name is Anne rubben my address is six South Huntington and this is my first time addressing all of you so I appreciate the opportunity um I have Legacy in morate my grandparents lived here year round my mother and Uncle graduated from Atlantic City High School so and 29 years ago my husband and I bought a second residence here so I really feel my roots are here and I really care about the community um I also um Embrace change and recognize that change happens and I'm talking about construction and we know this is not the Margate that I grew up in and and I get it my concern however is um is there body who's really looking at the city in a big way as a city plan as opposed to a perlot uh approval of the development I we all know that parking has been an issue in Margate before all of this construction has happened and now with the way the uh architectural designs are every time a house is built at least one parking spot is removed from the street they're doing double garages double Lots and I have pictures if I if there's a way of sharing them on my block alone not only are there double uh driveways on some of them but what is left as a curb is not big enough for a car this summer alone there were three cars towed off of our street because people were there parking and either didn't realize or ignored the fact that they were actually blocking not just roaching but blocking the driveways and so I'm I'm not expecting an answer beyond what is the what is the big plan how do we look at this whole city um it's it's it's a problem and I somehow I think that when we approve a lot for a driveway we need to either take away the whole curb that's there or leave enough which would be my request for at least one car to park there's two thing places like that as I said I have pictures if there's a way of sharing it and right now three houses have been torn down on our street we have the owners are tearing them down and building their own and two of them are together and I'm concerned that we're going to have now a third place on the Block where there's not going to be a you know all of the parking will be going from both of those um and I do have a second request but is is there somebody is there answer to is somebody looking at the big plan of the city as opposed to a perlock development sure so and Roger feel free to chime in at any point but we are you know constantly looking at that constantly looking at the the changes and how they affect I mean what affects your block is affecting all of us in town and um our master plan is up for so every 10 years we have a master plan uh that's supposed to address really the the 10 years of development for the city and how you know what the goals are and you know the outlook for the city so that is um that is going out to bid in January or early next year is that correct once we get the capital in place yes sen RP is probably okay so that's so that's something that will happen happen next year and one of the things Roger and I have talked about is with the master plan next year so 10 years is a long time and in the last 10 years A lot has happened that affects our community and to me I think it's too long between you know when you're looking at these things and and I know it's not we don't just look at it and whatever we say 10 years 10 years ago is what we do Roger is constantly looking at the zoning regulations and adjusting based on um again requirements by fan and and other things but uh one of the things we intend to put into the next master plan is that there are in-depth re reviews at year three and year six so that if there are changes such as a Sandy or a covid things that really just change the dynamic of our city that we're addressing them in that moment as opposed to waiting 10 years to really take a a step back and look at everything so one of the suggestions I have for now one of our neighbors I don't know whether they were allowed or not actually painted this short curb yellow because they didn't want to have to have cars towed anymore maybe that's just something the city can then look at is to go look at where all these construction and when there's a piece of curb that isn't even a car length they could paint it yellow that might help um my other request is that Huntington Beach has always has been a handicap Beach and with the Dune project that we all love so much um even with the slow slope I have a relative and I know other people in our block have had the same problems it's it's very diff difficult for them to walk up it's a longer walk than other beaches because it is handicapped is there a reason we at least on the handicap beaches we couldn't get those blue tarps that they have going to the ramps all the way up the ramps and everything I've seen that in other beaches and other communities on their handicap beaches it would allow for an easier walk as opposed to having to walk in the sand it would allow for someone with a cane it would allow someone with a wheelchair because um those big wheelchairs so I'd like to request that yes so we we have we did address that this summer there were a few um similar requests and you know talking to patent Public Works the the issue with doing that is that they get very Slippery When Wet and uh the uphill you know part over the dunes there have been because I believe at some point you know that was done and there have been some some slip accidents that occur for that so that's why uh they don't go over the dunes we did this year I think hunting was one of the beaches we did once you get over the Dune we did an extra we extended the mat from the bottom out a little bit further it's really over the Dune is the biggest issue for yeah and I think it's just a safety issue those the Mets um over the over the dunes have proven to be a safety issue and I do appreciate that you offer the driving service that's I say we have used that for my uncle um but as you can imagine in the busiest times it's it's more it's more challenging and and as happens with many seniors I might get there one day people are embarrassed sometimes and since he can walk in general he it took a lot to get him to accept that to come to the be so I yeah I mean again I think it's something we'll look into to see if there is a safe way to to do that to accommodate thank you and do you have to have the name Roger to be on the