##VIDEO ID:4W22BuZ4TAk## good evening it is Monday February 3r at some time after 5 I'm going to call to order the meeting of the Kingston Board of Health um first item on the docket is bills do we have any bills none to review to review I did this fabulous being very efficient you didn't spend any money excellent um if everybody could take a few moments please and review the meeting minutes from January 6 that would be great probably should note to the town at this time that Joe kasman is not present here today that's what I do thanks l I make a motion to accept the meeting minutes for Monday December 2nd as presented January 6 January oh wait sorry I'm looking at the wrong one sorry did I put the wrong name no no I'm sorry I was looking at something else accept the meeting minutes for January 6 2025 as presented second we're I'm here we're all here except for you you don't have a link I didn't know I supp to send I'm I'm fine we're just gonna blow through this it's nothing exit okay okay no problem we've got a meeting going so I'm Gonna Let You Go no problem Joe talk to you soon bye-bye okay there was Joe just confirming he will not be present for today's meeting move seconded seconded yes all in favor I I Joyce obstain why are you upstanding because I wasn't at the meeting I cannot testify as to the accuracy of the minutes okay okay so um for the agents report we have for the most part completed all required permitting we do have a couple of pulled outs um one being Windgate which is problematic because it's not like I can shut their kitchens down we have been in touch they did turn in too but we're waiting on a third one of the third facility to submit their stuff um so we're actively ask after you know getting people to get their stuff in um and I believe we still have Speedways outstanding sky in Sky Zone they've got their so everybody's getting assessed the $100 late fee okay um yes so we are working on it um in addition we haven't had much septic probably a lot to do with a time of year pretty good per going right now what's that there's a pretty good Perma Frost the ground's pretty Frozen uhuh yeah so I have one going right now um because they need to get it done but other than that everything's been fairly slow uh not complaining uh trash quarters uh so we have now assessed two $200 fines and one $100 fine for again people not getting their quarterly reports in on time and so um that that seems to to be working because we no sooner sent the fine letter out uh and amazingly we got the quarterly report and got asked if they still had to pay the fine and um my answer was absolutely because it's four days late so um that that seems to be an effective tool for getting people to get things in um also to put out there is new deadlines for the permitting so as you know we tried this year to make the deadline December 30th to have everything in so we could issue permits so people would be permitted um at for the first of the year and unfortunately it did as you can see the three that are still outstanding have you know there was much more even after the first of the year what do we have 14 after January 1 it still weren't permitted and you know the first week we cut that number down to say seven and then the second week it was you know four more so it is becoming very time heavy to get all this stuff in compliance so going forward next year I would like to have the deadline be for submissions to be completed and turned in and payments done by January uh December 15 that gives us two weeks prior to the first of the year that also lets me um write up cease and assist orders for delivery on January 1 when people are not complying with we have people operating without permits um so obviously that's a problem so I'm I I don't know if I need to ask for your permission to make that deadline the the 15th of December but that's what we'd like to do and again we're asking this because I'd like to have plenty of protocol in place to get business owners so that they know this so they understand what's going to happen when things aren't turned in correctly I also think that by having it the 15th it's prior to the holiday and so there's no excuse oh I got overwhelmed with whatever um because this is not working what is the earliest date they can turn these things in uh you could turn it in we start sending out notices in October okay I was just curious yeah we send we send the first one out I think the first to second week of October we then send another reminder out in nove this year we sent out three plus reminders October November December and then multiple ones in December so plenty of notice should have a conversation about having an early deadline with like a 10% discount I really don't want to do that okay because we need to look at fees that's the other thing on my little report is that we are going through and comparing where we're at with other towns as as well as um permitting that maybe we're not doing that other places are doing doesn't mean we have to adopt it but I want to be in line um with everybody around us and we are I'm sure you're all following the budgets uh our budget has not been increased if anything the only thing we got was a 3.1 and that's basically that covers the cost of raise that's it so there is no money in the cell um to do anything at this point and we need to be with where everybody else in the surrounding towns are at some some of our permit fees are fine and do not need to be changed at all and then there's other things that probably need to go up by a few dollars nothing Monumental but we're looking at it and I'm not ready to say oh this has to go you have a cost analysis for yeah I'm looking at everything uh and try to try to be fair and equ a across the board for people and maybe doing some restructuring as to what somebody is selling uh I know that um it was asked about the Agricultural Fair the fee for a one- day permit is $75 for everybody no matter what the event is um and that is in my opinion the cost of doing business you all know I ran a small business for many years whenever I want to go be a participant in a show or a fair or anything that that is the cost of doing business and so I don't think I know that it was questioned whether we could lower that for Agricultural Fair I don't think that that is advisable because it's set a precedent so what's the next thing you know so I shouldn't lower the fair for the fee for somebody else but because it's the agricultural committee um the people that are coming to do these Fair have standing businesses they participate in sipen strolls and other programming