liberty and for all I will now call for oh oh District Miss statement get get in order here the Little Falls Community Schools works together for each learner to achieve economic and academic and personal growth in a collaborative safe and engaging environment thank you for keeping me on TR track here with the deal I'll Now call for a motion for the approval of the agend agenda and that is the agenda with the addendums that have been added to it so move thank you we have a motion I need a second second we have a motion in a second any comments questions or concerned by the printed agenda signify by saying I otherwise to approve thank you that was different yes I told you it's been a long it's a new year and to make it exciting now we're going to have the seating of the new board members so you each should have a copy of your oath we will do this jointly but um when you get to the eyes just say your own name please so would you please start out together I swear I swear will support the of the United States this state the office of school M of Independent School District number 482 the best of my judgment and ability and would you please each say your name Kelsey Doug the establishment of board member renumeration is that correct yes all right that is an action item so um looks like is this something that the clerk reads or I just go for it or or just we need a a motion I think right everybody have a copy of it and and what we're looking at here that the St Minnesota statute requires the Board of Education annually set compensation be paid to board members for various purposes and then it goes into that um what that amount is and the various things and stuff so I'll make a motion to accept and remain the same as the renumeration for the board members a second I would like to talk about this for a second and offer a suggestion okay we have a first and a second then discussion okay so when when I started on the board it was a time commitment of one meeting a month that meeting lasted a half hour to an hour long we have since added quite a few committee meetings that are time consuming to prep for and and um and be in attendance for I also think that we have had a lot more um uh board work sessions or retreats in the last couple of years so I think this has become a lot more time consuming than it has been in the past so I would recommend changing well keeping the $300 per month stien for all board members and then um changing the you know the $50 for these hours and you know $50 for these hours Etc I would recommend changing that to or proposing that we change that to $25 for board committee meetings and $50 for the board work sessions it does keep the cost minimal to the district still at that point but it does compensate us for the time and attention that we need to put on these committees in the past I think it said um we had to have so many hours are you adding that into your motion nope just $25 for the board committee meetings and $50 for the the work sessions the work session so eliminating how long the medians are good so then you still leave in the 4 hours or whatever is for I remember what it is $60 and $100 if look more than five4 five would take that out take that out okay just replace those that part of it okay any other I'll ad I'll adjuster am amend my motion to include the suggestion okay so get my notes down here so if this was to be amended here then um for the 2025 calendar year it would be limited to $300 per month stien for board members um let's see a $25 stien for committee meetings and then a $50 stien for those times when we have a work session when we're all at a work session um we would also strip the um current descriptions saying that working for the district for a certain amount of hours requires this or or that um is this something that we need to revisit kind of get clean up and redo it um do we know or is it can we just kind of go with what we've talked about and it would be cleanest if we we' made that decision tonight okay and what suggested I think is appropriate okay so I guess then what I would say is let's we'll approve it like that and then maybe the next meeting we could bring a um maybe just a Revis one to go through it or everybody look at it just to make sure it's it's fits a clean document right a clean document thanks fits do you have any concerns with that recommendation no okay all right any other discussion okay um could I I know you just asked Chris if it um would if we meet in a month and review this again would you have better understanding what this would do to the budget I know it's little but I don't know um with some of the conventions we go to weone all day if it's kind of a wash do you want to include something with the convention when it is all day no no I I like what you have okay I just don't want it to negatively impact the budget I I don't anticipate it being a problem but if you if you want to see the numbers I could certainly put together that information for the next meeting all right then we can we can vote on it tonight and review it next month just to see if we we're hurting or helping ourselves well then do we even want to vote on it yeah then I would suggest we table it yeah can we table though on a reorganizational meeting then you're you're leaving the existing language in place which is fine I mean you could you can approve the language that was discussed tonight with Kelsey's addition and if as you look at the data you can certainly make a change in in February if you don't like what you see I agree with Chris I don't I don't think you're going to see anything that's alarming in regards to the budget with this change yeah it's going be pretty minimal I just we do have to be mindful of that though right with the with the district's financials yeah I all right well then I guess I would suggest let's vote it in and review it next month okay and we can always make changes or reduction Andor modification of District services staff positions programs offerings and other areas for the 2526 school year as needed whereas the financial condition of Independent School District 482 dictates that the Board of Education may need to reduce expenditures from the 2425 level and whereas any reduction in expenditures may include the discontinuation of positions as well as the discontinuance elimination or modification of programs staff services officer offerings and other areas and whereas a determination would have to be made as to which employee contracts may be terminated and not renewed and which employ employees may be placed on unrequested leave of absence without pay or fringe benefits to affect the discontinuance of positions there be it therefore resolved by the Board of Education of Independent School District 482 that the Board of Education hereby directs the superintendent to make recommendations to the board of education for the 25 26 school year for the discontinuance elimination modification and or reorganization of programs staff positions service offerings employee contracts and other areas in Independent School District 482 as few but we decided to hold on to them next good enough then it looks like our next item is our habitat presentation is that correct yes Mr board chair and others I'd like to welcome Kathy Lang executive director of the Habitat for Humanity and board member Bill osberg to the table to tle a little bit about Habitat for Humanity and I think that'll lead into a discussion about sure some possibilities with habitat and School District partnership yeah so welcome thank you for having us um we started some brief discussions in October and then a follow up with your Finance um committee members um I gave provided a handout for you um I didn't know for sure what your level of Education was with Habitat for Humanity um so just um briefly we'll pause and remember Jimmy Carter as one of the greatest volunteer Advocates and so um we'll um remember him on January 9th for his State funeral um lots of stories to tell about him but habitat's mission and vision um seeking to put God's love into action habitat brings people together to build homes communities and hope and so this is how it was founded it was founded on people