##VIDEO ID:ASAvgsJHsQA## we all set y all right uh today is December 4th this is the Lindberg water district commissioner meeting start by saying the theedge of aliance to the flag the United States of America to the Republic for which it stands one nation under God indivisible with liy and justice for all you have any minut floating around did I see so do I you got everything you got I'll let those float around to take a peek at also have some warrants here all the oh PJ got us water license yeah he's a PJ have d n or just D I think it's just d oh is that so it's 500 for D1 T1000 for two I don't think you were at the last one John just yeah John you can't even you can read them any yeah can I you can read them I don't know can you read no did you go to lunber yeah can't can't even see extra the mass last till the spring I think we turned out just fine with the education we got John better than most my friend I'll tell you oh I did half this time chair got to get like some background [Laughter] music I need to sign that one oh yeah just as all the water licenses in there if that's what you're looking at okay this seem a little bigger than normal it it is everybody likes their uh the licenses for Christmas time oh yeah not a bad thing and yours are in there too so oh nice Yeah Christmas you uh yeah you all set with the minutes there Mr M yeah I would uh make a motion uh that we accept the minutes of November 13th 2024 all those in favor he was absent so I did it right you did it right well yeah or just all Us in we could just vote on it I I you can't vote voting I know H just I get the hang of it me what's this here for I mean I know what it's for but I come I'm the only one on there everybody is we just in alphabetical order yeah I'm last on the bottom I my whole life okay all right I see it I need some obviously Mark's first not not a bad thing you know you always go first and then you know that's when all the mistakes happen and then the people that go after you they realize the mistakes you made and try not to make it that's right yeah can I sign that one no um we get the minutes next thing we got is review and vote on this commission 2025 meeting schedule with everybody I didn't make all the copies it's the same we do every year it's the second and fourth Wednesday of every month except for November December with the way the holidays fall same way we did it this year so it's just and then just has the annual meeting on there it's the same thing we do every year the state looks dates look good to you gentlemen sure to view that I'm just going to make it happen Okay I like that do we need to uh I will not be here for January 8th next year next year already planning ahead we make sure you two are that R oh yes the rest of the stuff is well 25 as we go January 25 okay I make a moot we accept the uh Board of Water Commissioners meeting schedule for 2025 all those in favor all did you just vote on the time being the same it yeah it's the same schedule except for November December November we just do one because of Thanksgiving and then Christmas just gets moved to the first yeah and the third in December because the way the holidays weeks yeah other than that they're always the the second and four but the time yeah the time of the meeting could change yeah we can always change yeah okay yeah so at any at any request we would normally make a later meeting um next thing we got is the preliminary 2526 budget discussion which I believe we have I was hoping to have a little more ready but I'm thinking next meeting on the 18th maybe we'll do um like we've done in the past the executive session y and we can really dive into because this seems to be the first thing we do go over the raises and talk about employees and all that so maybe I'll do that um beginning or end of the next meeting but this was just no I this is kind of something for you guys for to M over and see where we think go over you know we can uh yeah and then I mean I've been trying to dive into the budget a little bit today uh I mean we're in good shape so far it's tough cuz the auditor is not quite done he should be so then they'll be able to do some year toe comparisons but I mean we're we're in good shape from what I see from what we projected for this budget year so nothing's jumping out that's that's no getting to the health insurance the only one that we always don't really know but sometimes they said could be as high as 10 as typically a highs of 10 10 yep so health insurance and then you get your uh your retirement which I think I kind of got somewhat of a projected I mean that that I was looking in the past and it's almost around 10 8 to 10 a year goes up I've been trying to track that so we can project that so that maybe an8 to $10,000 for next year um but the the nice thing is the insurance and I know we can't always rely on that but we kind of had that lull with employees this year so kind I know we'll definitely be in budget this year um but she came in and went over everything with me last month and said it's going to go up but but other than that everything should be the good the the maintenance budget will stay the same yeah all the regular lineup they all should be good so carry carry them right across I I know one concern that we had maybe this was even a couple years ago was the chemicals and etc for the water treatment those things kind of shock up yeah not but this they holding steady yeah cuz actually I did a a 22 let me see I have it in here cuz I was just looking at from 22 to 23 and 23 to 24 and chemicals went down oh did they 22 to 23 they were just over 48 23 to 24 they were just over 45 okay sorry 48 to 45 and like that early 20 we had that Spike jumped up a lot and you know so I mean it seems like we're still above average but yeah it's kind of the new norm and actually that's not bad cuz we're at right now we're at just under 20 and