the October 21st planing and Zoning commission the Planning Commission held the public hearing for the prelim final plats for the LA sale Business Park uh fourth edition uh everyone within 350 ft was notified of the public hearing uh we did receive one phone call uh from those hearings or those um mailings excuse me nothing specific to the the reason for the public hearing just an update on on the advanced exhaust Solutions project uh there was no besides that any written or verbal comments uh submitted prior to or at the the the planning commission public hearing the commission did review it basically the only change is uh change in the legal description from the uh Outlaw B lawdale Business Park to lawdale Business Park fourth edition and it was an outlaw so it has to be pre-planted so it has a a lot block and a they haded a AES Edition and I'm like now everything out there is lville Business Park the next Edition so they did make those changes it contained everything that was in our zoning code regarding plats again there was no written or verbal comments the Planning Commission discussed it reviewed it said it was a great project and they motioned to recommend approval of the lawdale business park fourth edition plat Jo said we had it at um planning zoning and there weren't any issues that were brought up with it so with that I will we approve resolution 202443 my Council K second my Council any further discussion all those in favor I opposed motion carries consider approval of a fighter service contract between the city of londsdale and Aon Forest Webster and Wheatland townships Mr thank you mayor members of the council uh included with the staff report is the proposed fire service agreement and options for uh cost allocation formula uh the city and townships have been discussing this uh since the the February meeting um after that February meeting uh got the the sample document that was put together between the league of Minnesota cities and the Minnesota Association of townships um for a a basis of a document to move forward uh drafted that uh drafted that up made some revisions to um how we've done things over the years what the board has talked about in the past uh Incorporated those uh items I was presented at the August meeting and there were a couple questions on what variables should be included in the formula um really if population should be included or not so the the townships brought it back to their their respective boards and then we had a special meeting here last week on the 22nd and reviewed it again as well uh in addition to the the or included in the the service agreement um there's three ways that the costs are allocated options one and two um were included in the sample contract it's a three-year average of call volume per jurisdiction uh market value which is uh right now the only variable in the equation um for to split up the cost allocation currently and then vations that has since been been removed by the the fire board the the main difference between option one and two are the year of the valuations 24 or or 25 uh this was discussed again like I said at the the meeting last week and uh the board motioned to approve the the proposed agreement um accounting for not including population um and then using the 2025 value or or the most current year valuations is is what we do now um we're always a year ahead um so back last at the last February council meeting almost a year ago the council would have approved the the 25 budget at at that time uh like I said after discussion um by the fireboard it was agreed to use the current valuations I I said 25 for 26 budget not accounting for population is a variable uh and then having the agreement U be a term of 10 years the fiscal impact to the city right now we're paying between 35 and 37% of the the fire department budget and that is proposed to increase to 45 46% uh the resulting increase it's about $50,000 to to the city um our CAU just strictly because of the call volume being incorporated into it and just having the population this is where the vast majority of of the calls of the fire department responds to uh altern Alternatives would be to not approve the proposed agreement or bring back some revision to the the fire board and then as I said earlier the uh agreement is included as an attachment if there's any questions I'd be happy to answer them otherwise I would make a recommendation to approve the proposed player service agreement has it traditionally been a 10-year agreement or was it shorter term than that uh historically 10 years 10 okay yeah the conversation was if it should be a fiveyear so you could have an opportunity to to review it at that five years and then extend it for another five and I said as long as we're going to base our Capital outlay expenses on a 5year term sure you a 5e agreement and base everything off of 10 years okay and all Town board's in agreement they're all correct yep think we need to enter into agreement that they're all on board we should be on board as well and we'll be appr the fire service contract between the city of lville air and Forest Webster and weatland townships motion my Council kada second my councilman palava any for the discussion all those in favor I opposed consider approval I have a code submitted by McQueen for a 2026 sl27 Pierce freight liner pump truck in the amount of $771,000 welcome sir I like the sweatshirt man we reviewed we assembled a committee to Rev together I think it's definitely a need this is a 30-year anticipated lifespan the shortcomings of learn how to preserve right right and it said that this is a threeyear