##VIDEO ID:Q0gRuWRD_uM## meeting to order uh This is Our Truth and Taxation meeting um we've got uh everyone here but Dave and um Kyle tonight so uh let's stand and see the Pledge of Allegiance Pledge alance to the flag of the United States of America and to the Republic for which it stands one nation God indivisible with liy and justice for all okay uh this is truth and Taxation meeting are there any changes to the agenda which I don't think we can do uh no so uh would there be a motion to approve the agenda I'll make a motion to approve the agenda thank you Pat second second it thanks Deb all those in favor say I I I opposed motion carried Sharon would you like to give us the presentation I would so this is the truth and Taxation meeting um and we have this meeting once a year this is done for the board to certify the levy more or less but there are things that we have to follow for protocol so lucky it isn't snowing on this video you'd be do so here we go so the is it okay if I everybody see okay all right so the levy process um the levy is certified uh we certify a proposed property tax levy the school board certifies the maximum preliminary Levy that's done in September and uh they don't have to Levy to the max but usually every school district does and if you didn't it would be like saying we don't want to Levy to the taxpayers to the max because usually they'll have a reason for it um but in essence then it's it's refusing Revenue to the district that's because you can you can never go up from what you propose but we can go down you can go down in our December meeting correct so the amount that was approved here at the September meeting at the levy was um actually like 1,208 61281 but there was notations um the the lease adjustment um there was a lease adjustment in the Minnesota calculation and we knew that it was uh Incorrect and would probably adjusted by about $49,500 and it was because the amount of the levy that we are bringing to the board to certify for the levy today is 1 1,257 74883 so it was just within a few I don't know if it was with very close to what we thought it would be back in September um so and the figures that are used are for the proposed tax notices that are sent by the county auditor so tonight after the meeting we will uh assign a report and we will send that to the county and then they will send out the taxation notices and we have to have a truth and Taxation uh hearing that is tonight and you heard the 601 it has to start after 6:00 p.m. it's the law so and we uh to adopt the final Levy by December 28th and have that um given to the state so in this truth and Taxation hearing we must include a discussion of the current budget so that's the 2024 2025 budget we must include a discussion of the proposed Levy which we kind of just did but we'll touch on it a bit more must be held after 6: p.m. and it can be held during a regular meeting which that's what this is is kind of during the December meeting and we must allow the public to provide input so you ready points to remember uh the revenue formulas are set by the state legislature except for voter approved referendums um and we do have a voter approved referendum here it's actually probably half of you know it's a large portion of your Levy an increase in total uh local taxes does not necessarily mean mean an increase in revenues for the school district however so your local taxes might be increased here uh for County taxes or city taxes but they they don't always follow the same e and flow as what the school taxes are going to do so um lots of times people will come to the school and say why are my tax is going up when it might not have anything to do with it but it's just kind of the closest um municipality that we can go to so so back in June of we're going to now talk about the budget um back in June of 2024 the preliminary budget was proposed to the school board and um just to recap budgets are a living document and they change regularly as new information is received so um I will be completing a thorough and detailed review of the 2425 budget and plan to bring to the presentation to the board again in March April time period of 2025 that's because we know things change throughout the year so I already know you're hiring people tonight that weren't here yesterday and um you know changes happen every day so everything's very fluid and so our budget has to be fluid as well and that is on the revenue side and the expense side actually so uh the preliminary budget was approved in June and then in March and April we'll um update that budget um with a revised budget the 2425 expenditure budget overall the projected expenses are and this is all funds 5,343 767 and at this this time that is 3.64% less than the actual expenses of last year 2324 of 5,545 412 and you can see up here on the uh graph that most of the expenses are General expenses 87% and the others include food service which is school nutrition as 4% uh community service 6% for 2425 scholarship funds are 1% of the spending here and then opep Debt Service we do have a a debt that will be here for another couple of years and that's 2% of the budget so as we talked about the general fund is the majority of the expenses and they are the majority of the operations within the district and so um the largest part of those expenditures um are the instruction which is general education and special education and administration addition to that is Administration Media Center Transportation maintenance which is capital expenditures um health and safety and then counseling and nurses as well and so the general expenditures does include the pool and all of the activity account expenses as well so that's rolled into the general fund and what it it it doesn't include from the last chart was school nutrition or Food Service Community Ed long-term debt and scholarships and next is the revenues and the general fund revenues are budgeted at approximately 4.65 million for 2425 um so they're very very close the expenses and the revenue this slide shows the general breakdown in those funds and where they come from and as you can see in the majority of that is State AIDS