the parks uh is there anyone other than lakam recording the meeting no announcements uh you have none I just will mention that the uh sign will be changed to announce the upcoming special election but I don't change signs when it's below Frieza I offered to help you can change them no that's too cold no we as long as long as we get it up by next week what is it January 288 yeah I think it's January 28th so yes I hope everybody watching comes in votes for the fire station okay Joe you want to to pop up sit over here right you can yeah that's fine easy just that's great so this is I let have a seat and then I'll you up uh we're meeting with Joe disa to hear his proposal for a haunted house at Ted Williams Camp Joe you brought this up to us last year CH in August I sent the email out to basically see if I could obviously do I know a lot of people try bring it back but a lot of people they try to do it no that's okay so go ahead give us uh your thoughts or proposal and we'll discuss it I have the drawings here what I drew up and like I said the thing I saw with this property is not a lot of parking that's the other thing and you have to make a parking lot which I did find a company that is in Massachusetts that has a fell buncher that would take those take clear that little section out to make a parking lot within I know a couple days he can bang it all out clear a section of what what are we talking the woods other the woods no the little section to make a parking lot because I don't know where all these people are going to park the cars well we we won't knock down tray we have parking like 500 parking spaces yeah we we would never we have a main parking lot and then we have two smaller parking lots and then we have a couple smaller areas yeah that's I was I I drew up a parking lot just to say if they were to do that so if I get an influx of people because this can haunted houses can bring in a lot they bring in a lot of people yeah so we used to Ted Williams Camp used to host a Lakeville haunted house Lakeville haunted house which brought in thousands of people every weekend so it has the capacity to hold where did they all Park before I I end never came when it was Lakeville haunted house so I don't know where they parked before yeah in the big parking lot have you been over there I've been in the front I've seen the commissioner field I've seen near the police station I just saw this which I didn't know this was part of this property yeah they would park here I didn't when I looked it up I didn't know that this was right on the side here I thought this was somewhere in town I didn't even know that cuz I don't come up I don't really come up here that often anymore and I never left CL sh when I was working I never I I would come over here but I never I came to look at this in 2020 when some of my buddy told me there's the old haunted house shut down last year I come over in the woods when I saw those woods and what was in there I don't even know how that place even passed inspection I mean I could have done a better job with that when I was five yeah so it's been closed for quite a while but go ahead I just want go ahead tell us what your so basically what I said I drew do you have any copies of that so no I did this I had to use the uh the Westport GIS because I couldn't get the Wetland can grab that so we can just pass it around yeah you can see it drawn up on there I don't have access to the software that I have I don't work there anymore I I was there for 13 years but I left I was the for of the company trying to think where we are that's the old spot where the pocking lot is drawn up on there that's the old spot and then the back of the baseball cuz I know there a conservation restriction in that back corner and then I don't know how far that how far acre that the line goes for conservation which deal so where would your I I'll pass this around where would your parking lot be it'll be right here it's going up right here parking lot it's right here where you all these trees will be taken out where you enter on the old road for the old haunt and the exits right here and you call that's where the fire station's going you should wait a few more years when they knock down building a fire station a nice parking lot but on this property yeah on Park property what does the town just take all the parks property and make fire station police stations here you go you guys are losing more and more property by the by the day that including is knocking down trees for a parking lot all right so how many areas are you looking to use well well lake bille haunted hous was before was small no it was huge it was humongous well I was thinking oh they had it closed in I was going to spread it out throughout the Woods Mall pathway cuz I have a brush cutter so I can go transmission wheels and transmission I can drive that thing whatever the hell I want and I can make all kinds of Pathways I can do whatever I want with that thing I was thinking of going on the other side because it's way bigger and then you got the old baseball field here which I don't know if you're using that in the middle yeah this old field this old base is this in use no because um what I was thinking is because me and Har were talking my buddy owns Rockwell amusements you know and he you know bringing a carnival rides games you know food just keep people coming here because a regular Haunted House people the new way today is all this other stuff so okay let's just let's start from the beginning so you have this haunted house give me the the timeline you're looking for four nights a week for the whole month of October th night Thursday to Sunday okay and then um and you said it's it's going to be pretty large so are are you talking about putting buildings and stuff the 10x 10 structures would be to house my $5,000 animatronics those have to be in a weather type building those are computerized they run on an air compressor those would stay in there they talk they move they it's for the company that made a spooky wheel back in the day when I in Berlin he made me a bunch of stuff and I bought him they $5,000 a piece so you would have to be inside a building no these would be inside a building people walk by and have a big 8 foot opening where people walk by and the thing would be running they'd see a talk and whatever they go yeah but what kind of a building are you talking 10 x 10 so you you set up a 10 x10 building I would have it I would we would I'd build one I'd build pressure tree to floor plywood and where would you build that where would the entrance be that would oh would be in the woods scattered throughout the trails every time you walk by to your building you go down another Trail wherever see something else if you scen over here so people came in parked where would the registration pay oh the admission oh that would be at the beginning I don't know if I can use this section can I use this back section here or just where they word before I I don't I I'm just asking my point is if if we go on the parking lots it's one it's going to be dark two is I'm having my my buddies a license master electrician he's going to we're going to run a 200 aamp service from the street have light poles and have plugs and those will have lights throughout the woods for emergency lighting but the emergency lighting if somebody gets hurt the lights that people see are you know like red blue green be spotlights scattered throughout it's not going to be pointing people in the face but it's not going to be lit up like this whereas uh you can see everything it's still dark but when you do something Woods like this too I got to get the bobcat in here grade all the trails keep everything level get the rocks out of there but Wayne's going to take care of all that and I still got to talk to Peter about the buildings and everything or Sean I don't know if he's going to do it cuz Paul all Paul does is roofs so so what what you're really doing is you're altering our Park oh I'm building small structures no I'm talking about the bobcad and the trail the trails have to be level so nobody rolls their ankles or gets hurt or you can't have rocks can't have holes you got to keep everything level I'm not going to pay nothing but I have to a back scrape of the bucket and keep the ground level and stuff nobody gets hurt you also know there's conservation issues here I know that I used to deal with them when I was at the develop I I I hate dealing with conservation anything I know how they can be um I know when we hosted it before they used I'm sorry they used the lon pond building because it it doesn't look like it it does now it was pretty much a shell so people would go in there to be a little snack bar they would sign up and then they would be escorted they they would never they never really went through it by themselves weren't they kind of always in groups so they always groups of people there's always groups of people you never put one or two it's always groups of people the thing with the ticket booth I'd build one on a trailer I'm not going to put a structure for a ticket booth that would be on a trailer so it can be mobile I just build it on a trailer just thinking how big am I going to make it I wanted 15 windows I want to be capacity I'm not going to do one or two people it take forever you got to volume in there you got to get people in there and the rides the games the food all this and Mike and also Mike Higgins already told me that he's 100% on board coming here doing life problems for people with the chainsaw and selling his goods and that's all he does have you heard of him the guy that's done it for like 30 years that CS all kinds of sculptures and youve never seen Mike Higgins he's very well known around here so he's out of re hopeus so so here's my point you're saying Thursday through Sunday every weekend in October that' be 20 the before week 16 nights maybe maybe maybe last week in September maybe so my immediate issue is lud Pon Lodge who is under our guys I mean they at lease from us has a lot of parties Thursday through Sunday M weddings weddings I know that that's the thing why I drew up the parking lot on the other side to make it to make it I mean they they use the parking and also in the offseason that' be good for you guys with your events and stuff because then you have plenty of pocket if you do get an influx of people too but that's why I figured with that the EAS the congestion around if you guys are having events if I have my pocket line like I said in the offseason you guys can use it cuz I'm not I'm only using October rest of the year you guys can use it for whatever I don't care right I mean I'm speaking for myself uh we're not going to clear any trees for anything for any event that's going to be here for a month I mean that's properties that you know we made Trails there's hiking trails there's I know there Trail and the back I saw some sign with the commissioner F there's a sign in the wood I don't know where that trail looks like it just goes in you or something there's there's exercise equipment we have where you want to put the parking lot there's big conservation issues there we have Brook in there that that also if you look at the colors on that map that's the Wetland map too right that's where but we are building a fire