turnaround is that what I is that what I wrote on that uh correct 36 to 39 months yep and speaking with um the salesman uh last week I said so we're going to sign this agreement and then in six months you're going to say oh it's 43 um and he said no they've actually been on schedule with the timeline that they've been proposing are they locked into this price as well for the 36 months or are there escalators if certain things happen uh correct it's locked in that's a good thing wasn't that something that just got truck the truck I think if I remember right truck they ra they wanted to raise it yeah was a a tanker actually oh that they were um incurring cost and if it got above whatever they sent a letter of that day that we were going to have to be responsible for the increased cost we never received an invoice we were also given the option to cancel the the contract as well and we don't have to make any payment until delivery that is correct okay and then that gets funded completely from the uh we have a fund set aside year after year for that this isn't this isn't anything that goes on to uh bonding or anything correct this has been set aside yeah so we got a capital all fund for the the fire department um it's been saved and I think what did my staff report say I think through 25 or 400,000 allocated to this to this truck so so you have the remaining three years to to save for it yeah okay or at the same time it could be bonded for too at you know at at that time but the plan is to pay cash for yeah okay just wanted to verify we definitely need this uh to keep our Community safe and our firk fuers able to do their job so I'll make a motion to approve the quote uh for the 2627 Pierce fire truck for 771 186 and I'll second that motion by Council palava second my council person F any further discussion all those in favor I I oppos motion I I oppos motion carries thank you sir now you're [Laughter] done consider approval of resolution 2024-the the execution and delivery of lease purchase agreement and approving and authorized execution of related documents Mr thank you mayor members of the council um this agenda item was presented to the council at the September 16th meeting um at that time PA Donna of Davidson was here and reviewed the the two options um that are in front of you tonight uh option one is uh the remodel Construction in land reimbursement it would be both the tax exempt and taxable uh issuance uh not to exceed 3.5 million the true interest rate um on the tax exempt is not to exceed 4.75 and then the the tax true interest rate for the uh the taxable is 6% option two is the the remodel construction only and that is all tax exempt borrowing uh not to exceed 1.55 million and a true interest rate not to exceed the the 4.75 uh these are authorized by state statute 46571 the bonds are used to make the the annual rent payments uh the terms of the bonds are years they do have a a level they structured level so basically The Debt Service payment is about the same uh every year and then any any bonds payable after February 1st of 32 uh can be called for for redemption in part or whole we've also got other documents the the ground lease the lease purchase agreement and Trust um US Bank would be the the trustee essentially the payments pay the the rent these are we will be getting a rating call done um it's expected to be lower than the city's current rating of a double A minus just because these are um subject to the annual appropriation the council could say nope we're not going to appropriate and then if if that did happen which I wouldn't recommend um then the um the escrow fund um that is is a count ordance project would be used by um US Bank to make any payments on to the bonds until they could find someone to to purchase the building uh continuing or Contin education continuing disclosure every year um the proposed timeline um you here the October 28th present the finance plan summary options and consider resolution 2024 44 uh next week rating called due diligence week of September 11th reive the the rating and official statements released week of the 18th uh we would look at selling the bonds uh get the bond purchase agreement signed and then closing uh the week of November 25th uh by approving the proposed resolution the council is author authorizing Davidson to solicit proposals for the purchase of the bonds on behalf of the city uh authorizing the mayor and City administrator approve the the sale of the bonds um and what that means is basically going to the options not to exceed a certain amount not to exceed a certain interest rate um approving the other related documents authorizing the mayor and City administrator to execute such documents agreeing to police payments subject to uh termination by the council enter fiscal year um agreeing to not pledge the full faith credit and V vorum uh taxing powers to the city agreeing not to take actions that would make the tax exempt bonds taxable uh agreed to comply with Arbitrage regulation contining disclosure uh and then agreeing that if the mayor and City administrator that they would not be approved uh to signing documents after December 31st of this year quick summary of what is in front of you and at this point you just have to decide how how it's going to be financed right so the question is if you're going to finance the whole thing or the discussion was going to be to use reserves to pay for the purchase and finance remodel correct is that the short answer right correct right right what are our reserves making now with percentage approximately um a little over 5% I think there's some discussion last Mee