everyone thanks for making the time Mr Lauren said Rob D broso attorney of law dambroso law in Plymouth I'm here on behalf of Windgate got David felin with me of Windgate as well um and just wanted to uh make a presentation to you relative to a proposed um conversion of a previously approved portion of the campus so I'll get into that so in 2007 Windgate was issued special permit from the town of kingon zoning board of appeals actually modified an earlier special per but it was for an expansion of the existing facility 127 additional units and that was broken down for it's worth as 12 Skilled Nursing Facility units 55 independent living homes and then 60 independent living apartments that was an addition to the existing 262 units okay so 27 127 new units approved um and I'm G pass out you got six so someone might have to share I'll give you this is the this is the plan approved in 2007 yeah so uh so this shows the whole enchilada as it was proposed in 2007 again not not all of which was struck so what Windgate is proposing now for 2025 is to um only build and I'm another item here that's built is the two buildings that you see closest to the exactly and then this is a basically that part of it so you look at look at the building on this plan marked building a you can see that on the larger plan that sort of L-shaped building again that one was not constructed but what's being proposed today is that a building really of identical Dimension shape footprint size I'm not sure about style but basically that building would be constructed um but instead of being uh independent living apartments it would be age restricted affordable unit it's 100% affordable so that's the proposal today and the reason we thought it made sense to start with you guys is that you know we're aware of the water moratory so again our Our Hope and our expectation I guess I'll say hope is that you know since this was approved my understanding moratorium it's for new development and since this was something that was already permitted and subject to resisting permit uh we' be optimistic and hope you take the view that this is is subject to uh the moratorium again same building same number of units just a different purpose and in fact I'll sweeten the pot a little bit so to speak if you look at that red um kind of bubbled area on that first plan that I gave that was a portion of the development that was going to occur on the other side of Lake Street and it's adjacent to some conservation L this sketch not only is that no longer on the table for construction but as part of this proposal what Windgate is proposing to do is is donate that to the town but the town to use as open space so we think that's appealing for a couple reasons you got some Upland there that could be used for ball fields or Recreation or more active um use conservation land and then some of the the Wetland is adjacent to existing conservation land you can see that on that colored map that I small 8 and half by 11 um and it's right next to Jones River so it's about a 20 acre 20 acre D 22 it's just below uh it's like 17 18 yeah okay so we're just sh 20 acres so again that's a nice you know Not only would that not be built but that's kind of part of the overall proposal here and Matt and the conservation department has been receptive toward the idea of the Town taking it you know sometimes you see people throw you know oh we'll try to put this little bitty piece into conservation but it's not contiguous with any other open space or it's doesn't have any Wetland values you know we think that this actually is the other of spectrum you know has some nice conservation value contigous existing open space in Wetland so again I think that's you know part of The Proposal here again so just a couple other highlights here and then I got off my soap box here this is smaller than was previously proposed as I pointed out that 127 units now again eventually in the future Windgate would like to come back in and do some additional aor ship for the 4 now we're just talking about phase one we'll call that 60 unit building that is proposed that's building correct yep that's building a you see there um you know this site is serviced as you probably know by private wastewater treatment so it's not on Town SE it's not sep it's got its own private system that has capacity for this because designed for for the buildout um and it's on uh it's on Town water as well so uh again the usage is is is significantly less than what's currently being uh consumed so that's special permit contemplated 65,000 gallons of water per day consumption right now we're only around 18 to 20,000 gallons so you know again well under what was projected here in terms of capacity for water and uh Wastewater um again that's uh those are really the highlights of what I wanted to present unless they best add anything you know he could uh chime in you know I think that there's some Merit here certainly in terms of getting Kingston pure to that total affordable unit count um questions I want the affordable question if we have 60 units built within a like a onee time frame you get to ask for a pre 40 so we get to say no new F long a year my concern is we have a m says there are no no hook up in count from my standpoint that means absolutely there is no new hookups in town no new projects allowed doesn't me from my standpoint that's you know as beneficial to the to as this may be the last thing we want to do is to open up for a particular project there 120 y unit whatever it is if if we can't do it for businesses that want to build in town we shouldn't be doing it for anything else that doesn't have an existing service to the proper line at the project time so let me mention one C I should have mentioned when I made my own I think one thing to consider here when you think about this project these projects have a long time frame in terms of development funding um you know build out so actually and again I don't know if we have predetermined end to the moratorium but we this would be constructed during 2026 and it really wouldn't be any occupancy what it was the fall