every board meeting we like to read our mission statement and we rotate that responsibility so I'm going to start off at this end and ask truste Boer to please read our mission statement my pleasure mission statement we provide a high quality education and a culturally safe and nurturing environment that supports all students to live purposeful and fulfilling lives thank you so much are there any additions to the agenda at this time all right moving on are there any public comments on agenda items seeing none we have a presentation tonight from our department of health and wellness Sue could you please join us at the table unless our superintendent okay I didn't know if you did you say d oh perfect oh D hello technology is my friend uh so I have a brief Co update this evening and then director uh Dale person will provide some public safety highlights can get it started there we go November was a quiet month for covid cases among staff with only six cases reported in December the staff cases Rose to 15 with one small outbreak at Garder student cases showed a similar pattern with 14 cases in November rising to 20 three cases in December there were no student outbreaks in the past two months this school year we have had 94 positive staff covid cases and 190 student cases in total just this week the CDC noted that Co influenza and RSB are all on the rise and have reached high alert levels this week we continue to encourage in the district mitigation measures such as improved air quality air purifiers in classrooms and public spaces social distancing and vaccination as we continue through the winter months an important strategy to reduce the likelihood of getting covid and recovering from covid should you get it is to practice healthy habits such as positive nutrition movement and sleep the student development program recently completed the construction of a greenhouse at the Don Johnson Field House pictured here through a partnership with the Northwest initiative we will begin providing education for Farm totable crafting of nutritious meals beginning later this month the greenhouse was funded by a grant from grow Lancing and constructed by a very persistent group of volunteers also pictured here including student development program trainers our Health Resource Advocates and a facility specialist from the district I am very thankful for their dedication we look forward to getting the growing and learning underway if you happen to be by the Don Johnson Fieldhouse drive through and take a look at the new Greenhouse I would now like to turn the presentation over to our director of Public Safety Dale person uh good evening uh once again Dale person director of um Public Safety uh what I wanted to start off by uh saying is that uh these are some of the things that the Department of Public Safety um initiatives that we're doing in order to uh support the lanc school district uh health and uh the students um we have uh four initiatives that we uh started with Partnerships from uh the community um some of those things were were kind of fun uh one of the the initiatives that we that was brought in by the American Life Insurance um was the uh Child Safe kits and what these Child Safe kits uh do for our elementary students it provides a packet that um the students can fill out with their parents or Guardians that will help them in the in the case of u a child maybe uh may go missing or something like that uh as an adults we have identification you know IDs and things of of that nature so what it is is basically it's a card that gives oh yeah I'm sorry yes there we go it's actually um a card that gives information regards your personal information um fingerprints uh pictures um and some other DNA things now the C is for the parents to have and typically uh for me coming from a enforcement uh background 25 years um if there was ever a situation where a child is missing or you need identifiers on them the stuff is not readily available and so for them this is a packet that the parents keep and hold on to and so in the event that something like this happens they will be able to give that to law enforcement uh and they will be able to do whatever needs to be done in order to be able to uh help the child out uh what was kind of fun about this initiative is that American Life Insurance what they end up doing for all the participants and I will say um American Life Insurance end up putting out over three uh actually 6,000 packets to our elementary schools and so from there for every packet that was completed and brought back to that school the American life end up giving donating a dollar to that school with the winning School actually getting a uh pizza party sponsored by um um the American life insurance and I have a nine-year-old daughter she loves pizza so um this was initiative that they were really uh Happy actually lion school end up being the one that end up winning uh the contest so we're we're kind of H we're happy about that so the next agenda uh next initiative that we have is our 3M uh film project and this is to increase security by installing a protective film on our Windows uh of our schools we uh know that this acts as a deterrent uh slow slowing down Intruders and providing uh valuable uh response time when once again from the law enforcement perspective um uh the biggest thing is time and so whatever we can do in order to uh create an environment or situation where it allows us to have time to be able to get our 911 or emergency uh responders there then that's where we want to do and uh we feel that the um the uh safety film uh help and Aid in that we uh previously had about six schools that um actually uh were were they got the film we recently we had three more being cumber and forth View and also a Pleasant View yes uh next another initiative that we uh reestablished our relationship with and many of you all probably familiar with this is definitely okay to say okay to say is a um a tip line through and ran by uh MSP uh allows for criminal uh activities and harmful behaviors uh a platform where that information can be uh told to them through a tip and the students and community members or either you know parents have a way of being able to notify um uh um law enforcement in case a situation like that uh uh happens and so we once again we re reestablish a relationship uh with them okay to say um has some new features uh the QR code in regards to the phones every one of our kids walk around with a phone so the uh QR codes allow them to be able to uh bring up the uh uh complaint and actually be able to punch in whatever the uh information uh is and from there uh okay to say they'll get in contact with uh Public Safety um and and will'll help out with whatever uh problems that it may be as well as um along with the um law enforcement and the uh uh last one we had actually some stats from okay to say you move on the uh last one is we want to say thank you to uh the uh charlot police department in the Tri County uh Avi team for uh securing a $720,000 