of go straight into new business uh I don't know if you want to have a motion for it or not I guess to approve the agenda correct yes all right so I'll entertain a motion to approve the agenda so Move minutes so if anybody's not on the agenda wants to speak now is your time Ahad Steve turny your honor and Council um tonight uh I come before you as a republican I was seeking signatures for the rights County Republicans in the Minnesota GOP regarding the recall that you sure you've heard about uh for HD house district 58a and it's Christy purcel as of about 3:30 this afternoon the Democrats have gone back to work but we are going to actively pursue uh the recall I was came here this evening to solicit uh signatures on the petition as it about a half hour ago I just got the word of the petition that I have has to be updated so I can collect you anyone here tonight that wants to sign I'll take their name but I'll have to get back to them in person uh for the actual signature so thank your honor thank you Council thank you Steve anybody else all right so we'll move to new business discuss the priorities goals and objectives for 2025 all right um included uh with the staff report is a bunch of um additional uh supporting documentation the first thing uh included in the packets the treasures report as of uh December 2024 in addition to that it's the city's uh bonded indebtedness um that was submitted to the The Rice County finance director earlier or at the end of last month and then all of the city's Debt Service schedules um pertaining to wastewater treatment plant Street projects to um Capital Equipment certificates that we use to pay for the new plow truck and uh one of our lawnmowers so wanted to get that one well was requested but wanted to get that to the council so you guys had this information uh so as you're making decisions you have an idea of um where we are debt wise uh the next item um want me to keep going go through it or yeah go ahead uh one of the things that was identified uh when we were preparing for this meeting was the need to uh for the council to make a decision or provide staff Direction on how to proceed with the sign for the new city hall uh the components would be the monument sign um that is currently there right now at the intersection of 19 and 15th Avenue and then also uh what is your preference for the uh font and then um the signage on the building do you want it to say Lawnsdale City Hall City Hall um and then for the monument sign is the council looking to get prices on a dynamic sign uh you know something s to what is uh in front of First National Bank or just a sta stationary Monument sign like is currently there U once we get direction we can reach out to some vendors and start getting pricing I think it would be important to match the font of the police station since it's right there um so that it maintains continuity of city offices I don't know um on the building I wouldn't be opposed to just removing the the small lettering just leaving the LA on the building do we have to actually put a title on because it's it's both on 19 and on E it's on both sides yeah it's on the front and on the side we have Monument sign so I mean in the interest of cost I mean you can always but we don't have to add anything we can take something off and it would still be giving us the exact same message so we only at the expense of the what we want to do the monument yeah and I agree and I guess what I'm kind of curious about is the uh The Faded this behind the logo and clinic and if there's something we can do to kind of make it not look like there was a sign there previously but definitely I'm I'm okay there to cover it completely I don't know that you're going to you're still going to have shadows so yeah I thought a complete repaint I I do like the idea of adding uh something kind of digital for the lale city hall because I do think it is a source of bringing in even some revenue and then also promoting some events you know like it says Frosty Fest on here but I mean you know we can do stuff for the liquor store we can do stuff for the library we can put it on there people driving down 19 and seeing it so I like that idea mm I do too 4 by8 dig sign ,000 quity sign just an idea Ball parking numbers know that doesn't include insall or anything like that that's just for don't remember what sign the dimensions of this one probably similar yeah it's right about right about there well we're already spending a lot of money on the remodel so and was the sign cost figured in like for the digital sign in the budget or this would be additional to what we've already benchmarked to air on the side of caution I would say an addition but I can confirm that okay because then at that point I would rather not spend extra money if at this time but if there was a way to have some kind of format where we could expand it down the road add the digital piece have the top portion redone in a way to allow it yeah to allow for a digital because 40 Grand is a lot of money and you know what the other thing is is that if we agree on doing that all we're going to do is just try to find a price and then you know we'll end up reconsidering but we'll at least that price so I agree with you at least leaving something there to retrofit it later it doesn't cost anything to get Quotes no I I get that the other the other thing we can look at too is like you know the the high resolution like we're we're looking at here versus just the like the scrolling you know red where it just kind of Scrolls a message that's another option I'm sure that's that's less expensive so we could price maybe both of those but at the same time I think we should look at bare minimum using what we have y um I remember correctly that is a call it a knockout type panel where they they remove the they remove metal and then there's fxi or whatever behind it translucent material behind it and it lights up pretty standard and simple price just to make something comparable to keep it keep us that'd be the bare minim so I'm not I'm not opposed to going big but at the same time right you know that was the the whole premise of the the purchase of this property was to save money in the long run over the you know to build a building right years I in regard to the lettering on the building itself um what is the thought I on the front just leaving lawdale but on the side at least identifying the building so it's it's the 19 side um because if it just says Lawnsdale on it it doesn't really identify the building I mean I guess it might not you'll have the sign in the front though going down we'll we'll have the monument the monument sign yeah but that's a small small sign fairly small sign I'm just thinking you know if if we're going to if we're going to entertain city hall or you know something on any part of the building I would say the 19 side to identify the building as an option I mean I'm just throwing it out there I'm I'm not opposed to you know sticking with what's there but as long as you know we have some identifying on the building but then if we did add the city hall on the side then to make it aesthetic we would want it to match fonts you know right and so then would we want to just keep the font that they had previously or would we want to explore you know the new font to match um you know the police station or whatever I know and it drives me we have the water tower where you got you know sign you got the public works you know yeah I think we need to just find one and stick with one you know and I think the police station being the newest one maybe we follow that or we can even on the letterheads the old with the big ass on there you know have a have that as the monument you know the other thing too is on the 19 side like looking at these mockups here on the front of the building Lawnsdale centered on the 19 side if we remove the Northfield Hospital logo and remove clinic now the word lawdale is offset and it looks kind of weird so if at bare minimum I feel like we'd have to move it so it's centered just because I feel like it would look odd with just lawdale if you look at the images on P page five yeah so what I'm kind of hearing is maybe probably check out cost for replacing the signage on the side make sure um a we can Center it B Maybe look in the possibility of adding it as the same font as maybe even the police station but also with the monument probably consider a quote for um you know digital and then whatever that other sign was the letter the scrolling I don't know what they call scrolling Marquee or something like that yeah like a banner type thing okay well um and then nothing on the front of the building just the removal of clinic so we'd have two different fonts then could we get the quote for I don't know what lawdale does on there quite frankly I mean City Hall is yeah on Highway 19 bam that's City Hall yeah if we could just get the quote to see what it would be that would be great just we could make the right right decision because we're spending a ton of money on this we want it to look good professional we don't want it to have like three four different things going on for fun in my professional opinion well we want to do it once right do it once and do it where it looks nice and i' rather I'd rather not just keep going back and add a punch list item that we never seem to keep up with and there's going to be other items that we're going to be considering to so right I I just I want to be one and done um Joel did you get what you needed from that one PD font on Highway 19 City Hall digital 4 by8 price scrolling Banner not assuming just I think so I think there's fixed one that's a city hall yeah so like three options for the monument sign I guess okay weigh them out yeah do we all agree with that ageing to see what it is I just want to see if there was further further discussion and then we can move on to the next item we get a midrange for something like r on the of the building on the 19 side I know he didn't spend $40,000 significantly small yeah we can scale it back to to hang on the side of the building no just mount it up to the monument side but a cheaper version like a 3x6 instead of a 4 by8 and I'm sure wet has probably got a list of vendors for this type of stuff I'm sure right I mean I would assume because they've done a lot of municipal buildings uh yeah that's probably our go contact from projects over the years as well sure uh the next item is communication just um kind of want to get a sense of what the council's expectations are for uh communication to the council um Big Ticket items don't bother me um I you know what how how much you guys want us to I guess I just want to be on the same page we haven't had these conversations yet so right so you're talking about communication to us correct oh yeah how much you guys want to be involved I mean we had a water man break yesterday um I don't know whatever someone is in violation of this I I don't know I'm just shooting from the hip here personally want to have the conversation and not get a call how come might didn't know about this I'm personally I I'll take all the communication you want to give me you know without hampering you getting