needing homes and a shortage of homes back in 1976 and a couple of Founders in Georgia decided that they would collect volunteers and they would start building homes and with donated Lumber and much of this is the same today so just a little bit about the morison county affiliate um the first house was built in 1999 so we are currently with the exception of the covid pandemic we are building house 25 and 25 um so looking for partners for that so our applications are open um the application is on our website um just a little picture there of one of the homes that's actually the home in swanville um we want to really resonate that habitat is a a hand up it's not a handout many talks that we've given think we give away homes we do not um we provide an affordable house with the partner that we've selected through family selection process and they do have an affordable mortgage payment according to their income level a lot of our reduction in building is our construction volunteers um we couldn't do that without them last year I just want to shout out to the team of Wabash they provided 206 hours of construction time and so Wabash paid their employees to come and help so we had we rotated we had four different Wabash volunteers every day for three weeks and we even did a women's build day where they came and painted as well um on slide six it's just a picture of some of the homes we've built so you kind of get an idea what they look like um in the last couple years we have added garages basically last year the home was financed through USDA at a 1% 1.12% interest rate so um she wanted to put a garage on and it was it within her affordability so that was um also it was a covenant in the swanville lot that was purchased that they have a garage to so it depends on where the build occurs and what the covenants are so so we're talking today about incorporating student volunteers so this is um such a great Community project and I'll explain more about the advantages and the funding that we could get by doing this partnership as well um um benefits to students of course and Eric will kind of talk a little more when we're done about the hands-on experience we all know that trades you know there's not a lot of plumbers anymore not a lot of electricians Carpenters are hard to find so building upon that those trade skills would certainly benefit our community and plus students will work alongside our volunteers and get to know them and kind of know what pride comes in in volunteering to build a house for a family they'll meet the family family partner because the family partner has to put in Sweat Equity 300 hours of the bill and so they get to work alongside of the person who's actually going to buy the home from habitat so and of course we all know we need to increase our affordable housing inventory so um the family here in slide 8 I remember she called me up and she said RJ is doing so well he's got proud notes from his teacher on the refrigerator now whereas before he had no body notes so anyway it's definitely a benefit to the children of the families we serve um we get funding through grants um we have we can get site loans we get a lot of corporate and private donations and just another chart about we have so many volunteers that help us and um it's amazing to to see retired Carpenters retired Carpenters are in their 70s and 80s come and help build just like Jimmy Carter did at age 95 so it's something exciting to see so how we are working with the rising cost of homes right now um which is a challenge for sure so in 2019 the home was $75 a square foot to build and now in 2024 it was $167 a square foot so we are definitely affected by the market in real estate for sure it's difficult to find lots that are cheap um it's it's difficult to find Partners right now that actually can can afford the cost to build is higher and having them within that 30% income range it's challenging um so with this school partnership we're looking forward to that because we there are some extra grants by forming a school partnership that we could get get to help with actually building costs as well and I I want to point out on slide 12 just the state housing tax credit contribution I can't say enough about because instead of businesses or yourself as an individual paying your Minnesota state income tax you can contribute that portion up to 85% and and contribute to Minnesota housing instead of paying the Minnesota Department of Revenue yes because we all know in this in our conservative Morrison County you know we have people that um pay a lot of taxes and they are happy to not give it to Uncle Sam instead put it towards um local something local and keep it in the community um it does have a few restrictions and right now it's not the for a 2025 tax deduction like say you wanted to contribute $1,000 then you'd get an $850 tax credit and um there's a lot of ways we could promote this partnership by people like yeah I want to help with school bills um let's contribute to this project and so if if the board wants to go ahead with this then there are some plans in place that we could make that happen um there's also some other funding mechanisms too I was looking today um I have a an appointment with the new city administrator to talk about a tier 2 Ci's Grant there's Statewide affordable housing aid from Morrison County and also habitat Minnesota is also has $24 million that they can help 24 Minnesota Affiliates spread the love and and give us what we need for infrastructure or building costs as well um so Bill what do you want to chat does anybody have any questions up cath I think um maybe I know you get maybe we could talk about kind of what we had talked about from a from a school and habitat kind of partnership and stuff too and I think that'll give a little bit better understanding of kind of what we're looking at and stuff so um and I guess I will defer to you frig sorry to put you on the spot no that's okay and that's why Mark Tim and Eric are here to talk a little bit about what a partnership might look like and we know from Kathy and Bill that creating a school and habitat partnership isn't something new it's something that exists in in our state and across the nation and I I really love to hear what Kathy mentioned in regards to giving our students additional experience within the trade skills which is something that's really hard to replicate in our CTE programming and the benefits to helping our community and we all know the housing situation in in our County right now so I if if it's it's okay I'd invite Mark Tim and Eric up to talk a little bit about some of the things that we've talked about um I think there's a a fabulous opportunity here of course based on your approval at some point we're not looking for that tonight this is more information but Mark if you want to come up and talk a little bit or you did you have something more you wanted to share first oh nothing in particular other than I'm just going to try and be the cheerleader I know almost everybody here except for Kelsey and Julie I've met you before and I haven't met you and previously I haven't met you either but um I'm a old school I've been living A Little Fall since 1970 I forgot of the Navy and painting contracting business it's very hard to find good painters too uh and also my wife and I had the decorating Center for 20 years until 1997 and I've always been interested in helping with the community Through many different organizations and such um one of the things that one of my mentors I'm going to try and imitate him is that um stub Nelson who I think I know that Mark knows him and maybe somebody else knows him insurance agents from Little Falls and their grandson owns now business until in Little Falls he would always start out well here's how it works here how how it goes his famous word well because sometimes we would we would be trying to explain things that were maybe a little more difficult for us to explain and he was also very my mentor both in business and politic politics and life as well I want to say thank you for allowing us to be here uh I thank you as board members and the school administrators and teachers and no it's have