at 65% and the rest of it is levies which we hopefully the board will approve tonight at 21 that will be 21% of the revenue and then local revenues of 11% and then Federal AIDS we get a smaller amount of 2% and if you were at our meeting last year the federal AIDS were like 11% and that's because of the Esra dollars are now done so the general fund expenditures um are budgeted at approximately 4.64% for 2425 and this shows the general breakdown um where we expect to spend those and as you can see the majority of the general fund dollars are spent on Direct instruction so General instruction special ed and vocational education that is together 55% or 2.5 million the next category is labeled um support which makes up 12% and that includes instructional support um which includes Technology support media center and staff development and then pupil support which is counseling health services and transportation um and then the sites in the buildings category accounts for 17% of the 2425 budget and that includes salaries and benefits of all the maintenance staff utilities snow removal General repairs and up creep of the building's capital and um long-term facility maintenance funded building projects which I understand we had a tour prior to this meeting so there's a there's quite a few things going on in the building and probably there is a long-term um U maintenance plan that goes out 10 years and every district has to have one and so we have to plan ahead what we're going to spend our money on for that so that also changes as we go but it's out there all the time so that we're in tune to what we're going to need to spend money on and then finally the last portion of the expenditures is Administration which makes up 15% of the general fund um this is School Board stiens legal fees superintendent's office principal and clerical admin portion of Technology business office liability insurance workers comp insurance annual audit fees and District memberships so it's not not just Jen's office it's a lot of things so next we um so we've discussed the 24 25 budget briefly if anybody is interested in talking about it in detail I love to talk about budgets just give me a call and we can have an appointment she loves budgets I do um so now we're going to move on to Levy uh in total the 24 uh payable 2025 tax levy for the school district is set at 1,257 74883 um the voter approved portion is $634 200 uh 6342 4483 so that is the approved referendum that was passed um I don't remember what year it was but it it's voter approved and we have rolled it forward now for more years so 18 okay and then all of the other levies are 623,000 so it's it's kind of half in half voter approved and then the calculated levies which here's your test who calculates that Levy it was in the first screen the state legislature you're [Laughter] right um so that's an increase of $ 35,6 5 or 2.91% as compared to the prior Year's Levy is that increase usually based upon the inflation rate for that year um it is based on a lot of things so the levy calculation is um the levy calculation is on 33 of page of 47 pages of calculations from the state so there are a lot of things there's a lot of things involved in that okay um but primarily what we um and the other thing about Minnesota is it's it's working on 3 years at a time so it might be doing adjustments for two years ago actual expenses this year and then we're making adjustments up and down so that's where your majority of your changes and your levies come from okay and then the other item would be um your enrollment because there's a per pupil amount that they calculate in as well so um luckily we are are staying kind of neutral with our enrollment we'd like to be building it up so yeah so we don't want to disagree at our meetings because then we can keep everybody happy and keep them coming here instead of going somewhere else um the levy Revenue by fund is the large part is the general fund and then part of it is for community services and another part for debt servic can anybody tell me what is not up here that gets LED for the pool the pool the pool is in the general fund Food Service that would not be luy for so the next steps that we have um is public input if anybody would have any more questions or concerns that we can talk about if not then at the board meeting the school board will take the formal action to certify the 24 payable 25 Levy to meet the end of the month deadline for the amount of 1,257 74883 and directly after the meeting we will um sign that document and send it to the state and so that's part of our regular meeting sh not this meeting no right now on the agenda right now y the approval of winter concerts which I attended thank you to the students and staff did a great job and congratulations to cam hungerholt on his football accolades so cam won uh the Minnesota Mr Football award which recognizes him as the best football player this year in the state of Minnesota I mean no one has ever achieved anything like that in the history of Leroy strander Athletics it's awesome so congratulations to cam is there anything else that I'm forgetting along those lines okay moving on to reports uh student representative okay all right uh Kristen Stevens our new pool manager has uh something for us tonight so stand sure you got to be on camera oh you wonderful I'm not a public speaker at all so um thank you for inviting me I want to thank Jodie lunning a huge huge because she's been um a big mentor to me um I I think I text her daily um and she's awesome like we had some chemical issues um she's right down here emptying the spa with me different things um I'm going good my goal is to increase the revenue of the pool um we started we're starting swimming lessons so we had to postpone it this week having some issues um working with everybody on that um we'll start swimming lessons I think I have about 15 kids signed up for the next 2 weeks um if they all attend so through um email and stuff so that's huge um I'm hoping to offer it again before summer um a lot of people have requested that um we've done different um membership um to try to get membership so it's kind of