that we have um about $2 million to do The Early Learning Center um but and I think it may be too early because we haven't seen the superintendent's whole thing but if somebody can kind of keep track of that so that then when we have our next joint meeting I think that would be something that would be you know we put money aside to take the steart Learning Center over at JD Parker to change that into an Early Learning Center so just if we hold that thought moving forward probably too early to do it now but next time thank you we'll keep it on the radar moving on we will have our retirement recognitions Mr Raymond would you like to come forward good evening Madam chair superintendent Maine members of the board and everyone in attendance Jeff Raymond director of talent acquisition and HR operations it is absolutely my uh privilege and honor to introduce to you an amazing woman um who shares the bond with me as I learned um with experience dating back to Indian town and now here in Stewart um but I'm going to have her current supervisor um kind of tell you a little bit about her journey here in the Martin County School District which spans over 31 years so her director Melissa eversight from the adult uh learning program perfect that's us board chair Russell members of the board uh Mr superintendent it is my absolute pleasure as a coordinator of adult education Melissa ever to honor Miss Roslin Panet this evening uh her journey started 31 years ago in Adult Ed as an employee but it started the year before as she took a class at our Indian Town location it was a computer class and from there she was hired as an Esau par professional and became just an integral part way before long many of us were in the in the district um she came from San Juan Puerto Rico in 1992 1993 she was hired by the district um in 1998 she received a home health certificate from the Indian toown campus as well she's been a GED Proctor she's been an asme representative and in 1994 she was in charge of a parenting class at Warfield Elementary as well in 2000 she was on an advisory committee for the YMCA as well so she's done many things in and outside of the district um she's synonymous with the name adult education in this County um I think there's many people in this room um if you hear adult education you know rosin's name kind of comes that most of it's her infectious laugh or her smile um but she loves what she does she said that over and over I love what I'm doing I love helping people um her love for our schools in our community is powerful she's probably touched thousands of lives between students and families in our communities both in Indian town and in Stewart um she's the epitome of I know a guy and I mean that she is the epitome the positive epitome of that meaning that many Monday mornings rosin comes in and she was shopping over the weekend and she met a guy and he would be perfect for or he'll be enrolling for and if you need a plumber in okachobee she knows a guy okay she is the epitome of that if you need a date of hire or date of resignation or a date an important event happened rosalin's your person um she could tell you the date even the to the day of when things happen that's how meticulous she is um you know she's she goes unmatched I've known her 12 years I was a new administrator uh probably not quite sure what I was doing but rosn embraced me with the love that she Embraces everyone that walks through our doors um she's a steady colleague she's a calming voice and more importantly she's a friend to so many over the years Roslin you've been the Cornerstone of our campuses a steady hand guiding us through countless projects challenges and triumphs your unwavering commitment to our community is inspiring you're more than that friendly face or that first person that we encounter as we walk in the office your presence has made this feel like a second home and your influence will be felt long after your retirement thank you to your family as well Victor and niia both products of the Martin County School District um have gone on and have successful careers as well thank you for sharing your mother for 31 years to your grandchildren Ruben Mato Isabella Caleb enjoy every minute with a bua she's she's shown us so much and shown us what love is I've enjoyed watching you guys grow through her stories especially those Sports stories she may not like all the sports but she'll tell you about them we're excited for you as you embark on this new chapter we can't help feel a little bit of sense of loss the office won't be quite the same without your infectious laugh and your warm heart but we're filled with gratitude the countless things you've taught us and contributed to our lives and our families as you step into retirement we hope you step in with the same joy that you brought to your job every single day we wish you all the best in a well-deserved retirement you will be deeply missed but your legacy will continue with us when you leave October 31st it's not goodbye but rather your famous words will'll keep in touch her words this morning as I shared earlier I just love what I've been doing for all these years that's her Legacy Rosalyn gracias now I'm all choked up as thank you thank you thank you this last months has been like being a roller coaster um like she said I love having been doing all these years and my heart goes on and on know to be touching with those life all these years students friends co-workers you know everybody and I just thanks God to give me the opportunity to be working in this school district my two my son and my daughter attended Martin County as well and it has been an honor a pleasure to be served in this community thank you very much we would love to have you come forward and you can bring your family if you'd like and we like to get a picture thank you so much thank you congratulations on your retirement for your many years of service here in the Martin County School District we will now move on on to our district presentation Mr CS would you like to come forward obviously