that some wanted to pay cash from reserves or we wanted to finance I think that's why we tabled it to tonight's meeting well I know I I talk to somebody else that deals with this you know pretty regularly with for larger municipality and they said that it's not only the you know we we talked about in here Bond rating goes down if we borrow but if we use the reserves it effect effectively changes our bond rating too yes so we not we have less money in reserves and we have a lower Bond rating which is like a double whammy right you know so uh that's why most cities or you know entities agree to finance the whole amount because you're protecting your your reserves you know it's that adage well I can put a lot down for the car and keep my monthly payments low but if something goes bad I don't have that Reserve there so um and we are you know we are making money on on our reserves if we put it back so it's going to take a long time to replenish I think2 million you you sy in fact we should pay cash you still feel that way or well you know based on the amount that we have in reserves I honestly think that it would be to not add additional death serves um you know we've got some pretty big projects moving in the future that are going to Warrant bonding so that I believe would be better served to take on debt service for things like a water tower for the infrastructure for this based on the fact that we have those the number I believe was $10 million in reserves it's not a huge our reserves by paying cash fls I think in the in the interest of the taxpayers that's in my mind the best option is to to use reserves to pay for remodel as well um you know we've got some some big things coming to town you know we've got AES so that's going to bring in additional tax revenue so I think the back filling of those reserves is going to be quicker than we're looking at today we get more housing in based on ases coming in again tax Rue coming in higher than we're anticipating today I would prefer to save bonding for the big projects oh yeah you had said the 10 million um in reserves you know I don't think that's not technically where all this money would come from you know that's that's including this sewer the water right yeah everything just like when we bought the building yep right yep so I mean when we did do the liquor store 20 plus years ago um we borrowed that money from the sewer fund and we did pay that back with interest you know I would assume that would be done the same way with this Joel if if if we did not borrow the money and we borrowed a little bit from the sewer a little bit from the water that would be paid back with interest as well yeah I guess it it really depends on what the council wants to do if that's what they would dedicate um uh Enterprise funds for or or um Lev it to X and and replace it I'm of the thinking to cash for the purchase and then bond for the for the remodel just to keep the number lower and I where we could be making money on the know return on on what is excess but and that's why we didn't do it last time yes here we are again right so we have we have to decide um I I think you know I brought up to him obviously being in business that uh cash is generally king um I I I still think you know you can Finance it and and still come out ahead because your income will be greater than the the expense of the payments um you're not burning up your cash because like you say you got future future projects um but that's not to say you can't bond for them too you're 100% correct I I think uh Kevin actually hit the nail on the head to say $10 million is a little bit of a fallacy because it's not nearly that when you figure it's you that includes dedicated funds to like you said the water the sewer you know all those kind of things um which some of those funds are somewhat e marked for those projects like the water tower right you know so that I mean I I think you know because it was kind of interesting after that meeting well people running around well you got $10 million in the bank well no that's not the case you know it's it's dedicated funds and all departments and all those kind of things but I I really think you should you should Finance especially since we're coming out ahead on um the interest income I I think but that's not to say that we you know we certainly have the capacities to pay cash um but that I mean that just from my years in business and experience that you know cash seems a king and and you know Banks don't borrow money to people with no money you know but had to keep in mind too you know we we can't bond for every project we'd like to you know like Trails we cannot bond for that you know there's certain things that we can't bond for right um right you'd hate to handcuff us now and not have enough in our reserves to do right some of those things well and then if we if even if we did split it we we take the hit on the bond rating because we we've got a bond we take the hit on the on the credit rating because now our reserves are have you know gone down so then the interest rate on that borrowed money for or on a future bond is going to be higher than typically well generally it dep it depends on right if you're if if your if your credit rating is lower you're typically paying a higher interest well but we take a bond rating hit with this type of bond as well that's one of the things that they told us the last yeah but I think he said that well there there's two different ratings there's the bond rating and then there's a a credit rating right but they specifically said we take a bond rating hit with this particular Bond it's a leas bond