contact with that individual specific to his concerns around the circuit breaker and his land um he is he has concerns in that the new circuit breaker changed the laws with regard to only one acre and this individual has more than that and and so what the circuit breaker only does is allow basically that one acre and this particular individual have been using the circuit breaker for more than 10 years he also turns out to be an accountant pretty sharp guy yeah oh okay so you get had him come to the meeting pardon we should have had him come to the meeting this evening uh I think might work I don't I'm not sure I'm not sure what he's doing getting accountants at this time of year you're not have any luck even if you want to make an appointment so so anyway okay so the thing is uh my impression or his impression is that he's getting taxed at the same rate for even after one acre for all the other acres and I thought we had a land curve that looked at the total amount of land they had and it had a fallof and he didn't believe that there was any kind of fall off so I'm going to return this back to you okay and if you can take a look at that and uh see if make make sure that our computer model worked as intended he didn't file an abatement I can correct it but the abatement period is is over now is over now but he kind of did no no he had to fill the form out and submit it by the 3rd of February he do not file an abatement okay when did he ask you the question it was last last week last week so that was before the first it's not he didn't file a form it doesn't count according to the state law I don't want to break the state law unless you do I'm hearing you I'm hearing you I I know that in the past uh because the confusion associated with all the filings of last year and the year before that we did allow and tax not one last year not one not one so don't don't say things that aren't true please the prior year was the year that everything fell apart and and they had to change all the dates so and we weren't here so we can't talk about that other than to say I was it was the in ition was to not repeat that yeah and I I do appreciate that nor did I offer him the option to do anything I did that did not cut up in the conversation I just think that we're a citizen made a kind of request and we didn't necessarily say hey hry up payment point of order Mr move right into the agenda uh the first item is the status report from the principal assessor okay uh we actually ended our abatement period on Monday at 4 p.m. and we have a total of 34 abatements yeah okay and Denise and I have inspected 12 already we processed two and uh we also have an issue with the mapping update uh I have 18 Parcels where CI did not receive plans uh this goes back to like like 2021 2020 so um working through that they provided a list contacted planning uh because we have to go I I did try to look for some on the the registry Deeds but it's very time consuming and they were never submitted to them that's why they're not updated so you go to plug something into the gis one of these addresses you won't find it so we need to make sure that that's all set so I've been working to get that resolved so it's continual state of clean up for you I know yeah it is it really is other than that we've been very busy with uh abatements I just did get an email that the first commitment of 2025 for motive vehicle excise tax bills will be sent out believe uh I think it's the 19th emailed so I have to go through and just determ if there any exemp properties but um that's it we have some other the things I'll discuss in a little more detail as we go through our agenda cool great um review and approved minutes I know that we've been falling into rears on some of the minutes uh I personally looked at the minutes from both December 18th and January 8th have no suggested changes none uh if anybody has any suggested changes great if not can we get a motion to approve the minutes as submitted by our minutes to approve those minutes as submitted December 18th and what was that January 8 January 8 okay and we're okay the other two were identified on the list we have we have several we haven't gotten to okay there are some in November that haven't been done there are there's actually one I think is still in October maybe there's two in October I think one was an executive session um I had one in October still and and all the others November we I right now the motion's on those two January 8th and December 18th all in favor I John I I Brian so these are passed I will submit them to the town clerk in PDF format unless you want to take that out it you got plenty to do good God thank you uh review and approve invoices expens vouchers billing erors Etc I don't services and I wasn't able to find out the uses but we just decided pay during the transition of to interim time manag of the Town manager some of the stuff is sort of got put on the back burner so when we get a chance will work with the new town manager to figure out what what the so you don't pay them right what's the worst case that they turn off it's they're going to want to negotiate it was a customer so the problem is it comes out of our budget it's all our budget it's all out of our Bud R and I have used it one time that was for fun it was for fun it honestly that was for fun yeah don't pay it no I mean if we're not going to use it it doesn't make sense and I've used Google or him pass