aliance to the flag of the United States of America and to the repic for which it stands one nation under God indivisible with liy and justice for all tonight we have no proclamations uh we do have a presentation if Melissa if you'd please come up thank you good evening mayor Commissioners Melissa araga Director of Human Resources we are here this evening to recognize some of our employees for their years of service with the city so we have some some major Milestones tonight so I thank all the employees and and and family members that have come this evening uh we'll get started with first of all our 10year employee our Recreation director Travis Rima he has been with us for 10 years congratulations next we'd like to recognize a 15-year employee it is one of our police officers who has dedicated 15 years to the city of leeburg Scott seminski let me get in there all right don't go too far Chief congratulations congratulations next we'd like to recognize our police chief Joe I ozi for 30 years of dedicated service and last but definitely not least we have a major one for 40 years of service Mr Daryl Rankin with the electric Department thank you all right thank you Melissa uh we'll move on now to item four public comments this section is reserved for members of the public to bring up matters of concern or opportunities for praise issues brought up will not be discussed in detail at this meeting issues will either be referred to the proper staff or will be scheduled for consideration at a future city commission meeting comments are limited 3 minutes and would you please give your name and your address when you come up are there any public comments all right see in none we'll move on to the consent agendum item five uh routine items are placed on the consent agenda to expedite the meeting if the commission or staff wish to discuss any item the procedure is as follows pull the item or items from the consent agenda vote on remaining items with one roll call vote none uh so we'll move on to item 6B one you want to do one in just do one at a time downtown first reading oh yeah one at a time one at a time so would someone please introduce uh 6b1 I'll introduce 6b1 to re by title only an ordinance amending the future land use map of the comprehensive plan of the city of lebur changing the future land use map designation of certain property containing 131.5 plus minus Acres from General commercial transitional institutional Recreation and low density residential to downtown mixed use for properties generally located south of the leeburg Wildwood Trail and West Line Street East of Perkins Street uid Avenue and South 9th Street North of West Dixie Avenue East Dixie Avenue and that portion of Pine Street line lying east of child Street and West of Rambo Street Properties lying west of Rambo Street south of a portion of East Main Street that lies west of Rambo Street and East of North Canal Street and properties lying west of that portion of North Canal Street north of East Main Street and South of the leeburg Wildwood Trail as legally described in sections 23 25 and 26 Township 19 South Range 24 East lying in Lake County Florida and providing an effective date January 27th we'll have a second reading on this excuse me we'll have a second reading on January 27th uh Grant do you need uh public comment tonight regarding this um if you want to open it up to public comment that's fine Mr Mayor I don't think it's um however you want to proceed at this point description or you want candy candy if you'd come up first and do that then please candy does anything need to go off to the state associated with this it does yes the map the map we go from around 26 acres to 131.5 acres so that's a large scale map Amendment and there's a text Amendment and they always go to the state okay so we would probably need to have an a motion to approve sending transmittal to the state um after this one if if we want to do that yes sir yes sir thank you Candy okay um Candy Harper Deputy uh director Planning and Zoning um this um expansion of the downtown mixed use future land use uh District arose out of administration as well as public inquiries about properties that they felt they could develop maybe a little bit better um within the downtown area and increase the density downtown uh thereby increasing communication with people and with the city and flowing through the businesses in the downtown area so that's where it came from um and it's the latest example of leesburg's encouragement of Redevelopment the expansion creates an additional method to bring investment into our community um so planning staff was asked to go from this very small Court downtown area to about 76 acres and then planning Comm Mission said hey let's go a little larger so now we're at 131.5 and you can see that in the black area on the map and if you'll move to the next map Anna so that's a little bit closer and next map Anna that shows um the zoning which we are not talking about tonight this is strictly future land use the zoning is for Central business district people can come in under the mixed use future land use and ask for a central business district zoning which would allow greater density that's what we're aiming for we want people to look at it think about it and come invest next um those are the current future land uses you you can see the um Central business district just a little bit better only now it is the future land use mixed use next map so that's existing and the next map shows you what it's going to be so it opens us up for a whole lot of investment inside the city and next map so I thought it would be interesting to take the geography we're proposing and see what a mile walk would get you so the mathematics inside of our geographic information systems found the centroid of that polygon that is the black line and we went out half a mile which is purple and then we went out a mile which is blue and you can get all over leberg if you can do a 15minute mile so that will show you let's see what the next map is is there another one yeah this just gets into the to the different zones that it's in and it's it is in historic preservation it covers two commission districts um so you can can see it's quite quite extensive if you look at it and it's got two Trails the uh lebur Wildwood