This evening we have a couple of topics that I'd like to discuss being some of the resolutions and ordinances that are up for introduction this evening. Um the 11 00:03:40.080 --> 00:03:54.480 resolutions that are up this evening A and B are both for grant applications or grant contracts with NJ dot in order to secure some additional funding for our streetscape projects. The two sections are on Main Street from the Pekman 12 00:03:54.480 --> 00:04:11.439 Bridge to Olive Beastro and the other is on Main Street from Montclair A to Woodside A. Uh those are two additional applications that we're looking to make. We already have some funding for each of those projects. We're looking to secure additional funding to ensure that there is uh a hopefully no out-ofpocket cost 13 00:04:11.439 --> 00:04:28.720 to the municipality for completing both of those sections. We already have a significant amount of funding for each of them which will offset a majority of the costs. Uh but getting some additional funding to ensure that these uh sections are both fully funded would be an great win for the municipality and 14 00:04:28.720 --> 00:04:44.720 uh would continue our streetscape. So the goal is that within the next handful of months, we will have from the Pekman Bridge all the way down to Woodside A completed with our streetscape, which would be a great addition to the the downtown area right now and more welcoming for everybody who's traveling 15 00:04:44.720 --> 00:05:00.560 through town. Are there any questions on the resolutions before I move on to the ordinances that are up for introduction this evening? All right, hearing none, I will move on to the ordinances that are up for introduction this evening. new ordinances that have not been discussed 16 00:05:00.560 --> 00:05:16.160 yet uh here. And the first is ordinance 1544 uh which is an ordinance uh with commercial vehicles here in the municipality. And one of the things that I have noticed is in conversations with our police department, sometimes there's 17 00:05:16.160 --> 00:05:32.400 difficulty in enforcing some of the commercial vehicle uh language that we have in our ordinances. And sometimes the size of the truck versus the weight of the truck uh creates conflicting u issues that doesn't allow us to necessarily uh enforce the ordinance as 18 00:05:32.400 --> 00:05:48.080 we had anticipated or wanted. And one of the things that would allow our police department to have additional enforcement in ensuring that large vehicles don't remain on our roadways uh specifically commercial vehicles. uh would be a reduction from the current 19 00:05:48.080 --> 00:06:03.440 tonnage to a 10,000 lb weight limit uh here in the municipality. Uh it would certainly allow our police to enforce the intention of our commercial vehicle ordinance much easier and it would help clean up our streets and keep them safer. So are there any questions on 20 00:06:03.440 --> 00:06:22.960 ordinance 1544? All right, hearing none. Moving on to the next uh is ordinance number 1545. Uh this is an ordinance that we currently have in place for solicitation in the municipality and we have gotten 21 00:06:22.960 --> 00:06:38.639 some push back from some of the solicitors in town that our current end time of 5:30 p.m. uh is too early and it doesn't allow them to have a contact with residents who may be looking to uh have business conducted after 5:30. Uh 22 00:06:38.639 --> 00:06:54.639 we found it reasonable to propose a 700 p.m. start time uh rather than the 5:30 I'm sorry, end time rather than the current 5:30 end time. Uh but we've also gotten a lot of information from residents that a lot of them would like for the municipality to have a no knock 23 00:06:54.639 --> 00:07:10.080 list. This particular draft of the ordinance does not include the no knock list. What I'm going to suggest to this council is that this current version be introduced this evening as we have with prior ordinances to begin additional discussion on it. But I would also like 24 00:07:10.080 --> 00:07:26.800 to propose a revision to even this introduction to include a no knock list here in the municipality that a number of surrounding municipalities have that if somebody does not want solicitors coming to their home uh they can add themselves to a no knock list. And in the event a solicitor does appear at 25 00:07:26.800 --> 00:07:44.000 their home at all at any time, uh there are significant fines associated with that solicitor appearing at that resident's home. Some of the surrounding municipalities ensure that they are updated monthly and provided to solicitors uh each time that they come in. It is then incumbent upon the solicitor to ensure that they skip the 26 00:07:44.000 --> 00:07:59.759 homes where there is the for residents that are on the no knock list. So this will I think address two things. One is the people who may be interested in learning more about solar or Verizon uh to have the ability to do so when they're home. And for those people who 27 00:07:59.759 --> 00:08:15.919 have no interest in learning more about their solar panels on the roof, uh they can uh ask to be added or add themselves to a no knock list and ensure that solicitors don't come any time of day. Uh so this I think gives the benefit to both part or both directions uh with 28 00:08:15.919 --> 00:08:30.400 respect to solicitation here in Little Falls. Uh it is something that again I would certainly ask that uh the you know this council consider moving forward. Are there any questions on this proposal? 