##VIDEO ID:egPrmvkyCck## all right the time is 7:30 um I will call the lakea workshop meeting to order uh I want to thank everyone for coming tonight uh I am on vacation but I asked Amy if she could get me in virtually because of this Workshop I think it's something that we've been talking about for a little while about having a followup on our traffic patterns and our parking situations throughout town and we have been talking about it at coffee with the mayor at l and I've been getting feedback and other council members have been getting feedback from residents about changes they would like to see or um what has been working what not has not been working um so I wanted to give the residents in opportunity to come and speak um from what I understand it's pretty nasty there so I'm guessing uh some residents may not be able to make it out tonight with that being said I think it's very important for us to have this conversation in public at a workshop uh we don't necessarily have to make any changes tonight but this can uh inform any type of changes we would like to make maybe at the next meeting and it still gives residents another opportunity to come out and discuss anything that's on an agenda uh towards the end of of August um so with that the discussion item the items are discussing a discussion regarding oneway streets and parking I will tell you all that the feedback that I've got from coffee with the mayor is that for the most part uh all of the traffic patterns and oneway patterns that we've made over the past couple years have been good for the town there might be a little some tweaks that we could look into to to might make it better um just for the record when we made these changes a couple of years ago we relied heavily on traffic study that was done by a professional engineer that informed the council that we were going to have to either determine if we were going to have one ways or if we were going to remove parking from one side of the streets due to the fact that we have increased traffic patterns or increased traffic in the community uh our streets are relatively tight uh especially if you have two-way traffic and um or if you have parking on both sides so we did make some changes in different parts of the Town one of the changes that we had made was that we removed parking on the outside of 18th Avenue for the weekend it was the parking ordinance reads right now that there is no parking on the south side of 18th Avenue between Main Street and New Bedford from 6:00 on Friday night to 6:00 on Sunday night including weekends which are Fourth of July when that's um during the week or Memorial Day Labor Day on Sat on Mondays when that's uh when that time of the year comes that ordinance is in effect from May 15th to September 15th I've had suggestions from residents that they would like to see that ordinance extended to Encompass the entire year where we would remove parking on the south side of 18th Avenue um fully from uh at all times now that was definitely part of the discussion we had when we were talking about this I think part of that discussion um said that we thought that that was an extreme move at the time but uh it might be something we want to think about and reconsider um so that's one of the topics that we can discuss I know there was a couple of other topics Hy I'll ask you to share um what has been shared with you by residents uh and we could we put that as a a list a topic discussion as well sure would you like me to share that now yes please okay yep no problem so um the recommendation is to change Newman Street between 16th and 17 back to 2A while removing parking on the east side of that street and keeping Newman one way I'm sorry yes one way between 17th and 18th so it would just be the one change on Newman between 17th and 16th plus as I said removing the parking okay so for the record right now the ordinance does have Newman Street as a full oneway street from 16th Avenue to 18th Avenue um that encompasses two blocks uh I have gotten feedback from the residents on Newman Street between 17th and 18th that they thoroughly enjoy the one way on that street it's much easier for parking it's much easier for travel um the the question about Newman between 16th and 17th is a very short block if we did if we did what was suggested we would be removing parking from the east side of the street which in encompasses no houses uh there is a house on the corner uh but that faces 17th Avenue and they do have two driveways I believe in that house but the other property on that street there is no house so there is no um there's no need for a parking space for that house even though I know parking spaces don't belong to houses so if we were to do or we were to move forward with that suggestion I'm not really sure there would be a tremendous hardship to any of the residents that are living on that street so those are two two ideas that we can move forward with discussion I don't know if anybody else has received feedback about any of the other one ways or Park that we've made changes over the past couple of years if you have please please let us know people I'm talking about yeah have we had any discussion about what's happening over at the Bradley and Greenwood section I know we were looking into having another traffic study done because that section wasn't included um several of the residents have asked about that so um I believe and I can't I don't want to speak CH TR that here I believe the engineer did look at that and we did get feedback that it's really the same thing we have to determine whether we want to go one way or remove parking and I believe the compromise that we came up with at the time was 18 Avenue was going to be one way from New Bedford to be street during the summer to cut down on the amount of traffic that would be going through uh Bradley and uh Greenwood Greenwood yep Greenwood but that that recommendation came before the traffic study would have gone through Greenwood and Bradley because that wasn't included in the original one when we made that decision to do