and the January 9th 2025 closed session does anybody wow sorry wow approval of the agenda let's do that one first does anybody want to amend the agenda uh mayor um unfortunately um Tessa Melvin with David Ronan Associates was not able to make it tonight so um we don't need to have any discussion on agenda item 10B okay make a motion to approve with that change motion by Bava second second by all oppose motion carries there is no old business so let's move to new business presentation of a West Central San Good Neighbor recycling program check and the amount of $542 125 the Lonsdale area food shelf for recycling 36.1 15 Tons of material Taylor Williamson from West Central Sanitation uh Mr Mayor as you said the lawn sale area Food Shelf was a good neighbor recycling team during the fourth quarter of 2024 they recycled 36 over uh 36 uh tons of cardboard mixed paper um we have Taylor here tonight from West Central Sanitation and he will be presenting a check in the amount of $542 25 uh to the Lawnsdale area food showell yes thank you Cory thank you Mr Mayor it's exactly like he said 36.1 5 tons $542 for Marks here with the food shelf so we give this to him thank you appreciate it appreciate your your thank you um if you'd allow me Mr Mayor could I just say something about our partnership City and the recycling program absolutely okay thank you um so we've been here 5 years and and we're about to go through an RFP process and um I wanted to highlight the recycling program in particular it's it's not something we brought to town kudos to your town it's Unique to the towns that we service and it does a good job of funding nonprofits when we came to town we try and be good good neighbors you've come to trust as our model and so we wanted to try and be good partners with the city of Longdale and expand the recycling and then fund it more too and when we started there was a 30 yard box there for recycling I believe from the prior vendor and in trying to expand it we've now ended up today where there's 13 eight- yard dumpsters out there at mathun which is 104 yards and we pick that up twice a week um so it's quite an expansion straight to the the nonprofits in town which we're great to do and it's usually pretty full um and on top of that the RFP it asks how much does a vendor want to contribute per ton uh in that check uh for the tons collected and when we submitted in 2020 we submitted uh $10 a ton but we've been paying it at 15 since 2020 and that's gone unspoken I haven't drawn attention to it but I just wanted to let you know that we mean what we say when we try and be good Partners to your community so um just wanted to say that um you know hopefully I'm feeling pretty competitive hopefully we're the lowest price this this next next time around I just dropped off my bid here with uh administer Ericson um but you don't have to pick the lowest price by state law either you can pick the best value and so I I hope we've been good value to you I hope we haven't let you down I've heard good reports from like the Chamber of Commerce from Shana and stuff like that so and if if you've heard otherwise let me know you can have my number and call me whenever you want so that's all all thank you Taylor thank you so much okay consider approval to authorize staff to solicit bids for sanitary sewer televising and jetting Joe dorfield thank you mayor members of the council in 2021 the city began Hiring Our routine jetting and televising approximately onethird of the city has been jetted and televised in 2021 22 and 23 the city has now been entirely jetted and televised and the city can remain in compliance by simply televising alone and spot jetting and cleaning only the necessary areas um last year the third that was televised only required a few areas to be jetted and it was done inhouse by Public Works in one date uh the fiscal impact is $25,000 was budgeted for televising of sanitary sewers um and staff plans on jetting and cleaning the necessary areas again in 2025 for reference televising in 2024 was $8,495 um the Alternatives would be to not allow staff to solicit bids for televis and sanitary sewers in 2025 attached I have the bid packet that I'm on sending out to the contractors a map of the proposed work areas and then I have the door hanger that we hang on residents door knobs um prior to the work being done there are any questions I would be happy to answer otherwise staff is requesting a motion to approve staff to solicit bids for televising sanitary sewers in 2025 I think it's important that we continue to do this because this is the only way to actually tell the overall condition of our you know s over the years we've had a lot of issues with you know soil uh uh soil not wanting to support uh so we get low spots we have drainage issues uh then you get blockages and stuff so this is a way to keep keep track of that now with there's being less and less snow every year uh uh ground Frost is getting deeper and it's affecting the soils even though it doesn't get down that far so we have to really be you know pay attention to this so I think it's veryy important when we're doing this I'm trying to remember uh the water or the um the manholes uh ceiling I know they go through the same thing do we assess this look at the uh the condition of those dog houses and the those areas to make sure that those are still sitting good yeah so when they're televising sewer lines um they access every manhole um I get a report from them um condition of the structure itself with the last what is it three years now being droughts back to back to back um it's just really difficult to see any evidence of leaking um the city has been very proactive all the years that I've worked here with manhole ceiling um we have we're pretty much to the point of resealing ones that haven't been sealed before um I don't believe there was any in need of sealing last year and um I I doubt there will be any in Need for I just wanted to see if there's any value to you know not just televising the the horizontal but the actual vertical structure oh absolutely the whole system is assessed as a whole okay well then I'll make a motion to approve the solicit for bids for televising the sewers Mo by Piva second second by wor excurtion any further discussion yeah I just want to reiterate I mean it's ounce of prevention versus a pound of cure so it's important that we continue on this this cycle so we don't fall behind Joe um what's this coming out of um this comes out of our um 602 300 fund I believe which is Professional Services it's the sewer fund sewer the sewer fund Professional Services okay all right well uh any further discussion okay all in favor I I all opposed motion carries consider approval of resolution 2025-the December 12th uh 2024 council meeting and is a budgeted um item for 2025 we got great bids eight bids total so very competitive bids um with a range of 131,072 560 uh mcamera Contracting is the um low bidder and um this project um includes three segments of um areas that um have had failing um pavement conditions and we're selected to kind of fit within the budget that the um that was included for 2025 so the segments are Fourth Avenue uh just north of Birch Street um and just north of dogwood south of fig Street and then Birch Street Northeast from 8th Avenue Northeast to 9th Avenue Northeast and then a segment of industrial Boulevard from 4th Avenue Southeast um to the West approximately 325 ft so these were critical areas that um Public Works identified that um for the time being did you know does need a repair so like I mentioned we got really good bids bidding it early helps with that um and um we checked the paperwork that mcamera provided according to Municipal bidding laws and state statute um and their bid was 23% under the engineers estimate our estimate was um 170,000 375 and that's based on last year's bids kind of what we're seeing um for um historical pricing given the scale of the project but um again bidding it early you can really get um good bids last year's project bid a little bit later based on um decisions that were made on what project to do um and so it is a pretty wide range but it's dependent on contractor schedule and you know um different um factors as well in terms of approach to the work um mamera has done work in the city before they're reputable contractor they did the 2023 millon overlay project similar scope um and no issues with um any of their work in the past they were the most uh responsive uh bid as well and so um what we had in the specifications that if the council does award the project to mamera they would be need to be complete by June 27th um and then uh any punch list or final cleanup would need to occur by July 1st so we like to do that just to get it done early in the summer but at least provide some fle flexibility that they have enough time to do it where it's probably a two we worth of uh construction um one thing that and then you know if the council approves it once we work with the contractor on a schedule we'll send letters to Residents as we've done in the past just one thing to note um the millings will be um delivered to public works for the for their use so um that's something that's been done in the past as well if there's a need so as far as the funding um there was $214,500 budgeted which includes the construct best made construction costs along with the design and construction admin fees and so since we did get really good bids there's about $50,000 remaining um and in talking with Joe there there is a need uh kind of a priority to continue a mill in overlay on Fourth Avenue Northeast North from where we had it in the plans up to Fig Street um so in the project we took pavement core so