I have no influence I have to follow that now right holy smokes I'm just judge Forest come up you're next that good afternoon Madam chair members of the board superintendent Maine staff and Martin County Community I'm Mark CS like the privilege of working with our school sites in the areas of art music physical education social studies and World languages Constitution week 2024 is upon us and today is Constitution Day so it's the official start September 17 so anybody know how old the Constitution is I'm G to be a very bad teach very nice I'm GNA be a bad teacher give you no wait time and just give you the answer it's 237 years old today and I have to thank thank you for coming I have to thank Bessie Creek's amazing principal day she saved me today um when we were doing a presentation I knew the answer was 237 days and I asked the students how old old and so it's about 200 I said okay let's do some math and I pointed to a document I said okay let's look at this it's 24200 I said wait a minute that's 248 days she says Mark you're looking at the Declaration of Independence so good job social studies guy we get to celebrate that next week though so I was just a little bit ahead of uh we jump started yesterday we're out at a couple School sites and we're going to continue to celebrate and honor this document all through the week and into Monday through our instruction activities and our partnership with our legal Community we have some very special guests here today um we have judge alen Forest judge Darren steel and Judge Jennifer Waters thank you for being here today I would like to thank our School site administrators and teachers along with the Martin County Bar Association for helping us coordinate all of our guest speakers that we've had so far and we'll have all week by the end of the week we will have presented to 150 classes over 150 classes so do the math that's uh 30 a day so we're doing a good that's our highest number coming out of the pandemic and we're certainly trending in the right direction we are very blessed to have an involved community that is willing to come into our schools and share their expertise with us and supplement the instruction that our teachers and staff are providing and it gives me great pleasure at this time to bring up judge Alan Forest wow I get an Applause we don't don't get that much in my day job um Madam uh chair honorable board members honorable superintendent may it please the board that's how always speak in court um I'm going to start with a quote because this a approximately what we do all day is just add quotes on to each other um Thomas Jefferson wrote I know no safe depository of the ultimate powers of the society but the people themselves and if we think them not enlightened enough to exercise their control with a wholesome discretion the remedy is not to take it from them but to inform their discretion by education that is the true correct Ive of abuses of constitutional power so I know that the people I'm looking at get it and the teachers in here get it that education starting at this level is so important the legislature of the State of Florida gets it they um mandated Civics education for middle schoolers and the US Congress gets it they uh established Constitution Day and said that every educational institution that receives federal funds has to have a constitution program but they also talked about a constitution week so we're able to spread it out over the course of week and I'm here to say that the Martin County Bar Association both lawyers and judges get it also and and since the 2004 or 2005 I have to go back and look at my emails but we've been working hand inand with the uh Martin County schools and Mr cows is taken over from Dr malam and um we're working great in getting coordinating uh appearances by uh teachers or by judges and lawyers to go into the Martin County schools and talk about the Constitution do some exercises so I'm happy to be here today with my wife who's not a lawyer but she plays one on TV she's uh as in some ways like you all she's on the board of uh Med or she's on the board of nursing she's uh one of the board members and I'm also here with judge steale and judge Waters I'm going to hand it over to judge steel I second Allan okay it's unanimous happy Constitution Day are we good okay well thank you all for your service and for your partnership with the Martin County School District we greatly appreciate your time that you're investing into our students next up we have our student representative Jamie pson thank you good evening okay so from Jens Beach High School today we have the uh the Jens Beach High School Key Club recently completed two service projects the club collected donations for the Humane Society of the Treasure Coast based off their wish list and made dog toys out of old t-shirts the Key Club then made literacy kits in partnership with love letters for literacy these literacy kits included alphabet flashcards games parents can play with their children and an encouraging letter from their club members a peer forward students at Jensen be are working diligently with the boys and girls club to help educate all jbhs students about the ins and outs of the College admission admission process they are also excited to work with the district as they put on their college fair and for Martin County High School the National Honors Society of Martin County High School is proud to announce the that 175 new sophomore members will be inducted into the organization on October 15th 2024 for South Fork High School the Spanish National Honor Society at Southfork high school has been fundraising at Publix to raise money for the student scholarships and has so far raised over $3,000 South Fork High School is starting up the first debate team in quite some time under the leadership of Miss wel chance students are excited about the new opportunity and plan to visit local high schools with established debate teams to ensure theirs is a success southb High School Esports is back in Action competing in the Sunshine