station there um where the parking lot is drawn right where the parking lot is drawn that's where Lille haunted house was Yeah well yeah but I'm saying that's where the fire station is going to go right on the other side of the road of the police station yeah so that could who knows what what that'll look like if it gets approved they'll probably that anyway that whole section because I no I I I realize that um and once again I'm speaking for myself um for for an event like this I can use that's why I drew it on the opposite end because it's bigger over there and and I can use that baseball field where they can enter through there but I I drawn out a section of trees to get cleared out to make more room for crowd control and vendors and food because if I could get a th000 people here a night these people are going to be like sardines cramped together that's the purpose of clearing out some land and making it but I know how conservation can be and I I hate conservation honestly so anyway I'm going to have everybody ask questions here I kind of express my concerns what are your yeah I also have concerns about cutting down any trees for something that's temporary um well the buildings would be there year round I just pay the rent for the whole year because I these buildings are not going to come everything's going to stay there I would pay the rent for the whole year anyway just so my stuff is there and there's no issues and I I already know how that works I'm a landlord so I know but I would just pay you guys the whole year and once it's done and I mean the electric alone is going to cost me close to $10,000 to pull that off with all the power from the streaks everything's on the ground and night it's all got to be dug out 3 ft deep with the escavator to put the conduit in that's what I'm looking at just just to do the electric to run a new 200 amp service from the street overhead wire from the street the old telephone pole that they had before if I used that one at the road conduit it underground and then Branch off at the panel all exterior panels exterior gfis everything dedicated with 12 gauge wire and uh emergency lighting on its own switch and if string lights need need be right will be installed too and there'll be plugs and everything will be done by him he he has his Masters and he's only 30 years old and I he works for me full-time anyway but he already told me that's what I'm looking at with the poles the wire and all the new stuff CU everything that's there if there's anything left them before it's all coming out I'm not using any of it Britney and your Sor your um rides those are going to be that's Rockwell that's har he's a very good friend of mine temporary though or you it would oh it would the rides would be there for the haunt and then October when we close up he packs up and he brings it back to the shop cuz he right now he's in Florida he's three he spends three he shs all his stuff to Florida for this winter and he has this guy has about $10 million and he quit Rockwell's the biggest amusement guy that I've ever met I'm good friends I used to work for him back in my teenage days broke running games to him my buddy was one of his vendors and he would I would work at the bowl Ru and he uh it would be here and also like he I said too and I had mentioned this you know for the kids if you guys don't have a carnival for spring for a week out of the year or for Springtime or in the summer you know if he has time he'll send the stuff over as long as long as a whatever SE of the property is big enough I don't know I'd have to see it so I know what he's looking for and then you guys will get the rent for the week and then that would be a fundraiser for me cuz that commission I get after I pay you guys the rent we just get dumped right back into the property to help pay for all these builds because this is not going to be cheap because I'm doing it right I'm not going to do this I'm not going to cut Corners I'm going to do everything by the book and the the structures for display will have dirt floors obviously the permanent ones for the animatronics also will be weather tight roof gutters everything and metal roof and so anyway just so you know we Melissa you you have to ask questions go ahead well did you want to go whoever fine um what hours were you thinking typical typical haunted hous is usually 6 to 10 usually I don't go past that maybe on a Saturday night if it's really crowdy to go to 11: or 12 but and I know again with the neighbors and they say all people making noise whatever I'm going to have scary music but it's not going to be loud I'm going to have out those speakers I'm going to keep it low it's just when people walk in you want people to you know what I mean you want to you got to creep Model A little bit with noises and stuff you can't just but again it's on low just to you know right but again scattered this week is are scattered throughout so my theory is I would like to see it come back like I think that it's a safe thing for the kids but a lot of questions obviously you we can't let you take any trees down we just went through this at another one of our parks and it can't happen again um as far as backg grading the walkways we usually bring in wood chips and do our walkways with that because they decompose and we don't have to worry about digging anything else well the ground is on level I have to we'll have to walk through it and you can say what you think or not think if I see humps or anything just hit it with the Bobcat it out and whatever but that's easy our because of the conservation in the wetlands we're not allowed to put any permanent structures on the property well technically State Building Code says that wood floor structures are not going set a print they can set the portable believe it or not a slab is considered permanent wood floor is considered portable so technically they are temporary Str they're not permanent I'm just giving you that's what the State Building Cod that's what state building code says and as far as electric and stuff goes obviously you would have to go through and I only chose to do it underground which you should have been underground before cuz how many times the trees fell when was like out the stories I heard when that main wire coming through the woods from the street the trees were knocking the wires down remember all the times that the trees would fall in the storms and those wires would come down and break the poles and they have no power in that building back that Brown building they had back there oh I don't remember them but I can definitely see how it happens I do that's is why you go this is why you go on the ground right and I think that's a good idea but that has to all go through so before we make our decision I I would at least want you to talk to Paul NE our project manager and get his take on it but I'd like to see it we'd have to work together and go through the property cuz we can't but make a new parking lot what section of the property would it be in there would it be where I drew the parking lot or would it be in the back near the baseball field in that area I said back there I'm just curious would be the old it's definitely not going to be where you put the parking lot cuz there's going to be a firehouse yeah that's what I think but it's not I mean it's not going to be there before no October I don't want to I don't want to be I don't want to be I want this to be I don't want to say in two three years oh we're building the fire dep P you I think you did is getting leveled I rather be in the back with they're not going to but but here's my point and just to be honest with you I myself is it the way I feel I mean I feel bad trimming branches but that's what but I personally will not allow one tree to come down or or to do anything to the trails that's our that's our property new trails it doesn't matter I I to make new trails then you're going to have to clear more trees and then Tre no I'm going around the trees go around the trees all I'm saying is I myself will not allow one tree to come down for an event we worked too hard invested too much money here people walk their dogs you know it it's a great place to visit it will it will alter the landscape of the parks forever to do this and you know what about the dead trees if something's leaning and broken if it's de it still doesn't matter because you'll you'll still from what I understand you're doing you're you're pretty much going to alter a land the landscape and we just went through a a situation another park with knocking down trees and I if the wind knocks went over can I cut it up it's we're talking about semantics here okay I understand what you want to do are you're trying to to make money we all want to do that but to do that at the expense of our park I mean if you were to do it in a field and there was parking that's a different story story but you're talking about taking down trees which are going to be down for three or four generations it's just going to alter everything and you know I just I we spend a lot of time down here and you know I don't know how anyone thinks but I personally will not allow trees to go down I think you need to walk the trails and see if it's I mean the old hunted house nothing there there's nothing there anyway they took it guys took it all out the building's gone and everything I know Yeah we actually use it for storage now that area so I think I like I said I haven't been back there since 20120 when I walked back then it was I me it was deplorable but and I think one of the biggest things is you know we're partners with Al loon plant Lodge and their business is Thursday Friday Saturday Sunday they get first ride of parking and if they have big events then they're not going to have any parking if you're going to take what needs to be there and then there's going to be clogging up with traffic Pi so I'm listen I'm talking about myself but I don't think there's any money worth us altering the park I'm just from me okay I understand what you're doing but this is precious property that we have here well I draw a parking lot up only because of the you know the ease of congestion on the property is why I drew it up like that Brena do you want to does this back corner have conservation problems this back corner here the whole park the whole par the whole oh we do anything yep believe me oh my God yeah I know I thought it was maybe just conservation restriction this back corner where it's label no no no no no no no no we had to give that land up yeah that's our Turtle the rest of the rest of the par conservation uh bren's on the select board she's a Parks so do my Parks hat right now um with what happened at Clear Pond and that enormous swap that was cut out I haven't seen any of these documents I don't know what this what's going on but is this something that could be simply transferred to Clear Pond where they would park in the parking lot they would walk across the sand through the normal Trail and then the haunted house area no that that's not going to work just for the parking alone our our parking our parking lot is 100 cars yeah there's no lights it's light there's lights TJ told me if there's any lighting Pock he he like he said he's he's residential commercial and Industrial for his he can do anything