the job done right like don't don't make me the top priority to let me know about something that I don't need to be first communicated with right like I'm signed up for the the alerts I got the alert yesterday about the water main break um you know if I had questions that's on me because I got the notification um but yeah if you from my perspective I would say if you think counil should know about it send me a message I'm I'm not opposed to reading emails i' even say or text they don't happen every day but that's still kind of our day-to-day operations I mean we've got a system down you know that sort of a thing so we don't need to be you know alerted you know on that but when we run into things that are outside the norm absolutely yeah and's a bit of that do yeah you know obviously I've been trying to stay as you know conected as possible and but you know just you know I know Joel's actually said it too kind of feels like he's kind out of the loop a little bit too lately so trying to you know get information don't know where to get yeah so um it's a two-way street we have we have stuff we need to communicate that too yeah I agree well you know and we're all human right so we're not mind readers so I don't I don't know what's going on or you know until I get to a council meeting so I'm not afraid of phone calls or any texts or anything like that you can always get a hold of me I've said that since the beginning too so I mean the other thing is is when it comes to kind of stuff like that too is the lead on to those you know whether it's Street water sewer you know they should be called and talked about it almost immediately too so um that's kind of how I have it but I've kind of always had an open line of communication so and then as I've said before anyone wants to get together before a meeting or have a standing um meeting to go over stuff just let me know and be happy to get that added to my schedule so when originally when I thought about this this topic I came prepared to say I'm impressed with the notification I was thinking Communications from the city out to the general public yeah so like that's what thought I came prepared to talk about like I got the I got the text about the watermain break you know I'm getting the the snow alerts like it's working I'm I'm I'm happy with the changes we put in place with the new system so I came for thumbs up and Kudos um I guess questions I don't know if we want to transition to that or if we W to talk about communication with us but um if we do say take that transition I'm curious as to what level of expansion do we have on the notification through our our new website system like if I wanted to send out an update as a council member is that something can be set up through that system do we have it in place where is is there limitations on how many notifications people can be signed up for you know like right now you can sign up for email notifications for City works for snow emergency for that kind of stuff but like with the legislature you know I want to sign up to receive notifications from my uh legislators there's a mailing list that people can go to the website and sign up for is that something that we can do as a city because I know other cities do that I guess Cory would have to look into that and talk to Catalyst okay yeah because I know I mean I worked in that space with those types of systems for 10 years so I know some charge for more lists or more sign up availability and some don't some are unlimited so I guess I don't know Catalyst for sure but I know others if you want to have more you got to pay more so um but that is something I would be interested in you know as a hey sign up for updates from public Brian wor mersion you know if you want to have and then that's on me then to put it together and make sure it gets sent out I don't expect that to be something staff would do but do I have the ability to do it I guess is my question there and then um do we do we look at are there other areas of the city that we might want to see those those updates from you know liquor store Library those things that we can do Parks yeah yeah yeah thing I will say um C is the text updates that I sent yesterday for the water bre they are limited to 100 characters okay talk we're seeing if that is a possibility to add just the nature of yesterday's job closing streets I wanted to get a bunch of information out and by the time you spell Industrial Drive it's like well then you got to wonder do they count spaces y um that was kind of a challenge so yeah tried to be as short I got the message worked for me me too I the message I got was was the information that I think people needed so you know I would say it it it did what it was supposed to do so good job it did say the road was closed at 9 but I didn't get until we had an issue um I got thank Cory for helping me out I posted them before and scrolling down I clicked on the map so if you liveed by the walking trail by the watermain that's the only notification that it's sent out okay um I was on aware that and it's a new system it's a new system I didn't know if there was a delay for some reason you could only roll out so many so it's Geo fenced you can oh okay oh oh so and you clicked on it not knowing it was a Geo fening gotcha gotcha yeah I mean that's you know that's a learning curve so but even at 11 you know knowing that there's a water main break somewhere that is good I mean even if it's late I think it's good information to get out so I I you know I haven't heard from anybody saying why did it come out late I mean we've had enough from Excel over the last few months that have come even later so I think you're okay uh department has brought up is the council's expectation for them to attend one meeting a month or certain meetings a month to provide updates or I think didn't we discussed them coming to one to update I I mean I me we never had this discussion yeah I guess from my standpoint you know over the last year of being on the council I I think the department heads that come are the ones that have regular reports to give um if if there's something on the agenda that pertains to a department head I think then sure then they would would come to to give that report I I I I trust the department heads personally I would say it's it's their decision to make if they have something that they need to present to us at a council meeting um you know part of that is is us being the aison to those different areas it's kind of incumbent on us to make those reports of the day-to-day or the monthly meetings that we go to um I guess I would be curious to hear from any of the other department heads if that's not working if we're not getting the right information out in those reports again I'm trying to get a feel from the council here you know y I mean you got the liquor store $2.2 million operation you know yeah yeah I mean I guess we had a 30 minute meeting which was fine that's all it was needed yeah but you know I mean should Lynette come to the meetings you know but at the same time respect lot of time for her to just come and sit here unless she has been given uh right as something that she needs to share with us I don't doesn't make sense I agree I I agree I mean physically show up just to to sit yeah and I think you know I guess and I don't know if if if I'm assuming on the approach of this particular meeting that's why I say you know like L that we we brought out the lior St do you do you is that in your mindset what you would think as a department head do you feel like you are not being represented when we give reports in the council meeting or I think you guys do a good job of doing dep Department you know what we what talk about meeting you know you justplay it well when I have something that is coming up or I have a presentation to you I show up um I feel like you know if it's not enough you will tell me right that I've been doing my due diligence and keeping everything up formed otherwise you guys do a good job yeah I mean I I guess I yeah I mean I I think it's an as needed for for most of that kind of stuff um you know and if if we drop the ball that's on us not on the department heads let's back up for one minute here so these work sessions were created the the first one it's great to see all the department heads here first off I appreciate all of you for being here and the big part of it is is that a lot of us have not met all of you um and so this work session being our first and having you here that's big for me and some of these other council members to see it's not you know our work sessions are mainly with communication with the public and it's trying to get through some of these items and then you know get community feedback as well and and all of you are still very much a part of this community as well so you know it's not like department heads are going to be in here every single meeting but it this is our very first I think this approach would be totally different if this was like our fifth ongoing and we have every department head in here and then nothing's happening from it so that's kind of where this work session important to clarify which meetings it was should they be that Council Mee or work session I agree that's a good point I agree there's a big item you know also say going back to liquor store if we have a discussion with a rooftop unit having lyette here or if it came to flooding have Margaret here you know or if it came down to you know an audit you know we'd have Tammy here you know so I think it's you know at a need at a needed basis which would with whatever we bring up so and eventually the work sessions if we narrow things down enough and just focus on one department at each session and then the head could come to that as well yeah all right sounds good as did um the next item is uh development included um to get some initial feedback uh would be the the concept and and then and I'll be honest staff hasn't even sat down and reviewed these um but you know again just Heaven this meeting and want to you know continue or increase communication with the council make you guys aware of what's what's going on um these were submitted here um recently and just wanted to get some some feedback from you guys um the the big speed parcel there's only so many excuse me just give the topography and the wetlands um as far as the layout um the question that staff has on this is you know we don't have any developments that have 40 44 wide Lots um you know that from what I'm seeing is starting to become more and more common uh everything's expensive developers have to you know the project has a pen to La for everyone right Builder the developer um so density becomes a huge item of consideration and the ways to get density are multif family or smaller Lots uh we don't have any uh any zoning districts residential zoning districts that would allow Lots this narrow so I'm anticipating it would be a a PUD of plan unit development where there would be negotiations between the city and the developer to um come to a project that works or is acceptable to to both parties remember what size those lots were that used well I suppose those would be I 50 60 correct cuz those