State Esports League they won second place in the League of Legends group in 2024 and they have their eyes set on the state's first place Trophy this year peer forward students at South Park have been working tirelessly tirelessly to bring a range of colleges to their campus including University of Central Florida University of Florida and Florida State University they're thrilled to support our school district in the 2024 college fair and provide students with more opportunities to explore their future educational paths South Fork's CTE courses are piloting Florida ready to work micro micr credentials for employment Future Ready skills students will earn credentials and soft skills digital skills and academic employment ready skills such as basic math and communication a special congratulations to Ricardo Rivera and Logan swaner from Mar County High School and sfid Alam and Emanuel cavalaro from South Park High School these students were selected as semi-finalists in the 2025 National Merit Scholarship program then the renowned scholarship program honors high school students who demonstrate exceptional academic ability semi-finalists are selected based on their performance on the PSAT taken in junior year which identifies the top 1% of students Nationwide congratulations students finally mark Martin youth leadership's first official meeeting was today Martin youth leadership is a program which I am a part of that was created to Foster students leadership skills and introduce them to the different moving parts that make Martin County a prosperous County students from South Fork High School Martin County Jensen Beach and Clark Advanced Learning Center all have the opportunity to participate in this program today we completed team building activities using critical thinking skills to accomplish a common goal we learned how to be Progressive and proactive individuals and we defined the commonly interchanged world words goal and plan a goal is something you can achieve and a plan are those steps you take to achieve that goal one is not easily achieved without the other and that is something very important that we learned today thank you thank you Jamie now we will have our district update with Jennifer disazo I'd like to superintendent Maine it's my pleasure to bring you the September District update the Martin County School District is committed to helping its students find their path in life After High School students and families will have the opportunity to meet face Toof face with dozens of College University and military branch Representatives during the 2024 mcsd College college fair the event will take place on the evening of September 26th from 5:00 to 7:30 at Jensen Beach High School families are invited to learn more about respective programs admission requirements and numerous scholarship opportunities if you need Transportation we've got you covered bus transportation is being provided for students and their families and we'll be picking up for the event from Port Salerno Elementary School Martin County High School and Indiantown Middle School complete details are available on our website earlier this month representatives from Edward Jones visited South Fork High School to award the Bulldogs with a $220,000 donation the money will be used to purchase financial calculators for all freshmen and sophomore students and to continue renovating the popular oncampus thrift store known as the Bulldog closet all Martin County School District 9th graders are required to complete a financial literacy course and because of that representatives from Edward Jones thought South Fork High School would be the perfect fit for Their donation while on campus the group visited the rapidly expanding Bulldog closet where students are unleashing style fetching savings and creating a positive impact keeping students and staff members safe while they are at school is always top of mind for the Martin County School District and that includes making sure each campus has the necessary tools and infrastructure in place let's watch a recent story with WPTV to learn more about some of the technology upgrades being put into place to make sure safety remains top of Mind schools are not typically known for great selfservice but an incident here at Crystal Lake Elementary School two years ago showed School Security leaders they needed to make a change communication is key when it comes to safety on school campuses Martin County School Safety and Security Chief Frank franel says a school resource officer once had to go outside of Crystal Lake Elementary School to radio for fire rescue help after a student got hurt because he couldn't get service inside the building that's when they began upgrading their technology the district started with a pilot program at Crystal Lake and South Fork High School both known for their poor signals upgrading the systems in place and putting antennas in the schools to help pull in a stronger signal franela says this improved communic ation system can speed up response times and ultimately save lives we can put in all the tools we want into our schools but if we don't have a way to communicate that out what good is it so you know we train on you see something you say something you do something but if we're not giving them the means to do it how do we get that out and not every school needs the full upgrade franela says they still of the board uh it is my pleasure to bring you this month superintendent update first off would like to uh begin with a few celebrations today being one for our uh academic Excellence for some of our students the district had four seniors named semifinalists for the 2025 National Merit Scholarship program Ricardo Rivera and Logan Swanner from Martin County High School and Emanuel cavalaro and safid Alam from South Fork High School have demonstrated exceptional academic ability this year over 1.3 million students from almost 21,000 high schools entered the scholarship contest only 16,000 of those students were selected based on their PSAT scores