if I need lights put in I just tell him to do it to do it IDE that was one of my biggest things was the permits for the electric have you actually talked to anyone to pull permits per to do that TJ's pulling the permits he's my electrician he's going to pull the per he has the Masters he's the one pulling but it's still got to be proved by the building department they have to look at the structures they have to look at the electric Nathan's going to look I Nathan's going to look at all that and I like I said I've been through like I said I've done this a long time and I just I know the building inspect I'm going to pull permit for all my Str struct I'm not going to cut corn the display structures I don't have to because they have dirt floors but they're going to be built like tanks and being 4x4 3 ft deep and 7 ft out and 2x6 wrapped all the way around a 2x4 top Rail and 2x6 those going to be permanent structures no the ones in the those are for display those the permanent ones for the animatronic going to have the the SAA tube for the concrete for the like deck tubes 2x2 pressure treated floor three 3/4 in first CDX sheeting 2x4 walls the roof Pine board all around from The Sawmill to give it that rustic look like the old style buildings metal roof guts down spouts I'm sorry Scott so they will be permanent structures well wood technically a wood floor structure like that size 10 x 10 is not considered portable if you put on a slab it's considered permanent that's what state building code says and now what about insurance this is the last this is the what I had right here the $5 million policy that I had when I last operated in 2021 also has insurance for the rid yeah he's going to well howold told me with with our even though we're friends but he said I have to get a small policy just to cover myself if something happens but he's never had that guy is the best of the best in New England he has never had an issue with anything like that ever happened to him and he's a very nice man his son's getting more involved in the business cuz he's pushing 80 but he's still involved with the business he's in Florida right now at I think he's at Santa Village and he'll be there for 2 months and he'll go somewhere else for a month and then he'll come back up here in staren again in spring vacation week I don't know where he's going to go but so you used to have a haunted house set up somewhere I did 18 years and what had happened to that location like why are you looking for a new location I got shut down by the city and like I reasons before you got I told her what I I'm not going to say you know on with the cameras because for for I know I knew about that too but um what happened was I got a phone call from my my my commissioner in Fall River and he told me that you can't do the haunted house anymore somebody made a big stink about it it was in Fall River on my property 18 oh on your property 18 years never had an issue never had one person get hurt never had a problem the neighbors are always doing it with me I never had a problem in 18 years I never had an issue ever and all of a sudden this phone call comes up with mention my haunt my website something something click I'm not going to say like I she I told her and he heard the specifics I'm not going to say it but um very fishy you don't just call commission mention my website my haunted house and then hang up the phone and there's other there's other things there's other things you know but I do you still have that website I do what what is it the haunted house on Raymond street.com so um it's still up it's just there there certain things I didn't get to open for 22 because they called me a week before I was supposed to open and told me I couldn't do it after I spent all the money and had everything done and I was out probably close to being almost almost 20 grand that year and I it just all went in the wind and I had to shut the door and take my sign down and put it away and so do you have pictures and stuff on that website I didn't post I didn't post any I've never done any of that because there's so many pictures that I have tons of pictures at home but I don't post them because it's just I don't know it's the paper pictures my mother used to do with with the old cameras it's nothing on the phone so if we were to ask for a reference you wouldn't have one for the haunted house you can call my old boss Frank or you can call my father cuz he was he's always supported me no it has I'm not looking for a personal character I'm looking for actual a business reference that you've done it it was on my property that's it was it was I was it was my proper I was the owner right but but you still had to get permit like that well when I started I was young and stupid when I started it but it was just something to have fun and then it turned into just something bigger and bigger every year and it was all honestly everybody was paying me cash that went there so it was but again for 18 years it just turned into something big I never went commercial with it because at the time everyone here has haunted house they run away and I figured here because you guys already had one but I already know stuff that happened back in the day with that too but so this insurance policy is currently expired you plan on renewing it yes that that's just to prove that I did have the insurance and that was for the haunted house and that is the that company is the biggest haunt rider in the United States and they're very nice people I don't even know if the police would allow that there's not I'm going to have police details anyway to keep the teens in order cuz I'm not going to have from where they're not going to be from here there's not the police in our department to handle something oh I don't know what Lakefield the situation Lille I was going to hire police details to keep the teens in order I go through that with the feast and the other thing too is um I am the President of a spirit santal church in for I run the feast over I've been there for I've been there for I've been there for 26 years and if you look on YouTube you'll see my picture from the 2022 Fe I was on the front cover for the whole weekend they Manny put me on the cover but I've been there for 26 years and I've I that's where my experience comes from with the festivals The Haunted House comes from me being a builder but and what did you say you did at espiro D Santo I'm the president of the church I run the feast and I always see the M me and the parish Feast committee I have a lot of old ladies that yell at me that are like 90 that do the Massad all the old Portuguese ladies but they uh I love them all but you know they getting it's just we got a lot of new young people but again I have to be there to oversee everything and I run I run the whole thing pretty much so if you needed references you could well they wouldn't say father won't say nothing about the haunted house he doesn't he's a priest he doesn't he doesn't he doesn't show up to my haunted when I had it he never showed up he's not a fan of that I he knows about it but he's not going to talk about that the feast yeah he might say yeah I'm good at the feast and all that but he's not he doesn't he's not a guy to talk like that people call and ask that stuff all right I have to um move this along any other questions so we will discuss questions why we didn't have one before and I said well that's before our communication has gone fo so I think we need someone and I think they they pointed at you yeah and your only concern was you don't know if you're going to be back correct if you're going to be running again or whatever correct but then we said it's better to have you for the couple of months than it is to have nobody okay um I mean that's what discussion at the select board meeting was yes and I the way they want everything to work now is that our our communication going forward has has to go through the Town Administrator might as still wait okay so uh all of our communication now is to go through the Town Administrator I think what they want Brena to do and of course Brena you're going to let us know is that you're just going to tell us what they're thinking what's going on because as you know we had no idea about Clear Pond we had no idea about the parking lot here so you know you're the kind of person say hey guys this is what we're thinking of this you know there's a meeting coming up I think you should know and then of course if we have concerns may I ask what happened to the parking lot here CU I I'm well we didn't know that they approve ARA funds to to repay the parking here that was done by okay that wasn't we didn't we didn't approve it we didn't even talk about it we did know Clear Pond but we didn't know it was going through the woods yeah so that's what I'm saying it's those things and other things so and you know like I think I mean our new town manager is unbelievable he's great I think a communication but but what do you see as what would you like to see as your role for the next couple months as far as helping us or contacting you or not contacting you or um I'm always happy to talk I'm always happy to discuss as you guys know I love the parks I love to see them developed even now I was talking about his haunted house I think it would be great to go in that enormous SWA because you just do boom boom boom and then if there's an issue with the pipes you can move them because they're portable structures um I don't want to overstep my boundaries with you guys I'll totally communicate um like right now what was the thing we talking about I'll think about it um I would like to communicate with you where they are interested in making a parks department um I don't know whether it's like Oh you mean the Enterprise fund yes they want to eliminate the Enterprise F I know and create a department so right if you're on board with that or interested in it because I believe it's going to come back in the spring maybe creating something of what that department would look like just so that the town isn't caught off guard right um but I I mean I think it's up to to your committee to determine what my role is um but I really don't have no I mean it's just a matter of if you think there's something we should know or if you think there's a meeting we should come to to contact you absolutely yeah it's very important you know we we try to look at the agenda but we do we're not quite sure if it if it's something we should be concerned about but you may say hey item number nine will be brought up and your Parks will be in there so at least we'll have somebody to go there there was a question of clarification um with the shed and who's who it was whether it was stof calls or yours or what and then the insurance thing I'm not sure if that got resolved I know we have an email chain about it yeah I mean it's it's not our set no insurance but Melissa and I did look at it and that's something we're going to have to deal with down the road the number one thing is the poll is gone now yes so so with something like that I don't see why you guys could put together something to present a town hall meeting asking for free cash to help you with because that is a service that helps people it's $10,000 $155,000 depending on the size of the shed I don't know how