were those were over I'm pretty sure those were over 100t wide on 16th and the original Lots on Main Street were 25 by 100 but most people about two to three to four depending on their money and then half on Main Street actually came from vley yep so it could be done and it's only a few up front that are going to be 42 feet wide those are going be more economical we need some lower income houses in this town but the big thing over on the big St development is there's a lot of drainage issues we need to correct those first before we start building houses out there otherwise might end up getting sued down Craig got sued well that's um yeah that'll all have to be worked out in the the review process and engineering and um you know they can't release the the outflow of water from that development can't increase from from what it is today so you can see they already have four Retention Ponds in there and they'll have to I don't even know where that storm is that goes through there all I could say is that low area to the open ditch told me it goes at an angle from where those trees are growing yeah that wet land to the open D so oh no absolutely that has to be be addressed and then actually I contacted them to discuss the drainage and then that's how this got to this point we weren't even on their radar for three four more years where we at with the potential development I haven't seen a a concept plan um I talked to Scott Lumis the other day passing that City Hall and um he was going to reevaluate um starting this year or not you know before the election it's the election after the election it's the election I mean it's easy to spend someone else's money I understand that but um you know at the same time we have very limited lots and kind of the the first one that starts development is going to basically have the market for themselves for a year yeah I'd like to see some slab on grade and then uh lower design standards just get them in there and start building some quality houses um smaller lots are nice and to Jamie's point affordable housing is something that we really truly need here that's the biggest thing I hear so this this was there's no guarantee that it's going to be affordable I mean I can't imagine anything's going to be under 300 well look at some of these houses they're almost half a million two years ago they're 300,000 three years ago oh yeah we're we're getting per for half million yeah I mean it's we we can say what we want right but at the end of the day it's the developer that's going to decide what they're going to want to develop well and it's also us up to us to make sure how strict are we going to be with design standards to raise those costs so and I don't I so you know I've had these conversations with friends in Northfield and dundis when they're building new houses and they dictate How Much landscaping they've got to have around them I don't think it's in lonsdale's best interest to micromanage some of that stuff I mean you know do we want trees do we want a level of uniformity sure but we don't we don't necessarily want cookie cutter you know Ticky Tac houses in every development either yeah but we also don't need five front windows and no and we don't have to dictate that but if they want to put it in there then I'm not going to say don't the the I had asked Joel this uh just recently and I said you know why do we have such strict design standards is is this because of LGI and yes it was it was all because of LGI and just being here in the you know they had built some cookie cutter houses too and and uh was that great so don't get me wrong yeah I mean we want we would have put those standards in place imagine what they would look like yeah I mean we it's mainly because were in infill lots and you know a number of those houses were built in you know the mid early to mid 2000s yeah I mean the last thing you want is is some house that's not conforming and throws off the whole neighborhood and screws up home on either side and you got yeah but I'm I'm mainly kind of talking about right down here on County Road 96 all these smaller houses they could be better off if they were just slab on grade and and um well again like to Jam's point though too these are just Lots somebody could come up here and buy three of these and put a house on if the developer is willing to do that now the question is are we okay with that that's that's that's what we have to combining three lcks and doing that right that's that's kind of where our you know level of involvement comes into play here you know we can say yes I don't want you to build a pink house you know I mean we can we can go to take a lot of that back to Planning and Zoning too so right usually have they would end up paying for sack and whack on all three lots that's a sizable up charge um and then they would have they would have to be combined because run typically people that have lots of size want to do accessory structures and if you say you combine two lots bu on it and you want to build a shed or something on your third lot you can't because you're not going to be building a primary structure or or accessory building if you don't have a primary structure so yeah do to do that you know buy that it's going to be a pretty with all the costs so what I'm hearing the council is okay with these size lots and we can get in touch with the developer to say yeah you know overall cities except you know agree to um the narrower lots and a PUD and then we'll just have to work through that there's not a park in this area we want some green space what's the intent with that green space that's on here the stuff within the red on here that you're say that's that a lot of that's Wetland yeah that's why I included the park master plan and the the planning um you know there's a search area just on the other side of County Road 96 and you're going to put 100 houses in there the closest park is what JC okay yeah I'd say you're right do we want some pedest and connection to the older part of town do we want to have U vehicle connectivity we punch uh through my backyard it's to go all the way through toig well it is yeah yeah you just have to deal with um you'd have to have a wetland delineation and and see where the extent of those Wetlands were and yeah that's that's the problem down there at forth where where fourth ends it's really really wet down there and part of that is is that whole line where fourth would punch through is a lot higher than the backyards from fourth or from third so I have a pretty steep drop into to my back lot there so there's a lot of grade work to be done there or would have to be done there yeah you'd probably be looking at the the southern portion of the development kind of I think it's important to add a park in here because if we're trying to bring in families and things like that amenities are important in close proximity yeah I mean if if fourth went up I mean I think your your bigger problem is going to be down towards the existing houses where forth ends on how that's going to impact them I know a lot of people cut up third already so that would be the same impact have um like third fourth fifth Northeast M everything that got developed between there in big street has the developer trying to get some yeah some thoughts from the council as we're moving forward because I'm anticipating that this is going to they're going to want to start moving yep do their cost estimating talk to their builders I think also it would be important like you mentioned earlier having like walking paths to maintain that throughout the town you know we have a lot of great Trails we have a lot of great Parks so if we're bringing in a new development we need to offer those within this also in that Park any would go in there that would be developer Contra portion uh it's either land or um correct okay so that doesn't cover any build out of any fac for now again it's negotiation y you know if they're supposed to give up 10 you know if if the the land contribution is 10% of the the net land say it's you know 20 acres so they have to provide us two acres for Parkland you know you say one acre in Li equipment I mean that acre of land has a resale value developed of 400,000 yeah and I mean it is a good point because there really is no close Park to that area you know I mean my kids grew up on Third Avenue Northwest and you know there's all the parks were over on the northeast side which you know it's it's walkable but you know this is this is a a Big Field okay so we want uh uh we're okay with the the smaller Lots but then figure out a way to incorporate some some Parkland are definitely Trails unless assum we're going to want something 96 or to connect to you'd almost need you'd almost need to there's no shoulder over there really that's a that's well that's all going to have to be that'll be dictated by Rice County right they're going to require turn lanes and and what they'll what what their requirements will be so yeah because I know that's a I've seen people people jogging on that road and riding bikes down there and it's just like there's no and it's a it's a pretty steep drop off too would all on I wasn't sure where we were with any long longterm capital Improvement we got a new uh commissioner from what I hear he's pretty friendly to lale they'll probably hand their hands full with their cost share on the roundabout guess yeah well over a million bucks their cost share is that uh the developers aware of all that and oh yeah okay have they said anything more about because I know the question has come up of what's the city willing to do so do that question come up from this developer yet uh oh of course it's fees and you know it's got It's got a it's got a pencil off for everybody I guess my response to to that question because I I I know it's it's something that was listed when we were talking about this my response to that is well what are you asking for let's have a conversation you know I'm not willing to offer anything I want to hear what you want yeah I guess I mean my recommendation would be not to subsidize single family housing oh I agree but you know I mean if if they're going to ask if they're saying what's the city going to do for me I guess my my response to that question is what do you expect what are you asking for you know I'm not I'm not offering anything I want to hear what you're what you're looking for I know one thing we offered a number of years ago it'll be getting utilities to the site you know where's water M third yeah four I remember we did uh def The Wack and Sack fees until closing closing so they didn't have pay for that up front so realize the same amount yep so yeah and that's that's yeah deferred sack and whack is an is an easy easy thing to agree to yeah yeah but no like to to your point Joel getting the utilities there if they're on third if they're on Fourth I got to get over there somehow so how do you do that do we go through the property on third to get it cut over you know do we need to start talking to people about easements and that kind of stuff I mean because there's still but you're going to want a you're going to want a water loop so you'd continue the water M that's on