environmental commission has started meeting again we haven't met for a number of years um but so far everybody's um been showing up and putting in a lot of good time and um hopefully I have more to talk about that in the future but right now seems to be going well um as you just heard we adopted our our fourth round of uh affordable housing uh um numbers if we did not adopt them by this date we're subject to Builder re remedy lawsuits the reason why it was uh it was fast-tracked um they put a a very quick timeline on it the that's uh the Department of Community Affairs in Trenton and Governor Murphy um they made us uh made us they they did but they uh they rushed the numbers along and we had to adopt it relative it was a very tight time frame and um we cut the best deal that we could and we think that the the that we can live with the the number of proposed units and um we'll do it we can those are my comments thank you committee man McDonald thank you mayor um couple things with the cold weather out there and sun gets a little warm during the day watch out for black ice at night just be real real careful slow it down a little bit um particularly some of these dark streets um I read in the Wall Street Journal that South Carolina is pulling out a moth boss there are two nuclear power plants that they shut down many years ago um because AI somebody's coming down there they want to do some AI a I don't know if anybody knows this or realizes this AI artificial intelligence requires an enormous an enormous amount of energy and they're doing that they're putting up I don't know $500 million the state is and they're going to get some Equity Partners involved in it and I got thinking about that because they're doing it in Michigan and Bill Gates is going he's buying part of U 3 Mile Island out in Pennsylvania and they're doing that also with some Equity partners and I got thinking about our power plant had Chris Governor Christie not blinked and forced was forcing the power plant to put that 100 foot Tower up because that power plant was supposed to stay until until 2029 we would be involved in this I there's no doubt in my mind that we somebody would come in and take that that being said is my hope that holte will build the small nuclear reactors because we have talk to whole Tech about what could they redo this they've gone too far to do it so maybe we'll get the small nuclear reactors about that but I just was kind of irked about that because sometimes you got to let the plans play out now this one okay so uh I was in Berkeley I I do temporary work for a tax service down there and uh read the Berkeley times I think it's called an article and and it was mayor basion was talking about this and I kind of agree with him um and this is it's about the veterans waiver on the real estate taxes now let me clarify this before anybody goes crazy here I am a gold star member my brother never came back from Vietnam okay my son is in the military my nephew is in the military my father uncles my whole family the only person that didn't serve was me and the reason for that is when I went told my parents I was going to join my mom begged me not to because of my brother so that being said I support the military 100% Disabled Vets get whatever they want as far as I am concerned so but we waved the real estate taxes and we don't realize it so I went down today got the tax assessor's office to pull up the numbers for me now this is a state program it cost Lacy Township in 2024 $1.3 million to wave this now I'm okay with that because it's a state program my belief is the state should reimburse us for that money okay they want to put the program together that's fine I'm I'm all for it but come back to us with the money and they have it and I was talking to Mayor basion about it he's upset about it I tried to reach out to Senator uh he's in I believe he was in Trent we're not quite sure where he is he didn't get back to me about it but I understand he's trying to do something along the lines this is huge I mean I don't I John doesn't sure that what the number was for Berkeley Township but I'm sure every municipality in the state of New Jersey is dealing with this it is Hu is a huge thing and again let me just re reiterate I am all for if you're disabled yeah we'll wave it not a problem but the state's got to reimburse us for it mayor that's all I have thank you so much committee woman Juliana thank you mayor I don't have a whole lot to report just that we had 32 fire calls this month and uh God bless our volunteers we wouldn't be able to do it without them I attended uh the municipal uh the MUA meeting the monthly meeting there nothing new on the site back there everything's good and uh that's it thank you mayor thank you so much Comm commit L yes uh first off I want to uh congratulate Mr kenis for after a hundred years of driving the same old truck that he got a new one finally a new truck not a new truck a new a new to me to me such abuse it's a running joke and when I pulled in the lot today I go wow what year maybe I was in the wrong building 2016 how many miles but but uh the key off uh cuz only been on here a couple weeks and uh there's not much that really goes on this time of year I mean business goes on but the key off of what Steve was talking about with the affordable housing numbers a lot of towns were trying to get us to join them in the suit to fight them the one thing that worked out good for Lacy Steve had mentioned the numbers the numbers compared to almost all the towns around us and around the state are numbers were pretty light so we said you know what let's not get on this a fight against them and have them tweak our numbers because they're workable the way they are we may not like them but the state as we know are are uh shoving this stuff down our throat so we accepted the numbers because we were way under what a lot of municipalities of our size uh are required to do so bet basically like we keep saying it's a situation we just got to try to make the best of as as we we move on the only other thing I wanted to uh talk about tonight real quickly is I want to remind everybody of the referendum meeting on January 28th for the school referendum because no matter what everybody's got concerns with their taxes people come up here with concerns with their taxes we only control a small portion of them and the meeting's at 6:30 at the high school I think people need to go out they really need to educate themselves on this because this referendum Pro or con and I'm not rendering my opinion at all on this is the biggest ask that's ever been before this community it's three questions at a total of $92 million so all I can do is plead with everybody please educate yourself learn a little bit about this because on March 11th there's going to be put up to the vote of the of the residents of lacy and like I say it's $92 million to three questions so please educate yourself on this stuff before going out and voting or even uh render opinion because you'll get the information I know uh one of the organizations in town uh is also having two meetings I don't remember the date um at the library so you you'll