trail to the North and then the Magnolia Trail runs through it as well so it can create quite a loop for walking around the city and through the city um and it provides for an opportunity of different housing types from single family all the way up to Apartments next map and it is in a community redevelopment area add a little bit more income to that particular CRA next map and U the park Fountain Park has a little bit of a wetland in it that's about it and next map okay so now we're down to what the state is looking for from us which is the future land use designation from from what to what how many acres and that's all I have any questions for candy thank you K uh we will open this up uh is there any public comment with regard to this issue tonight okay so again uh we're going to have a second designation providing for conflict severability and an effective date again that's 127 127 yes 127 we'll hear from this again uh would you like to come up again please k again candy Harper um so we have we just did the map and now we're doing the text that's inside of the comprehensive plan so the text has been changed to say the vinity provided the changes compatible with the existing downtown fabric so if you're going to change the map you might have to change some of the language and in order to have this expansion we had to add that bit of language into the text any questions good thank city Commission of the city of lebur Florida requesting approval to proceed with the special event permitting process for the shamrockin Fest event on March 14th through the 15th 2025 and providing an effective date me for approval discussion give us just a self-explanatory BR Travis okay perfect all right mayor Commissioners Travis Rima Recreation director uh the shamrocket event this would be the second one downtown they they ran it last year um around the same time of same time of the year the the reason it comes to you guys is because it has such a big footprint downtown it does it does close Downtown um for a while on Friday and then all day Saturday Saturday uh the 14th and 15th uh so we just want to make sure that that you guys want us to go ahead with the the special event uh committee process they still go through however you guys decide tonight if you decide to go forward with it they still go through that full process through the special events committee so I know Mr Gamble's here if there's any specific questions on the event um but this just permission for us to to continue on with that process questions for travs by good thank you Trav do we need we need a vote else move it up before got two ideas is it are you saying move it before May before the weekend before Memorial I'm I'm okay with that I don't care if we go back I don't care if we go back a day or go forward a week I just thre it out for discussion fine with either so I just asend do it the Tuesday following that keeps a two we block for otherwise we're going to be one week apart and two meetings in May so if that's okay with everybody so it'll be the Tuesday after the Tuesday following the memorial that makes sense good with that do we need a a motion and vote on that Grant no sir I think that's that's fine good enough yes sir appreciate it thank you okay we'll move on to item seven informational reports uh we have none City attorney items yes very briefly uh the Frostburg contract that the city had to sell that parcel across from the gas department uh SCH to close on Friday so everything looks like it's falling in line for that to work out so I'll probably be in touch Mr Mayor with uh some closing documents but uh you know $50,000 contract everything everything looks pretty good at this point to uh get that one done so we're hopeful uh by the weekend we'll have that sold excellent thank you uh city manager items roll call commissioner conill yes um sure everybody's seen by now the um surgeon general's opinion on um putting fluoride in water the Florida Surgeon General the Florida Surgeon General yes uh we haven't started the process yet of actually putting it in I think maybe we ought to maybe just put it on pause for a little while till we see what the U what what else actually shakes out with this um I think by him coming out and making that statement that's pretty bold statement um I believe the city of taries is also relooking at their fluoride and their water and possibly putting a hold or doing something with you things can come back up in a vote we haven't started the process yet my understand is we bought some of the equipment but none of the equipment's been installed and I just think we and we I just think we put it on pause don't spend any more money on this until uh to a later date what have we spent on the equipment so far I'm not looking for exact number just roughly contract was 600 and we're about 300 in so what would we do with the equipment if we were to I I don't know if we could sell it uh we'd have to hold the contractor hole that's that's that number um Cliff do you have any other information other than that I don't know if we if any equipment has been purchased we might be able to get our money back for it but that's probably a low probability so a low probability purchas but we spent 300 but to install it be another 300 correct so maybe hold on the equipment for a little while and decide what we want to do but I just think with the the the Surgeon General coming out saying he doesn't recommend it um I just think we we we haven't started the process I don't think we should actually do it well has to varies made a has to tar made a decision yet or is that tonight's meeting you want to answer that well tar has it they yes they have tar tar has not made a decision okay um I spoke with the city manager there today um kind of they went through a little bit inverse of the process that we did so um Mr Drury is getting arguments both sides um they'll make that presentation to the commission and ultimately have a commission vote so several dentists were at that meeting as well or sending in information to say the same thing it was you know again it was a discussion between me and uh between John and myself but essentially I would summarize it very succinctly saying exact same issue that we have exact same discussion and even the exact same folks making making the