that we understood the payment depths and kind of the Integrity of the payment to then determine um how much to Mill off in overlay there are some really thin sections of payment on Fourth Avenue kind of on the North End that we figured in the bid would need a full um depth removal and replacement um and so that's kind of factored into the um bid quantities along with a contingency if there's other um you know pavement issues after they mail you really won't know till after they mail in terms of the structure of that pavement if you need to remove more so since there is a remaining budget we're estimating about $50,000 based on the low bid um it is recommended as a priority to um complete 4th Avenue Northeast with the mill and overlay to Fig Street um and again we won't know till it's milled the um contractor do the contract does allow for additional work at the city's discretion um so we would if the council is in favor of that we would work with mcamera to kind of um work through those costs you know we're not anticipating it be more cost in terms of what they bid it would be more quantity but the unit pricing should remain remain the same um but we have some flexibility with that um the other area if there's um if it turns out and there's funding available would be bir Street between 9th and 10th and that would kind of finish that segment as well with the project um so those are kind of the thoughts and I'll just turn it over to Joe to give you some more background on kind of how these streets were selected and some more history on the um condition and maintenance of those segments thank you Shani um so I choose these areas number one with my eyes I mean we're we're on these streets every single day um we also have it's a PCI it's a pavement conditioned index it's it gives a rating to all of our streets it's a very useful tool um that not only helps identify the areas that need to be Mill and overlaid but it also gives us some justification um you know for the why not my street type of arguments um I guess the recommendation is to continue with these areas um you know they always say hindsight 2020 if we would have known that the bids would have come in you know I would have included these two extensions in the bid packet right away um it was just a a calculation of of what we could afford for the budget so um that I guess I'll hand it back to Shabani yeah so we have two um alternative motions in the um Council report the first is to award the Construction contract to mamera at the 131,132 is to award to mamera and then include those additional um Mill and overlay areas on 4th Avenue Northeast as a priority uh Birch Street as a second [Music] priority um in order to just fit the costs in the project budget so again the recommendation from staff is to go with alternate to um to include those additional areas on four as a priority and then Birch um just so long as we're not exceeding the amount budgeted yeah I mean Joel I I remember fourth being one of your biggest items bringing up probably last year you know and so I'm totally on board with getting forth all the way down to Fig um I feel like we're going to be dealing with it sooner than later might as well hit it with one run um I agree it's more convenient for the residents too to just have it all done at the same time that's disruption it also helps um with the pavement management plan for future maintenance of doing little patches here and there to have large areas can you remind me Joel was it was fifth the other street that you brought up there was so originally we had fourth fifth Birch um I I can't remember if there's any other ones um Fifth and Avenue I was able to fix inhouse last summer uh we rented a mill we probably notic we cruised over ran Acres the whole thing milled for about a week and patched for another week um it turned out great so we were able to really hone in on the areas that were really raveling apart sure so um if you don't mind com our work session can you I think you have you know your kind of Maintenance Road repair kind of study that you have you know that's how I found out about fourth a year ago yep or your schedule could you bring that to the work session absolutely all right thank you and thanks for all you guys do at Public Works and thank you Shabani so um if there's nothing to say uh I'll entertain them motion for whatever the council feels they want to do I'll make a motion to approve number two recommendation um for the amount of 131 626 and the additional Mill and overlay on fourth in merch within the budget motion by Miller second second by palava any further discussion yeah I I just want to say Joe I think the fact that the bids were so low well I shouldn't say so low the fact that the budgeted amount and the bids that we got back shows that you know you and your guys are are taking that conservative approach which is good and it gives us this opportunity to say okay here's our minimum but now we're able to expand so I think it's it it shows what a good job you guys are doing when you put these budgets together so I appreciate that um I think it's it's a real Testament to your department what all you guys do so thank you for that absolutely thank you all right any further discussion all in favor I all opposed motion carries consider approval of a quote in the amount of $1,345 198 submitted by custom alarm for the city hall access control system Joel Ericson all right included um this is part of the the city hall project security system um the toal total bit is 14, 345 98 there's actually uh two components to it um intrusion at the 15 3525 and what that does is uh converts the uh Communicator over to uh cellular versus going over the the fiber optics um the way that they there's a conflict in the way that they um transmit the data so we get lots of um false alarms um so in talking with them they said that that would would solve that problem and then as far as the access control the the big ticket item in it um this would be similar to the the police department uh it would provide 10 points of Access Control it would be four between the lobby and the um rest of the building and um four for the city council chambers from the rest of the building and then two on the um west side of the building there's two um exterior uh doors on the West Side um by installing this um it would um only allow the public to access the lobby um during normal business hours without um having staff escort you past that point uh similar to the way the clinic was um from the lobby uh during Council meetings the building needs to be secured so that the public um isn't just wandering city hall and then depending on what the council's desire is for use of the building after hours uh it would allow it to be programmed so that the doors can be unlocked or locked or unlocked based on the the use uh we wouldn't issue keys and staff would not be need to be present to lock or unlock doors after hours or on weekends so the fiscal impact uh total uh was the 14, 3459 uh the monitoring services are 10750 um those are that be fire and um uh intrusion um those are consistent with uh the prices that we pay for the liquor store and the police department and then Alternatives would be to not approve the quote and continue to have um security system communication issues um no security for staff uh during normal business hours and then no access control throughout the building or not approve the quote of 12,00 81073 for for the access control I did include the the proposal and a map of the building where the proposed Access Control are to be located and was this cost initially budgeted into the um City Hall remodel uh it was not okay but um there was a um con ency uh accounted for during the the funding portion of of the project and the contingency amount covers the quote yes is there going to be a conversation in the future about possibly adding cameras in there or does it currently have cameras in there that uh there are no cameras in there right now so are we going to have a future conversation on security cameras too or I I I wasn't planning on it unless the the council wants to to install them do you remember what our cost was on cameras at the PD you know I uh I don't I don't remember that five years that' probably be probably equivalent as far as if we're going to do it exterior interior you know sensitive areas I would assume it' be more just because building is larger yeah but it be it' be at least that we're not just going to put two or three if we're going to do it we're going to do the whole thing well what what was it uh 12 or 14,000 for the liquor store because we just did cameras for the liquor store this past year so I mean there's a good Benchmark for us so I think it was it was 14 yeah 14 to 15,000 I think to and that was for six cameras right plus the the uh no that was that was all of them so it was close to 12 20 cameras okay so I mean there's a and that and that it wasn't just the cameras either you know there was the installation and then the uh server whatever they use yep software and so yeah I was just curious so then that way you know if we have to make penetrations in the building you know maybe we can do it in one run cuz is it uh custom alarm that's going to be wiring everything up and taking care of everything or is it going to go to another contractor no electrician or um correct um the plants have the um access control so those are those are installed okay so you're basically buying the software and the training and all that stuff does this include the access control cards or fobs whatever we decide to go with yes okay and is a contract for the monthly amount so is not like five years okay are are those access cards or fobs does this