to say that in this community After experiencing that earthquake the other day um we are so fortunate to have each other's backs we don't always agree but this community is fortunate that we come to together when there's a need we support each other we respect each other and that is one of the greatest things that we could ever do one of my favorite favorite sayings is from Gandhi be the change that you would like to see in the world thank you thank you and now we will have our Pledge of Allegiance Pledge of Allegiance to the the United States of America and to the for stands na invisible with liy and justice for all might add we hads in there as well yes well we knew that was coming the other one was okay M CL if you could please call the Mr bobin here Mr Kaki here Harry here Mr R mayor farmer here all right uh this evening I have a special Proclamation and recognition can I will read that at this moment yes whereas in 1872 J Sterling Morton proposed to the Nebraska Board of Agriculture that a special day be set aside for planting of trees whereas this holiday called Arbor Day was first observed with the planting of more than a million trees in Nebraska and whereas Arbor Day is now observed throughout the nation and the world and whereas trees can reduce the erosion of our precious top soil by wind and water cut Heating and Cooling cost moderate the temperature clean the air produce oxygen and provide habitat for wildwife and whereas trees are a renewable resource giving us paper wood for our homes fuel for our fires and countless other wood products and whereas trees in our Township increase property values enhance the economic Vitality of business areas and beautify our community and whereas trees wherever they are planted are source of joy and spirit ual renewal and now therefore I Patricia Hendricks farmer mayor of the township of lawence do hereby Proclaim April 26 2024 as Arbor de in the township of Lawrence I urge all citizens to celebrate Arbor Day and to support efforts to proect our trees and Woodlands thank you very much [Applause] may may yes if you mrsk are we are we still passing out the little saplings that we do every year I haven't received a word on that oh usually when you come in yeah they have bucket full and take it I will I will find out and make sure we get it on the website and social media sites as well we normally do have the saplings available that no okay [Music] all right with that now we have the opportunity for public participation um we ask that limited to five minutes and if you would come to the podium and state your name you may write your name and address on the sheet of Pap please go just wait Sylvia kovas good evening everybody uh I would like to thank unfortunately I don't see Mr P here tonight can you un push your mic it usually can you hear me now can you hear me now I can speak louder excellent excellent so uh Mr B unfortunately he's not here tonight but um I I want to just thank him officially in front of the the council for um getting the words done um getting the job started at the dog park uh reg raing that one enclosure um that the work started last week before the big brain so I'm not sure if they're finished or not but the work has started and I truly appreciate that so thank you very much thank you thank you I am going to try to speak loud um I'm moving my voice I'm not feeling so well do you mind um just signing in for us I did um and I come before um honorable mayor and the council um requesting a proclamation um for the to say your name I am Sharie um Shara ke representing Rus together it's a nonprofit organization um for um Warriors and people and families that are dealing with um lupus and autoimmune diseases um I'm pretty sure that everybody in the room knows someone that has dealt with either lupus and or autoimmune disease or an invisible disease so I did um send a letter I was told that it got to um the council's desk this morning um I sent it back on April 4th and the letter just read um May's National lus awareness month this month provides a great opportunity for the township of Lawrence to educate the community on this devastating illness each May the entire Luc Community comes together to raise awareness by wearing purple telling their stories and encouraging others to join the fight against the devastating disease as a as a Lawrence resident excuse me and a lupus Warrior myself we would be honored if you would sponsor and an official Proclamation recognizing may as Lupus Awareness Month in Lawrence your Proclamation would lend official recognition to the importance of educating the public on Lupus and other autoimmune diseases in addition it would I would like to incorporate a special ribbon cutting ceremony in May to symbolize the beginning of Lupus Awareness Month as a lupus Warrior and the recent founder of Lupus together nonprofit in Lawrence I would I know the importance of increasing the Public's awareness so we would be honored if you and the council members will stand with us and participate in this event as you know grits can often be hard to diagnose and as the many challenging symptoms are very similar to other diseases in most cases it is uncommon for proper diagnosis and it can take up to years before a person gets a proper diagnosis in close I appreciate your time and I thank you for hearing um of me I'm going