presentations to the commission okay so um my next question I'm sorry if Jay can direct it back to you your thoughts are based on that from the Surgeon General you're saying that we should just hold do my my my recommendation would be we've purchased the equipment but we haven't installed it is we we just basically put it on hold don't spend any more money on this project until a later date and see if more information more data comes out on on this and possibly see what other jurisdictions maybe even like a Taris who's actually presently doing it if they if they cease and assist their operation um and like I said we're 300,000 in but I think possibly we might could liquidate the equipment somewhere if we decide not to move forward we may not get dollar for dollar for it but but don't throw another 300,000 at out at a situation that we find out we shouldn't have done to start with and I I think you should take the the surgeon general's opinion strongly and I don't think he'd come out if he didn't feel strongly about this and I I'd be prepare to make a motion tonight to to put this project on on hold for the time being so we're talking one person's opinion and on so you're making a motion right I'd like to make a motion to we put yeah we need to yeah so he made a motion but we don't have a second so hold on before we discuss it okay is there anybody that wants to second that motion I understand his comments um I would probably say put on hold if we had not spent any money yet um but if if we are going to move forward I guess I would ask Jay to amend his motion or I can amend it to at least a timeline I mean I don't want I don't want this to get lost in the shuffle we got equipment sitting idle I mean I can sit tight for three or I could see sitting tight for three or six months but I would want it defined in short term I can go along with the six month moratorium on moving forward sure that's where I was going as a time can we maybe have a staff presentation next meeting because what are the ramifications if we do pause it are there contracts that are going to be have to be paid still I think there's a lot of questions that are still unanswered I don't disagree with what the discussions that we're having but I think we need to get more information from staff and see what the pros and cons are no I thought about it when I read about it I thought we were further along uh when Jay made the motion I was hoping we had not bought anything yet but uh I'll be okay putting it off a week okay so right right now we have meeting in one week by the way right now we have a motion to to basically table it in without a second so we're discussing something that we I say I can withdraw my motion if help me out here commission's more comfortable with the staff I'll give him a second for discussion okay that's what I mean we're kind of discussing something I didn't think we were supposed to yeah you can yeah I I think we're okay at this point but I your your point was well made Mr Mayor okay all right so we've got a second for Mike all right so I mean it it it if we want to hold off on on on on putting a pause on this until we get a a staff report I I'm okay with that the next meeting or or so I just don't think we should move forward spend any more money until we get that report and we actually make a decision okay so the staff report should be based on I guess what Mike said you know what kind of look legalities are we looking at if we we stop this and what have you legalities I think that's what my I mean this is this is our Surgeon General that no I think he's talking about the contracts we have already can we return the equipment you know you know all that kind of stuff that's what legality doing it or I'm sorry and our next meeting is one week du Christmas holiday so it's it's only only push it back one week if if staff can do it that quick we can get you information by next week uh I've taken some time because I I figured this was probably going to come up after the comment from the sergeon general and uh nothing has changed with the American Academy of Pediatrics or the American Academy of pediatric dentists or the dental academy or local dentists no one have changed their opinion that fluide is good for the water this is one individual that changed his mind so it does not weigh heavily on me to follow that direction so I'm not in favor of slowing up the project anymore but I mean I think he's got I mean I don't think he's disputing what what you're saying I think he's got some concerns with other things that fluide may cause well in the incoming uh presidential Administration you know one of his cabinet members is talking about you know trying to do something at the federal level I don't think that's going to get any traction so I'm not too concerned about the that's what that's actually what tugs at me more than the state uh medical officer but uh okay I'd like to wait know that we understand the contract okay so we have a is that an amended motion then to wait one week until okay so any other discussion on that motion all right roll call on that amended motion commissioner cell business there you go okay and now that may I ask a question in reference to this after the amended motion after the week comes what will be our decision based on recommendation from we going to gather further information or what would you anticipate what your anticipate a direction from the council this is this is a legislative policy so it's not a staff decision you won't get a staff recommendation what you will get is you'll get information so what we'll do is we'll reach out to the contractor we'll talk with Grant find out what our options are for Exodus of the contract and find out how that financially affects the city we'll have that report to you easily Monday your decision will then be to a move forward B don't do the project at all or C delay it okay everybody good okay so uh okay say our next uh next meeting then will be uh let's see wait wait that's next December 16 we'll do that okay all right so we're in roll call anything else Jay or okay commissioner rean couple things I want to thank the electric department and all the public works department employees for getting us Christmas ready and then um thank you to the special events department for putting on