that one way for that section so yeah I'm not exactly sure of the timeline but I can follow up with Drew when he returns and see where that um where that study comes in um I don't I don't remember the timeline on that have you are you still getting feedback Heather from residents over there yes yes they would much rather see them be one ways with rather than removing the parking having them be one ways R in yeah and that's at least six neighbors who've said that okay during the summer or all year R they didn't say that I I'm assuming the summer um but it's the one way in that section I can just tell you from my personal experience the one way in that section is helping to cut down but it's not helping with the head-to-head traffic um and cars backing up down the street and having to you know Play Chicken around one another um it caused an altercation at the End of the Street police unfortunately weren't called um I asked them to call but they didn't um so it's not easing it's not easing the flow of traffic it made a little less because of that one way but I don't think that it's it's taking care of the problem that exists on those two streets because of the fact that they're dead ended onto um 19th Avenue so if they're dead ended how do they because they can go around if they they both end on that street and then it's a oneway going out so it's but if you they not deadend it's just yes it's a T intersection sorry was they end at that one way and it's it ended we're not going anywhere stuck they got to back up correct and I thought that's what we were looking into well so so M just the question the Bradley and Greenwood people are they saying they want one way the other or if you're going to make any changes they would prefer that you make it a one way over parking they would prefer it be a oneway over parking because there's there's several houses that don't have driveways that can but do we do care if we do nothing me just so we're clear as to what I mean if we if we don't do anything in that area I think the preference is to do something oh okay so this that area has been a topic of discussion for many years um there are many residents that are in favor of a one way there are other residents that are not um just within any situation right so I think with that area we definitely need to follow up with Drew and I do remember that there was going to be an additional or an extension of the engineers report right for that area I don't remember off the top of my head if we ever receive that or not um but that is definitely something that I can follow up with Drew on thank you mayor I have a question um I'm sorry if I missed this did you say that the discussion would be to keep um parking on the south side of 18 um like removeing it for the full week all year round the the all year round okay permanent permanent permanent um prohibited parking on the Southside okay so that would include weekdays right now it's just weekends I think so it would be it is just weekends yes it would be it would be all prohibited parking no parking at any time okay um there was you know a very good point was made by a resident at coffee with the mayor which I'm sure I think you will hear again night to the council that we remove parking on 18th Avenue on the busiest days of the year uh that it shouldn't really be a big problem on the days that are not the busiest days of the year which it's it's a it's a pretty interesting point of view um so are there any are there any other areas of parking besides those three that you guys want to talk about all right so if not uh I would like to open discussion with the council about the 18th Avenue topic prohibiting parking on 18th Avenue year round on the south side of 18 in any thoughts or feelings or concerns from the council how many spots does that Encompass um there are a number of spots it's not as many as the opposite side of the street um but the and the spots are more towards Main Street that that we would be losing I don't know the exact number so I feel like I would like to hear from residents on this but my feeling is I I would be willing to try it like maybe do a trial basis with it but like I said I'd like to hear from others okay yeah well we will have time we will have time to open up our uh our Workshop to any residents that are there sorry Chris you no see I agree I think U my gut reaction is I think it may be helpful to not have parking on that side of the street um year round it seems like even on non week days if it's a nice Beach day or even some days on in the offseason that it can get pretty uh jammed around there but I'm also not dealing with trying to find parking towards Main Street I don't really know how much how difficult that would be if it was year round un able to park over there so also interested hear from res yeah i' I've heard positives and negatives about it um one of the big positives that I would of of prohibiting parking that I get from the residents that live on the dead end streets on E is that they have a very difficult time pulling out of their street because they cannot see left or right because of the cars that are parking on the sside makes sense um how about uh the Newman Street topic any um any feedback any comments from the council is there a reason why you wouldn't just make it go through instead of 17th and 18th being from that one section being excluded I don't think I understand why that would be excluded if you're changing it so the if you me running the not parking all the way through yeah if you're going to make it two ways why only one tiny section be one way where the other sections would be then two ways because the section of Newman Street between 17th and 18th we cannot remove parking there is no driveways on that street there's a lot of little houses and all of those residents depend on parking on the street whereas the strip of between 16th and 17th you're talking about two parking spots and and there's no there's no house on that street the house that is on that corner is actually on 17th Avenue and has two driveways where