to leave some information for those that don't know what lupus is it is an autoimmune disease um that the body attacks itself it's in constant fight um like someone that has the flu someone with autoimmune disease and or lupus your body always feels like it has the flood that's why I stand before you today I really don't feel well I'm having a flare but I have to push through it I to push forward I want to be the example that because you are dealing with a debilitating disease you don't have to let it dictate your life I travel I travel International I am a nurse of 26 years I'm a mother of two children I am a wife um so but I do want to bring awareness because I look if you went past me in the store you say she looks fine I go to events she looks fine but I try travel and I have to weigh out what I do because I travel and for 3 to four five six seven days I am recovering from a flare or whatever else sun exposure bad for us stress bad for us nutrition so I did just start a support group as well in the township of Lawrence at the public library it will be meeting in person once a month and virtually once a month um we are also backed by our local wedman here in we're backed by the lupus research Alliance um which we will be having a walk at MetLife Stadium on May 4th anybody want to participate you are willing to I will provide my website um we also have um yoga nutrition specialist um so I'm trying to involve myself in the community um and just to give the advocacy awareness um also um I just became part of B toown rotary so they are also backing us and a new participant is the Girl Scout of central New Jersey so we do have some major people backing us obviously we hope to get more sponsors am 501c um pending which should be approved within the next few weeks um we are going to also participate in Earth day which is this coming Saturday um through the Gordon toown rotary I want to do a health fair here in Lawrence Township to get the word out and get the information out I know only have five minutes that is all I need I want to say I'm around I'm available and again my name is Shar put l together as you see on my shirt and on the back so I'm Gonna Leave This for you so the counil just saying thank you for your time thank you thank you and I believe I met you about less than a year ago I didn't forget you yes yes yes thank you for your testimony for coming in today and sharing both your story and um [Applause] will take consideration discuss on thank you so we're talking l all right Ronnie mles so the 2020 and 2023 fire studies I'm still very concerned about the validity of these studies one of which we still have not seen the second study has a 2023 date on it and we're headed into May of 2024 so I'd like to know what's up with that and I think this is at least the third or the fifth or maybe even the eighth time someone is standing at the podium asking the same question and I do not see a scenario where we don't think that a firehouse on the other side of Route One is is necessary it doesn't matter who was and wasn't sitting at the podium when these studies were conducted the vendors or should I say vendor was not selected in an unbiased or objective manner we know that at this point in time if you continue to move forward with these biased reports you own this so I hope that's you know pretty well understood by everybody you either accept or reject it and then we move on and if you accept it you own it the proposed cost of this new campus is $15 million in taxpayer money is this a guess or is this a real estimate and where did this estimate come from I cannot find it anywhere in the 2020 study and we all know that $15 million is probably going to be more like 20 and 25 I would like to propose that since the dollar amount associated with this new project is so high we take these studies a bit more seriously we scrap what we have and we go back and we do do this again let's send out an RFP with all the safeguards in place so that the residents of the township have a valid report as deliverable further my most recent Oprah request a data a database query takes about 30 seconds I'm starting to see a pattern the word redacted is repeatedly used anytime I see or do anything with the township redacted redacted redacted redacted which at this point in time is starting to translate to to a lack of transparency thank you thank you for your comments um if you could Council if you could just please we have discussed as a council um releasing the most recent study is that correct yes yes uh I was directed I was directed to review uh the report which I have done uh a couple times I've read the report and I have from past experience uh have read numerous reports involving uh government uh projects and I think I have sent an email to you mayor and to the council that I do not see any reason that this cannot be made public and I would urge the council to uh uh I guess you pass a resolution to make it a public document uh available I guess through the clerk's office okay thank you um and also just in addition to that um we did create a subcommittee and I will just let councilwoman Perry bring us up to date on where we are with the subcommittee and some of the new new things that are happening thank you madam mayor um Oly ilup Perry I am the liaison for the public safety um committee we will be holding a