representing the top 1% of students Nationwide we are extremely proud of the academic accomplishments of Our National Merit Scholars and definitely look forward to recognizing them as finalists once they received their certificate of Merit the district also was proud to recognize that 374 students who were designated as AP Capstone Scholars AP Scholars With Honor AP Scholars of distinction or who earned their AP Capstone diploma or AP seminar and research certificate during the 23 24 school year to receive their AP Capstone diploma students needed to earn scores of three or higher in AP seminar AP research and or on four additional AP exams of their choice this is a huge academic accomplishment for these students and within our district and again we're looking forward uh to proudly representing them and uh their achievements as we go uh beyond the scope of work they're going to continue their their academic honors and Excellence so congratulations to those students I also have the uh privilege of recognizing our 911 um day of remembrance this was a district leadership uh and our executive team came together uh to represent and honor the lives of those 23 lives that were lost uh excuse me 23 years ago all of the lives that were lost on 911 the Memorial Bridge Walk hosted by the Martin County Sheriff's Office the Martin County Fire Rescue and the Martin County Police Athletic League was an event that followed uh and allowed for deep reflection and Remembrance on that morning our students and staff were able to walk alongside local First Responders veterans and community members and were given an excuse tardy for for participating to see that many students who were not even born on the day that this happened 2 three years ago to stand and represent and honor those lost lives along with our current firefighters and First Responders was truly a mouring to remember uh and something that I look forward to making a new tradition and partnering with them every single year uh as we move forward one step at a time the community comes together for a day of remembrance today we're here for the memorial walk that's being put on by pal and our firefighters and our Police Department uh to memorialize all of the lives that we've lost and the lives that have changed since that faithful day on the 23rd anniversary of the September 11th terrorist attacks dozens of students teachers and school leaders started their morning walking alongside Local Heroes I came with my friends and we came with all of our different sports and we walked with the firefighters many of the people gathering at jock Leon Park think thinking back to where they were that faithful day 911 2001 I was in Cleveland Ohio I was a thirdy year school teacher and my wife was working on our master's degree for students although they don't have those memories attending this Memorial gives them a different perspective yeah it was humbling to hear about 911 and like everybody that's still like remembers it to this day to be able to bring this memory to reality for them so they can understand the importance of the day and and remembering the the events that occurred I think is extremely important and I'm I'm proud of our school district and Mr Maine for you know realizing this and making sure that this opportunity was available for our students it was a unique and special opportunity for them to walk side by side with local First Responders it was it was really cool thank you know like a lot of those are role models for people so it was just cool getting I met a couple of them so it was nice by the end of the walk the message was clear it was for awareness that something that that that should never happen again they will never forget God Bless America I want to thank our school board for allowing me to make these decisions to make this happen for our community and to provide these opportunities for our students uh we will never forget Constitution week in Martin County School District is all of this week and all of our educational institutions that receive federal funding throughout the state and throughout the nation must have an educational program pertaining to the Constitution this week leaders in the local uh legal Community including attorneys judges and elected officials as you heard earlier uh this evening will be visiting our schools to talk to our students let's watch a quick recap to uh of a video that was took place just yesterday [Music] [Music] they were talking about how many amendments there are we discussed can you amend the Constitution we discussed the the branches of government and how many people are in different branches and who's running for the executive branch and when races take place the kids were curious and they were attentive and they couldn't have been any better [Music] [Music] we certainly appreciate Congressman mass for taking the time to come out during his busy um busy season to talk to our students and again reinforce the importance of the Constitution and what it means to our country uh I also want to take an opportunity to uh celebrate some of our schools and the walkthroughs that I've been able to attend over these five weeks uh that we've been in session or more uh it is important as the superintendent of schools that I attend these walkthroughs so that I can get out to inspect what I expect as far as our culture and our expectation through way of curriculum uh we are never going to get to that a status unless we know exactly the type of instruction that is happening in each one of our schools and the processes and systems that are being placed put in place by our principles so that our instructional staff and teams can be monitoring what each and every one of our students need on a daily basis it also gives me the opportunity to make sure that our instruction is very closely aligned to the best standards and that the rigor that we expect at every single school is happening at the level in which I as the superintendent want it to be taking place and it's also an opportunity for me to observe my district team