the other half the other land there's nothing on that lane so it would be less impactful it would be the least impactful to Residents um the feedback we get that it's very difficult for residents to drive through that area because it's of the one way yeah and so from personal experience I find that um to get out of that area first of all it would be a lot easier if Newman was too wait because you could just turn to the right to get to the other side of town but on top of that on these busy Beach days you can't get out of you can't even you come up to Main Street to turn right or left the traffic is all the way backed up like to the light so it's like one car letting you in after another you know what I'm saying like it's you can't even get onto Main Street and if there was the option to turn on to Newman at least to get to the other side of town that would free that up cuz these cars on Main Street are all coming up 18th turning right onto Main and then turning left onto 16th to get out of town so the residents are sort of Trapped any other thoughts I agree and then that opens up access to D Street traffic does back up all the way there yeah they tried to pay attention to driving past there it seems like it's rare that all those spots are taken up on this that side stre anyway any comments from the Council on any of this topic of discussion tonight before we open it up to the resident all right no comments at this time I would open up to any residents in the audience that would like to speak on the topic of uh parking in one ways in Lake Como I just need you to come to the microphone please state your name and address um and address the council looks like we have a new microphone yeah you wouldn't have been able to hear if it was the regular microphone so oh awesome anyone from the any Resident wants to come up speak hello everyone my name is Robert I live at uh 514 18th Avenue um at least one of um the residents who uh pointed out that we eliminate parking on the South Side during the busiest time of year um why can we not do it then when it's slower because we somehow make it work in terms of parking and things like that um I would [Music] say on top of that the fact that we do or the township does have the ordinance that eliminates parking on the weekends during the summer it almost doesn't really matter because there is almost always a car parked on that side of the road anyways one car creates chaos and just a major choke point but it's often more than one car um it's often not enforced specifically on um holiday weekends when Monday rolls around it's like free rain again um and then just moving beyond the weekends and Beyond the summer some of the worst congestion I see is is in the off season anyways particularly in the mornings and the afternoons uh when more people are come leaving and coming back uh to their homes um so I'm thrilled to hear that most people seem to think it's worth a trial run and I hope that happens thank you yeah I wonder if that would we all notice how there always seems to be a car park there they shouldn't be anyway I wonder if it was you know you could never park there less confusion like Friday six rolls around and no one realize Mo carus wer there that's exactly what it is um one people don't know how to read they stare at the sign and then just walk away two I think people who maybe aren't used to driving in a City environment aren't used to looking up and realizing that they should be looking for signs on the telephone polls um I can tell you I rarely see a car parked where there's a yellow curb they see the white lines they don't see a yellow curb they think it's free rain uh so I do think it is a little confusing in that manner and that's why a lot of those people park there um so I think just having uh you know yellow or you know blacking out the white lines could go a long way thank you yeah I agree I think the the L are the big indicator for people that they can park there um and they do and they don't realize that they're not allowed and I've also heard people who are parking there not realizing it's a towway Zone site I'll just pay the ticket I mean think about it if you're parking in Point Pleasant if you're parking in Seaside if you're parking anywhere else where they're charging these fees $50 $60 to park for the night they think a parking ticket won't be that bad and I actually overheard someone say that and I said to them well you better be careful because you're going to get your car towed and there's a picture there's a picture of a car being towed yes oh really yes your car is going to be towed um so yes I agree 100% you know I can't be the only one who gets woken up frequently at 1:00 a.m. on a Friday or Saturday night by the tow Tru right right so it's like kind of like a quality of life thing too beyond the congestion they would we be able to paint those curbs yellow even if we're doing a trial run could we do that yeah I yeah I think um we can determine in a conversation with Drew what he best uh believe what he believes is best we could paint them yellow we can paint black over the the white brackets that are on the ground we can post signs and say no parking anytime um we can do all of that the I think the if we were going to do a trial run we might might want to stay away from the yellow curvs because those are hard to get rid of once they're there uh it takes a long time for them to fade and you would just have to paint over the white which doesn't necessarily look good if we didn't stick with it okay um but it's definitely a conversation that I would we would have the true okay anyone else from the public is there anybody else in the public no no no okay um thank you I can I could see some some chairs but not all of them um all right um with that being said we we'll I'll talk with PEG um and Drew and we'll see what we can do to mock it up some uh change to the the ordinance that we would that we could look at at the next meeting that we could have um on the agenda if residents want to come comment on it or again on August 22nd at 6:30 here of