favor hi sorry everyone okay Finance report councilman Zimmerman I mean counc that's you thank you man see you come out um I just want to say that the uh CFO put together a rather nice uh letter explanation of the uh tax bill that will be going out U the end of this month uh basically uh don't want to sound like a broken record but it tells you that the um you know the increase of the tax for this year um of $1,100 was broken down um the the the municipality of that $1,100 was only $32 the county increase was $267 and the school increase was $67 the mayor and Council have no control over the county or the school budget um the Board of Ed did lose $774,500 per of their state aid in the 20 2425 budget um so our Municipal increase of $32 for the average house um changed because of the net valuation taxable being reduced for the Merc property for 2024 equates to $16 of the Merc appeal therefore Municipal impact for the 2024 budget was merely $195 uh the three biggest Appropriations increases uh employee group health insurance uh Debt Service and the raway valley Sewer Authority uh these three categories total $825,000 so the total municip Municipal budget went up $ 666,666 3.42% um also including in this uh notice uh it'll be inform forming individuals tax uh real estate uh homeowners that uh the New Jersey offers tax relief and various forms of certain Property Owners the most common are property tax deductions applicants for the following two programs must file the claim form with a municipal tax assessor and meet all program requirements to receive $250 deduction off their property taxes uh deduction to to a qualified veteran or Widow of a qualified veteran a deduction to senior citizens disabled person or surviving spouse senior citizen must be over 65 as of December 31st of the pre-tax year and must meet income limits and then there's also the senior freeze uh if your total income for 2022 was 150,000 or less and in 2023 $1 163,50 or less you may be able to apply to the state to freeze your tax um so so that would be 65 and older and meeting the income limit the uh last thing that's mentioned and uh ironically I just received in the mail the other day the anchor program uh there will be a notice uh sent out that uh to apply for this anchor program and there's a deadline I believe of uh forget October November 1st yeah somewhere around there sure to uh just merely just go online and I think there's a phone number if you don't have access to a computer you put in your uh your property your Social Security and um certain pin that's provided on that notification and uh depending on your income I believe uh if you make 250,000 or less um there should be some sort of a uh uh Acorn program uh rebate to assist the people with the real estate uh tax uh increases um besides that uh that's all I have mayor thank you councilman uh Department of Public Works councilman Bole thank you I don't have a lot I want to thank Greg and the DPW for the um for fireworks last night everything went perfect I saw them out there cleaning up again today finishing up um a worker who was on workman's comp has returned from from light duty back to full service the DPW collected and transported 132 yards of mixed vegetation for a total cost of $2,970 recently received a revenue check for $377 for recycled electronics and the DPW re received a check for $75 for recycled grease that's all I have thank you councilman Department of Public Safety councilman Zimmerman thank you mayor I have uh Chief campanelli's monthly report for August for the month of August the C Police Department responded to 971 calls for service and there were 18911 calls there were a total of 239.50 hours overtime for the month which is a lot but that was for patrol overtime and for dispatch 60 for patrol and 80 for for dispatch overtime specifically it's a summertime and there's a lot of vacations the C Police Department completed 141 hours of training for the month which includes the arrive program Firearms qualifications Union County Emergency Response Team and various New Jersey learn online classes counter Police Department also issued 167 traffic summonses for the month there were zero sick days used and zero sick occurrence hours and zero on the job injury days for the month which is very good the month of August the police department received 390 official flock hits and these are the cameras that are in various locations throughout the burrow and what the hits are based on license plates having various violations for the registered owner and the system continues to assist officers to help detour actors from coming to korth and committing motor vehicle burglaries car thefts and attemped car thefts counter Police Department responded to 21 high priority flock alerts and units were able to intercept the suspects before they were able to victimize Kenworth residents as a result of these cameras the police department had 13 total arrests for the month of August and they also provided security for the Kenworth fire department's Carnival and uh the chief says he's happy to report no major issues were reported during the weekl long event he wants to continue to remind our residents to lock their vehicles do not leave key fobs or any valuables visible in your vehicle they may tempt someone to break in he encourages our residents to call the can police department as soon as possible with any criminal or suspicious Behavior no matter how minor it may seem the police department hopes everyone enjoyed their summer and their since fall has arrived and schools are back in session starting tomorrow uh he's asking everyone is please slow down pay special attention while driving many children walk to school in our great community and he asks for extra patience and consideration around our schools everyone please give yourself extra time in the mornings as there are always delays with school drop offs in the morning beginning at the beginning of the school year especially until people get used to how Harding School and David Bley high school work with so many people that do get dropped off so please be prepared and leave early quick tonight uh for the planning board there will be a meeting next Wednesday September 11th not Thursday