have pros and cons but please you know everybody comes up here because last meeting Steve talked about the extra million dollars that uh we the extra new housing and everything in brought last year into the tax re uh coffers of lacy remember only $200,000 of that goes to Lacy basically 600,000 goes to School 200,000 goes to the county because it's pretty much a 2060 split so this is this is a big one you know vote with your heart vote with your brain but go out and educate yourself on this and that's all I have to say good job thank you very much great comments appreciate it I want to uh agree with the comments tonight on both sides of uh my right side my left side um Mr McDonald he's right if a mandate regardless of what it's about comes down from Trenton we're the federal government and you in front of us and all of us up here are holding that that bag for the for the money they should be funding that program they should be funding take care of our veterans 100% they should be funding it this these things in government make Municipal leaders pull their hair out as you can see plainly I don't have much to pull so I got to keep what I have um and they are called unfunded mandates they'll come they'll they'll may they may give you some a little bit a little bit of a bone they we call that seed money so it starts a program it starts an agency it starts an office and you have money for six months or a year but come state New Year's July 1st there's no money left so we're very very wary uh of of gifts from the state of which we are not in many uh in receipt of many I want to also commend the comments of Mr Laray uh because um you know the these matters touch each and every one of us uh so uh when we talk about the the affordable housing the work that Mr Kennis did many years ago the work that Mr Quinn did many years ago our community development we didn't kick the can down the road we managed it the right way look at some other towns you have they have 20 30% of their homes that are affordable um we have a lot of our town uh that is protected Pinelands especially west of the parkway so I think we've managed our numbers well uh we answer to you we come to you with a clean conscience when we tell you that we managed this town well with specific regard to one of the most important items which is land use um so moving forward I'm glad we have that expertise up here um I want to remind our our audience and everyone with an earshot of my voice January 30th at 5:30 February 20th at 5:30 there are open budget meetings if you have questions please come and ask ask any question you want with specific regard to the budget tonight the microphone is yours to bring up whatever you like but they are our transparent government uh excuse me our meetings for our budget um I've been in contact with our CFO um she's compiling numbers now and we will have uh we'll start to formulate this and hopefully Veronica marchish we will introduce our budget it's always difficult uh it's a difficult thing to do U but we're going to move forward together uh last uh bit of business some of my colleagues of reference to the weather if you see something on Facebook or if you hear something from the chief of police and and we're asking because of a snowfall not to park in the street please help us to help you the streets need to be cleared for emergency vehicles that's important stuff and we have two Senior Communities here we care about everybody including our seniors knows where especially the hunters y That's Right Regina descends a Sunset Drive Sunrise Beach I want to thank Mr Laray for mentioning the referendum meeting Tuesday January 28th from 6:30 to 8:30 in the Lacy Township High School auditorium I know there's been a lot of talk about the turf field in question three question three on the slideshow on the district's website does not give a specific price notation for the turf field but I was at a planning board meeting several months ago because first the school district just sent the planning board a letter saying oh we'd like to put in a turfield and the planning boards well gee could you give us more specifics so the following month the school district came with their architect and spoke about the turf field now I don't remember the exact price but it was under 10 million okay and I had personally asked the business administrator why do they need a turf field and this turf field is not replacing the football field it's in addition to and it's going to be literally out in left field behind the football field she told me oh a few teams are renting turf fields in other districts to get the field and use of a turf field I'm like well keep renting it it's a whole lot cheaper than spending almost $10 million and what bothered me more than the expenditure of the turf fields was the fact that it only had 8 to 12 year longevity it needs specific maintenance and it has to be refluffed after every use with a special machine because if you don't do that the field will go flat the materials that these things are made out of can be carcinogenic they're not good for people to breathe in and play on it's a known fact it's all over the Internet um I honestly don't know how companies are selling Turf of any kind because that's how bad it is it's a plastic we all know what plastic are made out of so like I said more than the price was the longevity it's not even going to last the length of the bond that they're asking for money it will not last 20 years and that's pretty sad the other thing is I don't remember if there was talk we have to ask this on Tuesday night is there going to be a fence around it is it going to be protected because kids will go out there and vandalize it look what happens at the skate park it's not going to be safe I'm sorry that that turf field will not be safe unless there's a method of locking it up how can you spend money on something that can be destroyed it's bad enough they want to take down a whole bunch of solar panels that aren't even paid for yet and get thrown in the trash that to me is a sin how many of us are throwing hundreds if not thousands of dollars into our trash can when the garbage man comes to your can is there dollar bills in there no I think not and I don't think the school district has a right to throw one penny of our money in the garbage oh and then one more thing I looked up the comprehensive annual financial report that was just passed last Thursday page 124 that exhibit is the maintenance exhibit with the money they spent on all six buildings since 2015 and I can vouch for it it is a minimal amount of money that they spent on long-term maintenance for the last 10 years on purpose because they were waiting for this bond to expire which was called the school expansion Bond okay that's the bond that built the lectra hole the expansion on the um I think a mil Pond got an expansion and um Cedar Creek got something and loka harbor school got a wing and that's being paid off so they want to replace that debt okay how many people remortgage their house for the full amount every single day nobody and like you said this 92 million is the biggest amount of money question question three is 