message was there but I I thought it was kind of rude and obnoxious but let's speak to the issue I guess and and take it Forward um from what I understand there's an issue I guess supposedly around the police officers uh pay scale or contract or something like that and the question becomes well hopefully as a do nothing Senator as I was labeled um we did pass in 2023 a grant system well uh to help cities with law enforcement and things of that nature so I just wanted to draw to attention that I believe the city received on May 30th of 2024 a $200,000 Grant in efforts to help with law enforcement whether it's you know used to pay for retention bonuses increased salaries uh pay for equipment things are of that nature so um that is something that we did uh at the state level and hopefully that helps uh in the discussions going forward so thank you thank you thank you your comments anybody else care to speak that was your chance sir your honor um Council Steve churny 1509 Connecticut Drive Southeast uh I just wanted to uh um make mention that I would volunteer myself uh to you all to do more research search uh with respect to the clinic to try to bring individual folks to a council meeting I I see there's some candidates and and uh which is really great I mean we need new people on the council on the boards all those kind of things it's uh it's good for the town so glad everybody everybody attended on to the consent agenda items tonight the monthly bills monthly and additional bills treasury report and the board and commission minutes anybody like any of those items pulled for discussion see enough uh move to approve the consent agenda motion my councilman palava second my councilman kadada any further discussion all those in favor I I oppos motion carries on to Old business consider approval of resolution 2024 35 a resolution pertaining to the pickle ball courts project Cory hin ibera the city planner uh thank you Mr Mayor and members of the council um at the August 8 2024 meeting the council tabled the pick ball project until the August 29th 2024 regular meeting uh the council requested uh engineer stoo to follow up with the low bidder Kaa wit Construction Incorporated to verify um the bid the bid length and adjusted project timeline uh stoo contacted KW Construction Incorporated the day after and was informed by Ka Wick Construction Incorporated that that the um construction dates can be modified but um not all the project could be completed this year due to due to where we're at at this time uh in the construction season so just as a the follow follow up from the last meeting uh the bids were received for the pickle ball courts project on July 30th 2024 six bids were submitted the low bidder on the project was Ka wi uh Construction Incorporated with a base bid amount of 17389 95 for the pickle ball court for four pickle ball courts and uh to make it make six courts it was the alternate was 58114 8880 so if we're uh looking at at the total package for to a total of the six pickle ball Courts at JC Park is in the amount of $232,000 uh two I'm sorry let me repeat $232,500 pickall courts project balance to fund the Ash Street Northeast Trail project um now uh the current uh options for pickle all courts uh include as we discussed at the prior meeting uh $50,000 was is is budgeted in the 2024 Parks budget um $55,000 uh budgeted for Public Works truck replacement and there is up to $400,000 in the sewer fund to offset the the two the the two bit or the two options presented or bid by Ka wit construction so basically in summary current current there's currently available uh potential funding uh to cover the cost of the pickall uh courts project totals uh $5,500,000 um based upon the low bid received from Ka Wick Construction Incorporated Incorporated uh four for four pickle ball courts the following amount is needed to be funded so so here's our here's uh here's the balance remaining so here's a low Here's the the uh low bid from Ka wit as I stated before 178 8995 plus the remaining engineer fees um so Mr Mayor sometimes you ask what's the What's the total cost and I'm giving you the total cost of $23,000 89.95 uh based upon the bid received from Ka wi construction for the alternate for two additional pickle ball courts totaling uh six courts uh the bottom line there with the remaining um engineer fees is $268,000 and5 or $268,500 for that lighting quote for that quot system so tonight uh staff are providing the following options for the council to discuss and motion for approval um option one approve the base bid pickle ball court submitted by Ka wit Construction Incorporated for Four Courts in the amount of 173,880 95 without lighting uh then the actual cost with the remaining engineering fees as stated above 23,8 899 95 um option two approve the base bid pickle ball court submitted by Ka wit Construction Incorporated for Four Courts in the amount of 173,880 with lighting totaling 223,50 so that's Four Courts uh plus the lights then we get into uh the similar s situations for option three and four uh pertaining to six courts approve the base bid option three approve the base bid and Alternate submitted by Ka wi Construction Incorporated for six courts in the amount of $232,700 5.75 um the project shortfall there uh 262,000 $5.75 uh option four approve the base bid and Alternate submitted by Ka wi construction uh for six courts in the amount of $232,500 um actual cost remaining engineering fees uh$ 32,5 75 and the project shortfall is $312 $5.75 and then option five uh reject bids for the pickle ball courts project okay well thank you for all your work on Miss uh Corey and thank sir thank the park board for the vision to to move it forward I guess as we all know we've kind of dedicated the funds to different items um for the upcoming year so I would say that the pick a ball would have to be off the table we could do it at this time but I do get a lot of a lot of requests uh for pickle ball court but you know it's just we don't have the money to pay for it we can't do it at this time but unless somebody else has other opinions but we do have still have the option to set up pickle ball in the hockey ring correct we currently have pickle ball Four Courts so we have an option for that right this is good to have the number out there there are some big donors that have come to lonel and donated some very good chunks of money to right the different projects so this could fall under that right if that happens that'd be great right at this for some of the new residents I don't know if you understand how our Park system has been developed