essentially you want to just see around the house if have deck and we go out and do the inspections I think this has the technology to allow to measure and all that but we use Google Maps all the time in conservation all the time how much did you say it was $8,100 oh yeah for that amount you can buy a little drone and take a picture good idea yeah but um so I like it hey cutting technology the the owl's looking at me it is looking at me on this side so that that's it for any invoices other than this one which is now suspended so okay great making pretty good progress uh summary of the assession conference that was held at the senior set on Monday right uh we had uh 19 officially signed in I know we had a few more than that uh thank you by the way for bringing thank you you did a really good job all all our speakers I thought did real well uh the feedback we got nobody complained but I didn't get many feedback sheets this time uh which is okay I probably should have handed it to them in the very very beginning that versus the end and then stood over them while they well they filled it out I don't think so but uh Marg Garcia Ed a brilliant job and she filled us in our Michael Ray was super in terms of giving us all sorts of insight in future in the future and hope for the future uh of course the the taxation puzzle of yours you had people staring at those and you it was that was good uh the only the only drawback that uh well let me take a step back Pauline is jumping into it and we're getting more kiosk space so we can get more like the uh circuit break pages and stuff like that so she's she's helping out and becoming a real good asset uh Deb is going to be taking the presentation she's going be posting that but at the same time the movie uh I sent you guys a note late last night and only can say hundreds of things I hadn't done yet and uh I asked you to take the video and then I went back later and I looked at oh now this it's dark it's really difficult for people to read any of the any of the charts uh and half the chart showed up on the screen so that so I made contact with Joe uh this morning and Joe McGloin we talked about how we could put the chart mate at the most they don't need to be looking at my face or anybody else's they we want to look at that and uh so we transcribed all those charts over to PDFs I rev PDFs I sent them over to her this afternoon and I have a meeting with her tomorrow morning at 10:00 to go over and Rego keep the voices on there put the charts up and if you want to have sub you up in the corner she might be able to make a corner shot so we can then have a reasonable presentation uh I didn't break any of the rules right I didn't sell you down the river the Circ breaker heat and uh yeah so it was uh it was well received and in fact I had one person say to me who was from not from lunenberg but I believe lemonster and he says we see none of this stuff I'm upset he goes you guys telling us about the town and what's going on and we're not getting that so I would look at that as okay we must have done something right so it was it was well and uh like I said the next step is to essentially flood the Zone where you know Joe's going to put it back up uh Deb is going to be put and we're going on the Tom website or our website to do our website uh uh yeah and Council and aging is going to run that through back over to their members and uh next thing you know hopefully we have 4,000 people that are informed out of that group do you want me to tell Cara I already sent the email to have her upload the video yeah I sent you another one I said don't don't do that but that's okay she can take it down on like second all right and uh you know I've got a and Joe um yeah soon as we get Joe ready to go and she's crying for uh her software she's got it I move like said move the images over and that will that will hopefully have an effect and I I already like said I found somebody that was already working using it so if I may yes um one of the during our conversations as the process was developing a suggestion was made that there be a Conference held at the senior center to talk about specifically the the uh circuit breaker right and I would still like you if you would like to follow up on that or have the SC Center follow up on having that because I think it's still valuable to do it needs to be focused on just the circuit breaker or just can do that I it should actually be sponsored not by us but it should be sponsored by the Council on agent I like that but I think it makes a lot of sense to have somebody come in and talk through that with those folks with that with that with those uh folks that might be able to apply for it so we weren't trying to shut off the conversation we were trying to make sure it came from the right place and the right place should be the Council on Aging and someone with some knowledge about the yeah I I'm not I think it's I think it's you know while sad that it was in there we had so much difficulty in our discussions that it really needed to be addressed and it shouldn't have been addressed there but I think it still needs to be addressed by someone through the council and aging so if you want to just take up that I will do you know anybody on the council a do I know a you all of May uh yes I think that they would like to do something like that we have some backend stuff that we still have to do too you know in terms of okay now we get the