department Sergeant Daniel SS to Lieutenant officer Sean guy promoted to Sergeant and officer Michael Thompson promoted to Sergeant you ahead chief perfect well it's warm so we'll uh try and get this underway quickly and uh these promotions tonight are due to uh retirements so we had the retirement of Cindy zadroga and uh we wish her well we also had the retirement back in August of Sergeant Rick cot um so these are The Replacements uh we we held off on Rick cot's position because you know it was too big to fill so but we'll start off with uh Sergeant Dan SS come on nice that's on page two Sergeant Dan SS promoted to the rank of Lieutenant Lieutenant SS graduated from Cape May police academy in January of 2010 during his his time as an officer he served in the Department's Patrol Division crime prevention unit and the detective division until his promotion to Sergeant in 2017 during his time as a sergeant SS has served in the Patrol Division the detective Division and was the head of the internal affairs Lieutenant SS will be assigned to the uniform Patrol Division Lieutenant SS resides in milville with his wife Jennifer they have three children son Danny and his family was assigned to the criminal investigations Division and was a detective for 5 years before returning to patrol in 2015 he was was assigned to the evidence unit for 2 years and in 2019 Sergeant guy was assigned to the juvenile unit as a school resource officer where he's a spent where he has spent approximately four years he served on the he has served on the Police Athletic League board and volunteered his time as a coach and mentor to Pal members as well as an adviser for our mville Police Explorers so guy is a lifelong resident of the city of milville where he resides with his wife community service recognition certificates commissioner rello Ashley so Ashley Campbell is a 23-year-old who is actively involved in our community and events I had the privilege of meeting her several times over the summer and I'm grateful to see young people take an active role in our community Ashley is currently in a masters of arts in clinical mental health counseling program at Rowan University with the career goal of becoming a licensed professional counselor she is the founder of one step forward initiative whose mission is to teach students how to identify and articulate their mental health experiences she's had the opportunity to promote her initiatives over 300 times throughout the state of New Jersey since 2019 including under the titles of Miss Cumberland County as the first African-American woman to hold the role Miss gloss County and currently is Miss Coastal Shore 2024 with the Miss America opportunity it's an honor today to award her with this certificate of recognition to thank her for her volunteerism and dedication to mville thank you Ashley appreciate thank you thank you JT Burks this was going to be a long one I had to shorten [Laughter] it I met JT Burks also known as coach years ago when I first arrived in milville he may not remember it but this was my first impression of him we sat with a handful of people who wanted to promote positive things for kids this took place at the pheno Factory he had a lot of great ideas and his commitment impressed me I appreciate his I appreciated his dedication then as I know we all do now JT is the president of the Positive Vibes community group he's been involved in community work and service since he was 17 years old and he began coaching at the age of 19 he's been one of the most active cannabis at 1501 Oakland Avenue which is an existing Warehouse uh a microl license allows us to grow two 2500 square feet of canopy space we'll probably be doing 2,000 square ft the benefit to the community is both revenue revenue and jobs uh we estimate 4 million a year uh cannabis is the only industry that local minipa pales get a direct 2% tax sale so that goes directly to the community uh we're going to start with four employees within 12 months we hope to have uh 12 employees by the end of the year odor mitigation our grow areas are in sealed containers 20 ft by 40 ft feet and they use carbon filtering the same is true of the dry room and the Cure rooms Waste Management we follow NJ AC 1730 so any cannabis biomass like the plant itself that is unusable gets get put through an industrial Shredder mixed with 50% non-biomass which is dirt goes into a loot dumpster until it's carted away and for security uh we'll have cameras at every entrance and in the parking lot that has night vision plate reading capabilities in addition we have a magnetic loock at every choke point in the building and only those with authorized cards will be able to uh get critical to get access any patrolling it uh this is going to go on until we get some of that wet stuff from the sky uh Public Safety side Public Safety teams have been fire department's been running crazy police department what with that progress thank you commissioner huitt commissioner Watson I have the report from streeton roads for October 68 tires were collected 19 appliances were collected 378 Electronics were received 311th street sweeping tickets were written 657 bags of loose sleeves were collected sinkhole in front of 2415 shelburn Road was complete the road repair in front of 2417 shelburn road is complete St Co Court repaired and monitored Road repair at Leonard Drive