sacrifice I've seen the record I've seen the papers I've seen stuff on social media and I know a lot of you have pretty strong and broad shoulders I see it it's unfortunate that that has to occur when somebody's willing to give their time to serve on a such a important board as the school board a little Falls I just find it very disturbing that there be name calling and such because it takes courage from you to do that it takes courage for anybody to get involved in any organization and also I know that's also that you guys are doing this because of your personal belief and what you believe is right for the school district and not only Little Falls but throughout the whole County and perhaps even the state one of the things that things that habitat for manity does and not only us as morison County but 26 others throughout state is that we are building a a house but the partner is building the home Kathy just mentioned the two students um three years ago who their children improved their school ability improved their relationship with their students and with their teachers and that's that's what's called building the home we just put up the structure the partner comes and builds the home and it's always based and say as habit man is based on the belief of God and what would Jesus do in a situation where somebody needed some help and so that we what we're trying to do is just be the foundation as you might say and it's been wonderful I know Mark deal my my neighbor he came up with a discussion we had in the neighbor between us and I thought he was coming over to M my lawn but he wasn't but he says hey what do you think habitat could work with the school district because there a piece of property I don't know if you're going to show that piece when you get when they get to it they show a piece of property that the school um District owns it this time and I've driven by and I've looked around it I've been in the in the back I haven't got foots boots on the ground yet but I think it's a great opportunity Kathy's always had a a goal as a director for the last four years and we were asked this many times do we why do we only build one house well Kathy's goal is to build two houses and I think with this opportunity be a partner with school district we could probably do two two houses a year based on situation that could be available through the school's assistance through students and what's better to teach a student than to help them to accomplish something and that's what building a house does it accomplishes something even building even painting the wall that accomplishes something and it brings color into the person's life and it brings a a reward you feel good about it you know you step back and look at it as long as you're not on scaffold just sit back and adire what so that's why we're here we're so happy that you invited us to do this and we look forward to it as a partner because we will continue to do everything we can and also I might add uh we have some information that we've received in the last few days that there is some money out the minist of housing that they are incorporating the opportunity to give money to schools and I know there's two schools in December that receive $95,000 each I my memory is short but I remember I've read in the article in the mini office Tribune the each received $95,000 to establish I think a program such as we're speaking of here and also now there's going to be five more awarded here in January and of course Kathy works very closely with Minnesota housing and I'm also very involved with representative Ron Kia and I spoke to him the last couple days three four days and he is um willing and I could quote him on this I asked him he could callot him more than interested to help us with any kind of financing we can receive through grants and or state legislation State legislation as we know maybe require some strings to attach to it but I think when it comes to housing I think it gives you opportunity to do exactly what we want to do so thank you for letting us be here thanks thank you you're welcome going to come up us to stick around here question so um my name is is Eric Leah I teach industrial Tech the high school primarily um run the wood shop Cabinetry and construction classes um I just want to speak to the speak to the point of student interest so one of the things we do at the high school um through advisory um to meet the state requirement for graduation for all of our students is provid them with career in college readiness um it's called CCR and we do that through advisory and we use a program called School links um to document all the students information and this fall they the students did a survey a career interest survey and what we found was 65% of our high school students are interested in the construction field um that's roughly what 65 total 65 total students yeah not 65 sorry you really been pushing my um 65 students total is still impressive in the high school which is pretty impressive it's % we'll get the percent in there 7% don't quote me you're saying that to the record anyway my my point is we have a lot of student interest um and because a lot of times our students they're not all 18 um you know 16 17 uh in 9th and 10th 11th grade um it's hard for them to get out onto regular job sites because most of the construction companies need to have 18-year-old students for liability so it's hard for us to to partner um and get get our students outside of school um these Hands-On opportunities so I think this will be a really good opportunity for not probably all 65 students but a good portion of them to get their hands on a habitat house um and give back to our community um some possible ways that we can do that um we can do it possibly through our OJT program um now I know Kathy alluded to some of the contractors in area with the economy right now can't afford necessarily to pay for students to come and come and learn and work with them um but there's possibilities there with Minnesota rural SE to pay for those OJT students where they would actually get paid I believe through Minnesota SE not necessarily the contractor um so that's an opportunity uh for some students moving forward um it's also I could work as a pipeline for some of these local contractors we've got just a a plethora of local contractors that are just small businesses four five six employees we don't have the the big 40 50 600 employee I mean we have some but not very many most of our construction Community is is made up of small employers so this could be a pipeline for some future students for them future employees down the line um we know that not all of our high school graduates go to college and I'm a firm believer that not all of them should there's a place for kids to go right to work work so I think this would provide a good opportunity it's kind of like a a job interview every day for these kids they go and work with different contractors and and some of them could end up getting hired um from the high school school perspective um obviously I can't go over there every day um I need to teach uh my classes but there's some things we could do inside the school um I've got a really nice wood shop it's it's it's big in size we have a lot of space um some things we could do U maybe we could build some of the kitchen cabinets maybe we could build some bathroom vanities um closet organizers um different things like that we could do some finishing of the of the doors some of the hardwood if there's hardwood doors we could finish them in the wood shop bring them over help install um finish and install trim things like that we can work with the contractors on try to save a few bucks finishing is really expensive um so if we can finish the product for the contractors and then go help install um we can do that kind of stuff inside the high school without having to go on site every day so that's just some of the student opportunity that I think we can provide um we'll see where it goes from goes from there so can you pull up you canite so um if you look right here is the High School Loop Drive Loop and the district owns this parcel of land right to the south of the uh High School right