circuit breaker how does he get processed when someone comes to us with an application all all it's going to be is a CB right no but you're jumping ahead in that we are we aren talking like the 3911 H 3911 we'll talk about that later uh and and there is a process uh that is going to be started so yeah so I don't so do we have the mechanics worked out with regard someone walks in probably just be doing a kickoff and trying to figure out what things you need to pull together so that shouldn't take forever let's hope cool all right uh the neighborhood site index review plan in response to the Department of Revenue directives yep we uh wanted to establish a starting point for the neighborhoods and we're hoping to start some of the inspections aim your voice that way I think that's why I talk that way when is talking this way look right go ahead the right screen so we would like to kind of start out with determining what the neighborhood's will be and then at least that way when we do inspections because right now we're inspecting abatements and we're trying to look at site indexes while we're out there so that we can check these off of our list okay so I just thought it would be helpful if we have a starting point as to what the categor is going to be uh and uh at least that way we can start the whole process so what one of the things that the uh Town manager has put into the proposed budget is some money right to get this thing started to get this thing kicked off I believe the intention is there probably going to be a multi-year activity it's going to take us more than one year to do it so we'll put some money in the budget for this coming year to start to address it and then subsequent years so uh Sarah you may have something to add to this yeah I just um wanted to mention I listen to um our outgoing intro manager um and his um in his last report and I think you know he had a lot going on as he was leaving and he said our priorities were to work on um the site ones in 1 a and 1B um but actually our priority is to determine what our neighborhoods are and should be right um because we have that initial set of of things that uh us a a group of us did review and and shared out meetings in um October November um and there's you know there's a lot of discrepancies and certainly where there's discrepancies that are easy to to address and clean up by iMagic um our our team will go after those but the goal is to actually really decide what neighborhoods should be there still because they hadn't really been revised in 20s something years um it's it's not any one neighborhood that is targeted here is all of them right right but we'll do it in phases but when you the trick is when you pull the trigger I just thought it might make sense to kind of try to stop to figure out what those what those are and then at least that way when we're doing inspections we can do some of the work now of doing it twice so okay as I shared with the sensitivity is that you're going to be perceived as if it's the easy ones that we've referenced in the past it's the Lakes right Lake communities uh they are particularly sensitive to what has happened you know I can't hear oh I'm sorry okay I thought when we had discussed earlier that we were going to try and determine all the characteristics that would be support a neighborhood and yeah we can clarify we can go in and map them all out but we wanted to finish the whole mapping out process before we pulled the trigger and saying guess what you're now a one a two or whatever that number of sequence is uh to have them all done at the same time versus just one group because there's a fear that we will not ever get to the other ones and we will penalize just one we have been told by the state we have to get the other ones so it's not like we not going to do them mhm but we can't really do them all at once pull the trigger in terms of saying okay we're going to now use this for all our tax calculations we're not just going to say oh well we're going to pick on this with this year we'll do these guys and you'll get the this rate and the following year is somebody else we won't I'm really thinking you want to do all at the same time we can't jack we have we don't have the you got five years as long as we have it all done we have we already we've already wasted a year yeah I understand not wasted we've done some research a lot of work has gone into it but years already gone by yeah and we can't wait till the fifth year to do anything so it's it starts now and the question is can we do it all at one fell super and I don't think that's possible um we're not picking on the Lakes right or Waterfront but that all needs to be revised clearly we also have have a really large one there like 3,300 residences in it that is U set site index number three um that one needs to be redefined split up uh you know we need to figure out what the criteria but that's what that team will do to figure out what the criteria are for the definition of the of the of the future uh neighborhoods so what Sarah suggested was what I think Linda just suggested was try to Define what the what the neighborhoods might be how they might be put together not to find who's going to what neighborhood yet let's just figure out what the neighborhood neigh is that is that did I miss okay okay Sarah is that you have something to add if I can add you know um a group of people came up with what we thought they were based on