approve so went right into the agenda first item is item 24-24 payment of Prior year invoice in the amount of $468 with 5050 to the United construction and Forestry LLC this was brought to us by the Airport Manager Francisco Urena but we have uh a board member here to speak on on his behalf good evening Madam chair members of the board Bill Collins Lawrence airport commission One Flat Court Lawrence my address uh this is uh item 204 this was a prior year invoice on a John Deere front end loader that we we had that cost for 6850 was just to get an estimate of the repair as it turned out the repair was too costly that old John Deere front loader was turned in for a brand new one and we got credit for it and so this was simply for the uh Bill to assess the damage on it and it happens that this company merged with another company so in their uh after the merger there was some delay in the invoices and the billage I guess we got the still late but that's uh the essence of what this uh cost as for C any questions or comments hearing not I will entertain a motion uh so move to um submit this item 20424 payment of a prior year invoice of 46850 United construction and Forestry LLC um uh submit that with a favorable recommendation to full Council motion has been made by the Vice chair there second second seconded by councel discussion see a none all those in favor say I and the I'm going to try my best item 20 5-24 Amendment to the non-union CL classification plan to add assistant Commissioner of Health code services to Grade B and we have our careful and acting Personnel director Mr iell Mark to speak on this item excuse me councelors as my uh my memo indicates uh the city council approved filling the position of an assistant Commissioner of Health and code services a position that was vacant for more than six months so the council approved it but that position was not graded in the new non-union classification plan so that's what we need today is to uh uh place it in we're requesting place it in range or grade D so we can post and advertise and fill a position and for for the record um grade D the salary range is 63,000 $63,750 that's the range yes that's the range any questions or comments Council Council Mar um on this memo uh C it says uh is in line with other assistant director positions um such as such as uh gr D has positions such as the uh assistant comproller there's an assistant superintendent of cemeteries um assistant director of the library those are all assistant director type positions any other questions or comments at this point I will of director of hi thank you so much for having us president um first and foremost I want to applaud the signs that are in front of your Des today that is very amazing I think it's important and most importantly to be aesthetically pleasing and most importantly branding yourself because this is the the first time that I get to address Vivian and thank you for your position most important because of your pla um what you do see here in front of you today I am the library director lawr public library located in 51 lawren Street as well as 351 Parker Street I am coming here to you based on the opportunity and the support to be able to apply for the MARC Valley renewal funds with uh alignment with the Attorney General's office These funds would allow us to continue and to actually start what would be the opportunity for the South Lawrence Branch will be a conceptual design uh this is in regards of partnership with btq to see what it would be to have first and foremost how we can tap into these me funds in order to be able to make this building uh what we called sound proof and um the best thing to say is energy renewal development so we have what we call HVAC systems in place water heating pumps right now our building is operating under an oil tank and as a post pandemic prior to we obtain uh the administration of the library we were closed my hopes is to one day in alignment with all of you to reopen that building for our our any questions or comments uh director Ru I I have this is in my in my I hope so it's in your District I'm ready so I just to clarify this the $ 42,552 is strictly for the energy renewal portion of of the design correct so it's it's actually so the allotted amount that was actually designed for this library was about 1.5 and what we're doing is is that we've been speaking directly to the EO office and they're able to give it to us in increments dispersed into that amount and the reason why is because you know the bandwidth in the City of Lawrence we want to make sure to do it delicately based on what we were able to afford or able to give in regards to time and what we've noticed is that the first step to this is actual sound which is conal design which is be Architects Engineers really looking in and focusing into what the actual VI needs um and they will be able to give us the information we need to further pursue this Grant and then aside from so as we continue to use up the rest you're going to continue to come in front of the council absolutely that's my my my hopes is to be fully transparent with you guys with the process of this this unbuilding with the South B Branch so I will reserve the the my other questions and we will go through them as as as you as you come through as you come to us so as I come up on the as you come absolutely I appreciate that any other questions or [Music] comment um I'm assuming this is phase one which happens to know out of how many phases um and out of each phase is it like an increments of like $40,000 or it all depends on the type of uh what the focus of the project is going to be on so I would like to say that the phase one and I appreciate for using those terminology phase one for me was actually having the Board of Trustees as well as my Administration know that we have to actually remove everything from this facility and bring it and find the space planning we need at at our main branch which is a f Nar Street I consider that phase one in the constructional term is not phase one was phase zero but that's not a number so let's be realistic what phase one is for us right now is exactly this it's a conceptual design to have the engineers and The Architects to let us know how much this project will cost us if it will need Partners or stakeholders to be involved in it but most importantly to really know the necessities and the needs of the city needs to be able to be able to be a prominent identity in that area of lws so as of right now yes counselor we are [Music] in it's okay I hear you thank you councelor marel so it's the