one um Lake cam is recording this and will be available for viewing first on the agenda 12 Violet Street meet with foresight engineering to discuss local upgrade requests um let's seeon doing tonight from foresight engineering here on behalf of the property owner 12 Violet it's 5,000 ft Loot on the Water System 42 minutes per inch so we're installing a micro fast for the Pres Lee field and we need to ask for some waivers of property lines and fall space area both the abutters were notified and has the white slips and green cards not too many options here not to fit everything in try and avoid a third set back to the rear property line and get the contractor a couple feet to play with uh it's just a crawl space under the house no living area um just the water lines and stuff feeding the house and we'll have a two- bedroom for the deed restriction not much else not much else to it okay so there no Butters had to be notified I did notify both the butters green cards yeah here the green card one was returned but the other one did go through but he I think the guy who wants the empty lot doesn't like to collect his mail okay so that lot is vacant to the right at us yes okay um is that the way looks like a very tight access to get around the house is that the way we're going to see that little stair area on the east side of the house we're going to remove that that was added on at some point they tried to make it like a little porch entry it's just basically particle board yeah so they'll take that off and that gives them a 13 14t swath there to get in with a tank truck okay and are you on year round water on this one yes this one's year round right now it comes into the back of the house so we're just going to move that service to the front so we're not interfering with the septic okay after wraps around the house and pops up uh was there any record of a well on this property at any time or anything in that folder that need to be aware of um is there greater than 3 feet over the field are you asking for Rance on that one or no no nope you going to cut it down to 101 or 100 yep cuz it's 102 through the high cor yeah we're 2 and 1/2 ft down just to get cover over the tank basically with the fast you need a couple feet there okay um I didn't see any other anything else on it I didn't see anything either yeah all the ABS have already been upgraded so we're like the last one in this little group here it's two bedroom even two bedom did you have comments on this one I don't it was no not really yeah we just had to make a quick revision on the size I sized it on 40 minutes then we had a 42 so I bumped it up to meet the square footage requirement what was the reason for the Pres uh to make the square footage re try to get that 50% it's an undiz lot too he he has to do a dite so he did both he we did the tank yes we did the D and nowadays with these Lots being so small we all know that that's where the system is going for the rest of the life of this lot unless they get sewers so why not put a Presby in and not have to worry about it we all know that's the best system out there for a Lee field especially in these tight soils anything over 30 minutes an inch I definitely recommend the Pres okay and you took the full 50% reduction on this one uh yes cuz we just didn't have enough room even with all the setbacks okay and then I saw you note on the H20 tank not required yeah it's not required so they can put in a low boy if they want to or top you leave that up the installer yep cuz we didn't have any water table issues okay so this will be a build backwards probably they'll probably build the lead field work the way out put the tank in and then they'll put the porch back on as they leave is the shed still there have been removed the shed will be removed yeah it's just a little Tin Shed okay concrete pad is that what that yeah that'll get ripped out it's like three in thick we hit that when we doing the perk what is the big round circle is that pool proximate leech pit that was there originally or cess pool yeah okay cuz there's no records but we F we did hit some Stone there so is anyone here want to speak to this in the favor I I I thank you next on the agenda 104 Charles Eldridge Drive meet with foresight engineering to discuss local upgrade requests again for Darren I am going to recuse myself on this one yep um I'll turn it over to Chris no problem at all again Dar M from foresight engineering here in behalf of the property owner uh unfortunately when went out to do the title five the existing leash field was flooded it's about 5T in the ground so it's just drowning itself uh so we're proposing a new stone bed pretty much right over the old flow diffuser beds cuz there were limited space there with the parking lot in the front yard it's a steep slope down to the circle if you know that area the lot's really built up so we're asking for a waiver for cover over the Lee field which is probably only about 10% of Lee field will be covered by 5T and then the rest will be about four to three and 1/2 ft um our other waivers is Ed brought up that the original design was actually over the nitrogen loading for the lot by about 50 60 gallons per day uh so we submitted that waiver and I've also submitted some water records to show that our maximum usage last year was 500 gallons a day um so we're way under our nitrogen loading as far as usage and our other variance request is a local bylaw um to remove tanks that are greater than 20 years old I did inspect these tanks they're underneath the parking lot they're all each 20 they all have cast iron Lids um they're not in the water table