100% a wish list and they've been waiting for things to blow up around there instead of using the normal budget to replace stuff and I know cuz I heard it with my own ears oh the boilers in the high school are going to blow up if we don't replace them well why the hell did you wait 40 years to replace the boilers because we're pulling money out of the maintenance budget all the time a fact look at the comprehensive annual financial report you got a question yes yes if I could can you tell me where you heard or where you read about the longevity of the the planning board meeting okay the architect said it that's why we have to ask it again on Tuesday night to make sure what he said at the planning board was the truth 8 to 12 was the projected longevity for a field that's going to cost millions of dollars it will not last the length of the money they want to borrow that's what pissed me off more than anything else thank you thank comments any other comments this evening Regina one one thing I just wanted to say because I I know it's always been brought up I checked with the video team tonight they will be taping the 28 well that's good it'll be the first time that the whole town will get but I did verify from the bicycle pedestrian safety coordinator Greater Mercy TMA it went to Veronica it went to about the St FR of school sink yeah yeah I got that okay so I've already been working on that um Grant with um we already have a project that we're working on with our engineering firm on that I was already ahead of that so I'm also looking the second point in that was the um the it's not it's the complete streets compete and green streets is also part of that program and to update it to that because we already have a complete streets program so I just wanted to make sure that you saw it and there is a deadline on there so thank you January 31st well I think if you put in the I don't believe we're going to be able to make if you put in the ask and then she said she would help so I don't believe we're going to be able to but Kathleen is a very good resource and she's our rep for all of Ocean County and Mercer County thank you I don't know if we're going to be able to meet that de line I any other comments this evening yes please do welcome name please uh good evening my name is Willow Dodd I'm a senior at Lecy Township High School and I'm part of leadership academy at our school as Graces she presented her project two weeks ago and I'm here to present mine um is it okay if I give you guys of course sure thank you expenses for everyone there we go thank you thank you thank you do you have enough thank you swee no I'll take one of those so for our senior year in the leadership academy we are required to do a Capstone project where we recognize an issue in our community and attempt to fix it the issue that I came across was the lack of bus benches that we have in our community I have observed multiple bus stops in our town where you have no benches or enclosures instead there is just an empty patch of grass I have also observed people using overturn shopping carts as seats uh as you can see in one of the pictures that I put there is the one right out side of Lidle um this is not only an isore for our town but I believe it's also an issue for the many people that use the bus system in our community so my proposed solution is that we put in bus B benches or shelters at at least one of these locations that do not have one through NJ Transit and I feel like we should focus on the one specifically outside of Lial so far I have presented this idea to staff and my school for feedback as well as hanging up the PSAs you have in your hands to gather attention around this issue I also contacted the NJ Transit customer service line and received back an email urging me to contact my my local Municipal officials so through my research and the help of the customer service line I have discovered that NJ Transit will actually Bear for the cost of as well as install the bench for free however a local sponsor typically the municipality must first initiate the requests and approve the shelter location the municipality also Bears the responsibility for maintaining the shelter so in conclusion I feel this would be a great addition to our amazing community and create a more safe and considerate environment for everyone I feel this is a basic accommodation that we as a town should uphold thank you for your time and consideration and do you guys have any questions yes so with the New Jersey Transit if it's already an established bus stop they will not bear the cost for it so the town has to bear the cost and you have to do it based on their shelters that they have available in their so you only can buy whatever they are saying can be stocked for New Jersey Transit so while like let's say the bench that you have as an example if that's not one of the benches that they say you can use you can't use it okay yeah so um and we are the costs for it if it's already a recognized bus stop we can't create a bus stop unless New Jersey Transit um uh approves it so some of them just have that little sign that you might have saw there and you're not required to have a shelter those shelters are running anywhere from10 to $15,000 the last time we checked and we can't like again we had one time thought about putting advertising on there to offset some of the revenue and you're not allowed to do that to get revenue from it so that's why some of our bus stops don't have shelters some of them do some of them don't like I think the one across from wahah down by CAF has shelter yeah but yeah the one's up by L but yeah they they actually set the rules as to the shelters you can use and can't use and we do maintain them okay I'm sorry when I emailed she like I told me something different yeah because she might have thought it was a new bus stop so they'll bear the initial cost but once the bus stop is created it's the town's responsibility from that point forward so those bus stops have already been created by ordinance via New Jersey Transit oh okay yeah the one thing I'm glad to see is how the two of you come here and are supporting each other because you know outside of a referendum uh meeting at the school I haven't been to one in a while regular school board meeting and that was the one thing that I do remember from years back being on a school board is the students and all the good things that the students do around our community and the volunteers putting the business side apart so I was glad to see that I actually like this idea I don't know like what what you were saying Veronica uh with these benches like some place like Lial or are they able to submit so we can get just benches cuz the only problem I see go um they have a catalog that you have to order off of um and you have to order what they spec to order and if you so if you just do a bench at Lial you have to switch out all your bus stops in the entire town then oh so everything has to be uniform so you either have no shelter or the shelter so that's why we kind of because of the expense we have to do congested pricing yes have you identified any other it's a lot it's government's