um thank you director of question so it's the library is completely closed the one in sou lawence when I embarked and we see this position library has been closed now for relatively four years okay uh cuz we um and I is the um are the residen in form of where is the plan for that building the reality of it is currently we're in a waiver um and I'm going to make sure that you guys are aware of that as well right now the library is in a waiver for uh with the state so we report to the Massachusetts Board of Library Consortium and we have to receive a requirement of the municipality appropriation requirements which is where the city supports Us in an Endeavor to keep a library institution as a free resource for the public supporting a census of over 880,000 people I'm happy to report when I embarked in this journey we had a number of about 37,000 patrons mid pandemic almost post pandemic and now we actually catered to over 63,000 people and we see those numbers already being toppled now so what happens with that is that the idea is that we need a branch absolutely and that is a market is most importantly that's a denomination we're not reaching and I know that if you're not from Lawrence you don't understand that in figuratively speaking it's 6 mile radius from the public the our main branch which is a 51 larest Street 6 mile radius for some who are not from the area may seem little but people who are from here know that South and North are very different and we witnessed that during the gas explosion so our our real model is as a library institution is to be able to go ahead and make sure that the Democratic space is protected and that we're able to provide that same institution in South lawence so as involving the public in no ma'am we have not made any effort besides our fundraiser for the book uh the book sell that we did I think was past December of 2023 in order to inform the public that the space is now completely revamped and we're using in the space to kind of advocate for stakeholders to invest in us that has not been done as of December of 2023 right now is getting the proper stakeholders to know how much it will be to condition from the city of Law Without compromising our municipality And in regards to our expenditures to make sure that we actually can give them what we promise so as of right now the phase is simply this counselor is to specifically know what we're getting into before we commit to such a project thank you through you chair uh because we get calls um I get calls from residents in the South I always direct them [Music] to but I think when um when ready uh it will be um my S this uh Community suggestion to uh inform through your Facebook uh page or any other with any other platform to inform the resident that is that you have something um a plan yes and uh it will be beneficial for uh the community of that side of the thank you director thank you celor and to just to answer that directly I want to make sure that the City of Lawrence actually out of the waiver that we've been in for the last almost two 20 almost two decades in order to ensure my public before I post in any of our social media platform that have increased over a 33% 33% that we give them the right information based on what the municipality has decided to do in regards to supporting the mission of thank Youk you thank you madam are you sure you you want to be director of uh the library the way you have you have much more I mean I'm sure you know but I I I appreciate it listening to your to your information thank you ma'am I have my Administration team here because I think it's important about staff development and I actually invited them here today because the only way we can ensure that we have leaders is that they actually see us in the places thank you any council president Council well I always admire the way that the library for a little little bit of money with presentations and and uh and and actually help all the council uh to do our job we definitely appreciate the way that you guys uh bring things up to us uh I keep on telling people as much money you get from the council as as minimum as you bring to the council and it's the opposite when it is a little bit of money because I remember you guys uh and it's a it's a it's a tendency it's not just this Administration previous administration as well is like great amount of information because you're excited about your job yes sir and that's that's the thing the passion that you guys put into is is is something that make a huge difference thank you and uh and like people said the information provided to the council is proportional to the amount of money that that the opposite of the amount of the amount of money that you get so the little amount of money more information a lot of money not information whatsoever and it's sad that it's that way but I mean I'm glad that you guys are making a differ thank you sir and and into your point if you my answer uh one of the things that I realize is that as a community there's so many nonprofits here specifically in Lawrence and I want to make sure that it's known here and as well as we shared in other other spaces is that um we are the original nonprofit of the community so what we want to do specifically for municipality is to make sure that we gear our attention and our finances to the library because in that institution we be able to disperse the type of resources we have for all those institutions not only our patrons but also the organizations that are trying to thrive in the city wants and we have to make that a point because as we advocate for those funds it is important that you're part of that because if I come in front of you and we're now in year four of the 5year waiver limit it is now up to you to make that decision so thank you any other comments or questions at expend donated funds uh we want to be more than grateful for our half of K Foundation they came to our library with not one but uh two of their board members one of the board members happens to sit in the front of the library for the Boston Public Library we are reflect of their community so they want to know how they can extend their he unfortunately at the time we have been finding a way to combat the waiver and also go through budget and in regards to that we're also in the middle of our 5-year strategic plan which I'm excited to share with you when that time to comes uh however they still felt that it was fair and to share that they aligned with our vision and they donated $5,000 into our discrepancy what I will be using the $5,000 for in full transparency is for