system allow us to program those ourselves or okay good yep it's all online excellent okay because I know there are some systems where you have to go to the vendor for the the the cards to have them programmed and even to buy that might be another question Joel I don't know if we've thought about that or asked that um I I worked in this space of access control for a few years and you can buy your own media like the cards but some systems don't allow for that um it is a significant cost savings to buy your own if you can so if they and and it's not a thing that we need to answer right now to make this decision but you know as we go along if we need to do Replacements you know I've seen it as big a differences you know a125 per card versus $10 to15 per card if you go through a a proprietary vendor so um be nice if if we can have that that option if we can buy our own or you know third party I guess would be the best way to put it and as far as uh physical locks and whatnot I mean there still are there's still physical Keys uh has that has that been changed out or will be changed out lock cylinders and whatnot uh yes through the um there are Hardware vendor okay okay well I'll entertain a motion I'll make a motion to approve the quote uh by custom alarm for the city hall motion by pava I'll second it second by Miller any further discussion all in favor I all oppose motion carries all right here's a long one bear with me consider approval of resolution 2025-the fund 60 2 and the liquor fund 609 for reimbursement for the purchase of the property located at 1031 15th Avenue Southeast the former lale Clinic Joel Ericson right so the proposed resolution um is to uh as the mayor just stated um to to reimburse the funds that were used to uh purchase the clinic um those funds 150,000 for from the liquor store 900,000 from the sewer fund 500,000 from from water um and then about 280,000 from from the general fund um I guess it's really that simple it's just pulling replenishing the funds that that were used to purchase the city hall um don't know if you guys have any questions or or thoughts I just wanted to you know clarify because I know there was some uh Community discussion about it they thought that reserves meant savings account where the money was just s you know this was excess taxes or whatever that we just had sitting in a piggy bank and uh why are we borrowing money to replace our piggy bank when actually these reserves were to cover the expenses for the upkeep and the future maintenance cost and all the stuff for the all these different items whether it's sewer water whatever this is those are their oper their their backups uh you know we budget for um uh what's drawing a blank to the word uh depreciation you know that the depreciation is budgeted and all stuff to make up for this stuff so that's what this money is this isn't uh just savings accounts you know that we're just sitting on so that's that's why it was important to uh note that these aren't just EXT extra Revenue laying around so I think uh putting it back where where we borrow it from is an absolute great thing to do well most important thing is three of these are all Enterprise funds and then you got I don't know how much came out of the general but you had about 200,000 from the American Rescue plan act so but which I would like to have a conversation on is instead of just putting 150,000 in to the liquor store fund I say we take some of that money from the American Rescue plan and we put it back into uh that liquor store fund so I would almost consider putting 250,000 in the liquor store store and then just put a freeze on touching the liquor store fund just in case they need it for uh proactive maintenance and all this other stuff so um that's a thought you know so then it would drop the general fund transfer down to about 180,000 right is that what you're 179 yeah yeah yep but also I want this Council to pay attention to the money that's going into these accounts because I mean we were when this city hall was or this Clinic was originally purchased this money was not going to be replaced it was not until the bonding that we're seeing this money come back and so when we go into 2026 to go and budget it it's important that we understand you know and we'll discuss this during the work session about you know the bonds that we currently are paying on the 2026 budget we are going to have to look at how we can pay off some debt we can look at how we're going to kind of throw some of this money towards maybe the fire department's budget you know we have a lot of items that uh you know we need to be focused on and keeping tabs of the money that we put back into these funds would be pretty crucial to know so but I mean I don't know Brian maybe you could talk a little bit more about the liquor store funds since well I I mean one thing to note with the liquor store for this year there aren't any big projects budgeted for this year for the liquor store so I think that's important to note um you know we got I I don't know I don't know if you want to say lucky or uh um it worked out that we were able to replace the um uh uh rooftop units for the the heating and cooling system last year um you know the the liquor store fund again like you said it's an Enterprise fund um you know I guess the question would be we put the money back into the liquor store fund or whatever fund we're going to put it in um you know I'm I'm I agree with you I think it's important that we need to take a a breath and say okay let's make sure that money we've got in whatever fund it is is going to be there it's going to be um uh just leave it alone I guess is the best way to put it um in my mind I I mean we can move money around it money moves around right that that's easy enough to do whether it's in the liquor store fund or the general fund the question is which which one is most likely to be spent by being in that particular fund I think is is really what what you want to look at um you know again the liquor store fund sure it's a it's a good holding fund for for money um but it's also kind of our go-to when we need to transfer stuff because that's what the liquor store is is for it's kind of our it's a supplemental income it's it's our main Revenue stream outside of taxes and fees um so I I don't I don't know the best way to describe what the fund is other than it's a good fund for um funding things that aren't necessarily earmarked right um and again you know there's no big purchases or maintenance needed for the liquor store this year the ones that are on the dock and are budgeted for so any money that would go into that fund isn't going to be in Jeopardy of being used for a major project at the liquor store so we have an opportunity to whatever we put in there is going to hold in there right yeah and you know traditionally you know the liquor store fund has put in our amenities so much like you know the th course you know that had happened and um you know other items but I think maybe just putting an extra 100,000 in there just as a breather so if we do come across an amenity that we would like to pursue it's not going to be like a whole big big surprise when it comes to the liquor store fund yeah you know so that's why they say we got the funds and like and before like I had mentioned we had the rescue plan act that we put money from a grant into this into paying for that clinic so it's not like we're pulling money that we took out of the water sewer fund or even the liquor store fund we're just taking part of that Grant we're putting it back and we're just putting it in a new place cuz right now to be honest it was a it wasn't even out of her General well it would have came out of her General but yeah that dollar amount was 53,486 yeah but I mean throw another 50,000 on it you know but that's just what I'm kind of getting at is just in case there is an amenity that we do look at it's not that much of a surprise on the liquor store when MH you know we you yeah and I wouldn't even say amenity necessarily I mean the other thing that the liquor stores is has been used for is if something comes up that wasn't planned for I mean I know we've we've used it um to to uh supplement needs for the City Works you know or if we have something that breaks down that's not budgeted for and you know we you know don't want to run a deficit and have to look at a tax increase the following year you know that's our emergency that's our rainy day fund um you know what uh I mean is there any impact if we if we do change that from the general fund to another fund whether it be liquor water sewer I mean is there you guys are the council it's not my recommendation to use tax dollars to fund lale liquor sure I mean that's Enterprise fund yeah it should be self- sustaining and and support itself but you guys can do whatever you want this money going back inel doesn't have any impact on the budget this year right this is not money that's earmarked for any budget items the NOP it's simply to replenish the funds so you were not anticipating any of this $279,000 to go back to the general fund since Bond since agreeing to bonding you didn't have anything dedicated for that purpose right um that's correct no good yeah I guess I would just like to see a buffer when it comes to the liquor store fun but well and I mean I guess to that point as it stands with this if we don't change any of the dollar months going to other places there is a buffer with this money coming back in because right that's $150,000 at the liquor store didn't have and didn't expect so that that bumps it back up significantly um and actually to that point I know there was a discussion in the liquor store committee about that with that money