much a poll costs but but that wouldn't be approved by free cash because it doesn't the only way we can get free cash is if it if it benefits if it benefits the town and it benefits the parks a new shed does not benef a new storage that does not benefit the town but the Lightwood no I'm not talking about the lights I'm just talking about the shed it's not ours it's not ours no but she was asking if it was ours or not I'm just telling you yeah no I I I I can get that I can also make an argument because there's a lot of stuff that goes on free cash to be perfectly honest with you I know I'm on the committee you know I think having maybe a bigger storage shed means you can expand your sports or you can expand the Snack Shack which means more people will sign up do you know what I mean like there's a lot of ways that you could get it on well so instead of you know struggling to find a way to put a shed there I think maybe that would be something that you could communicate if you guys have small improvements you might well Andrew and the town accountant are coming to our next meeting okay to explain all of that what free cash we can use budgets what we're not going to cover what insurance covers because we always have a lot of questions yes so it's best they both come here so they said we come here you ask any question about money how it works what we can everything so I think I think that's going to work the best for us because a lot of guessing on our part or someone will say one thing whatever and so I'm going to give them a give my heads up I mean they they already say they're going to come but I'm going to say these are the things that we're concerned about but it's it's basically money it's budget it's free cash it's how Capital Works they're going to show us what an Enterprise would look like so that we all see it and what an enter and uh if if they had it what it would look like if we keep Enterprise what the restrictions are or what future restrictions could be because as you know an a true Enterprise fund we don't we're not supposed to receive any 100% And I any money so if they adhere to that then our thinking is going to be different so so anyway I had a chat with them and they said they' be glad to come because all of us have questions yeah um no and I understand that my response I guess would be there's a lot of what should happen but that's not what can happen and I think if we are looking at making a a development and something like follow it but I understand so I guess the answer your John Pond they would want two parks Lon Pon contract they're going to have select and accounting and lawyer and they want always want two parks persons now we elect to have Melissa to have it on there but it's my obligation to see if anyone else would like to be on that committee and if not great that's fine but I I told them that we would ask if there's any other volunteers so is there anyone on this committee who would be interested in joining Melissa on the Clear Pond engineering committee so on that committee is um oh yes sorry what I go oh Andrew Nate Paul Frank me and Brena currently I'm sure more people will come in come and go and it was my understanding that he they were offering us two seats that we could have two seats not that he wanted us to have two seats but if we wanted two seats they were there so you don't H if nobody wants to exactly you don't have to I was asking for Vol love to have you I was asking for a volunteer I'm not saying need the help or is it better if you just stay focused on it it's I I can't answer that right now no it's it's it's not so much as a help is just if you're really interested it and and you want to help by all means but don't think that you have yours M as of January 7th um you look at the Appropriations um the capital conf field water electric is all in there skate park improvements we've spent 18,000 whatever so we have 6,000 left gamage playground the account is empty commissioner field the account is empty and the 2023 appropriation money says it has $103 and we don't know if that figure is correct so Peter's at the next meeting he'll have all the answers he just some of these invoices may need to be uh be coded is that correct Peter well I was reconciling my records with the towns today and there's a significant discrepancy on that item the fiscal year 2023 articles so I need to go back and find out exactly the story is going because you had perfect track of it and we knew what was going on I thought I did but apparently it might not I would just say that the the figure there the ex the uh Personnel figure is incorrect now because uh because Ryan has been out yes for several weeks and he is now being paid through uh fortman's comp and not from us so I don't have the exact so anyway the bottom line figure for the instead of the for uh Revenue over expenses instead of being 47,3 183 it's actually 54333 so it's about 5 or 6,000 about 6,000 less so they've been continuing to post to the payroll account is that no that no I had been posting to mine and so that so this is this is incorrect so um can you say the number that it was supposed to be again okay so um the B basically basically the difference is if you if you go to the second page under Personnel where where you see uh wages Highway staff says year to date $ 26,7 19040 much see that figure that should be 9,577 and 60 CU we're not paying any of us salary not paying Ryan's salary right now ,000 difference almost yeah right so that and that's still up in the air when he comes back I know he has another I asked Josh if he had any idea when he was coming back and Josh did not know he's got a doctor's appointment coming up so we don't know and as far as his employee benefits uh we pay him $5,000 a year to opt out of the insurance Town's insurance so that's what we get charged every year from him so that's why you see the figure 5,150 and uh if you look also some concerns uh r&m equipment um for over budget uh r&m Vehicles over budget and my other concern is r&m buildings and grounds were 6,000 to spend the rest of the year and we're going to get we're going to get charged back from stuff from Paul NE which is going to put us over that so the $4,000 for Lon launch which one I'm I'm here the r the AR r&m buildings and grounds okay okay so that's going to jump over and of course we got to make a decision where that money is going to come from for the polls I don't know 10 to 12 Grand we do have that in case of emergency break the glass fund 21,000 but that's going to be up to us once we get the figure of where to put that so any chance they'll put a new poll up like they did the other two what do you mean do you need it yeah well they're they've given us a poll so there's three poles needed okay I understand that we got to pay for two two new polls the labor put the electric and everything they're $3,500 each so that's seven grand for Two Poles we're not going to have to pay for the third poll the actual poll we will have to pay for the labor but then we got to find someone to put up we have to buy those lights and they don't make those lights anymore so we got to figure that out so Paul's going out to find that is so I'm looking a minimum of 10 grand to fix everything minimum depending on the cost of the lights and and putting up the lights and so forth so you know if we didn't if we didn't have this wherever we take the money from I'm just saying if we didn't have this fund that would put us over significantly in our mm buildings and I think in this next fiscal budget we're really going to have to bump up that r&m big time because um there's a lot going on we have the heat and air unit in the karate studio we've been out there twice to fix it I don't know if that's going to I don't know if we have to continue to fix it if we're going to have to replace it uh the septic system is causing a lot of things we spent three grand this year pumping another 500 doing some other stuff uh my concern is it's my concern is is there could be a block someone in there so we're going to have to get them to camera it on different areas there because I that that may have to be fixed I don't know it may have to be replaced maybe it's a small thing but and you're talking the maintenance shed bathrooms yes that's what I'm talking about I mean we spent almost four grand this year on already and I understand you know we had the issue with kids and stuff but then when we locked it up it's still backed up when nobody was using it well some people went in there use it but there weren't that many kids there so we have an issue there that we're going to have to figure out so that's going to be money we have um LOM Pond as we know we had to put in the new toilets in the sink the reason it cost a lot of money because it's Those sensors sensor thing so that costs money uh so we also have to look through there I'll be glad to do it any equipment that goes in there we have to fix if it's their heating system if it's their greas trap if it's their if it's their uh ventilation system over the oven they maintain those they maintain them but but if they have if something happens but if they're not maintaining them properly we got to we got to pay for it I mean those grease traps supposed to be done monthly no no no that that is fine but what I'm saying is is that if there's an issue with the roof that's not okay if there's if there just mentioned grease traps that's why no no no I'm sorry I'm just I'm just throwing out things so you know we're responsible for that we're responsible for anything in the shed if anything happens on Clear Pond with a building or Plumbing that comes out of us same thing with John pond so that that's going to have to increase significantly unless we have another large overage in capital but we don't know what's going to be what's going to happen we have to get a capital items done so the way it works is we have until what's the date February 28th after the meeting the second meeting in February anyway we have we have till the end of the second February meeting to show them our budget and I request for Capital so we have time to do this so I'm going to go around and figure out repairs and maintenance we obviously we'll know down the road what our revenue is going to be but being that this Enterprise fund is a very sticky position and they I think they obviously want to take over our department is that we're going to get less and less money if we ask for it um I don't know about the 175 that's going to be I don't know if that's going to be this select board or the next select board um now don't get me wrong if something drastic happens they have a reserve fund but technically as an Enterprise fund we're not to receive any money so it's hard to knock on their door to say we want to be independent but can you help us with money so they're going to say in your budget please make sure you have money for these things right but we can only put in our budget what we have money coming in for yes but if something breaks down we can't run over and ask them for money well we just have our savings our Reserve account no no granted it this $21,000 that's in this budget is supposed to be in that savings account but we had to move it for our balancing purposes so if you spend that then there's nothing left over there but