is complete the grading of the Compost Facility for 2024 loc leaves collection was complete uh streeton roads is currently collecting loose leaves uh they began on November 4th and residents can place their loose leaves out till the curb until December 31st 2024 uh if anybody has any questions or concerns please contact streets and Roads at 856 825 7000 extension 7388 um from our clean communities um recycling coordinator uh he was letting us know that in September there was 11 11 damaged carts that were placed uh 20 were actually missing or stolen uh they delivered uh three residential units that PR didn't have them and they exchange one set 113 notice of violations were issued both illegal dumping cam cameras were received on loan from the New Jersey D um and they are installed and operational um we've already have pictures of um somebody trying to Il legally dump um this camera has a notable and a visual uh takes a picture uh and it announces that you are in a um an area that you shouldn't be and your picture was taken uh that person instead of dumping what he had in the truck took off and you know stopped him from you know putting trash where it didn't belong um number five Plastics are now being accepted into the recycle stream uh which is for an examples like yogurt containers ketchup bottles syrup bottles microwave um microwave Plastics and uh prescription bottles uh the county has started a reusable shopping bag recycling program the bags are sent out to be cleaned and sanitized and donated to local food banks uh bags may be dropped off to the streets and Roads office at 4:16 South 15th Street uh between 7:00 a.m. and 300 p.m. Monday through Friday except holidays please remove any tags receipts Etc from bags before drop off uh again uh you we can't stress us enough um there's a new sorting machine at the authority um it has capabilities of determining um you know if there was contamination in recycling bins uh trucks will be turned away and it'll be cautious what you're putting into recycling residents can bring uh TVs computers and other small electronics devices to 416 South 15 Street along with used motor oil and antifreeze that are uh non-contaminated items may be dropped off between 7:00 a.m. and 3 p.m. Monday through Friday except for holidays um he also wanted me to report that the third W cleanup on high and Archard uh they collected 4.37 tons of trash 17 bags of recyclables 12 tires 24 TVs multiple appliances two beds and a piano um and a sorted scrap metal five employees I want to thank Chris Robert Joe jeppi and Kyle for attending and we also had two volunteers for 5 hours thank you to those Volunteers Third W clean up Columbia Avenue to Archer 5.6 tons of TR trash collected 21 bags of recycling 36 tires and 18 TVs multiple appliances three beds one pool and a basketball rack uh was collected again five employees attended Chris Joe jeppi Chuck and Kyle thank you and to the seven employees that attended 5 hours thank you to them as well um yeah so that's all I have thank you much was it a baby grand or Yamaha you didn't know what kind of no idea it's a little humor here uh great work by uh streets and Roads uh I know I passed the street sweeper not I think last Monday um good to see that you know we're keeping up top and Extravaganza it was a really beautiful fall day we had around 300 people in attendance uh families had a great time to decorating pumpkins enjoying pony rides getting their faces painted uh completing the trunk Retreat uh I want to thank everyone who helped volunteer their time and vehicles for trunk or treat and thank you to everyone who attended our annual Halloween decorating contest also took place and the winners are as follows uh 435 valan for first place uh 37 etti dry for second place 1212 Cedarbrook Avenue uh for third place the judge's Choice was 106 whiteall Avenue and the director's Choice was 115 East Pine Street congratulations to all the winners and thank you to everyone who participated over the last two weeks the department has been able to light back up uh most of the decorative lighting throughout the downtown it looks a lot brighter uh there's still some work to do with lighting but I know that they're working really hard to get that work done upcoming events we still have spots available for our fall craft night which takes place on Thursday November 14th that'll take place at 5:00 p.m. uh going to be creating a pumpkin out of wine corks uh Sam crw is was collecting tons and tons of wine corks uh throughout the summer so thank you to everybody who dropped those off please reach out to the recreation department to sign up Santa's mailbox is coming it'll return on Monday November 11th until Monday December 15th so make sure you write your letters to Santa Claus and you could drop them off in his SM his special mailbox which will be mayor Sue yes uh what I'm about to tell you is already been cleared by the labor attorney concerning contract negotiations to give everyone an update so we met in Clos session myself Commissioners Rell Watson and commissioner hwit with the labor attorney the CFO see who else was there Clerk and Mr Russell so my role in that was to have the labor attorney and the CFO present options and during that there was all the screen set up so they could see different effects on the tax rate and how much money everything would cost