with um Mr best um but I think that based off of comments from other Council people and councilman Gilmore who actually did work in Recreation I think that um he is a good candidate and he should be considered so I do want to say that I think that we should look within and within that Recreation Department first when we are considering who that new director should be and I Echo councilman Gilmore's sentiments about making sure that we are um looking into diversity as we continue to tout to be the most diverse City in the nation we have to make sure that we are doing that within as well so I wish Mr best all the best and I asking that the administration does make sure that he gets his fair shake at being the director okay council person freri I'm going to abstain on 10:37 I for the rest um not going to belor the point here but there has already been a temporary acting director appointed that was starting January 1st that is a 90day appointment um I've had other people reach out to me I I did speak with Mr best this morning I think that there's a lot of qualified candidates and I think that if people want to be considered to the appointment they should speak directly to the mayor and the administration and also city council so I think that um to make sure that it's a Level Playing Field this is in the best interest for me just to recap you are voting I and all the rest 28 through 30 through 36 and abstaining on 37 correct okay okay uh councilman boano uh no on 10:33 and I'll abstain on 10:37 that's you said no on 33 and abstain on 37 is that right yes okay okay uh councilman sle uh I'm going to so I'm going to let me abstain on um 10:37 even though I just met uh Thomas best and um you know I take uh everything that councilman gimore said to be true and um I'm sure he's an amazing man and uh could be a great director but um I also know a lot of other people within that department and uh I will you know field whoever ever the mayor is going to put forward and um take it from there in terms assessing their qualifications um but with that I vote I for all okay councilman Solomon um I will vote I for all um a lot of wonderful folks um who could be a your Rec Department obviously be appointment from the mayor but um two things are clear Mr best is extremely qualified for the position and two as councilman gim laid out among the appointed directors for the fauler ACT we don't have I think a single African-American appointee and then if you look at the broader leadership across the city um when you look at uh you know positions like taxor tax collector Housing Authority director JC director when add on all those other positions uh not not nearly as much as the city needs given how diverse we are so I think uh for those reasons I vote I forall councilman Gilmore um I'm going to vote no on on 33 um I think the city I think we need to do a better job with negotiating um returns for installing these um bike racks that they want to put throughout the city in the southern portion as I understand it um I just don't think it's a good business model for us to have to put equipment there for the company to profit offer um so I'll vote no on that I'll vote I on arrest in regards to 37 um I've known Mr best for several years he's been working in Recreation um I know he's been working for the city for into around 20 years uh he's extremely qualified he's been doing a lot of the actual work in Recreation for several years now um and I think it's it's a it's a great thing to at the very least have the man consider we bring directors in all the time sometimes without even the council approval people from all over the country and to not have a homegrown individual have the opportunity is it's just beyond me um so I'll vote eye on all of them except for 33 person to cheese I know that 1030 was withdrawn but I just want to put statements on the record and gear them towards Administration as well I am not going to vote on anything from the division of architecture unless on the same agenda the public bid for holidays firehouses on there it has been far too long that it's been going on if the fires in California and around the country have taught us anything we're one bad day away from NA national tragedy the public bid to repair and re do do the Reconstruction on that Firehouse needs to be on the next agenda or I'm not going to vote for anything else from this department and I love this department in division um I vote I on all well I will abstain from 10:37 I do want to thank councilman Gilmore for doing this though I think that it is calling into light that the council needs to have a more active collaborative discussion with Administration on our vision for departments like Recreation we should be made aware of the candidates and we should be looking within our own department and our own City for them thank you council person Rivera so I'm going to uh comment as well on 10:30 uh I am with the councilwoman degs I will not vote for anything that the U architectural Department um brings forward I mean we're really dancing with the devil here all the time and and and the people in that Community uh God forbid and I hope that they're okay but you know we we are we are a blink away from tragedy that Firehouse needs to be done um I was uh set on 10:37 uh I'm going to abstain from it uh but I do understand you know Mr best is top of the line you know and everybody there I mean they're they're feeling the passion for the city of Jersey City the department of Recreation you know you know those they they they they're there for our children and our seniors so we need to make sure that you know we kind of dissect that in a way where the right person you know gets to position and U I just want to make a one comment out of the resolution because once we're done uh I'm going we're going to wind up uh closing the the meeting but with respect to uh with respect to for side right I I I wanted to see if if maybe we can re we can visit that Security Port because that's upsetting and it's pretty troubling you know when you see that there are so many breaches going on in that building and I remember that Grand View we did we we we we couple of years back we had a situation in Grand View and we kind of like uh I'm not sure if we approved like security for them and you know and and it happened so I'm just going to you know sidebar with the Department to see where we're at with that but you know it's not fair for an entity to feel to feel not secured you know that's not that's completely unacceptable so I'm going to follow up with with the law Department my Aid is going to follow up with you guys but I just wanted to make clear you know we we were talking about two different things we're not talking about the litigation situation we're talking about their safety and that's you know extremely important not that they're not both important but that's security stuff is very very important and we want to make sure that we you know that we're hearing you okay so just to be clear councilman you are voting I for all with the exception of uh 1037 which you were abstaining on correct that's correct okay uh and council president Waterman um before I vote uh Peter I want to ask you about um 10:30 we AB um we withdrawing it but could you have the ba at the next Caucus meeting to give us a update on what's happening with the holl holiday Street Fire absolutely and kind of expand upon what the ba said at the Caucus meeting uh we made a rush to get the specs and everything done this week that way it should be completed we're looking at early next week to get everything started with it so um he'll have another update for you but if we can we'll send you a memo sooner just so you know what's happening as far as the security go because I know when we passed that ordinance um seniors was having problems that's what this ordinance came that's when I reduced it because there were certain buildings that seniors was having serious problems with so um is there something in place now on what we going to do exactly to enforce that or give me an update with the ba next as far as the security update um we've met with all the relevant departments we've compiled the list because again there are multiple properties we had to Define what properties actually would be included and make sure you know the terms and the ordinance apply to them so that list has been compiled already we met with the different departments that be enforcing it they know that the procedures and beginning next week they'll have a continuous spot assessment of the different properties that we identified and if anyone had a violation summons will be issued on a continuing basis and all the Departments that's involved with that um will there be some type of report gathered so we can know exactly absolutely we can provide that information okay thank you now my vote um I vote I for all except for 1037 I'm going to abstain and the reason why I'm going to abstain is because other people in the department um are putting in their concern or wanting that same position and so in order to be fair everybody should have a chance to go for that position but I'm a firm believer of hiring inside because I think the people who work for the city for a long time who approv theirself who have elevated in different positions have a right at a certain time when a position open to go for it and far as diversity in the city when you look around this city when you look at the high positions of the city uh minority is needed it should reflect what this Council look like it should reflect that so um that's the only reason why I'm abstaining from that is because there are other people in that department that also would like to apply and I think everybody should have a fair shot and the best person that's qualified should really get the job so with that like I said only on 37 UPS saying that's it understood thank you so with regard to 10.28 through 10.32 obviously 10.30 being withdrawn those resolutions pass 90 10.33 which is resolution 25-36 passes 72 items 10.34 through 10.36 Pass 90 and item 10 37 resolution 25-40 is defeated two votes for none opposed seven extensions