a lot of red tape but it's not even at our level again you identified any other stops that uh there are a couple long route n that don't Happ Bay Way yeah that one um there's I think on both side like Lial and the opposite side in front of I guess you say the new car wash yeah yeah there's there's a couple throughout town that don't have shelters one in front of the Wawa North right up there off a Lowa Boulevard yeah there's quite a few that don't have shelters and well actually the shelter was one thing I wanted to make a mention of because the bench I think is an awesome idea the problem I see with the shelters is so many of them you see destroyed yeah uh you know that's that's the shame of it you know the money spent they're put there for a good reason for a good purpose and people destroy them or at least the benches most of the time are built pretty bulletproof I mean nothing's bulletproof but we can look at the catalog and see what they offer I I think maybe if we can just look at the bench idea not the shelter thing cuz they look worse yeah but thank you for uh thank you thank you for taking your time appreciate it any other comments gentlemen Bill shenberg I just wanted to talk about Bamber Lake a little bit uh issues like uh um um Speeders on DOA road we had a lot of that we've been in touch with the police department about getting patrols out there the fires on the weekend the fires are bad Friday night Saturday night the kids with the fires um you know all these all the dry spouts we've been having and things like that and uh the big fire we had back in 96 I think it was I mean we we take it all serious you know the neighborhood and we've I've been there since ' 86 so I've seen what it was like when we got evacuated so a big thing is the fires out there and the Speeders on Dober road going in and out of the woods to crusos that's like a big problem Friday night Saturday night a lot of dumpers a lot of speeders and they all go out to party then they come back late at night and they're tearing the parks up at night with the trucks they're over there ripping the fields up there are the things we wanted to see if we can get some uh more law enforcement or some maybe somebody assigned to that area because sometimes when you call it takes a little bit I understand right so what I could do is this I will talk to the chief tomorrow but you brought up a good point that I should have had in my committee comments this evening with specific regard to the fires we don't ever want to look like California Senator has not has gone out and talked to the D it's on the 9th legislative District's website because he's concerned about the fires there needs to be more controlled Burns which they don't do out there and that's part of the reason they had the issue that they do along with the Wind and God created stuff that it's very difficult to control we do do controlled Burns over here we also have for the longest time for Bamber going into Berkeley uh memorandums of understanding in place with uh all all are surrounding fire departments so if there's ever an alarm uh there's going to be responses from all angles with regard to uh what you're talking about listen ATVs it's hard for emergency server you have an accident deep into the woods three acres back it's no ambulance is going to get back there you're on your own so this is why we always hear the chief and the EMS the uh the good folks that we just swore in last week uh at lenoa and all of our EMS uh you have to watch what you do back there because help might not arrive and there's no place for a helicopter to land unless it's very difficult there there is but there's not it's very difficult we're urging people not to do that we will I will talk to the chief about uh an ADD additional Patrol but the fires we're doing everything we can proactively to protect our residents well right at the end of Dober Road and good luck that becomes Greenwood WMA Greenwood forest and that right there becomes uh Greenwood Wildlife Management Area and the state's going to post signs there that state the rules and regulations good and a uh entry sign so you're aware where you're going 5:00 a.m. to 9:00 p.m. that's it no fires no nothing nobody's even supposed to be out there unless you're involved in some type of hunting activity that's what we need Lacy to enforce so when they run into them I mean they know what the rules are and the thing is no fires period no matter what time of year it is and then then we ramp up into the springtime and then it gets it gets busy and do I'll get the chief and some fire the uh people on the phone tomorrow we'll send something out on Facebook and put something on our website there should be no fires being lit out there especially now it all people don't listen sometimes yeah and then it runs into I mean it's not locals it's not no and they come from everywhere you know all over the place and and then you get the trucks all night long and all that but it all stems to that's at Dober road is the main entrance into the woods so they use that there's other ways they can go but they go in there so I mean hey I know they want to go out in the woods and everything but they they come by in their speed and it's 25 miles hour it's too fast uh maybe they come back late they make a lot of noise wake everybody up in the middle of the night it's all a combination of everything it's not just one thing it's The Dumping it's the the Strays it's the over at the Ballpark tearing stuff up it's you know some of the guys that were you know all messed up you know coming around the neighborhood on drugs and stuff you know last year you know W you leave your number with us and I'll give you a r tomorrow got his number okay the biggest thing is though you know it's it's it's everybody you can't call all the time we call as much as we can but back in the day we used to have the wck trailer over at the the ballpark right and we had a special there and he would always come around matter of fact he'd come by the house all the time and shoot the breeze a little bit here there but he caught more people by accident because he was just somebody being there just a point of assembly just showing up and you I mean you got the park over there you got uh you know they just they just tore the fields up they they busted into they hit the basketball Court thing there and tore that up so these guys had to fix you know what you want to put into that par just letting you know and uh it's it's like getting out of hand it's too much going on too much speeding uh they come out loaded up with the pallets to burn them in the woods but it's you need you need the patrols to go out there they can't just hit the corner go around the corner and go back they they got to look in there because that's where it happens and the signs would be there but you still have to have the law enforcement like n uh 90% of what this area you're talking about about is on the south side of lacy Road right where do roads go back to's old's old place yeah runs to the back but that's the road that you have to patrol that needs a lot more Patrol too like I said too much Speeders extremely side by side