the normal time it will be on the 11th not the 12th we currently have 10 applications in the works for the board two of which we're going to talk about at the 9911 meeting uh the rest of them are in review and at various stages with the town professional uh the building department I think of note developer fees are currently being collected and we're starting to see them trickle in so that's a nice thing uh in August though it was pretty much a quiet month for uh construction permits but a little bit busier for zoning applications and inspections on the code enforcement side uh we saw a little bit of an uptick in Property Maintenance complaints uh we had seven complaints that led to one notice of violation all of the seven were taken care of accordingly uh and the one being researched uh from the noted stage for zoning we've had zero complaints received last month meaning no violations issued uh and in the month we also saw that applications received for zoning were about at 17 or exactly at 17 we saw uh a lot of these related to the sale of properties and businesses where certificates of continued occupancy were being sought out by the department uh we also saw applications for new signs residential fences papers and home additions over the the month of August that's all I have thank you councilman and uh also uh September 11th uh we will have our annual uh September 11th service um outside at 5:00 p.m. um on next tues uh wed next Wednesday it is at 5:00 p.m. if there's rain we'll have it it'll be held indoors and the planning board will have their meeting after so you can go to both if you'd like uh Recreation and fire Council re thank you mayor uh we'll start with Recreation uh Middle School soccer teams have been selected The Homework Club begins tomorrow September 5th um registering via community path site for anyone that would be interested full events are being discussed and will be finalized at September's Rec meeting and will be distributed to the community so thereafter going on to fire monthly report for August 2024 during the month of August the fire department responded to the following 37 calls one car smoking one carbon monoxide alarm one CPR two elevator alarms eight fire alarms one first responder four medical assist eight uh motor vehicle accidents two odor of gas five Power telephone cable lines one uh smoke condition one training two uh trees branches down during these incidents the fire department travel 109 miles utilize 142 man hours uh Rescue Squad members um we haven't received any information from them at the time of this report uh total administrative hours 268 uh the carnival 1,525 stien 1,364 total calls for month 37 total miles travel 109 total hours 2,824 and that's all we have to report thank you councilman Education Health and Human Services councilwoman geodan p thank you mayor um the next school board meeting will be on Monday the 9th at 700 p.m. I urge anybody who has questions about um the budget and in particular the taxes and the breakdown um I urge you to show up at the school board meeting there is an opportunity to ask questions and um although they typically do not call it a Q&A they will get back to you with answers um and it's a perfect Forum to address the entire board and the superintendent the library will resum resume their monthly meetings on September 12th at 6:30 so I'll have a full report for um the next council meeting on September 18th along with the health department that should be announcing their health fair I believe it's the end of the month um in September but I didn't have a date as of yet so I'll report all of that on the 18th at the next doing um half Road of two and they will be continue on continuing on Mon Row from 22nd to 17th um Greg just told me that uh for the you have the volunteer fire department and DPW parking lot that that's going to be starting uh the week of the 16th of this month and I believe that's all I have ch I think I miss what did you say was going on in the road the repaving when is it started uh when or which Ro when um we're look they were supposed to start next week and I'm I'm trying to uh uh speak see if they are going to do that they've been kind of pushing off sounds good we'll just read so far I I have a question about the ongoing issue with the sidewalks okay has anything been done with all the different colors and designs and uh that's really Tony uh Tony was working on that I believe that they were supposed to replace it and kind of keep with what was what was previously but um I can follow up on that and get back to you yeah they just destroyed them last week they just destroyed them again the new that's doing the boulevard construction as the chief can tell you made us aware they destroyed what was just completed and that was who who was that doing that was that the gas company Ken or that was lantier lantier is a sub company for the gas company so I don't know if you're aware of that they basically have destroyed the entire Boulevard I think yeah they I think they have to probably go back and do the whole thing I mean from 20th to to 19th in front of the mark and everything it's all jackhammered what it's it's starting out three different designs and colors and I don't know how we even accepted that for a day I'll look into that or have I'll talk to Tony and we'll look into it together thank you um you have we get a chance to look behind Red maybeline the water course that's eroding to the point the uh people live in there so there's a trees uh being undercut may even tole over uh I'll I'll look at I'll look into that one myself okay that's on red include Article 4 camping mayor if I may suggest a a motion to revise this ordinance uh section 14220 is a section that uh permits the council to exempt a special uh event uh from the prohibitions uh of this ordinance if the council finds such exemption to be in the public interest and consistent with the council uh goals or if requested by a community-based charitable volunteer organization MH after the word organization I would like the motion to insert principally based within the burrow of kennworth so you would be exempting uh Community Based charitable volunteer organizations principally based within K need motion