no evidence of any leakage uh we're proposing a Cape Cod burm to go around the tanks so there would be no more further traffic over the tanks so that the board wouldn't have to worry about them collapsing um the regulation is 2009 So it's 15 years old you know things have improved since then um my other argument for leaving those tanks this place is if you notice we have two water quality tanks in the middle of the back parking lot in the middle of the front parking lot that were installed at the exact same time so if those tanks are going to stay in the middle of the park law I would argue that these tanks not being driven on anymore should be allowed to stay yeah this is a tough one with the bylaw I mean uh I've talked to all the local Engineers that you guys have before you most of the time and most of the local contractors that work before you and none of us have ever seen an H20 tank collapse we've seen h10 tanks collapse so I definitely agree with that with a residential home we have a th000 gallon or 1500 h10 but these are H20 tanks if we eliminate the traffic over them I don't see the danger they all have cast iron covers to grade there's asphalt still over them to prevent anything from caving in um and like I said you've got two other tanks in the middle of the parking lot that are exactly the same that are water quality that you already ulation doesn't apply to and those are going to stay in place so as an engineer I find it a little excessive to require tanks that will no longer be driven on to be replaced when you have two tanks in the middle of the parking lot that are going to remain you said there were the existing ones for R2 compartment already they're all they all meet all the same sizes so all the tanks that are there meet all the sizing requirements you have your first compartment is your 2500 gallon there's two tanks two tanks but there single compartments but the the second compartment regulation um we would be replacing them with the exact same tanks it's not like they don't meet sizing requirement or anything like that what do you think Bob I don't really care about the flow I mean we got this letter I don't I don't see where um changing those two tanks cost $200,000 maybe you can talk he's got a full child care downstairs so how are you going to keep that child care open when it's going to take at least 3 to 4 days to rip those tanks out put new tanks in so you have no flow leaving the building at all for 3 to 4 days so you're going to displace all those families he's going to lose that business they're just going to move on to another child care somewhere if they can um it just doesn't make a lot of sense it's already he's already looking at a few days to replace the leech field but he can pump the tanks down that gives him the storage to do that and you're probably looking at $50,000 in concrete just for the tanks and we're going to put the exact same tanks in underneath the exact same parking lot and in that case we're going to have traffic on them again and here we're opposing no traffic there won't even be foot traffic because the door is right beside the the burn there's no reason for anyone to even walk over there we could put up a fence if the board felt safer about that but if like what you're showing there I think the the curb is going beyond the door so you know it's right there like the door is right at the curb so you have a sidewalk so you won't have the little walkway that's there I think the curbing I had to get beyond the tank so I'm in the middle of that walkway that's right but you won't be able to go straight in you'll have to go on the sidewalk go over and then go in which you can do yeah yeah but you're not going to be able to go straight into the W but you can't park in front of the door anyway so people are moving over they'll be parking in front of the AC units so instead of walking straight into the door you'll step on the sidewalk take a step to the right and walk into the did you have any other comment Ed um for the cover I don't have any issues with that U for the nitrogen loading um as he said most the um everything around there is mostly on water I think the nearest well is 500 ft away and he just misses the nitrogen loading I think it's like 1144 it's 12200 so he really just misses it so I don't I don't see any issues there either um the tanks I mean it's I know you guys don't issue the the tank um waiver often um and for good reasons um you know but um I don't think we have since we had it that I know um no in the the certification thing that's that's written in there too it's only come up I think once and um and usually was I think people weren't going to certify the tanks cuz they were well that's they couldn't be our law said says I mean our bylaw says that they have to be certified someone's going to get in there and inspect them to prove they're still worthy and now they respect as H20 we don't have an asilt so we haven't proven their H20 I assume they are there's there's an asilt okay you okay on site I've seen the ASO but it didn't call out H20 I think that was it yeah so they didn't call out H20 which so you would actually have to go in there prove their age 20 prove their incent condition you can tell by the top as soon as you pop the cover the top of the tank is 6 in thick H it's pretty easy to determine the requirements in the bylaw the local bylaw say it's going to be certified structurally Sound by the designer uh it's constructed of D approved materials can be made to conform to state water tightness parameters and manhole area requirements yep so they were installed under the under the