the mapping and our understanding of what was where and and so I think now our assessing team that is actually going out to these houses and inspecting them interviewing them can um more carefully Define those sub those categories of of those sites you know those those neighborhoods that are are currently one through five and I think I heard you say Brian that um three is enormous it is um and four and five seem to be outdated from like 20 years ago they they look like little Cottages maybe or the new modern um uh recent builds of 20 years ago and they they really just had not been updated and as Lots were subdivided and new houses were added they I think they were just put in zone three um from from what I could see or not zone I'm saying neighborhood three but it um the way our uh vision is set up right now and that's because of the legacy of whatever we had before I'm not disparaging Vision um is that everything is entered as a neighborhood but then those qualifying things that would modify homes um like the the um factors that you can put in onto the card um are not there um we are the way it is envisioned right now is to find with the characteristics of a neighborhood and those factors are somehow in there which we I think as a group would like to define the neighborhoods and then apply factors for differences in the housing within those neighborhoods which is is really the issue and I you know when I look back at stuff that I was not involved in it it seems to be that you know a neighbor neighborhood was applied and then when things were not going well they it looks like they said oh well this is actually more of a a and this is more of a b instead of putting in factors that would modify that neighborhood and I I can't I I'm supposing here I was not there I don't know what they were thinking honestly and I also don't know what people were thinking when they made the original neighborhoods and that is they in the problem where like you know you can have residents and and uh members of the community take their best stab at it but really professionals who are actually seeing these houses need to create some order there um so I am very excited that we do have the funds within um within our budget to get started on this and it's going to be a long process it's but it's we have to do it the says so yeah Choice sure by the way kudos to you too Brian and you know the fact that you were able to make enough of an impression of the Town manager who didn't want to spend a penny that we really have to do that and you'll Lobby for it good job well we we have to and we don't we're not going to hire a large consulting company because it's going to be a tremendous amount of money so we're going to try to do it in-house with the help of now that we're fully staffed MH now that we have some funds that we can throw toward this problem I think we can actually make some progress it won't be immediate as long as everybody's under the understanding that we're not going to C clean it all up at once it's going to take us some time but I think that clearly the team will want to focus you know cuz we know what waterfronts are well that's pretty easy to say here this what a group is the next one the very next one needs to be the one with 3,300 residences in it we got to figure out where those actually belong what things they have in common what we how we want to define those the neighborhoods I mean somebody's in somebody's in the the historic district in the middle of town that may be different than rolling AC which isn't very far away but it's maybe a different neighborhood altogether versus some of the you know rural roads that are now very built up like the street I live on that that 20 years ago years ago didn't have all those houses on it right or 40 years ago didn't have all 4 years Gra so you know if somebody came up with a neighborhood back then my home wouldn't have been included in the neighborhood at all just put it someplace put it someplace so so and then we can figure out what we need to do with uh four five and two we have zeros we have a bunch Sarah could talk about the zeros but she won't are youing something from us Sarah what's a zero we have a lot of zeros yeah um and maybe we rightfully some of them but maybe a lot don't belong there so actually that's another one that needs to clean up so the update is I think we're we're about to get started we think we're going to have some money in the budget for the next year we're going to try to spend a little bit of money this year where we have a full staff um money and time and and start looking at that so yeah and Denise and I while doing these abatement inspections we just thought it would make sense while we're out there why not address this neighborhood issue now so if we at least know we got a starting point right at least when we're out there we can start it and we've already so you're thinking of major groupings and piles of subclassifications or influence so between you don't really want to have too many so you can have between five and eight right neighborhoods but then there'll be factors within those neighborhoods that will will increase or decrease the value of your home based upon where what neighborhood that's the intent to get more accurate rection so you know today we have if we include zero we have six neighborhoods site indexes actually zero divided by zero is done right once we have the neighborhoods and then we apply