and we're going to try it again Council all right so we've got a couple of things this evening um there's no minutes so um the first thing we're going to do is um we're going to deal with 1625 this is the approved the layout and alteration plans for a portion of Glen Street and we have presenting this evening this Mr McCarthy good evening Mr M evening councilors Daniel McCarthy a launch planning department if I might approach I have some handouts these are all than thank thank okay more thanks Council Del Rosaria while we're waiting Mr McCarthy I see that you are here but I don't I don't see the video but can you say something so the doc one second so councel Rosario I see that you're trying to speak at least I think you are but we can't hear anything um can you check and see if if um yeah if he can do anything oh never mind you stay here stay here yeah yeah thank you so the issue that we're having here so you may be Wonder is that counselor Del Rosario is on Zoom the questions what T oh I do see him now that's that's a good start okay hi I can see you now counselor that's a good start um I do think we need the challenge we're going to face here is on on the votes counselor we're going to need to hear something for the record um and I'm told that the problem might be with the the technology on your side and not here so um but we'll start go ahead Mr McCarthy all good evening Council uh again Dan McCarthy uh Lawrence planning director I'm here on a project uh that the city's been working on for several years uh it's actually something that's been that we've been trying to improve for over 15 years and this is the freight rail line that that serves the industrial park uh you might remember last um summer uh we were we were able to construct the um the old pum spur that runs from Broadway to um Beacon Street so that was reconstructed as part of what's called an IRP Grant which is for an industrial rail um Access program and we we the city received a second IRP which is actually not sub to the conversation tonight um the the the state and the federal government do another project which called chapter 130 chapter 130 is to improve intersection grade in grade Crossings in public roadways that have been identified as dangerous and one of those is the intersection of Beacon Street and Glenn Street and it's not dangerous so much for the traffic or amount of traffic of volume it's dangerous because the curently the the the rail line runs right down the middle of the street so when the when the when deliveries are made to the industrial park the the the train runs inside a public Street Glen Street for approximately a th000 uh linear feet so part of this the the grant project and and it's a several million dollar project which is going to be totally funded by the state is going to be constructing a um constructing Glenn Street um if you're familiar with Glenn Street right now it's almost 42 ft wide which is exceptionally large for a public road especially one that's inside an industrial park has very little traffic most streets about are 22 to 2 24 ft so what they're going to do is they're going to shorten the street from 42 feet to 24t and you have the maps in front of you so what you do have is the first one is actually a before and after the the one on on the right hand side with a red line is the existing conditions and the one on the left hand side with a green line is the proposed conditions as you can see the street will be narrowed the train will be completely moved off of the street for the length of Glenn Street it will cross Beacon Street in a portion of Glenn going then it's going to go up on a a public right away which is going to be elevated and the Train's going to run separately outside of the public way so this is is good for the city in many ways one we won't damage our plows hidden The Rail lines in the winter also it'll make us a Safer travel um for the traffic and there'll be improvements in on the crosswalks we're also shortening the the length of travel between um at the intersection of Beacon and Glenn right now there's a crosswalk that that that's about 80 ft long so pedestrians are walking 80 ft inside a street a public street so that's going to be shortened almost 50% uh so the C so that'll be safer for children and for our pedestrians in that neighborhood and again this is completely pay for by the state but the city but the state can't move forward to the city adopts the alteration plans so so these are layout and alteration plans on some of the plans that I've done in the past where we're tra we're altering the public way those need to be recorded at the registry of deeds that's not the case with this one because we're actually keeping the public w the same we're just changing the paved Street the travel length is going to become smaller public way is going to remain the same and it's not going to come back out of our our public roads and affect our chapter 90 money so it'll still be a public road but all um Street design and Street construction and parking and everything else associated with the public ways is the is a Providence of the city council so it's up to you to adopt these plans and approve them um I do have some letters these have been reviewed by the Department of Public Works um the water department the fire department they've all been uh involved in these construction projects we've also been working with the city council for that District uh she's been very involved this um so it's to to us it's a we think it's a great benefit um it increases safety and as I mentioned there's a letter from the fire department indicating that um um the alterations to the street will not affect fire safety in any manner and there is another letter from our water commissioner indicating that um the changes and the infrastructure be relatively minor and nothing that should affect the quality of our uh utilities on that street so that's uh essentially where we are with this um I know council delazar is at home the plans I provided to everybody here were also part of your package so you should have copies of those and letters um I sent were uh emailed early this morning uh early this afternoon uh I just received these letters today so I apologize for the lateness right so any questions Council any I I'm I I voted on this project several years ago now so I am I'm a little more familiar than most uh so I I really don't have any questions but do any other councils have questions or or wish to provide a motion um I don't have any questions was very clear uh thank you so do you do we need order of public hearing for this at the at the full Council level it does not require public hearing just a vot of the city council and this is just to adopt we're not we're not we're not ending this is a public way we're not we're not altering the street Scapes it's just going to be altering the design of the to get on the record right um I don't there are other so if he is listening I the challenge that I'm having is that he represents people and the people that he represent should have a voice so um even if he were to go on the screen and give us a thumbs up or a thumbs down want a roll call and it was the screen shows it and that's what that meant at the very least we could show documentation if we were ever challenged on a vote that said yes the counselor was aware and he voted up or down