subcommittee to review all of the reports that have been made the past and the current and as for the agreement and the directive from Council the subcommittee will pull together recommendations to present to council so those reports are just a foundation we will work together with all the expertise that are on the committee to put together the best recommendation for what the township needs and that would go before the board our first meeting will be on May 7th and then we will go excuse me May 8th May 8 May 8th and then we will go from there and if I could just add um there the fire and Safety Committee is open for public the subcommittee is not open for public at this time not the sub commmittee just the regular yes the fire and Safety Committee yes the fire and safety the next meeting for fire and safety will be in June we need quarterly okay and just so the public understands the reason for creating the subcommittee is so that we can dive deeper into the information review it within um a selected group of individuals that have specific expertise that will help guide um some of the study and the research that we want to do prior to any action that we take so I just want to assure the public that we are doing our due diligence we have you know gathered all of the information of both councilwoman Perry and myself have come up to speed on where things are and as soon as we are in a position to share information we are more than will going to do that we simply want to get all of our facts and um all of the background and we're working the best way that we can with as many people as we can so just you know information will be forthcoming as Council has stated we will be releasing um if we you know once we if we have a proclamation by the full Council to release the most recent study that everyone seems to be interested in but as councilwoman Perry said just a study to guide us it is not the law or everything we are going to make the best decision for our Township together with the committee and councel mayor may make a comment was there a decision made to release it the report because what we could do and I'll defer to council with regard to that because this has been going on for months we could take a vote with Council right now to to to release it because the report was received marked confidential and it can only take an act of the governing body the majority of the governing body to release a report that's marked confidential so if we could like right now instead of going away and not dealing with it let's just have a let's have a vote to do it and then we can get it on the website just like the other one and we we can just Mo okay you thank you for your comment I'm sorry Council no I I I would recommend that that uh be effectuated this evening you can take a vote I previously supplied you with my comments uh that it should be made public and made available on the website uh whatever normal way and uh I don't see any problem with taking a vote tonight thank you may yes go ahead I was just going to say just to stay in order I was going to bring that up at listening to conversation bring that up in new business so we could wait till then I youd like to make that that's fine and you have one one other comment uh an individual just came up and and talked about the Oprah process if Mr cye could just briefly explain the governmental requirements before releasing documents especially if it involves several hundred emails that um there is a process and a law that must be filed it's not simply a query that everything is printed out and just hand it over yes there is a mechanism legislative scheme with regard to Oprah uh open public records act uh it does require uh that anything that is requested has to be reviewed to see if there's anything that that should be redacted uh in terms of of of safety public safety personnel there's a whole list of of things that takes time and we get over the course of the Year hundreds and hundreds of op requests uh and these are done manually we do not have a uh uh software uh system as some municipalities do to answer them it's a it's an elaborate process and we have to adhere to the statute strictly or or there there could be penalties imposed uh uh by the state of New Jersey so um it's it's not just you know one comes in today sometimes you get 30 sometimes you get 40 right uh different different time of the year you get more so I'm dealing with the clerk all the time and the police department all the time I I think I get minimum of five to 10 emails a day involving Oprah issues and questions and we are uh processing them as quickly as possible there's no delay there's no purposeful delay it's just a process the legislature tried to streamline it in their last session um in uh I guess it was in lame duck in December U that went nowhere and it's unfortunate because uh I know what this municipal clerk goes through I know what the uh my previous position of the county with the county clerk and the county commissioner clerk it's uh it's a huling effort to get go through it all so it will be released as soon as soon as practical so thank you thank you thank you Council and and just the the time frame is around seven days to answer over and we have you know Limited days is really a very short time to go through when you have uh you know 30 40 uh Pages sometimes 50 