around the town and and other towns so this is not an unforeseen expense um and the food trucks that participate in the Agricultural Fair are already permitted by the town it's a year-long um permit license so I just figured I should bring that up um and that's sort of all I have as far as things Food For Thought yeah and then the only other thing is we are moving ahead with trying to collaborate with um the student nursing Health Allied Health Services at the high school we have a meeting Janet and I have a meeting tomorrow with um both the library the r and I'm hoping that COA we did meet with COA but we're going to put it out there that if they would like to attend as well sort of everybody on the same page my understanding is that we used to hold these meetings prior to covid um the those departments all used to get together to S sort of touch base and see where people are at what programming is going on so that we can do some you know basically cross advertising well that's good and work together yeah um and then really the only other big thing that's come down is uh two other two things one is copying fees I don't have the budget to be giving out copies of anything to anyone um and so we've looked around at some other towns and the going rate seems to be 25 cents a page whether it's one side two side um obviously we email for free so that is an option that's a great option um and then anything that goes on the plotter is $5 a sheet because I can tell you that is expensive yeah our house I totally understand I'm not sure if that also needs to be that would have to be a boat I would rather have a full for that especially where it's a fee vote yeah all right well what are your thoughts bill that yeah okay well the only other one would be Joe yeah so um that was it on the copy I think that's important given that I just don't have the budget to be supplying people with and and we have um everything through public records request so everything can be emailed directly to you if you want it if you need a hard copy um I I have to cover the cost of it and I I'm trying to keep it reasonable sure um then the last thing is the Aven flu I'm sure everybody's heard about it we have posted on our Facebook page website we're in contact with um the animal Control Department as well as the inspector we are getting um we updated the town page too because page when I called still said to call our department when did it I updated it when you called me I called you yeah yeah we talked and I updated that day so just so everybody is clear on what the recommendations are through mdar and through Mass wildlife we the health department is not doing any testing we are not picking up any birds that is well outside our pervie if someone was to become infected as a human then it would become our issue it would go through maven we would be notified and we would do the appropriate followup as far as deceased animals go um because we're getting CS all sorts of weird stuff uh the only fowl that seems to be getting uh affected by this at this point is water fouls so geese ducks anything carrance seagulls anything that's in that bracket it is highly unlikely that it is anything to do with song Birds Blue Jays any of the backyard they're not this is what MD is saying it's not related so if you find a smaller backyard Bird yeah none of them it's got nothing to do with Aven flu if you are what we will be telling just like the animal Control Department we've posted what they've posted if you find an animal in your backyard you are respons as a homeowner are responsible for the disposal of that animal you double bag it wear gloves put it in two trash bags bleaching water on the outside dispose of in the trash that is what mdar and Wildlife Mass wildlife is saying to do with these animals they are not testing all of the animals um all of the birds so that's the information that we will be giving out um we are not keeping track of dead birds obviously so I did get one uh email from a newspaper today and I politely wrote back and said that those kind of requests need to go through public records requests because there are multiple departments involved that way everybody that um is handling it will get it uh and it's not throughout I don't want to be sending out emails requesting information that should come through the portal so um that will be how we handle it in our department if anybody's requesting information we'll poly ask them to put it through the public records request that way it will go to the appropriate departments and get handled that way so that's it that's all I got well I know in Plymouth um they have advisory road sign the center of town um asking the public to call a number to report any dinner deceased birds and I've always always want I looked at that I said dead or deceased what is the difference yeah um and the other thing is mdar is the the information I got is that unless it is like five deceased of the same species in the in like you know you have five dead geese on a frozen pond in one area and D wants to know other than that they're saying just dispose of the caucus and um the other thing is it is highly unlikely that a human unless you are in an enclosed space in huffing around these dead animals are going to contract Aven flu so the likelihood of us getting sick from it is not high however that does not mean you should not take precaution and wear gloves and put it in a bag um and the you know we should be telling everybody to stay away from deceased anything uh and keep your animals away from deceased animals like it's just common sense stuff so that's the information that we will be putting out mdar has all of the Common Sense information you need right on their website and and I don't think we should be [Music] um we have no ability to say if something died of Aven flow and so by creating a false narrative that we're not sure about I don't think is helpful or healthy I think that the um protocol should be this is the proper way to handle it this is what you do and it doesn't matter if the deceased animal has Avan flu or doesn't like it's just the proper way to deal with it you know if you are finding that what did mdar give us for a number five yeah five or more is what five the direct then I definitely would be reaching out to mdar but right you know and that would go through animal control or the animal inspector anyways because they're the ones taking the right on to MD's um and it's super easy to file a hey I got five dead birds I got five dead birds and they are located here yeah really really really easy so I think the big takeaway is just