the environmental commission to um discuss that further um so there like I said there was a lot of interest in it a couple members in the public are looking to get involved so looking forward to that otherwise all members are or matters are order thank you uh councilman danan uh thank you mayor all matters are in order thank you Council Willi skull thank you mayor um I am speaking on behalf of the lake homeo tourism commission and I'd like to thank the Monmouth County Board of County Commissioners and Monmouth County division of Tourism um we applied for a grant through the destination marketing organization American Rescue plan which allowed municipalities opportunity to receive free print materials to promote local tourism provide Co relief and increase local economy um we hired a photographer named Adrienne Tully um and through her work and the generosity of the county we have beautiful postcards Now featuring the Gazebo and the fountain um which are here available at Burl hall for no charge so I wanted to just formally announce that it's been posted on Facebook but we do have some awesome postcards that um you can send to your friends and family and let them know that you visited Lomo or live here so um other than that all matters are in order thank you very much council president witty thank you Mr Mayor uh under the honey anniversary committee uh Chief Scott and I had been working on a flyer for the fishing uh tournament which going to be from two from 12 noon to 2:00 on Lake C Day registration will be at 11:00 and and is open to anybody under the age 15 so that that's going forward anything you want to bring up now just on the um the fishing tournament um I I met with patrolman Patrick McGill he's going to be the one spearheading the the day and the event um we're going to work on uh doing different uh age group uh categories for the prizes couple prizes um for each uh age group we haven't decided on which age group how we're going to work that but um really looking forward to it and uh hopefully maybe we can make it an annual thing with the bmar uh excuse me I'm sorry Lake Como day every year sorry mayor have put on uh so we could take a look at it and comment in public if we needed to um this is if you take a look at it this is a permit for our Lake comoo day um um permit for the beer guard now uh Amy did we decide or h we decide are we going to permit the whole area or are we just permitting one small area again the drawing shows the whole area we're working on this is for the whole area Okay um so there is a there was a discussion about keeping just the beer garden as it always has or actually fencing in the entire area and Licensing the entire area for um as the beer garden uh so as you can see from the permit that we are licensing the entire area with this permit um and if we need to make any adjustments after we can adjust the uh the application but I want everybody to understand that their vote for this would be to license the entire area any questions can I just add to that and I believe we will still have a beer garden but this this would enable people to carry car their alcoholic beverage right to you know the vendors and to sit at a table and eat their food with their drink and um yeah and we have you can see the green circles we have um police designated around uh that area to prohibit people from leaving that area with right alcohol we're just we're I think the last time I talked to Drew he is working on the ability to inclose the entire area if he is not able to do that then that then we would not go forward with that plan okay that that's news to me I didn't know we were going to actually enclose it okay yeah yeah we we would have to enclose it because you would have people walking up and down Main Street with with alcoholic beverages so we can't have that well no I mean according to this we would the police would stop them but according to the drawing they have a fence at Fernwood and a fence at the top of the lake yep and that and that would that would definitely enclose the area y um and if that if that can happen then that would then we would definitely move forward with the idea of um people being able to leave the beer garden with their alcoholic beverages but if they cannot enclose the area and it's just um an open area where people can walk in and out it's probably not going to happen so that's one thing that that Drew is working on but it looks like what we're permitting here is the area would be closed off at Main Street or you know the the house at Main Street and the area would be closed off at Fernwood and you have a police y um excuse me mayor you don't have the North Boulevard itself though as part of the enclosure so and you've got the looks like the beer trailer is outside the area that that's going to be licensed which trailer the the purple thing that's Street opens onto the grass doesn't affect both at least what I'm looking at outside it's outside the yellow lines but they're talking about the red lines the red line was the fencing correct so what's the yellow line yellow line indication the yellow lines right there's no there's no lines are proposed liced area well then this is outside the licensed area because it has to park on the street and then it bumps it opens onto the grass so they'll actually be serving onto the grass They don't serve into the street because we have that trackless train that goes up and down North Boulevard what would happen if get make it to the other side of street yeah why couldn't you just move the yellow over to the the north side of the street to cover the pavement right yeah I I think that's I think that's the solution Mo the yellow line to the sidewalk right Chief you have any problem that no um I just I agree maybe move it over to the the sidewalk CU you yeah I'm okay with that people are probably going to be walking in the street as well kids are going to be out there anyway m if you want to give your kids up you to make hoping the ID Checker wouldn't give that to that all right um so with that amendment of moving that yellow