that's about doing maintenance yeah you're right so my first question is what does r&m stand for rep and maintenance okay and then second I think if we want to start looking at budget things and stuff because of the Enterprise fund and everything we need to look at what we're spending money on that we shouldn't be and the first thing that comes into my mind is $7,000 for a leaf blower for the DBW I don't know why we have to pay for stuff for them that is beyond May well now that's once again that's part of the that's what we should be looking at but need a leaf blower we don't have one well dpd DPW needed a leaf blower it to do the park just use it for the park they don't use it for that is just used for us I still don't see why that but that's how it's Built Well it but why though because just because it was for year after year after year or is if we an Enterprise F we wouldn't have to worry about any equipment they would have to pay for every but we're not going to go into you're pushing us to do keep your opinions out of it this has nothing she's asking why well what they're not paying for anything I'm saying because they don't have to my point was if we need to put together a budget we should be looking at what things we are paying for that we shouldn't be and that should be talked about and possibly fixed and then we wouldn't be over budget every year if we got rid of those things I don't know am I making sense you are making sense I don't it makes sense in my head but I don't know if I'm saying it right majority of our expenses is either supplies I mean we don't spend anything in advertising P postage uh it's it's mostly fertilizer wages what wages wages wages so so our our budget canot pay the wages our budget is just Peters no it's not just Peter we pay all of clear Pond's staff Y and we have one um maintenance Ryan's we pay his salary we have b beach at salary but I don't know why we pay for either of those when we can't ask them to do anything for us well yes we can ask them anything we just have to go through Frank but they don't do anything because Frank manages oh they do right they'll they'll do anything for us really I mean all the stuff that you had to put together for gamachi playground right well so then they don't do anything well summers are a busy season there's only two guys here to take care of all this prop past summer was only one one there was only one and you know how much mulling just mulling they have yeah I can imagine Bob Beach we usually pay him to do those kind of things but I think he by looking at he's taking a step back yeah B retiring but but if you look at our budget everything is so guess the paperwork that we were using the last time we talked about it was only from the Lakeville website it wasn't from the CPP website so there's a lot more information on that website and I was just says he entered one in taunt so right and it says keep on the lookout for more information right but he has an approach us no but I think we need to give him a yes you can use it or no you can't use it so he can get otherwise all the kids are going to go to Toton with Eric not that I mean as long as they play it doesn't matter where they play but we're going to holding this up is Main Street oh yeah and the issue was is as you know School super superintendent was very much involved and was very in favor of it to he was on school grounds but now he's gone right so now now that pretty much falls on us I don't see it as a problem to find four hours on a Saturday because soccer's got the new Fields oh no I'm not I'm not all but they still can't play the fullsize games over there right so they could have Sundays agree PL other I agree times but he can only do Saturdays and he said too I'm I'm I'm all for 10,000% and he said it's okay to wait week or two so I called Chris of Saka just let him know that he can't reserve the fields all day and night so and what did they say did they prefer the mornings or the afternoons who SOA yeah the who Soca I haven't he hasn't returned my call fullsize Fields closest to the karate studiio okay if they can play on those two Fields then he could line the other area or or the or the what used to be all The U10 field down behind the baseball field okay you know I mean it's possibly could okay but I I don't think we want to start overlaying you know and they did play they did play this way this past fall you know um with the end zones being towards the parking lot so the idea in doing that is then the next year you switch you know so that you're you're you're rotating the field especially in the goal areas um and if that's their plan then that's going to open up that that whole field that whole end of the field and line a field maybe two um so that's a possibility but that's mean we got to talk to soccer and yeah so what can you say a motion again I forgot please um to allow to give NFL Youth Flag Football a 4-Hour block on Saturdays to be determined along with the lines and to be determined second second uh roll call because you have some of the groups don't have their schedules yet like soccer like these soccer has one but not the big one not the right and and like uh the travel teams k l teams didn't have schedules yet um that shouldn't be a problem because we don't have any but if somebody comes and wants to use that field too that's one reason why we pushed it back to later in February but it but if Peter said I mean if they're looking for the same schedu as at last year that's a lot easier too though right no one changes it but it it changes like the travel one changes they don't play the same teams in the same week in the same field as they did last year sometimes they join different in different League or if they move up an age group they could be playing different teams I mean it shouldn't be a problem but if someone else comes and requests time on that field then it'll be a problem well if I said like two weeks before for then on a Saturday would you be agreement to that you can have it whenever you want I'm just telling you they're not ready that's why we pushed it back so tell me now um I know I've been on this board a while so once we decide the contract and the fees when does that go out to them do we give it to them at the meeting no goes out right away Peter would try to send it out before that in the past it didn't get out that early so some of picked it up and some of them will still pick it up CU oh I didn't get it so when when did we give it to them last year he got it to them before the meeting I'm not sure the week before whatever as soon as it was able yeah as soon as the application and fees are approved I'll email it to them they'll have it within the you know so if we approve those things tonight send it out next week well there's no vote tonight but um well yeah we have both the applications and the fees but it does it just has those there what's it set set the fees discuss oh it just says review review it doesn't say vote on anything so um just review it and we approve it well I I don't want V at the next meeting you'd still send a month before I like I said I the reason I mov the budget up is I don't want to approve any well we have to look to see where our budget's going to end up to see if we have to increase it like I said the the league only cover 177% of our expenses and how much of the income not even $440,000 well we're not there yet doesn't cover our fertilizer I know that that's what I'm trying to say yeah so doesn't pay for RH it it doesn't pay doesn't pay for R and and and and as you know if we didn't have L we wouldn't we wouldn't even have Ryan here um so so right now we have to set the date to meet with them yeah let's forget the other stuff on that I would like to meet oos we not a vote um February so do we not meet on a Parks Commission night we usually do it a Saturday morning right we usually do a Saturday morning how about February 15th that's a Saturday morning yeah that's a month that's a month from now will they be ready by then you think that's what I'm asking I don't think they'll have have exact dates but we can go over the paperwork more the paperwork filling them out give them everything and then they can just send Peter the schedule so what is your concern with doing it too late so like February 15th they might not be ready so why can't we wait longer what's your concern and waiting longer well my concern is that we're turning in the budget after the meeting on the 28th so I would like to have things set up before then instead of giving it to them because we're going to have to vote we're have to vote in the final Budget on the 28th okay so so that's that's my point I would like to get an extra week or so to get that all in there and so forth okay so it's just a it's just a matter of information I mean we've never had an issue in the past but so is everyone good with that date sure Scott looks like he's thinking you okay then oh no I'm not thinking cuz I I I'll try to be here right it's always a crap shoot with me yeah it's what time do we normally do it we did it early in the morning 10 o' well thises we can decide on the dict I mean we don't know office yeah we did but we can do it did we do it in the office why can't we do it at the police station I don't know the answer to that you did it in the office why can't we do in the police station it's a lot more room a lot more comfortable do they though cuz it's usually freezing there too it depends oh okay they don't turn it off well TBD will you have to notify all the leagues about this meeting oh yes yeah Peter will send a note and a reminder that we want them to come with an estimated number of whatever information that they've already decided on it was 9:00 brought it right back up again and we'll just let them know that CU I had to if other people or other groups may come so the sooner they get their papers in they guarantee their slot 100% yeah we were out of here by 10 so it's not it's not going to be a long right if if there's four if there's four of us here if there's four of us here and we each take a group I mean that's half the groups right there because a third of them AR going to show period right they just don't true they don't you know you get softball you get softball comes baseball maybe you know soccer might come um maybe Dale but Dale's not doing it so about blue ball we'll be lucky to get well you might get he came he came he but he came to the meeting that was not this meeting to turn in your information it was more the meeting we had at the about disciplinary stuff yeah but but we had it at the at the office and it was um it it became cont confrontational thank you confrontational at the office I thought it was at the police station no the police station we did one at the police station that was um when they had those issues those complaints well yes but I I thought ultimately that was a good conversation yeah it was no that was a good conversation I had only met him once or twice previous depends on the one in the office I think it was the one in the office he he you know I mean said oh I do remember it was about fees yeah and the women in yesir alcohol yes that was the first one about the alcohol yep good good memor so date set good M 2:15 9 a.m. set date okay I don't know what this is security camera up yes