up south of Fifth Avenue there and so um what we were talking about is the potential to parcel that out and in talking with Greg kimman at the city there's a potential to put eight Lots in that space right so if you think about the concept and what and what we've talked at a high level with Bill and Cathy about is okay if we did one house a year we could have that the school would partner with you on this we could have eight years worth of real world industry experience and all the kids got to do is walk across the street you can you can see the efficiencies in creating that kind of an opportunity for students right we're not we're not busing them anywhere we're not it it's convenient right and so it's a really unique opportunity um that exists um right now if you look the north the north part of that lot is a gravel area and gets used as a can be used as overflow parking um the the South half of that is a little bit lower but it's still completely buildable it's not a swamp land it's um you could have some homes that sat up on the top and some that were down on the bottom so there's there's lots of potential and opportunity here to um do some really unique things the other thing about it is is that how many houses do you build for single people not many right zero yeah so now you got kids living right across the street from the school right so it's an opportunity for us to lock students into being a me part of our district and and having them um attending our school system and making sure that at a time when maybe enrollment is decreasing at least we can we can help create become part of the solution we're not going to be the solution right we can become part of the solution to help with some of the housing um issues that do exist in M Falls and I understand that if we did this that would it would be a very small part of the solution right but but it shows that we care and that we're invested and and that's a good thing so Mr Bor what would you like to add yeah I think Eric did a real nice job of summarizing some of the you know the potential possibilities of how we could assist whoever the general contractor was for you know habitat and I think that just scratched to the surface once you that that partnership is created and depending on the the talent of the students and what how invested they want to get into the process um it provides a a lab that you know we can't duplicate in the in the high school these are real world experiences that U that would be fantastic for for our kids also takes you know the immediate um loader pressure off of the school being responsible for building a house this way we're partnering with with habitat and and they have the experience and knowledge of of what that process looks like and we are assisting them and that level of assistance again has a wide range and we haven't even talked about Landscaping you know getting our landscaping and egg program involved as well um horiculture when it comes time to develop the lots and planting shrubs and I mean there's there so many different possibilities that that going to wonderful opportunity to consider I have a couple of questions um the first would be have you thought of any of are there any downside things that you guys can think of I mean and that's whether it's Kathy Bill whether it's you guys or whatever and then the second part the the development part of sewer water um that type of stuff I think we've had just for general information we've had two meetings the last one we had was across the street here Doug was there and Mark was there and also Carol Anderson and I think Mark has talked to the city in regards to infrastructure to put in a c toac in that area to put in Aid homes the cost would be about 360,000 and anytime cities are able to receive some money from federal Andor state to help pay for that that infrastructure so the school would not be putting out $360,000 for infrastructure they ing Douglas County Alexandria they are working for the city they're putting in infrastructure for 20 something Plus Homes all in one flat area the other first question you have if I may May answer about perhaps conflicts and I don't know if that was a word you use or not just downsides yeah is is there anything that jumps to mind the only thing I can see is a possibility is of supervision and we did talk about that the last meeting which was Tim and Mark and and H Doug and Mark also Chris you were there as well and Carol is that there are ways for us to incorporate our construction manager who we hire for each particular home that we build we hire a construction manager that particular person's job is to supervise all volunteers um as far as the supervision of the students that actually one of the ways we could do it through sip I think Tim mentioned it is that he didn't mention the program but um Dave stump was at that meeting as well is there is a program actually I used that program back when I had a contracting business back in the 80s '90s was I was able to hire somebody and the set program reimbursed me for his some of his hours that would give me the opportunity to spend more time with that particular person individually with instruction and learning education and I think that program is still available according to what D stump said so in other words um the subcontractor which we have to hire out obviously we have to hire out concrete Plumbing hbac electrical concrete is that that then that particular contractor subcontractor we want to identify as would be reimbursed through that sub possible program that also then eliminates the need for our construction manager to have to be there when no students are there because the timeline is going to be different obviously the students will be there in the fall starting in September we will have probably the slab in at least the slab in some many times it's an inflor dat so all that work is done some of the excavations done by member and then that house could easily be con uh completed by end of November which has been our schedule for the last 3 four years so who takes the liability risk with students see there again the liability of course that student is working for a subcontractor that subcontractor is paying that student and then he has liability insurance and I believe that we as the U habitat have you correct me we do actually have some liability insurance as well and I think did we talk about it GG that or Chris there is some coverage under the school if there's currently not coverage under the school I am going to inquire about that though yeah but if that person that particular students working for a sub it would be covered under that subcontractor's umbrella this makes me a little bit nervous if you know somebody got injured and we didn't have our staff there I don't want a parent coming after school sorry um I think that's where the important piece of OJT comes in um and with real Minnesota SE um they they have coverage too um when they're employed by sep or sep's paying um I don't know the specifics on it but I when we talked last spring um at the career fair um Dave thought that that would Dave stump thought that that would be an Avenue to get the students there that are under 18 um is having them work through Minnesota SE now there's they have to qualify for sep and all that um of course in order to do that but that is an obstacle that we're going to have to come around and I know our OJT program is very organized and when our students leave because it's really no different if a student leaves for OJT and goes to be Pet Foods or DJ products or go across the street and works for let's say Chris gu you know their that company is assuming liability for their employee they're actually an employee of that company at that time so that student would be going let's say it's 8 to 10 every morning they're going to go over there for 2 hours of OJT and they are an employee of that company they're not necessarily under our watch at that time if if I'm reading that right um to I know your question Doug was um negatives I got I thought of two more positives um one is we currently I think we're on our third one um my students currently build a 8X 12 storage shed for Habitat