State indexes it'll be clearer to Residents that why their their valuing higher or lower than someone else in their neighborhood which I think is awesome right and we thought maybe we could send out a letter when it gets nicer we could take a street that's kind of what we were thinking we were on a street the other day and we were looking at some it was actually on the the lake and we were trying to determine we're looking at the differences just thinking about what we were going to do it's not just a batement inspection you're doing permits and stuff all the time too so you know as we go through those we could start saying oh this this is a series of things that we would want to have in a neighborhood what would the neighborhood look like okay yeah just OBC it right now I mean we don't know so I don't know if it would make sense to send out a letter or we have a door hanger leave just or put something on the website just to notify the public that we will be just we're not going to be going in the house we're just going to be looking at the we can do that anytime we just did that essentially in the 5e and uh well we look at about half the town yeah uh I did want to mention that vision is going to be starting cyclicals pretty soon okay and they do not do site index infections so that's if if you recall the town interim Town M just signed a contract with vision to do the cyclical for the next three years 500 per year we we didn't really think we needed 500 per year so they're going to be doing them but it feels like we are going to have to do a lot of followup on everyone they do well why aren't we supposed to do 10% a year we are are 10% go that's the whole point but but but I we thought that we should probably sign them up for one year and then start weaning ourselves from them oh I see saying we W up signing a contract for three years 500 per unit I mean per year and the bottom line is because of the way this has being done we are going to have to follow up on almost all 500 of those every year well if if we have if a resident calls and wants an appointment Denise and I will be doing because we're going to have to pay extra for vision to go out a second time so I don't know how many that's going to translate to at this point yeah but Vision will go out one time and if there's extra visits required we will have to go out so that's right uh cuz they was charged for the second visit so they're basically doing a 5year level they were d by shooting so to speak they B yeah there's a house there the property looks about right looks okay and that was it no one went in and it's Vision going to be doing that again vision's going to be doing that cyclical uh measuring the outside checking the property card and if they can visit the inside check the inside at the same time so I don't want to talk over people oh yeah Sarah sorry I'm having a hard time following oh can you hear us I'm sorry I'm sorry um it sounds like I I think I heard Brian say that we're going to have to follow up with one's vision is looking at because we are also trying to update the neighborhoods um I'm wondering Linda is there a way to see which ones they visited and updated uh we do have a a list a visit history list I can't carry that we we do have a visit history list so we have a date and uh vision is going to actually take the latest dates that are within close to the 10year period can you hear her at all it's like this oh so we we get a list of who they visit okay so we'll know who they have visited um because um you know it if we have that list of who they visited as they're doing it we could check and see what it looks looks like in that um neighborhood um GIS viewer I made and we can you know we can keep that original copy and we can plug in their stuff and see what that looks like and and decide if we agree um if we want to be crosschecking that Linda and I I I can help with that um particularly can help set some of that up in the summer okay um if that is helpful to you that would be good um I don't know if you had heard but vision is not going to look at the neighborhoods during their inspection that's that's the issue is they're just going to do an interior and exterior inspection and we're going to have to inspect the neighborhood so they're doing what is the minimum to qualify as the cyclical yeah right so I wish I questioned Vision to see if they would do that thinking that that might be the solution they can do that as part of another program but it's very costly so it just makes sense to try to do it ourselves and do as many as these as we can and I thought if we at least if we can have a starting point to these neighborhoods Why not start it now while we're out there and get as many done while while we're doing permits and abat inspections at least this way we could start it right are are we going to try and car up by value as well maybe Linda you can show me an example of that in the office the I don't know the the week of um like February 16th something like that one that's a holiday week right for you yeah I think you you probably have Monday off um but yeah um I I could make myself available Tuesday or Wednesday I think oh yeah no that would be great and then maybe maybe you can just take me through it because I I'm really to be a way to not have to do every one of them to be able to carve up the neighbor was not waiting for all this other stuff to be done and can you do it from a statistical