making sure people understand it I'm more concerned about people's pets getting into the Seas stand you got a dog it's gonna track that yeah so and wash your hands wash your hands wash your hands but you should be washing your hands period which should be our Mantra of all winter because we have neuro virus we have flu we have Co we have was your hands cover your mouth please stay home if you're ill yes don't come near me good rules to live by yes normal winter rules so that's that's really all I have for the uh report if anybody has any question anything else you want to add about no I I think I just wanted to get um a sense of where we were what the protocol was um the last thing you want to do is start panicking or you know uh spreading false information creating a sense of anxiety but at the same time you don't want to look look completely complacent I want the public to have a sense of you know the board is on top of it to the extent that we can be uh you know we're living in times of you know limited resources this is something that obviously the state is monitoring they have the resources to do so um and that's it you know we're not we're not oblivious to it we're simply no it's no we posted immediately the minute it came down from Plymouth like once we saw that we had had any reports of anything but we just posted hey this is what's going on be aware of it yeah I that's my big thing I really firmly believe we should not be putting things out that are going to cause any kind of Hysteria it should be basic facts this is what you do and leave and and at this at this point um um bird to human transmission is extremely rare it's only limited to poultry Farms do he only cases that have happened is on large scale poultry production and if you knew the conditions of these P farms you would understand yeah how somebody could get could contract something within the confines yeah I haven't heard of even anybody's local flocks being affected by it they were saying last I read they were saying that the local flocks are good and it really it is strictly water fowel at this time and the thing is is if you are it seems to be our larger water fowel too yeah Canada geesa like the big guys swans SW swans are pretty easily susceptible they're very gentle very susceptible um but as far as um the chicken flocks if you are abiding by MD practices of good chicken keeping you shouldn't have an issue with it because your flocks aren out roaming the back 40 uh coyotes will take care of that anyway meeting yeah them up I can hear them yeah I'm s I'm satisfied that we you know we're we're on top of it great any other business we'll have to wait for the regulations yeah review Jo if there be none I would no how about our next regular meeting yeah let's try that looks like we have that schedule for March 3 yeah um sounds good well I mean is that fine with it because I know I'm okay with that comes up it seems like the meetings have really been condensed the last couple of times so I'm not sure that every two weeks is I think we have them on the books in case we need them and when we don't have a lot of business or if we don't have business really cancel then we cancel them um I am fine just because we would have back be on vacation week we'd be back to back meetings yeah um yeah and we don't need and if something comes up that requires a variance I will just call you guys and deal with it that way we have to have a a meeting because it's some kind of weird emergency that I un you know can't foresee then I will put that out there but I can't imagine given the weather that we're going to be in great need of emergency variants okay I should have by the time the next meeting comes I should have more information on adus and um what's going on with that we have a meeting on Wednesday about it so sort of be proactive about what we can tell people and that kind of things we shall see I just had a question when is your next serve save uh not April okay yeah yeah so we did 20 that's great yep nice F glass yeah I was that's big back to yeah for me that's normal but I yeah I will cap it at 20 I think 20 is a good size for that room perfect um so hopefully we'll get the same amount for April very good okay so next regular meeting will be March 3rd 20125 motion to Second all in favor e --------- ##VIDEO ID:BBq65RJCwPw## uh this meeting of the Recreation Commission will be held in person at the location provided on this notice members of the public are welcome to attend this this in person meeting or remotely all Town board and commission meetings are required to provide remote participation if there's a technical problem remote participation meeting will end and so uh roll call uh Mr baitman here morning here bat Rooney Joe Cunningham here Dan Hagerty okay I want to do roll call um okay so we'll have meeting from last meeting yes which I put in there and I think brand any PL out so just to make somebody needs to make a motion to approve the meeting minutes yes I will make a motion to approve the meeting minutes um this um I can from January 13th second all in favor Joe hi awesome and then our next um our first agenda item is a facility use request um we have a request from the hilltop athetic Association to utilize the B1 parking area Benelli field area on Thursdays from 4: to 10: p.m beginning April 3D through October second uh I know unfortunately Pat's not here so I don't know if you guys have questions Ken is here to talk about that but you might need to vote on it at the next meeting because I know that Pat usually is our Point person with regard to the athletic organizations um especially going into the fall the fall dates with football um and some of those kinds of things so I think that we need to have their their input prior to a final decision but I don't know if you guys have any questions for ask questions while here and then we W have to return would you like me to come to the sure have a seat long giant table you I appreciate you taking the time and your meeting to see me about this uh the reason for this ask is uh some may or may not know that the hilltop host the uh Southshore food TR on Thursday nights we've been doing this will be our fourth year the first two years we did on Wednesday nights it was a great success uh last year we started Thursday night nights and uh it was uh even though we had really bad weather most Thursdays um it was still a success uh the community seems to really enjoy the the event uh it's it's a good uh good spot for it you know near the fields it's out of the way path and the field location where we use Benelli uh the parking