fig Street or 96 third you'd run to the west then You' probably have to bring water up from fourth as well yeah and then sewer probably goes down to Fourth and again then you have the challenge with the Wetland now yeah no that's yeah I mean I one I needed all right good the next one quick trip um they did submit a plat for um staff to review as the seller so we'll be doing that um and I guess wanted to have a conversation with the Council of is this where you guys want it I've had a conversation with them and this is where they want to be it is a conditional use manys of STS text and emails I got about it I mean it was unbelievable the number of people that thought that I have they thought about this I would assume that they would have because they're a very successful company and you know um almost got it down to a science their original location up near Trum um I mean as the road sit right now actually was a worse location because you would have to go further down to uh Commerce Drive and then come back because the distance from 19 to Commerce is further than from 19 to Commerce by so actually aor exit off field there wouldn't have been that would have been as far as lot size lot width lot depth that's all um meets the the B2 zoning requirements they would have to provide um more information that would come on their site plan but but overall like I said lot size depth width they don't meet that does their plan have a car wash in it I haven't seen it okay so do we have a Clos date on this yet um I'd have to look back at the purchase agreement everything is contingent on dates and dates and then 180 days okay but everything is contingent upon you know all the approvals right is a representative going to come to a council meeting and discuss this at all I know that was talked about you know back in oh absolutely when they submit like the land use application yeah they'll definitely have to have um a representative or Representatives here to you know answer questions I'm assume that the public will have that staff councel will have but as it sits it appears to meet the the minimum standards and our plan is to have Inlet Outlet coming out on Commerce nothing on that Connecticut correct I made that that was in there that there would be no access will there be a turn in on 15th then too or just inin again like I said I have not seen their concept so I don't I don't have answer to those questions okay things are going to be moving going to be any screening towards Connecticut oh they'll have to be just you know with the residents there let them there's going to be quite a bit of design standards in regard to those residential areas so they want to stay there okay yeah they just have to be put in the the conditional use permit and the councils have to you know determine the findings of facts to justify or substantiate them all right no just some of the the general discussions um that that we um are having will continue to have didn't want to include the city's zoning map in there so you guys had had that and then also as we're talking about future development in the City uh whether it's residential varying densities commercial industrial uh this is the city's 2040 land use plan that's included as well mainly designated for for housing with the exception of a long Highway 19 and Commercial higher density and then you know be proposed to at some point in time done the business park to the east have some industrial or commercial if it would ever happen up at two and 19 commercial that's L commercial commercial is good here the bills you know contining the development we got you know we talked about a little bit for this development but um open space and Trails um I had city parks and trail system map included um I know there's been discussion here recently and we've sat in on interviews for for the park board and the discussion of a water amenity came up you guys want to have discussion on that or yes please people have just been asking about some kind of Splash Pad or something that can keep them in town with their kids um and I know there's a lot of cost involved and things like that but it is in the comprehensive plan so it is something we need to dig into and start um pulling some info together maybe doing like I mentioned the community survey again seeing where the interest lies are they more interested in a community pool um a splash pad you know what exactly does the community want for the water imunity um I know that a couple of parks have already been determined um to be a good space for it um in the plan so it'd be nice to explore it further is there something that you guys want St to be doing are we well you know I I sent an email to Joel and Corey about a public private partnership um and you know just kind of getting an idea on it um where it would be kind of consistent with the water amenity um you know and it's something that I think that it should be I I look at new prag a lot on their municiple I talked to the mayor of uh Northfield as well with their municipals and it's it's a tax nightmare um every time that there's anything that goes bad maintenance wise taxes are going up and so I think it's best if we really tried to look from private public partnership in whatever means it is I mean there's a lot of companies out there but I I don't disagree uh I think there is a need for a water amenity and what's the best way to do it without raising taxes and that's one of the reasons why I asked for the total amount of debt that we have in the city and where our bonds are at you know and we have water tower that we have to plan for in 2028 so there there's a lot that we need to be focused on and I just I have a hard time marrying to to something that I think is just a money pick you know so that's kind of where I'm at and I'm being proactive as much as I can on it so we can discuss it in a you know say a park board meeting and whatnot so that's that's kind of where I'm at so just so everybody knows that that's the transparency on my end so I made you know over the years I've seven or many meetings about you and every year every time it's come down to cost and when I said earlier or last year that I would I wanted to look at it I wanted to look at it from a standpoint maybe we're try trying to be too Grand with what we're doing you know 10 features and all all this stuff you know what would you know what would the potential cost be for a small thing uh I'll call it a a 30x30 single feature uh thing you know no no admission just something like that so we we have something and we give them versus them playing in the phone at the that's Mar that's what that's what I was looking at because I think if we really share with people what the actual costs are not just the purchase cost but the operating cost it opens eyes and I didn't know that the uh Park Board uh had looked at it I think it was for that okay but you know just where are the numbers now I think that would be the I wi for people is it possible because I know Jordan's got something yeah you know got a splash pad it's it's over by that mil Pond there and maybe reach out to Jordan and just see like what what are your maintenance and operating costs on this thing what was it to build that kind of stuff just to get an idea I mean I know this is probably bigger than what we would entertain to start with I mean in my mind if we're going to start with something it's like I remember when I was a kid we went to Epcot and there was a site like literally it was a concrete slab with holes in it and the water would just shoot up that's what I'm talking about either something simple we don't need to go Grand but I don't want to I don't want to be defini or uh speak with authority and say we're not going to do anything based on arbitrary non-existent data we don't right right say I'm not okay doing it yeah and the other thing the other thing to keep in mind with any sort of a water feature outdoor water feature is we're not Florida I mean it's the same argument I made when we were talking about pickle ball courts it's like yeah down south they can use them all year round and you can justify your costs a little bit more I mean I'm thinking about City Works here you know we we've got water mains that break in the wintertime what's going to happen when these pipes freeze or something with this this water feature you know what's the startup and shut down costs you know does it have to be chlorinated um you know what what impact does this have on our our city works as well so you know again that's why I think you know speaking with somebody like Jordan who's got one just to get an idea what are you guys spending a year to operate this thing what is the public expectation years they've been asking for a uh a splash pad well we said all right here's a splash pad and it's going to cost your money well no that's not is that going to be what they wanted just wante well and everybody's got a different idea of what a splash pad is right and there's also more than one location noted in the plan for water features so it's not like we would be stuck with just one basic water feature we could start with a basic and then eventually expand but it is important to dig in and get those costs so that we can throw that information out to the public so they understand why or why not we um why we aren't or we are following through with this yeah I guess for the point of this meeting I'm just looking for some direction is to start with the public private partnership and see where that goes and then or are we doing a dual path I I think we can do both but I I just I'm really worried about her water tower you know that that we're going to be having conversations on sooner than later and then I'm worried about her water treatment facility that we should be looking at you know you know whether it's expansion for storage or just expansion in general I just I I watched the pickle ball conversation come up and I saw 55,000 just burn in front of us and then I watch all these other items that we spent a lot of money for engineering Giants and then we never went with them and you know I just I've heartburn towards that so if we want to look at a water amenity that's fine but let's reach out to a bunch of resources first before we even think about going down an engineering path right you know let's get as much information and that's kind of the route I've been going and I have heard from a uh City administrator that did live here in lale and you know he even had touched on that as well too so um I I just think we need a little bit more research and then if the park board wants to do some too and and bring it up and open the conversation up but I definitely think we should look at uh public private Partnerships too because it it brings in a revenue stream as well so I'd be curious what what private we would work with on something like that I mean I I know like with a pool you've got your swim schools these private Swim Schools but with the splash pad I I'm curious as to what kind of private really Splash Pad but it's more so pool yeah but I mean that's a year round pool right you know right and no expense to the to the city for maintenance and upkeep so well then let's