subject to which plan they pick to offer to the unions so the meeting was about three and a half hours long um the decision was made by Commissioners rello commissioner Watson with commissioner huitt dissenting for which offer to send to the to send to the unions so that was the offer that the unions got so where it goes from there we'll see but that was supposed to be the last best and final offer that may not be the case but we shall see without progress thank you vice mayor sui I'm deeply involved and invested in everything that milville does just wrot on myself but there's circumstances that sometimes I can't control where I have to be and over the past week and so I've been absent from a lot of City duties but I have a great staff I have a great assistant on October 25th my mother suddenly passed away at the age of 65 it was tough it was hard I can't say thank you enough to all the residents all the city officials Police Department Sheriff's Department Fire Department EMS all my Commissioners showed up I have a great loving family I have an even bigger part of loving family friends I just want to say thank you we issued 60 code violations in the month of October 374 rental inspections were conducted in the month of October on boarded an additional code enforcement officer the re the resource will strengthen our efforts to enforce city ordinances and reduce plight as well as provide more time for for closure inspections and for vacant property designation responding to I think everybody should know this and I'm sure we all over uh uh fruit flies have been an issue so a resident responded a complain about regarding inundation of fruit flies due to the proximity of their property to a field that has distributed fruit and tilled into their field the resident indicated The Pest Control service said it was a problem throughout that area worked with the resident Cumberland County Department of Health was issued D was issued and notified and opened up a ticket no further comments from the D at this time um great events I heard from All of You Wish I Was could be there I got great updates you know the pumpkin Extravaganza um and all and look forward to these events that come up in this coming month and then in December it's uh hopefully the weather changes um it's a little warm in here um and I appreciate all the community support um for the pump in the travaganza I know we're looking for a couple extra cars and a going to add to that I'm kind of interested to hear the planning board's proposals and recommendations all I to all more comments more comments okay obviously the election is over so now this is the first step towards allowing retail sales Economist make no mistake but uh first I try to look at what harm something does so is this going to make it so that you're going to go outside and smell pot when you walk outside no you already do that is it going to make it so you can't get pot or you can't get pot you can already get pot you can get it from dispensary you can get it delivered so it's really going to change nothing as far as how it affects the city other than to get Revenue to the city um that's really the only thing it'll change it'll go through the planning board here and come news now with with the remainder just for my information for information the remainder of this bond this Bond will uh will not be reallocated somewhere else this was we can apply for other bonding for other projects as long as it's in sewer and Wastewater right well it won't affect our it'll lessen our bonding it our bonding capacity will be more because it's using less right so then we can either we can either do other projects with the infrastructure trust fund including the wastewater treatment plant which we're looking to see how if they will let us do the water deing dewatering of the solids so that will save us even more money when we take the stuff to cro M which we're saving a significant amount of money on that now okay so it's either that or we can apply for other projects to look at the video because there was a a comment made don't think I'm that deaf but anyhow what I said was the percentage on the taxes that would be and that's why if that's the clarification I'm their decision was based on what was put in front of them the cost for various offers to the union they decided on what offer to make it could be two cents it could be 10 cents it all depends whatever other city services actually were shut down too because there were telephone calls that were made and some of them were made from outside of the country yeah I get it UND disrupting too so is it coming back yeah it will come back I think uh the idea is to have it shut down for a while uh until we get past this and then have it go back so all of our Facebook posts and all are everything's going to be retained okay okay and will that be accessible to public record any of the comments as bad as they are yeah they'll be public record we had to take screenshots of those we have to retain Avenue here is the uh coordinator of the M Municipal Alliance committee and two of the things we're working on right now is our volunteer recog dinner which will be December 8th at uh the alks lodge from 4: to 8 and we're looking at getting uh families with young children to come to it uh they uh now we have some door prizes we give away we uh do uh photos with Santa and stuff