like a family plus so grandparents can get a membership for a little bit more expensive and include their grandkids on that so like a big extended family um that was also brought to my attention that you know um grandkids come and visit often and they would like to be able to have a membership for their grandkids so something new we started I don't know if they've done it in the past or not um so we started that and actually I think since I posted that I think I had three um come and start that membership um Thatcher I've been working with Thatcher a lot um they're coming um so we had our inspection in October I think it was like the week after I took the position um so I did those reports um to Jen and Dave and Aaron um some things that they recommended that we get um going fixed um been on the list for quite some years um so I also sent the estimate of those things um to them as well of what um kind of a priority list I sent um it's quite long um but recently too we just had our roof units go out um so our air exchange is not working in the pool right now so if you guys walked down there you would notice everything is dripping it condensation crazy um also thank you to Al he spent 3 days painting and we'll probably have to come back and repaint um cuz everything's kind of um with the air units going out um but he's willing to do it he's like let me know I'll be there um so we'll get that going um thater is coming on Thursday um to get what he's doing he's going to come clean the whole pool vacuum it all out we had um Bastion come power wash the locker rooms the deck everything so everything's gotten a good clean um so now just bringing in more swimmers um going to work with Kate um Roar on trying to get some events going um for Youth and Teen um just bringing in like movie bonay having you know the projector up having movies on that for younger kids and family and then trying to bring in some team kns too give them something to do um and then again working with her with Community ad for those kinds of things did I miss anything the schools oh yes so um San's coming in again this year for water aerobics um Kendall is going to do lifeguarding for um the water aerobics they're coming in every Wednesday um actually just sent out some emails again earlier this week to other schools to offer that I've talked to some coaches in the surrounding area for like um Rehab Therapy those kinds of things bringing them in um the school does um I did talk to self and they do pay so they give us a lump sum for their water aerobics class and they incorporate that into their Wednesday classes um so Brenda will be teaching it Brenda or dwarfer is going to teach the water aerobics and Kendall will be there for lifeguarding um we have started guarding also on Fridays um for our special ed program so we will have a lifeguard in there at all times on Fridays as well um and actually Dan aragos reached out he's thinking about having we're working on trying to get a lifeguard training ton of interests um for that and then he would have his paros also get trained in lifeguarding so then they would also have that training um while they're in there with the kids so excellent yeah do you guys have any questions like you're up to a good start yeah kind of a baptism by fire though yes I think I text J I'm like is it me or what cuz I think anything that's could have went wrong in the last couple weeks they kind of has so we had a little conversation about things during a building the grounds committee meeting so hopefully working on trying to get some of that stuff gu for you as soon as we can perfect um and I did add um I was just going to put two just so it's public I did add a few rules tools um to the pool just for the safety also of our lifeguards um I am big on they're not babysitters they're there to keep you know the kids and everybody in the pool safe um so one thing we added to the pool rules is 10 years old and younger must be accompanied um by an adult so you can't just drop your kids off at a young age and take off um and expect the guards to be there they're there for the safety of the kids not to watch them and then um we've kind of talked about the pool rope um mandatory that that's out during open swim and if you're not an advent swimmer wearing life jackets without an adult being the shallow end of that rope just again to keep everybody safe um so our lifeguards I think they Panic about that a little bit having to like oh my gosh they're down there you know so they're there to watch everybody not just you know little kids um running around the pool so um and then we'll have trainings too I'm hoping to meet with them month once we get going um so that they feel they have my support as well so we have what I think three three new lifeguards so excellent yeah excellent all right well just mentioned we had a building and grounds and actually all of us were there so I don't need to report much about that um State High School league thing we had a a little committee meeting uh before building and grounds about our uh L pachelli L football Co-op uh we want to uh get together with them sometime in the not too distant future to talk about everything that went good this past year what do we want to look at going forward and just try to uh make things go as smoothly and as well as possible so kind of working on that other than that I don't have anything anybody have anything else I don't have any new ones okay uh consent agenda uh financials uh anybody got any questions on any of that we've got uh Sharon here this should be a good source of answers if we had any questions okay uh fundraisers uh we just added uh one act play would like to do a free donation at their public performance um Personnel um we need to approve uh the recommendation to hire Mandel burn as our part-time school nurse um we need to approve the recommendation of Kathy Dudley as part-time payroll and accounts payable specialist um and approve the activities uh Department recommendation our girls basketball coach volunteer girl basketball coach Bob Drees for this this year and approve the hiring of my o bur special ed par professional any questions