each year and they use it on their raffle as one of their prizes um we're just about finished with the third one um for this year so we we're already partnering with habitat some already um we're just doing it all in my shop and then they they pay for the materials reimbursed for the materials um the other big plus um in the past I've done with my students um projects around town we built a shed over at gamrat Park um we did some stuff at the Mansions um we've done a few other projects around town and one of the things that really hinders it is busing because every day if I've got to bus my students across town and back that bus comes out of my budget or our budget of the high school so this is really unique in the sense that there's no busing you know if we're talking about possibly an 8year commitment I got eight years of opportunity for these kids to get exposure to all the different contractors with no busing so that's a big plus to this program for my students when you're talking about the students are we also including the CC students sure yeah I mean that's part of the that's part of the uh the relationship we have now with the students at the CC they have access to all of our elective areas we have a number of hybrid kids right now that are accessing classes at the high school so absolutely so that's been a positive step yes having them there I have students every day come to my classes from CC they do the morning session in CC they come to my classes after or if they do an afternoon session they can come before I have several right now by moving it back to the high school it allows them to to take some technology because some of those I would assum assum our our older students than our average and their hands- on kids yeah that's all they learn great may I ask a question um I thought about this the last day or so is that I commend you for moving the program for cc to the high school when I first heard about it I was not in favor of it because Kathy and I have established a relationship with students at CC especially through Tony I I I've always told these students I admire them admire them for continuing their education even though it's not in the established location of a high school facility I admire them because they're taking the time to gain perance a GED hopefully that's why they're there my question would then be would the CC students qualify to par participate in the work program with evident manity at that location yeah absolutely okay yeah okay anything else any other thoughts one thing I Mark remember you and I spoke about you talk first things you told me that you had spoken to some subcontractors and asked them if they would be willing to consider this as a possibility and their answer was yeah they were they were interested in that point we weren't we weren't even in a conversation with habitat it was what if we try to do something on our own okay sure and they were are certainly interested in and working with students and teaching students their portion of the trade because as Eric said they view that as a pipeline it's an opportunity well if you're if you're an HR person and you have the ability to give somebody a quote unquote dry run although it costing you a whole lot of money which this could be that's that's a real win and um and so the op the potential to work with students to see who has the aptitude to do their particular skill or trade would be really advantageous for them they were very interested in that I understand that students that would be working with Eric in his classroom but is there an age requirement for them going over and working on the actual house and property that we have to consider um yes well under the program they have um it's 16 years old and they can run power tools okay and then with parental permission habitat rules are 18 but if we go under the on the job training there are ways to work around having 16y olds power rules so and I want to make one more comment that we're not here asking you as a school district to donate land we are fully prepared to purchase the land because we would um whatever purchased the house that was built would it would be incorporated into that lot so um normally I'm asking for donations but not tonight I'm giving opportunity so I have some raffle tickets I okay on that note motion to adjourn I I have a question just for habitat do you always build a new house do you ever look at doing a a rebuild or a doover we've looked at that and honestly it costs about the same to build new and then our partners everything is new the wiring is new the plumbing is new there's less you know maintenance cost to them so yeah I was just thinking because of property sometimes being hard to find ask Kathy to briefly describe our new program started this year through a Brant that came to the county is the agent in place program can you speak about that briefly yeah we've help so far this year about five families um a lot of senior citizens they can't stay in their homes due to they don't have safety rails or bathroom issues you know Walkin showers or just the roof is leaking and they can't afford to do that so um we received some grant money from morison County last year $112,000 and wanted to you know rather than just build a a new house a year wanted to give back to the community and like hey they need 0,000 worth of work to to remain in their home so um it's been really successful so just an added addition to habitats work so thank you okay anything else Tim were you going to say something before no well I was just going to say there's there's a lot of different Avenues on ways that kids could be at the habitat site whether it's individually as a an employe of the contractor as an intern for you know the contractor Eric has construction classes right now um you know Eric could take the whole class over of course they're depending on how many kids register and and what time of year it was I mean there's so many different ways that kids could partner and and gain that experience of working on a habitat house that and I'm sure there'll be more that were developed if indeed this comes I may that Jim if they there is volunteer then then their supervision would be under our construction manager who has to be there whenever we have a volunteer there and sometimes we need to have construction manager when the subcontractors there too for different reasons so if it happens it's certainly going to fit the vision mission of what we're doing in CTE at the high school and provide us with amazing lab opportunity that doesn't currently exist and it's a good community service opportunity for our kids you know um it's it's sometimes baffling to sit down with a kid and look at a resume and write a resume you know when we get down to the hobbies and interests and and accolades you know some kids they don't have a lot to put on there you know they haven't been brought up to volunteer in the community they haven't brought up to volunteer at church they weren't in Boy Scouts or girl scouts or um and they don't have involvement in activities it gives the students a really good thing to put on their resume home volunteered at a habitat house um just it's just another feather in their hat moving forward and be great opportunity for our kids I'm afraid I talk too much but Mark would you please uh talk about the possibility of one of the buildings being used as for your transmiss program one the houses um well there's a potential for there's a potential for that that we could maybe house built over there that our transition program would use we haven't solidified on that at all but um that's a that's a possibility okay all right anything else other comments thank you thank you you thanks B thanks Kathy you're welcome thank you do we have to leave no no no welcome to stay no raffle take it's so good we're going out the door I just want to have remark I'm a member and we are very active at making donations to the school not only high school but middle school as well the Ice Fest we just donated $1,000 to the B fire Fest which was held in November and also we give to the backpack program and we also give to Mion we also give gave to the uh Shooters program $1000 