mixed up I wish they would just do the UN the unscored survey questions at the end it's all mixed in between but um a lot of the uh unscored survey was about affordable housing issues and Le B so um but other than that we're getting 100% of our state aid which is the main goal so great what's that figure the state a number it's a million 61 I so so it's just uh what what gets reduced is the December payment which is the last 5% of State program so so we wouldn't have gotten any more if I was okay that's 100% of what whatever they give us they give us if anything they would reduce it we happening um November 12th is the deadline for taxes uh after that uh there'll be uh a crude interest charged um also everyone's urge to uh sign up for the everbridge notification um it's been brought to my attention some people haven't been getting notifications for what reason um their taxes due when the taxes are due so it's a good idea to get on this everbridge there's a QR code um I think we have it hanging up in the hallway if not we'll have it hung up but it's a it's a good way to sign up to get notifications of any type of you know weather related or you know garbage pickup is going to be you know postponed or whatever it may be but uh it's a good idea to sign up for this um other than that uh that's all we have thank you councilman uh Department of Public Works councilman Bo mayor um leaf removal season has begun and replaces the usual Thursday brush pickups during November and December residents can place leaves at the curb in a pile in a 32 gallon can or in paper bags uh leaves and plastic bags will not be taken and please do not park vehicles on the Le leaf piles because it poses a fire risk and blocks the crew from uh removing the piles during the no November and December Leaf season residents can bring their brush to the DPW Yard on Fridays however commercial landscapers are not permitted to use Kor DPW as they're dumped for brush from their businesses residents can recycle pumpkins at the DPW Yard at 401 Sheridan a uh dump truck is parked near the gate to fill with your old pumpkins and within a week the dpw's new and improved recycling center located at the 14th Street end of the DPW property will be open and usable on Fridays and two Saturdays a month that thank you councilman uh Planning and Zoning councilman marrow thank you mayor I will start with the planning board where we're going to be holding a meeting here on the 14th uh the board generally has 10 applications that are in Flight I'm going to provide a breakdown at this meeting because we're not going to hear 10 applications at the next meeting one of those has just been withdrawn over this last week so it's actually 9 one awaits memorialization by the board for activity we had a couple of weeks a couple of meetings ago uh three of them are approved with the construction Department waiting on their constructive documents excuse me so the uh applications were approved and uh we just have our our uh Town employees here waiting to issue the permits and all that when they see the plans uh we have one approved uh that is sitting in review for those permits three of them are going back and forth with our Professionals for completement review and one is ready for the board to he on 1212 so that's the breakdown of every time I give the numbers of what's in flight so uh I figured I'd do that tonight for code enforcement and for zoning I think a uh we were looking at an average month in October we saw of peak a little early and then it kind of waned off a bit for zoning we actually issued six violations for items such as illegal Apartments uh and some sidewalk construction that was not done properly in regard to code enforcement we saw S four complaints in October and they were just items like Property Maintenance and uh steps that were constructed not to code as well as flooding activity at one resident's house that was cused by a neighbor uh all of that was handled accordingly uh breaking news for uh what we have going on in Planning and Building we've asked our uh Consultants at Harbor to look at the lot behind the senior center we used to get a lot of complaints about parking at that lot and uh when Darlene was around I haven't heard much about it but we did go back there we walked through we saw dumpsters in odd places we saw spots being reserved on private property that needed easement access from the burrow to get there uh and I'm happy to say and the uh the committee did just talk about this briefly we'll bring it to Angela for wider distribution Tony was able to find us four new parking spots in the back of the senior center uh a place where if anybody's driven there it's really hard to park uh so we're going to get the we're going to get the dumpsters all in specific location and we'll look at this as a governing body but four new spots in that lot is huge so thank you Tony for what you did there more to come on that uh with the governing body so thanks is there a spot in the back for the senior bus specifically cuz when they pull in it's hard I think so no there's not parks on 22nd Street is there any way to do that I don't know if it's them compounding the same problem yeah do they like stay there they drop off and leave or they just come and go I I don't even know where they Park the busal on the side there usually where do you par fors on this street 2 22nd Street before the lot yeah overnight like where does it get parked it's parked here drop people off park on the street okay oh so you just pull up people coming oh okay it's like they cell phone lot at the park at the airport okay that's all thank thank you councilman uh Recreation and fire councilman scare thank you mayor I'll start Recreation um homework club registrations are available via the community pass site for anyone that would be interested basketball registrations are currently open you can register via community pass 8:00 p.m. is the time in there fast for registrations um ice skate tonight is uh December 21st from 6:00 to 8:00 p.m. at War Sports Complex waro Park R skate night is December 26 from 7: to 9:00 p.m. at thebridge Sports Arena shifting gears to fire department um fire department responded