sometimes more of emails to go through reports to go through uh it's it's a very tedious uh Endeavor and seven days goes by very quickly especially when you when you get new ones in every single day thank you for that explanation and we're not unique in the state of New Jersey in Township with regards to right it's all over is there any other additional public participation I'm Sor it's not I have to look into that good evening everyone here um I would like to take the opportunity to thank Department of Public Works for taking care of the uh keep keeping our Township clean and taking care of the mess in front of the 625 territory Lane the issue was addressed immediately effectively thank you for that and also thank you um Mr long thank you chief for enforcing the uh noise ordinance someone is doing a good job that's all I want to say thank you thank you see no additional good public participation okay come forward yes good evening first I want to thank the two people who got up and thanked our Township employees for the job that they do they work hard they deserve it and now I'll go on with what I have to say as the former municipal clerk beginning my employment with Lawrence Township in 1975 I have worked for many years with the employees I have recently heard disparaged and who have had their character and professional ethics brought into question quite honestly I find this offensive both on a personal level and a professional level I have listened to Residents speak to council and the manager with extreme anger and disdain in their voices as they accuse them of unw warranted corruption in the regarding the awarding of Professional Services contracts most of these accusations have been directed to manager Nowinski I have worked with Mr nowinsky for many years when he was a prosecutor municipal judge Township attorney and as Municipal manager in fact I have known him from a young boy when his father Frank served on Council you will find no one with more moral fiber and character than he displays and works by and lives by on a daily basis I've also noticed that some of the residents are not aware of the type of government under which the township works we are a m a council manager form of government not a committee form many speakers have addressed Council as committee people they are not committee people they are council members and to those speakers who find fault with some of the rulings of the township boards and committees volunteer put your name in serve on some of these boards and committees make a difference that you think might be needed I find this Township very a very wonderful place in which to live look at other townships ours runs beautifully our public works department our Police Department our recreation department they are among the best and most envied in the state please be happy life is too short to be miserable and unhappy about things that really are not taking place and to the gentleman who was here last year last week I'm sorry last meeting who kept saying don't call me don't call me he isn't here this evening but if he's watching at home I hope he puts his name in and lends his expertise and life experience to some of the boards and committees that we have on this toship thank you very much think she a name on the record just everyone knows who she is but I'm sorry Kathleen Nora former municipal clerk for the township of Lawrence I live 35 hon Avenue in [Laughter] Lawrence thank you for your service also okay with that we will close public session public participation and review revision of the agenda we don't have anything to change there um and we don't have any minutes is that correct for this no we have some soon then okay you definitely want to catch up on that well definitely we're working on it okay trust me yeah awarding and or rejections all right I will make a motion to introduce 9A authorizing bid Award of bid number number 24-02 Road Improvement program various roads second this this has to do with our road Improvement program it it authorizes uh seeks your authorization to award a bid to Richard T Barrett Haven company in the amount of $ 77975 is there any public participation seeing none close closing the do we have a motion on the table we havee I'll Mr bobit yes Mr Kaki yes M Perry yes Mr Ryan Yes mayor yes mayor I'd like to make a motion for 9B authorizing Award of bid number 23-12 NJ do trust fund Road improvements Lawrence Acres second this was a previously awarded bid but we're modifying the the funding source we received a $500,000 Grant and so we are incorporating that funding into um this uh good process in package for this road Improvement program okay Madam cler Madam cler you call Mr Bob yes Mr Kaki yes M Perry yes Mr Ryan I'm sorry yes mayor farmer yes and also is there any um comments from the public on this particular see okay look at have the introduction ordinances May I'd like to introduce a 10A ordinance number 1718 Princeton Avenue second Mr bobber do you want to identify the the Cod yes thank you um and I'd like to amend it's impressive so I'd like to amend the uh the ordinance to change the wording from 83 feet Westbound from the prated curb line of Princeton Avenue and Landing Avenue southwest corner for a distance of 22 ft on the side of 1718 Princeton AV to 83 ft eastbound because if you go westbound you end up in the ice cream