area is is just um a really convenient spot for the overflow parking uh the hilltop has enough parking for uh you know an event small event at the club but definitely doesn't have enough parking for such a large public uh Community event so in the spirit of community with partnered with the recommission last year and hopefully this year and the use of the fields and the sports organizations through kyso have been understanding uh uh and have not used that B1 B field uh on Thursday nights it's a small inconvenience uh to them because I think there the usage would have only been about five or six of the 20 some odd nights so that said uh I would appreciate uh you know your consideration this year and the positive outcome and if there's anything that you folks have heard that was detrimental to the the complex and that we could change or work on please let us know can have you spoken to kyso already uh Joe uh that's thank you for the question I have not spoken with kyso uh that communication went through Pat Rooney okay and Pat I believe has spoken with those folks the the the main uh the main ask here is just no activity on B1 field um and like I said last year I don't think they really had a problem okay the the only thing I had added which I said I think we need to go back as I know the ask is on B1 but for example when football sometimes does there if they had a scrimmage um I think they've tried to have them so they're not on Thursday night but we just need to confirm with that right because even if the they'll use that overflow parking so want to make sure that we don't have any too large events on the same right the same evening so I think um that's just to check in with them yeah and you guys have there was another event I think maybe last year that you came before to ask for overflow too so that would be the only thing moving forward if there's any other types of events so that we don't have that congestion conflict yeah so that other that other event is uh I didn't have the date when I made this but I know the date now the other event and I'll I'll if you if if you would like so I can create another request for that but that's going to be October 4th uh a Saturday Saturday so I don't I think that's early enough in their football season oh wait when do they start football right in the middle of their football oh that's well that's well it so um but we don't know if they have whole more Way games and the same soccer will be Fields during that time too so that's what we'll have to check on okay their scheduling y I don't know when you're yeah but if you can put it in separate request for would be the same thing all right so so I think in the spring season it seems to be not as much of an issue as sometimes with the fall but again I want to double check with the right Sports organizations to make sure we don't have you know conflict inside they're going to be using that par understood y understood I can just say by you know was talking with Pat and um some of the guys like Pat young with the sports organiz ations I mean the hilltops done a great job at really not intruding on it so you know Ken once we look I'm I'm all for it but we just got to make sure we check all all the boxes yeah and last year change the way that you did the help like the support with the parking too I thought it was smoother did well you know yeah I don't know what it was but you learned from your mistakes and we we the first week we've ever we ever did it was just a giant mistake and I don't think is the first time you do it I I don't so I tried uh as you know the coordinator as management club is I tried to to you know get the police backing you know and say hey and I was just told at that point well let's see how it goes probably not the answer I should have gone with there U so anyway uh we have a we have a sophisticated staff we were all talking to each other on radios um and I don't think last again we do better every year we learn something new every year yeah so I think we're in a good spot I really do the community seems to really enjoy it yeah I'm the same I I'm on board too I just think we just have to check with kyso and check off all our boxes and all the sport I don't think you'll have to come back I'm happy to come back for the other ask the other ask is a much bigger event but it doesn't really affect anything okay because it's starts at like six o'clock at night oh but it's but it's a giant event if the weather is nice October 4th yeah there's going to be okay that could leave again depending on where the the fall sports are like soccer soccer and football will still be playing during that time right so and they do have some n games but maybe see yeah that'll be that's that's a Thursday de fourth right well the fourth is a Saturday yeah that's a big event on Saturday the only thing that would interfere with and uh I believe it interfered with one year is they had the Super Bowl they yeah no they did a scrimmage I think that would be a Thursday the scrimmages were normally on weekdays yeah they I think they switched it without knowing so I think that's what happened and date or something now if the weather is really good on a On Any Given Thursday during the summer um there will be some overflow into the back you know the backlog of the of the Field Complex um so that would be on you know this side of Rizzo uh where the old B3 was where the basketball courts are there could be some it could be even bigger than that and it could overflow way back um that happened a couple of times and I don't think it was a problem we sent you know people out there to Dr traffic in in the complex and you know I it worked out yeah and in the summer it's not as much of a big deal the sports sports group not planing during that time right so they're usually done by middle of June I think so you've got pretty much the middle of June through the middle of August where it shouldn't be an issue it's just with that August fall time frame probably would be the trickier one to figure that out yeah and as always communication is key so if Sue has a problem she'll get in touch with me she knows where to get in touch with me um and you know I'm in constant communication with Joe and Pat through other things too so if there's ever a problem you know we're willing to work it out all right so anybody questions anything else Joe from you no I'm good I think it's a great event all right cool all right everybody thanks great night thank you I appreciate your time folks thank you all right bye bye bye bye all right uh next on agenda Recreation Office program Administration administrator