to 30 calls one brush leaf or mulch fire two carbon monoxide alarm nine fire alarms for first responder one medical assist lifts assist 10 motor vehicle accidents four mut responses three to Rosel Park one to Springfield two natural gas One open burning two Power telephone cable line one smoke condition um one structured fire reported one training at the fire academy while burn and one water flow alarm during these incidents the fire department travel 254 Mi and utilize 226.50 man hours Fire Department res Squad respond to 29 call traveling 282 mies and utiliz 85 man hours additional man hours utilized during the month of October include the following 265 for administrative and 14426 for the stien total calls for the month [Music] 69 total miles travel 536 total man hours 2020 and a half that's all I have report on those okay thank you Education Health and Human Services councilwoman J Don cerno thank you mayor um I'll start with the library there's quite a bit going on in the month of November for children most of them are um starting at 10:30 um for any anywhere from 20 minutes to half hours Boogie woggie Babies on November 12th Toddler Time November 6 13th and 20th yoga Story Time November 13th and lap it on November 19th and there's one event at night um it's Reed to a dog it's November 19th 4: to 5:00 p.m. um they do have a lot of other activities going on i' urge everybody to go to library go on their website give them a call aside from these special events for the month of November I wanted to elaborate on the English to Spanish that they have they did add Saturday so it's every Tuesday from 5:30 to 6:30 and the first and third Saturday of every month from 10:30 to 12 so it's an hour and a half um the last thing is I touched on maybe two or three meetings ago about Stella it's an acronym that means sharing technology enhancing local library access and the website is Stella s c l a l l and .org it's not just being able to get books but any type of Technology discs um anything you could think of that a library may have to offer and we're part of 52 members so it's quite a bit of the state that you could go on order things either they'll send them to your house or send them to your local library but it opens up a broad array of resources um that I think people only realize how how much libraries have to offer they have not just uh books and and discs and computer programs but a lot of other sources they're like a hub for every town and I noticed today they're also posting uh job openings there were I think five different job openings in various libraries in within that group of 52 so I think there's a lot more on there I urge everybody to go on and look at it um as far as the school board library and Health Department we only have one meeting a month and that meeting is next week so I'll report on the um next council meeting but the school board is Monday the 11th at 700 p.m. the library meeting is next Thursday to 14th at 6:30 and the health department is the following Thursday November 21st at 7 p.m. they are all open to the public so anybody that would like to come you're certainly welcome to attend and learn a little bit more about um cuz I had a couple people ask me about the health department when are they really there what do they do who's there come to the meeting meet the folks involved um and I say the same for the library and the school board and that's all I have thank you Council you're welcome uh barl engineer thank you mayor uh just a couple of updates the um on the capital work the uh fire department DPW Paving has been completed uh there's still a little bit of work left at the DPW but that's pretty much substantially complete uh the next project to get started is the roof here at the municipal building they're going to start that next week uh if you remember that was being that's being done with the infrastructure money so that's actually money that we're using for the roof um and then lastly um just a follow up on the sidewalks on the boulevard um after we met a couple weeks ago mayor and Council M Mora we met with the gas company uh we submit we submitted um estimates to them from the original contractor um for replacing all the sections that they um that they properly restored so they're going to take out entire sections and replace them uh so I submitted those uh um estimates so I did get a verbal acceptance I don't have a written agreement yet so we're not we're still going to hold tight what we're doing until we get those uh actual written agreements right the so but they did say that they did accept what we gave great good yeah so again it was just uh you know we're still holding that we're still not going to do anything we want to get that inviting so we're still we're still holding the the permits we're not holding permits on individual homeowners like if somebody needs a gas service or something done that's fine uh we're holding the permit on the large project to to get the main replacement that's really the ones that they want so um that's been The Leverage that we had with that so that kind of going up to the table so hopefully uh you know the next week or so we'll get those agreements and we'll that started so great thank you Christmas um Tony maybe know was the is there a time table the boulevard repair it's terrible pass J oh for the for the main looks like Construction done but um if I may I can tell you that we were told U the police department had acquired the contact with a contractor they waiting for their connections to settle prior to doing the final Paving uh because if they do pay it and they find out there's things that didn't settle properly those Rel you have to tear everything up we were hoping and anticipating a late November Paving a possibility that might not happen to early next year so if correct does the weather affect that Tony if uh we get some snowstorms in January yeah they won't uh they won't do want to do resurfacing in the winter you can do like base course but for resurfacing you want to be like for 40 45 so realistic we're looking at the spr right a lot of the plants close in yeah they and they The Trenches do have to settle they want like 60 days in the trenches