over the last 20 years but uh the city's got some tremendous Parks it's we get like 10 11 parks there like 12 12 miles of walking paths at Meander throughout the whole town you know the fishing pier the archery range and the construction of those Parks I think have really never been paid for by tax dollars it started with the JC Park which was constructed back in the mid late 80s just under uh for the JC's donated the park um we were able to acquire some money from a developer to put up the lighting at the time that's $150,000 because when the developers came to town over the years they would have to uh contri rute either 10% of land or cash value um into the city coffers to pay for the improvements so for example that or shka park or uh the Vets Memorial you know some of you like I said relatively near the town and obviously some here forever realize that but the uh Main Street and the Veterans Memorial you know 20 20 years ago was you know building falling down and there's an old house and and all those kind of s things and so the city took the initiative to um to develop that into a park system and to the vest Memorial and you know the land was donated some of it and and uh for the veterans memorial the uh uh Legion and and the Lions and the city and everybody contributed had fundraisers to to develop these Parks so my point is you know we never have been taxed for that we have to pay for the maintenance of parks of course but you've never paid for the cons the construction um and the uh the soccer field and the Pavilion on all on that side of town it's really the same thing we got the land the 10 acres there as part of the development of the trka uh Parks trka development over there and um then somebody contributed quite a bit of money to the you know the construction of the park and all those kind of things and uh so we've really been pretty fortunate over the years developing uh the park system in town at very minimal cost to the taxpayer um and another example is the the business park on um east side of town that you probably see where scan filter is and and dispatch Trucking and TMI um that was a vision that was laid out by the city starting in 2006 and uh the city you know we didn't have the funds to do it at the time so our staff of Joel and and Ben Baker at the time was able to acquire a $1.5 million Grant from from deed the Department of Economic Development to enable us to develop that Park and to pay for it and all those kind of things and so then we went to work and recruit of these businesses and uh maybe you've seen the paper but just recently uh we Clos in all the remaining land up there to a large manufacturing firm called Advanced exhaust system was going to construct two uh basically $20 million buildings 150,000 foot each um so that total build out when it's done is going to be like a $60 million uh buildout for our community which is just phenomenal for a tax space I mean $60 million of business equates to so many homes it's you know really really remark remarkable um so my my point is you know a lot of work has went through all this and we are really cognizant of of the tax dollars and how we spend money you know I'm sure the council going to test we you know we have you know 10 budget meetings and we go through every line item every uh um expenditure all the revenues all those kind of things to keep our taxes at a minimum and actually our tax rate is is less than it was in 2018 we one of very few cities that taxes are have continue to go down I mean valuations go up of course and that kind of upsets it but but my point is uh you know despite what you see on on on Facebook and all the Jazz that goes around it's really terrific that you're here to see the facts because really we we try very hard and like Council M kadada said there's been a lot of donations to the community a lot of effort um our advisory boards the park board the uh the uh planning zoning all these volunteers on these boards to a great job one more item that that I really think the public doesn't uh U is is not aware of but Lonzo liquor you know where L liquor is that's the city-owned off sale liquor store so when uh when we first got elected Kevin and I and Dave dos and and Evelyn Blaine Smith at the time so londsdale munity was owned by uh by the city where rail 19 is currently there was an onsale offsale bar and offsale liquor well the year we took over it was losing $102,000 a year um so we promtly sold that um to Terry Mary Lu bester and um so they ran a great business for many years and we uh we built the uh the new liquor store out on Highway 19 and that enabled us to recruit Fred's grocery store at the time because Fred didn't want to construct a store out there all by himself so the city moved out there with him and and snap and Subway and everybody's all out there um but I I guess the point of the story is so we took the risk and built lawn silcor we borrowed money internally and um it was quite a bit of money at the time was like $700,000 and and we got crucified for that well I can tell you today Lonzo liquor is paid for it's valued at $2 million it generates uh at least $100,000 a year to the city with proceeds which lyette can attests to um because she's been the manager since the onset um that is it contributes to everything you know from fundraisers to Public Works equipment to the park equipment um it's really a a terrific store and uh um I I think it's some another great accomplishment that I don't think it's talked about enough but I guess the whole point of this is you know I'm not bragging I'm just saying that you know we work hard and we really appreciate the public when they come to the meeting when they hear the facts when they see how we base our decisions then everybody wins you know you listen to the Jazz at the coffee shop or or social media and you know people talk and talk and talk but anyway that's that's just get off my soap box here but my point is there's a lot of great things going on in laad so with that said we'll move on to the next item under new business consider approval of the city's 2024 property casualty insurance coverage SL Premium in the amount of 166,00 $2 F check F check Insurance uh thank you for inviting me here tonight welcome sir kind of explain what's what's going on here with the insurance as you can see there's been a significant increase um is what happened was the city bought that the clinic building you know to turn it into whatever you're going to turn all the stuff you're going to turn into and the league sent somebody out they investigate they do a replacement estimator and all