you know all the time but mostly on the weekend Friday night Saturday night is the big time like the mayor said you know and you said you know it's it's a lot of people that aren't local so yeah we got to watch it cuz well was local your family's been around as long as ours so we know how it's changed and how it gets evaded back then but they're the big things I mean you catch a lot of people dumping I mean guys dumping boats out on the road out there and it's but the biggest thing that the point I want to get across is that turns in estate property right there and that is part of Greenwood Forest so it's not and it's a Wildlife Management Area there's a lot of rules and regulations that hopefully the town will enforce and then it's not like you know you're harass we will'll enforce it we'll talk give you a call tomorrow so mayor I just want you to know that I met with Mr schenberg had a couple conversations with him um and we also spoke to the Chief and we had an officer meet up and have a conversation with Mr shellenberg about this whole thing but reiterate that it'd be great for you to make another phone call the chief is on board likes to get a patrol out there even if we have a special running all the time on those that time you know what I'm saying if it if if it's another expense it's another expense but we have to do it because we can't have this going on you know I don't talk to anybody at the state I mean maybe we can ask them to barric I don't know if they would barricade it off or not because they need access as well the state fishing game and they um they were going to try to make it tonight to speak on behalf of the state to educate the board on the rules and regulations that belong out there but uh they're going to post the signs but that's about it right now so they're not going to do a barricade well I didn't get into that I wasn't sure of where we stood with that but that would be I mean they put Gates everywhere else you know what Mr would you do me a favor uh let me have the name and the number you spoke to so I can give that to Veronica text me and we'll I'll give that to her and that at least there's a contact that you had that she can be in touch with yes I have it in my phone I mean nothing against the state but we know how well people pay attention to signs I mean it's a down look at that nice sign we had out on Lacy BR for Park it'll probably be the next thing they burn yeah the one sign stays there but the other ones um they're going to put them up but uh the biggest thing is is trying to keep uh aware that that is a Greenwood Forest Wildlife Management Area it's not just it's not just empty Woods one thing that we haven't tried yet I think is I believe if I'm not mistaken the New Jersey State Park police they can regulate and go into a Wildlife Management Area s's fishing game too s fishing game that's and we we have gates at all like double look for fishermen they're not looking for no they if people are on ATVs or motorcycles out in the woods they will summon okay that's good news they will they come before Court here but we do have gates at other locations on Dober Road the other side over at um Dober Forge in them areas right they had their gates up and they lock them and the guy comes around I mean that would be kind of idea to have it there because that would stop down everything that would just stop 90% of it you know right that's that's the entrance point then look into I know exactly what you mean okay thank you thank you any other comments this evening yes ma'am careful be careful careful careful thigh I hit them too that's why I said be careful hi uh wmer Hernandez I live out in Bamber Lake as well and my husband and I have lived there for 47 years God bless and it was it's quiet it was beautiful and the speed limit is 25 mph on our road years ago we had no street lights now we have street lights and these trucks that come down the road with all of their drugs or whatever it is that they're hauling stop underneath the street lights so that they can see there are homes there and they get loud and they speed down the road something terrible and you're almost afraid to go out of course when it in on the weekend because that's when it seems to be like during the weekend they come down and they and they just one after the other going down our road more than 25 miles an hour and out into the back into the where Caruso was and out to the park to the to the bridge a lot of partying going on there and there doesn't seem to be anything that's done it just continues on and on so I would like to see see more Patrol of our area aged we're we're we pay taxes we're citizens too we're far out yes and I'd also like to make another comment about the road cleaning we have ice on our road I don't think they plowed we didn't plow there wasn't enough snow to plow it would ruin our equipment and ruin the road we we don't plow under a certain inch four inches four inches or more okay I did not know that I appreciate that information and it's because it would ruin our plows that's why okay okay well I certainly don't want that but it's there's certain places where the sun gets and it and it melts and it's fine but there are other places where it's like just sheets of ice so could can they at least put some sand or salt or something I'm I'm sure them in our area talk about that give him a call tomorrow yeah because right right in one section on I'll get in touch with public works and okay I'd appreciate that at least problem thank you thank you got it and I want to I want to thank you from Bamber coming out because sometimes as much as we're around town a lot of us you know if we're not in that portion of town sometimes we don't we don't know what's going on you know it's like being oah Harbor something's going on in Fort R Beach constantly you don't know so and Bamber so remote out there that a lot of times uh we know things happen they don't really want us out there inspecting too often I'm sure of that right Billy I'm trying to be diplomatically correct but you know years ago out there all the time what whether we were in the woods or not uh but uh yeah it's good when you bring this stuff up to us because otherwise a parade and I live in the beginning of it and you know right off of lacy and now they got this thing going on the trucks going by you know they have spotlights and they're shining them into the houses it's really bad this past Friday night there was four of them going down the road I mean it it's uncal for and we've H I've called the police several times on different occasions where people park across the street in front of my house I don't know who they are they're not visiting my neighbors and they get out of that car they get in another car and the car is there all day so I called the cops the cops they told me well it it's a public road and anybody could park there no if you're going to meet somebody go down and park by the park why you parking where there's houses I don't know who they are I don't know what they're there for another incident happened it was 1:00 in the morning bunch of cars they were facing each other shining lights in the houses so we