and we just gave $500 to the brard t fall Hockey Association we want to keep that going because we also have oratorical program coming up February 8th there two students Brooklyn Vonberg and Samantha Vonberg we participa in oratorical contest to talk about the Bill of Rights in competition that leads the state and national competition they have opportunity to earn scholarships also we on February 18th and 19th as we did last year we have two of us there talk about boy State and girl State and few moment come in explain about boys state and girls State have to do it a different time thank you Bill thank Samy okay uh looks like next we have the superintendence report you can you can see how exciting it is to partner with people that are passionate about the work they do and Bill and Kathy certainly are um I want to talk just real briefly about the the finance and facility task forces that have been working behind the scenes um since November I think November December and now January and we've touched on this maybe a little bit in some committee meetings but we had a an initial large larger task force of community members come together and and learn more about what our district strategic plan is related to facilities and finances and it was a lot of just understanding more about the ins and outs of our school district we took that group of 30 people and we split them in half based on their choice Chris and I have led the finance side Mark has led the facility side Dan Doug and Mark have been a part of those committees so each of those subcommittees now have met twice and the finance team has heard from um Chris related to our district finances we've looked at enrollment we've looked at our budget and we also brought in for a second meeting our financial advisers from Ellers to take a look at how our district looks from a tax standpoint and then Mark's group has primarily spent time touring our district schools and Facilities to get a look at what it's like inside our schools those two groups are meeting one more time separately next week and the goal for both subgroups is to summarize their findings so what did they learn from those two meetings and then both groups will come together again on January 27th to present to each side regarding what are the key takeaways from the finance side and the facility side and then I would suspect probably one or two more meetings with that group just to dig into the topic a little bit more but I wanted you to know that that work continues behind the scenes and it's really exciting and uplifting to work with people who are engaged in that process and we we look forward to keeping you folks up to dat which is why I will recommend what like to recommend that I've had this conversation with Sharon a work session on February 23rd excuse me on February 3rd that's the Monday after this task force meets and we'd really love to have that be the key agenda item to share some of the findings not just myself but with Mark and Dan and Doug a part of this Chris and Mark deal will be there again just to heighten your awareness about what people are are learning you heard Bill mention icefest you've heard Sharon talk about Ice Fest a number of times just another plug for Ice Fest and Chuck willing and his family's work on February 15th and 16th that'll be here before we know it and thank goodness we have ice this year what did Chuck call it last year's was a beach yeah we had the beach party beach party no beach party this year and then the last item is is just a quick check-in about the district office final stage of the remodel next door so you know last year when we we moved the C to the high school and it's it's great to continually hear positive things from people about the partnership with the CC now being in the high school and and Bill who's been connected with the c acknowledging the fact that things are going well and and Tim's Tim's feedback is also pretty important so first and foremost that's our key reason why the district office is over here but as we finish the the final remodel for the South half um that'll include um finishing the superintendent's office um HR office special ed offices and operations offices so we're not sitting in large classrooms we're creating smaller office spaces and creating those efficiencies and again that has been a really positive thing and I know Kelly and Chris and Mark and I and others can attest to the fact of how important it is to have our team together in one location and we've already noticed how challenging it's been to be disconnected as we've been displaced in the past couple weeks just so you know um the business manager assistant business manager payroll accounts payable technology staff Lisa and Julie from Special Ed are all located in their current locations on the south end of that building everybody else has been displaced so Kelly has joined the tech staff on the south end of that end of the building uh myself I have setup shop at the middle school in Room 205 that's my temporary office Chelsea in HR is right across the hallway in this building with Community Services Lisa Suber our mtss coordinator is at limberg elementary Carol Potter our special ed director has moved primarily to the high school and Mark deal we're just not sure where Mark has all over the place shocking you got those old school buses he's kind of like The Lincoln Lawyer he just works out of some truth to that and then finally the the total cost to finish that building is about $90,000 and over 70% of that remodel is long-term facility maintenance money which is about one of the few budgets we have a solid fund balance in in our district so it's not not coming out of the general fund it's not taking away from teaching and tutoring and other positions in our district uh but again it it's being done to help support the efficiencies that we've we've established here with that that's all I have unless you have any questions don't do we need do we need a motion to approve that meeting for the work group on the 3D here tonight or action okay question any updates on any of those like grants that you guys have talked about last fall we forced Kayla grber to check her spam yeah and we have not heard anything from deed regarding the the grant to support our Child Care Program what other grants marks the lights the lighting Grant yeah so um region five is in their final stages of uh negotiations with the Department of energy and they hope to have all those contracts uh next week all solidified so that all of that money gets distributed in and we can start to move forward the solar Grant has been fully submitted now so it's just a matter of waiting for the final the final um approval approval from the Department of Commerce the State Department of Commerce for that one and um once that happens then construction can um begin later this spring on that so all good things uh region 5 is in regards to the LED lighting Region 5 is fully confident that this is going to get done there I mean it's it's more about dotting the eyes and crossing the te's right now I'm just making sure everything is the way the F would like to see it and um but we anticipate that that work will be able to begin in June on the way so um with the daycare we still on track to open open do we have a lot more applications like does Kayla need donations at this point to like help furnish and Supply yeah you guys laugh where we at with that Sharon brought in a bunch of I brought in quite a few tonight that um I'll do in my my re okay um we have offered contracts to the child care coordinator as well as some of the Lead Teacher positions and I've had the opportunity to sit on sit in on the interview for the coordinator position and just really excited about both candidates quite honestly and think we have a a wonderful uh coordinator that's been selected and they will start here the end of January with their training um the lead teachers as well we're really excited about the candidate pool in an environment where it's really competitive for employees I think we've we struck gold so to speak Mark yeah so we're on track to open on March 10th um we have a temporary certificate of occupancy right