January 14 2025 and move that we approve the minutes of January 14 2025 as amended second move second and so voted to approve the minut first appointment is with Christen berer good evening Christen glad can't be here in person hold on I'll turn it yeah like can you hear me hold on just one second all right okay is that better okay great um yes yeah thanks for letting me join remote today uh was helpful to be able to keep working on a few things like the um well start off with the the grant proposal that was for that drought resiliency and water efficiency grant program um we talked about this at the last meeting the RFP was released right before the holidays and um Chris and I had preliminary talked about uh applying for to do leak detection and then we had the offer from the old colony planning Council to help put together a application um possibly doing some education water conservation education and unfortunately they decided they were not able to help out with their other time constraints um so between yesterday and today I was able to pull together um this draft proposal uh worked with the um Leak Detection survey consultant uh that was Consulting engineering they were one of the companies that uh you'd gotten a proposal for in during 2024 um so that way if this grant was awarded you could have them come in and do the survey it would be like an independent check of the work that was done in 2024 um so in terms of you know D wanting to see that you're continuing to do this Leak Detection um that seemed to be a a good option um with the The Leak Detection itself we're proposing it as a a phase one type situation where only the accessible sorry if you can hear Hazel barking in the background okay um she times that for the meetings and such so um this work said due to the you know tight time frame of having to get the work done in the spring uh it would only be on the accessible assets so things like the hydrants the hydrant valves the mainline valves a lot of your water service curb stops are buried um so that requires a little bit of digging to expose those to be able to list listen on those um which would be a little bit more time consuming um you know where there's thousands of services to find them and then dig them up listen on them there's really not enough time to get that kind of survey done in couple months so that's why we're proposing this as sort of an initial phase and it would give us time to discuss and explore the options to be able to try to do something that what more comprehensive survey that would include listening on individual customer curb stops um that would be something that would probably have to be broken up section the town off and do it over the course of a few years to be able to get it done in a reasonable time frame um so that's what this proposal is for it's broken up as the RFP required with the different sections project overview descript deson and so I wanted to get a draft in front of you um see if you had any thoughts on it it is due this Friday it's an emailed in proposal due this Friday by 5:00 pm it sounds like you've got as basis covered as much as we can with in the time frame that we've got alloted it sort of bothers me that the old coing planning Council the very last minute we just kick the kingon water department to the curb for whatever reason that uh instead of your falling through on the Offa they basically say the hell will you you move ahead yourself or forget about it yeah uh then the the email that we got that just said after they had their internal meeting they weren't able to commit the time to either doing to doing either the proposal or the work so I know if they had an internal miscommunication amongst staff or uh what happened there so thank you for committing the time in getting this done I very much appreciate it because it was you you were right up against the timeline uh yeah and luckily was able to work with this Consulting engineering that um to get a and a reassurance from them that they'd be able to commit to that tight schedule in the spring um and have people people out there to get the work done so I didn't want to submit this and then have them say oh well we can't do that so um that was was better this way than getting the cooperation but then not having contract yeah right um so take a look at that let me know if you have any comments and I can get that tweaked there'll be a cover letter that will need to get signed by you guys um and then it can get emailed in is this you know compared what we did in 2024 is this checking some of their work or most of their work or is it slightly different than what they did last year it would be similar to the work that was done last year um because that surveyor also got on the assets that were accessible they didn't do any digging to the curb stops last year either um as they might have done a select some Chris did they yeah it was it was as he did Case by case yeah you heard something he trying to narrow it down myself a Mitchell to locate something and dig it up to get a listen on it so yeah and that would be similar with this too they were if they hear something and suspect it's close by they'll work with you to try to find it and the the unfortunate thing is just with a lot of the your pipes being PVC and AC the sound doesn't travel as far so when they listen on a Mainline valve they might hear leaks if it's a service that's I I don't know how many feet away but you know close to that Mainline valve and the further that you get from it they just won't even hear the leak question go here we work nexts are you going to reassess how much water we was last the well yeah it's we get a bit grapple on that now M done a great jot a lot of antip yes if we think it's the the bers quite a few bers and they haven't been reporting