so uh since the last meeting I could we not three times uh there was a meeting um with the salesperson I think it was Peter and I and then Carrie came to the other two meetings uh offic of Mal was at the second meeting and then we just had one two days ago one so we had a meeting with the tech the guy who's actually going to do it officer Mal was sick but he said listen M you have to do this right let the tech tell the tech what you want and let the tech take care of it and decide so Carrie it's your show okay so um little disappointed the guy did not email me like he said he was going to so we may have to Circle back with the lead guy maybe he wrote my email down wrong his phone um just let everyone know about the discussion and what we want yeah yeah so um in the first meeting there was some discussion with I wasn't at that meeting with you guys and the rep from the company that came out and they had some concerns with um I think some of the things we put in the spec so they were discussing making some alterations which then led to the second meeting with us and officer or Lieutenant malt um we kind of came to a consensus internally that yeah well we put a bit out we had specs we need to have the company honor what the specs said so then the in the uh the tech came out for the third meeting and he did a nice job I thought explaining what the concerns were about very very smart so yeah uh a lot of this is very technical with the differentiation between camera types so um the original bid that we've all looked at included a quote for uh three stationary and one three stationary and one PTZ I think is what it's called is the the one that tanms back and forth um so he ex and personally I thought that's what we wanted I thought it gave us like a better quality for some reason but he explained to us the um the really Clarity difference and that's the one we had talked about M uh mounting on the maintenance shed and having cover the playground over to the tennis courts and just be on this continuous swath um he his point was when he came down here and he looked at the the facility in the site his point was you know Mike explained my concern is like God forbid a child gets taken at the playground so this text said you really like playing your cards statistically the fact that it would be panned to the playground at the time that that happened and you can't like there's no way to zoom backwards so once it's you can set a preset location or something and you can zoom to that location but you can't rewind on the recording and do after the fact zooming so his recommendation was um we're still doing the three stationer over at the skate park uh volleyball and basketball court his recommendation was to add a stationer for the playground area it's self the ttle squarts are um somewhat covered by a camera that's on this building actually yeah in this company um they've done a lot of installations around the town so they did the ones here uh I think he said they also did the library and the town hall so like he can tap into um the Broadband that was used on this building so that would be a benefit for us uh there's no storage cost by the way no no storage cost no Cloud fees really that's very surprising I was yeah I was very surprised by that he said the again I'm not a this is not my my world um he said with the unit that it has that would be in the cabinet in the maintenance shed it has a ton I don't remember what he said however many teror bytes or whatever it was but I asked well like how much time does that equate to do you get like three years what is it he's just said like it's a ton like it won't be an issue you're going to need a better answer than that though because if it's on 247 and then you have to erase some no you don't never have to erase it because it's the same with the cameras at the police station we're going to be all we're all hooked up to the town network but in a cloud you can do as as much as you want because the town's the whole system is on a cloud right I mean it's like also say that we could set it up so that um like through this network Parks could be we could have one town Network that like then it would be differentiated by like your level of Rights so like if you had admin rights to camera a B for the parks like you could do the zooming or whatever we could share our cameras with the police station or with town hall or whoever else and just give them different rights and vice versa like if we wanted for the what you call Upper Fields the mosaka fields like maybe Polie would give us viewing access to that camera that they have pointed at those yeah because we we did spend a lot of time to see what the police cover I mean Pond has her own cameras indoors and they have a fisheye outdoors and then the COA covers there and then the police does pretty much all most of the fields but um so yeah I so at this point we're waiting for a revised quote um which said would we should get sometime early next week so that's going to include the state extra stationary camera focused on the playground area um we still did ask him to include the panoramic um that we could kind of cover between the Thomas Court over to their the baseball fields and we did also ask for a monitor in the storage shed so that if someone was working in there um and they kind of like the camera views were on and they saw something that looked fishy they could they can use the like yeah they could you know zoom in on it they could call us and be like hey you got to get down here you got to pay attention to what's going on over here and it would be divided into all the cameras like in a box and a box and a box so if you see something you could hit it and then it would just so revised quote early next week um um once we vote and approve on all that then it sounds like he's ready to get going yeah I mean later it's not oh and um the three stationer that will be pointed at the skate park volleyball and basketball there is some impairment from the trees that are there so um he's going to we're going to some like Branch trimming not yeah got so I have two questions um one question is is there any blind spots he's completely covered everything 247 no there will be some blind spots so like those stationary cameras there is one tree that's I don't know it's probably like 18 in in diameter if I had to guess that um you know basically you could stand on the quartz and you look back at so they're going to be mounted to the telephone pole that's there mhm um anywhere that you can't see the pole the camera is obstructed so there is a narrow swath of you know it wouldn't be covered the areas we wanted covered are now covered so that's good okay but yeah and then my second question is um if someone did the cameras for the library here and everything else it was all the same person why aren't we working with that person it is this company oh it is the same it is this company yeah yeah that's why he knew where everything was okay I didn't realize that before he met with the tuck but yeah he told oh so that's good okay and you know the good news is is uh I'm not worried about the money so far even with all this equipment because the bid came in 10 less than what we have MH uh we're paying Clancy 1,500 to do the whole but we're covered put it this way and we can add on because that money is dedicated to there it can't be used for anything else so if after a year we say hey can we put something here we'll have that money for it because we got it spend it by the end of 27 or don't know if I could do that but I mean know thing we're we're not a enough a profit here our expenses keep going up and yeah you have next year our expenses are going to go up higher so I mean just fertilizer alone these leak fees doesn't cover squat they're going to understand they know everything go everything goes up every year gas electric food rent everything understand Carrie they're going to they're going to complain but everything that's true that's right everything goes up the insurance goes up everything goes up I mean it that's like what I would personally say like taking sof out of it yep can I say something general you absolutely can I'm giving you a hard time I think we either increase it or don't increase it for everybody it's not fair you already we already voted to increase it for the triath LA guys Tri is a one is a one shot thing it isn't they have their own rate they have they've had their own rate for years so we have increased it every year we're probably going to increase everyone anyway so I do what I was going to say is I would think it would be everyone would need to go up at least 50 cents y it's a 4% increase one if you want $1 okay I'm just saying if you want $1 on the fee for player so I don't 2 I don't run these organizations I don't know how much you charge them okay right so so so put it this way say you charge $100 per player it's not because you got to cover well I'm I'm I'm I'm just putting up a number to see how it's broken down yeah so out of that quote $100 the league itself how does it break it down you got league fees you got uniforms you got umpire we basically don't make any money with registration fee I mean I can't speak for soccer or baseball and I don't have a kid who's played soccer I don't I have no idea what the registration fees are baseballs have historically been in line with what softballs are they're not making any profit so you got league fees you have insurance you have uniforms right trophies for the end of the year you have their insurance too good their own fertilizer that kind of stuff um equipment ifield yeah that stuff so they're you know it just kind of is what it is like and I can speak for softball and I think baseball as well because they not speaking for them but knowing that their registration fees have been in line with what softballs are um the programs they're not looking at it as for-profit they're just trying to keep a program for the kids that's that's the way we were in baseball and things like that it's not a forit I think I I think it's to Britney's point it's a reality everything increases right like you go to the grocery store and everything costs more than it used to cost a year ago right um heating oil we're getting charged for electric it's it's cost of cost of living the world the cost of living so I think it no one would be shocked if there's an increase I think we I think keeping the kids in mind and keeping these Sports uh you know at a price point where families in town can keep their kids in in Town recreation I think we should try to keep that in mind and try to do an increase that covers our costs but still maintains the affordability is going to cover anything no I'm not saying it should be 50 no no but but I'm saying my point is it's a it's a it's a rule that no matter what you always whether it's increased 50 cents or you always do it every year mhm because it's better to give a dollar increase than give him a $5 increase after five years righta because they're going to go oh why why why so so so they're used to that Chinese water torture thing so ding but split over there's more pressure on us I think not more pressure but the point is is that we can't control fertilizer CA because I only going 3% is the health insurance is going up 12% just just for who we were