to settle so like they're just on so they're on the last leg and they're sarting do so they're finishing up the trenches like at the end of November they only want to touch it for 60 days so you're going to be going to be able to spray got a m pie again the county that's a County job so they control the the schedule you know people ask um one last question I know you guys um got behind Red Maple Lane took a look at the water course you guys took care of that um cuz I I mentioned to the residents I maybe give him a letter that um they keep saying it wasn't done I said yeah right you did address that or look that well yeah I think I I touched on the last uh meeting too so we looked at that that um that stream that that's a map stream that's actually the thema map stream I forget it's called the uh Branch 10-24 so it's um you know it's on the FEMA map that's actually you know that that extends all the way you know Tron goes across Michigan that kind of start um goes into the uh Parkway RightWay so uh we looked at the looked at the stream it's it's not bad like it's not too clogged I mean there's not a lot of debris in it um you know could a little bit of little bit of care but it's not I didn't see any major blockages like I mentioned last time really the main problem along that entire stream not just that stretch there but if you go all the way up and you go all the way up to uh Michigan Avenue there's a lot of man-made obstructions right there's fences there's sheds there's foot Bridges there's everything under the side and those are probably causing more of the backup and flooding than any of the natural blockages um again those are things that I mean the grandp I don't like they would put in there legally they probably been there forever they predated the DP rules but you know those are things that could be could be removed by the by the residents themselves without having to get any permit any kind of DP approval you can always take things down um I know that's not probably something anybody wants to hear right take your F or your shed down but realistically that's probably what's causing the majority of of flooding backup and you know again like I always said there very limited amount we can do in the Stream these are regulated by DP they don't just let you go in there and do what you want clean them you get the debris you get some of the soaked out you really can't do much to that so when you're in a flood zone uh not much you can unfortunately there's not much you can do about it there's no really easy solution but removing obstructions would certainly help uh in the long run but you know that's it's a big task sell so was there any trees that were eroded they made it they made a sound like there was some serious erosion and trees might been undermined I don't know if you see anything like that I didn't see it particularly but I if there's a specific spot like if there was a dead tree you can take that out but there's a tree blocking the stream that can be cleared out I mean the DP has no objection or anything restricting you from uh just doing some general Ms cleaning out anything that's obstruction so there is a dead tree that's causing a problem the problem with erosion even if you have erosion and you want to correct that that requires a DP approval so like you're right back you're right back to the state so you just can't go in and like if you have erosion you just can't go there dump Stone on it or put railroad ties you have to actually go to DP get a permit even to fix a corrosion problem so um yeah I mean there not much really unfortunately these flood zones there not much you can really do with it uh you know the stretch of ditch over by by Michigan Avenue that the do maintains that that's why you see like Stone in it um so that's out of we don't do that that's a dot but that only that stretch is maintained by do everything else is just it's on on the property owner's property so there's no no Do's been through there so any Tre trees back there is that a resident responsibility it would be yeah I mean like I said the stream is on private property these streams aren't like in a right away um they're on private property so technically the stream if it's on your it's on your property you own it's your stream uh and if you if there's anything there technically you really supposed you really have the responsib responsibility to unless the town um has maintained it but I don't think that ever been maintained that I'm aware okay thank you uh councilman fol just uh made me aware that he does have uh councilman Zimmerman's report for Public Safety thank you mayor um for the month of October kind PD responded to 1,221 calls for service and there were 178 911 calls it was a total of 400 hours of overtime for the month primarily for scheduled Patrol overtime 295 hours and Dispatch over time of 96 hours KPD completed 463 hours of training for the month which includes arrive Firearms user and various classes KPD also issued 196 traffic summonses there were 16 sick days used and two sick occurrences there were zero oji days on job injuries uh the month of October KPD received 281 flock hits these cameras are in various locations of the borrow these hits are based on license plates having various violations of the registered owner the system continues to assist the officers to help detour actors from committing motor vehicle beries car thefts and attempts KPD units respond to 12 high priority flag alerts units were able to intercept the suspects before they were able to victimize canorth Residents KPD had 11 total arrests for the month of October October was a busy month for KPD uh KPD participated in the countywide gun turn in mandated by the prosecutor's office on October 5th we had our Turnin location set up at the VFW on South 2 First Street there were several guns turned in I'm happy to say that we brought back the coffee with a cop event which was held on October 23rd at the kood senior center we had a great turnout KPD discussed matters in the B with members of the community KPD advised the seniors of what scams to be on the lookout for and what targets the elderly it was also an opportunity to introduce several of the