can't really see them and so one car parked across the street bunch of kids got out of the other two cars that were facing opposite each other got into that car and I thought they got out of that car and went in another car and took off I called the cops and told them and they said okay we'll send somebody and so by the time it was like 1:30 qu to two and nobody came meantime why I called back the car that was parked across the street that I thought no everybody got out of these kids are running around on my front lawn so I called the cops again trespassing well I called the cops again and they they came within five 15 minutes at least and because I told them I says I'm going to tell you right right now I called you an hour ago now there's people running around on my property now I said I'm getting my gun ready I will shoot them if they come through my door they they're going to have a busted leg but they're going to get shot so that's what I did then they came right away about a half hour later the cop calls me back he says oh speaking about getting stuck in the woods they said oh well there was a bunch of kids that were stuck in the woods and they were help them you're helping them sitting in my in front of my house that's a bunch of BS so I got a BS answer but anyway every like Friday night Saturday it's the same thing and it's really not good and if if the cops aren't going to be there to help us if somebody is there that shouldn't be there well then who do we have to turn to ourselves and our neighbors and I have their phone numbers so we'll call each other and but it shouldn't be that way I don't know I don't know what you guys could do but it's got out effort we've put an effort in and like I said I've had an officer speak to Mr schenberg I'm I'm working on it I got you I it's not being it's not being ignored let me say that I just need you to know this no no and I get it that's why I ask for to be here tonight because I wanted you to speak about what's going on you know it's important to be I appreciate the cops when anytime there's I'll talk to the chief tomorrow as well anytime there's a disturbance in the piece or something bothering our Triple A to pull him out uh another time I was walking down to the bridge with the dogs there was a guy I don't think he was even he had uh Vermont's plates he's laying on the ground sleeping and I think a few years before that somebody put the bridge on fire they had to replace the the boards on the bridge because we going fire so there's a lot of things going on down there no just want let you sometimes and one time a guy threw a toilet right out uh down the street I had to call Public Works the next day they came and and picked it up um and then I walked my dog down by on DOA Road uh going up to kuso Lane and I always bring a bag with me there's always papers being there thrown out and it's um it's just crazy mhm it is you know yeah it was quiet there for years and uh one one time uh I wasn't home that night my daughter said a guy was knocking on the door said somebody was uh his girlfriend was hurt down at Redbridge it was 1:30 in the morning she didn't open the door but she called the police so course you remember that bill yeah so I don't really know what happened but I wasn't home and uh so things of that nature are going on there and uh why I'm up here too what happened to the beach down at the lake this year it was the worst I've ever seen it since I I've lived there uh what's going on with the Beach Public Works Combs that beach count the public Public Works Combs that beach and cleans that beach and the county tests the water in that beach if it ever fails there's an advisory sign that goes up to the best of my knowledge it we may have had one exceeded because I I oversee the testing of that water um for the county but I don't recall it ever closing that beach gets tested like everything else we have three bathing Beach locations uh and that's enjoyed by our people um right always paddle board in there paddle boats people themselves on the beach uh I this is the first time there's been a complaint Joe are you talking about the bladders wart that invasive plant that was in the water had that this year remember mayor no I'm just talking about the beast in general was the worst I've seen it ever since I've had we had an issue with What's called the bladder wart plant and we had to do some um remediation to remove a lot of that and once it died it did come up onto the shoreline which we were going to clean that up but I don't know if that's also well I know there's a problem with the geese there and stuff well yeah we have a problem with the geese everywhere yeah but it it it seemed like the grass wasn't cut there and I mean there's all weeds and the weeds are growing there and down that Red Bridge too and uh we'll take notice to it but I wanted to bring that to your attention I'm here to support my neighbor I'm glad you all came out tonight thank you have a good even thank you want to say one thing come up to the microphone sir he's so cute watch your hip now watch no problem I just want to say you guys did a terrific job on that playground the pickle ball court and the basketball Port it really looks really good you did fine job with it do thank you well we will also be um having to focus on the uh Dam because that has to be rehabilitate it and there'll be a new walk bridge and a new like um uh you know walk bridge over that uh we're just working out the details with the D they keep changing the requirements for the dam but you'll see uh vinyl put in there versus wood so we won't have to do you're going to see a bigger horseshoe for the dam um because it has to be bigger but uh we're working on that with the D and that's about a $5 million project yeah I'm getting old I'm not thank you so much guys for coming out but I one thing I want to just reiterate excuse me if you don't mind mayor I'm sorry um I had said to Mr shenberg and I say to all of you out there from Bamber that came out tonight the police are here for a reason things are happening call the cops I don't care if you have to call them three times I'm here um once again about the prayer um I do want to say I have a couple comments and a couple of questions um but it's all free you don't that to spend any money so um I want to know was it unanimous when it was decided no prayer before the start of the meeting was that everyone we went on the advice of council and Council made a very compelling argument inclusive of everyone's uh moment of silence no matter what their denomination would be okay all right I understood that okay so um the mayor did as you noticed tonight he has spend given us a little more time because that was brought up to us as an issue so that we can say whatever prayer we want to say and as you seen tonight he gave us more time to do that would you like more time well yeah I I would like more time um because we can have as much as one to three minutes and it was like not very long all right so more time would be okay uh but that's not really what I want I would like to be able to have you maybe someone say a prayer all right because um the moment of silence