just sell them some land up in the industrial park time to build a pool that's part of the the agreement I mean you know at the end of the day you knock out two things in punch any any any City you talk to and you ask them about their their Community Center SL poool I guarantee you they're going to tell you we lose money on it every single year the bottom of it and I I would just feel really bad for the residents that for paying for it you know exactly yeah and I mean if you're a big enough City where you can afford a loss leader super we're not big enough to afford a loss leader okay well all right code enforcement um again looking for direction from the Council on expectations if it's in the code enforce it um because it's no likes getting code enforcement on them so it's going to end up on social media I'll be getting calls you guys will be getting calls and I just don't want to go down the path of code enforcement and then we're like told to tone her down a little bit I guess if we're going to do code enforcement I'm looking for the support of the Council on not fun no no and it's a changing Target every every year right I mean there's a Hot Topic every year what what all our coach are being enforced right right but it seems to be you know what's the flavor of the year is it garbage cans is it parking is it you know yeah that's that's what happens that's what you know people get noisy on the thing but the question I think it's because it's not being enforced and then when it comes time to being enforced then it's a big deal yeah when if we communicate that out with the public to like we're going to start enforcing things so you know don't be surprised I think that's you can warn people that there's a tra a cop sitting there radaring but when you get the ticket everybody's upset I know they they know they just choose to come their know that it but some people don't know where to look for codes how to get the information and so part of our job is to help them understand where they can access it access it and um what their expectations are some people just don't a lot of right oh yeah that's that's not what I'm I'm talking about like new home owners like who aren't familiar with all these things you know agree so just helping to educate yeah consistency I think is the key that's what you're looking for you're like absolutely what's what's our consistency level what do we want to start doing or not doing or continue doing you know that's the question well I think eventually we do need to review the codes and ordinances to make sure everything is relevant and that we have um things that matter to be enforced instead of just a bunch of stuff that's outdated but to start with you know consistency and communication are key and I guess all like you said Joel all cold um should be enforced so and if we're not enforcing it let's get rid of it yeah I mean if if there's a code that we're consistently we're just consistently not enforcing then that that that should be a signal right there that we should be looking at that code and saying why yeah why are we not enforcing it and if the reason is well it's dumb or it doesn't make sense or it's it's a petty thing or yeah and if they choos not to reasons they have that's that's an issue that Char yeah I'm hearing education consistency and it depends on the codeo you got three weeks of rain's long I don't have a couple days to cut can't go there oh you know absolutely you know but then you got no M and grass is two feet tall and it's not getting enforced I don't I don't wait but I think you know the the the bigger thing is to the point of is it is it time for some review on some certain codes I mean you know I mean I remember the the garbage can Wars of what was that mid 2000s when everybody was up in arms about the garbage can ordinances did they get looked at I don't know I can't remember yeah I mean sure makes the community look a lot nicer mhm yeah could you bring us like the top three or five like violations that are the most common so that we can that aren't or that aren't yeah parking I I hear about parking all the time I hear about it from people all the time another one is in the packet is the conditional use permit for the the car lot here in town just across the street yeah new ownership I mean and we're not getting complaints but I wouldn't want to live next to 35 cars yeah on, 1500 sare fet um you know our c that we have with them is uh 10 10 cars and then one for for the owner so we have reached out to u to that business owner and are working with him and and you know good faith effort he did clean up that West Side um so we told him the process of you know hey new ownership new business plan or business model um you know submit a you know bu Revis your conditional or amend your um conditional use permit to to reflect how you're operating the business oh yeah yeah yeah yeah now we can't come up with the money to get the application so are we just going to sit in limbo well did he sign a conditional use permit when he bought that building um he did not we're we're operating under the old one so how was how was he supposed to know about it how did he know about it education I mean if you're buying property and you want to operate a business that's listed as a conditional use you better make sure you got the conditional use permit in place I I don't know that's not my deal I don't I don't know I'm wasn't a party to the sale so I'm not sure what was yeah but as a buyer you have to educate yourself well can only so much but I mean to the to what we're going through right now I mean sounds like we need to be a little respectful for that you know and and like you said educate them and see what kind of relationship we can build with them you know um hard to tell I kind of just give them a break and see what he does in the next six months if he plans on selling Vehicles there but you know and then it goes back to this Main Street Parking you know yeah we got a food truck there and uh but as far as I know that side of North Main has has always had kind of this issue um some businesses in there they're 1 hour two hour and then you have you know dog grooming services where employees you know don't park in the back and I mean just like K Cari had said is you know do we look at options of two-hour parking you know do we get the county involved and I know on that side there's not really any room for handicapped parking spot and and trying to get out and get on the curb so may do we look at that and consider it and add to our parking next to that too or you know but even with this food truck I just kind of Envision it as if it's busy all the time on that road and we should really offer up some solutions so I mean has that been something that's been discussed before is a handicap spot or 2hour parking or one hour parking or uh the limiting parking has not been or the time limits has not been been discussed I I think that's worth the discussion you just need to be cognizant of the businesses there doesn't take three hours to cut and color my hair but it does for for some ladies and you know two hours what are they going to do run out with foils in their hair and move their car or are they going to have to be forced to park a block away well I mean that's just it is I think it's worth furthering the discussion on it uh the conversation I had with a a business owner um last week was uh the business owners should get together and if they want to present something to the city um that would be a a good start because the it would be assumed that they discussed it and would be would work for their businesses instead of us just going in and unilaterally saying 2our parking hey my customers take longer than that I I think it's it's going to be something worked out between the city and the business owners as long as we have solutions to I mean we see the problems here as long as we have Solutions we can offer it out to them as well I mean I well the other thing well you hit the nail in the head you know the the you know well if there's a shortage of parking on Main Street that should be a good thing I mean that mean people are down there and it's active um but you know if you look at the cars it's business owners it's employees like you said earlier you they're probably taking up 70% of the Stalls that are occupied in which I think that you know say a limited parking or handicap that that would take them and have them move you know and then that way you have that because I mean what I don't understand is is you got dog groomers there and they on a busy day they have like six cars okay well what you end up doing is with that food truck you end up pushing all these cars out well what happens to these people that are just dropping off their dogs going park across the other side of main just to drop off their dog for 5 minutes you know or 10 you know and so I you know and then we got a hair salon that came in we're going to have if Coco goes through uh we're going to have two restaurants on that side and so I don't know I just think it's worth furthering the discussion and working with our business owners you get those parking spots back down there anyway so people cominging yeah and you gotta you got to think future too though because you know that's those spaces will turn over so if you start talking about a time limit now you're you're boxing out potential businesses that may want to move in there too so it's a fine line it's it's a it's a fine line to walk because you know a restaurant people are going to be parking long excuse me parking longer than somebody dropping off their dog at the groomers right but I think at bare minimal we got to get a handicap spot you got a handicap R BR from The Karate Dojo how are you going to get up if you can't park there and you know and on top of that we got an exil lot right on the baseball field so I mean there's a lot of room for parking but how we look out for these people that are just going in there for you know a limited time and then leaving you know um but again I think it's worth further in the discussion yeah no I I mean I agree that you know it'd be nice to hear from the business owners if they've had discussions amongst themselves what have they thought about you know what what do they want yep customers yeah well when it's cold when it's cold that's what I hear yeah I I want it to not snow on Saturday too same when what about the legion trailers yeah again it's just you know um consistency and code enforcement what what's the code um well they can't have the trailers that aren't owned by them being stored there anyone else could just open up a that has a parking lot they're renting on spots to to trailers or or whatever again I'm looking for looking for consistency you know we're enforcing parking on residents but then there's what seven or eight trailers parked in the legion parking lot but they they have a contract to rent in that area but I'm not aware that um use but that's the issue that gets into this whole code enforcement and consistency and looking the other way but you know you you look away you look the other way for so long been it's just a nightmare it's the garbage cans all over again