this so we got the proper amount of insurance on it but they discovered it was vacant is what they're considering it okay so at this time that building is being considered vacant so the rate for that building is substantially higher at this point and that's why it increased so much is because of that now the good news is that once you get in there start tearing that thing apart and going at it then we can get a occupied rate on it okay which and then these numbers will be pro-rated so it's not going to be the total amount you see that 166 it will be adjusted at this time basically the rates went up approximately 5% um which is not bad considering the rest of the industry we're looking at 40 50% increases right and also is what they're doing now is because of increased construction costs and everything this is a replacement cost policy so we have to ensure it for replacement cost now they used to use about 4% per year as an inflation guard to keep up with inflation and with construction costs at this point now they're using 6% because of the increases have been going up in construction costs and everything else just a safeguard um in okay you know so we make sure we got enough coverage in case something severely happens you know a total loss of a building or anything of that nature so but that's kind of what you know the numbers are kind of I don't know what they'll exactly be once this happens that's why I can't really just tell you it's going to be this this and this but it will be P rated or credited once once there occupancy once you're occupi and and is how they Define it as 31% occupied so which they told told me once you get in there and start doing some construction work they will change that so as far as the insurance goes the sooner you get in there the better right because then we can tell them it's occupied they'll change the rates and then we'll get adjusted premiums and then we'll know exactly what it'll be at that point in time but at this time the numbers are kind of distorted because of that when does this policies start when's the effective date for this policy uh August 2nd so yeah it's about a month into it not quite but uh so the sooner and I jeel it and talk maybe what November October November something that so first part of November you know so the sooner you can get in there and improve and get people working in there we can get that adjusted for you is there any other items that have substantially increased or is it basically has to do with that City that yeah it's just basically and like I said there is some increase you know because of the building values increase 6% you know each building we have in assured that goes up each year 6% at this point and then there is an adjustment on the rates totally as a companywide is about 5% on as it totals up so um like I say once we get that building straighten away then I can give you more solid numbers and then we can you know I just wanted to make that clear so it's a the increase really isn't that substantial other than that right as far as as far as the insurance goes but uh otherwise I think everything's going pretty well Joel I would agree haven't really had any problems claim wise were seem to be on top of them so everything seems to be going well so okay we didn't we didn't get a ding or anything for the the flood uh because of the flood at the library we didn't see any increase because of that claim or anything like that right no uh no no no no so I don't know if anybody have any questions other than that that we like I say once we get this squared away and like I say as soon as you can get in there get working on it then we can get the rates adjusted we coverage and all that and we added that a few years ago and I think that's been is that the the equipment breakdown coverage correct we have we have the equipment breakdown and that's benefited the city with um lift station pumps um we also had the hail storm that came through in 21 that was a $200,000 uh claim um you know vehicle um insurance I was watching the news last night Minnesota's increased the high one of if not the highest increases in um vehicle insurance 68% so um it's it's it's crazy natural disasters and claims and cost of replacement like like pizza yeah yeah grease construction has a lot of it too you know well also with all of our shelters having metal roofs yeah does this fall under that if um cosmetic versus a hole in it for replacement well that they don't do anything here on this it's replacement cost so if it's total yeah it's going to be but is it but is it do they deem it replaceable if it's does it have to have a whole well it's got to be I well I know they say marred Metals aren't sometimes it's kind it's that's a tough one yeah when those happen but usually they try to either repair it or replace it I mean that's you know as long as it's a roof claim um didn't includ metal rof replacement so it's yeah yeah a lot of these companies now are changing things yeah with the cosmetic damage and versus the actual being replaced and I so I don't it's kind of like Claim by claim okay idea so yeah thank you okay anybody else those in favor oppose motion carries thank you very much thank you thank you know I guess since this is such a big crowd we could talk about the uh what the future city hall um I'm sure there's questions about that and probably some gossip so the the clinic um back in the day when we were we recruited the school and then they s living the clinic um that council at time I think it was Kevin and I and Fritz duban and Joel and I don't know if you guys were quite on there yet or not in 09 but so we were recruiting a clinic to lawdale um because basically as as you know if you live here you have to travel you know 15 20 miles to a hospital or clinic and and um for for Health Care um so we were fortunate enough to uh go to the city Northfield because Northfield Hospital System at the time was uh the hospitals are owned by the city um and so we recruited them for quite a while went to the council meetings we met with the Northfield Hospital board all those kind of things and then they uh they finally agreed to construct their their building in town here and it's a beautiful building I mean it's it's very nice as as I'm sure some of you have been in there um and and things were were going pretty well and then during Co um and this I mean this is unbeknown this is the CEO now telling us that once Co hit has really been hard on the health care industry I guess the clinics have been losing a lot of money and and uh um most recently within the last year I I think the Northfield