um um I I was told that that's good because we might not we might offend someone but that offends me the moment of silence um so I'm I'm asking once again will you please reconsider prayer after the flag salute now there's a prayer that said at the Board of Commissioners of Ocean County before every one of their meetings I'd like to read it Heavenly Father Grant the those gathered here today patience and wisdom in making sound responsible decisions we ask that you bless and keep safe the brave men and women serving our great County at home our country and around the world if I could I believe that's Reverend oapin that does that and that is done only during uh the first January meeting they're reorganization and we also have an invocation from a man of the Jewish faith as well okay but it's not a matter of regularity throughout the year right okay well anyway I'll just keep trying because we could all use it we good okay so and the other um uh what I wanted to say was um the meeting time all right so um I know there are quite a few people that would like it have changed to seven have it changed to 7 o'clock okay and um do you want to refresh my memory on why it can't be later uh yes I'll take the heat for that okay the face of the committee um we did talk internally and as I had mentioned I was above board and that and uh commending uh committe lay who did push for it to be changed I've been here through through three different times uh this is my 12th year uh so I'm one of the more senior people up here as far as being elected goes not being here Veronica dwarfs all of us with her time head but what I will tell you is this time slot had now opinions areound but facts are stubborn things this time slot brings the most people out and this is the time slot that we have determined here internally uh to continue on with um we get a fair amount of people here whether it's the holidays deep into the summer when people are away uh whether it's during the school year we do get the most people here you know I change it uh we've heard some of these arguments on the other side why don't you make it a little bit earlier I think at one time it may have even been 7:30 so we do what we can can with what we have and this is the best decision we can come up with I apologize truthfully because I care about you you're one of our residents and you're always here um if it doesn't work for you I do apologize for that but we have to make these decisions sometimes they're not that popular well I'm here but I don't I don't work out of town so it doesn't affect me I want you to all know I'm usually asleep now so I stay up for the meeting so it doesn't matter now what time they start thoroughly jealous because I do think I'd like to be sleeping soon it's pretty cold I'm sorry to interrupt you guys Ahad anyway don't call me after 7:30 okay I promise you so um I think that if it was later um it would be a other people would be able to come um uh please show us you want to meet more likeminded people like the ones who are faithful and caring and always attending um and the uh what is Municipal Alliance they start at 7 and all the other Township meetings start at 6:30 so this is the only meeting that's starting at 6 so the other meetings seem to be able to start later thank you I I was going to say that I just couldn't get it out it's fast enough if I make each individual Board gets to choose their time to if to be honest with you we could start at 4 o'clock in the afternoon if we wanted to okay okay so this is the time that four of us have it worked better for us okay that's a that's a choice we get to make as we're the people sitting on this board okay okay and we are the people yelled at Mr S no you're going to be asked to go to county commissioner meetings every other week at 4 o'clock in Tom's River I've been going to the county commissioner meetings for about three years now that prayer is said at every public meeting pleas and gentlemen I stand corrected not special it's not special okay my mistake Mr bidney is this thing GNA be they'll come out they'll come out if it's not don't don't take it off because the the cord is cracked all right is it recording can you hear me yes okay um uh good evening um mayor make it easier on yourself untwist that and put and put the stick up comes up right untwist it because you're leaning down there trying with go there you go um good evening mayor and Township committee members and Lacy citizens my name is Richard bidnick chair of the Lacy citizens for responsible government and Bob thank you for reminding me because I didn't even put this on my list of things to talk about the Lacy citizens for responsible government will be having our own um referendum educational meeting for the public it will be held we're doing two meetings one will be February 20th at 7.m and the other will be March 6th at 7 pm at the Ocean County Library in the meeting room we encourage everybody to come um to get a fuller explanation of what's really been going on from what you'll be getting from the town just want make sure Lacy Branch yes correct no you said the O County Library oh yeah well that's what I mean Ocean County Library Lacy bran sure yes yes okay um so a couple things first of all the people here that came here from Bamber it's really great to see this is the the importance of these meetings that I talk about people being able to come and I also noticed that many people came to the meeting toight late uh the last meeting our own attorney came to the meeting late by 20 minutes um I aw he came in at 20 after 6 look I watch everything I understand there was someone sitting here that's ridiculous that's really bad no it isn't because you miss the we had a council sitting right here that isn't the point I'm talking about this Council okay let him go let him okay so anyway 20 minutes late CU I was in court I I'm not saying that I mean I'm just saying the timing of the meaning yes I understand so anyway the Lacy citizens who responsible government did a poll online which we posted on four or five different social media sites and 81% of the people who responded said they would prefer the meetings at 7 p.m so the township committee talks about caring about the citizens of our community and uh our community in general and I think you should heed to the will of the people because the will of the people pay the taxes that keep this town operating how many people answered that poll I I have the numbers right in front of me right now I just did the percentages out of how many yes out of how many 120 I guess something like that than but those are the people that responded thank you okay so there's your answer so anyway um I think it's just really important and we've been talking about this for the last year and it's not going to go away okay so the issue at hand is is that I think the township committee should take heed to the people who pay the taxes that keep this town going who who you are elected to represent okay this isn't really about you this is about us I just want you to understand that and this is the only opportunity that individuals like this can come and talk about issues that are