we're almost at the six month point so yeah and we're locked in for those prices every year so that's a nice thing so we should be so I think we have 45 budgeted so I think we'll we'll be in that I don't I just as I recall I was always like only thing that was like a variable that we didn't know if we would meet what our budget was everything else seemed to be pretty no it seems to be maintaining that and utilities too I think were kind of average out yeah they're they're pretty close utilities from 22 23 to 23 24 same thing those have been kind of maintaining a little bit yeah we've been paying them I see yeah I know so yeah so I'll have I'll dive in some more we'll start with that next meeting but this is just something for you guys to review for now um yeah any input on that gentlemen or anything are you are you um you do like a midseason on anything or is this just based on like I do have I have one that I did from July 1st to today so that's kind of what I was looking at like the the um corrosion control where I just under 20 and we're at just about the 6month mark okay so my hope is on the 18th um that the audit's going to be done it's because you kind of reallocate not reallocate but he moves things like we have one lump some for salary and he'll put it into like clerical work all that kind of stuff so once I tweak those little things I'll have a really good number so you'll be able to look at that but I do do like a six-month one so I that you guys can try to look at it but from what I looked at a couple reports I printed and wasn't able to put together we're on budget we're doing good yeah so that's out of Quick Books right when you take the time period and match it to last year yeah that's fine yeah y yeah good yep so yeah I'll have more info in the next one but this at least gets us yeah good commissioner superintendent clerk treasur resistance uh the only I just want to talk about the fif a little bit I know last it was the last minut one on the five failing the old regulation exceeded the 20 pots per trilon uh it was already failing the the new regulation the full pots but train but anyway so I made a call to DP make them aware of it uh they don't they they were aware of it they don't really care about one sample they do a running average and uh I confirm that if it you do a sample and that's less it's zero that's not true they don't do that so so uh the new the new sampling is uh accurate down to two pots per trillion so they're going to if you hit go below two they'll probably give you a zero but they they haven't come out with the new regulation yet Massachusetts regulation uh they did mention that they're un unaware of what's going to happen on the federal side with the new uh regime coming in so can't imagine them doing something with the p stuff but DP they they don't really care what what the federal side's going to do they they're they're pretty much going to keep running with it so yeah they can be more restrictive they can't be less restrictive than the federal ring right that's correct yep and they she said that the new regulation could be out late December or even January so this could be coming out pretty quick for for what's going to be happening uh because wall number five failed uh they started questioning uh running procedure so the way we do the sample now is they would give us a a blended sample so Blended sample for Lancaster app for us was we turn them all on we run them all night we sample in the morning so that's how we did it uh so she questioned well how how do we run them on typical normal run times so we usually run well five and two together and Wells one and four together and Kings is the other one you know so we'll run either one of those two with Keening so they switched the sample plan now that we're actually going to do two samples for p one for Wells 5 and two and then Wells one and four so we're going to see what those do for uh contaminant lels okay did they um do they want to increase testing time frame or anything like that or they they did uh January was one sample of January for a lot of them they're not really like ramping this up like I thought they would I think they're probably going to see what we have and uh they're kind of in watch mode right now they're watching what everybody has Y and uh then then they'll react and modify Stu like playing playing based on that but they're they're right on top of a lot of things when I spoke to her she she knew a lot she knew all about lenberg uh so they know about us talking other towns and they're uh I was kind of surprising how much they knew so brother always watching uh do you have anything else uh not really mass is done me pretty clear on that just got clean up to do uh we just had a brok Comm man on Pleasant Street caus my [Laughter] mock yeah that it was a that was a cold one but it was it was okay uh with with that I mean uh I talked to Fran about maybe the possibility of having somebody come in when we when we use hydrants for the fire fire department and just to to to be there because now they got to get the call they got to come in here um it takes takes them some time to respond and they can also look at the operation and make suggestions and it's be nice to have somebody in if we're using copious amounts of water probably got to turn the Wells on would that be well I mean it's possible I mean never we had a I was on the fire when the bill bur burned and I remember I was half fire half water because I kept running down turning Wells on you know because they they they had three hydrant feeding that fire so so when obviously it's all a big rush when we get to a scene we do everything as fast as we can get as much you know get the water set up and so forth but at the end when we shut it down that's also a time frame that we could end up doing you know any kind of you could cause any kind of a a bump in the system um