community funding uh project uh what they end up doing with the funds this is from the 2024 um uh fiscal year what they end up doing was they took the funds and they purchased uh stop the bleed kits for Ingam County uh Ingam County and Clinton County so every classroom here with within our school district actually has a stop the bleed kit uh God forbid an incident happens we're prepared to to use those kits to um to um give us the aid that we need uh at that time so uh actually during break we were able to uh get all of the kits out to all of us all of our classrooms and put those kids into our um our emergency uh our blue emergency bag so uh we think that these initiatives are are huge and um it it it creates a broader effort to ensure that the well-being of our students and our um security of our of our schools yes and that's going to conclude presentation I do have a question and then I'll open up the floor for our board members if they have questions do you have data on the okay to say um initiative like how many have the numbers of people that have called in or because it looks like people are able to use their QR code to report something do you have the numbers on you know how that's being used uh yeah yeah they they do uh record the numbers I don't have that data in front of me but that it's definitely something that I can provide to you could you do that that would be helpful I'm curious to know how um how this is how people are utilizing sure that's no problem um I just didn't want to forget my question you all I'm opening up the floor for our board members to ask questions trustee yes um can you hear me yes um for the child safe kits did we provide assistance to the parents for like the fingerprinting and stuff like that or did they have to do it independently no actually with the the kits that they put together actually comes with the fingerprinting uh uh uh uh kit ink and everything it's like a little strip that the kid the kiddos put their fingers on and they put it right on to if we can go back to the card let's see I actually have one if you want to see the kit so right so right here um there's a little ink strip that they can actually put the uh digits on and actually press it onto the card and that's huge for law enforcement yeah and for the Roman uh kids the the stop the bleed kids are those um would they require maybe additional training for our teachers to know how to use them and did we provide that yes and and that's we we're actually in the process of uh planning out how we're going to go about showing the training uh to to the rest of the staff but we wanted to make sure we we got it in hand and so that's something that um we're we're looking to do right now like I said we just we just returned from break and we just actually got the kids right before break thank you yep no problem um I just have a question about the kit did we make sure that they were kid friendly because some of the things I'm looking at the kit and it has allergies they can cause allergies for some of our kids because I know my child has allergies some of this stuff so are we making sure that we're covering our kids when it comes to allergies and things of that nature when it comes to that okay that's a great Point um in the blue bags that will be in each room we have lists already of uh what medical conditions children in the room have and that's something that we can definitely include if there's a child with an allergy many of the items in like stop the bleed kit though are not um allergy sensitive things for example a tourit that would be in there that that would be applicable to to all children I just Just for information purposes because you mentioned something Miss Susan Miss Susan right yes okay I'm coutura hello um I just I thought it was really cool that you said that there was a partnership with Northwest Initiative for people who don't know what that is can you elaborate just a little bit on what that is and why it is significant well the student development program has many Community Partners Northwest initiative being uh one of them uh the Northwest initiative provides uh the opportunity for partnership with schools with communities the goal being to really improve neighborhoods communities interactions with schools with a Marketplace uh with improving neighborhoods in general so they um are really a wonderful partner thank you can I make note because I looked up on it a little bit and what I really love is there are nonprofit with the child and Family Charities which our district also has some housing of counselors and therapists but also they're focusing on the Grand River area Northeast and Northeast and South so I thought that was really significant so I thought it was really cool thank you you truste for that yes was I correct in hearing uh that you said that we are working on a roll out plan to train teachers or do they are have they already had this training they have not had the training they have not so the kits are in the rooms now but they have not been trained how to use them right okay thank you all righty any other questions from our board members this evening Madam president actually yes do we have an ETA on when that training is going to happen yeah I I can actually answer that uh I'm really glad that you asked that question so you know they just got delivered uh right before break and we're trying to either do it on the dppd day that's coming uh which is the 20 the 31st of January um or we're going to do it on a a school uh meeting where they would have more handson but I think I mean Jessica and Cordelia actually had a meeting about this today uh to try to deal with the date but I think we're either leaning towards January 31st or is there another date or is that the yeah right now right now we do have it scheduled for the 31st um as far as an overview and then opport for more of the Hands-On that would come in February yeah um and we're certainly happy to give you an update when it happens thank you can I make a no no go um so first of all I want to thank uh Sue and Dale thank you so much for all the work you done um to the board and to the community what you saw in this presentation is how we are really trying to put uh School Safety First this is safety for children safety for our staff uh the truth is and I would lean on Dale to kind of agree with this one of the safest if not the safest places in all of Lancing is inside of our schools uh we have a robust amount of people there to support um you know not only do we have more School nurses more medical assistants than any District around we have Public Safety officers we have secure vestibules we have 3M uh bullet resistant film we have uh heat we have hot water we have uh very strong buildings uh there's a lot that this district is doing we now have fences uh we have uh specific schools with the IDS and theur vestibules um one of the things that we're really really focusing on is making sure that our schools are the safest place in the entire Community um for our