um right you know one of the questions I have and I guess the you know I don't know if we're going to get the answer what's the hit for each of the options if we pay cash what's the H yeah I think you said he could he didn't know op that's it's a secret secret Bank M yeah and well currently I mean the rating is going to be currently what would you say half a point is that what the we're going to go from doua minus to yeah is that what you said I think did you Paul say that at the meeting it would yeah it would go I think did you say to a a minus or a no go minus 10 A Plus or what however that works something like that but right we've had we've been up to that double A minus for quite some time but I I think um you know I think the time is we have to decide tonight just one way or the other we got to decide you know yeah I'm sure they want to get started on work right right I'm sure in the long run either way probably works out yeah you know I mean either way you're getting paid for you know right right one way to look at it too is you know if we would bond for all of it all the current residents are paying for it and future residents you know that are going to use this building right reserves you know that comes from somewhat in the past you know yep I I understand those AR well we should decide that somebody should make a motion one way or the other otherwise I would but I'm the mayor and I guess I would I'll make a motion for to just bond for both retirement of Public Works worker Charlie Peters honor about November 30th staff reviewed the job description for Public Works worker uh there was just some very minor edits um took out some duplicate items that were in there some grammar errors and things like that um we made some um changes to allow the description to cover all four departments um better there there's no major tasks added um or deleted from the job description uh there's no fiscal impact to reviewing this job description and attached is the job description with the redline version U if you guys have any questions I'd be happy to answer otherwise recommend you approve the um revised job description for Public Works worker is this does this come into effect at all I'm trying to remember with our comparable worth study as far as job descriptions uh it'll be reviewed then as well okay for consistency amongst all the Departments and the different positions not just own okay I make a motion to approve the job we're looking at um in in discussions with Mr Peters um looking onor about November 30th as as his last day typically takes about six weeks to fulfill a position by the time we get approval uh get it advertised conduct interviews and get to council for a conditional job offer uh by filling the position uh we'll remain at seven full-time employees in in the public works department uh at the time of this staff report there were five similar positions posted on the leag Minnesota C website um you see that pay range was on average uh you know 2853 to 3565 um just given where we have employees currently positioned on our pay scale um looking for a starting salary of 2533 uh we'll post it on the city's website the League's website and then also social media uh funds were budgeted both in 4 and 25 for this position uh anticipated cost is a little over $80,000 which includes wages payroll taxes and and benefits and then included with uh the staff report is the uh proposed job posting and then similar postings that that I've received from the the week website have any questions staff would recommend uh that staff be authorized to advertise the position of Public Works worker Council wmer second by Council K any further discussion one question sure we are anticipating having this person on board before the end of the year you everything uh correct yes okay so this person would start at this wage um typically we have raises as January 1st is he going to come on board get a raise the next week uh Cola it would go into the new pay scale but not a step okay I like the boat an accounting uh technician one um basically adding uh a staff person at City Hall um which again brings us back to the Staffing levels um that we had in 2009 um so basically worked with uh the current staff um to reallocate responsibilities for uh accounting tech one this position two and then the city treasurer um so specific to to this position uh in the absence of of our new position um would conduct all functions of water sewer billing and then assist with u AP and AR and then help the city treasurer with the audit process uh payroll uh this employee would be responsible for 100% of the the payroll process uh reviewing time sheets cutting checks U making payments also coordinate with our broker and employees on insurance changes Insurance changes excuse me uh assist employees in coordinate with work comp claims and then um every year we have a work comp audit to make sure that we're paying what we said we pay our employees um building permits just provide basic general assistance to Residents that that come in and then coordinate the uh can the refunded permits with uh staff uh General greet residents maintain files uh in the absence of the accounting tech one uh schedule use of the ball fields the parks ice Rings things like that other tasks as assigned or apparent and then um helping at the liquor store or at least the city hall portion here uh calculate and pay the monthly sales and use tax uh spreadsheets daily receipts and then um acrs and complete the the monthly forms that that um the manager gets I getting uh the liquor store committee uh there is no fiscal impact to approving the