shop Mr Boba identified the issue called me I had our musal engineer uh check it out and he indicated uh that is in fact correct uh and that we should amend it to Easter mayor I've read a few plans in my life say thank you for your expertise that's okay we have a motion second Madam CL if you could please call with the correction with the cor Mr Bob yes Mr Kaki yes M car yes Mr Ryan Yes mayor farmer yes adoption now we will have the manager's report uh Council I I actually do do not have uh anything to report to you tonight and although I do want to say publicly thank you Kathy or for your comments I deeply deeply appreciate it and Mr I one matter of Mayor that we are going to address in close session involving the possible purchase of a lot uh that we have noticed for a Clos session since it it it is for the uh as I say possible U expenditure of funds for a uh piece of property Township is looking at so I have nothing else right now thank you m just the financial disclosures have all gone out to everyone April 30th is the deadline if you need any help any of them just why you looking at me thank you okay we finish business I don't do we have anything unfinished I don't think so no okay and here we are at new business mayor I'd like to make a motion based on the advice of the township attorney um to release the uh 2023 fire study make that public second counc Madame mayor may I make one comment I would like the report to be released on May 9th after our first subcomittee meeting all right anything wrong with that can we good with that I'm fine okay so we now have a date for the release of the mayor is there any way once it's release we can put it on the website absolutely be right underneath 2027 okay so there we have okay you have a motion second okay and discussion if we could call the r Mr bobit yes Mr Kaki yes M carry yes Mr Ry yes mayor far yes this brings us to our second opportunity for public participation we ask for three minutes at the podium state your name and make sure to sign the sheet syvia kovas I'm already signed it I would like to just make a real quick clarification nobody's accusing anybody of any dirty business any uh corruption none of that we're questioning the qualifications of people who are doing these jobs we're not questioning their integrity and I just would like to make that clear and where we the residents that are being accused of coming up here and saying things based on our emotions and no legal basis we're tired of hearing this we're tired of asking for things to be clarified for us that's what we want we want clarification and we want transparency we haven't been getting that we and I I'm talking about myself and my husband Colonial Heights neighborhood Trenton D business we've been here for almost a year and a half year and a half coming up on two years asking for clarification what that business is and is not allowed to do in our neighborhood for those who haven't heard me speak about it and looking at the faces most of you have that business were questioning their right to use that property as pre-existing non-confirming land use based on the fact that there are no documents in the township supporting their claim we're questioning their right of loading and unloading their trucks on a residential street which is a 4 ton weight limit Street they have no spotters for their uh forklift they leave the street a mess all the time my husband stood up earlier to thank public works for cleaning up the street after they still a ginormous amount of concrete or cement dry cement gravel all of that we we shouldn't have to be paying for cleaning that street up after a business and we we are very grateful that it was done so quickly and effectively there is still a big spot left of the dried up already um dried up concrete on the street still with the for clip um tires going through it all over the street there is still a spot left from that because you couldn't there it's not possible to clean up uh dry concrete off of the esort so we're not accusing anybody of doing anything behind closed doors uh under the table bribes none of that we're questioning their qualifications and uh that's it thank you very much and also um pardon me Mr bobit months and months ago uh over a year ago actually had asked Mr nnsky to provide us with clear explanation of what's what's allowed what's not allowed on that street with ordinances not just oh because of this not because of that no with clear laws clear s Municipal ordinances allowing that business to do it we have not received that yet thank you thank you mayor if I may sure C uh understanding that there from January 1 there's a new Council um we have a new uh Municipal attorney um I think it would only be appropriate maybe for Mr cc to to review some of the the comments that that uh Miss Copus had made about sort of the right to exist and things like that maybe provide your a fresh set of eyes on it so that this council could could take a look at thank you Mr P yeah I I'd be mayor I I me I will speak with Mr rosos it's my understanding he's done extensive research have not uh had an opportunity to look at that but I would certainly do that and uh as the former planning board attorney here hopefully I have some idea what's going on and and hopefully uh come back uh to you with more information or confirm information on that thank