children but also for our staff and so I really want to thank uh Sue and Dale and of course Cordelia overseeing the entire department uh as you walk through our community and you walk through our schools you're going to see a a palpable difference in terms of Safety and Security can we do more absolutely are there ways that we can in uh you know invest more you betcha um but we have you know hundreds of cameras we have uh different systems of getting in we have individual you know getting into a building you have one way in uh we used to have 20 different ways in that is something that we're really focusing on is how our kids uh get basically safer and how to our staff get safer so a lot of the work that uh cordelia's office has done you you see just the bit of this um and then each month as a reminder to everybody uh the department will be giving presentations around mental health physical health uh Wellness Etc so thank you both superintendent I think you could kind of lean on lean into your um report if you like uh if someone has questions for our superintendent any questions for our superintendent all right go right ahead all right well uh thank you uh good evening everyone uh Happy New Year it's wonderful to be back um a lot of great things are happening in the district as you as you know but again my promise to the community around Transportation um is we know that there are still some folks that cannot get on a yellow bus uh but of course we do have our gas cards and our catac cards so as an update the great news is and this is the nice thing about a little bit of a vacation is that as far as we know everybody who wants a gas card has a gas card so 2422 families have requested it and we have 24 122 uh for Kata um 68 have requested and 583 uh have them and we're working on the rest and then with Dean there are 3371 are routed with 3585 requested but just as a reminder that if a family is requesting the dean yellow bus that still means that they can have a cata uh or a gas card and so we're really happy we've seen a big use of these gas cards for families and and the more that we have our families in our k8s where one family might have a first grader a third grader and an eighth grader the families are getting $150 a month uh to drive them to school and we have seen a real uptick uh when it comes to things like uh attendance uh when we are providing that can we do better 100% can we make sure that we get every kid on the transportation of their choice that's our hope um but what we're seeing is as we go towards more neighborhood schools and more k8s is that we're able to address this um more and as I made a promise three and a half years ago to this community uh I'll continue to read those numbers until uh they get to uh the same uh where it would be the number of routed kids to the number of um placed kids so uh that being said I want to congratulate the new board officers uh it's wonderful to have uh you represent this district and I really want to congratulate the three brand new uh folks the district um each and every one of you have a passion for this District a passion for our children uh it is so wonderful to be part of a school district where the board is here for the children uh I never want to throw shade on other school districts but you know when you see some of the craziness that happens at other school boards where it becomes political where it's all about you know an individual's idea about what's right and wrong and they forget about the children uh we can't do our job and I just know that the three of you have already proven uh your diligence your care and your love for the children so I want to thank you all uh for being here and of course for those of you who I've had the honor of being uh you know serving with over these years it is always great to see you uh here and um I really look forward to uh this calendar year uh some great updates is if you've been driving around the community you're seeing a a Mount Hope that is almost done uh it's kind of amazing uh you know with Willow we have the structures are up uh with Atwood the new basketball the new gymnasium it's a basketball court but we we'll call it a gymnasium uh is is almost done um even even our boardroom uh is getting there so uh though I love being here at Eastern and thanks to uh principal KS for always hosting us uh we do hope to be back in our regular confines uh by early February just as a reminder one of the reasons why we are here is that a pipe burst and destroyed our boardroom and that's what happens when you have a 100y old building um but uh we're going to be new and improved and I look forward to showing the entire board uh that um other things is I want to thank the families the kids and the teachers NWA uh happened right before break a lot of focus on showing what our kids know uh testing is important but certainly not the point of Education we want to make sure we're always focusing on instruction but we certainly want to know how our children are doing we look forward to sharing those NWA scores with you soon uh as we are looking at them and then of course what we're all waiting for is the final graduation numbers for last year where the district uh should receive them from the state probably in February and you might have seen in fact uh she was here thank her uh now there was a really nice article right before break around um our school index scores as a reminder the state looks at our schools and they do a kind of a really deep analysis it's not just test scores it's things like attendance and graduation rates and the number of librarians and number of art teachers and PE time all this kind of uh stuff and if you are on the bottom of that list uh you get uh be put on what's called partnership and this district has had over the course of many years uh a significant number of their schools and that bottom 5% um but as of now uh we only have two schools in the entire District that are even approaching that and it's a really impressive thing and that's uh really thanks to the teachers and the students and the community and the parents we are definitely moving in the right direction but you know me I will always call it straight uh we have a lot more to go uh our test scores can get better our our um uh math scores can get better English proficiency can get better but the good news is you know when when I started you had more than 10 schools that were in the bottom 5% of this district and now in the state and now that's not anywhere near and we're really looking forward to the end of this year and you'll hear me talk about this a lot you will get very bored of This I Promise um is that by the end of this year the state will take the final look and we will get our final results as to how our schools do so this is why um when we're focusing on you know making sure that the kids are coming to school we believe in that of course we do but we also want to make sure that we're doing it correctly so that we're actually uh making sure that the paperwork