on any of that Personnel stuff okay as you guys were the initial of that so um the biggest thing tonight and and I need some more kind of guidance from our site team but one thing that has been decided is that the staff will still be here on March 10th to help with our musical there is tons and tons of students and staff in this building outside of leroyal strander so they will continue to be here so that will be considered a staff work day essentially for us why I brought up the November 14th one that also relates to kind of um snow makeup days but I want the board to be well aware that if we hit that third fourth fifth day of snow makeup we do have to again reapproved calendar like we have in the past so so you guys are aware of that that's considered like a snow day yes that's what it's like what have built in five student days five yes yes so unlikely it'll happen but I wanted it in writing that we going these two are both going to take away from 5 days correct yes yeah okay yes but I'm super happy that the staff is going to help out on March 10th because there's yes there's a lot happenening they well and maybe you don't know will it require like Student Assistance or other like we might have some leadership students help out you know I don't think that those specifics are laid out yet but it wouldn't surprise me I know Aaron had mentioned it to how many school districts are involved in that oh goodness like everybody in the conference yeah it's a lot Emily do you I don't but it's supposed to be big actually bigger than that because I think it's maybe like I think like even Hayfield and some of those that are in our I think like a section thing more they told me virtually the whole school will be us it it goes out to the section stuff so that would put like Hayfield and all of them and it as if I remember correctly so then is there like a big performance in the gym or anything like that after this is is it this small and large or small group contest y CC performances throughout the day but not like a community this is like they're just they're just CL for judges if I if this is the one I'm thinking that correct and it's just like you said individual solos small group small groups and it's competition cool yeah cool how did we end up with it I mean through oh it does okay it's our turn y got it we want to put our best foot forward right yes so okay very good so you need I'll keep you posted do you need some sort of an approval on yeah mainly just you are well aware that we have this discussion these particular changes these two days yeah okay yeah and we still want to make sure we're communicating with our teachers and what their needs and desires are and wants and we like to do that too so okay uh would someone like to make a motion um approving these two dates as and resolution approving Minnesota statute 205 A.1 subdivision 2 if the school districts combine polling places changes for the next regular election year so yes this just came out in legislation this year yes so um this is the just in case something happens let's be ahead of the game um so again school districts being as proactive as we can um so basically if the city decides they want to host the election at the bowling alley we are prepared for that they can so choose to move it without our consent we've already consented okay all right that's an enough I mean it's a really long statute but that's the nutshell of it everybody got that all right um any questions about that so so the city will pick the polling places and we're just saying we're the county picks it it's usually based off history and historically we've pulled here and in general election not special usually but general election we've pulled here and the city has pulled and we've always done it that way and maer County knows that yeah but if something would change you know let's say a water M broke or something and during the first week of November and the city cannot possibly poll there and they want to move it we're set okay got we don't have to rush and have a special meeting to approve a location okay wherever they decide we're going to approve okay good all right any other questions if not can I get a okay there's a girls basketball game Tuesday night they just wanted as close to that first Monday as possible where is the game on the 6th can Oh I thought it was here at first but it says so we can't have the meeting we can how about the seventh the next day seventh the girls have a game at Southland so Wednesday thday will be the 6th 8 8 I'm sorry reading or do you go as early as the second I mean that's still break so um second is what THS th I okay doing that but I don't think I can that night because yeah if we go I mean the E should be occas yeah I mean if it works for the board we get our major Wednesday should be fun you you new people uh January 8th does that work for you guys 6 o' I think it should okay we have a Forum we'll just give all the committee assignments to anybody that's not here here there you go there you go okay I will No Agenda has been posted so okay so that'll be on the 8th yeah okay very good we're trying to do we're going to try to do a better job of planning ahead like this uh January 24th then is Staff Development Day so there won't be any school uh February 17th is uh President's Day so there won't be any school then either so uh March 17th staff development and March 28th staff development anything else that we're missing no but I thought of something that might have been in Aaron's report had he been here he's been talking about that person coming in for a leadership I think that person's coming Friday yes the students have leadership meeting acay that's right that's right yes I'm pretty certain he would have told you that and it just popped in my mind randomly so I'm sharing it even though it's not really my thing to share good okay anything else that we need to talk about tonight before we adjourn I guess the only thing that I would have is that uh I want to thank Pat and Deb for serving on the school board this is their last meeting yeah ventur heart broken little tear little tear It's been a pleasure serving with you