like that so we try to get uh as many families with kids uh as we get can get to come to it uh and where we've had our funding cut uh we're we used to be able to do 300 individuals we're down now we're going to try to do 200 this year and we're also working on the New Jersey state Elks youth peer leadership conference which is February 7th to the 9th and that's uh up in Long Branch we're looking for uh students that are from 9th to 12th grades and uh this isn't a this isn't workshops for for youth that have a problem it's uh for for youth that are doing well and that you know they they get leadership skills they get uh refusal skills uh prevention skills and they have uh They al have speakers that they bring in from all over the country to uh to to talk with the kids they uh they keep the kids busy from 8:30 till midnight Friday Saturday and Sunday 7 till noon which means also the advisers that come up get to be busy from 8:30 in the morning till midnight and uh so anybody has any youth that would be interested in doing that they can get a hold of me uh you can contact me at 85635 7693 uh and uh you know I'll be glad to talk to with you about it we pay for every well the the alliance not me the alliance pays for everything the the students don't have to uh to they don't even have to bring a penny with them cuz once they get up there they're not allowed to leave the hotel they're they're at that hotel from the time they get up there until they leave they they can't leave to go down to the movies or McDonald's they have to stay in the building and they have Elks that uh through the whole day and night uh make sure that the kids are are safe and protected the the boys and girls are on different floors of the of the hotel and they have an elk that sits on each floor all night long to make sure that uh the boys stay on the boys floor and the girls stay on the girls floor because they're teenagers and I don't know if you remember when you're a teenager but uh it's a good idea to mentioned before the milville girls high school hockey team today they won a nailbiter in the second round of the playoffs Our Girls the the fourth seated team it started off it ended the first first game started Ended as a tie it went into sudden death twice my granddaughter made the winning save when the um on the sudden sudden death Sho Al so I just wanted you to know millville's got incredible athletes out there boys and girls we've got a lot to be proud of the next thing I would like to mention is I would like you to keep commissioner mcquade's wife in your thoughts and prayers they're talking about transferring her now to Temple hospital with her COPD and [Music] RSVP and it doesn't it's not good she's she's in pretty bad shape if they transfer her to temple thank you thank you C thank you Cindy and as uh she alluded to the whole calendar of the Levoy the I'll reate her uh the Levoy is a wonderful place to go I try to go as often as possible just as I was looking at the calendar while you were saying on December 21st the Magical Mystery doors is a fantastic show I know one of the musicians personally uh Brendan Maro he's a great great guitarist uh last last time they were here in mville it was a great turnout um by the county community uh all people far and away so um once again I can't be there at night but uh a lot of great things to see at the leev boy thank you Cindy seeing no one else I will close public comment portion of the regular agenda closing comments of Commissioners commissioner huitt yes thank you uh Brock can I make a a comment a question on on our close session that we had that's the way it was put forward or what transpired I think it's a little bit misunderstood on well you can talk about the uh subject matter but you can't get into the contents the vote is what I want to talk about the vote that we took the vote we made for the access agreement no talking about the one with the contract negotiation for the special meeting we had week and a half ago Oh you mean the uh we had a public meeting but it was a meeting that was what was advertised to the public but it was a yeah and then we were right in close session yeah can I make a comment on the vote the way the vote went on that I don't think you should because I think not a v I I did talk to the labor consensus is commissioner Su said yeah because he commented it I just need to consensus he said that was fine to comment about yeah I I just want to make it clear because it doesn't it's got me a little bit uh I'm very you know the attorney client privilege is kind of like being a little bit pregnant because if you uh wave part of it you wave all of it and well we evidently already did uh okay I would I would personally not say anything commissioner H okay that's done that would be it commissioner Watson Pauls for a dramatic effect um just trying to think how I want to put things in the words I would still like to maintain professionalism you know not attack you know a good businessman that brought a lot of development and P put a lot of money into the city um you just disagreement and I respect his you know his thoughts and opinions and I'll refrain from giving mine as far as Union negotiations go I could tell you it's not easy it's very eye openening disheartening and I can tell you that uh I wish the city was in a better situation to offer a lot more we did our best