is right that we can show the state that we are in fact having more kids come to school more kids graduate um more kids learning we always want to put our kids first but we have to recognize that we are in a bureaucracy and the more that we can show these significant growth uh the more that uh I think we're going to be doing really really well so I don't want to drone on we've already had a wonderful uh organization meeting and now we have our normal meeting um and certainly I look forward to serving this board uh for this next year and all of its uh members so thank you for that and again happy New Year it's great to see you all thank you superintendent are there any questions for our superintendent this evening yes Trustin um Mr superintendent really quickly you um you supplied some like what is the number of gas cars but you don't exactly have that number and then how many are still waiting for the bus you said that's kind of low sure so I can give I can give you them if you want oh yeah of course so uh 2,422 responses for gas cards and those have all been filled for catac cards there are 608 requests with 583 that have given now sometimes the um there's a lag uh because they request it get it from Kata it takes some time um but you know it's about 25 uh uh differential so we work on that and next time you hear me I'll give you new numbers and then with Dean um it's uh 3,585 have requested and 3,371 have been routed so that's about 200 well it's 214 um and uh one of the reasons why that number at this point is probably never going to get to zero differential is that we do have some students that live uh in places where if we ran a route it would add let's say 20 minutes to a bus or 30 minutes to a bus so what we're trying really hard that's why we have the gas cards and the catac cards but we work with Dean every day to try to think oh is there a better route is there a new route and so the good news is that 200 is a lot lot lower than it's been but we owe it to our families to do even better and certainly we're working on that you're welcome all righty any questions for our superintendent this evening yes truste MH um I don't necessarily need an answer to this question today I I do want to know um with our students taking public transportation are they making it to school are they staying in school and has this um been um good for or an impediment to your vision to get them not only across the graduation stage but to make them viable members of this community uh thank you for the question um I'm happy to answer some now and I can give you some later um the great news and I really really want to thank our high schools for this our attendance rate for high school is not only higher than it's been since covid it's higher than it was even before covid and what we have found is that when we put our high school kids on yellow buses if they miss the yellow bus well they had an excuse not to go to school but with the katab bus if they miss it there's another one and so we find that our students our high school students are actually coming to school more often because of that relationship in addition uh and thanks to Kata we have the bus stops are actually on the sexton property like we actually put them on the building um with Eastern Everett they have one as well e Easter it's a little bit uh of a walk but by doing that we also have one at Hill so there's a bus stop now right in front of where Lancing Tech is that's really been helpful but there's been a an secondary positive thing which is our students have basically an unlimited pass so a lot of our students have been saying how thankful they are because they can use it to go to a job afterwards and they can go out into the community and use it on the weekends and things like that so you know we have seen a huge positive uptake because of that um but we also know that certainly um when you put students onto public transportation there can always be issues um I want to thank Dale um and Cordelia of course as we have Public Safety officers at the Hub so the downtown transfer um and then we certainly always have the high schools at the bus stops uh when school is dismissed and that's the great thing about having the bus stops actually on property is that they don't have to go too far except for Eastern I know that there's a little bit of a walk and I see uh a a couple of our our wonderful lass of folks here and uh you know Amy as the principal of of Everett um Can can certainly attest that she can see the bus stop uh you know from from the front door so um it's really it's really been great um and I I think it's also taught a sense of ownership and a sense of responsibility to our high school students but that I don't have any data on but I appreciate that question just a followup and one thing I I appreciated when um being a part of the orientation for this uh position was hearing uh Mr superintendent your vision for this District I wondered and I don't need this answer today either um going back to safety it kind of um sat with me um you made a statement that one of the safest places to be in this community is in our schools what I really want to know is in your perfect world what is your vision for not only curriculum but structure and infrastructure to make that statement um far-reaching and inclusive for all members of this community I'm interested well I really appreciate that uh very very deep question and I will probably ask uh to come back to it um and it's actually something I'd like to come back to often um you know we talk about our mission statement right here we read it we talk about our goals but you know the idea of creating the more perfect district is something we should always keep and having that Vision in front of us um but what I can certainly say at the outset is you know what we want is to make sure that everybody that comes through the Lancing School District leaves us being loved being cared for being active members of society being academically successful as well as feeling like they've really been served now what does that look like that could look in a lot of different ways it maybe is a child that graduates from our fire science academy and becomes a firefighter it might mean a student that graduates from uh Eastern with an IB diploma and and goes off to uh both Michigan and Michigan State I'm not going to get into that fight uh you know there's there's a lot of stuff that um you know there's a lot of stuff that it can look like but I think what we owe this community is really when we talk to anybody in Lancing they say wow that Lancing School District it's a wonderful place I would want to send my kids there and I am so thankful for what they've done for my community that's the dream I do have a question yes yes as uh superintendent I do want to add a a followup or maybe something we can continue to keep track of we talked about graduation rates but I also want to go backwards to our test scores and our reading levels if that's something that we can be pulling the