and people just do what they want they never call the city and then we're always after the fact and that's why I keep bringing up we're looking you know new Council we're trying to you know figure this out together and you know what are your expectations are we supposed to look if you know we're looking the other way so be it but it's pretty hard to enforce parking on someone else because it never fails we get a list of 10 other people that that are doing the same thing how come they get to do it the not so fun part of the job well I I think the big part of the discussion and what I'm getting out of all this is you know maybe we just got to do do a better job talking to some of our business owners you know and uh I mean trying to come up with Solutions here because I mean I know I know the guy that uh is uh paying the legion money to stores trailers there and I mean what is it that you want you you want a permit for it or you want proof that he's renting from there or you know how can we make sure that people understand this kind of stuff I mean because I wouldn't have known well again it's called the city um look up the code um their zone I'm just using them as example you so someone someone can't have a trailer longer than 24t at their house during the winter time but yet then we've got other property owners that are just disregarding the law and doing whatever they want I think what it comes down to it's the consistency I'm hearing is if we need to have a discussion about modifying a a a permit a conditional use permit on a on a property if we're if that's what we want to do if we want to allow it let's do it the right way oh yeah absolutely if it's legal it's legal I mean I'm not yeah I mean if if it comes down to rather than just saying okay enforce here but don't enforce there it's a all right let's let's take the time to to say okay right now this isn't compliant in this space with this permit so let's work together to either update that conditional use or come to the agreement that this is not going to be allowed yeah and as far as a condition newer we've already done that Cory and I have met with him and we said we'll work with them and and he was working he got rid of half the cars on the west side right right now we're to the next obstacle I can't come up with the fee well all a couple cars I I don't know what to say yeah how much is the fee uh what is it $350 and then a $750 um estro fee and then uh any funds out that 750 that aren't spent are returned can he donate the city a car I not for what I don't know the department none ofc are easy and one likes to be the enforcer no one likes to be enforced on but as staff we can't look the other way on his conditional use permit and then go you know enforce the point on someone else right well that's what it comes down to I mean if the the conversation's been had look you you're under a conditional use permit clearly he understands because he's making changes to comply but hasn't quite gotten there yet I don't have the the money for the the permit okay well in that case then you know follow it until you can change it I mean I guess I'm I'm open to have conversations with any business owner to say hey this is my business model this is what I want to do and what do we need to do to make the permit fit that business model or say we're not comfortable with that you know because there there's going to be situations where that's going to be the case you know if somebody says I want you know I want you to privatized Main Street for my personal business well no I'm not going to agree to that in the permit but let's find a happy medium right um and again we've told them that um I'm just looking this is real high level stuff I'm not getting in the the Weeds on the condition news pram about how many cars and stuff um but we need the support from the council yeah I don't want to do all this enforcement and then like I said earlier man cuz you are going to get phone calls M make pment come up with it all up front give him a $100 a month he's got a year to come up with it so a builder has to pay almost $20,000 for a building permit yeah but we just socked him a lot of money to Street in front of that bu well that would have been on the seller right cuz don't yeah I'm not sure how that was the assessments usually have to get taken care of when you sell the property bought it right around I don't know if we want to keep talking about this or go to the next thing if we're getting bogged down or I mean I tell you what Joel you said you you set a tone and you said last city council meeting if we get through two you'd be happy and we're going down to number six right now be proud of us I am but yeah this is not the enforcement is not the fun part of the job no but we do need to have consistency and we have to enforce the law and the codes yeah and it's not fun okay and not singling out those two specific ones but they kind of tie together with the parking I mean they're all over town yeah I mean I mean when I when I get calls about parking it's on street parking it's this car has been sitting there for four days or that guy hasn't moved and he's blocking my driveway when I back out that's the calls that I'm getting those are the ones that I get the most of when people call me about parking um or they're parked on the grass something why why do you get why do you get gravel and I have to get concrete while you know the grandfather didn't thing you know you have you have those conversations but yeah I mean that's that's what I get with parking is why can't I have my boat in my yard all winter exactly to your point but then someone else can just do whatever they want no so we should review the parking codes to ensure that it fits for what we have in mind for our in in the in the Planning Commission is yeah I know that that's that's bigger picture of enforcement yeah you know well and I mean enforcement is more than just parking too I mean we're getting I think we're getting sidetracked talking just parking right I mean let's talk about just the look of things right plastic on Windows and businesses on Main Street I mean oh yeah I'm not pitching hold myself the parking oh no I know I know I'm not I'm I'm not trying imply that but I'm I mean if we want to talk let you know we've got we've got things that that have been ongoing for a very long time so which which we have been but you know maybe it's the question is if it's continuing on and on and on it seems like you know in some cases maybe the enforcement's not even getting the point across what's the next step Beyond well Joel's gone all the way to get the City attorney yeah back in the day you used to be able to send a letter from City Hall okay no problem then that wasn't working so then we got the um the police department involved that worked for a while now sometimes in those situations that doesn't work so then we're forced to to get the City attorney involved and you know you get some letters sent out and this and that and you a th000 bucks mhm I will say that works though I hope so that's expensive and it should you should it shouldn't have to get to that point but that's you know what's up what's up with the shipping containers Joel oh I got a resident came in um not too long ago questioning my he couldn't have one but yet they're popping up around town so there is this residential or uh no commercial commercial industrial okay so it was just something that that got brought up here recently and um I wasn't too happy about it just just one example of consistency right but we allowed other people to have shipping containers right a commercial uh I I would say the vast majority of them just showed up and that's what happens and then the city's in a reactionary position and it's on yeah so I mean these were just a couple examples you all the BL the shipping containers the conditional use um you know just all City Cod dogs on the loose mhm well um it's 8:27 right now do we want to um maybe go into maybe uh the chicken ordinance or cannabis or anything else and then what we can do is the next work session we can continue off of six down maybe because I know that on the council meeting we talked about some priority conversations here and I like to kind of get to them so yeah um I guess these ordinances obviously you know and this was brought at the the Planning Commission meeting that that was a big thing in the campaign and really looking again for for direction from from the council to these advisory boards chickens was on the finding commission meeting finding commission votes three2 to not pursue it chances are it's going to happen or there going there at least there's going to be an ordinance drafted so you know I think it's important that the council you know provide their vision and in direction for these advisory boards so it doesn't happen again you know they went around and talked about their their opinions and then there was a motion it's like well now we just lost a month yeah you know quite frankly too because next meetings uh end of this month new C's talking about it right now Council wants you to do it right now wanted a vote from the coun be strong right so the direction of staff was present a chicken ordinance at the next planing commission I mean there's there's there's enough of them out there there this is this is easy work right I mean we don't have to reinvent the wheel with this because there's there's plenty of cities that have been doing it long enough where we can see what works and we can see what doesn't work I would be or curious to hear how much feedback we can get from from the community on this this would be a great thing to get uh a public input session there'll be a public hearing on it for sure yeah I mean this this is there's enough people out there that have been talking about this for a long enough time that I think it warrants letting the letting the community come in and have their say we'll just have a chicken meeting we had one on the dog park yeah I think we should you know having been you know all the way back I was on commission back and this time has going on and for me past few years I started to see a uh different aspect of it because I found out my neighbors three houses something they had chickens I had no idea you know and all these people that were saying hey they're they're noisy they're smelly all this stuff a heck of a job you know cleaning maintaining not saying everybody would do that but so you know then um I started hearing that there's people that were reaching out to uh heating contractors to have heat put in their sheds and their garages and stuff chick water and it's like there so there's there's this underground chicken movement here and so I like all right if it's if it's that big of a deal I uh I reached out to a bunch of neighboring communities I think I even we spoke about it was about a year ago because so I this one goes back to two two and a half years ago I started doing that research um I shared it with the rest of the council they didn't have any appeti do anything on it I wasn't G to bring it up again sure so you know know there's been some question as to where that came from you know did I do that for the