and we did come to decision um you know Kirk was very engaged and had his opinions uh somebody didn't give his opinion I tell you that um you know looking at these different properties you we've been looking at them all year we had multiple presentations we talked about square footage and what was best uh I really did want to move forward with a new build you know and checking off the boxes of all the Department's needs but the situation that we found it's a unique situation where we have time constraints there's uh difference opinion when it comes to you know the political side of things um and trying to get you know the majority vote on one building and use our resources and the money our taxpayer money you know efficiently uh it hasn't been an easy task um you know two potential possibilities called Deli building and a new build uh I mean that's where I lean towards I hope both of those work out very well a lot of time a lot of effort and I really appreciate everybody's opinion and uh you know thank you for hearing me and meeting with me uh giving me guidance um you know as I'm you know new to this field and I'll tell you right now that I'm not the best person for this seat I'll be honest with you and I'm not afraid to say that and I don't really need any praise from anybody and if you if anybody went to that Podium and gave me praise I've always dispersed it through those who helped me uh including commissioner Rella uh the time that you've been here I really respect everything thank you for all your help thank you for your patience thank you for always listening to me I hope I done the same for you I always listen to your opinions and your thoughts and um you know you're really great to work with um I think we might have one Commissioners okay so we have uh the best practices survey discussion by Susan quona CFO just want to make sure that mic's on yeah that green light should be on no tap all right good evening uh best practice in inventory for 2024 all Commissioners have received a copy uh prior to our last meeting and we adopted resolution 299-2244 D13 was released September 18th of 2024 the best practices survey was due by Friday October 25th uh but a review of this was not required prior to submitt um it's submitted by the fast portal which is the New Jersey divisional local government services reporting portal the best practices inventory must be reviewed with the governing body at a public meeting there were 69 total questions this year 52 were scored 17 were unscored survey for a total possible points of 46.5 points so some of them were half points every entity must have a minimum score of 35 for no withholding of State financial aid the City mville score was of 42 so there's no withholding of State financial aid almost so we have 42 out of 46 and a half which is a very good score uh the only state aid I just want to note that the city of mville would be considered receiving is our energy receipts tax payments in all reality that really shouldn't be considered state aid that's money that should be coming back to municipalities but has been held a little bit more on the state end uh predominantly for a large number of years but that is what they would try to withhold from us the unscored survey questions this year focused on affordable housing and a lot of that was due to the fourth round that was recently just announced uh Municipal owned Broadband Services Leed remediation Ser shared services special Improvement districts and transparency these questions are a tool by the state to Monitor and gain insight into each Municipal entity's activities and accomplishments in these specific areas and question depending on the program and servicing question each year unscored survey questions at times do become scored questions in future best practices one example of that would be questions regarding electric and or hybrid uh vehicles and Municipal charging stations for electric vehicles scor questions focus on areas in which each municipality should already be adhering to regulations already in place or the best practices to ensure that compliance and services to the taxpayers are being upheld so as such each commissioner should thoroughly review the best practices inventory to ensure that we continue to uphold our existing policies and procedures and to be aware of those areas that the state is currently focused on that may need attention in the future yet again a lot of it is dependent on what goes on with the times some of it may go by the way side but some of it might be something that they're looking for and they're going to score in future inventories does anybody have any questions thank you thank you thank you commissioner hwit you have anything nothing just time mayor thank you commissioner Watson uh yeah I do have a discussion I would like to bring up for the 202 South Wade Boulevard property uh it's also in Clos session to discuss some some of the terms um as the agreement was sent over um bringing it to obviously the public and the rest of Commissioners keeping everybody up to date um so we toured this building a couple weeks ago um uh this building has multiple offices has a small kitchen um the building was um put up in 2003 2004 uh has roughly about 12,000 Square ft which includes about 10,000 ft being Warehouse uh has Large Garage Doors uh big enough to even you know put im9 in uh I