staff development retention is very important here in the City of Lawrence and that comes with investing in our in our in our staff and as you can see today this is part of it so one of the things that we do as a library institution is to make sure that listening to our staff development and listening to what they would like to hear so what we would like to do with those $5,000 in addition to thank you for half this K foundation for receiving those funds is to make sure that we invest that back in and if we do that is by employee retention because those employees are the ones that are aligned with the vision of where we see the city tomorrow any questions or comments c u marel um director if you don't mind going into a little further detail as to what that actually looks like absolutely thank you so much for asking counselor uh a few of the things that I came when I embarked and I I appreciate the previous administration that I was able to take this um this position from I think one of the things that we' really noticed is that there really isn't and it happens to be a common denominated in City of Lawrence we call it blueprint it's when you take a position and actually a workflow a standard of operations procedure in place an individual development plan a performance evaluation developed so our goal with this is to instruct our employees to actually invest in themselves and see how that reflects in the City of Lawrence so we started with individual development plans and this is something new but that comes with a budget because if we're investing in them and we're asking them to identify where they need help we need a budget to be able to help them so that comes it might be seminars webinars it might be actually part of Consortium partnership that we're already part of which is the American Library Association the marac board I'm sorry marac Valley Library consociation Consortium there's the mass Board of Library cons and then there's juice Academy there's so many institutions that allow us to be able to have this structure the thing is if we don't have a budget that aligns with this then we can't provide that service so if I'm asking you to invest in yourself it'll be a disservice to me knowing that financially you can't meet that based on the salaries that you receive so it is up to us to make sure that we can guarantee that it might be beneficial to the library which is what I would hope would be the purpose but it also might be individually reflective of the patron who's serving our community and that's okay too at this point I make sure in the minutes that we reflect that the council pres is is acting item 20-24 authorization to expend funds in the amount of 000 for the library Initiative for teens and twins from the Boston Foundation director have the FL thank you again for hady my president um excuse me so uh this is not the first time that Lit Grant has come before you um we have part of them before and they have been outstanding supportive of the mission in the city of lence and I'm I'm endly grateful for them but most importantly we do have to go through a vigorous process with any grants to be able to take the time allocated to submit an application and do the due diligence to be able to be approved for them my hopes is that with the city support and the city council and the mayor support that we will get to a point that we can sustain all the efforts that we're doing in order to be able to give what we need as the researchers of the community I would like to consider ourselves with the Lawrence Learning Center what have you um nonetheless this $22,000 has been given to us to specifically endorse the teens Department the Y8 young adults Center uh prior to me coming on there was a huge space planning that they needed to Embark we needed to embark on uh this the ya space what we call it the ya Corner which is the original lit grant that you guys had approved before years prior actually gave us a corner out of the second floor reference area and unfortunately I don't know if you guys know it can relate but if you put a teenager with an adult who's trying to do a resume it does not work so our hopes with this was to create a space in a space that they so desperately need in our institution so we did a complete space space planning and they were part of that initiative their voice was included in that initiative so what we ended up doing is at the third floor we moved our local history collection into the second floor which we called our adult reference area which is normally where you go to study quiet study space a computer lab what have you and and then now we created after um was the third floor space we call the ya space the teen area and I will say tremendously based on statistics because in order for us to be able to receive these grants you need numbers right analytics and one of the things that I can share is at the time when we had the team Corner we had 33 students a month I'm happy to report today just and and I have not received the the numbers from this month because we've been a little bit behind but as of last month we received over 692 students a month teenagers why a students and now we have able to be Embark in programs not only that include what we call digital Equity space we do um uh what is it game video games every Tuesday um they do poetry they do writing clubs we are offering tutoring based on our applications and the apps that we use now with in our partnership with the mblc and I say that because without the partnership with the mar MCV Library Consortium which can be compromised if we do who get decertified that's what provides tutoring for our students between their library card and I think that's a huge access that I come time and time and again and I'm actually now putting myself out there and I say putting myself excuse me put any institution out there in their radio station and so forth um in order to Advocate about all the resources we have I have parents time and time and again come into our ass say how can I help my son or my daughter you need training any tutoring we have that and it's not only virtual it's live and it's all accessible to you through a library card and so much so because we are reaching the public that we have now not only are you able to access a library card as a resident you also have a temporary card if you're homeless or you're facing any type of uh situation that might push you in a shelter or in a place that you just don't have a residence we give you a 30 a temporary card in order for you to be able to have the access that you should have access to