proposed job description um and then just like the Public Works worker and all job descriptions um they'll get reviewed with the consultant and the employee and Department had um have a paq basically a questionnaire that the EMP uh position analysis questionnaire paq um to make sure that everything's accounted for and we can ass set what we want for minimum well for everything right but um tasks minimum qualification desire qualifications things like that unless there's any questions staff would uh recommend approval of the a job description for accounting technician to so my K second my councilman clava any further discussion just a question so we're just approving the not it's it's Britney it's her position oh we're just okay I see okay and then yeah since she's not doing Utility Billing this new position is now I've got to come up with a couple hours to do that so it's taking more ownership and and uh helping rele some the TKS for Tammy and gotta okay so that that that helps me understand um so with the new the County Tech one you said it brings us up to the Staffing levels we had 2019 2009 2009 which what was that six uh what we making recommendations to make conditional job offers to uh Scott Thompson and then also um Emma right here yeah you go first so what is it Cass uh cassid jansi uh both interviewed well um in discussions with uh the interview committee or the liquor committee felt that they would fit in well wanted to to work um and would be a good addition to to the staff down there okay firstly Scott all right thank you mayor members of the council um our current contract with West Central Sanitation was a 5year agreement uh end March 31st of 25 so um I don't think anything has to be done now with this but um did want to reach out just because you know depending on the timing based off the timing that we did last year we did uh everything basically January February cards got delivered March 23rd I believe it was for a 4-1 start um mean at the time you're having one meeting a month so it did get tight um but just wanted to to throw that out there that that is coming up and at some point here whether it's end of this year or January at at the latest um council is going to take some type of action on on what the city's looking for for a refu holler is it an exclusive contract is it issuing three licenses um obviously both of those have their their pros and cons um but those decisions do need to be made uh prior to the RFP being sent out well garbage collection Lono is cheap I mean really cheap if you look at some of the surrounding cities I I think just for for the history of this in in the past we've we've had one hauler just because we didn't want all these garbage trucks running around the streets you know you have dicks and waste and you know and so then we were um that's that's why we decid on just having one refuge and prior to this it was waste manag vender prior to to who we have now I I think the question would be um if if you know we decide to change and put out for bids I I think then we have to you know commit to being a fair bidding system we don't want to go through the process of putting on for bids and all by the way we're just going to use West Central anyway then we're just wasting everybody's time and then we we will we look bad as far as that goes so I I think that's should be part of the general discussion you know if if we want one or maybe we do want to open up to to anybody but like I said then you have you know you'll have all kinds of trucks running around town everybody from to pray to fairbow to to whatever and we we've done that you know obviously to protect our streets you know especially in the spring of the year you know some of the soils here haven't been the best and well at the same time you know over the years there would know uh when we were with waste there was a lot of complaints about uh customer service right that was that was a big issue um West Central came in blew the doors off everybody with the price and from what I've seen their customer service I nothing's perfect but it's been very very uh very good plus the recycling program yeah they they do a good job do that also but it it was you know overall that I guess I'll say the complaints have been minimal compared to uh to you know predecessor right and at a at a reduced rate yeah it's amazing you pay your bill for par down there and it's dumped right that simple well even on the commercial side too right it was night and day uh you know I I know that's not a factor in this but when I was looking for commercial service it was a completely different game right so then I mean if if you know if you want to explore that Avenue then I I suppose the step would be for Joel to reach out to us Central and see what you know what they would you know increases would be for the next fiveyear contract or or yeah we definitely would needed to find that for sure right right but I don't think it'd be unreasonable to put it out for bids for for other companies also right and then if you like I said then we should commit to being Tim minded yeah I I'm not opposed to that I just was you know there was there was a lot of uh you know graveling afterwards that you know uh you know they were they were too cheap they weren't going to do good or whatever right I suppose the starting point then would be just to see what they're thinking we can bring them back to the council and then at that point just say we extend it or we open up for bids and what what is what is a consensus about having one Haller as opposed to just anybody oh I think it's exactly what you said it really comes down to