data and maybe having some conversations surrounding where we are falling um comparative to the other cities within uh realm of our district so I know we you might not have those answers today but just adding that as a routine thing for us to be having conversations in this setting um so that the public is aware of where we are fallowing and how we are measuring so that we can continue to provide Excellence absolutely it's it's certainly something that uh not only do you deserve but the community deserves so just um what we have now is with our iss's uh there's twice a year um one is typically in February and one is typically in June uh we present a treasure Trove of all that information and what we'll uh show the board and of course uh the community is you know the test scores uh by by uh School etc etc so what I'm happy to do for the new board members is send you the previous presentations uh so that you can see what we typically do it's all uh comes out of something called the 98b report that report isn't mandated anymore but we still do it um because we care so deeply about continuing that relationship with the board and the community to share so um what I'm happy to do is send the last presentation we gave to everybody and then if there's tweaks or more information you would want out of that great we tend to do it twice a year because the first one that we'll do in February will allow us to look at the winter NWA and then certainly the one in June allows us to look at all sorts of other stuff so I appreciate the question it's great and as a parent I'm just clarifying they did take a test uh more recently but that's not going to be until the further report in what's what month was that so the students took uh the winter NWA in December yes and we should be able to share that with you in February got it yeah any other questions from our trustees this evening alrighty thank you super I was G to call you madam superintendent thank you superintendent I appreciate that moving on to our consent agenda um can I have a motion to approve the includes oh our minutes from the December 19th um meeting um all in favor signified by saying I I any opposed motion passes 90 all right any no we don't have any action items no new business no items to discuss we are on to the report from our secretary and announcements Madam president yes secretary um so for our secretary's report uh we have January 20th we have no school because of Martin Luther King Jr Day January 22nd and the 23rd we have testing so it will be half day for the high schools and then January 24th planning and record day so half day as well um and January 20 uh 31st we have PD day so no school all righty thank you madam secret yes secretary announ cration will be the 20th yes um I don't know see this board will be rep be together there or we are going to have table we are not but I like to know in that way I know how to do myself to honoring mat Luther King that is a good question I'm far as I know we don't have a table this year am I correct I'm the the board has not asked me to do anything on it um I'm happy to have that conversation with the the new board officers all righty well we'll have to have that conversation ASAP because it's about a week or two away yes um may I have a second please second Trustin no winsky did you want to I thought you were gonna say Okay I I if you don't mind a board I I just want to caution you on uh making a decision that might go against our board policies so um if the board is interested in getting a table I would request to have have a conversation with the board officers Andor the entire board um but just as a reminder the school district is not necessarily able to uh buy use uh public money to buy tables at events uh we are able to do things for advertisements so I just want to make sure and I'll defer to uh both our board uh uh policy uh folks uh and happy to support anything board does but of course I always want to protect this board from doing something against its policy before you move to that and ask it's around the same question I just want to be clear wasn't it purchased before for the board to attend at a table um let let's let I love this um let us keep order I would like um truste nowinsky if you're a oh not truste o I'm so sorry parliamentary nowinsky if you're able to pull up that policy that would be wonderful I I so before uh Dan does it I would defer to our assistant superintendent of budget and finance uh who is certainly well versed in these rules because it might not be just policy but also state law thank you correct thank you super we cannot use tax we cannot use taxpayer dollar is to make a donation however if part of the cost of the table say was the advertising that the school district was putting forth that potentially could be a possibility in the past past when we used to pay for tables we used to use pop commission money to pay for the table that was outside of the general fund a couple of years ago all the funding excuse me moved into the general fund so now it's treated the same as taxpayer dollars we cannot use it just to donate to somebody thank you for that clarification you said pop like popcs yes so we had um uh Pepsi or Coke in our building and any of the commissions we received from that funding went into a certain account but now it's treated the same as any dollars coming into the district okay thank you oh pardon trustee um kavanau oh I was just going to say that as treasur I have serious concerns about the um potential for appearance of impropriety for using general funds to make that sort of purchase yes I will drop the board trusty Rodriguez thank you very very much you're welcome um December 24th who celebrate the life of h espano a teacher for 44 years in Easter high school English teacher English and American literature that has um close to 34 35 students in her room in his room number 326 at Easter high school and this was a different kind of room set and [Music] um he it count the number of years and number of the students that he was teaching we go close to 15,000 students that he did in 44 years but he not only represent his class he represent the spirit of Easter high school for many many years in the language in 1982 president ran called him to tell him you are the teacher of the nation USA and he also was the chairperson of The English Department at that time there were more than 20 teachers in Easter high school and every morning he has meeting with them prepared them for teaching be aware and he in he in instill a culture or language in Easter high school for so many years Mr the two newspapers with the laning and has um article about him and the students the his students talk about this educator for for for all his his life I was leaving the celebration of his life and somebody came to me and said that is a great chapter of the Lun in school district history and like him we had many many more also um I don't only want to celebrate when the people pass but on TV two days or three days ago was a person