because the thing is the library is not restricting you from being able to grow it's our duty to make our taxes work for us to grow so therefore you come back and want to serve for the community so those implementations is what that we've been able to announce to the lit Grant which is the Boston Foundation Grant and what they do is they listen to stories just like ours and I'm I'm not using anymore the lawence is poor we're not poor we need direction okay so what I'm meaning by that is that there has to be a strategic plan that aligns with that and I'm lucky enough to encumber a library that their current strategic plans expires in July of 2024 and I ask you thoroughly to be ready to receive our new strategic plan as of July of 2024 and I hope that it aligns with the vision that I see for Lawrence as much as I see all of you in the same retrop pack but this lit Grant needs to align with that so therefore this will be done in the third floor space that will allow what we call mobile Furniture space we we deal with the population when we call disability I don't call it disability children who learn differently and we're going to be sure that they have the tools necessarily neic available to them to be able to flourish in that department and then on top for that we need we need to make sure to be staff properly and this is why we need support but I'm I'm tired asking for support from people from outside I think we need to support and invest to our city specifically the library institution and then we can ask the rest from other people so you mentioned a few things a few things here that I was curious about one thing that you said uh was uh de creditation like losing the the uh the credentials yes yes sir is that that yes sir um why so as of right now and I think it's important to know the City of Lawrence has always been on a waiver it is the first time that the nblc which is the state let's let's simplify it's the first time that the city postco has uh put a Time time frame because not only our library several other libraries were over and over again on the cost of the administration time applying for a waiver the waiver simply means is that you can continue to be eligible for State funds and whatever have you that comes with that connection in order to be able to stay within the Consortium what happens is that they realize that municipalities or towns were abusing of that system so they put a time frame so when I embarked in this we were in year three but thankfully and unfortunately due to co they gave us and granted us an extension which I say was my Saving Grace because I still had to understand it and now we are we are coming upon year four that means by this fiscal year right now when the board comes in front of you instead of the mayor and the rest of the city comes before you you to talk about the fiscal year 2025 we need to discuss whether the city is going to be out of the waiver or not which is the Li and then what happens at that moment in regards and the defense of my board is really what detriment this desertification if we cannot obtain the number because remember they have a formula the state the formula and I'm willing to share with you guys all this information the formula indicates a number number that the municipality appropriation requirements is needed and so therefore that number is calculated based on the census in mind you this is a number of people who filed the census not really what we see in our city so therefore they're being reasonable that number and plus the formula that comes from it indicates what the M which the municipality needs to do in order to fund appropriately the library at this moment it's not being meant but into the defense of the city we have underc become a lot not only have we been in receivership with our educational system not only have we been victim of the god explosion not only have we been under other administrations there's been things that Lawrence can tackle one of the one of the well-known for economy in city of Massachusetts there's a lot of things we've been in this though for almost two decades so what happens at this moment this will be the first time if we do not get out of this by fiscal year of 2026 that the City of Lawrence will be desertified from the state of Massachusetts let me share with you what that implicates we will not have yes sir before you get there you mention the budget and the allocation yes sir percentage wise how far we are from the that I don't want to give you a percentage but I will give you a number uh currently we receed a little bit over $1.2 million in M funds municipality appropriation for our department uh the city the state's recommendation is that we should be a little bit about 1.7 and so much so that they actually Implement about a 3% increase 2.5 to 3% increase yearly based on census therefore if your census doesn't change your formula doesn't change and that's the way we've been able to so as of right now I would say we're and reservedly so $500,000 shortage $500,000 shortage you get it so 1.2 $500 1.7 that's a beautiful number but we can consider what we call a negotiating Mark and that's what I think needs to be introduced at this point we need to go in front of the state and be at actually hands up we understand but we're not as it was one nation under God we're not created equal is not how much of how much money the city city portion of it was for the city actually allocate for the library last year uh there our current budget right now for the CIA City allocation is up a little bit over 1.2 sir so that's the that's the total for the library correct sir a little bit overwhel the money coming from the state is about 1.2 no the money coming from the state at that time right now we actually thank you for asking that um council president uh we actually for the first time in the state of Massachusetts thank you man um we received for the first time $310,000 from the state the the highest amount ever given to the city of L from the states because they in fully support of our mission so this is the first time as of right now we see the second uh portion of that and that has equals a little bit over 39 almost $399,000 prior to that we were the year before that we were at 200 almost a little bit under 300,000 and then prior to that it was lower so the reason why I say that is because in in retrospect this is the highest you received so mind you you're saying they're not matching us so it's not a matching contribution you get it but with that M with what they're giving us now we've been able to sustain everything else that 1.2 