to make sure that systems that we're putting in place at the district level are being followed through with at each of our individual schools so there's accountability both from the district standpoint to our from our district Personnel to our principls from our principles to our teachers to make sure that all of that work is aligning and it also gives me an opportunity to walk our campuses and see that from a facility standpoint everything is operating uh the way we need it at the full efficiency and if I see something that needs to be taken care of I can immediately reach out to Dr Miller or any member of our team to make sure that it is taken care of on the spot it brings me No Greater Joy as a superintendent to spend my time out in the community and at our schools where the magic truly happens because there is nothing that's going to move the needle on instruction more than what is taking place in a classroom at our school level we can do everything we need to do here at the district level but the district level is not where the magic is happening the magic and true Spirit of instruction that closes achievement gaps happens in classrooms each and every day with our teachers under the direction of our fantastic principles that we have leading those schools so my hat is off to all of those schools that I've been able to visit thus far it is my um goal to make sure that I'm at every single School throughout the year Tuesdays and Thursdays is where those District teams and myself are deploying out to make sure that those uh things are being followed through on and uh it's been a great week so thank you very much Madam chair thank you are there any other questions for any of the other information only reports Roberts um so I had a question about 1506 Mark use of facilities you have two on this report um a holly Garrett and a Jeffrey Hughes that are considered um category two but can do we know what they are are they nonprofits are they yes and do we know what they're doing um I'd have to go back and research I think one of them is actually a church okay and then I don't remember what the other one is but I can get that information for you yeah so we can when we get the reported we can see I think that's a little bit more um revealing to the public or or lets them see what it is so that instead of just a name for those and then the other question I had you have Martin County swim here for the pool for August 9th to August 24th or August 9th yeah August 9th to August 24th so but they're not they're currently not using the pool so but they're still being processed in process for that period or we're yeah we're still processing up to the date we closed the pool which means what they haven't paid or it means we're getting giving them a refund or what are we doing we're processing that fee we're trying to get that fee from them oh so they they're not up to date with your payments is what we're saying okay thank you very much appreciate any other questions okay seeing none we will move on to board information share Mrs Roberts would you like to go ahead and share what you have sure so um the Chamber of Commerce this morning gave us a letter of support for the millage I'd like to go ahead and read it into the record so that um everybody will know what it says it says September 16 2024 to whom it may concern on behalf of the 500 plus active members of the Jensen Beach Chamber of Commerce please accept this letter of support for the Martin County School District additional millage reauthorization that will be on the November 5 general election ballot our chamber wholeheartedly supported the first authorization on August 28th 2018 and the reauthorization on August 23rd 2022 our Jensen Beach Community is home to two elementary schools Jensen Beach Elementary and Felix A Williams Elementary and one of the three traditional high schools in Martin County Jensen Beach High School over 3,000 Jensen Beach K12 students attend these three neighborhood Public Schools as well as their zoned Middle School Stuart Middle School we are also proud to be the location of the renowned Environmental Studies Center our chamber actively Advocates and supports our schools teachers and students with time and money we present two entrepreneurship scholarships annually to Jensen Beach High students we honor a student and teacher at our monthly membership luncheons during the school year we are proud to host annual events for public education the teachers and staff appreciation welcome back breakfast and the art music benefit auction which highlights our talented students our education committee meets monthly to coordinate efforts and share information we are inspired and pleased that our two elementary schools continue to receive A's the highest rating from the state of Florida and appreciate the diligence of the Martin County School District to consistently provide the necessary Educational Foundation ensuring the success of our children we are also grateful for all the efforts that resulted in achieving the 97% ontime High School graduation rate at Jensen Beach High School your identification of specific five funding categories for this additional millage School Safety and Security mental health programs recruiting and retaining qualified teachers and support staff professional development and academic initiatives are timely and appropriate we also appreciate the proposed language of up to 1 half M that allows the flexibility to collect only what is necessary to meet budgetary Necessities we understand that although the Martin County voters approved a reauthorization in 2022 with 67.6% of votes cast that is the statutory requirement for general election balot placement makes it necessary for a reauthorization at this election in 2024 to not skip a year of this additional Revenue as our Jensen Beach ch Chamber of Commerce looks forward to celebrating our 75th Anniversary we also commit to continuing our support for the Martin County School District and specifically the additional millit re authorization so um that's