now and um the uh flooring throughout the facility is finishing up this week and will be done for sure next week and the areas where the flooring is done Chris Ma jurus has already started putting down the seal and the wax on it so that's all good so what we'll have after that is just the punch list items where the architect walks through and says hey you got to fix this you got to fix that touch this up touch that up and then um we have to get the appliances installed the only reason we don't honestly the only reason that we don't have a final certificate of occupancy yet is because the um the state plumbing inspector wants to have the plumbing contractor install the dishwashers instead of the appliance company but we can't install the dishwashers until the flooring is in the tile is in and has been sealed and and waxed and so um that'll happen that should all happen this week and I SK today I scheduled the delivery of those dishwashers for next Tuesday so we're telling the pluming contractor he can come in and do that and then once once he does that and he he proves to the plumbing inspector that I installed these um the plumbing inspector will give his final certificate of occupancy which then allows the local building official to give his final certificate of occupancy and so we'll be in good shape so we're almost there what the outdoor equipment for those guys well for that Grant uh um the playground area well Our Hope was to pay for for it with through the grant um the original estimate that we had um might be able to fit within the the scope of where we're under budget however um when we had that rain over Christmas it showed where pooling could happen and it would happen right in where we were thinking about that playground so you know the existing playground is well we divided that big space into two I'm actually going to get a hold of that playground contractor and say what if we moved this over to that spot how would it affect our pricing and then leave that current little fenced in area just as a completely as a green space instead so I'm not sure if that will how much that effect things but if we get that de grant for sure that was one of the items we were looking to pay for with that pay time we ended up with a pool now fenced in pool Splash Pad a very dirty Splash that's what the kids like okay anything else for CG all right looks like we got few more action items here um next item 25.3 the approval to purchase a special education Transportation B not to exceed $91,000 is that Chris or you can somebody Enlighten us a little bit here yeah so we we've had these discussions with the finance and facility team just regarding our the status of our our Fleet which is not very large but we have two smaller buses that no longer can pass state inspection we have another uh vehicle bus that is also not passing inspection and then we have a uh bus that is able to pass inspection that has some value they all have some value and you'll see coming up that uh we'd like to put those out to be able to see quotations but in the meantime we still need an IND District vehicle in Mark and Chris chime in at any time this van is an eight passenger van which includes a lift for a wheelchair which we really desperately need because those one of the other smaller Vehicles has a lift system which we can't use Chris the funding for this I know you you've got a great plan for it um so it is an upfront cost a $91,000 that wasn't in the budget however we're going to access because it is a special education B it qualifies for what's called special education depreciation Aid so we'll appreciate the vehicle over 5 years we'll claim the 20% appreciation each year so by year six we'll get all our money back from the vehicle and it'll be out hours outright um so a little bit of an upfront investment but eventually we will get the money back and stay Aid we have a van picked out it happens to be in Kansas City oh road trip they're expensive once the snow Storm's over but we would seek your approval to move ahead with that based on our needs in transportation and the funding mechanism that Chris described I'll make a motion that motion carries let's see then looks like our next item is an approval to seek quotes to sell the district vehicles that you just mentioned they're up on the screen the four vehicles Big Bus one bus one bus two and bus five you can see one's a 77 passenger another 29 and then 24 passengers um the amount of mileage you can see the big bus one has just 9500 miles it's in good condition we don't use it we don't have a driver that's licensed to drive a bus and would recommend that we put all four buses out for quotations for quotes Chris Mark anything to add the Big Bus the 77 passenger bus and passenger bus both require a school bus driver's license the two smaller ones are you're able to um as long as you pass the district's Transportation quiz and the district's Transportation um evaluation you know any staff member could potentially have driven those but as Greg said they do not pass inection anymore for the for from the um State Patrol somebody's going to buy those vehicles to repurpose them and turn them into work work vehicles I mean the frames are solid it's it's the body that's pretty much shot on those plus their age the state patrol does not like to have real old Vehicles out there on the RO students so I think mror planning to put a bid in for a Vikings party bus that'll be the 77 one the big one yeah okay so I am looking for a motion to so moved all right School District calendar for your review tonight we have both draft a and draft B of the school district calendar for next year um thank you to to Mr borgi and Mr dovis for spearheading the work on this calendar and if you don't mind Mr Bor if you could come up and just do a highlevel summary of some of the characteristics of draft a and sure so when you when you put the two calendars really side by side with each other you'll notice that there's five professional development days in August August 1 is designated as the first one because that's a flex day it allows staff anytime between August 1st and the start of Workshop to have one day to really get into their classrooms and uh get things set up so we can focus more of our attention on professional development during the week of of August 25th uh September first day of school of course is the Tuesday after uh Labor Day which is the 2nd so it's about as early as you can start a school school year you know in terms of the day of September which provides us a little flexibility on the back end of the calendar when you put it put together a school calendar um you notice that all of the yellow days are the professional development days so very much like we have this year we have a professional development Development Day in September on the 29th that's the same in both calendars the month of October is the same in both calendars uh the blue days no school days that's uh Education Minnesota break Anda and then again like we have this school year at all of the quarter breaks we have an early release giving the Middle School and High School uh staff an opportunity to close out the quarter and get ready for the for the next term so that's what the orange days are in the in the calendar I just have to note so next year Halloween is on a Friday and students get out of school early yes best Halloween ever spoken like a true former Elementary principal the kids get out they go trick- or treating and you don't have to see them the next day um there are some changes in the month of November between the two calendars um mainly the the time the the Minesota deer hunting holiday is the second weekend of November so deer hunting is the 8th in the 9th we have a professional development day on the 10th to benefit the kids we have a lot of students at the high school especially and some at the middle school that do take a significant amount of time off uh for the the deer hunting season um like we have this year um I think which was very well received by a lot of people is having Wednesday before Thanksgiving off that's the Green Day that would be our first trade day in the in the school calendar that are