updates what are you gonna do are you gonna do on that so I'll just do that um Brandy's not with us tonight so um just she's been working a lot you can go on our website and see how many programs that we have um a lot of really good things still a bunch of things with the schools kids Test Kitchen is back that's been huge um she's got another one called energy and motion M runs wi turbines and more uh that's kind of new with one of the um over at the school we added the babysitter safety training because we have a lot of people that were interested in that she added a creative Electronics program um we also have a little Sprouts play group for school vacation week in February that was on there and then I added today also the grace beach park sticker information so it's just an informational page so people will be able to to go and get the information that they need um that is April 1 and we can talk about the sticker fees in a minute about some of those changes we had our first tea and paint night last Friday night and we added another one already um it was a huge success everybody had a great time and then um we've been doing adult pottery wheel workshops as well with our um our our coordinator so a lot a lot of really really good things continue to be added um bry's been doing a lot of research and contacting a lot of other people so grateful for all the stuff that she's done and everything's filling up too awesome y we haven't had to cancel get cancel one thing a lot of and they're like all full the winter time for sure yeah our Partnerships with the schools is just incredible I think not only just for for the families but also for the teachers I've had a lot of the teachers say how much they're appreciative be being able to have the opportunity to do that because then they get to see the kids in a different way and then it helps them with the kids in the class to being able to have a different kind of connection and they also get to meet some of the kids that they haven't worked with yet that they might be working with in the future so um I think they really are enjoying it too which is huge so that's a that's a huge huge opportunity to connect sure is can aade support for parents yes a couple hours yeah and it even even some some families you know their kids are in the Y program which they fin they St a little bit later so the teachers there are gracious enough that they actually bring them back to the Y program yeah so they've got different things going on which is really cool so yeah I love that doing some great stuff okay so um anything else on okay so let's move on to director updates um direct updates so CPC project updates just to give you an update on the well and irrigation project so our um well contractor and our electrical contractor have ordered the equipment um for the next days um The Well contractor just let me know today that the pumps and the motors and something else are in um so that is great because last year we had such a delay in the project because of the production of things that were necessary so I'm excited to hear that they're in their shop um and then our electrical contractor already ordered all of the stuff that they need um they are going to be removing some wires from inside the vault wellp which fills up with water sometimes um that to outside to do a different type of a system so they have to wait on the weather a little bit once the equipment comes in so that is going to be moving along so I'm really excited about that the tennis court project um that we've been working with our engineer on that and that is actually going to be open for bid on February 5th so this W Wednesday right this Wednesday it will open um they are the point person so people have questions or to get uh the bid packet um they'll be reaching out to our Engineers helping support that um so if anybody knows if anybody that might be interested in the tennis court project I can give you the contact information and also should be um available online as well so I'm excited about that and then our time frame is pretty quick which we hope will be a good thing during this time year we want to have it done complete by the end of May um so if we can get I think the bid opens the end of February so weather dependent they could start as soon as they are able to do that and then just have to be completed by the end of May before closes the end of February February 28th is the bid opening correct yeah so that will be the bid opening and then we usually take a week to review and assess those and hopefully get a contract underway the beginning of March right so moving pretty fast in April um well weather dependent you never know so if we could get in earlier then we would because they're going to have to be doing some um excavation work and things like that so they might be able to get in soon yeah in that meantime will the pickle balls they'll be able to use the indoor yes yep so they'll they use the indoor that so this has nothing to do with the Graze be yeah no I just didn't know yeah so our pickle ball program still will inside in the springtime their next session um which registration is opening in February a little bit early but their next session that will run April through June they start to play outside if the weather is um good they like if it's over 40 and sunny then they're usually outside so they'll continue to be able to do that down a Grace Beach par yes um just another update on CPC um we were asked to just give some additional information on open projects and closed projects so just to give you guys um we've closed out three of our projects we had a playground fence replacement which happened several years ago we had $44 left in that so that was closed out um the Rosefield restoration again which was an older project there was $1 15,576 left in that that was closed out and then the opachinski Engineering Services accessible walkway um that was for um an assessment and we had $ 27,467 [Music] um budget and then we have one that do you have that total of that or I didn't do the total all them together no 274 30 42 about 43,000 awesome approximately um and then the current projects that are still either underway we need to keep open graise beach park playground we have 27,000 uh $2,700 left in that um we have a couple of things that after a year's time they go back and then they just kind to reassess and look at things so we just want to keep that money in there until that time um and then the opinsky fields and drainage so the B1 and B2 field project and the drainage project we have $ 46365 left in that and we want to retain