based on a summit and we were dealing with the technology problems they were facing so I'm not sure he's are the things you're looking so we're looking for how much curb space there is uh between uh in front of the house how much can it actually it has to be like I think 40t or so 30 ft to be acceptable so people can get in and out of the driveways uh again we look at driveways if there's enough driveway space for them to park off the street then that's a challenge to put the handicap spot right in front of the house if they do have access to like parking on the side of on in their own driveway and uh pretty much that's what we look for when on the when there's a driveway if they have a driveway are you does that does that factor at all besides the fact is there a space if you believe that they can actually Park their car on their driveway does that make a difference we would prefer them to parking we would have an unfavorable recommendation in that particular case that they could park in the driveway okay we've had a couple there was one on beacon beacon half the lady had ample pocket in in her driveway and she was already parked there do you look at the handicap parking plaer to see that if it's see that if it's current that we can start doing it I know it's attached to the it's attached to the stuff right I know Jean Jean scan scan does the first phase of them yeah he's done them before so so my question I just want to know exactly what you're looking at because if you're not looking at I think we would want to know as a I mean I would want to know I can't speak on my colleagues but I would want to know if there's somebody there with a handicap parking placard who's requesting it if they don't have a handicapped parking placard why are we putting a handicapped parking spot there we want to provide some assistance to somebody who needs it so I I would think would we started a residential parking with Garden Street because of the problem with something was on Union Street and they were all Park on G Street over here there's no businesses that would obstruct the those streets had they have to have their input on it do we have anything from the city engineer on 55324 we don't have anything from plus there's a lot there's several businesses there large industrial businesses that use that street with big trucks so that you would be forced them to all go out one win all right so the recommendation then would be to to send correspondence this is unique to the Lawrence Housing Authority officials asking for their recommendation on this proposal and a reminder for DPW to submit I think we've sent one to them um an engineer report for their four accidents speed citations citations um and location location and you also talking about the number of vehicles as well does that make a difference what do you mean by number of vehicles is it we would think that the stop sign should be placed on the Southeast saltwest corner of high on I don't know if the city's put stop signs on a intersection or not who's who's got the institutional memory here oh you want to speak first go ahead the main idea to put in this item the Stu sign there because there are many accident there and you was telling us you ER looking for to put it the stop sign is accident location there not there wasn't I can look for the exact number but we have very few accidents that have been reported high and high on yeah the never report me maybe they don't call the police or I don't know if I were remember correctly I looked up that myself and there was maybe two accidents in there over the past 3 4 years that day that I put in the item there was two accident okay so that not that this is going to impact this but I think I think what the counselor is based on this it's important I think for our residents the people that we represent to call in an accident if there is an accident there I know that people don't want to because of insurance issues and that I I'm presuming um typically we would write an accident report with the closest intersection unless they're marking as so that's around the 450s High Street unless they're marking it as 444 High Street or instead of marking as the intersection which is typically on uh we would typically mark it at the intersection if it's close you know what I mean yeah you do uh playable recommendation yeah for just for the stop sign on highw there's no stop there's no stop sign on high law there should be one I think there should be one on any Street coming out to coming out to another Street yeah so this is favorable your point but the question I've got is this do we actually ask DPW for a stop sign four-way stop I that's where I was institutional memory do we typically do that we do typically ask for police I mean for DPW on a four-way stop it would be a three-way but we're not recommending the three just meing the stop sign on unless he wrote it up wrong was it for a four-way stop sign sorry yeah okay it's a T intersection right so it'll be three-way we don't recommend the stop sign on High Street the amount of speed someone could get from Ferry or east table wouldn't be that High when they when they reach that so so the question so the qu before we I know I know we all want to support our colie here because we like her but the question is do we do we wait for DPW to come up with a recommendation as we typically do now now that we have the police department's report and what I'm hearing is that we typically would wait for a DPW now we got one we got now get the second one and if they say yes then we should s up with a recommendation we don't have the DPW is that right no DPW uh normally for when we send the item we can sending for for the pend the item we can send it through through DPW and also to the engineer and something like that so we can see yeah what I seen send to the DP City okay which okay that's the way we do it way we continue to do it my my only concern is sometimes we get to the full Council we we see that but then we just override it like ah never mind we'll just vote for it yes um and that's a concern that I have what yeah so guess what you so there a couple of options counselors is your item you can table here and wait for the DPW to come up with their recommendation or is what we're talking about here we can send it up to the full council with a favorable recommendation pending a condition the condition is that we get something from the DPW or the city engineer with their recommendation if their recommendation says yes I'm going to presume all the councils are probably going to be in favor if their recommendation is no it's probably going to be tougher to get the thing to pass but so it's how do you want to deal with you want to deal with it here or the full Council I would like to the motion visiting the small business and you identify they don't need it uh you can vote on favor but you need to go there and see because when we thinking about a highest street is very congesting a street if there is just as a reminder um counselors that we received over the last within the last year a bunch of documents that deal specifically with the brand new ordinance that deals with the the the child care facilities and having uh time set aside in front of the facilities for there to be no parking at at certain times I'm I'm guessing it's drop off and pick up times whatever that I'm not sure what