believe they're about 14 or 15 foot doors um like I said it looks like a really great building uh the owner's been really good to work with uh very very open with Communications readily available uh so thank him for that it's uh it looks TurnKey and it's kind of like tailor made to you know the needs um it definitely checks off a lot of boxes that we discussed previously in the year about the Departments and what each of them need um and like I said it's it's going to be on closed session to to discuss you know the purchase details uh what I would like to do is in the close session get to a certain point uh you know get everybody's opinion and you know maybe get working on the access agreement to allow um you know first phase of environmental uh property listing price is well the price that we agree to is 1.55 so if we already agree to a what are we discussing in close session the negotiations already done they're not done because there's a proposed contract that the commission needs to see they need to indicate whether or not that's something they want to do or not so well and whether the whether any of the terms should be changed right if these terms don't meet the needs of what we have then I don't see move forward with environmentals like any other contract all right so I have a couple other questions first the square footage on other buildings we looked at that 16 18,000 foot wasn't enough but now 12,000 is so I guess our space requirements have changed um second is a price per square foot third I'm I'm a little confused why you're going for an access agreement now and while you only asked engineering today to inspect the building as I have as you know you've been through this before so you know that we need to do environmentals and we need to have the building inspection uh if you guys recall you looked at the building at the at at the airport that you were considered buying after engineer inspected it and found flaws two months later the roof of the building collapsed so what I really kind of have a problem is I'm looking at this email and it says commissioner here's Commissioners addressed to you and commissioner rello here's a purchase and sale agreement for the purchase by the city of the gelli brothers building at 202 South Wade Boulevard that you asked me to prepare pursuant to your instructions I have not discussed this matter with any other commissioner or city official or employee so it's a little concerning that you wouldn't discuss it with the CFO to see if the if what you wanted to do was Financial financially feasible that you wouldn't have previously discussed it with engineering and that uh well I'll just leave it at that so I you know I don't know I hear a lot about transparency I just started a little think about transparency there and when you're telling and you're not disclosing to other city employees and other City officials that you're looking at a building I think that's something to worry about yeah I'll address that uh transparency so originally this building's not listed for sale um it was kind of word of mouth uh as soon as we found out about it I did the research and I got a number I called the regular business number um set up a meeting with him uh said that he would consider you know sailing selling to the city and we put a meeting together uh that week like I said this was two weeks ago uh we went over um commissioner Rell went over with me just so we can have you know a couple of us in the loop get differences of opinion um and the building looked great um but there was a lot of things that we had to work out and we didn't we wanted to make sure that moving forward and using our resources that this was an acceptable piece of property to do that with we understood that the square footage was going to be high and we wanted to compare it to the other options that we've had there was another option that was presented to us about um building on somebody's private land and we were also evaluating that and before we came forward and started getting everybody involved I wanted to make sure that we chose the best way to go and who did know the negotiations negotiations yeah who did the negotiations for the price the original price was 1.6 million and you negotiated it down to that was verbally expressed to us from the seller and when we started talking about comparables to what the other um square footage prices who's wait myself commissioner Rella meeting with Brock okay um we were trying to feel out where he was going to be and the seller came back with that price you guys ever negotiate commercial real estate before just curious no okay all right thank you just wanted to add that I was very excited to see that this uh seller wanted to sell this building considering this was on the list uh given to me by vice mayor uh of buildings uh that were possible to look at and unfortunately it wasn't available for sale at that time so seeing that it was uh now available I was very excited about that so and also it was kind of nice to work out some of the details and to see if the seller was you know available and open to um you know having the city agree to a lease um and a lot of things went in consideration with that including a one-time move uh instead of leasing one property and having our you know hardworking staff using their time um move from one area back to a permanent solution we