yeah the were inable we losing how much how much minute yeah I mean that's a lot of minutes the course of insts up um yes so and getting to the the next item on my list is the the new well pump station project um we have Kristen Ryan's on the call from kleinfelder and she and I have talked over the past couple weeks a little bit more about their scope and the budget uh the initial scope that they had and uh they feel they can reduce the number of proposed monitoring Wells from four to two and still meet D's requirements as long as you know D doesn't require additional Wells so at least initially um based on this site they might be satisfied which is too monitoring well so that helps reduce the cost and they also tightened up their hours on the pump station design so they're able to get their budget from the 951 928 to 885 408 so it saves a little bit um without getting you know too tight that they wouldn't be able to finish the work and be end up looking for you know an amendment because of that so we save some money without losing prod productivity that's good y you're Comfort you're comfortable with uh the discussion you're having with them yeah yes yeah I'm comfortable with that yeah I think that's it's based on you know the other costs that were submitted and the time for The Pump Station design that got close in line with some of the other numbers we saw and um seemed doable you know you don't want to get to a point where it's so tight that you sacrifice quality and services um or you have you know an issue with now you're not getting the design reviews that you're looking for and things like that so I think this is a a good compromise very good thank you for all your eff working with with them and for us and putting together a a program and and a contract that we can now send to Town Council for his hopefully quick review so we get signed and executed um yeah and I did send you the separate um requested edits from kleinfelder to the town standard terms and conditions they had attached that to their proposal and Kiren sent me a direct email PDF of that so that that those requested markups will need to go up to Town Council for review so there might be some back and forth with that and um they'd be available to you know have a separate discussion if needed to go over those questions thank you what is the can I ask about the process to getting because you know our scope as presented in our technical proposal um mentioned additional observation Wells up to four and now we're going to walk that back to two um I was planning to just I mean already have redlined our proposal scope language I don't know how you wanted that package together do you want me to send that to you Christ along with the revised fee I think I should go go toist and she can follow to us we can the town end of it uh once we get XB from Christen okay yep um yeah that's good I was just listening so no that's fine um and then also I put together a task order for you for the OPM services that I'll be doing for the over the next approximately two years it's basically getting to the the design endpoint that would be October 2026 so that way um you'll want to have that number too so you have CL felder's number and then you have my OPM cost number so that'll be what um Kathleen will need to see that's what she's been asking about okay very good and you're going to get us the original for that uh agreement that we need to sign and we have we've got copies oh mind St okay okay yeah and let me know I set it up as a task order with on the like on call yeah contract that we already had it seemed right with me when I looked at it okay um let's see other things the tracko pond well fabricated discharge head that has arrived at Mar Services shop and I sent them Chris's direct sell to be able to coordinate a time for Del of that so I'm not in the middle of trying to you be going to be there is that a good time for you because they'll need to offload it and put it wherever you want it kept safely yeah I spoke with Jake today uh he's been g a plan coming up Thursday or Friday with that okay long install it's not gonna be installed now it'll be on hand that's okay if you unless you have any other questions for me I'll I'll say farewell okay project um I did after the the last meeting we talked about wanting to try to get the overlay 2-in Mill and overlay work done during um April vacation week Chris had spoken with the police chief about that and he was open into the idea of that work being done during the day provided it was during that school vacation week so I notified CC construction about that so that they could get it on their calendar um I wanted to I talked to you a little bit about um I notified doot about it too right now the current permit they had modified it to be only night work remember so we have to ask for another permit amendment to be able to do the work work during the day um so they instructed me to um put in the language that if the work's done during April school vacation week it would be during the day otherwise we'd be looking for to do night work except for punch list items you know repairs to traffic loops and things like that that would be small work that could be done during the day so I'll have to craft up the language for that carefully so it's clear and they approve it correctly um so before I did that though I just wanted to run that by you that's what Do's understanding is right now of it's this or this so um I I think that's the way we've got to go I go with it during the day in April school vacation and we'll deal with any other issues should they come up okay so I'll draft that up and we'll get it over to Keith because it needs to come from him okay um and then I will also just confirm again with CC uh make sure that they've communicated with