so the thought of having somebody in when we you know when we could or work something out with the the fire chief that they you know if you're tagging a hydrant using a lot of water send one of our have one of our guys guys here so it's that much more immediate of a response if something does happen you know I I kind of agree with some of what you said but I think the fire departments have got to be more educated I think they got to hold their it's not a it's not a lunenberg problem it's a it's a you know it's a Massachusetts problem and and yeah we got we we we got a we got a job to do and you guys got to and the district has job to do I'm just looking to make the communication better try to prevent less uh incidences from happening to the water system um some may be preventable some may not some could be the system itself some could be the process in which we grab the water so just just the the thought of having not having to call the guys if something happens and if they're here there's a good chance that maybe they can mention something or see something that could prevent something from happening do you guys ever do like a I'm just we train all the time right like even let's say uh do you have to do like an after actions report or something to like all we we uh after this incident happened yep the very next drill we had we we went over hydrant setups how we do them opening them up closing them down so I guess in like in that scenario I think that's where like if you did uh some sort of after actions maybe that's when you could grab somebody from the water department um I'm just thinking out loud here like that might be a time for cuz I'm assuming that's not In the Heat of the Moment it's not the r it's it's after actions it's the day later whenever you guys do it during business hours hey guys let's go over what we did last night yeah um I came in I talked with the staff here brought the information I got from them uh brought it to our our drill in our meeting uh and we went over everything and all we can do is you know do the best we can okay uh you know and I I just I've tried to do it in the past there's been a little bit of uh not a lot of people thinking it's a good idea but I still feel it's a good idea if you know when we can we call and and at least the guys are are there if something does happen and if not they can at least make suggestions to what we can do to try to prevent things uh I you know rather than them having to get called in after the fact right something happens no no that's we can't buy anything to put on those Hy rooms so that doesn't happen no there there's there's safety valves on all the trucks there's the training that we do on how to how to operate the hydrants uh there's only so much you can do and then you know some of it could be the fact that our pipes are the age of our pipes right I I do agree this this one element that this this is just it is what it is just open and closing valves in general sometimes can just cause problems but no for us we we FL three times more water than they do we don't ever ever blow up water ever maybe next time we can try to get some yeah I I it just think it's not these guys do it every day right I think we don't we don't do it every day well that's what I'm saying so maybe in that having having that person show up that does it every day that could make a suggestion you know great and we can do all our due diligence as far as on the fire side to do the training that we need to do to try to prevent these incidents is from happening on the onset if we do have a guy there let's say they do something wrong and and but and we saw it nothing we can do to fix it the buol the m whatever it is yeah but then but then we can as long everybody learns from it this this is what caused it and the person who did it probably doesn't know that would cause it so but why don't they know this I mean how how how many times have they blown up by water M because of the hydrat how many times have we told them how to do it but yet they still keep those so don't make too many excuses I'm not making too many excuses but it's either shut it off and blow it up or you don't shut it off and don't blow it up one of the other we also have we also have out of town companies that come in and utilize them and you know it's just it's it's an unfortunate thing that happens once in a while and you can't you can't dictate that it's going to be the same person doing the same process all the time where you guys are more controlled you guys know the system run the system do this every day uh I think that that hydrant that I tag was probably the first hydrate that I turned on well actually I did two last week but I don't do that I don't do it that often and now is it turning them on or turning them off usually it's turning it off but but the hyd the hydrant all every on the piping is all empty so if you turn it on too fast it's going to fill it quick and then stop right there a hammer and then the shutting off is another right I mean I'm not against anything to fight if I'm a dust but you know this costs us a lot of money and a lot of time yeah but it's not it's it can't be sometimes it's not all us this this is something that it could have been the a the Aging system could have been some other you know we have a high pressure system I I understand so we're not like and they they do this in other communities you said Chumps for blew up Duck though what do they have for pressure jonesford sure whether they're high pressure I hear from all the water everybody the same problem so what I'm trying to do is insert somebody with more knowledge of the system than the guys that are actually there to try to you know at at the point that they'll get there at least we can shut down everything properly and and they're aware of it and if we have a a prolonged operation that we're either filling tankers or whatnot