for that well can I so why are we just I don't understand the reason for the change because it doesn't say principally based within Kennelworth so you may want to make an exemption or exception for those organizations that are located here but the logic would be if you adopt the law logic why would you want someone from a different Community camping within well let's just say it was something like Relay for Life or some type of organization that was a little bit larger well as written you still could make that exception but as written the exception exists for a community- based charitable volunteer organization that's principally based so there's two there's two levels of approval one is automatic for those organizations the former isn't so if you did have someone from the outside that you felt that you wanted to make an exemption for you could permit it and as written the language does indicate that it's always subject to uh the site it being situated in a location that's acceptable to the council okay so that means basically kindor it's easier or automatic correct Grant it that's better in it that's what we want so B in korth would be like doesn't exist if you're a volunteer charitable organization volunteer base within korth you have the right to do it subject to the location being acceptable yeah so it's automatic this is that's the automatic scenario where a kennworth based non for-profit charitable organization wanted to set up encampment housing for migrants let's say we're going to allow that because they're kind repaced and that's the blanket exception I actually wonder do we want to make sure that the council the governing body has a chance to approve all camping requests even by can with base volunteer organizations I think I might want to go the other way on that I didn't think it has can we say currently exist well then then if that's the case then just make the amendment to to delete or if requested by Community BAS charitable volunteer organization and then you it would be subject to uh uh your decision so we're approving all camping activities in the burrow of Kenworth if we take out you are this ordinance is only geared to regulate the use of camping on public property not on property that's designated to be used for for camping Fair um so if this is a revision that you would like to be made to accommodate what you're suggesting I would suggest that the motion be to revise paragraph three in its entirety to read as follows so we're replacing the existing paragraph can we pull can we amend the ordinance and introduce it again so everyone has the opportunity to look at the words and the verage you well if you introduce it tonight you would have to publish it in a form that you know that you're going to amend what you could do is you could pull it and we could revise a motion to pull before it gets uh moved this evening and I could suggest a couple different languages suggestions for paragraph 3 and pull you uh individually offline and see which one has consensus and then we can place that on the agenda for introduction at a later council meeting and that a couple I want we could tweak it afterward right Mark if it's a substantial change you would end up having to republish um but this is uh and uh Christian is here he could speak to it certainly better than I uh this was an ordinance that was a model that was provided to us by the NJ DVP uh and it was to conform with regulations so I don't know what changes to it would be letter c um maybe maybe Christian should speak to this is engineering and it's really outside my area of expertise my concern is with just regular residences being you know caught up in this letter c um we're saying uh that the permanent structure has to be in compliance with all current uh zoning ordinances I I wonder about if there's already somebody has a non-conforming u structure would that be i' like to add something in there to protect that they can come in like oh well this is you know if something that's existing and not conforming I have no issues having that added okay for them to comply CU I that's basically what this ordinance is for you know not just what not just for the public also private to conform with their standards yeah I know some you know people sheds they might not be the right setbacks but no this is basically just for yeah uh area um structures that house salt so and salt only yes oh I didn't say that figured like a I'm thinking of a resid that has salt everyone's got some salt no I think it's just for like like salt storage like if any it's not just like a bag of salt in their in the garage so that would be fine yes it wasn't my understanding from that okay and that would be Exempted it doesn't actually say that Chris it it doesn't say that required for the storage of salt and other solid DIC material on properties not owner operated by the municipality this is not as explicit to housing just salt yeah now I understand the magazines on theway that you're talking about here yes I think I mean the purpose of this ordinance is if they don't want any any of these uh structures to be like no located near sto uh stor drainage and during any rains anything will be going towards it so I mean it's it's it's supposed to be in every Municipal ordinance as part of the their their requir so Christian just to to drive home the point that the councilman was was bringing up uh there isn't anything in this ordinance that I see that indicates that the permanent building or structure be exclusive we used for that purpose so permanent structure means any permanent building or permanent structure that's anchored to a permanent foundation with an impermeable floor that is completely roofed and wall new structures require a door and other means of sealing access away from wind and driven rainf was this intended to apply to a person that has ice melt in their garage no um I think it's more construction sites construction companies might haveing but it does clearly read that way so I understand I mean there could be some clarification for yeah I'm saying we could pass it and if we could add that language like what Christian saying if you're comfortable that we're not in violating any njd R I think by permanent structure we