coming back the uh it's still above the target for the account um so there's a target number that set for the account as part of the goal like this is where we want to keep the liquor store account number at that number is um achieved right so this is 150,000 above that achieved goal so okay you know this is above buffer either way regardless of whatever amount you you want to talk about in the liquor store fund this is a buffer for sure okay traditionally once we reach that that number we've been transferring it out of the liquor store to other departments you know utilizing it for yeah not just to take it out but there's right you know it's it's not a moving of of of from what I've seen in my time we're not moving funds out of the liquor store into another fund to sit it's uh you know we need something for the fire department we need something for public works so it's it's we have money we have a surplus beyond our goal now is a good time to um get those mostly needs right but sometimes it ends up being the wants right um you know if if we want to build that amenity that we haven't been able to because we didn't have it budgeted that's when okay now we have a surplus here and then we can can use that money um and I that that was the goal I guess of the liquor store when it was built right all right well but I I mean I to the point I think I really I do agree that I think preparing for what we're looking at for 26 by not going to the liquor store fund as much as possible even with this buffer let's get that buffer in there and leave it in there and kind of taking a pause on you know and I think we've done a good job of of getting what we needed up to this point um you know I I I haven't heard of and I could be wrong but I haven't heard from other departments that there's a lot of Big Ticket items coming this year so it gives us the opportunity to sit let that liquor store fund grow especially with this you know now we've got yeah additional interest that's going to come from this because it's going to be in that fund um you know and it gives us the opportunity to say okay let's let's see what the next year brings with you know these new bonds and then say okay well if need be we've got our rainy day fund and kind of look at it as a rainy day fund at this point as opposed to uh let's pick off a couple of the the um the wants on the list you know what I mean yeah well I mean with that I guess I'll resend what I was originally asking for so um if there's no further discussion you know I'll entertain a motion as presented so wish should by pava second second bya any further discussion I'm just trying not to push this button as much as I can because you can hear all the feedback every time I turn this thing on all right all in favor I all opposed that motion carries consider approval of resolution 20259 a resolution accepting a donation provided by the Londale fireman's relief Association in the amount of $2,500 to purchase a hose tester Joel Ericson right um the laale fireman relief Association donated $2,500 um to be allocated to the fire department to purchase the host tester uh Fire Chief Joe pumper was at the last council meeting um got approval to purchase this and uh received a $2,500 Grant from Taylor Family Farms I believe it was um so this completes the the requirement for getting all the funding to purchase it Services um created the uh attached uh RFP uh quick summary of it is uh soliciting proposals for uh Engineering Services proposals would be due uh noon on Friday February 28th uh all aspects of general and project management I mean essentially this is everything that city engineer would uh would would do for us uh design bid Construction Services uh prepare reports technical correspondence um maintain project information attend Council meetings respond to Citizens requests um and other General engineering items the selection criteria would be demonstrated experience and qualification of the assigned Personnel to the the city uh performance on similar projects as indicated in the RFP uh the capacity uh to timely and un budget achieve projects and then uh consistency of engine in staff uh the proposed schedule would be tonight approving the RFP solicit um advertise and email it out um tomorrow or or Monday proposals as I said earlier would be du the 28th uh week of March 13th a council would select firms to interview if desired and then um conduct those interviews either the week of March 17th or uh March 24th and then uh April 10th would be um the date for the council to uh to consider and approve a contract uh the fiscal impact of the city that would just be the difference in the hourly rates that are proposed and negotiated to uh Alternatives would be not to solicit proposals continue working with WSB our current city engineer uh since uh early 2004 and then uh included with the staff report uh is the proposed RFP for comprehensive Engineering Services uh the council has any questions or desire changes be happy to address them is this one of those cases u i I believe because it's Professional Services we don't necessarily have to go with the lowest bidder that is correct you do not I would say basically comes down to uh the relationships um is is the big thing and all the firms that would submit would be capable of of doing the job just comes down to that Comfort level feel didn't work upsetting the Apple card over a th000 bucks or whatever you don't want to make a mess off of that so I'll make a motion to approve the rfps for professional civil Legal Services Joel all right um as with engineering uh at the last council meeting staff was directed to draft uh an RFP for uh Legal Services um based off of the the RFP um um it would be only civil services it would not be criminal uh we currently contract with the Rice County Attorney's Office for for that um limit the proposal to 12 Pages um the firms would be required to um as far as background number of attorneys location malpractice claims uh list of any uh current contacts at other cities that we could use for for references uh any conflict of interest in being the City attorney um do they have they represented or do they represent any potential developers or you know anyone that we would um have to use legal services for qualifications identify the specific attorneys to be signed to the city number of years with the firm availability of attorneys and then the current workload uh it would be all civil matters ranging from employment to code enforcement uh proposals would be due at noon on February 28th and then um you know since we could have you know two potential rfps and interviews and in review um just left the the selection process vague as as to be finalized in in March or April of of 25 uh over the last several years I did include how much we spent on Legal Services uh 22 was 11,900 23 was 7500 and last year was 7,800 um it could fluctuate substantially more it really just depends on on how much we need to use the the legal services unfortunately what what we've come to realize here over the last um 3 to five years is City Hall used to be able to send a letter and you'd get compliance uh when that didn't work uh we involved the the police department uh that worked for a while uh now unfortunately we have to get our City attorney involved to uh achieve compliance so I we've got a work session coming up on next Thursday and that's a conversation that should be had by the council as far as you know enforcement and you know what what are the expectations of of that so uh the Alternatives would be to not solicit proposals for legal services and then uh included with with the staff report is the the RFP for civil Legal Services Council has any questions or would like to make some changes or want something added to the the RFP be happy to address that we've been with the current attorney now for what almost eight years remember seeing that in there oh yeah it was six years ago six years ago 18 something like that okay when's our um our contract do we do we renew annually with Rice County for the the criminal side I believe we two years I had to double check okay because I remember we've had the conversation so it was last year I remember having the conversation because the uh dangerous dog piece was added to motion carries discuss determined topics for the Thursday February 6 20125 city council work session Joel eron uh again at the last City Council meeting the council um approved scheduling a work session for February 6th um since then or even prior to that but prior to and since then um just been thinking about you know items to to discuss um you know communication ordinances I I was talking enforcement um you know new ordinances review ordinances design standards um we have some some pretty stringent design standards when someone builds a house as far as the number of Windows uh different types of siding roof pitches uh how many uh bump outs the front of a house has uh cannabis uh we have to get that done in uh early 2025 uh off street parking Planet commission uh has been reviewing that since July uh we do need to update uh our garbage ordinance and then any other ordinances that that the council would like to to review a Cod code enforcement like I said uh parking blight shipping containers that got brought up uh a week ago or so uh conditional use permits and other agreements that um people aren't complying with and then this was talked about earlier Street uh in utility maintenance priorities um update the city's Capital Improvement plan that was something that was budgeted for 25 uh streets uh continue with Mill and overlays uh the street Improvement projects um got um some recommendations in our comprehensive water study as far as a water