important to them if they can't make it here because they work an hour away and they don't get home until 6:00 or 6:30 that isn't really fair to them and it's sometimes the only way that we get action is when people are able to come and bring things up at the deis and that's just the point that I'm trying to make as a person who truly cares about everybody in our community and that is the point that I've been making sometimes there's a disconnect between government bodies where they get into their own little world and it's all about them but it really isn't all about you right exactly so anyway that's that um on another point I would appreciate and I've asked this before that when we do the uh the prayer time or the moment of silence that we have a little bit longer time because I tried again tonight and I was only to get halfway through the Lord's Prayer so I would appreciate that um on another point at the last meeting I asked a question about why the law firm that was representing the town the dasty law firm had to recuse themselves from the Charles A Smith Memorial uh Hall lawsuit that's going on and I was ridiculed harassed and bullied there were actually students here from our school district who actually watched this okay I came up here and just asked a very pointed question and I don't deserve and neither does any other member of the public who wants a straight answer since it is again our tax dollars who are paying for all of this you know just give us a straight answer and I mean we didn't get a straight answer instead I was told by Mrs Giuliano where did you get that un leing online or something like that all right Mr bidnick if I could yes I've never been dismissive of you no you have I respect you yes I understand I definitely respect you I'd like our counselor to answer that because I want you to get the information you brought something up we're going to give you information but I will tell you that the new Council will be chosen by the Zoning Board of adjustments that's fine question you didn't ask a question was there question asked I asked why the dasty law firm had to be had to recuse themselves from the lawsuit right why did they because there's a provision in the statute in particularly 40 55d yes 71 which suggests that a Township attorney cannot represent the zoning board at the same time right and that issue was raised by plaintiff's council that was brought to the attention of our office and we agreed to recuse ourselves with regard to that matter now the question that you raised was on February 9th the meeting correct January 9th Jan and you asked a question and I believe I said that I was not I did not have any information with regard to that I did not know anything about having to recuse okay now the reason is is because the law firm of which I'm affiliate ated was retained by the zoning board not the township committee not this governing body it was retained by the zoning board to represent its interest in that lawsuit that involved two plaintiffs okay one of the plaintiff council is the one that brought up that particular issue that was on February 9th wasn't until February 14th that our Law Firm sent a letter to the assignment judge bringing up the issue and offering its recusal in that particular matter uhhuh at the time that you asked the question when I said I was not aware of anything that we had to recuse ourselves was an honest answer and a very pointed answer to your question because I did not know only the plaintiff Council knew at that particular time now you'll recall that I asked you where did you get your information from in which you refused to answer however you did look to the back of the room to an individual on several occasions when asked more than one time where you got the information you still refused to answer that question I am told that the individual that was sitting in the back of the room was one of the plaintiffs that was involved in the case that obviously knew that information before I had known that information and so you didn't want to reveal it had you told me that it was a plaintiffs that had brought up the issue then I would have been aware of it but I was not aware of it I was not handling the case as legal counsel to the town of of lacy it was handled by another member of our firm on behalf of the zoning board judgment that's why the governing body didn't know anything about it and I didn't know anything about it and I gave you an honest answer to your question I did not know about it and yes we hav't accused ourselves yes I mean I I actually there was a letter actually that was sent that I have a copy of on the 7th of January where your Law Firm actually was aware of the the conflict aware I was not aware didn't say you were I'm just saying that they they were aware okay and where do I get my information sir I have an account with the New Jersey courts well that's yes okay and I follow everything that's going on so I see as soon as the documents that would not right right as soon as the documents are put through they're they're uploaded up there so it it's mysterious to me why you wouldn't just simply say I got my information from the new jerse New Jersey courts but that's not where you got your information and you look back to the individual you did not want to disclose that individual's name but that's okay no that's that's not the point the but it's my point no the your point it's my point the point that I made you asked no don't interrupt me please you you asked the question and I answered your question in an honest forthright manner okay and you did not want to answer my question and I asked you on January 9th you see there's two Mr bidnick that show up here at meetings the one that Advocates transparency and disclosure of information and the other that wants to play high the ball I don't know why you would not want to disclose the information that you had heard from plaintiff and the plaintiff's council that they were going to ask that our office be recused it would have been a simple answer to the question but you didn't want to give that answer and so you did ask a question you were given a simple answer and I don't know of any ridicule where was it ridicule well you basically said to me uh in a kind of offway you're all about M you're all about transparency Mr bidnick first of all I'm going to explain something to you no no let let me let me answer this I am not answerable to you okay obvious no no no no you are answerable to the people in this town I'm answerable to the governing body correct and I'm just saying so I asked the question I don't appreciate got an answer I got an answer in my hand okay and I wanted further information so that I could perhaps explain the situation better but you didn't want to come forward with that information and that's okay so you have your answer the zoning board will have to make a determination as to who they want to represent right I just don't I what the reason why I'm bringing this up tonight and this has nothing to do with you it has to do with uh our former mayor here and you could if you watch the video and you watch your behavior which I've talked to you before that you