called David Bower David Bower volunteered himself to Cumberland elementary school and teach math to the fifth graders he's 85 years old almost my age and um we I think that we had to inviting him than him here in this boook for what he is doing the most important thing in TV was the EXP of the students these fifth graders they were so happy they show so much gratitude for what this gentleman voluntarily is doing for our students thanks to Mr Bower and I hope we can see him here soon and celebrate all the people they are doing so many good things for our students and finally for these three new board members good luck thank you very much M pres a congratulations to you and all the officers um my question almost was what is your vision for this board for the future but be ready because when we have um I am going to be the voice yes because I was not too much voice before but I will be a voice they can promote the best for our students in L in school district thank you and happy New Year to all of us thank you and you are greatly appreciated uh trusty Rodriguez it has truly been an honor to to work with you um I did see the commercial honoring the volunteer at Cumberland and I was amazed those students love him so it would be an honor for him to Grace us with his presence so hopefully we can make that happen um and you will hear a vision for the board because we should have a vision all righty any other questions or CR comments from yes to one of our own alumni Magie Johnson who received the presidential medal of freedom for my not just for basketball but for her schan and we know we see it here in our community and he's one of our own so just congratulations magic we are proud of you and just keep making us PR I saw that as better I think that uh I uh fully agree with uh our new member that that we should work in unity um but it's going to take work from all of us to do that um I would like to work with the president president to allow board members to choose the committee they want to be on except that as board members some have already un assigned committee so the treasurer and the um the secretary I think but um just to give you a chance I think you might want to review the Committees we have there four and um see what you would like to serve on on which committee and uh I think that would go a long way because uh you can appoint somebody but if if you appoint yourself I think you will have a better uh chance and an opportunity to to learn so um again thank you very much and uh welcome again happy seem like Overkill that a school district would have five different law firms but you can imagine all of the different things that law firms have uh that school districts have to go through so just in general and I'm happy to defer to uh Kim or Jessica or anybody who deals with this typically Clark Hill uh helps us with human relations issues um trun is kind of a catchall they help us with bonds they help us with HR issues they help us with all sorts of things um the Foster Swift I think tends to do more of our Foya requests things like that um and then uh CEST and the Anton we don't use as often um but they have been part of the district and so always having some backups is helpful but our three main uh law firms that we tend to use on a lot of District stuff uh HR uh Foya and then kind of bond but if there's anybody from ET that wants to elucidate on that so okay but yeah um and just for anybody kind of listening at home all you know seven of you uh which I appreciate uh is uh you know a law a school district this size 10,000 kids you know 200 plus million of Revenue there's a lot of legal issues a lot of stuff has to do with special ed things like that law firms like trun uh and Clark Hill have real specialization when it comes to things like uh special ed law and so that's why we have all yeah all right any other questions from our board members can I all in favor say I by truste second by truste uh Lopez um there is there any discussion from our board members this evening yes Rodriguez there any changes in the numbers of times that we are going to meet during the month here or it's going to continue to be two meetings and one I session yes the calendar has been updated to two meetings a month the last meeting will be a combined meeting a regular meeting and an information study session meeting um the meetings will start at the same time 6 p.m. then what you are telling us the public that the Ling board education only meet twice a month yes if it's V I am going to vote against that I don't think this board need to leave their obligations to two meetings we had 10,000 students we had a lot of things to do together and to CH the number of work that we have to do together is not the right thing to do for our community our schools it's not because the tradition of years having three I am not doing that because that I'm thinking about the future and how much work we have to do together to be responsible and running this District if you don't want to do the word that we supposed to do that we don't need to meet at all then this Bo had to think clearly what we want to do meet once a year once a month there are other dist they are looking and us to meet them more frequently now if we do in research and we study and see what is the best for the district fine but just changing because it's too much work or because we don't have work to do that is not the way to do changes then I am going to go know that one any other discussions fromard members yes so this calendar can be changed by the board either either we accept it or don't but come back with the with amended so I would say let's put it aside and then come back once we meet the new Bo do we have a DAT for when is that working on the first we'll talk about so we'll I I think that we can do the um the calendar The Retreat or even before that you know we take into consideration comments made and reasons for change come back with now did you mention the third meeting of the second the on the on the calendar um the information study session and the regular board meeting will be a combination so we would meet on the first Thursday of the month and the third Thursday of the month so one is a regular meeting one is kind of like that's what you're propos well um like do a pran can tell me uh if I move to u to table for now if that's proper so then we can discuss this little I do have a question we did have another comment I don't know if you want a table before comment did yeah I can I can keep this brief um so to Dr Rodriguez's Point um about not wanting you know to to be shering our responsibilities my understanding of the the rationale for the um change is to make sure that we have a better structure for our our work so that the first meeting that is purely a board meeting would have all of the committee Port reports whereas right now we kind of split up the different committee reports across a couple different meetings which sometimes means that depending on when that committee has met or not met maybe