current code in 2001 so that code hasn't changed as far as tank construction um you approved amend this board so I assume that the right tanks went in um they met all the specs that was code and that code has not changed at all as far as tank specs and then other than your two compartment and the state's two compartment rule which we already meet that with the two tanks um they have cast iron covers at grade and like I said in my 30 years of doing this I've never seen an H20 tank collapse in a parking lot it's a commercial site it's different than a residential home where you have kids running around on top of them in a backyard that's it's not solid pavement the pavement is not cracked over the tanks so there's been no settling well the pavement cracked over the tanks there's I mean I'm not saying that the tanks aren't bad but definitely above the tanks there's cracks in the pavement and there's cracks in the yeah that's the picture of it there um but like I said so I don't think it was back filled properly but I'm not saying the tanks are un but they've been driven on for 20 years now there's been no issues so now past 20 years we think there's going to be an issue for what reason I guess I would ask for what engineering reason and what part of the code does this bylaw actually apply to like why is why did this even become a bylaw what happened well I mean the concrete deteriorates over time the gases and all kinds of other stuff like that too right but not usually an H20 the 6 in thick I've never seen an a20 daps either saying there there there are reasons why it's notan not talking about the the H20 but there are reasons why um but even the DB boxes we all know now the h10 D boxes corrode after 10 to 15 years and a lot of us are putting in H20 D boxes instead because we've never replaced an H20 dwx well no one put them in 20 years ago right putting the BM they had to to stop any more parking on top of it cuz that's that's one thing when I saw the pictures CRA payment I was worried about agre to a fence if you wanted a fence there so even the kids can't walk on them I mean we can definitely make it prohibit for people to walk over those tanks cuz no one has to go to the corner of that building there's no door right there there's no reason to have to walk over there I think it's a little different from most that we've seen I have we seen too many commercial ones yeah I mean if we did it for safety if there's a fence there excuse me I'm finally getting better um if there's a fence there so nobody can get on top of them if something did happen and that nobody can park a pile snow on top of them in a snow storm I mean what would be the worst if they failed then there's a fence around it nothing yeah maybe something more than just the BM yeah obviously I just offered the burm because it prevents traffic prevents snow being pushed on it because no one's going to push snow in that direction if you're plowing you're going to plow all the way towards the other end of the parking lot where the catch basins are um but if you want to certify you tested the tanks they're age2 and all the other stuff Chris read and put a fence around it I probably they'll have to be pumped at time of installation so yeah cuz the whole thing is is if you know somebody in the Y and cuz we did have some fail and if uh you know in the middle of a y those was usually h10 and most of them that I've seen cracked is because when we expose them someone threw a rock on top of it and then over it with the old back clors that they used to use and it cracked the top but on on this one I I think with the fence around it I would be all right with it leave it yeah it's the nature of it's a little bit different than what we used to yeah if the if no kids or cars can get on top of it the no one's going to get hurt even if it does fail and the whole reason it was there for safety yeah and like you brought up the cost I I think that's probably a little different but I think it's still not cheap either yeah so um yeah I think I'm okay with it okay oh am I missing something it looks like you only asked for the nitrogen load you didn't just in that letter cuz that was afterwards that had caught up because I basically this one yeah that was after the fact it wasn't on the plan yeah the original design for quarter of the um the plan yeah so in 2001 when they approved the plan they actually went over the nitrogen loading by 60 56 gallons per day you go I make a motion yeah and I'll make a motion that we approve at 104 Charles Elder Drive excuse me um then we allow them to um leave the existing tanks after they've been certified and tested by the engineer un fences put around them all the way around them so nobody can get on top of the area and [Music] to what do we do for nitrogen load just leave it or is that another one too do we give them the extra 50 yes just the waiver for the so we're going to allow 1,200 gallons per day even though the property is limited to 1,144 a day and that the there will be no increase in flow on that based on the the numbers and the actual water usage you gave us yeah and the 12200 was the original approved capacity so all right I'll second that any more discussion all those in favor I I thank you guys thank you next on the agenda 16 North Fork Street meet with Zenith Consulting Engineers to discuss requested local upgrade approvals turn it over to you will uh will Connelly Zen of Consulting Engineers um the site is 16 nor Street um it's an 18,000 ft lot with a three bedroom house on it um so you can see Long Pond is to the west of the property um we are proposing a 1500 gallon micro