only covers salaries the building infrastructure the everything we use to and literally as you can see inflation is a big factor but we C have and we have also to mention the uh it Department in our building so we cover electricity heating cooling I mean we're known as the city's Emergency Management Center sir as the heating and the cooling center of the community before we continue um I I think it might be more it is 7:00 and I know the housing committee has an extensive agenda there is a lot this this is turning into a conversation that is not uh that is not related to to the item so what I think is more appropriate there are clearly more questions for the council president I have some in my head that that I I would like to ask you and it's very interesting to to hear that we may lose accreditation depending on what what happens so what I recommend is for the library to put in an agenda item for our Council I know this has a lot to do with budget I know there's more questions like Financial related but this is important stuff that we obviously know little or nothing about um I would like to continue this conversation at the committee of the whole level or budget whichever um the council president at the time deems more appropriate but I think this deserves own item and and a further in depth discussion I appreciate that I have a board meeting this Thursday and we have been working on presenting that to you do you mind sending an item to the city clerk to discuss this potential absolutely it my pleasure thank you thank you at this point I down motion to all right so this is to discuss 7624 a which um pertains to the FED part of the um the creating creating a private uh director mat yes mam last time we left off we asked you questions regarding how does the process what is the proc how does the process look like in terms of um people receiving the awards and Etc and also we did receive and I want to make this C we did receive we also asked about the disclosures from senior span uh advisor spanner which we did receive we have all the letters here submitted in August November um we also have the commission uh response all in writing which is also available publicly in the city clerk's office so can we go through the section of that that pertains to the feder for [Music] um so as we spoke last time not only the federal but also uh an institution of La General [Music] Hospital okay so Madam chair so to us it's not institution specific as much as it is a rule and so that's why I'm covering it as an example citing the other folks that have the same need that's the only reason why I'm kind of buckling that way I understand why you may want to exclude uh that one particular institution um because it was a potential conflict with regards to that but it applies in general which is what we don't want to we don't want to do a rule just for one um participant we're trying to fix a problem which is folks not having either budgeted or sufficient funds to be able to upfront the money and then get reimbursed for it this is what that this is the problem that we're trying to solve with this and so it's institution independent from our perspective much well uh we have we have an we have an item in front of us which is 7624 and that's in regard to two specific situations one of them is uh one of them is on regard to the U $150,000 that goes to the the J and $100,000 that go to the hospital and the second one is the $400,000 going to the to the uh federationist SP but this Council have decide this both have the side the subcomittee needs to split it into two if the concept appli to the same and then we definitely cool discuss that when we get to section B but in the meantime for the purpose of the of of the work of this Council uh we have chosen to the and according to previous conversation that we even we even have with the administration that at some point it came up to Why did you guys didn't exped at the city council level we choose to do that and not treat it individually for multiple reasons the coun for more comfortable voting as an individual portion personally me one Bo the city councelor when that the whole item come in front of me with 42 different uh sub items uh I feel very uncomfortable voting for the whole thing at when that happened back then there was multiple issues with several items including some of them that are were not approved what we uh have decide at this point is to separate the conversations if that appli to multiple conversations individually that's not an issue it's not a problem anyway you're looking to have that a specific uh that a specific reimbursement uh strategic for two different sub items of the 42 that we actually impos back then when we approved this at year and a half ago a year a year or so ago so because of the fact that it's only for two we can very different if we looking to fix the entire item for everybody that have the same issue and then we should bring it to the council and discuss each one of them or perhaps entire situation but what was presented in from B back then when you present 7624 this item was for those spe two for those two specifics we're discussing this for those two specifics which is the the FED fund uh the $400,000 and the 150,000 I believe it is if the numbers are correct going to the clinic and the hospital so I think it's fine to keep make sure that we move forward with mobile comtable with and then keep the discussion open for the other ones so council president um as you finish just splitting it in that sense but the way that the item is presented is not specific to those two institutions the way that it was presented it was presented in a general sense of changing the format of which the monies were distributed but if you feel comfortable just splitting This And discussing the Federation I'm happy to to do whatever you like but just just if you look at the way that the item is placed on the agenda it does not speak about two specific institution it speaks about a general method of allocation of funds yes uh it it did is like that but when we were discussing it we include two items correct we gave those as examples no no no no no that was not an example that was very clear of what it was it was very clear that we were discussing those two those two specific items but we were discussing the $400,000 to the and the $150,000 wor two other institions correct so those are the things that we're discussing we're not changing the entire thing because it it will be another another set of challenge that we were not aware of we are discussing specifically the the resolution amending