Hospital System said they were losing millions of dollars and then can't even afford to uh keep the doors open which is too bad you know obviously we want a clinic here and um so with that said you know we went back to the drawing board and we tried to recruit mail um of of course cuz we're kind of in the male District of course and and unfortunately um they're not looking to expand a small towns as a matter of fact they're kind of closing some small town males and and I'm sure the senator are going to attest to that um a lot of communities I we tried we tried a um we we've tried some uh other uh um you know medical entities that would consider moving here and to no avail and and I think the you know the last thing you want is a beautiful new building as a gate with a community C vacant um so the city was able to work out a deal uh again with the hospital and the City of Northfield to to acquire that building um it was acquired uh quite a bit under the value um and and um I I think we as a council felt that we want to develop a City Campus out there as you know we we built a beautiful police station up there I'm sure a lot of you have have seen it um and it only made sense put the uh the city hall up there and the live Library up there eventually library is not now but so right now the plan is just for for the city hall um as as I I think Mr attorney said you know if we could recruit a medical industry medical facility it'd be great it'd be the best thing ever you know but at this time we cannot and it doesn't you know doesn't look like we would be able to in the near future so we moved down the path with uh with constructing a city hall um you know and U some people you know City Hall I I think they feel is probably not a big need um but I think for our staff and for the future um as you know as you know I'm not running for mayor so I'm not building it for me of course despite what maybe you here but uh um it's for the future it's for our city it's for for all of us and uh I I think that's important that we we realize that that this what we do here is for all of us it's not for any one of us and uh and like I say we you know as you come over the hill in the town you see that that building and then you see uh some of the nice uh you know buildings as you get down towards town and uh I think that's some of the reason for example that the manufacturers moved here they like how clean and neat the city looks I mean we keep the grass cut on the ditches and lot of Lawns and and uh while sometimes you know we we try to enforce ordinances to keep the city looking nice and clean and and that's what brings these perspective of businesses and I'm I'm sure residents I'm sure people move here because they like to look for the town they like the people and uh um they just they just like the town but anyway so that's kind of the brief history of how we uh acquired this as a as a future city hall um and it and like I say we we do have a vision to add the library there in the future when the town grows to a size that can can accommodate that you know we're we're like 5,000 people now maybe a few over that so we're we're not quite there yet but but that day come and again it's it's for the future it's it's you know for our kids and grandkids it's for the whole town um but anyway with that said that's that's how we got to uh the city hall in the medical clinic and and if you know if male comes knocking at the door tomorrow that they want to move in there you know we certainly could have that discussion um but that's that's what we have for right now so with that said on to consider approval to accept Jim Turk's letter of resignation from the lale fire department Joe Pumper fire chief well mayor R members of the city council like you guys to consider approval of Jim Turk's uh retirement letter uh Jim Turk's currently served 23 years a little over 23 years with the Lonzo fire department um and he's he uh is excited to be here as he is to retire so yes yes great fireman did a good job for the city you bad motion by conditional job offer to Michael nebson as firefighter Chief yeah I'm I'm I'm going to speak about the hiring process first so then we can get into the individuals um uh recently Lon fire had received nine applications for current open fire firefighters position um out of those nine applicants we interviewed six candidates um the interview committee was assembled considering or consisting of Harry Danielson Casey Gregor leei and Christina ARS they conducted six interviews and performed an agility agility evaluation on Wednesday July 31st I have made a recommendation to me that Michael NES or neon excuse me Alec Graham John McNair and Jordan Klein be offered conditional positions on the on the department um the next step after uh the conditional conditional position for these four would be to go through a background check um once completed we would uh have them go through a o physical to determine their health status um these these these items will be conducted through mid compass and the background check would be conducted through Lonzo PD um upon successful completion of the background check and physical they would become probationary members for the first year start the training at the end of September in addition we'll begin in addition they would begin their regular firefighting duties uh learning above equipment procedure and run protocols um and then I I can go into each each member here and the reason reason for hiring uh all of these is uh we we've had a few retirements um with the last few months um more than just Jim I guess at this at this council meeting um and so we have a few open spots um uh hiring these four would bring us up to uh 29 members our total roster our full roster would be of 30 um approaches that we've used for hiding this campaign um we did again the uh signs mailings word of mouth and social media um and to speak about the interview process here we did a basic Agility Test and then again we'll do the local BCA background check with the OSHA physical examination um the reasons for recommendation is all four of these candidates are interested in helping the willing to make the effort that goes along with being a firefighter and uh that is our reason for recommendation um the individuals that you're looking at here I guess we can go through one at a time here that um Michael nepon and Alec Graham John McNair and last one Jordan Jordan CL yes than I'll make a motion to uh make a conditional job officer offer to Michael nepon as firefighter motion my councilman palava second second my council person F any