fast tank a th000 gon pump chamber and a pipe and stone bed uh the tanks are both H20 monolithic there's going to be a about a 4ot retaining wall which is going to wrap around the system um um we got an 80 minute per inch park right out here so we pretty much squeezed as big of a system as we could given the the constraints of the site um so we're requesting a local upgrade for the reduction between the uh Inlet notelet of the tank and pump chamber in high ground water um reduction in the size of the leeching field um from 2200 ft to 1100 um reduction between the leeching field and the uh surface water supply from 400 to 175 and a reduction in the setback between the public water supply and the tanks from 400 to 200 ft um so if there's any questions I'd be happy to answer them uh a couple things will I don't see a pipe drawn from the tank inlet to the house is it assumed it's a straight line we don't need a clean out is there anything that um funky so I think we're just planning on tying into that existing where the pipe goes into that tank there um just grabbing that invert um we couldn't access the pipe from the house cuz it went under um I think it went under the addition which was a crawl space okay or like a slab on grade or something so um and do you know what that pipe was should it be changed is it a schedule 40 pipe or is it the Old Clay I'm not sure um compromised in any way any ideas I don't know I know there was nothing on record for this one um okay um yeah cuz the older ones usually those pipes have failed majority of them there holes in them that deteriorated they cracked that leaking water in it um so that's just why question you just I think it definitely should check that pipe make sure it is just just the material or you want to take a look at the slope at all or um do you know where it is coming out of the house or you don't even have a grade so you don't know what it's coming out yeah is existing on that one is it a crawl space you can't get into there to find it or is just all buried it's all buried um yeah I actually went in the basement myself and yeah you can't see any of the plumbing so I think they put on an addition at some point um and I believe the original Plumbing came out it might have come out the side here before the addition um I don't know but is it just one pipe though we're I believe as far as I know um like I said we didn't have any information on this as far as records go so I kind of have to locate it we you know what it is no vent sticking out of the roof to kind of get there was in the middle which is what what made me think that it could have possibly come out the side there before they added the addition on um I think we could put a note to yeah my recommendation at least as far as to go as close as within at least within 10 feet of the house because after that it goes into the plumbing code yeah it's out of our jurisdiction okay um but at least get it back I think within 10 ft minimum if if the installer sees anything wrong at that point they'll have to make the homeowner aware head or you know if they look at the pipe 10 ft and it's crushed to still Orangeburg or something right might have to be addressed um my other question was um we normally don't see the blower in the vent put right up against the house windows any reasoning for that usually they try to get them far away um I think it was just trying to kind of tuck it um just away from the backyard I guess just kind of hide it was that from the home homeowner recommendation or is that just through the engineering no that was just yeah just where we showed it um I guess they could maybe stick it over by the shed or something um okay but um I just like you said I don't think by code there's any way you have to put it um I'd just like to let the homeowners be aware that you know that makes a humming sound and it's on 20 247 there's no way of shutting that blower off and you are venting the 3-in vent that's blowing air in and coming right out that vent through a 3-in pipe right back to the edge of the house um it start up you'll probably get a smell when it's running properly you shouldn't but um I wouldn't want it there for my house but I don't know if I I can t is we yeah I don't think we can we can actually tell him where to put it I mean but he's making very good points but we can't actually say you know um I mean if we're revising the plan to add a note on there anyway about the pipe we could update the location of that just to but know behind the freaking retaining wall of this field yeah it's got to go up uphill from the tank cuz it gravity feeds they condensation in them or water or anything it would have to go up inside the stone wall there's a certain length that they they recommend against because they um I think it's over like 300 and I think it's over 490s they don't want more than 490s in it but I mean you could tuck it up on top of the field not tuck it it's going to be out in the wide open but that huge Mound is going to be out in the wide open too you're not hiding that full foot wall um yeah but that was just a recommendation I I don't think we can tell you anyway as long as the homeowner is aware so we don't get complaints afterwards that okay it's venting and humming in my window um that was about it um yeah I mean that's a good comment I just want to locate that pipe and find out what it is yeah to go at least go back within 10 ft of the house not connect right I bet when you go that far you're going to have to go all the way um again you have everything on the tanks you got to coating you got vacuum tested you got the booties made into the