you know having two or three Chucks folling each other around town right um because you got three different providers potentially on on one street yeah and then what days of the week that's everything you could have you could have three different garbage days right so then you've got you know and then you got if everyone's doing their own recycling truck you got six trucks running around on the streets I mean they could they'll come from the pr they could come from fairbolt you know plus the big one well just the confusion for the citizens to there's days that people don't know what's going on now it's is the one you know so the question gets asked I mean that's not a critique on anyone but if you got this on THS and that side of Town's on Friday and these guys on Wednesday and just adds confusion F I'm glad you brought it up but I suppose that would be a starting point just to see what they're thinking or what they could propose and then we can bring it back and then decide if we're going to I mean I I think personally I'd like to see stay with one holler you knowe need to go for bids it needs to go for bids we we've done a lot with repairing these roads right to just say hey let it open it up right I I think our long-term Road plan is going to get sped up very quickly right right well yeah the commitments to the one holler my recommendation would just be to advertise and solici Bs you don't want to try to reach out to them get a proposal just go right why why not why not ask for three are send out for bids now I mean instead of even asking them is that what you're saying can we can do that too doesn't right um so the contract expires in April I think you said do you want us correct yep and last last time it was about uh you know from being advertised to CS here few months okay so I guess my point that's question I guess would you would you start now or you wait till January then before you would start the process uh if we're going to have more than one meeting a month in the first quarter that probably is sufficient but I kind of wanted to get the right what you guys' thoughts were on right number ofers you know that all has to be done leading up to that and then right so I think then if we are going to actually authorize then you're probably going to want want some type of motion right is that what you're or do we just want to uh no I'll bring back uh okay if the consensus is to reach out to West Central absolutely right well it sounds to me though that we're going to put it off for bid with one Haller right is that say I think so right so I wouldn't be opposed to getting started you know November but you know if it takes three months we get ahead of it you know and it's a courtesy to the the contractors too right so if let's say West Central isn't the little bit right now they they know right and they got time to coordinate picking up their their cardboard container picking up all you know I mean sure I think you know it's it's a business courtesy to them to give them time to get all that in place and the new contract whoever that may be to get it out there's a lot of logistics involved with this right right okay okay do you have what you need there sir that concludes the planned agenda onto Department reports Mr dornfeld thank you mayor members of the council um bio solids are planned for Wednesday and of course we have rain coming on Wednesday so day um you know if it's if it's a day or two late it's really not the end of the world if anything is probably a blessing and disguise to soften up the ground he's been having some issues with his equipment with the hard ground um guys have been working on getting those trucks in for DOT inspections booster station door um the roofer showed up for our maintenance shop today um unloaded some steel but they discovered they built the pallet wrong on the semi-trailer so that is why there is a semi-trailer at our shop they have to directly unload it from the trailer um other than that just trying to keep ahead of the leaves with street sweeping um the lead inventory um is completed and reviewed and accepted by the Minnesota Department of Health um just so you guys know we have one lead line in lawdale so we are required the next step is to send a letter to that Resident informing them of their lead service line and then choose an option to notify the rest of the public on whether we want to put an article in the paper put something on our website um and then and was it last Tuesday we had the gas leak at um Lille food and fuel and just want to give a shout out to the fire and police departments they were absolutely spectacular to work with um you know no uh no misdirection or just it was impressive for me so has that issue been resolved it's not fully resolved um I don't know if I want to comment on okay no that's fine specifics of it but they are currently uh today the drill rig was showed up to do the monitoring Wells okay thank you sir thank you went to St morning in Wyoming saying it's coming Shabani thank you Mr Mayor members of the council just a couple updates our Trail project on um Ash Street uh North East and then the segment of 8th Avenue uh Southwest is paved and the contractor did um put down black dirt and um Hydro seed the areas last week uh with dormant seed so we will monitor next year hopefully that vegetation pops up and um but so far we've gotten um the the trails look pretty good and had a couple positive comments as well um the uh booster station project we're still work I had reported last uh meeting we're still working with PM companies on a schedule as they've had some delays for the control panel