the letter that came from the Jensen Beach Chamber and I encourage my board members to work with their chamber to get something similar which then will be able to be posted on our website that shows we have that support very good thank you so much for doing that and I encourage each of you you to talk to your uh chambers that you're assigned to and see what support you can get from each of your Chambers I'll will be meeting with mine on Thursday this week thank you even though it's not quite time for public comment we can go ahead and get started and then if anyone comes in after they can join us at the end citizen input is vital to the Improvement of our district most times your remarks may be listened to without comment from the board members or superintendent this does not mean they are heard with any less intensity or concern where appropriate the superintendent and staff will investigate your comments and report back to you and the board with an answer we thank you for taking the time and having the concern to make our district better your presentation to the board should not exceed 3 minutes letters or statements from others not present can be given to our clerk you will be sure that each School Board member and the superintendent receive a copy to keep our record straight and authentic our policy does not permit you to read the statements of others into the record first up Elena Beasley hi good evening um the high school swim team has a meet tonight so I just wanted to uh be sure I made an appearance on their behalf although I don't have a high school swimmer I just wanted to uh be there here to support them um like I said my name is Elena Beasley I'm the parent of three children who attend Palm City Elementary School my oldest daughter Emerson is a fifth grader and a swimmer on the Martin County tiger shark swim team um I personally don't have a full understanding as to why the pool was so abruptly closed but whatever the issues are I hope they can be remedied in a timely fashion um as many swimmers and parents have expressed to you all at previous meetings there's really not enough room to accommodate our team at Sailfish Splash um my daughter used to have practice Monday to Friday from 4:30 to 6:00 every evening and now she has to wait until all the other teams are done using the pool um lanes and now she has a shorter practice from excuse me I get so nervous 7:30 to 8:30 at night um Monday to Friday and she's in elementary school um in addition to being a swimmer she's a dedicated student in the gifted program a safety patrol and an odyssey of the Mind team member having practiced this late every night before school is not in her or or her teammate's best interests I hope that you all can work collaboratively to ensure that the pool will remain open for years to come and to reopen as soon as possible to serve the needs of students like my daughter and our community thank you next up Roger Savory um good afternoon I uh gave you guys a report last month um and uh as of and in my report last month about tcca I requested that the law be followed and within the law being followed tcca to be shut down it's been one month uh and I know you read out redid the fields um in uh at Hidden Oaks Middle School uh thank you uh Dr Miller for all the work you did there along with Mark CEST and and his staff to um to accommodate them and getting that job done hopefully uh I think it's somewhere around a hundred a little over $100,000 that they'll be spending on the fields at Martin County High School I think it's the which field is it that they're doing it's the baseball the baseball field main baseball field okay and um I just wanted Mr mcnicholas is a little shy but he's not here right now but I want to thank him and his foundation and his partners for um for making this happen for the students of Martin County it's really been a great thing for us and and the students that were last year at Hidden Oaks Middle School that played on that other field will now be playing at Martin County high school and in that other updated field and it's a great opportunity for our students and I'm looking forward to seeing some good games out there afternoon um it's uh Dr Davis to be correct um today I went to Clark High I had been asked to help the students in the crochet Club um cuz many of them can't crochet or they can't make little cute baby blankets like this so I went today to go and get started showing them how to do this I'm intrigued that teenagers are even interested generally it's old fogies like me I got turned away because I don't have a security clearance I have a DEA drug license I have a veteranary medical license I've been teaching at South FK high for what 10 12 years I can't even remember I got turned away because I don't have security clearance so I trotted on down here to get it and the shock it's going to cost me $42 to get a security clearance to volunteer so I'd like all of you to look into that a little bit please that is absolutely absurd that people who are volunteering have to pay to volunteer I'm giving up 30 hours of my year for these kids and I'm going to have to pay 42 bucks it's absolutely absurd and then I'm going to reiterate what Mr Savory said earlier we still haven't heard from anybody violations of the law cruelty to children the list goes on and on somebody on this Board needs to take responsibility and take care of what we have asked I don't really have time but I'm going to make time to come to these board meetings every third Tuesday for the next however long it takes I'm guessing I'm live till I'm 95 so it's a good long while thank you thank you we are going to take a recess at this time for about five minutes and then we will come back and take care of our uh public hearing on the final millage rates and budget e e e e e e e e e e e e we will now reconvene our regular school board meeting to conduct a public hearing on the final millage rates and budget I will now turn it over to Mr Maine to State the purpose of the meeting thank you madam chair the purpose