further discussion have had those one that withdrew and then a couple asked to be put on later correct just weren't they weren't interested at this time or yeah one uh you know I can't speak for all of them but I though one was concerned about the level of dedication that was needed um you know currently we require a dedication level of 20% for the year as far as calls made and then along with uh your first year of probation is is very challenging um with the amount of hours of of schooling um and then uh and then just overall the commitment I guess is it's tough to get people to be and once they hear the you know the whole the whole are it's not unfortunately or fortunately firefighting is much more than just answering the call for fires or you know minor Medicals I guess so you anticipated more retirements um I would say probably by the end of the year I would anticipate two more um so yeah we'll probably be having this discussion again maybe next year or if not next year the year after um I would I I mean I'd prefer to have a year offer hiring just because we've we've onboarded almost what nine with these four would be nine new people it' be nice to get get some experience in them before we introduce a few more but you know again the whole goal was the whole goal of moving the roster to 30 is so we would never dip little 25 and we're doing good as far as that goes so so 25 is the magic number we don't want to go below that yeah we we had a period of time where we were running 21 to 22 members and as a volunteer fire department it's to taxing on those members it's it's stressful I mean I'll speak for myself it's stressful for me to leave the community because I know that that is one less person that's in here to respond sure and appreciate that yeah okay anything else for the fire chief thank you and thank you for everything you doing keep the good work thank you very much thank you for your support consider approval of a quote submitted by corn Main in the amount of $7,900 for a handheld water meter reader Mr dornfeld thank you mayor and members of the council staff is in need of replacing our water meter reader the current model that we have is no longer supported and it's been having issues where it just shuts off during the middle of reading um it's been um normally a 6 to eight hour task to read the water meters and currently the last couple times has been multiple days um we've gotten some good life out of this one that we have now we purchased it in 2015 and the one before that we purchased in 2008 so it's kind of its time anyways I guess um we did receive one quote from cor Maine in the amount of $7,900 um because the city has census water meters and a mixture of models of census mxus we are forced to purchase this model and brand of handheld meter reader this is the only only meter reader that will read our water meters um cor main is also the sole source provider of this equipment that's the reason for only one quote um since 2015 staff's been working on replacing the mxus um those are the white boxes on the outside of everyone's house that allows for the radio reading of the water meter um they're we've been switching them to a Flex net model which would allow us to have a centralized reading system so City Hall could push a button all the meters are red um currently we're about half done um talking with Corin Maine and and other cities um you know we're we're right on track with most with most cities because it it is an expensive um thing to to switch over and at our last budget meeting we talked about anticipating 10 house 10 houses for 2020 5 um so talking with Joel um we're going to keep that same amount of money in that system to just keep moving forward with the program um and move it forward um this meter reader was purchased to budget for this year uh we just kind of rode it out as long as we could um attached is a quote from corn main um for the $7,900 if there's any other questions I'd be happy to answer that's a lead time on it I could probably get it next week is it going to require a lot of training to get used to this one or is it similar to what we have it's a different color but it's it's kind it's the same sensus really it there's a technology there's a card in there that census owns that's the technology that they have to read the meters and our old meters require that card our new ones we could read with a cell phone we could read centralized computers so this reader is the it's the only one that's left it's the last it's the last one standing of this one for our for our older mxus um so our hands are tied it's it's really all we have so you said you're at 50% completion of the mxu replace that's for all the houses in town all the businesses in town everything yep so is there a timeline for the completion of the other 50% how are we how are we doing that I mean just to kind of get a feel for if you know we buy a meter reader that lasts 15 years is it going to take us 15 years to replace and you know if not if it takes us five years is there value on this meter reader that we spent the money on to resell at the down the road or anything like that yeah um that's an excellent question so these mxus are warrantied for 20 years and that was the big consideration of which mxus we replace okay obviously the new construction homes get get the new ones but every month there's probably two or three warranty mxus and after 10 years I believe then they're pro-rated for how much money you get back so that has been taken into account for which mxus we're replacing um so the the ones that are left are all they're all 10 years are left of warranty okay it's so it's um it's more technology driven true because the nothing supported sure right and so when we replace those we're not passing the cost onto the the home absolutely not rep that's the reason for waiting for the warranty correct gotta okay Joe what's an average cost for an mxu I believe they're like 400 bucks so do we budget every year to replace X number yes yeah I believe for 2025 we did 20 just over 20,000 yep okay and which has been consistent since 2015 I mean that's we kind of the program started really before that when they got rid of the brass water meters for the no Leed rule so we were switching those doing really great on those now it's just on to the next switch um I did have quite a frustration with it because since my employment with the city of Lonsdale this is probably the fourth technology change that not only census but all meter companies have had because technology has just changed so fast um they assure me that it's plateaued you know