election no I mean there's there's emails you know hey will you review this this is something I'd like to look at again yeah uh I have friends in other communities that are that are elected you know Council May I've talked to they P it but overall it doesn't seem like it's much much of an issue so why I'm willing to take a look at it saying but people people have their their rights their ideas of what their their rights are and and some of the stuff is know walk in a walk in a thin line between personal right property right I'm willing to I'm open to discussed and you know I am so I mean I've had conversations with folks on the planning board that are against it and I mean the conversation I had is they like I'm assuming this is going to happen but I'm not in favor of it but I'm resigned to the fact that it seems like it's going to happen so I don't get the impression at least from my conversations that the members of the Planning and Zoning Board would be like felt stabbed in the back by any means I think I think there's this feeling that this is this is going to move at least somewhat Beyond just the Planning and Zoning voting it down at the last meeting there's going to be more movement on this um they have the opportunity to provide inut yeah just saying to be defant and say no we're not going to stay on it and we do it all this is their opportunity yep to participate yeah and having that public session where people present their views and feelings on it as well I think that's going to be key same thing with don't remember that but when we were going to per keep and you have thought everyone was going to die of Anis be so many bees in town and already swelling up thinking EP EP it was nonexistent issue but the world's evolved right this is this is a thing that's not um not an ed thing anymore it's this is so much more mainstream the the domestic chicken thing I mean when Minneapolis and St Paul are allowing it when Farmington allows it when Apple Valley allows it when Lakeville allows it not quite sure if Burnsville does or not I believe they do but I mean I mean you look at Lakeville PRI Lake yeah the seven County Metro Anoka Andover I mean it's not it's it's not an anomaly anymore this is this is very much a mainstream thing and there's a lot of communities talking about it and you know I mean the boogeyman is the price of eggs right I mean it's it's easy to sell that's why I say I I think there's been enough interest and enough Community wanting to have input into this topic that I really look forward to listening to what the the the uh public hearing has to say on this yeah and there's a a lot of great points for and against it and I think it just makes for a better ordinance but uh you know I talked to some people from Montgomery and they said that they had a survey and and the community was totally in favor of chickens you know and they had put out a survey so I think um I think yeah think you got what you needed Joel yeah well more importantly these advisory boards are hearing what what the council's vision is y um I don't know if you want to talk Canabis but um we're going to have to get something in place um you know we'll be working at here the first quarter of of 25 and and basically it's if you don't want to issue moratorium otherwise it's what zoning districts do you wanted in hours of operation um uh the fee is established in in statute so we'll be uh probably using the the template to to get started and definitions yeah I think uh we touched a little bit on it last year and I remember the one thing that I'll say again that I said last year was look if we're not going to do it it's businesses that are going to go somewhere else and I know from uh conversations with other people I've heard alos told people we're to any business that wants to come hang a shingle in our city I think we would be cutting off our nose despite our face to turn down business that wants to establish itself here um you know granted we we put those guard rails in place and make sure they follow it and if they don't then enforce like you're saying Joel but I think the bigger question is to what level do we want to go with it do we want to say sure if somebody wants to come build a Greenhouse in our industrial park we are absolutely open to it do we want to I mean because there's levels to this just like any other industry there's there's the production there's the refinement there's the retail side of it what do you what do we what do we have the appetite for because I know communities around us have said you want a greenhouse build your Greenhouse buy the land and build it we're absolutely open to it are we are we open to uh a a um um a processor of the products whatever that processing may be whether it's you know the organic whether it's the the oil or whatever else that gets processed out of it you know there's levels to this and we have to decide what what levels do we want to be involved in yep and ultimately I mean fedal wanted to come put a bullet Factory in industrial park oh I think we' think twice but why why are why are people going to have issues with it with with an ammunition well the lead for the for starters but I mean I'm thinking from from a from a a social aspect of it is right you know well they're making bullets there everyone get shot around us you know if we're if we're if we're allowing production or refinement of this product every you know we're going to have uh well the bigger problem is is the problems around the industry from what I've seen is one the FED needs to just acknowledge the fact that enough states have moved in this direction that they need to get out of the way the federal government is the biggest problem with this industry right now because of the fact that Banks won't touch them um you know they they they have problems with transactions so those are those are your big ones because of the federal regulations because technically marijuana I believe is classified as a higher classification on the the scale than heroin is Believe It or Not uh because I I believe schedule marijuana is a schedule one still federally and like heroin is like schedule to which is insane to me um but security is the other problem right that's what I've heard from Property Owners when they start talking about would you lease space to this type of business their concerns are not about the clientele or the product their concerns are about security there concerns about break-ins about you know there's cash and there's cannabis and these are things that are attractive to theft so those are the concerns it's not necessarily the social stigma of the product itself it's more about the residual issues around the industry that that's what I've been hearing and reading about from Property Owners from municipalities trying to figure out how do we get our and then Minnesota's got its own problems with that I guess I was looking at it from the average resident yeah that's that's where the oh and you're and you're going to get that you're going to get that with I mean any any industry and I mean you can make the argument here that you know a a a processor of cannabis products is probably going to be less harmful into into the local environment than say you know a machine shop or even a a um even your business you know I mean you know environmentally you know I mean so you're always going to have the people that'll have the stigma against it socially you know that's just I mean you get that same thing with liquor stores but we have a municipal liquor store so you know I'm I mean I guess from my standpoint I would like to know what everybody else's appetite is for to what level would we play in this game if ex business owner came to our door and said I want to do this you know I'm just throwing a hypothetical out there if Bachman's because Bachman is one of the only people in the state that has a license to grow this stuff right now if they came here and they said I want to put a greenhouse up on top of the hill next to your Dollar General are you cool with that I am I'll go on record saying I am comfortable with that I wouldn't turn that away but I mean is that where we're going with this or is it just that somebody's selling flow uh well that'll all be part of the the ordinance I'm getting a sense you want some type of an ordinance you don't want to do a moratorium that's that's how I feel yes I do get you get one I mean we've already seen that it's beneficial because we're selling THC products at the liquor store and it is growing faster than any other product that we sell at that liquor store I agree with an ordinance and we have open land in the industrial park right yep mhm yeah let's do what with the fact that we know that it's going to be changed many times probably within the next two to 5 years because of the fact that the state has to get its act together still too right changed it since August yeah because they can't keep anybody they can't get their their their office of cannabis Management in place so um the fee is also set by State Statute uh we would have to consider hours of operation if I'd say if it was just a storefront um but I mean I think we need to do it an ordinance kick it back to planing Z and just say open it up but you know let's have uh you know do we use permanent use or conditional use you know um I think it depends on the business yeah it have to depend on the business okay because you know the other thing we got to think about here too is if if a gas station is is going to get a license for some of these products and we have hours of operation then there's a burden on that business to say okay you can't sell these products after this time um which I'm not saying is necessarily a bad thing but we have to keep those sorts of things in mind is it their only business or is it a residual business of which they sell other things to on the retail side Cory is there anything you'd like to bring up I I think I on box n this morning I saw that the state was reopen the office of cannabis is reopening their Lottery system yeah I I saw that today too um with Joel's point is you know just moving forward with the ordinance zoning where is it going to be at I mean we're pretty limited here too based upon the population and uh restrictions of this also like one uh retail or meso business or business per 12,500 people so I mean there's not going to be we're not forecasting there to be like five different shops here in town and also can the town um maintain or sustain a business like that so I think the point being here is just to start with zoning as mayor said ours operation uh we need to talk about the licensing or the application process uh is it treated just like your liquor license or uh current cannabis um product application that we are that uh we'll be bringing forward at the next meeting so I I think uh you know we start uh bring a a draft or or cannabis ordinance to the next Planning and Zoning that's what Joel and I discussed so we could continue dis uh laying out the uh the discussion and key points from pnz yeah could agree yeah I think what I saw was um they reopened it to the broader application base now the the first round was for social Equity