new guys on the department KPD provided security for spectacular event at the Mario park on October 26th on October 27 KPD assisted with security at caret out in front of B Hall happy to report no major issues reported during the events KPD completed a state mandated Department of Correction self block inspection on October 29th uh we're waiting for the report to be returned to us several officers along with councilman John participated in Reading to the children of Haring school for spooky night on October 29th last but not least Halloween on October 31st KPD provided extra officers and crossing guards for trick-or-treaters on the Boulevard and uh we have three messages from the police uh Chief uh we continue to remind our residents to lock their vehicles do not leave key fobs or any valuables visible in your vehicle that may may tempt an actor we encourage our residents to call KPD as soon as possible with criminal or suspicious Behavior no matter how minor it may seem con with along with the rest of un count continue to deal with C converter thefts if you see these individuals call 911 as soon as possible it takes less than a minute for a theft we still have road work being done all over the B we're asking residents to be patient when driving through the con traffic panels and detours the large projects are coming closer to being completed as the chief mentioned um that's it thank you councilman uh burrow CFO thank you mayor um just as councilman finr mentioned earlier November 1st taxes are due by November 12th reason why the 12th is Sunday is the 10th and Monday is Veterans Day and we're closed so you have until the 12th to pay without interest and uh just the 2025 budget will be uh up and starting on in the next couple weeks we'll have the request out to departments to get moving on that that's all I have right now right Day and the burrow offices are closed um another thing is the uh green lights outside is just uh a recognition of Veterans Day as we had the proclamation at um earlier this last month that meeting uh and I wanted to give an update on the hometown hero banners because we had um I had told you that we were working to have them up for Veterans Day um we met and we actually pushed it off to Memorial Day um in order to to allow for um the veterans that we wanted to Spotlight first uh based on the BFW they're older it was harder for them to get pictures so we wanted to get more time to get um have that first group be this you know select group so we pushed it off uh and another thing is uh just to reiterate what uh councilman vestrella said is that people should sign up for everbridge also to sign up for uh notifications on the website we do put notifications on both the website and post things through everbridge uh there really are there are a lot of people signed up but there are even more that are not signed up so please remind people to do it we do put notices out um they go there um so it's really important remind remind people you know to just sign up it takes a few minutes if you found or someone found four four spots that's amazing and that that stupid dumpster that that's that's taken up no you always pull down there and you think that spot's open right want to pull in yeah Mr thank you a lot of credit to Tony from our Harbor consultant Partners uh what we did we walked back there we noticed the dumpsters taking up actual parking spots and then dumpsters in in areas where dumpsters should be so uh I think Tony did an excellent job of trying to make sure that all the businesses with the dumpsters still had a place to put the dumpsters they're not in Resident parking spots or people that would use the the lot there not necessarily just residents uh and he also found a new way to add a handicap spot for something behind our senior center so I'm I'm very impressed with the proposal that he has and we're going to send it to the rest of the governing body uh hopefully we can get moving on that okay wello that's that's good um and I I I I guess it's your your procedure the way the way you have to conduct the meeting but I came up here as a citizen ready to come to the meeting and and I see everyone hanging out in the in in the uh vestibule out there and we have to wait for the for the executive session we try to do the executive session at the end and when we can it's just not always possible especially when we have expensive professionals that we have to pay and having them sit here for several hours as well so I know it's not ideal but we do try when we can to to have executive session after the public portion of the meeting so I apologize tonight that that didn't happen but it wasn't something that we could really avoid we needed a definite time that we for them to be here so and because we're not sure how long our meetings are going football teams here and it was an astounding success so I kind of want to just take a minute and thank all the coaches and the cheer coaches and everybody that was working on this Mike scair is here he's a coach how many hours you put in a week it's probably countless in your mind it's a lot and it goes on for about eight weeks as well as some programs in the summer so you guys put a lot in so I want to start with thanking Steve bko he's the League's Maestro uh that League's existence is because of what Steve does for this Town I'd also like to thank this year Alberto of granados because of the expansion to the flag football team that was his idea and he petitioned to the NFL and he got some donations of equipment and everything and it was a success this year so now on to the coaches uh for the girls under 10 uh sandor daza coaching the girls Giants Alberto granados and his wife Samantha granados coaching the Jets for the girls under 14 Ry Hol singer and Hugo Ventura coaching the flag deployment at graceand memor um Cemetery uh they'll be convening at 8:00 a.m. some coffee some light breakfast 9:00 jumping the car with some flags and um it's it's really rewarding to to look and see all the flags it's just and it's amazing how many of the sites need maintenance and and you read the stones and they're all foot Stones yeah they all the grass is overgrown and it's it's experience.