29 00:08:30.400 --> 00:08:47.040 All right. Hearing none uh there is a final ordinance this evening ordinance 1546 which is an amendment to our current fire department uh ordinance here in the municipality. Currently, auxiliary members are required to go to 30 00:08:47.040 --> 00:09:04.399 firefighter one, which is a fairly intense training to become a fireman uh within 2 years of being named an auxiliary member. And what we have come to find is that we have a number of individuals through the municipality uh who are able to assist in driving 31 00:09:04.399 --> 00:09:21.120 vehicles to a scene and perform other duties that auxiliary members can uh that they have no interest in ever running into the actual building or house or structure that is on fire. And by requiring them to go to firefighter one within two years of becoming an 32 00:09:21.120 --> 00:09:37.600 auxiliary member, we're essentially ostriizing some of the individuals because they're no longer able to continue as an auxiliary member or don't sign up because they know they have no interest in ever going to firefighter one. By changing the ordinance to say 33 00:09:37.600 --> 00:09:54.320 that once you become a regular member uh you will need to go but not as an auxiliary. I think it allows us to uh boost our our membership of our fire departments and our volunteer companies and allows individuals who have interest in assisting the fire department but not 34 00:09:54.320 --> 00:10:11.040 necessarily going into a a building. uh it gives them the ability to provide some services to the municipality and volunteer for the municipality rather than keeping them away from becoming a member of our fire department. Uh so that is what this ordinance is proposing. Uh the hope is that will help 35 00:10:11.040 --> 00:10:27.120 boost some of the membership while ensuring that some of the good members who just have no interest in going to fire one are able to stay in. Our thought creating it was that residents would benefit from uh tremendously from this uh service um as a result of going through COVID um because whether they're a senior or a a new new mother father um 88 00:24:33.039 --> 00:24:48.480 wanting either movies or books and things like that um that the be the residents would benefit from this service. So when we presented the idea of council councilwoman Kavitz and the mayor um you both shared your enthusiasm um and helped make it reality. So, I 89 00:24:48.480 --> 00:25:03.679 wanted to thank you, Mayor, uh, Councilwoman Havitz, and also the DPW, um, because they help they they drive the truck and help us make the delivery. So, I wanted to thank Ronnie and his staff, um, who make it all possible. The library at Little Falls is a lifeline to so many, especially to me. I've been a longtime lover of literature and the library. I took my grandchildren 91 00:25:19.679 --> 00:25:34.880 to those children's story time for years and enjoyed visiting the library with my late husband Tom almost every week looking for a video for the weekend. The library self has over the years the library staff has helped me reserve my favorite authors and has introduced me 92 00:25:34.880 --> 00:25:51.760 to so many new authors. The people that work there are very patient especially to me. This has brought me to the last couple of years. I've gotten older now and at 90 I don't get to the library very often, but their level of care, book recommendations, and friendly voices on the phone continue. The home 93 00:25:51.760 --> 00:26:08.559 delivery of library books and materials has made a huge impact on my life. I still get to call the library and to speak to some of my favorite people. And like magic, every Monday, the town senior bus arrives with new books and picks up the ones that I've read. Wonderful stories that help me stay 94 00:26:08.559 --> 00:26:26.799 entertain engaged. My friends in other towns are so envious of this program. Little Falls is so lucky to have such caring people that support these programs. Um, I would like to probably start off by the programs. Councilman H has read a couple of them. I think, you know, our goal at the 98 00:27:12.960 --> 00:27:30.640 library is to be inclusive um to everybody. Um, we also have a lot of people outside of Little Falls that join our library specifically because the programs that we offer. Um, we offer a monthly tea um where Jeffrey does some trivia and offers tea and and desserts. 99 00:27:30.640 --> 00:27:45.919 um the children's programs. We have the summer reading program coming up here in June. Um so if you haven't signed up for that, please do. That's one of our biggest events of the year. Um we also have a library of things like cake pans, 100 00:27:45.919 --> 00:28:01.679 video games. We have a whole section of videos um on DVDs. Um we also have large print books. Um and another thing we just did was re-uped our museum passes. Um, so things like the Intrepid um as 101 00:28:01.679 --> 00:28:17.440 well as some art museums. So, and it's free to our our um our residents here in Little Falls. You just come in, tell them what what museum you want to visit, and they'll give you tickets for it.