at least somebody can be there to say Hey you know this could cause damage damage to the system if it's done this way and just trying to educate people at the time it's not something that the the guys in the fire service do we don't tag hydrants every day so it's it's and we can't control who does it so I'm trying to just have bring us together and get the knowledge so that we don't get it fixed try and try our best to prevent the future D well I appreciate your efforts in that Mr think that's a great idea I'd like to I'd like to try it out I'd like to leave it between I mean there so many things that a Incident Commander has to do when he gets to a scene that you know when when we try every time we use a hydrant to notify the district dispatchers get tied up and busy and sometimes they don't so but if we can try to prevent something that's all I'm trying to do the big thing with the two Radio Systems that we're trying to get upgraded and if we switch the same frequency as the fire police then you know everybody could take their portable home and uh he the fire calls like right now when we have our radius we don't hear any of the fire correct yeah oh true so it could be a benefit side that he we can hear that using the higher and yeah I mean to to if we can prevent that from happening and prevent a break from happening then residents are happier and let's say we have another fire we still have water cuz we do have a lot of dead end Mains in town and once you have a break if you have something beyond that it's a lot more difficult to get water there so one of the things with mass AB me I mean we still have the old uh transite water Ms feeding the new main that yeah the new Main's not going to blow up but we we we could have just pushed the problem a little further up stream sure all right anything that Mr no uh the only thing I had was uh towns and water uh emailed us and invited us to T their plant whenever you guys want um so I don't know if you guys kind of wait till the holidays I'd love to yeah get over whatever whatever we can set up maybe we can set it up either before meeting after meeting or something when it this cold weather gives us something to do to get out y any particular day for them I mean he didn't he didn't he just said we we invite you to come to our treatment plant uh Harbor Trace Road said contact me whenever for scheduling I said all right I'll run up by the Commissioners and so why don't you guys pick a day you'd like to do it want to say Wednesday say like a Wednesday at 1 on a commission day yeah we could go there and then have a couple options and see how that see what sticks I know you're gone the beginning of January right so maybe end of January that Wednesday yeah that one I should be around for all right love your John see any day is good for me okay that's all I got public com just a quick question I was on John Street I helped them roll it up they were 4 inch yes did you use 4 in on yes okay is that a standard thing standard is 4 in supply line yep okay cuz then when you feed the the hose itself the working hose yeah that's what 2 in or 3 in uh can be inch and 3/4 or 2 and2 yeah it was an inch and 3/4 yes we had a 2 and 1/2 and 2 inch and 3/4 lines running off the truck at at that call okay I was there when we were winding it all up and all that and I saw guy putting the hydrant back together and all that but I didn't see him turn on I didn't see him turn it off yeah just just the just the length of the barrel of the hydrant is probably enough they're drained down because they're winter hydrants yeah so the connection is below the frost level when you open the hydron up just filling that barrel of the hydron is is enough of a hammer y that that could do it so you know having a procedure and going over it and and uh you know unfortunately we tend to train on stuff after it happens sometimes and we did we you know because of but that was lemon I'm trying to stick up for you yeah okay could have there's there's so many things that could have that that contributed to it all we can do is is try our best not to have it happen again okay all right so 4 in is something that that's that's the size of the whole that's a standard supply line okay yeah and the hydrant Barrel is what is that six in or four five and a five and a quart yeah okay so yep John yep uh just a couple things actually I wanted to I had the question and Fran um answered much of what I was talking about but the D numbers now so you're talking to Massachusetts d right now they're saying Massachusetts is going to go to fors parts per trillion regardless of what the feds do or you could explain that just little yeah she she didn't get specific uh that but she said no matter what the EPA does uh that does not apply to what Mass DP so she didn't get into any specific details but they did get into that you know it's going they're going to follow us on a running average and that'll that'll tell them on you know who who needs to take action but uh she didn't get specific on too too many things okay so today they're still at 20 CS per trillion correct corre so that has not changed in Massachusetts we understand the EPA is I mean I feedback I'm getting from other places as well is that the federal number may change may go back up you know with the new Administration just like just like what you this mumblings Here There and Everywhere yeah no one knows so I mean the regulation was 70 Federal then in Massachusetts was 20 and then they dropped to the four which I'm know but they have the date when that takes effect but yeah so no yeah no one no one really knows no one knows okay so you're kind of hearing the same thing from from local okay and and i' just like to add to the the fire department education as well um you know every time someone from here is called in there's a cost right and if it's on a Sunday or whatever there's a cost and