please give them the wisdom they need to know how to best move forward and how to create Unity among the residents of the city of madira beach help them know what to do uh to help us rebuild help them know how to encourage generosity in this time of law us and help us grow closer as a city in this we pray amen amen I pledge allegiance to the plag of the United States of America and to the Republic um City staff good evening I um I don't know if this is on the agenda or not but the the uh waving all storm related permit fees strongly in favor of second thing is I'd like to ask for look back period of zero and that's on the agenda it's on the agenda those are both on the agenda okay uh third thing that I wanted to ask was a um substantial damage cost separated from the substantial Improvement costs I don't know how that works exactly but I don't think that we should be aggregating uh sub stantial damage costs to things like code Code Compliance and things like that that are really improvements um because that really drives up the cost of the you know it really eats up your 50% U margin if you have the improvements in addition to the damage thank you thank you thank you Improvement first reading and public hearing and I will hand this to a City attorney thank you mayor this is ordinance 20242 an ordinance of the city of madira Beach Florida revising section 9433 of Division 9 general of chapter 94 flood plane management to delete the requirement to evaluate previously issued building permits amending the definitions of substantial damage and substantial Improvement and section 94-93 of Division 9 general of chapter 94 flood plane management of the code of ordinances to delete the repetitive flood damage provision and the one-year lookback requirement revising section 14- 39 of Article 2 technical codes and standards in chapter 14 buildings and building regulations of the code of ordinances to delete sub paragraph D regarding definitions of substantial damage and substantial Improvement in the Florida building code providing for conflict codification severability and providing for an effective date that was the first greeing of ordinance 24 202 24-21 by title only Commissioners any comments no new comments no new comments do we have any public comment so David sler 494 Crystal Drive um the look back period reduced to zero I'm strongly in favor of that uh I do think that we should probably expand that just a little bit to make it a date future of of when the when we approve it start the zero starting that date because I think we have a lot of people who have U they were kind of panicked into spending a lot of money in in in the demo and Remediation uh Ser Pro for example I think they were charging in in the area of $30,000 to to take out drywall and and covers and and things like that and that would be a substantial chunk of the 50% that people have to work with I I think we could get around that if we just make the look year 2025 update number one and I will hand this to our City attorney thank you mayor this is a reading of ordinance 2 24-22 an ordinance of the city of madir Beach Florida adopting revised appendix a fees and collection procedures Manual of the code of ordinances of the city of madira Beach Florida repealing ordinance 2024-the I want to go ahead and read the changes that were discussed during the workshop um and let's go to that page in particular this is Page uh 76 in your packet um I am suggesting that we add an aster next to um paragraph number one at the top of the page where it talks about the $50 permit uh plan review fee I would like to add an aster there as well as under Express permit the aster would then refer to the language as follows this fee shall be waved for all hurricane Helen and um hurricane Milton permit fees for work involving the interior and or exterior demolition repairs and or new construction which includes both materials and labor and other related fees resulting from damage by both listed hurricanes until September 26 2025 we had also revised the valuation fee paragraph to read as follows valuation fee 1% of the total project value which includes both materials and labor and other related fees 0% of the total project value for all hurricane Helen and hurricane Milton permit fees for work involving the interior Andor exterior demolition repairs Andor new construction which includes both materials and labor and other related fees resulting from damage by both listed hurricanes until September 26 2025 so those would be the only changes to the fee and collection procedures Manuel hopefully I captured the language that you were asking for um at the work session and by the way uh the motion when the motion to be made it would be to include that language um and I will have it obviously um typewritten so when it comes back to you for the second reading on November 20th you'll be able to see it in the stria underlined format we also talked about number four the search charge fee which would be a minimum of $4 because if we have zero fee fees Z fees there wouldn't be a percentage of the permit but we were going to wave that to the residents also so there would be no fee for anything storm related all right I'll add the aster for paragraphs one two and four then thank you do you any comments Commissioners vice clarify for everyone that is required by State Statute an annual Financial audit is required for local governments in the State of Florida yep so this is meeting that annual requirement any any Clarion to be our financial excuse me to be our fin serve as our finance Director City treasur uh for one additional year there are some slight increases is 5% for the consultant agreement and a item is approving a extend the extended renewal one-year renewal for our lease uh a property located on 94th Street in St Petersburg which houses our sanitation equipment and Fleet as well as our