collars H20 monolithic internal mount I mean cuz the Tank's totally under water the water table's higher than you believe top a tank even 72 it's just at top of tank it's above the inverse 72 um you got the wall design I didn't see that was my only comments on that one yeah with these size Lots I mean everything they're asking for is with the advanced treatment and protect it from all the things that they're asking for for the variances so I'm good Ed did you have any other comments just think on the um the detail for the field up in the right hand corner you have a removal elevation I think it's um it's in the 90s just try to says 934 yeah it's definitely a typo oh yeah it says elevation indicated by hatching on soil logs and then there's just a typo that got carried over it looks like after that yeah um so be the remove and replace on the soil logs there so so should we um I think I I have the installer's copy here we I scribbled out somewhat where you have it highlighted are we going to change that for the installers copy or um well I mean he can't remove to 90 because it's that's what I mean you definitely need to remove to the correct grade you're going to have to make a note about finding that pipe in wait for the install so just if you do revise we have to update the plan anyway I'll just make sure that that gets updated as well yeah and if you do talk to the homeowner and they do want to move the vent that would probably be on the plan if you do if they don't yeah is anybody here for this one okay go ahead Chris out uh make a motion we approve the subsurface sewage Disposal system upgrade at 16 Nork Street uh with [Music] the one two three four variance requests um I just asked to have a note edited on the plan to find the pipe coming out of the house and make that one correction on discuss requested local upgrade approvals again I'll turn to over you will Consulting Engineers um s is two mysterious Street 14,000 ft lot um with a two-bedroom house on site um we're proposing a 1500 gallon micro fast tank um Stone and pipe leing field um the issue we ran into on this site was um these test pits to the I guess you would say the western side of the lot um we encountered ledge or refusal um pretty shallow I think it was at like a few feet um um and then we found more suitable stuff as you move this way um so we're basically trying to stuff the system as far toward this corner as we can between the existing system and that property line um so we're requesting two local upgrades um for reduction in the between the leeching field and the property line from 10 ft to 5 ft um which is number 37 F wood that's currently under common ownership with uh this property um and then a reduction in the setback between the leeching field and the property line from 10t to 6 feet um with 39 Beachwood should be to the north um so if there's any questions on this one I'd be happy to answer them all right on this one uh will do we have your butter card butter cards that's same one but we had to one of them wasn't right the one to the the left Robert yeah we got the 39 Beach wood 39 okay and these two lots are callon on the tri you said uh yes the this lot and then 37 Beach wood okay so I know there's some discussion on trying to get this water man down there there's just seasonal water on this property right now that's what I believe is the case um I know this property right here is on seasonal water um and it looks like these might have been kind of combined at one point um there was no well that we were aware of so um no well on the property at all no not that we know of um and then yeah we're proposing the Water Service um to run from Beachwood a down this utility eement and then into the house on our property right now we're assuming there's no water to this property once this just gets divided off because it was coming through the other house we again there was no record on this so we we really don't know this was a I think it was a crawl space as well there was no way to see what was going on um okay but it did look I mean as you can see the driveway splits the property line um all right and then me my other question we've already run into some issues down there with something similar to this um there is a well on the abing property which looks like has to be decommissioned because you're not showing it in the radius of the septic um again we can't even though it's the same owner it's two different things um but I wouldn't want to see that this permit go out and be issued for an installers permit until that well is decommissioned by a well driller prior to the 37 Beachwood yeah because of issues we've had I think they are on yeah well they're definitely on seasonal now but um yeah understood and not have that well existing just to comment that's year on water so they're tied into year round water um they will be at point but uh they're year round water on Beachwood um but I I don't know if they were tied into seasonal water at all because I thought they had the well I thought they were because they had that the pit in front um I'm not not positive so we're not sure where that well feeds if they're tied in they're not even tied in even though there's water available they're not tied in yet I mean I saw the well I just assumed that the well was going to the house and they were not on water um but I mean it's it's possible they may be on seasonal water too but it's usually unusual if they have their own well but they'll be on seasonal water okay but seeing this is the same owner where we can technically make that up yeah they can decommission stipulation for approving this