applicants and that's run its course and now it's open to everybody that's what I heard on the news today so now the applications are open to everybody not just the social Equity applicants um doesn't matter nobody's growing it that's the thing that's why I say you know do we want to get ahead of that too because that's our that's that's the state's biggest challenge from an industry standpoint is there's no producers there's not enough producers and it's not like a retailer here can run over to Colorado and buy a bunch of product to sell in Minnesota because now you've just violated a bunch of federal laws so the supply is the biggest problem okay well I kind of talked to Joel about this but kind of had a hard stop for nine you guys want to keep going but I would like to see if anybody else has anything to say or comment Maybe you want to start Joe you don't have to give a we it could be anything that was on here you know could be anything at all so um I guess as far as are you talking just comment just all around anything if there's anything you need from us or like more support somewhere or could be anything um future work sessions I have topics that I to me part of that water tower two in one years time frame I'm looking at concern of mine value industry solids that would cause any but with that spreading our biosolids doing this today that have been discussed tonight future developments and everything f infrastructure fortunately those are all very very expensive has a really good list here of things that we all have to get through we have time I think the plan is the most important part and if we can be proactive instead of reactive it'll save money in the long run because when you have to react in an emergency you're you're going to buy whatever you need to to fix it if we can get things taken care of in advance be better for the taxpayers me I'm a taxpayer I appreciate that Joe thank you what about you Shabani stud Development Department and then as neighbor Bing capacity that's an and then you know what are mention but you have to get that's another conern in up a whole schw of things but um again we to support thank you Shabani Jason do you have anything okay thank you Jason what about you L I think I have the funnest job I to see a lot of people you probably do yeah I don't have any complaints um we have high goals high priorities l i put on myself lot that we we sck so I I work with all the Departments as well as I Canter they tell me you know and I work well with everybody so I mean I a whole lot to say they working relations with everyone everything's going good I don't have any big ticket item items this year there's a couple small ones we have budgeted for but I'm always looking keep the maintenance up so things doing good and with um developing you get excited about that because my business is based people coming more people exciting to kind of see keep up with friends and keep up with the people what they want than what about you Tammy um are there any additional do you send a corly out for Budget just I'm good with the information personally I think I'm good too I'll definitely let you know if I okay and the issue is we um set of purchaseing a server the house here at City Hall uh we did Cloud posting and they're having issues with their servers the point where we're actually going to be having a conference call with um a couple people and I'm almost to the point where I'm prepared to pull a trigger that's how is it a Ser service is it a Ser so it's the hosting services not the software company okay so that's separate is that through the the text text support no no this is separate is this something that Civic Civic contracts with a hosting service okay so this is the software providers hosting service recommendation okay so if we have to convert to on Prem on premise server I would assume that we should be able to leverage them based on these problems say hey if we have to buy the server we would like you to kick in on it or buy it for us I mean I work in software and we get we get leveraged all the time when things don't work so I would think that we should be able to play a little hard ball with them all right thank you Tammy what about you pumper you got anything uh currently the fire department sitting with uh 25 members um you guys bring up some concerns of mine with high density housing um tight tight clearances between them and then also talking about uh possibly we been uh farming animals into the city as well Chicken cops and such um over the years we've had multiple different uh fires from Chicken cops uh in rural settings which typically have large spaces around them so there's not usually a huge threat of the fire spreading um however in town here uh if you look around Lonsdale we have quite a bit of uh I would call it frozen gasoline or uh vinyl sighting on people's houses extremely flamable especially put a little heat to it um so I want you guys really to consider this kind of stuff when it comes to that um putting these animals into urban settings um and on remonstration you said you mentioned a few different uh towns that you uh said uh a lot of them towns have some sort of full-time staff fire department staff which I in my professional opinion as far as the fire department goes lonzo's not at that point yet we did run 450 calls this year obviously they were not all U fire calls however uh with the volunteer staff it's very taxing just at that again biggest concerns are those coups are going to be some sort of lightweight construction uh with temporary wiring a lot of times that kind of thing that's over uh over overloaded and again the properties clearances with the great areas um I I I firmly believe that uh we should be keeping it consistent with way the L was originally founded and keeping uh farming animals out of town again we cover 140 square miles so it's a fairly taxing uh uh area for a volunteer crew that's that's my biggest point with here otherwise uh fire department staff is is always ready to serve and we're meet willing to meet any challenges that come forward but I I do very much so and concerned about uh neighboring citizens and such like that that would have uh issues with the you guys did mention there's underground um uh call or underground Association that probably has you know these chicken hoops and don't get me wrong we're aware of that as well um they they do above and beyond I would say to keep that keep those uh challenges or keep those uh should challenges keep those uh uh chickens hidden I guess is what I'd say but uh it's only a matter of time thank you before you go though can I'm sorry thank you so much so much for bringing that perspective into the conversation it is important for safety um not only for the community but also the animals because if there's a fire they're gonna they could die in it which I don't like um and you mentioned that we aren't at the point yet for like full-time Staffing we're just at the volunteering level what correct um what level would we need to be at in your professional opinion to get to some full-time staff I'd say when when it comes to the point where we're not making the call when uh when we start to falter um there was only one call that I know of this year that uh only one person was able to go to and the reason for that was the other three to four members that are typically there were all sick one was out of town so um typically we run a three to fourman crew at minimum and then call for Mutual Aid if if it scenario um but uh you know again we're trying to build our numbers too um we'll be hiring again come this summer um so that's that's where that kind of sits I think I just think a a full-time staff is is quite a quite a large expense for our our size of City any other questions are you are you having a good day today I'm having a good day today thank you Joel that public hearing uh open for uh off street parking coming up uh like Joel said the planning zoning uh has been revie reviewing that since July so I think it's time for uh with your direct or with your direction move forward with the public hearing um moving forward marching orders with a draft uh cannabis and chicken ordinance uh will be uh coming down the range here than you Cory do we want to go around the table I just have one question um Joel the state demographers report is that April or May that we usually get that uh we get it in April for the previous July okay and then June like the end of sometime in June as that's our our what do they call it the I think you have time to the dispute period or whatever they call it okay I think yeah okay I just I knew I knew it was coming up so with any well they screwed up so we should be over this year I mean they screwed up two years ago and that's what what hosed us last year so yeah their estimat and to shani's point about that Municipal state aid it's not just here's $200,000 it's now you're building to state aid standards which have increased costs yeah do you really have to way is it worth you know those additional cost increases to receive the fund Bally just uh make it a higher standard than what I mean from from design standpoint but just more of um but wouldn't design features wouldn't we end up paying less in the long run anyway depends on the project I correct and it's only identified for certain streets I believe too right you have to connect up to a higher agency street so population about 250 yeah they were getting about so there's a main it it's it's always strings attached yeah but it's not money that we're asking the taxpayers for so I mean we I'm sure we can find projects right Joe yeah no yeah absolutely it's it's like grant money too right I mean also or previous projects I'm assuming they have to be Street projects yeah bonded Street projects yeah that's I've been having some conversations with a senator about maybe he needs to call the State demographers office to make sure their numbers are correct this year I express frust ation last year with that y um the last question I have because I thought I saw it on here and I can't find it now in all the packets but um this is the year that we're doing the study the water storage study water budgeted it's budgeted for okay um do we have a Target on when we were planning on doing that have we thought about that yet Joel well it's all going to be off for rfps right now so the council going to have to go through those selected engineer then you know on who it is you know jump right into it there could be a learning curve okay I'm just thinking if this is the type of thing that we get the study in place and then it leverages us to get on get within the the list of things to get for the state bonding projects you know because this is the type of thing that you see all the time on those bonding bills that come out of the legislature water tower for this or water treatment plan for that City you know know I mean so I I'd like to if we can if that study is is a contingency to get on that list because I know it takes a while you don't usually get it in the first pass but once you get on the list it kind of works its way in so you have would that is a little but m cool that's all I got promise sorry I