tower um locating that or a sighting study the size of it Highway 19 water main Loop uh between 8th Avenue and 15th uh another thing with that would be um if I remember correctly there's if you shut off the valve at industrial and Willow Creek Drive that essentially shuts the water off for the whole Southeast side of town so that'll be another reason to to put that Loop in so all the Willow Creek the business park if that valve had to get shut off no one would have water my house your house uh City Hall signage this is something that the council is going to have to address here um relatively soon as far as the type and design we want a monument sign out there building signage uh the flag Poes um maybe not is it's certainly timely but certainly not as important as uh development and the type of housing that the council uh wants to see densities uh in the past developments paid for itself um is the city willing to consider uh providing assistance to developers or increasing densities uh open space and trails uh revisit our city parks and Trail plan um I've got a call out to the County engineer to discuss the stonei trail into the big speed development or how how that is going to continue to the north when that is developed uh water amenity big topic lately Economic Development just priorities of the council uh marketing the business park uh quick trip and then um Main Street then any other items obviously we're not going to get through these in in one meeting but we need to start I think with a kind of an all-inclusive list of discussion topics and then just kind of pick through them based off of off the city council's priorities yeah and plus I think it's extremely important um that the council relay your guys' goals and priorities and objectives uh not only to staff but advisory boards so I know um the initial discussion was you know staff department heads but we did um let our advisory boards know about it so if they um choose to attend they certainly can yeah and they're definitely welcome to the conversation too and and this is just to really reiterate this this meeting we are not all we're going to do is say do we agree it's nothing that we are passing it's nothing like that so it's very much trying to get our priorities right and really just all of us work together so I I think Joel you did a great job laying this out um and I'm sure there there'll be more things brought up so um I'm sure there won't but other items will be quite long um well if you guys know what they are that' be great uh yeah like right now right now I think we should approach this from from a perspective of not necessarily thinking we have to get through all of this in one shot either no because I I think oh there's only way that's going to happen yeah I mean to Joel's point that we get through too I'll be happy it's important that we convey okay not just convey but I think I think the bigger thing here is I know Jo keeps saying convey our vision but I think it's important for us as a council to not just say you know it's our vision right it's you know we it I'm I my Approach personally with with this work session and any other work sessions that we have coming is to use it as a listening session because I'm not gonna I'm not going to expect the police chief the City Works um administrator you know the city administrator to necessarily say here's what I think you need to do in the place that you work every day and I come and here once or twice a month about what you're doing and pretend that I'm the authority on those areas so I'm going to be listening as much as as I can I mean are there things that I I want to convey sure absolutely but I I don't ever want to pretend that I know better than the people that are doing the job every day so I want to hear those priorities and uh um you know just kind of look at okay what's going to work what's going to work now what's going to work for next year because I'm not looking at this as a one-year thing either um so tonight what I think we should do is star the most important ones for next week and then decide how many more do we think we're going to potentially need I don't know if we necessarily have to answer that question tonight but well I I think that we I think that we should absolutely answer that question because I think the design standards the development and the utility are the first three that we should knock off the conversation because we got the Bigsby location that's coming up and they need feedback big time and uh so I mean as far as blight too have I mean well but but what I'm saying here is I don't think we should pigeon hole ourselves to say tonight we have to know how many works session we're going to have right because we're not going to know how long these conversations are going to be until next Thursday night then we're going to get an idea of how long each section is going to take potentially I'm just saying from the purpose I think you have to assume you're going to have five six seven of them yeah have a lot one for each you know but as far as this next meeting I think that we should really hit development uh design standards utility because I mean Joel i' I've heard you say we need to start giving direction on this we're looking for it in our advisory boards too prime example planing commission well the chicken or exactly which we should have that conversation to uh you know on February 6 as well so I mean is that is that a I don't want to say a time sensitive thing but you know you're saying you the B the Bixby uh property issue yeah absolutely but you know we're also looking at City Hall signage that's a priority I mean we're going to be supposed to moving into that place in a few months we got you know we got to figure out we're going to do with that so we're GNA have to we got we're going to have to figure out what is actually timely Yeah well yeah to that point that's a great Point Scott um City Hall signage I think that's an easy one just put it up there first thing knock it off the list I think that's going to be an easy conversation but where I'm coming at is let's mark down the priority like tonight so then that way we can do the research and have the conversation because like Joel said if we can get through two it'll make him happy and i' like to make Joel happy once in a while I got most of the stuff already but yeah yeah I agree I think development the time the the things that are time sensitive are are absolutely all right so the sign I think the Cannabis was kind of a Hot Topic and people are anxious about that too is that something we can have more information ready to discuss at that time as well cuz aren't people looking to expand their products or Jamie maybe you have more info about it you want to read the laws it's a lot of pages um State's going to come in and they're going to do the compliance checking we have to make sure that we're not selling the miners that the building's up to code it's in the right area so it's not somebody applying for their house although there are four houses in town that are classified B1 I was wondering on why that is anybody know the answer to that one uh future land use future land use y so are we going to say hey that's a resident and tell them no we can reevaluate the um uh the the zoning map as well there's some along Highway 19 and maybe just north of this area here I think we're going to have to do that anyway with you know the suggestion of density right for the developers and it's uh yeah Jamie's saying is on our zoning map there's some properties that are residential yeah I know but we can just kind of hit that and once we did motion uh well there'll be a public hearing and oh okay to uh amend the official zoning map but Jamie's exactly right it's it's zoning Stuff hours of operation uh fee um so we've already talked about at the staff level that we're going to have a proposed resolution for the ne or I'm sorry ordinance for the next Planning Commission meeting okay it's not only the cannabis for Edibles infused it's also manufacturing it's Vape places it's green houses it covers everything there's like at least six different licenses and there's more than that I'm sure well I think even even before that though we we have to decide what to what level we want to allow in the city right because we can say all right we're going to allow a retailer or two retailers or you know just we can set up we can set those limits as far as I understand from from the statute we have the authority as the municipality to set those limits um it's one licens for every 12,500 population so if Rex county has 60,000 would they say could issue five licenses and if they had uh or not even issued because the state issues them they just reviewing them um if the if there was already five licenses in Rice County we would not have to issue another one right that's that's the minimum they have to issue correct yes yeah so but unless we put a moratorium on it right right yeah so you know that the question is okay do we want to just stick with the retail side of it do we want to um because I know that other other cities have had this conversation with with businesses and they've said we're open to large scale operations building in our business park to to grow you know so we're welcoming green houses do we want to have that you know is that something we lale want to say yes we would be open if a greenhouse came to us and said we want to build here whatever do we want do we want that I mean that's part of the conversation before we even get to the zoning we should decide how far down the road do we as a city want to go and I think that's part of the the development conversation so um you know I think development absolutely should be top on