of 27 David yeah so we're really you know almost three years out from when water would be any additional water be consumed I don't know if that changes anything but it doesn't really what we had said publicly is we can't allow any hookup until we know that we can turn this F to to the new well on so that in fact you can supply the town with an adequate supply of water and you know and unfortunately projects like this that have a lot of positive potential to the town are also uh being held up just as positive uh commercial development down but if we don't stay on course we are then subject to all sorts of ramifications comments and that we at least I feel we are not U responsible want to stay true to where we are as bad as it is and it is bad we're probably talking what probably four to five years before you know the world will be up and our when you say the the tap to the property one that includ the existing lineup CH to put a brand new development like this in yes it will I mean it was a single unit and there was a single service to the property line that would be one thing but the build how many units the 60 units come off the the main that's on on CH way and then when we eventually go to phase two bring new service I have a question so the special permit right so you right now was that a water condition appr plan 65,000 Gall 65,000 all right just hypothetically could you pull more water out of your existing buildings yeah we've been carrying that that increase in in groundw Dish since yeah I mean the L of the law my concern is is same that that as much as I love to to see this I consistency is what we have to lay allow this it's just really it's not a fair system need to make change to theuse they could just build they have per they already have permit it's something that they're legally entitled to build because they have the permits and they pered for the water systemar so I guess that's a question I have is a legal question type of thing or is this just a a they were approved that's I was wondering if a commission approved it back then that was a service that's approve I think we should ask because otherwise we be spinning out yeah if Town Council says that we uh we can provide the water in spite of the moratorium because they have grandfather oig to do it then if we're obligated to do it that's fine because then the next person that comes in said but look at Windgate we can say show me show me your pre-approved plan prior to that otherwise I would like to be able say yes yeah that's why that's why it was important for us to get in front of you guys I don't want to commit $300,000 on site development planning let's ask um Town Council for an opinion on this because um if you're right um I don't see any problems with this quite frankly this is a really good thing for the town it's just the issue of water the only issue I would have is like you know how much we already are over pump so in the short term we do have some isues there in the long term we're going to be fixing those for but I would love to find out if there's going to be any issues that our engineer sees and this much usage for the that ret yeah and bear in mind we're looking at a27 yeah we're still prob be two years out after thato so put more jeopardy with the state prob me to know you might still legally from be allowed to do that but even if it puts us in Je state if they have a legal right to that water based on votes we've made in the past I don't think I just like to know let yeah if you want to take a yeah I can email to you zba case 1197 which issued in August of 2007 um let's see there was a hearing March 7th I think was the first hearing and then it was went through a series of hearings until August so I would look for you know March there was one in March there was another one may may 2007 June so anywhere january7 aiss prior the same day so so I'm hearing maybe two out of three are favorables you my concern we have always leaned heavily on making sure whatever we do we do across the board we're not there's no appearance of favoritism by any reason that's all it should and and that's why I'm far as I'm concerned my answer is at this point no but in last Town C said we absolutely have to do it my answer still going be know no matter how good the project is how beneficial to the town it may be us to do our job and do it every res every business we need to be considered but if Town's council's answer is yes we're not going to waste money on legal fighting it I guess is a way for to do so you know if it's gonna come down to to so the zba you know planning board ask you guys for your opinion it sounds like might be well we got water problems but but but if it's thege the the figure it out it not matter you know it would be nice I guess if Council says y they have the right to build 126 years 12 previously you know it would be nice to get you saying well we like the project you know and we prefer 6 Fe yeah opposed to we hate the project Our intention is to do just the 60 right now get that filled stabiliz by then the will be well we'll find out what whatever problems we got with land that's a double Insurance because what conservation is done by adding additional restrictions nobody really can do anything with that other than completely pass so that even though we may need a additional wellsite if we find a wellsite on plan been designated conservation because they've added caveat that require changes at the state LEL Department a you know we didn't really realize what they were doing until it was done and now we have to go to the legisl to see if we can change it even if it's to put in something like a wellhe you to the that most department and [Music] there they weren if it winds up being athletic fields it's a way I'm sure the town would figure out a way how to De up the land as long as you didn't respect conservation yeah I mean I don't think don't don't leave it open because if it's left open you'll think it's going to and that's the way it would be presented if you want to look at it there's plenty of time to do that we don't need to know that today or tomorrow