that until after the winter to see if there's any um additional seating that might be need to done on the fields after the winter and also if anything settled with the drainage project so if we need to make any adjustments and tweaks on that so we're going to keep that open until probably I would imagine maybe the end of the spring sometime in or the end of the summer um the opin irrigation well system there's $2,896 in there and I think that will take up about most of the rest of the project work which is the electrical and the pumps and motor replacement that's going to be happening this late winter early spring um and then the re tennis courts it's $150,000 for that um that's inclusive of our Engineering Services as well as the project where we just went out to B we don't have any idea where the money is yet on that but we have all of that money so we still have those four projects that we're overseeing um from CPC uh so that's it on CPC on fiscal year 26 budget updates we've been working with our Town Administrator on the budgets budgets have been presented I mentioned in our last meeting we did a 3.9% increase we requested to do 4% or lower um we I have a meeting with our finance committee on Wednesday evening uh to meet with them I did meet with the rep two Representatives at the finance committee on Friday to talk about our budget um the board of selecton voted at their meeting last Tuesday they voted on the budgets as presented by the Town Administrator um so our budget budget as presented was uh voted in by the board selectman and approved at that particular meeting um so that's all I know for now but I'll keep you updated after the finance meeting and things like that um Capital planning I haven't met with them yet uh Keith was going to reach out to them because we weren't on the original um but that's supposed to be on the plan that's for the security systems so I'll keep everybody up to date on that um there's another general which isn't on here but I did meet with um Chief Holmes and Lieutenant SC SC SC sorry um I say incorrectly I met with them today um just to talk about some collaborative programming and some Community Connection opportunities with the police department and the community so we had some really good conversations about we've been doing a few things here and there we've had the DARE officer come here in the summertime um we've worked with them on the U women's self-defense program but there's a lot of other opportunities so we talked about even some quick things about you know if the kids are out doing patrols and they have some time maybe you can just pop into a program here um instead of trying to recreate programs where people can meet them but maybe there's an opportunity where the officers might just be out and about and can come in and um and they just say hi and see what's going on so we talked a little bit about that and we've talked about uh a few more um other programs that might might might come underway so I'm excited about that and they seem to be really excited for that as well uh Property Management updates not much happening here um in this building right now uh Grace Beach Park a couple of things one is that was brought up that um there might be a need or an interest in having an a installed down at gra Beach Park um we haven't put one there in the past we were a little bit worried about vandalism and things of that that's the thing we have upstairs so it's a shocking it's a it's a your like the CPR the automat automatic electrical fibrilation something okay now I know what you're talking about um so we have one we have two down at opinsky complex we have one here there's one I believe at the font school um so there hasn't been one at Grace Beach since we haven't had the lifeguards in the water front because they used to have a portable one that they would carry in and carry out um so the concern is still about whether we want to install one down there maybe do it in the back of the shed at the tennis court where the pickle ball players play so I did get a price from the fire department um through the um facility manager it would be about $2,900 if we wanted to purchase one for those um we we could fund it if we wanted to do that so I don't know if that's a discussion you guys want to have tonight or think about it a little bit more it probably take a little bit to come in but um I know it's been something that's been asked by personally I think it's needed yeah yeah I think there's enough activity going on down there especially with older adults yeah yeah I mean sorry does it require training to use one no when you through it so it'll say open thisave this it says this yeah have we ever needed it at not that I'm aware of no but I mean if it's something you guys want to vote and move ahead then I can go into purchasing it and then we can have another discussion either with Rob with a recommendation as a location we'd have to purchase you know the um like we did that I mean it's been at opinsky for a long time and there's never been any issues down there so maybe it's just one of those things that hopefully would be safe where it is um but to talk about so if you want me to go ahead I can move forward if you guys want to vote on that and then we can talk about location down there I'd like to make a motion to purchase an AED for Grace beach with the location to be determined later okay is there like a concern that it vandalized I think so yeah yeah so so miss second I second um all those in all those in favor and we have to do a voice roll call so Joe Cunningham yes hi great fantastic um so that's that and then the other thing is just to start believe it or not talking about music nights and dates um we've been meeting in our department and would like to bring back the majority of the um musicians that we've had in the last years because a lot of them the past year were local residents and I think that's a great way to continue to support them and that people like it I don't think we need to mix it up and do something different every year um so we were going to reach out if you guys were good with that I think there's only one other um one other group Deb was going to reach out to somebody but if anybody here has recommendation to then we can look at that um we were thinking of starting on June 11th uh to fund six of them um if we get money voted in through the town meeting for the Samson fund uh so it would be on Tuesday nights again the only thing is I want to make sure I coordinate with the selecton meeting so I don't know where they're at with dates so have to double check with that okay