and working through the different equipment um actual delivery dates so that we have a set schedule um to notify residents um in terms of how long the booster station will be out of service or offline um in which case they'll be in a lower pressure situation however we just had a call today with Joe talking about um some options to really limit that amount of time and potentially the project May um need to start next spring so still kind of going through all those different components um so that we have a clear understanding of the schedule so that we can convey um the expectations to residents on the project okay question if that gets pushed the next spring that's not going to impct the cost all um it it shouldn't no no and they would have to request a contract extension and so we would we're going to work with them on the numbers so than mron uh well addition the agenda items um got the notices out for the delinquent account public hearing which is scheduled for November 7th our next council meeting uh we had the kickoff meeting for the city hall project uh Wednesday we have the compensation study kickoff meeting with the consultant and staff and then uh next week will be election so thank you sir for all your work um let's see so last Friday was the Halloween party at the library that was a lot of fun I went up there and volunteered some time were you in costume or I was not in costume my costume I tell everybody I'm just that guy from that thing whatever you're wearing but no another kid interested in in what I was wearing thankfully but it was a lot of fun lot of a lot of a lot of kids showed up had a good time um for the grand opening they had over 90 people show up the grand opening Library so it's great to see that the communities come out um Sports library and I wanted to give a shout out last week margarite had her 11year anniversary as a director so um her and her staff they've done a great job I think her leadership is a big key to that good success of our library so congratulations my okay thank you sir thank you for your work councilman kadada parks and planning and zoning met last Monday the 21st um Parks we are continually reviewing our chapter 7 of our comp plan um I think we're about three fors through it um it's interesting to see how many you know different projects have been done over the last 10 years you know at the park so we're going through that oh my gosh yeah um so that was the bulk of the meeting and uh we had some updates on the TCU um I guess the co-op that we will be doing with the scoreboards we hope to get some poles in the ground this year yet before it does freeze up so that we have a a head start for next spring so that we do have score a scoreboard we're doing one for one field yes field one correct y so we hope to have that ready to play in April nice that's the plan nice good job good Planning and Zoning we had uh the preliminary and final plat public hearing for AES which we had on our council meeting tonight and we are getting into the discussion of off street parking that's a pretty interesting meetings I would bet I would bet that's all I have thank you thank you for all your work and as you touched on you know you've been in the park chairman for a very long time and I mean just the parks in this town from when we started 21 years ago it's remarkable just remarkable so thank you for all your work thank you council person F the Eda met on the 17th um we talked about up had updates on the small cities development Grant um there's some projects in the works they the homeowners are checking off the boxes getting their things done um and then also we had Holly from Westra marketing who um has gotten our Facebook page up it started October 1st so it's been out there for a little bit now um it's been something that Eda has been discussing for several months and it is it is launched so there's uh another source of information regarding the city besides the um city's web page so um Joe you might want to touch Bas with Holly if there's things for regarding the booster station that might be um of value to put on informational things for for the homeowners and stuff so and um that pretty much covers it thank you thank you for all your work thank you in palava um well I've got nothing as the uh uh pda's been covered and um uh nothing Chamber coming up until November 30th so got a little time Frosty Fest Frosty Fest on uh on that Saturday the horse and carriage and all that kind of stuff that's all lined up I can all the brand new lights all the new lights Led Led they were LED they were were they okay you see it from outer space man I thought they were old enough they might have been el8 no that's yeah that's great so we're looking forward to it uh bigger than better than ever yeah thank you sir just again a big shout out to all the uh people that have uh done a lot of work in this city over the years all the advisory boards a lot of the uh Park Board and pnz they've done a lot of work a lot of volunteer organizations you know the legion and lions and and back in the day the JC's was a big thing built the the parks and stuff I want to give a big shout out to all those people that have uh have helped the city over over the years and then um I think as as you mentioned the election coming up but you know you want to give a shout out to the candidates best of luck to all you guys that you know you do need new blood there's no doubt about that and and um some of us have been around here a long time and you know it's not all bad to to get some fresh ideas and fresh uh fresh thoughts so good luck to good luck to everybody next Tuesday