the uh receding and reimbursement requirement for those two and those two has been split into a and b we don't want to change the entire thing otherwise we're going to have to have a bigger discussion and bring the entire item in front of us which is not here we have an item 7624 which is related to the original item which I believe it was 376 something like that 33 so it it's not been presented that way the intents might be this one but it might change from the last time we have a conversation I can say CC presid the chair um my understanding was that it wasn't put that way on the item but if it's the Committees if it's the committee's will I'm happy to discuss that specific those specific issues directly so uh the question surrounding the federal is the same as I had stated and has been stated before um they are having difficulty with regards to coming up with the initial money and then being reimbursed we are in need of the the services that they provide and we're trying to accommodate the situation so that they can uh provide the services for which they were awarded the funds and this is just really an accommodation of how they receive the money then nothing more question com yeah okay um for you madam chair and I'm not sure uh to what extent um you would be able to provide me with answers in regards to how um well okay let me start from the beginning one of my questions uh from what I noticed was uh under the Review Committee I see the the Review Committee as to how um these applications will be screened right um is that it's three board members of the fhc and two community members would you happen to know if these community members are elected appointed like how how did oh you don't oh okay um all right so so uh Mr MOS would you have any answers in regards to how um fhc would be managing this process at all or you just it's pretty and describe them um and get a better perspective of what it was cuz we're talking about a large sum of money uh in some cases that's being paid to these aies for the use of this property during the construction of this project um the pro yes looking at your timeline if we don't take a boat today about this the you might you might miss the the advertisement advertising day because our second meeting of May will be on the 22nd 22nd 2 21 yes so the first meting will be on the on the the first week of the month and then second meeting that means that we're going to meet on the second week for housing correct and then it will be on the 21st the first time that all the city council members will be able to see the entire do which is basically very exensive I think that it will be appropriate to my intention is doing the same thing we did with the last two projects that's offer theming group as much time as the coun has with all the information will be better yes because they might have questions and then current currently we're going to have at the house so I think that you should oate to have vot tonight instead correct that's why I'm not asking I I want the opportunity to make sure everybody get a chance to go into the files read these arents get get familiar with the properties and see what the values are that were attached to those by the market pH that we hire to do this work um I do I I'm saying that this his perspective should be to look for a vote out of this committee tonight instead of just keeping it here because in my in my job is that the potential 25th day that's that's what I'm saying so he he's not looking for but I mean it will be beneficial for for him I think uh by way of explanation the the that's part of the reason I gave you the timeline the the date that we provide to the property owners the notice that it's called a written offer that their property's been appraised they they've been we've worked with them over several months met with everybody they received this do on April 12th when they receive that documents in the federal law we have to allow them 30 days to review that and digest it we cannot take any action those 30 days so on May March May 7th this coun we we cannot take any action on this because the 30 days Happ run that's part of the reason they scheduled it put them on at this juncture so that we would have the time and and the opportunity for everybody to to review this um like I said it's voluminous the amount of material that that gets me look at um I will have I will have my staff put together one page I call it cheat sheet but a summary of each property script footage the value and we make that available to you um the last time the appraiser did he P out as a table we didn't do it this time um so we're we're working on that Excel spreadsheet with all this information but that wasn't complete as of today's date but like I said I would like to offer um a sidewalk um I need to talk to the city clerk and the City attorney to see if I can make that available to the entire Council for that day um and post it is that there'll be no discussion on the matter we'll just go down and be uh more or less a a tutorial on the project um but I like again I'm going to ask the city clerk and the City attorney for their opinions on whether that will violate the op um obviously we have to post that one and so that's a question how many days you but again tonight my purpose was to kind of I got PowerPoint presentation take me about 10 minutes to go through the presentation and we just go down the length of the sidewalk and and take a look at [Music] and also in front of you is a three-page document spread it out it gives the a list of all the properties in question the um and it also tells you what the easements are the square footage and the um purpose of the easements um that might not be EAS to read no but this is the beginning of the project this is at very back street at the South Canal um I know it's not very helpful and it'll but it indicates you can see the bridge that crosses the canal and the areas in yellow are all marked as um uh the easements that we're gaining so you can see that there's a large yellow easement that runs across two properties on the on the northwest side of this property that is there's a stone wall that there that will need to be reconstructed that's part of the project if you see the far one on the far right that's a piece of property that belongs to the greater W Sanitary District that is land below the bridge that crosses marac River um we will need to go on their land to put scaffolding up and have a group of people work on the bridge to reinforce uh that again on the left you see a small yellow patch that's going on to the marry MAAC