city thank you thank you Dennis corosi 7702 M HST Avenue um couple things we had two tax returns already this year with increases but nothing's been reported on it so is anything like how much has been collected over last year in these last two uh quarters based on what you know 2023 was versus 2024 I don't understand what you you mean by tax return how much more money has been collected with the increases in taxes to the people in morgate this year the tax rate increase not tax I could certainly get that information for you be interested for it or the tax collector could also provide that yeah just bear with me because I'm on vacation so well I will provide you with the information I figure the department when Department's report is would be part of a department tax right tax collections the other thing is that when we close the street for whatever work we had just um the last couple days because of water work was it that yeah can we be notified is there any way we have a website something under news it could be flashed out there saying that belan Avenue is going to be closed on you know Wednesday and Thursday you know half the day because of water work it would be nice to get something like that also there's an ordinance I thought for construction that a new construction site supposed to be fenced in with wood or whatever two feet high whatever it is where that water line was put in there's no fence there's no fencing in front of it which in turn if you try to walk down that walkway it's covered in dirt and sand so who does that inspection or who's supposed to be doing that at these construction sites for a a project that has a permit like a new construction project do need to have the fence it's not there so if you want to contact the building department and let us know what property who does the inspections that hasn't had anything in front of it since it's it's been built for almost six months so I mean there has to be inspections that have been done over that period of time am I correct yes okay so why would I need to contact the building department if there should have been inspections done seeing that correct if you're voicing a complaint let us know make sure we go out and address it but you's been there six times or whatever since these permits have been issued and nothing's been said Dennis what was the update on the construction containment ordinance that we started over here um this thing has grown legs uh it is going out throughout the state right now and I would like to have this readdressed from do that do so I know there have been a few towns that took it from I guess the bones of our resolution to to an ordinance do you do you have copies of those are there I know we we addressed this in the past have there been any changes to those ordinances any adaptations as the other towns have been adopting yes um each town they they twist it up a little bit more you know and they add a little mayor Collins here commissioner blumberg I am here commissioner horn here welcome everybody we will begin as always with our engineering report Ed thank you mayor good evening everyone and we will begin as always with our dredging update we actually have Signs of Life at the D good thing uh we finally got an email back uh we've been asking for about four months for an update on the information we submitted and the email reply back that we got was that our application has been reassigned to another reviewer um so we reached out to that uh person and I think it's time we schedule a conference call to maybe um discuss where we're at because I don't want to obviously start the way back at the beginning so um the new I forget the name um but we will follow up we'll schedule a call and we'll try to get this thing jump started um towards uh approval uh on the Shelter Island uh project which goes along with the dredging we did receive the information back from stocking that the stocking that needed to be completed to respond to the D and that information has been sent to the D so on that front we'll wait for their review we did receive several bids and quotes since our last meeting uh the first one that is on the agenda is the 2023 program so we have a um contract award on the agenda today to award that project for the Washington Avenue streetcap project we're in the process of scheduling a follow-up meeting with the steering committee we've completed the traffic counts and the traffic analysis that we needed to do for this project we have some updated plans that we want to review with the committee uh so we can make some final adjustments before we move on to final design uh along with that we actually have two grants on this project one is the $1.5 million Grant called the main source of funding but there's actually another Grant both are through dot uh the second is for 162,000 that Grant has a deadline coming up um and we can't do you know one fifth of the project so we need to do it all at once so I believe there is a resolution on the agenda today uh requesting an extension for that Grant timeline to go along with the main Grant uh and we'll send that off to do no update on the Amherst Avenue uh resiliency project that's um like I've been say going to be a little bit of a long lead time with uh Green Acres involved the sigm uh projects the walkway and the restroom are tentatively scheduled to go out to bid early this month so we will keep everyone updated there uh second contract award that's on the agenda today is for the Reconstruction of th low Avenue at 300 400 blocks so rece we receive bids for that project as well that is on the agenda for award next project is the 2024 curb and gutter program uh which has been for bids we have a bid opening scheduled for November 21st and then we can consider those uh bids for award next phase of the municipal building Renovations is tentatively scheduled to be bid in the middle of this month so we have a couple more projects that we'll be going out to bid the 2024 Winchester Avenue project um 2024 State Aid Winchester Avenue project is currently in the design phase as is the 2024 Road program so those two projects will end up uh probably being our next road projects that we did after this batch that we're kind of receiving now the lead service line replacement project is moving along uh we're in the process of preparing the plans for phase