standpoint and I I thought about the problem enough Sarah what do you think yeah we can actually run reports yeah use visual Sarah why couldn't we develop a statistical sampling model to help to develop a neighborhood in around some of the characteristics are come up with a value because certainly certain streets Jack is talking to me because you're looking intently at the screen don't hear anything he is talking to you I am sampling so that we could help Define what the neighborhoods are so take some factors and say this one maybe uh attributable to a neighborhood this one may not really make a difference to a neighborhood you'll see that some it may be streets that have are through streets that have a lot of traffic or they may be you know there so there's some factors that we need to people discover some of them don't have any effect I'm going to leave that to the um right principal assessor and the appraisers to determine we're going to actually we have more experience for sure we're going to run some reports and and start analyzing them that way I think that makes sense yeah but I just kind of wanted the foundation maybe like for example of just neighborhood 3 we can look at that and neighborhood 3 the monster the monster one moner obviously and and it's probably going to be like B still I mean could we have to see that right kind of analyze that so maybe that well I mean a lot of neighborhood 3 is not at Lake whm but the whm district sure yeah so is that a neighborhood in and of itself maybe and then you go from there so you could you could you know start figuring out what those six to eight yeah so a lot of neighborhood 4 is around whum looks like it was around Hickory Hills okay a little bit um but like not immediately adjacent to the lake but steps back from the lake so um one of the questions we had was all is that are those houses that had been Lake axis but not on the lake we don't we don't really know um or was it a housing style like um I don't know Gables got it is whatever don't know um and then three was along the roads basically anywhere there's a road it's a three unless was like a state highway and then it was five right um and then two was some kind of I don't know that was fun but we we made a list of those and I shared those out right um did you did you public I'm sorry s did you publish those to the to the group what you guys found so far the one about Deeds right about Deeds yep I read it we uh we have an increasing we by the day by the day issue with uh Sunset Lane and this it's not just Sunset Lan well it that this is the one that seems to be the biggest problem with the Deeds is and I had a resident in and uh his name and obviously um he doesn't he didn't even know if he was 210 or 205 the bill tells us you know what the parcel is but the problem is is we read these Deeds they're not straightforward I actually have a sample of one that calls itself Revis lot a but it gives a physical address and it gives us a total sight area which is really what we need these other Deeds that where people are coming in that we're receiving that we have no clue of what to even interpret them so they don't have addresses on them Ina some cases they don't have a parcel ID they don't have a a site area how how large is the site so you can pick it out on a map um they don't tell us enough they don't describe the the parcel well enough for us to understand where the hell it is and then it we have to figure out who owns it and I spend five hours I read through that letter it it made absolute sense to me but has it do we need to send it to Town Council since it's demanding something of other lawyers because I I wouldn't know how to critique that right that was if we're all comfortable with the way that's worded and Linda did the bulk of the work on this I I moved some stuff around and took out some extraneous stuff um but if if everybody's happy with the way this is written right now I think we need to send it to Town Council and ask him to vet it let us know if there's anything in here that we can't say not that not that we want him to weigh in on whether we should say this CU we need to say something I I I make a motion to have Town Council review it and um determine if there's any additional legal language we should incorporate is that some of what you wanted that is yeah that's good sir so that is um any know if if that's clear enough that came through to me but I am close to the problem at this point true I can send it you're close to the solution you're close to the solution at this point potato pot um okay cool then then I don't know if anything needs to change just submit this to and and I'll I'll get a copy that doesn't hate to say draft on it for you yes that would be great I can pull the contents and easy to do and everything else and I thought oh I can find stuff in there and I agree that we need to clarify some of it but at the same time you have an index in the back that helps you not only identify specifically where something is if you don't easily recognize it but also your index becomes your ability to load in revision dates they don't have to show up but they're in the revision dates and so by using that if you see something that shows up and you know piece of legislation shows up you go into your index right and you pop in a few words and see where they are in your documents without those it's a really you're playing Christopher Columbus you know search and