the list um of things uh but Joel one question to the Cannabis since we went down the Cannabis Road sorry asked me is why I said I'd bring it up down the you know the green leafy road yeah exactly um it says here this needs to be done in early 2025 is that like a self-imposed like we want to have it done by the beginning or is the St because we're receiving phone calls regarding it so we need to get something in place okay I just wanted to make sure it's not like the state sending a a deadline on us this is this is our our goal we want to have this done correct perfect on to that you know there's other there's a couple other things like you know Joel brought not at this meeting but you know uh he's been getting lots of calls about uh parking on Main Street yep uh we're getting lots of issues because everybody wants businesses downtown we have businesses downtown and now everybody thinks that the parking spot in front of their business is theirs and you know so now we're we're having issues with that so um know how how is it how is this addressed or not it's just it's a public roadway and you know you know that's that's get there's complaints you know this is an ongoing thing so um we're going to have to deal with that well as a former Main Street business owner in another town um there were like parking restrictions you could like 30 minute parking in certain areas 2our parking so that you didn't have like residents parking in Prime business areas so is that something we want to look at we we don't have that problem it what it is is people they want the convenience you know and they they think well if I have the storefront these three spots in front of my store are for my customers well it's a little bit deeper than that um but we can discuss that business owner employees yeah it's a little bit more than that but you know that's that's you know that's that's an issue now you know South Main is still there's plenty of empty spots but nobody wants to you know ask anybody to park down there and you know walk you know if you if you worked at Target they have you parked all the way to the outside end of the parking lot it would be the same distance but but you know small town yeah exactly so you know this is you know been getting an earful on this that uh you know since there's been food trucks and stuff down there now it's creating chaos well yeah we right now everybody's in legal Conformity but it well yeah so I mean we can't really enforce a whole lot because County R well I think I think the thing we need to be careful of tonight right J yeah all all the only parking restriction we have on Main Street in the business district is just no parking 2: am. to 6: a.m. or 7: yeah and then the alleys the alleys we do have some to say right in the back of the building uh we imposed that parking um 2: a.m. to to 6:00 or 7: a.m. and that was for residents so they wouldn't park you know so if they did have apartments up above their uh building they were required to provide off on site off street parking parking and I'm I'm not I'm not saying that we need to make it more restrictive but this is something that you know people are saying what what are you going to do about it well it may be the discussion that this is this is the way it's going to move forward it's it's first come first sered yeah but to the to the point you know I mean we've had some situations where you know like you said there's a food truck or uh people are modeling and they've got dumpsters on on the street so now we're talking about some of those spaces and I think that's the Catalyst for some of these these calls and these these people um bringing the issue to light you know because now we're we're removing some of the the parking there but I think the thing we need to be careful of tonight is not to go too far down the road of the discussion that we should be having on Thursday correct when we have more of the stakeholders here with us um but so from my mind I guess if we're going to pick a top three and hold through two it's not just picking top three but it's if there's anything else that's not on here that you no I'm talking about priorities for so let's start there I in my mind well Joel had asked earlier was there anything else you know because we said item F and you said oh I'm you know there will be something and you did too but and then he said well what are they are was this you just saying we anticipate there's going to be other things that's that's me anticip but I'm just I'm letting the table if they want to add something in right now is the time to add it and then we can move on to pick of the priorities okay okay I have one I want to add um I would like to do another community survey um because the last one was done in 2016 2015 and there was only like 383 responses and our population and demographic has um shifted and changed a lot since then and it would be great to get the Public's input for things that they would like to see um like the previous survey but add and change as needed yeah is that all that you um for now but I know I'm just anticipating as well that there will be more things that come up as we get moving along Jamie do you have anything you want to add well eventually we'll need to discuss the chicken ornament well that's on your so oh I expect that to be discussed because I'm we have a we'll have a planing commission meeting I'm assuming before our second work session yep is there anything else you'd like to add that's not currently on here I'd like to take care of what the city hall wants done first and that we can take care of our own issues because we're holding up stuff for the city and that B Be development's been ever since I was a little kid they were going to develop that area and that's not 10 years that's a lot of years you're not not we' met with the developer twice um we reached out to him uh fourth quarter of last year and and said we have so many we only have 15 Lots left so you guys want the only game in town or do you want competition because something's going to happen um so they said we not would have even looked at lawdale if for another 3 to four years so I'm anticipating the concept plan here uh any day and out okay have they looked at the land behind Dale and Nancy kenas lately sou on Garfield um that is owned by um two brothers and uh in my conversations with them uh at this point in time they have no interest in developing all right they may entertain offers but it's from my conversations with them they don't anticipate doing anything anytime soon all right all right how about you Scott uh nothing at this point um I'll pass back to you yeah I thought of one more thing here now that we got going um it was brought up several times over the last I'd say six months um just longterm expansion planning for the city um you know one thing that that uh uh Tim had brought up a few times that I really kind of resonated with me when he brought it up was future business bus Park you know once the business park is full where's the next spot for business development um you know and I I know he had talked about you want to get ahead of it because of the amount of time it took for our current Business Park to come from idea to fruition so I think that might be something that we might want to add to this list about future commercial development where would that be you know yeah that kind kind of stuff I do recall there was a little bit of that in the comp plan thanks for bringing that up because that that is one thing that we should really be going back to is that comprehensive plan to maybe even amend it to I don't know if we can change it comp plan 2050 if we come up with a lot more items but yeah you certainly could review the whole thing I mean it's you know coming up on 10 years old updated and I I think right now to to really go through that so put on the list yeah we'll we'll add them together but as far as this meeting goes here is that something that you want to bring up because the survey will take you know 20 minutes are you talking about for for this six February 6 is that something you want to bring up right away or is that something that you rather kind of put on the list and then just I think it should I think it should be on the list I mean you know but where's where is it on the priority that's I'm getting that well I mean I guess my question is how do we want to approach this do we approach it by because we've got six what is it six we've got six categories here yep we've got ordinances code enforcement do we want to take them by those categories or do we want to pick and choose pieces of each category to discuss in each one because I could see an argument to be made about let's focus on a category but there's then other things the time sensitive issues on on other categories are going to fall off I think I think if if we addressed issues from all of them whichever is the most time sensitive be that so this is kind of how I view it right so right now I got City Hall and I'm not looking at what is highlighted under that or at the item number I got City Hall Parking um I think we should definitely hit the capital [Music] Improvement density uh type of housing for development City assistance yeah I think City assistance needs to be pretty high on and then we are going to have to talk about this quick trip and marketing of the business part yeah so I mean if we look at it from that standpoint you know that next meeting we can hit the Highway 19 Main Loop because of the fact that we're in winter time even though it doesn't feel like it right now but I think we should have a game plan for you know at least Joe's sake so then that way he can be prepared for it and how we plan on doing that but that's just