for the the the goal is the centralized system you know once we have that then that it is what it is so till the next thing till the next thing but if we have the system you know then it's our system yeah I heard that about the Police radios too well we got to read meters I we approved the quote submitted by Corin M for $7,900 for new handheld water meter meter motion by council person faor second second my councilman palava any further discussion all those in favor opposed motion carries consider approval of a LG 240b application to conduct excluded Bingo submitted by the American Legion auxiliary unit 586 to conduct Bingo on November 8th 2024 Mr all right thank you mayor and members of the council uh the city received a gambling application from the American Legion auxiliary unit 586 to conduct uh one Bingo event at the legion uh coming up on November 8th this is the same request that's been presented to us for consideration in previous years we're not aware of any reason not to approve the application uh as part of the application the city's required to approve it prior to it being sent to the uh State gambling control board for for review and approval uh there is no fiscal impact to the city for approving the the requested application uh the alter ative would be to um not approve it and then included with the staff report is uh a copy of the um LG 240b application to conduct excluded Bingo unless there's any questions staff would recommend approval of such application sove second motion by councilman woren second by councilman kadada any further discussion so is this a special event that we want to plug for November 8th other than just Bingo um for now it's Bingo okay it's in the process double secret for now something all right just like to plug the legion it could be turkeys it could be purses what was the one year they had didn't any further discussion all in favor I I oppose motion carries consider approval of resolution 20 24 excuse me-36 a resolution transferring an amount not to exceed $35,000 from the liquor fund to the park fund to fund the Kina Park Disc Golf Course project Mr Direction all right uh well this time last year during the 24 budget process uh it was discussed and approved to conduct a disc golf course at Kina Park um part of the funds to balance the the park fund was a transfer of $90,000 from the the liquor fund to the park fund uh part of the parks or this year's 2024 budget 42,000 was allocated to to this project uh the park board discussed it uh last fall and held an informational meeting with property owners adjacent to and um ones that lived in that area uh to explain the proposed project and to hear and address their concerns the public works department uh mowed the park to delineate the fairways of the course constructed the teads and installed the targets uh signage was um also um worked on with staff and and a vendor and and delivered and installed here recently um probably waiting on one more invoice um but it will not exceed the total amount of the transfer proposed at 35,000 um like I said I'm anticipating one more invoice but right now we're just over we're at $3,915 um the resolution is written such that uh the transfer would not exceed 35,000 uh the remaining balance of of that transfer um isn't needed anymore because there was uh excess funds available um and we discussed it earlier in the meeting uh dedicated to the pickle ball court um that were allocated to our Trail improvements this year which are constructing a trail on 8th Avenue Southwest from Heritage Drive to County Road 4 um to get pedestrians off the road and at a ped rum at that intersection and utilize the the rrfb that was installed as part of that project uh the other trail that the council approved to or to reconstruct is on Ash Street Northeast uh 8th Avenue Northeast kind of Northeast to um Birch so um the the fiscal impact uh obviously is a a reduction in the liquor fund balance of about 35,000 uh as of uh July 31st the liquor fund had a balance of $278,400 26 so sufficient um fund balance to to make this transfer uh Alternatives um I guess the Park fund would run a deficit if the the transfer wasn't done um but it was uh part of and approved as included in the 24 budget process and again it's necessary to to balance the fund uh included with the staff report is the the proposed resolution unless there's any questions staff would recommend approval of uh resolution 2024 d36 uh I know lyette is here um if you want to do a pH Up we've got the big check I do and and just for the audience here so lyette MO is our Lonzo liquor store manager and she's been there since we moved I remember we we carried some of the uh cabinets and liquor over there ourselves and to get this store probably our longest 10 year employee yes 27 years total too bad you didn't take the profit sharing the liquer store you'd be rich today but yeah I think was an option in but seriously for all the audience I want to give a big shout out to Lynette she's done a really good job gold disc yes yes and and the the trails are you know you don't need to technically be there to play disc golf the trails that are cut through there in the nature area I think are are great right so going here there's another business that has made an offer on some city land um in in town here on the on the East end of town so the city council um is suggested to go into close session to discuss the offer and uh either accept reject or counter or or whatever but uh um so we're gonna we're going to do that now and and the reason is like I say to determine the uh the price of the property that the city is willing to sell it for um and this is this is pered Minnesota State Statute 13 d05 subsection 3C um so that state on the record for the specific grounds for the closed meeting is like I say to to consider an offer on a parcel of City owned land and uh the parcel property that is subject of the Clos meeting is 1 19.25 point4 29001 a portion of 14400 Commerce Street Southeast um so now what do we do we go upstairs and we have a Clos meeting and then we come down and have a uh we'll U have a a summary comment and then uh once um once this goes down the path here then it'll be back to open meetings and then you know public discussion all those kind of things but right now the only point of the meeting is to consider their offer so with that I'll uh close this meeting for now and took an opportunity selling a truck that they bought same we bought and we had a mechan and they're they're trying to supplement the L in their project for funding their new truck basically they have truck