conferences scheduled throughout the year and the open houses in the fall that kind of compensate not kind of that do compensate that time that justify having those trade days hours for hours uh and then the big change then uh is the December Christmas holiday holiday break you can see uh really the difference between the two calendars do you have school on the 22nd and 23rd or don't you have school on is 22nd and 23rd um calendar a has two full weeks off for the holiday break beginning December 22nd you see New Year's Day falls on Thursday we're not going to come back for one day on on January 2nd so the back half of the holiday is really uh is quite clear and then when you look between A and B so we came back to school or or went to school in the 22nd and the 23rd that's two opportunities to place those days someplace else on the calendar and if I'm not mistaken I think one of the days on calendar B is like March 6th and then the other day is uh around the deer hunting yep is uh is on the 10th those are really the main changes or differences between the two calendars all right do we go to school on the 22nd and 23rd if we do that gives us two days in the in the school year to play with one of those days would be placed in November and the other one would be placed March 6 as just days off of school both calendars have um the last day of school being May 29th this is where your review first look um similar to you folks I know our staff have also received AMV and providing feedback to their building principles we hope to have you approve it in February do do we have any knowledge in regards to which one of the two the staff are kind of leaning towards their favoring at this time yeah I I know all the principles uh Mr dolas sent out the calendar and quite frankly he deserves you know most of the recognition for putting together the calendar him and I talk about it cuz I'm old and have a lot of experience about school calendars but he's the one that actually did the document so we chatted a lot about it and I provided uh an opportunity to for staff to give feedback there's more people leaning towards a but there's some people that like calendar B um 16 days off during the Christmas holiday is aot lot but there's also that thought out there is what really gets accomplished on the 22nd and 23rd with that high anticipation of of Christmas being on on Wednesday so um it's nice to have a couple days spread out in the calendar you know I personally be being at the high school would like that day off um for the kids um in November but uh and then the March date is just a a day to kind of break up break up the school calendar because once you get into April and May it's there's testing and and spring activities at the high school we need to be in school so on the calendar B with the amount of students that you have that like to take off for deer hunting would it be difficult to swap the 17th and the 14th for that professional development day cuz then they would have two days for hunting the students would without having to miss class class it's just a thought cuz I know I always really appreciate a deer hunting demo move the seventh to the 11th well the 11th or the 14th there in November yeah you know what I mean that would that would that would help those they don't have school for either of those though so the seventh they don't have school and the 10th they don't have school okay it's just the teachers have to go on the 7th yeah either way just thought yeah you're not going to skip though right I will you were sick that that's still acceptable my leave time all gets burnt up in October cuz I like to get my bow hunting in before rifle any other questions about the calendar like I said there it's really the two biggest differences yeah um and all of the principles are gathering feedback from the staff and okay sure we'll talk about that at a dist dist dad been meeting right now the high school is kind of leaning more towards the full weeks full two weeks of so a I would say as a parent that has little kids in the district having two full weeks off um and not having District daycare like the school age child the sack is not open that is really tough so if we go that way it would be nice if we could start having some conversations with with Kayla and the after school stuff to see if we can have some daycare available two weeks is tough for parents to get off of work to watch kids good feedback so uh she spoke very highly of those um interviews that they did for the dayare and Lead teachers and child care things so she's very excited about that kind of Echoes what Mr Johnson was saying um I met with Mr dois as well and he is feeling very good about where Lincoln is as far as Staffing and really being able to help all the kids they feel like they're finally kind of put together so that is going very well and then um last week we had an Little Falls Education Foundation meeting um this is the group the committee that I'm on where they provide grants to our staff um and I'm not sure if Kyle has talked to you there was a lot of followup for you um they are hoping to open the grant applications here like mid January so like really soon um they wanted to talk to you a little bit about timelines and make sure that it looks okay with with the staff and what they've got going on and stuff I'll reach out to them um it would be open for I think about like six weeks and then like end of February that we're going to get together and um start reviewing Grant application so it's going to go real fast um and then we'll be able to talk about you know who got the grants and such but they are moving along with grants we're very excited they had a lot of applications last year and really the only people that they were turning away was people that have just received grant money last year the Year previous uh and so that's really exciting that they're really jumping on the bandwagon to get a hold of those Education Foundation dollars thanks for being a part of that yeah super fun it's an interesting group it is y nothing to report nothing to report for me this um for myself um ice vest has already been mentioned when we have the workshop hopefully I will have the raffle tickets and I'm hoping each one of the board members will be willing to take at least one book and help it out remember the amount of money that ice test brings and gives back to the schools that's where all the money comes is back to us um Kelsey you asked about donations for Kayla um this evening I brought in um the two that were on the resolution for the acceptance of gifts uh was about $200 worth of brand new clothing from different businesses um that was collected that's given to the care closet and then the Morrison County Toys for Tots I work with the local coordinator of that and she had inventory left over and she had permission that it had to go to a nonprofit that works for kids so I brought in about $1,200 worth of sports equipment and um games and smaller items they can use for prizes things like that tonight and this is my second or third time that that's been able to happen so I've asked her to just send me a list too so I can put that out to some of these places and say this is what they need because after a while you have um a whole lot of one thing and I haven't had to buy those type of toys for a long time and one of them that came in was a Monopoly game but that Target put out special just for target it had the dog on it whatever his name is and when she told me what that sold for this year I thought oh yeah right I went online on sale they were over $50 a game wow so got some of those there yeah I think so the nothing counterfeit in there but um she was excited when I dropped it off tonight that another donation for that and I have one group that's putting together craft stuff and craft kits now to bring in next time so everything that helps the budget and that's pretty just ice ice best please put they really were short of school Heth last year um the person who usually rounded up wasn't available to do all all the phone calling and such so if anybody can help out at all on the 15th or 16th it' be very much appreciated okay do we nothing to okay