kind of what I see is let's hit the immediates and then let's kind of if we have additional items we want to bring up you know I say we hit those additional items first so I think throw the city hall signage is that what you mean after we get done with the priories is that what you mean when you say City Hall City Hall sign City Hall we should go through it yeah um and then the parking because that's been a Hot Topic right now but just to give direction let's just look at Facebook happenings and pick the topic I'm just kidding careful do not govern by social I'm just kidding La enfor does not work why is government no I know okay well um for the sake of uh everybody who's going to be attending outside of the council do we want to set like a a Time limit on that meeting on Thursday to say we will not exceed I mean just I mean yeah I agree I mean right now it's 8:20 how much how much more time do you think you can go tonight well that's what I'm saying I mean with with once we dig into these topics I mean that list right there I don't think we're going to get through honestly that's fine um that's fine but at least we're hitting the imate things right right but I mean I think that's that's that's an ambitious list and I think there's going to be a lot of discussion about those topics alone yeah so like 20 minutes a topic to start with well I don't think it's it's I don't think need to have a deadline for yeah like keep things moving we W later than CU I see the Cannabis conversation being a long conversation like a truly long conversation where the city hall one's going to be right and same with parking and you know so I would say kind of those smaller items and we could say this do we agree it's a small item and if we agree that it's going to be a small item we can set a timer for 25 minutes yeah but I'm I'm thinking like so we you know we set a hard stop at the end of the night so we can be respectful especially at the staff's time y 9900 p.m. like a 2our session so does it matter to 7 o' or 11 o' to me yeah but Cory here Cory's got a long drive Mr Mayor this is a very important uh di advisory boards uh met with Parks we met with planning already thank you for attending uh this is a very crucial discussion that we need to have y so all right 1:00 a.m. that's way past my we do have to be man in the morning that's fine and I think we'll get an idea of where where our efficiencies are going to be in these discussions as far as you know what what we need what we really need to talk about in them try to stay on on task and not yeah I agree get way off okay well Joel do you feel kind of content with that y City Hall uh chickens parking development survey Economic Development Quick Trip business park I got the survey um do you have cannabis on your to or is that for the next one that's really just zoning you know where do you want to have these businesses yeah you know what about you Joe is there anything that you want us to discuss right away at that meeting I guess in my uh preparation for this um I've kind of taken my priorities for each of the four departments that I oversee and I just wanted to tell you guys the challenges that we're having the successes that we're having and the direction that I would like to see them um head to prosper okay um this list that Joel gave is is great and um yeah I'm confident we'll we'll get through public works okay what about you Corey uh thank you Mr Mayor and council members um you were there at the uh planning and zoning and Parks um chickens cannabis but I agree with Joel I mean um the office of cannabis management already has an ordinance format and it's more more or less about the zoning where it's going to be located one in town it talks about special events approvals the application um so but maybe touching on cannabis just because I'm bringing that back to Planning and Zoning uh next month um um chickens um and uh that's going to help a lot but we can't forget the park board here too um I know that uh we we had our uh annual housekeeping meeting we had the election that night uh we talked about the 2020 um five projects that dornfeld covered um but uh at that meeting it was also like hey where are we going to go for the rest of the year so I know that um it's something that we should discuss I know that fireworks came up or a special event uh was a was a discussion item so um yeah that's what I would have to save right now okay yeah I think maybe we should leave some time within the who shows up right if we have a lot of people from the parks boort show up I think we absolutely give them the time they made the time to come so we adjust based on that for sure um and not just Parks but any of you know the library board all shows up we should give them the time but just to make it clear that majority does mean they're going to dominate every meeting no yeah if they think well every meeting we show up we're going to just talk about our department oh no no no no it's it's a uh you know if they make the time to come we hear them out and then incorporate that into the broader discussion well I kind of want to Echo what Joel said my goal with this when I was um talking with Tom about it too is I'd like to see it as a what's working what are the challenges and what are your thoughts like how can we work together together you know and so I wouldn't want one group to just come in thinking that they're going to take the whole meeting time you know I want everyone to be respectful of everybody's um visions and goals and challenges so that we can all work together and not overdominant and take advantage of these meetings together um we don't need a motion to get so I mean if there's any more discussion um I'd like to kind of move on to other business I think we really did a good job having a conversation on that so I appreciate all of you just got to get the first one out of back you know then we'll know where we're at yeah this is all new so um let's go ahead and move on to uh other business so we have the department and Council reports so Joe dorfield I'll start with you uh thank you mayor members of the Council um with the sun shining bright and the temperatures warming up we were able to come out of hibernation and we've been cleaning brush up at the disc golf course we had some problems with some beavers on one of our main storm Outlet ditches that goes south of town um next to the hell rout property if you guys are aware of that um the beaver dam was on city property we got that removed and then we took down all of his ammunition that he's building his Bieber G with a poor buddy so um that's been kind of a problem about 10 years ago they were really aggressive yeah really plugging up our storm sewer system so you're saying we need a beaver Farm now no we we need Nate weisenberg no um the last two days we have been at reac Nature Preserve um so if you're walking on the path to the South it's the woods on your left hand side just getting the Dead Ash the Dead all the dead out um in two days I got to say I I once again just blown away by what the guys are able to do with a couple of pickup trucks and some chainsaws those guys Blow Me Away um had the street sweeper out today cleaning up some of the extra salt sand that's been spread on the roads this winter um getting ready for the scoreboard to be installed got some some things on order getting ready that should be installed next week um while it was cold uh we took the opportunity to take our lunchroom office and bathroom and we put some fresh coats of paint on the walls clean it up a bit um and then Scott has been doing some in-house body workor on our 2014 F-150 getting into the rust and cab holes he's got Niche for that um I attended with our lead water and wastewater operator Jordan plots we attended a um seminar informing us of lead and copper rule changes you know I got to I got to hand it to uh Jordan there's really nothing surprising um he's really on top of his game um we're already following the rules that the Department of Health is recommending um the first leg of our chloride variance is in play we have the chloride reduction plan submitted to the mpca um it consists of things to put online on our website some sampling and just methods of education for the public to reduce our chloride impact um those are all Sitting In Limbo just waiting to hear back from the um mpca on if we get a thumbs up for a goal for those um we had to replace a booster pump in the Water Treatment Plant um that serves our HMO which sequesters the radium that is in our water and the annual filter maintenance is complete which means both pressure filters um consist of eight total cells the cells are completely shut down one at a time and gone through top to bottom completely emptied out all the medas checked filled topped off and then cleaned again so that that's a big check mark to get off the list um no surprise to you guys but we're lost our ice again so um that goes on and then we're talking about the number of lots we had two sewer and water installs this week um so it's getting to be when I first started here those were a majority of my job and now it's few and far between so it was good to get out in the field and talk with those guys so that's all I got for you guys thank you Joe how about you Shabani just to update on the booster station rehab project which is that um provides High Press water to kind of the Southwest area of the city um PM companies is our contractor there is um still a delay in the control panel um which is the one component component amongst others to be replaced with the rehab um the latest is now it's looking at March 5th um we have been talking with the contractor along with um automatic systems which um provides