dealing with if you look at our electric bills compared to last year they're up right well yes they're up but they're up because we are Lon Pon lawn's electric is now in our electric budget so you can't compare last year's budget with the year's budget I'm talking about at home too okay I'm sorry you're right we get three extra lights going 24/7 so so my point is to the pocket lot me so yeah I so I I think it's I'm I'm kind of with like what Britney said I think and that's why I didn't put a vote I think it's too early to do that a150 is going to make or break a league but like if we have a$ 250 $5 I mean I don't know the math I I haven't done the math to figure out what's going to get I would never increase it that much we don't want to make it to a point where leagues make their registration fees to a point where families are deciding like sorry I can't yes I I do understand that but we used to uh I know in baseball we used to have a little a thing where what was either scholarship or something saying hey what and you know it's like anything else yeah you know so we we we we never want anyone to be priced out a plan of leagues but that's not our issue that's the League's issue well it is because if you price them out then you don't get their money so will you be able to come up with that number for US Peter we just asking to keep us at the 17% I do that I have that formula in my computer sorry I was figuring out the increases I miss 177% math what about it I'm asking you what what what 17% are you talking about the 177% is Elite fees cover 17% of our expenses so I I don't want it to um I don't want that to to go lower saying it's 15% I mean you got to look at Labor Clear Pond and and things like that I didn't even put in Clear Pond I don't think all right well but but but my point is is that I don't want to keep losing money every year because of the leag fees that's my point well we need to close clip on no I'm not talking about no I I'm talking about just the league Revenue itself okay so you're talking about League expenses and and fertilizer electric you're not talking about all the park just I'm talking about I'm talking about take the revenue from the Leakes what we get and the money that we use to put towards that the fertilizer we can figure out part of the labor the lights all that if that goes up they their own lights no I'm just throwing expenses I'm saying whatever those expenses it is to have those leads in town mhm we should figure out how much that cost us if it cost us more to have them in then we should look at the raise the raise of it because it well but you got to figure out what it is before you can say that if it's if it's that's what I'm saying I know that's say but when when we do the budget we can look at and say hey guys look leagues are our our number one maintenance thing okay well the fields got you got to mow the fields right so yeah that's where which is our labor the fields we put in the chemicals whatever that's a that's a huge portion of our budget if we didn't have those fields we wouldn't even need Ryan well so then isn't that broken down somewh you know what I'm saying how much you spend on maintenance of the field this chart of accounts doesn't do that for us yeah oh well why not don't go there please please I'm sorry don't go there so anyway we we can finish this discussion by the next meeting we'll have more information so that we can look at it and we can vote if you want next meeting that's great put it on just in case yeah if we have numbers vote and possible possible vote if you're increasing you got to let those leagues know before they start advertising and before the yeah so it's going to have to be on the next yeah I would rather see the tournament and Clinic prices go up yeah because that's more of a a voluntary kind of a thing that they want to go in these tournaments for other people from other leagues of course that always helps we raised that too didn't we didn't we that Revolution Clinic we bumped them $2 has been there forever right yeah on the $10 $10 for the Out of Towners that's that's very low so that's something we're going to have we don't have that many Out of Towners I had recommended putting both of those up when I did my recommendations for the applications all right well let's we're we're okay then with that let's go to the next um agenda yes my AG uh number 10 review league and tournament application forms for 2025 Peter sent that out and he got a bunch of responses so Peter you want to bring us through it that we have and ideas I sent uh oh this new thing you sent out I sent it out to you this afternoon with uh number of updates to it and uh there are a few things I highlighted that need to be uh discussed which one we started with well the the the the big one is the application for Field Court time that's the got the most questions on it so uh um in the email I I mentioned some questions some of these were uh points that were brought up by others but I had uh mentioned for example the this whole um requirement for a 60-day uh submission no one ever does it it's a great idea it's not going to happen so 30 days either because they don't have they sometimes they don't have the teams put together right you know I I'm just we're going to be lucky to get it by the time they start can you put if you put like the 30 days and then there put first come first serve or however we would want to word it I mean they know if they ask after someone else is already well there needs to be some processing time once you get it it's going to be a uh you know we have to have a meeting and you know it has to be approved so I don't think uh you know 30 days is asking too much but even then sometimes we don't we still don't get it still don't get it but we then we we work with it as best we can I think asking for 30 days is a reasonable thing to do that would be my recommendation you've been there in years you still go for it okay at least it's no not you're not going to get it 100% but at least it's you're going to get the women's socer women's blue ball yeah you might get a total for soccer but you know I mean when I ran soccer I mean we we were registering people up to the last day right you know kids want to play the roster is not due until like two weeks after start so this is just when you're going to be on the field because soccer last year was on the fields before we had their application the application doesn't require specific I mean we're requesting estimated numbers right so that we can give them an invoice and so they can pay and then later on afterwards we can always adjust it we can but they have to Something in so they can reserve the field so that we can get them a a field pass ass sign of aison all those other get them on the schedule so I don't see I don't see 30 days as being honorous to get that no I think that's fin but 60 days isn't not well 60 days gives somebody else a chance like if they don't have this in 60 days before they start and somebody else wants that date somebody else should get that date is that what the point of the 60 days is well no if we had multiple groups that wanted the same field we we we work it out not the groups because that's going to cause a problem in the past that one of our board members decided to do that and one team had eight home games and the other team had two home games right because they were making the schedule it's going to be done by us it the only way to make it fair and Equitable is if two people two groups want the same field time then we need to work it out maybe with them sit down with them but we need to work it out we can't leave it up to them I think your point is if someone asks us on day one of the 60 and then someone asks us on day 60 then we don't know is that what you were saying yeah but which would to my point where it's the first come first serve if you ask right away you have all your decks in a row and we approve it then the other team who or League who waited till the day before that's what can we do someone else already asked for it and was approved so you're going to do that to someone that's been on the field for 20 years they just didn't get their stuff in because they have a new register I'm just saying I'm playing dou they got a new regist so now they don't get their stuff in quite as early as they should and because I ran down and put my thing in now I've got the field and they've had it for 20 years mhm good luck with that one well I mean I think we're trying to make it work with the flag football and soccer to your point like we we do with because we know ahead time we're trying to make it work right so maybe just somewhere put on there don't wait till the last minute they must know this though everyone well there are certain things that can be communicated in an email to them they don't have to be on this form right you can send a separate email there'll be a cover letter that goes with this and says please get this in this is the form if you don't get it in you're not going to have the field thought yeah so um this the the four doesn't have to cover absolutely everything it just has to have the information we information we need in order to schedule them and and and present it for approval well can we just say 30 days and more advanced notice is welcomed or at least at least 30 days yeah I'm 30 days I'm just try it I mean you got I'm just saying Saker likes to start the 1 of March so you know but they know that I know that no I I all know that so for them not to turn in their paper is ridiculous absolutely they're already past 60 days they're already past 60 days I think that's why Peter wants to change it to at least 30 cuz the 60 never give them an application to fill out yeah so you can't ask for the 60 I would say at least 30 and I think that covers all the bases and I mean you say you continue to say it's understood you may not have all your information but submit what you have so we know that you want the field yes so that you can so that so you can reserve you can you know put a reserve on the field otherwise if you don't turn it in till April 15th we don't know you want the field and by then we voted it to somebody else right so uh second thing I know Britney uh brought this up about um um you know getting accurate schedules I think it was discussed at the last meeting too Alissa pointed out the the issue that we've had with different with Le just blanket daylight without any kind of uh so um again that's the kind of thing I would uh uh like to just address in a in an email to them and say listen when when you submit your schedule these very specific include only the only the times that you know that you're going to uh MH use the fields don't pat it um so that we know exactly when the fields are going to be used when they're not going to be used and maybe non-specific applications will be sent back yeah we be accepted yeah if it's too if it looks too General we can send it back and see please clarify I think my suggestion I said realistic and accurate times but what you have here Peter is nice too but he you're saying Peter you don't want that on here specific dates and times no I think that's I put that on I think that's fine okay that's asking we we want specific times we don't want you to put times you don't expect to use but I