you may I speak for a second Mr thank you for identifying I'm the municipal manager in charge of the day-to-day operation I'm not here to answer legal questions they are properly laid with our Township attorney this issue has been well researched in terms extensively the amount of time that the prior Municipal attorney has spent to determine we it even ented in a litigation against TR so the voices have been heard the work has been done the council members have been completely informed of the legal situation involved so I will absolutely share that information with Mr cyc who has a very good legal background in it and uh if you all think it's appropriate to have it done again then that's fine with me but I'm just trying to stay within my Lane okay thank you now it would be my intention initially just to review what has been done I I don't see any need to reinvent the wheel uh I'd like to take a look at it and uh certainly talk to Mr rosos and may mayor if I just can finish um that that was exactly what I was asking Mr SCC was not to um to reinvent the wheel re re research or anything like that but merely just to take a look and see if there's anything knowing that he has a a sort of real estate and sort of land's background to just take a look at Fresh of us thank you I think that would be a great idea and would just we can just have that [Music] conversation thank you thank you uh with regard to the police to the fire study I have personally heard and go back through the minutes Council and the manager were accused of giving the Professional Services contract award to either friends or relatives I have also heard Mr nnsky being disparaged about underhanded dealings with regard to Trenton block should be in the minutes it's nothing that is that is in public knowledge it has been stated time and time again about the awarding of the Professional Services contract for the fire study that they have been accused of giving it to relatives or friends thank you for your [Music] comments Peter cus um in regards to accusing anybody um if I recall correctly I think a year and a half ago we the residents in taxpayers were accused of coming here and express our personal feelings without without any legal basis so what I did with my legal basis I went to one of the best lawyer that specialized in land use and Zoning law and he said Mr P you have K as the township because the township not enforcing the own law so just it's just waiting for the phone call thank you true ncy Albertson I just have a question um that let's go back to Trenton block why did the taxpayers foot a bill for $6,000 to do a survey on a property that the township owns to prove that TR block was on so that would be another question I have thank you for your com [Music] [Music] hi Kathy Ricard long Acres the backyard for this building um in December I came here with a heartfelt and tearful little speech that I had on note cards and I'm not going to cry again the title of my speech was long Acres Death By A Thousand Cuts that's how it feels to me our neighborhood was promised in 1972 by the federal government a sound barrier and a recessed I95 now 295 then 95 it's 295 again whatever the number of the road the road is at least 8 ft over grade the sound goes all night long from the trucks Jake breakes passing by it's irritating we got a lovely new traffic flight at the end of West long drive I'm all for that we also had have across the wrode a lovely new development which runs its street lights all night long so we've got noise pollution I'm confused noise pollution over there light pollution over here we've got Ryder over there I'm probably my directions are now all all confused anyway Ryder is on the other side of our neighborhood from the one side we've got their Coen plant which is not cool with me I'm a kid of the 70s Earth Day I don't want that crap next door behind us currently we have Riders track and field and field and field with a temporary bus parking lot the buses come in the people come in the noise the announcements the pollution that runs nearly every weekend and most holidays we used to have a real nice quiet neighborhood I'm not against progress I'm against screwing up a nice Suburban neighborhood which the assault continues we have a business in my front yard that should not be there thank you Council police whomever finally managed to put no parking signs on long drive so all I have to deal with now is she changes loud music but nobody's parking and blocking me from going in my driveway and running my mailbox over so thank you for that um I fear the Noose continuing to wrap around collectively long Acres neck with the proposed fire station on the corner it's residential neighborhood reminding everyone of that that doesn't feel residential the business in the middle of the neighborhood doesn't feel residential I'm not sure about zoning laws but I think maybe that we might have something to say about that I don't know but also there's a new wonderful proposal and I wonderful in quotes for the continuance of a bike walking trail which will be now between my yard walking trail temporary bus parking and the field just saying it's too much could some other place in the neighborhood benefit from some of these improvements and stop improving our neighborhood the surrounds it's not right right it's not fair and we are owed a