one um on decommissioning Theiss is yeah okay um that was the only thing I saw I was just to make sure that was done and then this water line was tied in prior to doing the septic would be my recommendation just after the last problems we that but I'll turn it over there exactly yeah I agree with that there was I didn't see anything to get the ledge and all that stuff and get Advanced treatment so I'm good and I'm good with the property line stuff is anybody here for this one um just on the the water easement have you run that by colle with water yet or um I know we've we've drawn up a plan for it um I don't know if there's been a discussion about it yet um I mean I think usually when you extend it they prefer you do it in the road that way you know other people can hook in um and they don't want like all these one-in lines going through people's properties right um I don't know if they'll allow that but I mean I definitely check with them before yeah that was that was kind of the plan so that would have to be worked out prior to issuing the septic permit is that um well no I mean the the septic separate in a way I mean yeah but we want the water before the permit issue that's where I was because this well is going to be an issue like we've run into on other properties down there yeah well well this this um 37 Beach would he can hook into the year round water no problem no easements decommission that well and decommission the well but the 41 he he has to go over someone's property or they have to extend the water made in the road and they prefer you to extend it in the road because I know the guy up here the next house up he wants water too right and so if you just put a one inch line you kind of you're making this guy go whatever 200 ft whereas if this guy goes 100 then the next guy goes 100 it's it's a little more uh manageable for for people to hook in you know mhm did you have some comments I was just concerned of excuse me of how close the septic is to my house which property are you on 39 Beachwood um my house is pretty close to the property line as it is so I didn't know how exposed it would be yeah so I don't we don't have a location of your house on the plan um I don't know if it gives you an idea based off the house next to you um but you tied into the the Water Service I'm tied into the water service yeah so so I believe your septic is like somewhere in here yeah it's right next to my house so the house I believe is right here so where you going to put it um this is where it's being proposed right here okay you know where that shed is it's in the ground though right this one's in the it's in the ground there's no Mound or anything basically right parallel with that shed the existing shed parall to it well the same kind the same depth I guess oh that's the shed yeah okay I know exactly where this yeah yeah my from house is right here so it's was concerned with how exposed it would be with this again I'm not a expert in this this one of the leeching field how do this yeah this rectangle right here is the leeching field oh this just a leeching field yep where's the actual setic so that is um you have the tank and then there's the leeching field oh is the leing field yep yeah the only thing you'll say is a small vent um 4 in pipe popping up that's that's fine I just I was concerned if it was unlike some of the other ones that need 4T walls all around them that's in the ground so you're not going to see it at all there'll be no water running or anything on your property it's just like mine I was just concerned of where was going to be yeah now how close was his house to that back of that shed is it still a distance away or no do we know where that lot line was or the houses without a Tron um I can't say it's more than 10 but it's yeah it's more than 10 ft I don't know if it's more than 20 but so it's pretty close I don't know I remember yeah I can't recall from being out there I we couldn't see the property line of the time so it's kind of tough to all right the only reason I was questioned that again because that blower unit is tucked right there at the shed with that vent so I just don't want to make sure it's too close to his property where they kept it away from their house and put it right next to your house thank you yeah that's where you could put it on the other side of the yeah um that that's all just I they do hum they don't shut off but they should put it on the home on the side of the shed you should put it closer to your house than your neighbor's house I mean in my opinion I just it didn't show anything over there that's all I would like to and that's something we can discuss with the client the install yeah when Ed does the open hole just you know if his house is really 10 ft from that shed or something that we can't see yeah well if they won't put it on this side of the shed then they can come back then cuz they won't give them the theirs yeah they can just put it up the other blow her up near the tank yeah anywhere I just like you said I don't it's like chickens people always put them close to their neighbor's house and far away from their own right yeah that probably showing that under 10 ft to the property line cuz you're 6 and a half there so you're pretty close to you're showing that that um just to make sure that's in a good spot or the best spot possible I guess you do show the septic pipe on that one going in yeah it was actually exposed I believe it was cast iron okay you went with a top mount you don't need the H20 tank there's no water table yeah with the ledge we try to keep everything as shallow as possible I believe they do