you know we don't know I mean right now we're on just a regular schedule so I can tell you what our next dates are but yeah sotify that first yeah so we would think about starting June 11 and either the week before or the week after but around that time frame that would take us through I think we ended up at the beginning of September because we had a couple canc right we had a rain or something okay so six of them and then well that include that Acoustic Sunrise one no but that's a different one so if there's funding available or we still have some funds left available um so on Acoustic Sunrise we haven't looked into that we want to talk to you more about that but we do also have an idea for a vendor trck find I don't know if you have had anybody um so there is a new company that's coming into Kingston that's going to be running um out of the ninos location so that that was purchased by a company called slack tied coffee and roers uh they are out of Marshfields perfect they actually have a truck already um so moving into the community they might be interested in in they have three two facilities now I think to leave one in Marsh field right down M mfield and then they're also in preves in Handover they have like a little build spot in that space there um but I think want to do a lot of community things and I think when and when I saw their food their truck I was like oh this would be perfect and they sell food it's not just c yeah I love it so we can talk more about doing acoustic I like that and then any other food trucks um we were you know if anybody has recommendations I think we can switch the food trucks excuse me periodically if we want to do that we've been working with just the dip they're great um and then some of the other ones that are coming in and out I know that slacktide is said they are going to be doing ice cream I don't know if they'll have an ice cream truck okay um so I'm GNA reach out to them actually the owners um sometime soon go get some coffee anding I don't know all the details I just saw it actually was posted and somebody had mentioned it to me so I saw that so I'm going to go to the Marshville location just drop off my card and that's some I know the farmer market was using ice okay might it was pretty good and white yeah I don't name of it I know I can't remember wasn't the Plymouth party yeah so we can reach out find out yeah would um and then I don't know if we want to continue to reach out to do um alcohol one I know that there's been conversations about D and on that so I don't know what conversation you guys want to talk about now or wait Mee there wasn't any issues or anything no I think people enjoy it um and as long as this is all half it's early in the evening it's yeah it's literally one and done I mean so quick but with is the breweries I no I haven't reached out to them yet so before I did I just want to make sure we were comfortable doing moving unless there's neighborhood concern or I haven't heard any concerns I think that I I would like it I I thought it was great yeah had some nice opportunity yeah for local you know so once we kind of confirm the dates we'll start reach to not them so we're working on that stuff so that's great and the other thing about Grace beach park so the sticker sales information um um the only thing going back to our budget uh the board of Selectmen did uh discuss the sticker sales at their last meeting and they were concerned that this fee was too low um and one of the things that I Missy and I talked about is I think a misinformation to all of you let our last meeting so we didn't uh raise the fee last year it was two years ago right uh so the board of selectman with that um decided to raise the fees to $30 and $60 um so I don't guess that's kind of a done deal I don't really know the procedure there was it was conversation about raising sticker prices across the board and there was a motion to increase the sticker price from aund uh 100 and2 200 and um I thought that was too much it was kind of against what we had talked about and I Y and I had expressed that we didn't raise prices because one we thought it was just done a year ago and two people were going to spend already extra money on Water and Sewer bills and that was kind of our conversation at the table and so um with the information that I had in the moment I I was the one that made a motion to do 30 60 I was worried about the 100 um and I talked about how it's tide dependent and this playgrounds there and there's different things people use it for I just think 100 we might personally I think we might price ourselves out this up that high I don't know if we make the money for that but that was my motion so it was 25 it was 20 and 40 so it went up to 30 and 60 60 for non resence with the same um the same discounts that we already had available for the seniors and Veterans yep $15 off I think okay that seems like a reasonable compromise to me yeah what do you think I'm I'm still trying to figure out um if the board of selectman is going to make changes to the sticker prices if where why we set the sticker prices to begin with so I'm still trying to Pi it up okay but they came up during the budget to100 a lot it's a significant change and like I said I think we would price ourselves out um and they also Wen that you had to keep sticker prices to you can't more than double it because of the France that we've used to fix the beach in the past kept it at whatever our resident sticker is we can't more than double the non-resident so you have be had a little bit of a conversation about that as well I think that was a good call on Joe you agree I agree yeah I thought we did it last year but if it's been two years I'm definitely an agreement for it great so again going back that information's online so um you check it out make sure I didn't things but feel free to read it but it is available so people will know that they'll go on sale on April 1 um the athletic complex and field updates so there was a meeting here held in person um with kyso which was a great meeting there was probably about 14 people here some of the kyso Reps in also some of the presidents of the organizations and vice presidents show up which was um really really good to have everybody uh provide an opportunity for them to give updates and then for me to talk a lot about kind of what the relationship is and the partnership is with kyso again a lot of new people coming in how we got to be where we are with um budgets and the facilities and scheduling and all of that so I think it was a really really good meeting I was grateful that John and