mechanic operations the increase in the lease is about $100 from 3,100 a month to $3,200 a month Commissioners do we have any questions or comments I just think it's fantastic that a lot of our and commission this is a one-year agreement for a junior college softball college junior college softball um agreement to host um doesn't list a number of games but multiple games from multi multiple colleges and un junior colleges and universities to be played here in Madera Beach from January the 24th to the 27th 2025 the agreement stipulates the our responsibility and the organizations's uh resp the outside organization of fast pitch headquarters of Florida to host the tournament here we are partnering with visit St Pete Clearwater uh that is funding uh the cost of the usage of the item in the current fiscal year a 2024 Ford F250 crew cab uh XL at a cost the vehicle $55,100 uh the purchase is consistent or through the Bradford County Sheriff's Office contract for vehicle purchases the vehicle will be used for mainly for special events in other areas to and including to assist other departments uh just makes it a little bit more efficient in Rec in various Recreation proxy that's yeah okay but a super major a super majority is not necessary right that is correct a simple majority okay okay okay and next we'll go to reports and correspondence um this is the Board of Commissioners boc meeting schedule we have you have we have one meeting scheduled for the remainder of this year on December the 11th again Wednesday we'll have a workshop at 2 o'clock in the regular meeting at 4 o'clock I don't believe anybody has any of you have requested any change from that um but again we I'm sorry we do have a special meeting next Wednesday at 6 pm for the second reading of the ordinances that underwent first reading and public hearing this evening so that is next Wednesday November 20th at beginning at 6: pm and then on Wednesday December the 11th the workshop and the regular meeting 2: pm and 4 pm so that's the order Workshop then meeting just like today yes so the the special meeting on Wednesday the only thing that will be on that agenda is this one ordinance two the the two ordinances yes um okay is six o'clock good with everyone or does anyone need to six is good okay we've already noticed it for six o'clock oh we can't change it then you go and then you have in front of you or up on the screen also the schedule for next calendar year we have our first regular meeting on Wednesday January the 8th um and a workshop on January the 22nd and then we resume our normal meeting schedule throughout the two meetings each month um and of course we can add any special meetings as long as we properly notice them um so let us know if there are any can look at the schedule now let us know if any changes or suggested changes or anything you'd like to let us know now or at the next meeting or really just you can email at any point in time and we'll bring it back to a meeting here um and then of course Tuesday March 11th is election and we will have a municipal election for mayor and two seats um so but please let us know of any suggested changes or anything but this is the schedule as it stands for calendar year 2025 correct City attorney I have have nothing tonight thank you city clerk yes uh the candidate qualifying period has been advertised it runs twice in the newspaper before the 30-day within the 30-day period before the the candidate qualifying period starts I did an additional one that went out 116 because I'm taking advantage of the uh the early submitt qualifying it says the S early submitt of qualifying papers the city clerk pursuant to Florida Statute 105.0 316 May accept and hold qualifying papers submitted not earlier than 14 days prior to the beginning of the qualifying period to be processed and filed during qualifying period pre-qualifying papers will be accepted beginning Monday November the 18th of course um you can you can can file your dsd9 whatever and you can't start circulating petitions until you file that dsd9 and I can accept the dsd9 into the 18th and I can hold whatever qualifying papers that you turn in that and your petitions and I can clock them in at the beginning of the qualifying period so taking advantage of the two weeks I know the city devastated and it might be difficult to get 20 I know 25 signatures is not much but you don't never know what you may encounter so I would encourage everybody to the district three and four seat that's up and the mayor seat to get started and then just let us know if there's any problems but I think you'll be able to do it you got four weeks to get those signatures and the last day of the qualifying period is noon on Friday December 13th I can't take anything after that that's it you have to have be qualified by that when the clock strikes noon on December the 13th which is a Friday Friday the 13th Friday and I have the the packet is online on our website on the first page you go down to the packet and it it's got the advertisement it's got the packet in it and I also have if you want it paper let me know and I also have the qualifying papers already printed that you that you get from me to turn in or you can print them yourself and I have petitions for you when you file that dsd9 thank you CL anything more bu beach shade event so the Saturday the Saturday after Thanksgiving the city and a it's a large group it's posted on our website um and shared on social media there will be a Thanksgiving dinner provided for um it's for anyone who wants to come it is for all of the beach communities anyone affected by the hurricane your family to come out and enjoy a day of community um bounce houses for the kids live music football will be playing and we are expecting it to just be a really wonderful day to come together and be reminded what a wonderful community of people we have and I know that