of today's meeting is for the board to adopt the final millage rates and budget for the 24-25 fiscal year after receiving public input trim or truth and millage advertisements have been placed according to to the specifications of law trim requires that the first issue we discuss at the public hearing is the proposed millage rates for the fiscal year by law the budget is required to be adopted after the adoption of the millage rates and after public input Madame chair I will ask Mr Morrison to review the 2425 proposed millage rates and provide an overview of the final budget followed by input from the public then the board will adopt the final millage rates contained in the accompanying resolution 2025 05 and then the board will adopt the final budget contained in the accompanying resolution 2025-the yes Madam chair and at this time I will turn it over to Mr Morrison to conduct a discussion of the millage roll back rates and budget thank you madam chair superintendent members of the board community and those who may be watching us over the worldwide web um this evening's proceedings um is the culmination of several months of work um in in in internally and also externally with our cognizant agencies such as the Florida Department of Revenue and the Florida Florida Department of Education um as Mr main um stated that the first item that we must must discuss at the hearing is the proposed um Mill rates for 2425 next slide please so the adopted 2324 millage rates were the required local effort of 31950 Ms the proposed 2425 rate millage rate for the required local effort is 3.77 or a decrease of 0.118 80 Ms the the local board millage Levy for discretionary operating Remains the Same at 748 the additional voted millage last year was adopted at 050 and this year proposed is0 425 which is a decrease of 0.75 Ms and capital outlay Remains the Same at 1.5 Ms so the total adopted millage in 2324 was 5. 9430 where the proposed 2425 mill rate is 5.75 Ms or a decrease of 01930 Ms the 2425 millage rate is actually 3.25% lower than the 2324 um adopted millage rate next slide please thank you however in the calculations um as specified in Florida statute 200 the truth in millage law we have to discuss the millage rate as it with respect to the roll back rate the roll back rates are the rates that the board would have to apply against the current year tax role in order to raise the same amount of money that you raised last year so the proposed roll back rate required local effort is 3 point the excuse me the proposed rate of 3.77 Mills when the rolled back is 3.01 185 the discretionary operating proposed rate of 748 when roll back is 7070 the point which is an increase excuse me of 0410 the additional voted millage of 4250 when rolled back um is equal to 4720 which is a decrease of 0470 capital outlay millage at 1.5 when rollback is. 1.1 1.1 1470 so the total roll back rate is 5.61 4 whereas the proposed rate is 5.75 Ms or an increase of. 13555 as a result of that the 2425 millage rate is 2.41% higher than the roll back rate hence in July of this year we advertise a notice of of tax increases AC tax increase according to the specifications as laid out in the trim trim law in Florida statute 200 next slide please so in scenario one we typically like to present two scenarios where we assume that there's no increase in incess valuation of a home of 69 $6,000 in 2324 this taxpayer would have paid approximately $3,995 whereas in 2425 uh this taxpayer would have paid $3,863.27 66 or 3.25% less next slide please however um the tax rooll on the average for the school district um assumes a 8.01 % in the SS valuation to $641,000 on a home that was previously valued at 55 excuse me valuation of 64131 the home equals 55783 but due to the save constitutional amendment to save our home cap at 3% you only get taxed on the 19,23 so the 2324 taxes would be $3,667 C where whereas 2425 taxes would be about 36527 6 or tax decrease of $8.32 or 23 cents less moving on to the budget next slide please the beginning budget for 2324 for the general operating fund was 249 m532 366 and the final 2425 budget is $257 , 257 m878 23 or an $8.3 million increase primarily driven by the increase in the tax road Deb service fund last year was 15,980 1855 where the final budget for this year is 14, 8492 197 or a decrease of1 m3655 a 7.1% decrease primarily driven by by the refinancing of the 2014 refunding certificate of participation capital projects last year was 247 m856 and22 the final budget for this year is 266 m535 $427 or an18 million $18.6 million increase primarily as we bring large projects into the budget for this year such as the mor middle school project South Fork High School and Warfield just to name a few in the 5-year Capital plan that the board approved tonight under the action agenda item the Food Service budget last year was 9,267 1884 and the final budget for this year is 20, 265,000 this is due primarily to the increase in federal revenues through the national school and breakfast lunch Act and the USDA Commodities that are anticipated to be brought into the budget federal funds beginning budget last year was 31,2 76,5 36 whereas the final this year's 8,520 676 or a decrease of 12,750 755,000 this year the Enterprise fund our extended day fund last year was $4 m3507 whereas this year was is 4,885 400 on an increase of $534,900 so all in all for the beginning of 20 23 24 the budget was 568 m269 364 whereas the final for 24 25 proposed is 582 m927 364 or an increase of 14,658 th000 Madame chair at this time it would be appropriate to sound the halls for any public input on the 202 2425 millage rates and budget thank you Mr Morrison the public is now invited to address the board regarding the proposed 2425 millage rates at this time is there any individual or organization or anyone with a personal public interest who ious to speak seeing none we will move on I conclude that this public hearing on September 17th 2024 has been conducted pursuant to notice and that ample opportunity to address these issues has been