just I'm just going to emphasize it in whatever cover whatever we put out so please uh you know in the past there's been a little bit of uh a little two groups come to mind real fast two groups yeah also so that's good check all right so um Scott you can answer this question to the final roster requirement so the the and the instructions we have we've had this every year final roster must be submitted you know again afterward but again not every League does it are we going to require this or not well I don't see any reason I mean every Le here's the reason why it was put in there way back when was as a check figure yeah so we get the rosters we go count them up 120 players how much did they pay divided by the amount okay they paid for 120 players great everything's good that's that's what it was there for and we have had we have had some groups that told us they had 20 people and then they had 50 people and because it added on after and they just didn't they didn't want to pay as much right yeah two weeks after like and if it changes they just turn and the changes yeah I me all but I think what Peter might be trying to say is how do we enforce it cuz we're not getting them well again that's when the liaison has to say something I guess yeah exactly you know or or or at least give me total number of players in your program you know I mean if I don't get the the the actual rosters that's one thing but you know at least you got to give me a total number of players in your program and then we can do a check and that's what that's what it was for right was a check figure and that's why it was done after we'll still ask for it I I I think we asked for it and and if we want to then we can make it a point that the liaison follows up on it the other thing for um I know they have their own insurance but for our insurance purposes if so and so's here and not and hurts themselves and sues the town we can be like they're not on the roster they're not supposed to be here absolutely I wondered about that too just say a liability is Che we it needs to be known maybe like all capitals must but it's not a big deal like they all have it on the computers because they send out the team list for everybody so it's just a something they're not yeah it's just something they're not foll through right biggie is the uh usage fee uh this is discussed last time too is uh and I think that the concern was expressed that the way we did it this past year is is that if someone pays in advance and then they're uh the fee the actual cost go up quite a bit they end up we end up losing a significant am amount of money so this has been restated but I'm still suggesting we do a 5% discount if they do it and it in advance because again uh this year has been helpful because because I got uh most of the payments in advance great and the the two that I had to Bill afterwards I still haven't got oh jeez that's not yeah who is it I have to look at seriously yeah so that's well so then they can't if they don't pay I'll just add it to their invoice for the next year so no no no no no no no they don't get approved unless they pay they get to pay last Year's and this year's up front or have a nice day or see you later yeah well no no cuz if you add it to the invoice it's like no it's never you're not going to get it yeah you can find out who they are and let us know definitely find out who they you know right now if want if you don't pay it then you don't play well I think I I think there and again that sometimes they paid an estimate I'm just saying like if if Saka pays 30 days in advance that's not the whole fee and you're right we could be losing some but that's where the check figure was supposed to come into play by getting the roster or at least the the the the and I'm just using soccer as an example cuz I know you get registrations up to the last day cuz I ran soccer for six years I thought this was for the electricity yes that's the usage fee is the electricity the electricity right but I'm talking about the the the the per person fee right so they give us a number 30 days in advance sorry I'm going backwards I'm still stuck on that you know they they they they pay for 100 Kids 30 days in advance and they registered another 25 kids Yeah well yeah we might not know about it but that's that's and I guess I'm I'm that's where this getting this roster after the fact was supposed to be a check figure right to say are you in the ballpark well so we'll have to have leison on top of that Peter sending out emails making sure hey I didn't get this yet yeah yeah absolutely all right so I'm sorry so you were talking about the usage fee so the two the two that didn't pay in advance and and are and are haven't paid there is a men's softball and Samurai baseball okay but men's softball doesn't use the lights and neither does Samurai you have a $100 IR uh fertilizer fer fee okay I thought we were talked about the light fee okay okay so both is so is that a right to continue with the wish knew in advance I was 8768 so that difference we ate mm right so my suggestion is putting that on the application so that at the next year or at the end of the year they have to pay that difference well technically they should only pay the difference between what was the amount computed on what they to get to the $699 no to get to the $699 cuz we gave them 5% by paying early we gave it to them we eat it right we don't recycle po so they chopped them up and then I think they're on behind the shed now I don't know uh but the lights are down so I know we had those poles inspected two years ago and everything was fine but now that this one is down we have to replace the other two obviously um very fortunate to happen in the winter and not in the summer so the estimates we got right now is for the two poles uh everything included replace not replacing lights moving lights is 3500 each so at s Grand uh Middleboro and Gas and Electric are going to let us have that third pole because they can't sell it or whatever but it's still $11,000 to install and then we we have to find lights they don't sell those lights anymore so we got to figure out prices on what those lights and putting that together so an estimate I think would be between 10 10 11 maybe 12 I don't know uh we will find that out um Melissa opened the shed door she broke in by the way and uh we looked in there and to be honest tell them how it was built um the Center Beam on the roof it wasn't even a 2x4 it was two 1 by might have been 1ex fours one by sixes that weren't even attached together so when the tree broke on it like you could they came apart and were down so they weren't glued they weren't connected at all so but that shed was there preu right that so I mean I'm like no one no wonder came through you know if it was a 2x6 it might have not destroyed the roof and it was empty too and it was empty no so when it happened over and put it in the other the metal trailer thing it all got moved over there so it it's I'm not an expert Paul can look at it but Melissa said that it just looks like a roof repair MH the rest of it looks steady but that's and you can you tell everyone about some of the uh threads email they were tested it wasn't their electric service we had those lights put up yeah how were they just out of like curiosity how were they tested last year because that's when we had the big storm good question right so we lost polls two years last year two years years was cuz I went back in my notes um so we lost poles and we had them tested um and they dug down 18 in and they drilled in okay and they said um we had ultimately we replaced five and we did not replace three hindsight being 2020 we should have just done them all not NE I mean if they were stable then so they said three were good five weren't so apparently they weren't as good as everybody thought they were but it was very windy whatever wind so the thing is yeah we had like the wetest spring we've had in however many years right last year so when that collapsed there you could see in the hole where it seated there was probably like I didn't put my hand in it cuz it was gross but four or five inches of standing water water like and that's a drest field Spring sitting and standing water all the water runs to the left field line so we don't think they were rotted when they were tested they may not have been no no they could if they were dry they might if if it was a dry spring that year they they probably weren't and it was winter so yeah you know so if it's sitting in water like it was for a period of time and it was weak so nobody owns those poles yeah we do we do we do we own the poles in the lights okay so we're responsible well I mean it sounds like that would be the electric company cuz like on the had to happen if you're on your own property shut down because it didn't have permits yeah exactly right so non-negotiables you're not touching taking anything down you need to have all the permits we want to see a better per structure yeah no Perman structure you need to work with the conver conservation even though we know you don't like them you're going to have to and then fencing where was it going to put up the fencing the fence went from the entrance over there at the new Fields all the way around the trail came down by the water and then came up right to just the other side of the so that's all it encompasses the entire Trail you just go to a huge field somewhere and rent it well don't give them that idea I do want I I don't want here um I had one other new business question I guess um so it's the time of year to pull your papers if you want to run for we were just talking about that supposed to remind you sorry oh yeah I already went and like pulled the papers and stuff but part of it is um you have to get 60 signatures yeah just you know what get 80 right but so my question for a new business was do we want to do some type of like public can we do some type of public meet and greet like at Ted Williams or something that's what get sign you can do the transfer station too I know we can individually go stand at the transfer station stand outside the library I can stand outside Savas Plaza but for the General Public is there any benefit for us all coordinating hey on a Saturday at you know for an hour come meet your Park commission and we could all get our me and you actually talked about this having like a hot chocolate social or something but it's only you and me running none of them have there's other they already have their terms so it's just you and me who are now there's other we committees and stuff that right I mean we could invite I think if it was just us that nobody's going to come's going well it might be a gray area okay we can get but we can ask we can ask other committees to come and make it a and make it a you know a wide open thing and I don't think we should check with Lillian first but I think we'd have to invite the other elected officials they could light the fire have hot cocoa and some ores so and then where else if we wanted it here or somewhere we would talk to who about Library we could do um just check with don't want you on Town property I'm not sure I didn't read through the paper yet because I did two days at the transfer station and I had all mine she did say that you can go to the transfer station