there's not really much of an update or maybe there has to be an emergency session beforehand to get it in before the committee report Etc so I think the rationale was not born out of wanting to do less work but rather um making sure that we have a standard process where in the first meeting all the committee reports the second meeting any business we would have done in a second meeting anyway Plus on top of that an ISS which we all enjoy I guess my question and my concern as I'm seeing the comment was this decision even made it was not brought to Old board members or the new board members it should have been a discussion as a whole to find out where everybody stood even hearing the justification because for me we were elected by the people to do a certain thing and they're used to these things happening so without having a discussion as a board as a whole this change should not even be on the table um I trust um I think I had a trusty over were you gonna say something trusty Rodriguez well I I I think that we are now going by emotions and I don't want to go by that thank you and who's right who's wrong and who has more productive system than somebody else then I prefer to wait and thinking together and we see the proc the cont in a very good setting and information setting I made the decision at that time I don't have any problems with that wonderful so if I may just for clarification what I hear you saying is you are proposing you meet twice a month according to what was written below and hopefully we read it before the first meeting of the month is a regular meeting this the third meeting or the second meeting of the month is a regular meeting plus information study session and this is being proposed tonight correct so we're going to vote on it unless it's table unless it's tabled but again this is being proposed yes okay I just to clarify you I I wanted to clarify the exact point that Miss buer was making the um this is simply a proposal and so the conversation and the vote um with the whole board is what's happening now that is this process truste no I I I had requested opinion from the former parliamentarian for the purpose of board bylaws indic the board meeting at least once each month on a date and time in place determined annually by a resolution of the board which is proposed here and then further it says within 10 days after the organizational board meeting the board shall cause to be posted at the board office and in other locations considered appropriate by the board a notice listing the date time and place of each regularly scheduled meeting of the board and it goes on further so according to the bylaws this needs something needs to be done within 10 days of the organizational meeting so the motion to table could be made that would postpone this discussion till later in this meeting but to actually postpone it to another meeting would have to take place within 10 days according to the bylaws to have something posted something could be adopted today and then changed later so thank you for that thank you for that so um and like I said we can always change the schedule after discussion with with whole board about this m so I will take my most table and and mean I'm certainly happy to defer to our parliamentarian but this is more of a HR question but Dan if you want to respond at all I'm happy to defer to you and then I'll I'll speak from the district standpoint I'm not aware of any mention of parliamentarian in the bylaws or policies so it's not stated there it would be a yeah there there are a couple of things that uh are a point I guess for this uh one is the board can pretty much do whatever it wants uh you know you can appoint uh who you would like uh you know if you want to post the position or not is certainly up to you uh certainly from a district standpoint the one thing we needed to have was a parliamentarian today uh because you need one to have the meeting and certainly to do all this if the board uh would like to appoint whoever today and then uh ask the district to post the position so that other people could apply that's totally within your right and certainly something the HR department always does and would be happy to however if the board feels that that is not necessary that's certainly up to you um this job as parliamentarian really is for the board not for the district per se um and so it's your decision uh as to do it uh I appreciate very much what uh Dr Rodriguez is pointing out which is something as important as a parliamentarian uh other people might want to have that job and or apply for that job and so certainly if the board sees fit to say that you're going to appoint a certain person for the parliamentarian position today and then instruct me as superintendent to then post it uh in a time later that's totally great the one thing of course is that if you you just approved your calendar uh our calendar so by January 23rd we would just have to have that person in place so it's as simple as that so uh I'm happy for you to instruct me as any way you see fit uh that does not need to be a board action you could just email me so yes trusty thank you very much and thank you um definitely I am not opposed to um I would like to make the fin Amendment to the motion mhm and say that we hire the parliamentaria for today day meeting they will post the position and they will uh for one week or 10 think maybe just rhetorically is it more of an impediment to then uh kind of hold up production in hopes that somebody will come and get the job as opposed to just letting him have the job if he has experience pardon me do doing the job it it would it would be it it wouldn't be beneficial to to hold I think it's a waste of the people's time and ours okay Al righty thank you for for for that um trustee uh stro yes i' just like to give a comment um I would state that it would definitely be uh a waste of our resources to hold uh time and energy to try to conduct interviews and HR if we can come to a decision together collec that we already want to nominate or uh give the position to um nowinsky I will state that uh being uh a Community member and just before coming to the seat um he was a trustee um he again knows a lot of the information that is presented to make him qualified to be in the role and in the position and I would nominate that we adopt that motion all righty Madam president any other trustee Lopez thank you mhm I think this um this really points out that um The Board needs to be more aware of what's going on um prior to some motions coming for to the board um nothing against the individual I think but uh Dr Rodriguez really is pointing out do we have a process to to hire our other employee because we only have one employee who is the superintendent and the next employee would be the parliamentarian MH so um uh so I guess we can vote on this either way but I think that we need to U uh think forward and uh ensure that we have processes in place and I guess the issue of uh uh communication may be an issue as well yes um uh