provided to all board members is there a motion to approve agenda item 20.01 authorization to ensure compliance with truth and millage I just have a quick question just to be clear this is a tax increase correct yes based on the rules as set out in the um Florida statute 200 yes it would that's why we advertise the notice of tax increase with our trim ads that went out in July yes ma'am when you say that based on the statute I mean based on the numbers really it's we're collecting more than we did last year yes we will and taxpayers are footing that Bill yes we will um however there is offsetting millages as you saw in my scenario um where particularly when it comes to the point 425 Mills that there will be a decrease in the amount should see a decrease in the amount being collected but that's offset by the required local effort that the state requires us to Levy but the roll back rate would be what we what we exactly collected last year the roll back rate is this year's millage rate rolled back to what it would have been what we would have to apply this year to raise the same amount money as last year exactly yes ma do I have a motion have approval thank you and do I have a second board members is there a motion to approve agenda item 20.02 resolution to approve agenda item 20.0 3 resolution 20256 to adopt the final budget I'd like to thank Heather padet for the professional learning catalog that she worked on it was very well put together appreciate that thank Troy labarbara for his um the modifications and the superintendent for the modifications to the student progression plan and thank the public information office for their um communication plan for the work on that I've heard from other people in the public who have appreciated that they can Now understand what that looks like and what the expectation is for getting Communications from the school district I'd like to also let my fellow school board members know that the Jensen Beach Chamber is having their 75th anniversary on Saturday January 18th 202 2 and they're extending the invitation for anybody who wants to attend so hopefully we can um attend to that thank you thank you m do you have anything nothing okay Miss Powers all right Mr Maine just a few items uh Madam chair first I just want to thank the board again uh for your steadfast commitment in ensuring that our uh teachers are uh properly um paid and this is the fastest again that we have come to a tentative agreement with mcea uh so I appreciate that and just want to know for the record that the ball is now in the Union's Court to ratify and to uh move this forward with uh for our teachers so thank you very much that is uh historic for Martin County to have this done and wrapped up this early in the season um uh some updates on the pool um I just want to make sure that the public knows for the record that we are moving forward with a full assessment of the pool that is either taking place um now or very very shortly thereafter now that the board approved for that assessment to uh to start that assessment is going through every single component of that pool by a Commercial contractor as well as an engineer it will also require that the liner of the pool be pulled up to identify whether or not there is a crack uh in the foundation of the pool and how large that crack is if there is one uh and so once we pull that liner back back it's compromised the liner can't just be quickly replaced um we need to make sure that the assessment is brought forward to the board at a workshop that assessment will be reviewed in its entirety by the engineer and the uh contractor along with Mr cess to make sure that the board knows exactly where we stand with the pool so that they can make a decision uh to on how to proceed forward the um Community also needs to know that in the event that the board decides decides to move forward if they show choose in the repairs and or the remodeling or refur refurbishing of the pool the pool's going to need to be shut down for some time while those uh while the construction occurs so staff felt it necessary now to be proactive since we were going to have to shut the pool down anyways for the review and for some of the electrical problems that we were having uh and move the athletes over and the swim teams over to Sailfish Splash uh by doing so all of our systems are in place the calendar is set and in the event that the board makes a decision to move in a different direction with the pool to again fix things uh the teams are already moved that's already done the work can immediately commence based on the board's decision uh one way or the other so I just wanted to be able to provide that um information I also uh want to let everybody know that uh not just Martin County but the State of Florida and districts surrounding throughout the state have increased a significant number of threats over the last couple of weeks uh this is not a Maron County unique situation this is a state of Florida situation where false threats are being called in or reported through um fortify Florida but we take every threat seriously and so I want to thank the Martin County Sheriff's Office in conjunction with all of our schools and our principles who are thoroughly investigating these threats in addition to Frank franel our chief of Safety and Security and the student services office for their hours and hours of making sure that these threats that are being called in or submitted through Florida 5 Florida are being thoroughly vetted uh and making sure that there is not direct harm to the Martin County School District or any one of our schools so thank you because that is a lot of of hours and Manpower uh that they are putting forth to make sure that our students are safe in in the community and the last one and Miss Roberts you touched on it is tcca I want the public to know that all allegations have been reviewed and that Council has levied a decision for us and I will make sure that Council gets a letter uh submitted to out uh that that all allegations have been reviewed and