you know on and on and on we know um but yeah anything you guys can work on to think of educating the fire department we understand we all understand right there's a fire is my house burning I want the water on care the L yeah so right but you know there is a process and you know if as long as there's you know some education it's going to happen anyways at some point but if you save one in a year then that's a lot of money saved you know yeah one one guy comes in and spends three or four hours on on overtime is a lot better than three guys coming in and spending on January 6 20 20° out there's no doubt and the cost of materials and everything so the just just trying to trying to do some loss prevention I think I think it's goes a long way to loss prevention so there is when a uh commercial building puts in five detection system there is we could and I I've mentioned this in the past you to get a little Kickback that no one really likes it but you could put a pressure relief valin okay and set it and usually you set it for a certain pressure so if we made not anybody existing but any new fire connection lines so let's say in this case uh the Rogers W the buildings they had a pressure relief valve they caused a surge that relief valve would take that surge blast outside or I mean if we if we put that in you know and no matter if we had like 10 them around town you know someone's going to catch that you know catch that Surge and relieve it downside is there's an expense that you gave it to that person to protect our system right so it's kind of really not fair to to the person who put it in but maybe if that's something we you know and I'm assuming so you could put we could put surge protection into our system as well yes well what kind of cost I'm sure cost it's got to be like inside a build it would freeze it' be tough I mean so I mean you you probably could put one in a pit somewhere you know and then on for the monitoring of pressure surges like if the wells were running we we would have saw the the pumps the pumps would have showed any kind of surges taking place but they do have hydrant now with uh senses in them that can monitor pressure the downside I I usually don't I'm not a person that likes to pay money every year to get something so I mean if if I I'd rather go do it myself but these are like a cellular account you're going to pay monthly I don't really like doing that I'm more I brought it up more on the loss prevention side of things I'm not trying to you know take blame push blame I'm just tring trying more if we can if we can prevent the loss and we can uh maintain the Integrity in the system uh that's that's kind of what I was that that's why I was suggesting having one of our on call guys come in yeah yeah that um old business any more questions John no no thank no thanksor p uh moving ahead well running fulltime now uh so now they they said that the test could take up two to three weeks and this was last week so we could be done in a couple weeks uh yeah D questioned that also you how's the testing going and I said it's couple weeks up now can I ask you a question be like no uh I'm curious what the resolution was of the hot water and past together I know there was some concern about that early on and I guess it was running that it's been resolved I'm just curious the resolution no the the concern was is that the hard water was going to uh plug up the the past filters and and I'm I haven't got any data that says it it has or hasn't okay but uh what they're waiting for is when the pasas gets to a certain break point of that filter then then they can do filter sizes and all that you know that that kind of stuff but I haven't heard what the the hard water is doing to it I know this this got held up because DP wanted a lot more testing and that DP was dead against not doing the hot water removal prior to the test and uh they they felt that that's that thing was going to fail quickly so but the the uh pilot testing guy says you know we've done it in the past and it you you know we can calculate for it and see how it works so I I don't really have any data on if it oh okay so they allowed you to go back to the original design y so so we did we did hot water testing right off first and that that within 10 minutes you you could see it worked I mean the hotness went from 200 to zero like like that so we could see that worked but they but they shut all that off and went to the P fast treatment because that was so intense how you back wash you what are we going to do with all the the after the the back wash so if you if you treat the hardness first then the byproduct byproduct of treating the hardness is contaminated with pasas so now you're dealing with a contaminated byproduct if you can treat the past first and then the hardness now you're dealing with a byproduct that's not contaminated so obviously getting rid of a contaminated product is more expensive than getting rid of a non-contaminant product right so that's a lot of there's a lot lot of information that will come out of this pilot study that will but but on on that note they they could do the the have a separate past filter to filter the water that needs to be disposed of so you could remove the past but which is going to plug up quicker because you're doing with the the H water yeah so the real the real question is how how much faster right that's kind of what you're going to learn out of this how much faster will it plug up right right with the hard water okay yes and then hopefully they come out when the final study is complete how much of that brine do we need to dispose of on a weekly yeah or maybe it'll be more like a per million gallons kind of thing right per I don't they get we will find out we'll see y all right right anybody have anything else to add I make a motion to Jour sitting here looking at each other I can't make the motion so I mean