sound barrier from 1972 yes I'm old and I remember every stinking broken promise not by Council by the federal government but I would like some assurance that before more garbage is piled around the neighborhood we get some of our Promises Kept please and thank you I didn't cry yes [Applause] thank you for com thank you the years I came just hi uh charl Selman West Long Drive um I have a question for I'm not sure who the council the manager or the attorney but in regards to the um I know it's in the planning stages this new fire station um have there been any other uh locations looked at other than the municipal complex in regards to this it is not in the planning yet there is no plan yet no planning okay so there's no talks about it in Clos session or no no as I mentioned earlier um committee meetings will start shortly and we've just talked about in the previous study that was made there's no discussion about a plan yet okay I just okay if it's not in the planning stage it's not but I just want to say that if it ever gets to that point don't hyperfocus on West long drive as a place to put it you may look at that and look at that and not look at any other parts of the township and you might miss an opportunity a better opportunity for where this should be placed thank you see comments we'll close bear with me [Music] one all right mayor are you ready for Resolutions yes about thanks for your patience I just want to make sure I got it right I think I do uh if if uh if there's no uh concern for or issues with from my colleagues I would like to make a motion to move uh resolutions 18 A1 through F3 and then H2 through h8 in the block second Mr Mr Bob yes Mr Kaki yes Perry yes Mr R yes mayor farmer yes all right mayor I'd like to move uh 18 H1 uh authorizing a Redevelopment agreement between the township and the lawrencville Development Group LLC per to the 3131 Redevelopment plan second you have a second call please Mr bobit yes Mr Kaki yes M Perry yes Mr Ryan no mayor farmer yes all right I will make a motion to move 18 H9 authorizing the appointment of a municipal court judge for a three-year period ending April 17 2027 second [Laughter] a nomination mayor I'd like to nominate uh judge uh sanon San we have a second I second and that's contingent upon uh scheduling it's it's my understanding that any any uh appointment involving any judge would be contingent on uh that judge agreeing to the scheduling of the Court sessions as they exist or or in cooperation with the court administrator of any changes thank you such as an evening Court any other comments call Mr bobit yes Mr Kaki [Music] yes Miss Perry yes Mr Ryan Yes fa farmer yes next we have houso initiatives and lay on reports um I'd like to hear an update from Elsa Council Ryan would like to share thank you mayor um councilman Kaki if you don't mind anything that you want to just add to this today we're on the board meeting today with Elsa uh there's really nothing sort of our hands are tied right now uh it's all on the DP lap uh on it uh I know they're going to P court on it but there is nothing that we can do uh as far as that our hands are tied we had uh our environment attorneys there uh today and they were explaining they're doing everything they possibly can uh on this to lift this but right now it's right in place they had I think it was March 22nd they had the D there uh at this meeting and their only response was well let me talk to the higher I talk to the higher off that was that was it there was no other response to that so they have to go to their bosses and they reached out to the bosses and they haven't gotten back to them yet so we're in limbo okay so it's at the state level is what we're saying the DP yeah okay all right mayor may I ask a question um uh I guess my question is if understanding that that Elsa is doing everything that can to work with P I was wondering we could ask the manager to give us an update at some point maybe quarterly or about what how this is impacting development in Lawrence Township if there are um applications for not only new construction but also sort of Renovations and you know understanding that this this sewer ban is a hindrance to some people's work we'll do thank you mayor that was excuse me that was brought up today yeah it's affecting livelihoods and that was also brought up uh today right uh councilman yes yeah have single family homes out there that should just be approved by D right away because the flow was so low some of them been in front of D already for six weeks and we have not heard back for just a single family flow and then you have a project pending in uh Lawrence that was approved but can't hook up Ying has the same same problem and then H has a problem on their own too but it just it's all ties into D they're not responding to us they got to talk to the hups or the new thing now is because they've done a total change over there it's we got to go talk to our lawyers the lawyers do not know what they're talking about that's saw you look I I have with the be in my prior position and I would tend to agree with you [Laughter] Council not moving um Council woman Perry if you could just bring us up to date with growth and Redevelopment I you have something coming up yes so I'm happy to announce that we are once again doing the Lawrence um B business recognition which will be on