one of that project likewise the new Public Works building we had a progress meeting on Halloween just to review the updated plans everything looks pretty good um and uh so we are now moving into mechanical electrical Plumbing structural design so the architectural really kind of come together as far as the floor plan so now we can move into some more detailed design and that project remains on schedule for Bing sometime in the beginning part of the year um storm water ordinance and mapping assistance and we've been assisting the city with this this is part of the new State uh storm water management requirements we've actually submitted some updated information to the DP I think we already got back back some additional comments so we're addressing those um another item on the agenda for award is the construction of the LaCrosse wall we did receive uh quotes on that project that was under the bid threshold so we are moving forward with that award uh the Marshall Avenue and Huntington Avenue uh engineering traffic study that was to consider a multi-way stop um at that intersection we did make a recommendation to implement the multiway Stop and I believe there's an ordinance on for introduction today um to implement that change the uh spill prevention control and counter measures plan um is complete I believe um so that yep so that's done the environmental documents riew uh continues in progress um flipping over to the third page of the report we have our list of uh Grant applications um we expect to hear back from the dot on our fiscal year 2025 applications any day now we typically hear you know in November so hopefully we'll hear something by the end of the month and then jumping down to our construction projects there'll be a few more projects that will be added to this list uh with the awards on today's agenda but on our current ongoing projects we have the current phase of Winchester Avenue uh the utility concrete work is complete on that project we're now in the settlement period and then we'll look at uh scheduling Paving depending on the weather uh the basketball court project will be a spring construction the well n project is in progress and then we're still waiting on some materials I believe for Winchester and Benson uh the watermate reconfiguration at that intersection that's great thank you Ed we will now move to our department head reports we'll start with Mr Moran our new administrator who we've been keeping very busy so it's been a u pretty busy last couple weeks doing a lot of introductions lots of meetings more introductions meetings and so get my feet wet doing some things personel great thank you Scott couple things mayor and Commissioners number one the long running 7811 Condominium Association versus would all say Robert's Bar and including our planning board in our city I believe the parties have finally agreed on every term of that settlement the city will also have to consent because we are agreeing to move the bike rack across the street to the corner of Bank America right Chief we've got that the bike the bike rack is G and stored it was gone two weeks ago so who's better than you nobody so there it is and uh I would like the mayor to sign this agreement as well I don't know that we need to go to the formality of a resolution we could but it's primarily was between our planning board and our construction CL our B rack for the city and and and they worked it out it's good Roberts came up with a really good solution I thought they're going to have a person out there along S6 Avenue they've done some things to deaden the sound so I think it's a good result number two Osborne Avenue as you know we have that strip of land uh we had to go through a process of a public hearing which the city clerk and I attended and the attorney for the beach front owner were selling a tiny a small strip of land behind the bulkhead to the Atlantic side we had to go through a number of procedural things certified letters kind of like a zoning hearing public hearing here which no one attended we then had to have a two week plus waiting period in case any comments came in which they have not I have submitted everything to the D Green Acres people I wait they told me it would take him about a week or two to respond now ironically The Rossi list which is what we're we're dealing with was prepared by the Green Acres people and this particular lot specifically says p o meaning part of so to me it's no question that this area up L of the bulkhead was not included as a part of the beach it's not Beach it's basically been used by that property owner for many years so we'll see um I'm optimistic that they will agree with us that we can transfer it means over 150t of new bulkhead handicapped access stairways uh Plus a little bit more than $200,000 so to the city I'll keep you post on that let's see what was the third one we had the we had discussions with Green Acres as well mayor you were involved with this one and I know Mr blumber I saw your email as well Mr horn regarding the greenhouse I think everybody saw that the state of New Jersey did recently pass legislation basically I'll say extending the co uh relief that was afforded to many of the bars and restaurants throughout New Jersey it particularly applies to margi and it resolves a lot of issues for us including use of parking lots use of outside areas use of the beach contiguous to the greenhouse so we have a draft agreement with the greenhouse to move forward have through your consideration maybe the next meeting we want to go perhaps in the Clos session finalize those terms we're making good McGrath our Fire subcode official has officially retired as of November 1st after 50 years of dedicated service to this city uh but through our third party we have not had any delay in fire signed it'll continue as business is normal however we need to revise our ordinances to reflect the continuation that and what I Envision is one zoning permit good to whenever the end of that business set an annual zoning perit working together to graft some new orance changes that will be beneficial and work with the intent of that legislation also planning we meeting is November 21st there are six cases scheduled to be heard that night and on the agenda tonight are several uh bids authorization to go to bid on several annual contracts some of