controls for the city that's a designated company to see if there's other options they've worked with a couple of suppliers but there's just been delays and so we have a contingency plan to talk to the contractor that um you know by March 5th if that panel is not delivered to the site um they could potentially start with the um replacement of the other components and then just kind of retrofit um the system to keep it running on the existing switches until that uh panel comes on board but more to come on that in terms of you know start date in in our plan but that is the latest that there's another delay so um it's it's a pretty um erratic thing some parts are available some aren't and I think Joe can attest to some of the experiences he has and his discussions with automatic systems as well on other things they provide to the city um but we just are pushing them to keep checking with their um uh suppliers and kind of give us some other options but that's that's what we know for now there is a panel Builder called uh BW systems in Minneapolis and they do pretty tight turnarounds so just a suggestion the panel is 90% complete it's one got you might have it that's that's what automatic systems is working towards right now is I I called him last few days in a row Todd whatever whatever we got to do so he's looking into orders that jobs that are have a deadline past hours to see if he can rob their parts put them in ours and when our parts get here give them back to them type of situation sure but um yeah I mean we really sorry but we can't like dictate what supplier they use you know we're working with the general contractor but autom automatic systems is the designated um vendor for the city so you know we're their customer so they need to look at options like that yeah all right well thank you Shabani how about you Joel uh reviewed the job description template for the compensation study um worked with the fire chief um on the fire department budget we've got our fire board meeting uh Monday at 6:30 and that'll go to the Council on the 13th for for review and consideration of approval uh working with the city attorney on the uh purchase agreement for the sale of the PD um Fara City Hall project um there's still a few mechanical electrical and uh Plumbing items to get uh completed um HV back uh they're raising the sprinklers they're framing some sofits in the uh the counil chambers uh they are mudding and taping I'm anticipating paint maybe even tomorrow or or early next week the uh rtu on the top of or on the roof the curbing they're working on that tiling the bathrooms the week of February 10th with mill work uh slated for mid-march um processing snow Wizards payments and working with them in Bryce County on some type of Crossing through the big spe property like I said earlier to um connect to the north uh liquor committee meeting on Monday Tuesday night excuse me audit starts the week of February 10th excuse me garbage rfps are due tomorrow and uh we interviewed a police officer today thank you Joel how about you Corey thank you Mr Mayor and council members I've been working with the city uh administrator um in uh reviewing some uh templates or for the um cannabis uh can or uh cannabis business related uh ordinance uh been working with the city administrator on uh uh conditional use permit uh violation uh lately uh website changes constantly and then um forming the community the 2024 Community Development report uh we had the Planning and Zoning meeting uh yeah this week already uh and park board so we have new elected uh chair and vice chairs thank you Corey Brian um Library board met on the 15th um so uh which happened to be the oneyear anniversary of The Great Library flood of lale so anybody who has not had a chance to go in there and check it out yet what a difference a year makes um you know the library did post some nice pictures on Facebook before and after but if you haven't been up there anybody watching from home if you haven't been up to the library yet please go check it out they've done a great job um today they got new computers or they should have got new computers I guess I haven't confirmed that they came in but they were new computers coming in um game night started this past week that's going to be a a monthly thing uh hopefully they get a good turnout for that now with the uh um checking out of games being available at the library and then a big thing coming up is the book sale uh really need some volunteers for the book sale so if if anybody's got some time they want to help out it'll be February 20th through the 22nd um times will be Thursday the 20th 2 to 6 Friday 10 to 6 and then Saturday 10: to 4 this is the biggest fundraiser for the library um and since it didn't happen last year because we kind of had a flood we're hoping to make it a big one this year so if anybody's got spare time to come up and volunteer for that the library board and and the staff would really appreciate that um and I will leave I'll leave Eda excuse me I'll leave that for Scott because sure the well all right thanks Brian how about you Cur um we have the parks meeting on the 27th and it was a great meeting um we talked a lot about the 2025 projects that um Joel is doing just a great job with um being on top of what we need done with the weed control uh the mulching for the park all of that um The Mulch will be done all of this year uh talked about the JC concession building getting remodeled um with improvements um we talked about um the ice rinks how they were good but then the unseasonable weather has made it very challenging but good job when the weather is favorable for it um and then we did discuss um bringing back some fireworks possibly like July 3rd or 4th um depending on probably not this year because we won't have enough time to plan anything but in the past we have had fireworks um and a community celebration um and it ended back 2019 was the last year for that and the volunteers who were running it kind of retired and moved on and so looking for people who are interested in um contributing to the community and bringing back an event for the 4th of July and then we have our Lor meeting next week so awesome thank you krie how about you Jamie well Planning and Zoning met on Monday night we got two new Commissioners Tim cash and Mike Kan first discussion was about onsite storage and off Street on street parking how they've been reviewing it since July then came the big chicken discussion three against two for one of those May lean the other way but we can just direct them to go that way and then they just discuss the Cannabis ordinance and that's going to be a Hot Topic yeah that's all I've got thank you Jamie how about you Scott uh as Brian said Eda met last week um it was the or two weeks ago actually I'm sorry um and it was the U uh forming meeting for the year um so uh Lord prgy took the uh president position Brian uh accepted to the BP position um we did we had an update on the uh Eda small cities development Grant um as far as the the homes that we going to uh that are using the funds to get updated to uh for efficiency and safety uh there was also a donation um made to that fund uh by FR and Banks so that money is it's in addition so it stretches the project f so um we uh reviewed the Eda bylaws just making sure that we're adhering to what what they were supposed to be um and then uh kind of covered 2024 uh year in review in preparing uh what the report will be to come back to the council uh next month so that was that in a nutshell and then uh thank you all for attending the chamber dinner the other night that was uh that was a lot fun i' never been to that venue before it was pretty nice the food was awesome uh entertainment you know if you know it you know it if you don't you don't but uh it worked you know but uh yeah so it was a it was it was nice to get to see people outside of the the formal uh setting so thank you all for support of the chamber thank you Scott and yeah that was a great night for sure um we uh I think it's mine but uh you know I want to thank Joel and Brian for being there today uh interviewing for the police officer um hoping for some some good news coming in um I want to say that I was on kche on Monday and I made a mistake uh I talked about the Library story time hour and I said 10:30 p.m. I meant to say a.m. but give me a break please and then I I do want to thank the library because they goated me this little gavel right here cuz I didn't have one before so thank you to the Lono library and then the Lono Legion also invited me to spend some time and speak about the community and it was for their Third District midwinter conference and was super well attended I I don't think there was a parking spot even near the legion that day so thank you for allowing us to do that thank you for having it at our Legion and we're ready for you to open up and then congrats to munes for business of the Year through the chamber um and my and my number two pick for that would have definitely been rail 19 and thank you to Jason and Lori Graves for being invested into londsdale and the amount of work that they put into I I think even the chambers excited for their street dance that they'll do this year for Community Day and and have a the day before so other than that I got nothing else just been kind of really busy and so of all of you and I want to thank all of you for you know putting the time in and and really doing the research and doing the work so thank you um our upcoming meetings are February 6 2025 at 7: p.m. that is our work session that we were talking about earlier uh February 13 2025 at 700 p.m. and February 27th 2025 5 7 p.m. so other than that I will entertain a motion to