make a ledge tank too if they you can do a ledge on those I have it's really not much else you can do on that one I'll make a motion that we approve the two local great approvals at two weria Street in Lakeville Mass and include in that that the event is moved to the home only side of the shed instead of the Abed side of the shed what am I miss well the water well in the water line to be done these were the only two that we ask I think that's making a stipulation of the well must be decommissioned prior to all it's not in that radius and are we going to make them ring the water on down here um well they don't have as well so I think they have to one way or the other they have to get water correct I mean right but whether he's asking whether it's an e you allow easement or in the in the street I don't know if that's I feel like the well being decommissioned and the water line resolved before permit um uh yeah approval or dispersal whatever I mean cuz we want to have we want to know the water is going to be there before know water is coming from did anyone contact the um the owner the next house up cuz he he may actually combine you know if you both combin to to chip in to extend the water May yeah I'm not sure if we spoke to them I know there was a discussion about bringing it either up with steria or taking it off of Beachwood um yeah two two ledge was recently purchased and the person definitely would like to hook into water what size water lines are they running down those streets do you know um I don't know on that one um you know it it depends but usually like four or six but again I don't think we could we just said have to get water right I mean I don't think we can say you can't do an E it I mean I think we should let them know that someone else wants to up in water but I don't know if we can condition our approval on it you know that's what I'm thinking I don't think they just have to get water CU right now we don't know where you're get in water yeah and I definitely want the that well decommission first though because I don't want to turn into one of those things where two years from now we somebody comes in like oh what time is that well over there yeah we we definitely can the water line becomes an issue and then they're like oh we'll just tie in that well and then we we approve something with a a well within so many feet that we the system but I just wanted to introduce myself myself make sure I you know said hello and all that kind of stuff um I live in Middleboro so just up the street and uh we've been doing business for 25 years we got whatever you need for paperwork and stuff haven't had any issues in any surrounding town so and just H your name my name is Brian ell okay um so do they have uh dumpsters you drop off or is it just pick up yeah so we do uh different lines of business um our primary would be uh the front load containers um which would be picked up on like a weekly bi-weekly monthly uh three time a week kind of thing schedule um right now we're only going to come by this area one day a week hopefully we'll kind of grow into the area and be able to service more frequently um we do also do rollof containers as well um so I don't know if there'll be a need for that in this area but we do that as well okay for temporary and do you do any permanent dumpsters on site yeah permanent the permanent front Lo containers yep that's a rollof right no the permanent front load would be the flip top ones you see behind a restaurant mhm and we do have a yearly fee for that corre Y for the roll off as well yes and the rolloffs also we do um we supposed to do we get a lot of those actually into a said I know we're supposed to get a permit yeah we we do we we notify them twice a year so we'll we'll email them like on I think in June and then in January say okay how many did you do and they report it and then we okay now what about the rolloffs like a temporary sorry that's talking about all the rolloffs to and the permanent ones obviously yeah the permanent ones we know the permanent ones so that's something we just pay once a year but the rolloffs because it's you never know where you're going to get it so we we we we email them to find out which ones they are and those ones are different every year but the permanent ones you usually pretty standard so you usually get a set number which may change a little you may have 21 year 19 the next but you know it's it's pretty pretty regular do I have a question this is the only town that we've ever done a hauling permit and that requires the hauler to do that permit usually it's on the business owner or the property owner um um but you guys do require it to be the huler that that doesn't okay it was literally when I got on the board a full-time job for somebody at the office chasing down individual people oh I believe it it just got so out of hand and um and then if the people didn't pay but people were still bringing their dumpsters and it just it it just went on for a couple of years until finally we were like look we're not going to make you run down every time and give us a permit that's why we just a couple of times a year we check in and whatever you have in the town you pay the permit for and you're good great but it makes it way easier like literally when I got on the board there was a woman and I thought that was a full-time job just chasing down yeah I believe it I'm not I'm a little surprised more towns don't do it that way but but that's not a problem we're have to comply with whatever the rules are okay okay is there anyone to speak to this I I just not so much with her company but with the three