your head please father as we come before you this day Lord God you've given us this beautiful day it's a little cold but God it's a beautiful day still but father Lord we ask this day this morning Father Lord for the wisdom that's needed father for the Commissioners to make the decisions that are needed for this County God at your hand would lead and guide them Father and keep them Father Lord in your hands and God that all decisions that are made father Lord are for the best of the community and we ask it in Jesus name amen amen pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liy and justice for all thank you before we start our meeting we're going to have our virtual meeting instructions uh Eric Ross if you will provide those for us at this time Commissioners this meeting is being streamed live on the County's website the meeting is also being made available through Zoom webinar for members of the public who wish to provide comments during the citizen question and comment period later in your agenda anyone watching through the live stream who wishes to participate in the meeting can follow the directions broadcast now through the stream during the citizen question and comment section anyone who has joined the zoom webinar using their phone can press star n to virtually raise their hands anyone participating online can click the raise hand button to let us know you wish to speak when it is time for public comment the meeting facilitator will read the person's name or phone number and we'll then unmute the appropriate line and the speaker will be asked to provide comments everyone will have 3 minutes to speak after 3 minutes an alarm will sound letting them know their time is up we have previously notified the public that comments could be emailed up through 5:00 p.m. yesterday and those comments were shared with the board prior to the meeting anyone wishing to be shared with each board member following the meeting thank you all right our next item on the agenda is our agenda update and I'm going to call on our County Manager Jennifer Barker um to give us an update on the agenda yes good morning Madame chair uh first there was a correction to the minutes recommended for approval today the November 5th and November 12th minutes are for 2024 not 2025 also we added supporting documents to tab 14 since the agenda was first published and finally commissioner Smith is out today he would like to participate in voting remotely if this board so approves if so the vote the board will first need to vote to add it to the agenda and then second take a vote to approve or not whether he can vote remotely all right do we have a motion to add that to the agenda I would move to add that to the agenda second all right um we have a motion we have a second all in favor say I I any opposed all right we've added that to the agenda uh so that commissioner Smith can participate and vote this morning if you could do a motion to approve him voting remotely that was just adding it adding it now we need I move to allow commissioner Smith to vote remotely second all right first and second all in favor say I I I all right that passes unanimously and can we do a check commissioner Smith is online uh yes I'm here we I think we understand why you need to keep your unanimous 5 Z on consent and now we are moving on to presentations tab 11 and Jordan Salinger operations director of Public Works will be making this presentation yeah good morning Commissioners for the record Jordan Salinger Public Works operations director so today we'll be presenting on a few recommendations for higher regulatory standards for storm water and flood plane so we'll discuss a little bit of background and the purpose of this presentation uh and then get into some specifics regarding flood plane preservation freeboard cumulative uh substantial improvements and then some lotg grading recommendations it will be a lot so we'll uh summarize our recommendations at the end um and then we'll answer any questions and talk about next steps for some background last October the county was struck by Hurricane Milton and several areas including Aster sento and Claremont and and other areas really experience some significant storm damage on October 22nd in the aftermath of the storm the board discussed our current regulations and requested that staff look into potential higher standards on December 3rd Public Works gave a presentation on FEMA regulations and we discussed uh what the what that meant for our residents that receive substantial damage to their properties so the purpose of today's presentation is to provide
