delayed uh and we're going to start as soon as we can and again the purpose of the meeting that uh will be held tonight um is to uh have a placeholder just in case there's a reconsideration on uh paper 1325 related to the uh enactment of uh zoning related to accessory dwelling units so we're hoping that there's no business to conduct uh we're just doing this as a placeholder um out of abundance of caution so we're here uh meeting's not cancelled uh yet but maybe if there's no reconsideration thank you e hello e e e e e e e I am here now thank you thank you councelor Crow we see you we're going to start the meeting momentarily now that you've arrived I just don't want to have to come back again e e the council will come to order all rise and salute the flag I pledge allegiance to here we have a quorum and we have three people so if there are any votes to be taken tonight we've got three people on video so if there are any votes to be taken tonight it will be done by roll call perfect so um you know we're g to uh like I said this meeting's only potential businesses to take up a reconsideration of the Adu ordinance uh paper 1325 which we um enrolled on Tuesday uh and ordained yesterday um in while we uh wait for the time in which we adjourned which was 7:38 PM yesterday um I will kind of just go over a brief history of kind of how we got here um and again the reason why we're waiting until 7:38 that is the time that we adjourned our meeting yesterday and our Council rules say that you can reconsider a vote uh 24 hours after the adjournment of a meeting meeting um and the reason why this is such a significant um thing and why we're having three meetings this week which is I think unprecedented um is because the uh affordable uh homes act which is allowing adus accessory dwelling units uh sometimes called granny flats or in-law apartments is taking effect on February 2nd uh and that's an automatic law so if we do not have zoning in place um the the state law would be what controls so just to go over a brief history um you know in the middle of last year uh councelor lenan had requested that U there be a meeting to discard policy development related to adus um the internal working group heard that request and started meeting to draft a preliminary ordinance um the uh executive office of housing in livable communities uh which was in uh in charged or or charged with with rolling out this this law about the legislature um they put out draft guidelines in December um and because those draft guidelines did not come out um until you know maybe two months prior to the um the date in which the the law would be enacted it really didn't give the city or the council specifically um sufficient time to to vet the The Proposal um the ordinance committee you know did its absolute best and I want to thank councelor Winslow the chair of the ordinance committee um the ordinance committee met uh four times to discuss uh the Adu ordinance on January 14th January 21st January 27th and the 28th uh the ordinance and the planning board uh held a joint public hearing on the 27th um and at that hearing there was no testimony in opposition to the proposal um at that hearing um councelor lenan councelor Winslow and myself uh presented you know various um amendments that were being considered by the uh the ordinance committee um and as mentioned earlier on this past Tuesday the 28th the city council uh voted to enroll the Adu ordinance and we met yesterday the 27th uh to ordain that ordinance so that ordinance is now um effective um pending no reconsideration this evening um so we're just going to sit here um but I just wanted to make sure that the the count the city understood how we got here um I do want to apologize again to uh the the members of the public as well as uh to members of the council for starting so uh significantly late um on Tuesday uh and that the the reason for that as mentioned at previous meetings was that uh the ordinance committee uh really just was trying to finish all of the work on this um ordinance prior to uh recommending out our our our recommendation to the full Council um what I what I could have done or what we could have done uh would have been to come out like we are today explain the delay and uh so people didn't Weren't There were so there would be no miscommunication or confusion um so that's what we're trying to do today we've taken the feedback to heart um and we appreciate your patience as we sit here until uh 7:38 thank you e e [Music]