of the dumpsters I have a dumpster but I have to pay for I use APC now was AI Y what is the purpose of the fee when govern's disposal is in my property taxes this is an argument I have every every year when they try for me I'm like why does tell how do they get TR for me twice I don't believe there's garbage disposal in our taxes there's no we don't have tax for a garbage disposal we we have no um my property taxes we don't have a dump we have a transfer have a transfer station but we don't have Town pickup we don't we don't have Town pickup we have a transfer station you can buy a sticker for the transfer station to drop your own stuff off or you can hire someone to take it away the town doesn't takeen away right okay so so it's not included in my property taxes only if that would only be part of it if they actually offer that service but they don't okay so you to paay for the permit for the dumpster you pay for all the bags and for the permit to take it up to the transfer station yourself but there's not two fees okay all right because that's what that's part of what I was when I ask a company their answer is I don't know the town just makes me charge you that's why I'm like oh should brought it up I'm like okay that's been wondering about that CU I've had the dumps for 20 years and once a year it comes up and it's like why might get I always assume that the dump cuz I know years ago it was I've lived in this house for 56 years years ago it was part of the property tax and it was an actual dump yeah it was free correct but now you have and you still have to buy we back then we had to buy a per you know sticker for for the carop the bags or something I'm like I'm not using the bags I'm not using the transfer St I'm not using any of services why am I interested to put a dumpster on it from the town because has nothing to do with my trash wasn't enough it it's just like for the convenience put the dump on my property I get trash $25 a year I think other we're not the only Town correct it's not a stand up what Bob was saying um for us to regulate a company make sure they're professional and everything we have to do a lot of work so that's where the fee goes It goes to our fees and people chasing down to make sure because we have to make sure that when they're taking that trash it's going to someplace the proper place it's not someone just taking it and just dumping it in their backyard or something like that so it's it's just making sure that the professionals are doing it and there there is a fair amount of paperwork and chasing down people paperwork well in the in making sure the condition of the container is in good shape and they're not leaking cuz we' had a lot of complaints about trucks leak I complain I made them change it once like two years ago they it was rotten out and I made look I ain't pay to which so I get and I have a cobra frame right there in front of that that Tomy put in 20 something years ago for me and actually for my father but uh so yeah I was on it before you were yeah and then like if they do become in rough shape and leak like then attracts more rodents and more Wildlife than you would normally want so this absolutely and one believe it or not about two years ago he got hit at 2:00 in the morning somebody almost hit a deer and S out of the way they hit it and they shot that sucker from where it is up to the house all the way my next like stopped right at the house but it hit it that so I had to have a new one after that too and plus it pays for uh going out on calls for dumpsters we get a lot of complaints of dumpsters not getting dumped smell animals in them so we have it has to respond to these so that fee is also is part of any complaints we get we get more than you would you would think yeah I'm so that's another reason for the fee every two weeks I move every week just to help solve that problem for even my own Gody right you know I'm fussy when it comes to that myself so okay did we do that yet no we haven't I'll make a motion that we approve the new trash huler for have V that we did not discuss on that letter that Ed brought up to me and I had seen oh excuse me I think it's item two it's Rocky Woods yeah item two I don't know where this one came from I don't believe we discussed any part of this at our meeting um the letter they were sending who to uh attorney ather says no septic system should be allowed on Lots under 8,000 square ft due to nitrogen loading issue um I don't think we have that anywhere or discussed any part of that no we were pushing 30,000 back in the original yeah but then we removed it and you guys wanted there just the waste water treatment plant as the right so I don't like I said I don't know I came from either especially the number 8,000 right um so we should just take that off yes so I don't if we want to send a I I think this has already been sent to ma but maybe just a a followup back over to the planning board that wasn't um and we have our original letter that Ed had sent to the planning board on it with our five items no um that wasn't on there um did you see anything else on that letter we haven't discussed anything since that letter was sent I know nothing else anybody saw okay okay and I believe I we really can't do much until we get like real plans and get asked real questions correct Chang that one note but didn't add the other what we did condition right uh they did the 55 and over the duplexes should be tied in I don't think did they put that in there yeah about waste watching the distance and they did all those the order everything where the water should come from and then the stuff from