just don't just don't tell if you guys want to do some some some test Pits on there so where's the new coming on few years off of Bishop right to treat one of the reasons we we built the large treat facility so we can put another Well's water in there to treat it knowing for a while we going to have to treat it existing treat [Music] [Music] no uh do we reach out to Town Council you reach out well that's it thank you for your [Music] [Music] was she went from there to say whether they they issu draft emergency emergency regulations this afternoon that are secret announc tomorrow but they look just like the guidelines but they they tweaked it however they needed to tweak it yeah and they saidy regulations in effect so it's almost like nothing happen [Music] [Music] I here couple yeah one thank appreciate time moving on CH Burg back up again okay great right well um [Music] we got the pay number five from CC construction that included the permanent trench Rec work that was done holidays and so this updated cost sheet givs the balance remaining accounting for those this is for the cost going for put together the outstanding cost on the project we have change which is also in front of you order two includes some additional costs for flers um we included some in change order one there was another invoice that came in after that one done that's in change order two change order two also includes the cost premium for doing the paving work at night there were three nights there so that additional cost was 26,100 and then there's also the third thing of change order two is the additional cost for Paving um for an extra two inches of Paving on the do roads we had originally planned on them achieving the full seven inches by doing five inches followed by the 2in overlay and with the schedule and we lost time the old way work's not going to happen in spring so to achieve a cleaner trench patch before the winter they did the s in so that added a cost of so that changeorder two total is 109,000 and something so the only thing really left is the 2 in Mill and Paving yeah and the retainage punch the stuff but as far as there's no more seven in no more s in it's so that what they'll do in the spring is the 2 in Mill for the do roads it's from the center of the road to the curb or most of it and then at the intersection there some extra intersection on having do that the project did extend a little bit what weig so there a little bit that move down that way wasn't huge but that that includes all the trafficing and so this remaining work including the 210,000 that um monster showing if you're required by work that be6000 we pass for the police details um they were doing about four details so that's four detail 8 hours a day days so that might not ex number's all those cost it's a little bit over [Music] the yeah just gonna say that assum working at night so if we can if we don't do the work at night we within budget if we do the work at night we all budget which means we have to find some money yeah try to do working the day try to come to an agreement with Town Administrator police CH to do the work dur trying to get that's separate that's like would that be eventually AV all it all right so yeah that that would be if some agreement can be made to do the work you know it's doesn't require a full Road vure it's still ability to keep one lane open for the spots that could allow that ofic would be that' be a shortterm p but it's achievable to get it all done days and that so that's what we need to try getbody yes so you can initiate discuss them ande here I know like Shifting the work into the sum any questions about is got get again we got to get I mean want schedule during school vacation which is very important sooner the better it's genu soget today we do have that 000 soy $26,000 so I just wanted to those are some initial I think you get a there's so many ways so the next project yes so the first page I wanted to show you give you some screenshots this is It's video but I did just screenshots on my monitor so you get a feeling for what the well screen screen look like before it was clean so you can see in this top picture you can see a little bit of the Well Screen there and then this is also showing the Well Screen it's just all you know IR product that's all clean to it all the stuff floating around in the water the next page shows you you got a bit a little bit better feel for what the screen actually is behind some of the fluffing spots um and then there's also a picture of what the pump the old pump Bowl looks like the old pal pipe all coated with you know that it's almost like it could be a little bit of iron bacteria and when they did the Redevelopment dirty it was so I just when Chris was complaining about losing that's why oh it was a while went a little bit longer than it was supposed to treat so it was not treat trying to remember look at me you can see you can see the gravel behind the the gravel on the well and you can actually it out that's how clean it got and the water itself was cleaner this next shows you gives you what Mar Services put in for a um you know before and after so before Redevelopment specific capacity was 9.6 GPM per foot at 500 GPM and then after they cleaned it it was 1423 GP 7 G so that was yeah that was a good good time we and it was a good thing that we had the new pump on because old once they actually pulled it a lot of it was not so that's what this last couple of pages is showing I have them give me a proposal for if just so you'd know you know if you did want to try to rehab that old pump and keep it like we had been talking about it would be um about $7,000 but the cost yeah so it just doesn't make sense to do that I'm glad I'm glad we made that decision to get a new new pump and not wait till we pull it and waiting all that time to get it they still need to provide the fabricated discharge head that was that long time item so at this point we're holding some money on them to you know once that shi to that so you'll have the fabricated discharge head still like the set as side somewhere and keep it safe next time