discover and I would again once again urge you to consider the index and a table of contents and we I know we've got it sitting on the side and I agree with you it's complex you know and I know I can put search words into some of the documents and some of them may find and others they don't because some of the document material that we do have is has been a PDF you know it it doesn't get recognized so I would again urge you to and we're still having problems of course is people aren't finding the stuff but maybe you never find it but at least there's there's a chance I know I go to a book I open up a book and I want to find something I don't go chapter summaries are nice I go to the IND back it work so that's my two sents again there's some areas that say are under construction or there's no data how about if we get rid of that stuff because I think it would make it easier I was looking at some of them the other day and it it's just difficult so here's what I'd like to suggest okay if you want to make changes just tell us what you want to change okay yeah and then we can say yeah or no in deriv when NOP when we went to do Cola we went back to the Baseline as of when this uh legislation was originally passed right right because we had not adopted Cola okay what we're trying to do now is from that Baseline get us back up to where we would have been had we adopted Cola okay when we could adopt Cola instead we've adopted it more recently so we were at the Baseline again we could potentially have fixed this last time it would have been much more confusing so rather than do multiple steps once we discovered that we had this problem I didn't want to push it because I don't want to make it that much more complex okay so it's simpler today to be able to say we fixed this and we fixed this and now we want to fix this hey Brian obviously it's an annual incremental increase do you have a kind of like a little spreadsheet that shows we don't know what cola is going to be and you know we don't know we know what the cola is going to be but we know what it's been and it's a multiplier I don't want to project all I want to do is say we're so my point anyway my intention here is to just make us whole to where we were and then Cola will take its whatever course it's going to take I don't think we want to tell anybody what the numbers might be because they're not going to be those numbers okay so if if it was $30 and we had I'm just throwing up and the cola okay and I'm going to do a 3% Cola so I'm up to 33 well if it's a 3% it's 3% of the 33 so you have this growing number a chain of you know one Builds on the other at times the percentage do we have a chart that we could show or do we have how do we we would have had to do that last time when we adopted C so if we didn't do it last time we don't do it now because we're just changing the Baseline on on the qualification amounts we will start doing probably that chart once we start if we make if we make it too convoluted it's going to be difficult to understand and we'll never be able to get it past I think the point is I don't think they need to know that I don't think anybody's going to want to know what the cola is because we can't tell them we can't we can make up stuff but it's going to be just us making up stuff so I don't want to make up stuff I want to give them as many facts as year on year historically Y when you started the calculation you know what all your Coler increases were have we have the information that would Cola would have resulted in that we actually used in 2022 okay so we we're caught up reference that and say folks so this is the starting point here we're got to back to the 22 and then we'll grow from there okay so what that does is there's actually last year two people two applicants uh who had previously been qualified we're no longer qualified because the numbers drop so well right so we may pick up two or three or four people we're not going to pick up a whole ton of them but we're going to actually make this more accessible to more people okay by by doing this so we're going to go to front of town and we're going to have to tell them how many cups of coffee this is going to cost them right they want to know I they don't like voting for stuff they don't they don't it it's going to cost them we can we can get an estimate on how much it cost them the first year that's all I can do yeah oh yeah what is it what you saying because I don't know what future col is look like right but it's reasonable to put some numbers up there around what the implications of this change is this is what it was that's reason that's a reason that's a reasonable ask and this is what that doesn't mean I have a chart that just means you just got to have something in your back pocket that shouldn't be that difficult to come up with because we already had that prior so you can always refence that year and you could calculate that easy right it doesn't mean it's going to be perfect because we will probably find somebody else that now qualified that we didn't hear about in the past they're new yeah I don't know you know so we can make some assum just tell people the Assumption are the assumptions are and so when is this going to effect in July well what we you have to take it to town meeting and I don't know if we can have it CU that would affect the overlay if it I don't know if we not not much not much it's not really that much but it's not much yeah