were trying to cover all the bases and have the answers for you for tonight's meeting okay so did you talk to the CFO about a lease or anything I'm just curious not this time all right thank you okay commissioner Rella no that's all I have V mayor s your experience to basically solidify your statement that you did an excellent deal so do you have any experience or not this is the first time I did my best you did your first time so you have no did you what are your assertions that this is a very good price comps comps I see $125 a foot are you are you looking at what's available on the market or what you closed cuz I know what I purchased in the city of mville which is well over 2 million square ft and I've never ever seen an existing used old building that I was involved the per in into the purchase of for that kind of money I know this this building I mean it's 120 do you know what it cost to put up a new building about 120 to150 so you're going to pay the same price to purchase an old building that probably needs Improvement that probably has his bestes they may have contamination being that it's in the city of milville which Brock could you know reassure and reaffirm my statements that you need to go through definitely a phase one possibly a phase two environmental if they catch it if they don't catch it you're going You're personally going to put the city on the hook for this contamination whereby me as a citizen of business is to offer and try to be an assistance here now a couple of weeks ago I offered and volunteered to be part of the housing authority and was rejected uh I was very surprised because I look around and I see in the city of mville that there are in terms of demographics 60% white so that means the rest of it is non-white but then I look about you for example as to who's managing the city and what I'm seeing is all white people now there's something wrong with that picture I'm asking you are you intentionally discouraging non-whites to participate in the management of the city is that part of your agenda I don't get it sir no no no no I'm I'm bar I don't get it if I may there's been since I've been involved with this city there has been one two three black gentlemen that were privileged of having these seats up here here good the question is what happened now because because couple that ran this election and they didn't get elected that was the choice of the city not the choice of us well I volunteered and that's your choice to say no to me and my question is is your name Barry or or Audrey it's the same thing yes it's odley Barry it's odley bar now I would recognize your name as Barry Campbell sir wouldn't have recognized your name as or I'm sorry is it Aubry or udrey the reason why bar just so you know it's just what you just said many people butcher that first issue I even went to the planning board and maybe you know maybe I'm seeing things but it's all white is there an agenda to discourage participation of non-whites is is there and then if you if you turn to the question of qualification let me just say this I came from Wall Street I was an officer in charge of financial management and planning for a $36 billion company besides that besides being college educated I'm a fellow okay that's like a PhD degree I'm I'm I'm curious as to why Mr huitt Watson and ranello decided that I'm not qualified to be part of your housing authority board I I'm just curious as and and then it begs the question okay have you been discouraging or denying other non-whites from participating because it doesn't make sense to me part of the objective of the city as I see it is for diversity inclusion helping the city whoever it is to grow and prosper how do you expect the best of us to help you if you discourage them race shouldn't be a factor should it Mr Campell you this when I put your name on the agenda and I made the motion I fully expected it to be seconded I'm sure the politics got in the way of that at the last meeting so I can tell you that other than that I can't give you an explanation of why you weren't seconded and why you weren't approved you're definitely qualified the the Housing Authority hadn't had a volunteer in two years they're having a hard time getting a quorum so they they all the everybody up here has received another email concerning another gentleman that wanted to be on the Housing Authority I'm not putting anybody else up in fact on tonight's agenda you'll see my resignation from the Housing Authority part of that reason is because I'm not going to put anybody up there I'm sorry to hear that that's I don't go to the I don't go to the Housing Authority meetings anyway so I don't have time for to step up exactly my point but there's another gentleman that put put his name in nobody here put his name on the agenda either I can't explain that everybody got the email so I I I don't know that is exactly my I wish I I wish I had a good explanation for you but I don't if people are being openly to go any further that seems like it was a personal attack against me and considering that the uh zoning board and I believe the planning board too but I'll speak definitely on the zoning board fli I evaluated a lot of different building buildings and uh you know just with the time frame and the how this was presented to us you know it's very new and that's why a presentation has been made but uh