paper site that is where the the stick where the the rail trail is going to connect with a future Riverwalk trail that runs along the length of the marac River on the south side of the river go to the next one this is actually the bridge crossing over the river and you can see there's a couple easements um at the fire edges many of the easements we're going to see we going to uh corporate or or quasi Municipal uh agencies uh the Lawrence Housing Authority uh the were Sanitary District um patriot hyro who owns the um the dam and um National Grid those are some of the bigger ones all the corporate ones we asking them to donate these as voluntary easements and they've all indicated to this state that they will do so um but the ones that are privately owned the state has made clear that they want us to compensate those people for the property so on the next one you can see I I had my staff put a couple of examples example one and example two um which are public utility ements in this case if we go to the next slide you can see what they are so these wires uh that run across the property we moved as part of the project we'll have to move some of the poles we put new sidewalks in and we want those those those um wires require easement going across the private property the the owners of those property will be compensated so where you see a Pue that's a public utility and and and I think it's described a cement concrete meeting construction a utility pole overhead wi location driveway reconstruction then there te1 a te is a 10 easement that means we stand on their land while we we we work on a project so1 says lman lman seed gradient gr so we'll probably dig up a patch of L soil to put down uh framing pour a new concrete sidewalk and when that's done to put the soil back in place all and see so that's typically that'll probably be uh a large majority of the eans will be lman SE Ty of e as we as we move across um Water Street you you you be entering an area um adjacent I think it's Santo Domingo Motors where that arrow is that's where it's located and a large area you'll see a larger wider area in every street Crossing because the project is going to entail uh putting bench benches in and plantings and track areas to get people to encourage people to use the rail trail for biking for pedestrian walking for relaxation as you can see from here there's actually uh this is a pro a project where there's a a temporary easement um t36 where we'll be working on their land to uh to Great to put those soil down with grass there's also this is one of the properties in the 17 of these properties where we have what's called an encroachment and then in this case it's that that fence that's that Al fence is uh is on the rail Trails have physically on it they we've met with all the property owners they've all agre they all sign acknowledgements that they're trespassing that they'll remove the property prior to the uh construction data as we move further down now Crossing Essex Street um as you can see is the angles um there's some wide areas where we're going to be U widening this um in in the scheme of rail Trails throughout the state this is one of the larger ones both in length and width the the the areas again near the the roadways like in Nessa Street we're going to have um different uh types of uh treatments with uh cavers and planting and benches and other uh things such as U you know maybe Domino tables or or other things that people can use to relax and because I think the big goal of this project is to have a recreational area within the north side and running for the AL neighborhood which provides that neighborhood some very needed sources of recreation uh I think it's it's important that an industrial City like laws that the the citizens recognize that they have the opportunity to enjoy Recreation and enjoy their city um again as we move down we're approaching Wall Street we're going to go into a large section which is considered Wetland this part of the the trail will be elevated um to go over the Wetland as you can see a couple of the areas are swes there's a large area running along the north side that's um the area off of Winter Street um there most aut body um um Stores um there's a uh homeless shelter things of that nature so part of the project we anticipated was doing types of um screening to um kind of block off some of the more unattractive areas but it is part of Lawrence and uh I think a lot of it will be viewed because it because it is part of the city's landscape uh as we move further down um we're going the W Street bridge that bridge is going to be reconstructed as part of this project that that's actually like a $7 million portion of the final bill um as we as currently we are right now at a 7 a $30 million price tab for this project and as you further down this area here is on the Railroad Street this is after we pass um ha Street the that large yellow section is actually the largest easement in the property um we're taking a fairly large portion of land um from Colony Foods um we they've known about this for years You' been working with them that is to create a access area for the um the the school on West Street they they purchased uh a facility on Railroad as part of the school and this is going to be an access area where children the students can walk back and forth without having to travel on the main streets um a little bit of a shortcut it's um it's just part of the park and a lot of call foods like I said that's the largest of the um um of the awards I believe was $90,000 in value and again as we move further down we're going to go across a lot of the industrial areas um on the South Side um the southeast side those are mainly junkyards auto body shops um and and those are going to be screened off with uh different types of elements on the on the on the northwest side of it is Railroad Street those are homes and we're going to put up um design fencing um to make the house is more attractive um I think we've met with all these these residents and I think the most important part of this project is the spot is that we're going to clear a lot of the greenery out of there because it's very thick with vegetation which which makes a very attractive area for the homeless to uh to camp out cuz they can hide so we're going to clear that we landscape it with grasses trees with visibility high high high can can canopies to the police in the fire and see down here now you can get emergency vehicles down here as well um so that's a big portion of it and I can tell you we've done a lot of Outreach and the the neighbors are