Lawrence Lynch and everybody's aware that this needs to be a priority on their schedule and get out there and that week to get it done during the day um we will also be looking to do yeah we'll be looking to do a meeting um I'm proposing doing a meeting here in February and it can be a remote meeting it doesn't have to be on site yet just to talk Logistics make sure everybody's on the same page and then we'll end up doing another meeting on-site meeting in April ahead of the work to walk the route talk about anything else so everybody's clear on what the limits of the work are you know what the expectations are so any questions about that no okay uh and that's what I have on my list thank you Christian okay keep keep us informed if anything else comes up that you need us immediately you brief conversation with the Town Administrator looking support for the uh day work with the Main Street overlay direct me to address that with Public Safety that with the police chief you want question asking school was programmed week off should beim conflict to that so cont so I it's mention the satender on calendar with Lawrence contract lock that time frame goes outside of that time so a lot of Mone all we can do is move forward assuming that we're gonna get to work done on April school vacation does the do have any restrictions on uh in climate weather with Paving muted uh they won't let it during a heavy rain but they they could basically it they can't put the assle down unless you know the a given temperature yeah I think that's that's what I was going to say too is it depends on the intensity of whatever that storm is so but yeah there is a um time period where the asphalt will need to cool to a certain temperature before it can be open to traffic so there'll be some Logistics on juggling that down by the ramp in particular I think you know most of it won't be a problem because you can do the detours around just right there at the ramp that that'll be that's something that we need to talk about with the the group to figure out how best to handle that after to ramp of time or something like that at least um probably try one side of the ramp yeah do the other side while that cools down it's kind of a tough thing but yeah yeah I don't think there's there'll be a really good way to to not have that joint to do one side and then wait for that to cool like Chris said and then go back and do the other but what you don't want to do is get to the point where you're asking do to shut the ramp down right right don't do that no we don't want to do that you traffic's delayed on the ramp that's one thing but you know you got to keep it open to some degree yeah and it can take it can take a couple hours for that to cool so it's again April the advantage is it's April July so absolutely one one thought that might work Christ is they paved from the bottom of the hill up the hill that way as they get up to the ramp get the change you know there is a Hy they we can utilize to assist in the cooling the cooling eff if they get to pass the the ramp might be a put just a little bit of water not total flooding but yeah that's worth asking so yeah when we do this meeting um in February that can be one of the things that we talk about it won't be disrupting downhill water runs downhill right it'll all be done yep uh the crew's been busy doing some maintenance stuff at the pump stations cleaning routine maintenance updates uh the High School manufactured large quantity bi hydr markers for us substantial savings as opposed to buy commercially work on that uh the recent snow we had that water department worked very well um with the highway department clearing the roads great assistance and likewise the we had a main break yesterday Highway was very helpful by getting a 5 material storing Highway last night good to have that street that that work Le today it's deep up there it's a lot underground utility so great working at Rel we have a lot of excavation a lot of risk diing around so that's going great they had met with fincom last week everything went well with the budget presentation that I presented they voted in favor of it I meet you Capital plan Thursday so there minimal things for that place woman we had a Telemetry failure believe that was Wednesday going to Thursday of last week all all the communications went down kind of a juggling act for trying to figure what was going on with that run around doing calculations of tank to get tank level presss turn Wells on and off by hand guys did a great job turned out being the anten stre tank so fortunately I had spare on hand so Min down that by day On th so we don't have a spare right um I talked to Dean that does the our radio stuff he's going to come out this this week or next week test this antenna make sure that it is fails are bottom of the moisture out when they reinstall at the tanker those drain holes got gled with seal take so that water couldn't TR up so we don't know cold that's Turn ice expanding there or okay destroyed inside but he's going to come out with a new anten to have a new one on hand that one so mention the leaks yesterday today we had another one the end of the day today down Main Street byle College Street oh yeah 23 Ming at the end of the day today make plan tomorrow a mild day tomorrow so be up there tomorrow you know I don't know if any of this is really attributed to that earthquake we had or just or what probably free I know surrounding communities have been busy with Le substantially busy substanti lar soeth street is that tag there that Street Y Must that they must done that when it was cold it's terrible terrible adhesion we as soon as the temperatures are warmer we can try and remove that to mitigate that see if we can incorporate a new perimeter fence with Bob wire on it TR to see