the fabricated discharge was still okay just the pump itself that pieces and parts could wouldn't be reusable GL get this done [Music] time yeah the only thing um Peter told me is that for the the next well don't have it so far away from he didn't like the roof design on that one and where the well is in relation to the outside wall was hard for the height of the building the location the Scuttle or the terrain they need a bigger crane to be able to reach it keep that in mind when we design the new world they a like a Derek truck needed a crane to do this spam the access is just so as valuable information as we were about to build a new well it's very valuable yeah is to make sure that that gets discussed you know the practicality of doing that and you know even asking someone like you know like yeah you see any issues that that work very well uh the next item on my list is this grant program that was issued in December and I spoke to PR about it couple weeks ago and then um B you've heard from it from somebody Elsey as well this is It's called the drought resiliency and water efficiency grant program it's been released by EA um it they say it has a maximum per project of 50,000 depending on how many proposals they get they might need more but that's what they put in there they're particularly interested in water efficiency and demand management projects that are not currently funded through other programs U focused on initiatives that promise the greatest long-term impact on water use reduction uring sustainability for water management the future uh proposal deadline is January 31st and they gave some example projects um one lost control the thing that jumped out to me was Leak Detection activities so um knowing last year that the leak detection that was done find a lot you know I was thinking it would be good to have another firm come in to do you know an independent check of the leak detection and the only challenge with this program and with some of these that they get released at this time and then expect all the work to be done by June 30th so they're anticipating that they' be able to give notice to proceed in March and so you couldn't have anyone start anything before that anyway but all the work has to get done by June 30th so it would be important to get whoever you would have doing the week detection we need to figure that out now include them in the proposal request and then make sure that they have they commit to if you get the the grant they're GNA get out there and make it a priority and get it done because otherwise because the funing funding project no the unaccounted for water was was initially discovered because of some miracle kind of things weren driving that is it possible to kind of go back to that data kind of really go through that to make sure that the uncom water is is unaccounted for or is is there any more work to be done there to really make sure the dat we're getting to show that we have this un water is truly missing because we're not finding the source of un unable yeah did just add that we only read the bers once a year we just read this past cycle and in doing that a large portion L of leader meters were inoperable or misreading so in doing some calculations ones that were so really accurate then looking at what wasn't working seems to be that last time they got red they may been estimated based on because they were inoperable and we fix them fail because they they fail lot such a slow flow through up mag or so it seems to be that that's where water is it's going through the bleeders that buy itg to something more resilient that could be used for this money as well that so looking talking about that talking to the companies go the mags but then they're outside battery offeren weing elements you order slow flow discharge freezes up at all gets obstructed by Roots so that freezes so what we're going to do instead of reading once a year we're going read so on top not reading not read that's where I think that most water went leak answer to the question because after we did the leak detection and found very few leaks of any consequence what the now might have yeah it could be that they open up more at the same time because of like a pressure change there was an increase in you know like the jump up in pumpage so it's possible like they just open up further I know typically when read them we'll open them up all the way give a good flush to get any build up in there good flush kind of scour and if they get left a little more than usual it's all just how we have there's 22 a gallon of it Prim water okay so there's other things that could be done just need to be figured out soon are kind of like water loss programs so when when is the deadline for submitting June 31st January 31st so we should get this in yeah you got two weeks right so what what's being submitted then does it make sense to try and do another Le detection program just to make sure I do uh because I think he he will be pushing that so you can get that you know that f for this that be great there's a whole bunch of things in there that would be valuable too um alter watering use efficiency improvements get having some information and having some someone us because a lot we lose an awful low water being used that's unnecessary for irrigation all summer I drive around I see it all the time way more water is been used in needed and if people understood maybe they wouldn't I don't know if that would matter but if they understood maybe there were Water Management I remember we did this like 20 years ago we had somebody come in and they did a suon hour over at the rebuilding and I learned a real lot from that watering my own property tell how much the well that was something too that the um plan Council out through yeah and they might have some programs that they could pull together for something like that yeah ideally you have a program you know basic announce to people if you do outside watering in the summer you need to see this is the way you can save a lot of water which will save you a lot of money contract do that work so excuse me quotes on the other