thrilled that this is coming as we move further down we're on the area where the south side of it is on the um the park Bon Park Comm refer to as West Street Park where you going going I you fren and uh and and that that's going to be all opened up into this area um the hill that goes down there we're going to use it to create um seating for the soccer field um we're going to uh put improvements to the baseball field um and as we keep moving down we get to is that Manchester Street yeah yeah so this is an area right now the Bridge acrosses Manchester Street is removed um we're going to put a new higher Bridge um a couple feet higher with appropriate elevations and the appropriate markings on the bridge how high it is it's going back it's going to be um my I I my understand at first was I thought it's going to just be a pedestrian bridge but I'm told that it will be a bridge that will actually that car drive across so that the emergency vehicles and police can drive this enti L of this property um at this point you know the the trail been down there is elevated it's far above the street in that point and this is moving into where we called the Manchester Park area um again this is an area where we have a public garden and um there's a lot of development a lot of new residential homes around this area we have a large park there now we're going to try we're going to act down or um put some areas for people to have um um not to camp but to have picnics or meeting so so a lot of those things see down there those are tables like picnic tables yep there this is see the same thing and this is the area where we're approaching meth line um that where where it branches off to the right that is a connector which goes to the the sper river Greenway so they will be connected um that will be the the end of this biger River Greenway we be joining the end of the rail trail and Al together that would be right now almost 5 miles of biking and that is it so I don't know how much of that you want to walk I was about to ask you that like this whole Trail is it I'm not sure if this is at a walking distance the whole project it's it is it's a mile and a half oh okay I walked it crossing crossing the bridge on the marac river is not for everybody um it's you can see the river right through the the rails so um we can avoid that if you want and sat and and we've driven like you said right now there's a a wetland in the middle that I don't recommend we walk through cuz the trails not the N so we can drive around that um again I I'll arrange with you whatever details you want for we can meet at Manchester Street meet to Mar ma Street and start um if you look at the schedule so you just want to meet with the members at the subcommittee level or you are you trying to invite I'd like to invite everybody but I but but I I don't have any um I I know if we're going to talk about the details of it we need to post it make sure it's [Music] I think that if you if you do it at different groups specify people that are might be able to I yeah I've talked to my team I think we can meet with small groups of four so they won't be so I could so can be together talking about deliberating about one item because we're in the same committee so that's the coral Poli Comm that's a violation of theity so you'll be able to figure it out based on the committee assignments not just the kind and have different groups with different people talking about the projects um so I I gave you two dates in my time my calendar well um I have a question when it comes to the the project so what's going to happen with the with the bridge going across B Street that will be constructed at the end of this project so right now the buildout on this project is a three-year project it's a 2024 mut project the the work will probably start in the fall or winter of this of this year um they'll go from one end to the other tear up all the rails tear up all the ties and clear it grade it down so that the the the police and fire can drive it and then beginning in 2025 in the spring the the construction will start in Earnest because there's a lot of landscaping and other um aspects of this that are seasonal it it'll probably into the 2026 even possibly the 2027 season but it should be substantially completed by the spring of 2026 so the intent is to touch the bridge at the end of the project which might be on the construction of 2027 construction season for 2027 for the bridge the construction season for 2027 yes that's when they that will that like I said that will probably be a lot of the plantings need three grown seasons and we're treating for invasive species so there's a lot of nared there's a lot of vines there's a lot of um the fages so those get treated like in the spring uh in the fall and then you go back in the spring and do it again and then hit them again next fall the construction of the bridge that's what I want to make sure that you guys that's going to happen at the end of this of project I don't know the exact date I'm anticipating 2026 but I don't have an exact date the bridge the bridges project itself is kind of self-contained it's funded through this mechanism it's not part of our design nor is it part of the easements on this has its own separate easements it's it's it's running on its own track so the so the M reach the P that independently of the agency can you find out when uh intend to I mean I mean with mt weekly so I can get out the information for you as close as I can is they you give me uh they're not going to give me a specific dat they can give me time just and now will I know that's going to be a because we've met on this for several years with the fire department police department very concerned about the condition of that bridge during construction access to those neighborhoods is very important my understanding is we're going to try and do it like they do the highway bridges they'll they'll make a temporary bridge for Access fix half half of it then move it the other half so that for the most part it will be continually open that it won't be shut down for any lengthy period but there are going to be times when you're doing certain things um that they have may have to shut down the B stream and that's a very important part of the power Hill any questions questions anybody else no okay going be table here right so I'll save my question um I'm available this Saturday or the F like you know I'm available um so I guess it's I'll leave it up to you to make the decision on how you want to set this I'm I'm finally doing with the Saturday you know this weather I [Music]