could just amend it to accommodate the concern by saying exclusively used for the the storage yeah something like that that way I don't I don't think that I don't think that goes against I think we should probably all these statements right against section 15 50 52 that actually calls for the exemptions and what applies to Residents who are not operating businesses out of their homes I'm not sure we're clear on what we're doing with this I mean it's it's not supposed to what about a landscaping uh company that's got a whole bunch of mounds of salt in their garage and they're using it for business can we just put an amount on it subject to it because they're not exempt CU they're not a resident they're a resident but they're operating business out of their home right but not should say lands right so maybe pictures they say pictures are worth a thousand words right the problem is with this there's the sidewalk problem on the corner of Veron Avenue and Michigan Avenue these sidewalks are ha I think it's a lawsuit waiting happen I T just re then recently my grand kids were with me for a month and we were on they on their bicycles we're going down to the to the park and they can't ride their bikes on these sidewalks and they're 10 7 years old and they're not going to ride the bikes in the street so I called the DPW and the DPW said that it wasn't Kenworth property belong to the to the parkway so I called the Parkway and the parkway said it's not their property belongs to to to to C the DPW I know re in the past the DPW used to cut the grass on that on that corner now just today the parkway cut the grass nobody wants to take responsibility for this and this is this is a real Hazard yeah sure is not only for people I mean I'm 73 years old and I'm pretty pretty agile I can walk it but there's a lot of older people on my street that walk and they're going to fall and something serious is going to happen to them Craig this is the uh Site Area where Anthony and you were calling for the depart the parkway folks to come and do stuff and they were telling us no and I think we actually to a degree I actually just emailed him again today um Denise I forget her last name but first name is Denise um she's one of the higher level management personnel and uh she said she's forwarded to superiors we're going to back to us and our tax maps clearly show it is Parkway property and they're saying that it's not because it's outside of the fence so it's like the language that I've been getting is from a low management level uh person from the parkway authority so I'm pushing it up the chain and Anthony manuso is working with me on this to kind of clear figure this out because this has been ongoing issue since I came here and we stopped cutting the grass because I was worried about liability if my guys got hurt on property that didn't belong to kennworth where would we get jammed up with insurance and stuff like that so that's why we asked the part way to resume it and they graciously accepted it without hesitation they even have been detroying the weeds of growing through the fence and all that stuff the tree that was hanging over yeah cut that tree back too yeah so the sidewalk is this sidewalk actually on Vernon Avenue or Michigan it's on Vernon Avenue it's it's just on ver Avenue and and a couple surve or something no it's um the the tax maps are very clear and precise it's it's the same as any other burrow property the sidewalks are technically in the burrow right way but with every other property in the burrow the right way is maintain by the property owner so Mark is there some way that um we could send a letter to the parkway asking them to address this sure everyone in agreement about doing that I think Anthony has explained this one to me it's a little tough of a situation because he can't just issue a notice of violation they're a layer above us and how that would work just ignore it it wouldn't do anything so yeah there's movement that can happen with a letter I mean maybe when a letter comes from an attorney it'll get a little more neighbors have been in contact with the state of course this is right next to my mom's house right I could see that and this is uh GRE this is definitively on Parkway property well the parkway says it's not so I I will also say is they call I got a phone call today from the um ter Authority who also manages they've agreed so um to cut the the grass now is this the same one you and I discuss that they're doing it on their schedule now my understanding is Some People Want it some of the residents want it cut on a weekly basis and they are not they cannot do it is what I was told so they they told they cannot do it they just it's not doable for them they do it as much as they can which he told me is about every three weeks to once a month and that's all they can commit to based on what else they have to do I I will say to you he was very friendly but he was very firm on what they can and cannot do he said I cannot commit to do it um as often as as people are asking they also said the same thing about the about the pigeon dropping all over the sidewalk on Michigan Avenue I asked him you need be blown off again said when it's scheduled we'll do it right you know but meanwhile it takes them three or four weeks to do that and there's the pigeons live on these right did they do that today I saw there were they did that today there were four trucks out there but these sidewalks really have to be taken care of as soon as possible he did also say to me that he is going they they don't have to abide by our ordinances he said I can have something drafted which from his attorneys I said do that and I will share it with you I have not gotten it yet do do you have his name uh I do it's at my okay yeah um circuit uh off record I just want to get your contact information too um our ordinances and we can't tell the state what to do um however they have their own liability for not maintaining a public walkway that's their property the problem is that they have Def fenses and then you know as you can imagine they have a substantial amount of property that they maintain uh and if it's on some type of cycle even if the sidewalk replacement is based upon fiscal analysis