the truck they're selling they have the truck that they just bought and they have a new truck all three the exact same right now they bought it50 right the next one was what say 650 and then now this one this latest one they bought is so they're trying to supplement you know what I mean raising the price looking forward right one it didn't get a very good rev as maintenance they the way they run their trucks is basically zero maintenance because they play on you know what I mean so everything leaks on it there's a lot of issues we we're all about maintaining everything to the best because we're going to keep it for 30 years yes so so that that was an issue a big flag and then so if say we were to do that Us in position in 15 years because now we have two trucks that are coming through at their 30e life cycle at the same time so i% I think IAD they just went outside for a smoke guess you ready again there Mr okay I'll call for the resumption of the city council meeting so the uh city council did go into close session to discuss an offer on a parcel of land a portion of 1400 Commerce Drive Southeast city of Londale Rice County Minnesota 55046 and uh the city uh has agreed to sell the parcel at a134 a square foot um once uh negotiations are completed and uh gets a little further down the path and everything else will be public record of course um the only the only reason for this again like I say is just to uh uh accept or reject the offer but so at this time I can't say too much more about it but uh certainly in the next uh couple of meetings it'll be all public and other business department reports Mr dornfeld thank you mayor and members of the council um as you alluded to earlier we had our disc golf um ribbon cutting which was which was great I know Public Works was really excited for that and they're they're proud of everything that we've done it turned out turned out really good um currently we are working on black top patching in the Northeast we rented a mill from Ziggler and put it on the front of our skid loader um just trying to combat some different ideas and possibilities for this delamination that we have on our streets kind of occurring all over town um so far so good it's been working really good it's just we had kind of a a hiccup yesterday we had a truck breakdown with a full load of black top in the back so everybody had to buckle down and get it done and we got it we we got it we were able to like the old days right yeah so um so that proably been going good otherwise you know couple rain showers here and there um we're working on DOT inspections for the trucks um and we did receive our permit for our wastewater treatment plant so that's been a long time coming um chloride variance is up in action um Jordan is he's really on top of it he's got all of the new chain of custody forms filled out for all the different sampling parameters that we have to um deal with now so um but everybody's doing great um and I did want to say um it was Reed Peterson's last day um last Friday um that he's just a remarkable young man he's going to school for be a pilot license um so fingers crossed he applies for us next summer he was had a great summer so all I got thank you for all your working again uh um thank you for all your working in this golf course turn really really beautiful Shabani thank you Mr Mayor members of the council just a couple project updates um the trail project that was mentioned before um Ash Street Northeast and 8th Avenue Southwest um should be starting up mid September and be complete by early October we're going to have a preconstruction meeting with the contractor on September 16th to go through their schedule so um that is moving forward and then the booster station rehab project um the um materials are being ordered and they should be starting in up in October if not earlier um and that is to be completed by the end of the year um we will be sending out a letter to Residents in that um high pressure Zone in the Northwest area um when we kind of know when they're going to take the the uh booster station offline um just to let them know that there will be some low pressure um situations during a period of time so once we kind of finalize that time frame we will be sending out letters to Residents to let them know about the project why it's needed and then the low pressure zones and then um just also working on this year's projects finding fining up punch lists on the Mill Street water main project and then the mill and overlay to final those out um this year and then our Trail project um from last year just finishing up um coordinating with the contractor on punch list items so hoping to fin all that um this year as well and then just working with staff as needed on um other projects and budgeting that's it great thank you thank you for all your work thank you Mr CH uh working on the city hall project with the architect I'm working on um finalizing the timeline for open house bidding um things like that construction start um as you guys know we applied for and received a $431,000 housing have Grant from um deed we have um funds for 15 projects we have four that have qualified me the requirements and have been say accepted into the the program for for Rehab so uh Cory and I met yesterday with our building inspector as far as inspections and lead based paint inspections or assessments and and clearance there are um one there's one application in the hopper and and um three people are interested so we're working with the county HRA um in administering that grant program uh hopefully hopefully we see projects starting here in the next I don't know hopefully in the next within the next month so I'm surprised there's not more applicants for the for the grand dollars yeah I don't just uh scatter cat uh ribbon cuting tomorrow at 11: um does somebody say free samples or not do we know that or I'm not sure maybe ice cream ice cream is it okay it's worth a trip then right uh meeting with the schools and the or I'm sorry the cities that are comprised of the new PR School District um meeting with the superintendent here in a couple weeks uh obviously working on the 25 budget um and then meeting with TCU to see how we keep uh girls varsity softball playing here for for the number of years to come nice yeah and then I working on scheduling a meeting for employee health insurance our R is coming up at the end of the year so we always have our broker come and answer any questions or if there's any concerns and then um go over the plans that the city is is proposing so that will happen here in the next week to 10 days