those contracts are renewable for up three years fire department pretty much everybody in the city we had a great opponent hallway event like two weeks ago great Community event the kids had a really good time we raised a lot of money for the eth I believe it was for the pack not the eth grade I I get confused sometimes but it was very well attended it was great to see everybody out and just one last thing it's the police department's annual No Shave November where we partner with Atlanta care for The Treasure of the moment fund it's really a great philanthropy event you know not having to shave for a while I try to get myself involved a little bit but I last so long before I have to shave so again uh it's a great event we've done really well with it and been honored by Atlantic care over the years so it's a good event for the city and the police department that's all I have thank you thank you Chief Lisa thank you good afternoon everyone uh finance office has been very busy getting as it we're quickly approaching the end of the year getting things closed out monitoring the budget you'll see there's a resolution for um some budget transfers it's just reappropriated from one item item to the other uh it's not an increase to the budget it's just a transfer within due to various reasons um within the budget and I've received I think all of the budget submissions from the Departments for next year so once I return from vacation and after the league I'll be compiling them and providing a draft to everyone and I begin working on the salaries for 2025 um as you know we issued our 2025 bonds today we closed on those bonds we received the funds they've been deposited or Bond counsil confirmed with the agencies and prepare the necessary forms tomorrow our bond anticipation notes uh from last year mature and they will be um paid off that's all set up and ready to go and lastly are to give you an update on our investments as of October 31st the total invested with the New Jersey asset and rebate Management program was 17 mil 97331 our year-to-date interest interest was 72,2 53 and uh the rate on the liquid Investments which remained higher than any fixed Investments was 4.91% um that's all I have for travel basketball program Reg for recreation basketball open this week um so we're working on that getting everything organized to get started with basketball and I just wanted to let everyone know if they're getting ready for next summer already beach tags will go on sale the Monday before Thanksgiving down at the Pavilion between 9ine and three great thank you Johanna anything uh the election was very busy uh at all the polling districts on Tuesday and I would like to thank thank Public Works in the police department for all the help they did in setting up and cleaning up and it it went smoothly we had no incidents very good thank you do we have an update from the fire department yes yeah I've been authorized to read the report Chief Adam sent me it's been a busy past two weeks fire department they responded to multiple calls for service and wanted to highlight a few of them on Sat Saturday October 26th 2024 Marg fire department assisted the Ocean City Fire Department as a rapid intervention team for working fire on the 16th and West Crews operated on the scene for about an hour and a half Sunday October 27 at about four o'cl the Marg fire department assisted the Longport fire department on a third alarm fire at 3 315 Sunset Avenue um Crews operated on scene for hours supervised by Lieutenant Matt McCully in addition the mar City Fire Department fire investigators Perry Coker and Lieutenant McCully are investigating the cause of the fire fire was a very labor intensive operation with Crews operating in an offensive fire attack mode for over one and a half hours on Wednesday October 30th approximately 1731 hours which is 531 the MARC fire department and police departments were disat reported electrical shock incident involving two workmen upon arrival CPR was initiated by responding police officers and lay person Patty forgive me for G who was in the area upon arriving Matt mccauly reported that there was one victim with CPR in progress he soon there reported a second victim with CPR in progress Mar City Primary ambulance was on another call so a21 respond from the station two along with request from Mutual ambulance from vent City Fire Department Crews were able to provide both patients on scene after they both defibrillated with the ad units patient care was continued with land care paramedics and patients transported by Margate ventner ambulances to Atlantic Regional Medical Center Mainland division for further treatment they were soon transferred to Jefferson Hospital in Philadelphia where patient care and treatment was continued C Marg would like to commend First Responders who assisted with these life saving efforts from the fire department liutenant mully firefighters Duffy battles loyal Shay Captain War deputy chief Armstrong and chief Adams Mar City Police Department Sergeant Rando police officers Heath Shaw Donovan mle and Barilla two Personnel from V City Fire Department and five paramedics from atare also special thank you to p g for her life-saving efforts not patties of traum n for land care if anyone needs a fire department assistance for anything please feel free reach out to our chief all right Amherst Avenue Waterfront Park what section is that that's right is that the dog park that's right at Washington Avenue so is like where the dog park is is at Washington you would put a pump station possibly so we don't know exactly where it would go but for example there's some parking spaces um in that area this is an underground Pump Station underground underr thank you okay that that clears up a lot of it um how many pump stations do we have now storm pump stations one and one where is that it's behind the water tower glasson Avenue okay then what is located on uh decar Avenue that's a sewer pump station it's a what sewer pump station is that functioning yeah the one next to you or one on the corner no one next that's a backup well that's well seven that's our backup well okay and well that like if you go and do this underground will that still remain there it's a separate yeah that's that's for water that's totally separate so totally separate thing so that would always remain