detection some three four six months out just to get start work yeah it's a tight it's a really tight schedule to try to get him to get it done take a shot at it yeah we can at least ask you already ask anybody about that no okay and if they know there's a deadline of when has to be completed it we might prior them over some someone who doesn't have a deadline yeah there was only like three companies that I was able to get in touch with would do listening rather than correlation correlation and we haven't had any really much lot of correlation we detection um so that that was a challenge there time frame why don't you see out tomorrow to them and see if they would be if they would consider this assuming we can get the Grant I mean also bear in mind too that there's only like three compan that doing this and everyone's going for these grants for Le detection what's availability be all you can do is ask and like if you get the award and they're not able to keep to the the state least going into it you know they have so much money any to begin with and I'm not going to award them all for and in the application yeah in the application we put other things that they want variety to do with it anyway there's a lot of stuff here that I think would be very valuable to us in our situation yeah so if there's like other work that You' want Old Colony to be involved with to do some of that education stuff them right away education would be a real good the department of the mall just you see the consumption up there is ask for more than the 50,000 and maybe they say well you know if we show it as separate task here the week detection is this much this education C is this much you know they might decide okay I guess let's make this a high priority for all of it to get see if we can line people up get the application in I know it's a short time time frame but talking about ser money for important important work that needs to get done so I think it's worth the effort I'm not doing it no it's tough timing when they released it right before the holidays and then try to you know move anything forward with anybody at that point get okay yeah I still have this stuff so that's all I have the other that unaccountable water program so like they um they include that somewhat more for residential on this list but the Mast has that separate on AAL water water audit as you say water audit grant program so I wouldn't put in like a water a is part of this because there's a separate program that you can get water a from they haven't released that yet so we're still waiting to see and when that comes out we'll you guys on that list thank you for do okay that's all I have up ch right well I can great to tell you that we finally get the bo at the soul boost Pump Station 100% complete so haven't been down yet when I walked the dog down I'll take a a week or two ago we had a fell of nice weather and not a lot going on and we rally to kind of drop your in here to get up there and work with the guys and just get it done so we get it done and cleaned up and uh you know the guys did a great job you know they learned a lot they have lot of good cafet skills but they learned a lot it was it was a it was a good time a good buying time with the crew so worked out really well it's time of looks good WEA tight and uh cleaned up so GL to put that on and we did receive right around Christmas I think the day after Christmas there was a leak down at Grand View that the guys um took care of and they out there and the the woman that lives right there sent a very good um letter letter of appreciation and gratitude which I which I thought was important where was it Grand you okay uh mean I I was the day after Christmas I had the day off when I around the guys did a great job it was good to see that I took a ride by and ites looks like it did the day before they done so great I wanted the board to be aware of that to administrator Bo we're all aware of of gratitude I think it's really appreciate it shows you know a good crew good working athet so it's important was part of yes Y and Evan's working out great he's fit in real well the crew he's enthusiastic on every aspect of the job and every challenge that's put before him and when's he signing up for what are the courses available they're available in April so we've already got him signed up for the classes he's going to do uh the D1 and T1 back to back on the same day so he I asked he was interested in doing it that way he absolutely so he's enthusiastic I he's fit in really really well I think we made the right decision thank you that's all I have two the first one3 and I don't understand why I don't know if it's like a reading equipment that we send out to R I don't know but he did get an estimated bill for December I looked back at his history and um he did give me the read on his met so it was lower than the [Music] estimate the averages based on his actual for the same billing quarter and I can find an actual averages about 12,000 gallons of water um originally I was going to make that recommendation but I think that that might be a little too low based on what his current usage has been his actual us look at 17 15 16 18 just make sure you look to see there's an a before it though because some of those oh I see I do think the 32,000 for the December bill was probably a little higher than but I don't know you have a recation I would go between looks like there was an 18 in 2023 that's been an eight that that would have been for that would have been for the summer months though so they're always use more that's why I think 18 is probably there are senior couple why don't we set it at 18 I move it I move it we build them based on 18,000 G10 y y we pick the same issue on another um so the other one is B Watson we can go with the actual actual reading the foring purposes use that one yeah motion okay move second voted I move that we approve the apartment the department report of the annual Town report as as who second so voted the just wanted the clarification [Music] service sh offest building that service still available should they acire