good thank you for all your work sir you I certain hope TCU plays I mean we have certainly have the nicest parks in the uh the school district you know so it's really good to have the events in town Mr Cory uh thank you Mr Mayor and council members uh been continuing updating our website our new website uh department heads have been uh transitioning new content or updated content to me uh I'm excited to let you or let the mayor know and the council know that um uh almost all of you met well all of you know Holly westbr uh from uh Westbrook marketing uh she attended the ribbon cutting event the other night took some video and uh the Eda has contracted her to start with her her marketing Initiative for the Eda and overall the city in October uh she did capture I did attend the event just to capture you know some summertime images the ribbon cutting event the new disc golf course and Joel and I have been working on putting together a proposed uh October uh Facebook um or social media uh calendar with her so big steps moving forward uh with her social media marketing uh other other than that um I've been processing quite a few deck permits these days as the deck permits has last year was fences and this year is decks but thank you uh that concludes my uh update only question I have will she edit that uh drive that's pretty weak but you know may I I I've seen the clip it's short okay she's not a special effects with might find thank you for all your work at that yes sir councilman where um not a ton to report I've been out of the country so as you can tell us about your Italy and uh ital's Italy's great I highly recommend it um Belgium could take it or leave it but uh Italy's great um I know the library board met a big thing there and I'm sure people have seen it on Facebook uh they're going to be closed the library itself will be closed for the first couple weeks of September because the furniture is coming in so we're finally getting the furniture in once the furniture is in and installed I know that the staff will be reaching out probably through social media for volunteers to help move books into the library so um everybody out there who asked when the flood first happened how can we help Now's the Time six months later now you can help just be ready for that second week in September and help move books right um I'm glad to hear that Eda contracted with Holly um I recall she was probably one of the best attended lunch and learn uh events that the uh the Eda put on so that's great be nice to see the city have that social media presence right right um along with our new website so between that and uh um uh the email thing I think that'll be a good good way to get get the news out um one question I do have Joel I think probably you can answer this um I know it's been asked before but the Police contract with all the all the chatter um when will we be discussing that do we know yet uh the next city council meeting at the next meeting okay yeah okay great had some questions on the redline version that was sent over okay so I haven't been able to touch base with the the union ba on that okay because I know it's something that we've asked a couple of times you know and I wasn't sure if there was any discussion at the last budget meeting which I was not at it either so yeah appreciate that update okay thank you sir thank you for all your work councilman kadada Parks you said the this golf ribbon cutting on Tuesday night again thank you to the staff you guys did a great job um everything out there is great hopefully the community uses it and uh like I said the trails are nothing else both for the trails those are great very good job um Planning and Zoning we met a couple Mondays ago um We are continuing the public hearing for the fence uh ordinances on September 16th meeting and the parking pad ordinance will fall into discussion is in that same meeting on September 16th basically just uh taking down some comments and changes and updating Ouran and policies thank you sir big shout out and big thank you to all those people on The Advisory boards you know they don't get too much recognition but they come to the meetings and kind of lay out the vision and all that kind of thing so good job to them too council person fur uh the Eda met on the 15th and as was mentioned we've we're dealing with Holly for the social media and and coordinating that we also finished up our budget plan for 2015 and we have a lunch Al learn coming up on the 17th of September which is um retirement and succession planning so those who are looking to retire or how to how to move on to it certainly can be yes and so um those emails have been sent out and and notices have been s sent out to businesses and chamber members and such so plan to attend it's it' be very good information yeah I'm sure is thank you thank you for all your work thank you councilman palava Eda has obviously been covered um and I just want to say I believe this is our first official meeting since community today uh so I want to say thank you to all the volunteers and everybody that made it such a great success we had a great time nothing but positive feedback so appreciate the public works and liquor store and you know every uh uh you know Administration everybody that made it uh on the city side that made it work and all the volunteers it's a it's a huge deal nice so thank you community yeah um not too much other than uh I have uh had more discussions with a developer I think it's pretty likely he's going to develop that parcel on South Main um which is and if you're familiar with that area but it's just north of the soccer field between triska's house there's uh like 40 lots that are uh they're kind of rough graded in the water main is through there but he's going to I think uh get all his documents and developers agreement in place here in the fall to start in the spring so that'll be uh be good to have more housing in town and continue growth and all that um and then just in closing you know again you know some of you don't come to a lot of meetings but I just do want to say I I really have uh enjoyed my time as a mayor Alonzo I really appreciate it and and I think as all the council and councilman churny and Senator I mean to to hold office is is really quite a privilege quite an honor and I'm sure you guys all appreciate that and and I see there's some candidates here for city council um all you guys I just wish you the best of luck and like I say all I can do is you know we make our decisions based on the greater good and and um some people like it some people don't but uh we just we do