and allocation of resources ultimately that is a defense and they must feel pretty comfortable about that defense that's why they're not jumping on it but we certainly could you know make the request and if there's something that's documented in writing from the burrow and someone gets hurt they can't argue they the county published it there um all right the website then who whose website kenor yeah I'll be putting it on there or if you want I can get you the times they're they're long it's like um you know um 6 to 8 9 well most of the days I have to look because it's different hours on the weekend than it is on during the week so do you have it I think Greg has the hours great would you mind thank you Sunday it's um 7 a.m. uh 8:00 a.m. to 6:30 and Monday through Friday it's 9:00 a.m. to 8:30 p.m. Monday through Friday 9 8:30 p.m. as well as Saturday but Sundays are the only short days it's 8:00 a.m. to 6:30 oh okay all right so then and then um I'm a registered voter so all I have to do is go up there and and early vote it's just like regular voting you're just doing it early same okay and and anyone could do their early voting m i mean that's registered and all of that correct anyone from the county can actually go to any of the early voting sites yeah y yeah but this is the recreation building yep it's right in there okay um the uh the stadium looks good beautiful as I call it because it's uh a bazillion dollars um it really looks nice they uh change the scoreboard um over the last couple of days that used to have um I I didn't look at it I didn't look at it I saw it from the back cuz they were you know but I didn't go on on the football field to look at it is it does it still say um Peter saragusa or I didn't see so you know what you could do go on the board of ed website and they have a tab that explains the entire construction process for the high school and um Harding in detail or you could come to the meeting Monday night and ask Monday night when uh the yeah the 9th 7:00 7 o' uhhuh okay um cuz but you might find it on their website they do have a lot of details there um with pictures and everything okay yeah yeah um well may maybe maybe I'll go to the meeting and one more quick thing um the picture in the hallway there's there's the kid at Black Brook Park he's fishing and it's it's you know from long ago do we know who that kid is and Sh who then a Sherer my cousin oh okay no cuz I I I I think that's um in the um the the school also they um in the Board of Education the where the Board of Ed Ed meets they have a bunch of old K pictures and I thought I recognized so it's your cousin that's great how old is he now I mean will he be was he okay with us discussing his age he's not a female year was that do you know I don't know what year it was taking uh he was I think he was about 10 yeah so probably around 1955 I was probably all right well anyhow I mean that that's a great picture because I I I was never much of a fisherman but I used to play in the woods up there me and my buddies would would play army and and hide and seek and stuff like that and I love that old Water Tower Hill but you know you can't go up there now because they have all the defensing and everything but anyhow enough of my uh old childhood memories thanks for unbelievable and the ice cream was good too great job charie I like to say I managed to make that ice cream social every year I missed it I'm sorry sorry okay there was a an issue for a Clos sessionable house but it's been kind of a late night already I think everyone's tired of hearing me um there is some recording that has to be done uh Angela did qualify uh to do that um I don't know that what I want to discuss in close session other than that well we you we still do have the close session coming up I just didn't get to it yet oh I was going to say and I think I can go into close session at the next meeting well if you want we can do it this evening if it's not going to take that long it won't take long okay so um I'll ask again before we do that if anyone else has anything else they'd like to say or discuss I I just have one thing mayor um I know I don't know if everybody's aware of it but there was a school shooting today oh yes in Georgia ingia a 14-year-old student at appalache High School in Winder Georgia he in custody and I just like for everyone to uh keep the students and teachers that were unfortunately injured and there was one two people pass two people four people there was two students and two teachers that passed away as a result so please keep them and their families in your thoughts and prayers and what about the shooter he's in C 14-year-old that's in C 14y old wow correct it's awful parents okay anyone else uh like to say the fireworks really great location using the bleachers that was awesome and the music right that was music was nice I think that's set the standard for the future that was really you just than for that he that his all sptify yes a lot of people said we didn't get the word out I don't know maybe I thought we did but maybe next time we'll get it yeah there was really good little things about the burrow uh it wasn't on the burrow calendar and a couple things and so next time we'll see if we can just push it out a little harder that so now I think everybody liked the uh the uh day before school starts fireworks too A lot of people like that I did get some feedback yeah they really like that was really nice maybe something forward to we did comment there that it seemed a little short uh for whatever reason it did seem that way it seemed like we got a shorter firework display than normally in the summer I didn't have any left so next time we'll ask for length and number of uh shells maybe that's what we need in our yeah C amount of time whatever the average is it definitely did seem a little bit last year was it less than that it seemed so short this year it it did it wasn't it didn't they're always good but it wasn't as good as it it usually is in my opinion so we'll look because we were sitting at that beautiful Stadium I mean it was uh so so many other things us okay um at this time there is need to go into executive session to discuss the following matter pursuant to njsa 10 colon 4-12 B A