it's been more um it's been a lot more frequent with vandalism up there in that aspect graffiti since the apartment been it's a coincidence or whether it's coincidence or not and yes we have to react to Graffiti I get very nervous when we start talking about you know Bob wire razor wire you it's only paint and it's only graffiti it's better than you know someone getting sliced or severely hurt to protect something that really is not going to get damaged get you know get mocked up so we need to be very careful about how we move forward with the level of protection that we're doing I believe that's that's the only site we have that has six foot fence with no Bob wire everything else has 8 foot fence with Bob wire that was I believe that was DDP Homeland Security I'm okay with bar not was Raz Wire yeah it just be it just be B you might look at least figure if we can get a price to go from 6 foot 8 foot chain length and then five wire on top of it yeah yeah somewh down the line I'm not saying it's got to be done this year I got be done immediately but you know it may be one way of you know mitigating some of it again you know sure I'm not concerned about some yeah I'm not concerned about the the vandalism of the painting but you can see where they they try and scale for communications wire up the back of the tank on the Overflow so it's you can see the scun mark the thing from that and that's great concern to me the paint of problems it's kind of art kind ofer butes it any sort of degradation to the tank and all it has no negative impact on the tank other than Aesthetics I like but we get up 8 ft and put B wire on the top would' be good because I I mean even I could probably get over six oh yeah no you couldn't don't take yourself that fence is original to the tank some of the posts we had to repair because they rusted through and they started to fall over there's a gate on the back that you're never going to undo that lock trees gr before there was trees up there so it D the fence uh the new register has arrived for the meter at the Baymont uh so I'm working with the property management to facilitate shut down to repl that to make sure that accounts for the water goes through that meter lastly uh we're getting ready to read meters so another round of meter reading round of meter reading so that's all that I have we've been very fortunate that in fact we didn't have any major leaks or problems during the coldest part of the winter so far and you know hopefully we our luck will continue I'm hoping so want the guide make three so but no it's good the guys work good they hav a complain it's been cold it's been windy it's been wet muddy but they just power down the work done and and have to go home the [Music] ship ACC asking office there ad I mean it sounds like we want to retain the ability to do connection fees if someone's getting like an Adu unit in their their house just be regular service require a new service line the existing Plumbing with the existing structure okay for our rules and rigs there's only one service per per lot only have one service this this group was B saying besides the connection fees I wouldn't be the connection fee I would imagine but they want us to be able to approve those adus is the law state that those are supposed to just allowed without any those oversight I don't know the law says yeah I'm still working with Val get a real in the building department get a real clear understanding on the way that the ad stuff works you know as far as what's bu right and what's allow yeah so they're doing a regular Adu that's based on their own systems there just little joint amount of water coming into whoever's using it on that property just do that but if they have it separate some they wouldn't have to be able have a separ met that would be a new service that's correct yeah little sadden by I gave you a timeline of what I was to and couldn't findes sounds like when they issued the permit back in AUST later can't find any detailed information what discussion what the letterer do you think Wate might have that that'd be the only choices if they don't have that we can't let them do it if they don't have evidence of proof that they have they actually have a grandfather I back propos plans I didn't see anything in there typically approved is a PR detailed set also think would have that was done clear you know statements or something that shows that there was it does state that they came before us and that it didn't meet the requirements and they would they were going back and to come back to us never having come back but then they got a permit how could they have gotten a permit without I don't what what exactly is that permit for he references the permit that they have the groundwater discharge out of their private Wastewater treat fail that's separate if they're perent for x amall amount now that's whatney again my concern is really one with setting very hard precedent about not allowing any new hookups until such time we have the new well on line with the ambiguities that is currently before us with this particular case I see no way of being able to follow absent um verifiable Information Age we don't have it think not to nothing to R in terms of us having authorized it there was no no evidence they can produce it through the cracks for us we're sorry we'll move forward if they can't produce it it was also was not going 2007 I pr AB evidence of so do do I just put something in writing that we can review we can basically tell them our record to concern there was never an approval of you know any plans submitted incomplete Supply that information ABS that we um presentation the insury be tapping up the existing line it's still an extension whether it's tap off they have private line private property addice talking bigy fire