Pat kind of spearheaded that coordinated to have a live meeting I think they're going to do live meetings moving forward and either use this building or maybe font school which I think is great for them um to have another um place to be able to have those uh types of meetings but there wasn't anything that came up of concern the biggest thing we talked about towards the end is our recommendation from our turf contractor recommended that um to see if there's any way possible to rest the Rizzo field this spring whether it's all of April and all of May or just all of April so that conversation came up and it was actually again a really good conversation all the SP Sports Group understood where it was coming from um nobody seemed to be really upset or you know about the recommendation but more so is there a way to make it happen so they had already started talking about is there a possibility to have that happen or can we have you know some of our games home games be um only then the end of the season and have all of our away games in the beginning of the season so we can rest Rizzo or those kinds of things so it's basically soccer and laass for this season and they were having some good conversations about that so I thought that was really good so we'll just see where it comes um Pat did mention that if for some reason you know our trft contractor comes back the end of April I mean end of March beginning of April when snow melts and the seasons are supposed to start and he looks at it and because he overseed and he did three different directions so he did a ton of work to the Rizzo field um and if he's really concerned more so for safety than um just the turf um playability then he would make he would let us know and then to make a decision to say sorry and I did we did tell them that but that's not the plan we're not going to override what they're going to try to be able to do try to work together um so again yeah it was a really good conversation for that um the other thing on property updates so we have a bunch of repairs that are going to be happening down there um the concession we did receive the um information from the the funds from Silver Le youth football regarding the fundraising that they did for the stutters that's already been delivered and they're going to start working on Wednesday weather dependent down there so they'll be working on that first and then doing all the repairs of the press booth and the buildings and things like that um the other thing is just to update we did send out I might have already mentioned it last meeting but we did send out our letters to our returning staff next last year uh couple weeks ago they have to get those back to me by the middle of this month so then by the end of the month I'll know where we are with returning staff um and things for that and then I'm working on uh that also just the language and trying to get that underway because people are asking already when you can open registration so which is a good thing I take that as I take that as a positive you know that's um the sooner I can get that available for people the better it is for them to try to plan so I'll try to continue to move that along it used to be used we didn't do it before until sometime in May and then it was the beginning of April and I think last year I did the end of March so you know we can do what we can do then we'll continue to do that um I think that was it K music I ask question you can are you thinking after you figure out February's cre of kids are you thinking timeline March for the beach stuff asking that same question I usually do them a little bit later I usually do it by the i' probably do it sometime I'll send it out probably sometime in mid April I mean mid-February and then get try to get back information from them by the middle of March the latest I was yeah it's not as you know we have a little bit more flexibility with we don't have that we don't have that many so yeah so I'll be sending that out hopefully with if anybody's asking you probably within the next couple of weeks for them great that out for the returning staff y um and I think that was all I had I don't know if you guys have any other questions the only thing on this is like I said back to the hilltop request we'll just reach out to kyso like you said Joe as well um and talk to Pat my biggest concern is not Springtime it's more the just get a little bit worried about the fall schedule for sure um yeah the football and just it's just so much and then the same thing with that October 4th date that he's G to put that in but that that's a little bit just a little bit of a concern but I'll coordinate that with that and we'll bring that back for the March meeting okay so um I think that was all I had and then I had for the next meeting March because bry's on vacation on March 3rd but if people can't do that we can try to do March 3rd and just get someone else to do the meeting minutes so that's up to you guys uh or March 10th March 3D um so March 3D would be our normal meeting I just bumped it to March 10th oh yeah in case um because Brandy won't be here um I like the 10th better the third my birthday not that that really matters it does matter of course it does so if the tenth works for everybody Joe does that work for you taking a look right now yeah I don't see why not okay that's a Monday night yeah that's fine yep second Monday there are five Mondays in March so technically we're you know still okay all right so we'll leave it as March 10th thanks he gets your birthday to go play and I think that's all I have anything else um no just um you want to give this to Joe you want to send email him or he'll be in his I'll put it in his finder yes yeah I'll put that in this finder meeting minutes and everything else for that from that we got like the commissioner bylaws just to review so when you come back Perfect all right um has everybody done their um oh thank you yes have we all done it I I did I finally got mine in I mine's not due until April so I have to do it for school as well so I sent I sent him my certificate that keeps me in it until April so I'm up to date for now but I'll all right perfect I know Pat did it as well they were trying to have everybody do it now the same time but I know there's certain people that they mentioned about not being a so that's good so I'll just so Suzanne's the only one I'm not sure of Joe okay checking with her but I've done mine yes yesc great and I will I will do mine as soon as I see the school timeline awesome all right I'll make a motion to adjourn and I'll second it all in favor Jo Joe hi I miss