so I I I think that we go ahead and and vote on this motion but understand that we have to look at the processes and and and make it more um inclusive uh discussions that are going to impact the board for the year that we know where we're at and that uh we're not it's not a surprise really but but that you know it was it title 9 is huge protections sweeping protections for our babies um and the people that work here boots on the ground and us too and to not know who they are what they are I have nothing yes cord can I um or did you want to yes I think those are really very important uh points made by uh Mr herd I think that um the issue in terms of how the district has to uh appoint the title n Representatives these are the current Representatives and so the question on the board is in essence are you going to reappoint if the answer is no that's certainly uh your prerogative and we would support you on that um we would be happy to always respond with any questions in terms of who these folks are um you know I'm happy to defer to uh Cordelia to tell uh the board who they are um we certainly can table this if you want more conversation and more discussion about the two of them uh however the two people that are in the position the typical reason why one is more student facing and one is more um employee facing and so that's why they have that but you know certainly I would always want the board to be confident uh as you said Title 9 is a very very important piece uh for this district and certainly we would want you to feel comfortable with uh any individual be it those two or anybody else um I can certainly have Cordelia speak to the work that they've done and why they are doing these two uh positions at this point um but we are certainly more than happy to provide the board with any more information that it wants superintendent before you pass it to Cordelia um follow following up to your question when you do speak about the two individuals can you also give us the information of how long they've held these positions uh sure and also I I don't think that just voting no sorry yep we want to keep order so yeah we want to keep order thank you so much for that so Cordelia Miss Black could you please respond to the question and then you're welcome to ask your question thank you um our um recently just recently first of all we had a title 9 coordinator that was with us for uh approximately uh 3 years um who had been um recommended by the board or approved by the board um and we recently had a uh that person we uh uh resigned uh the law states that we must have a title n coordinator in place at all times at that time uh because the this position Falls uh underneath my my um Direction I appointed our internal investigator uh because that's the person who I felt had the um uh was most qualified um and flexible enough uh to be able to um take on the added responsibility on top of um his current position as internal investigator underneath the Department of Public Safety who um who's headed by uh Mr Dell person uh our and so this person is an interim uh inter in excuse me Title 9 coordinator until uh we uh post an interview for a permanent title n Co coordinator um Aon Miracle on the other hand has been with the district for 10 years uh eight years uh she has also more more than that okay uh so she has also served as uh the second uh title n coordinator uh for at least four years um again HR facing and or if any party um requests to speak to someone of a different gender uh then we have both um and so that is the reason for having someone uh not only you know to deal with the uh employee uh concerns uh that comes through uh but also students uh both these parties have been trained uh they have gone through our law firm uh Trum uh who provides uh annual training uh to uh all of us every year including our administrators and those who hold the coordinator positions there are um additional uh specific training for the investigator uh for the um the decision makers Etc all the the the various parties who's involved in the process um must they can't hold these positions without uh having gone through uh specific training and again that training uh was has been provided uh by TR our attorney uh attorney's office uh TR law Matt before I got here then the people who elected me to this seat who expect me to know so that I can make an educated vote and I do have the capacity to take in whatever information I'm given if I'm giv it in the in a timely fashion so back to the initial point about communication making sure that it is not assumed um that I know these things that I know the people so that for something as important as Title 9 and I can appreciate um as a law trained person at the University of Michigan the importance of these sorts of protections for all the people in this District it is imperative crucial absolutely essential that we have these things in writing and ahead of time so that we can be um viable parts of the conversation there are people very senior but if I'm going to be junior I don't mind being Junior just give me what I need to know so that I can vote otherwise my vote of no means nothing there will be a wall of yes and somebody is without protection that's all thank you presid madam thank you very much um last month in November we had a policy committee meeting and in the policy committee meeting we studed the policy about tile 9 at that time all these question that you are asking asking we are aware now we were asking them and we didn't take the policy until we were sure that the people in charge of our district we don't have the confidence that they can do a good job then I appreciate so much your concerns but in the policy committee and you know the policy can change that any time then you can be part of that too but in the policy committee one month ago these two people were presented to us we studied the background we were three board members were there we part the policy in the last two meetings in the in the board then I canot assure you anything about anybody but I appreciate your question because we already took some kind of curve when we will stud the policy about tit thank you trusty Rodriguez in thank you trusty Williams did you have something have been there for several years now it's time for somebody to be there then to represent us to represent the district to represent the bo not the district to represent the board with the other boards in the inan county we call 11 wly is Lan Mason uh okos um H HL and everybody send one uh to this meeting and it's once a month and then it's a way to help each other communicating what is going on in different places is good and we can apply here thank you madam president thank you trustee um Rodriguez and at this time our new secretary our new elected SEC secretary is truste um Na Martinez so you would be the individual that would attend these meetings to represent the lanan school district the ISD meetings so does anyone is there any more discussion a clarification about this this role
