OF THAT TOTAL, 17 DIREIVES WERE CLOSED OUT LAST YEAR WITH RESPONSES OR REPORTS FROM THE DEPARTMENTS. THAT'S A CLOSURE RATE OF APPROXIMATELY 40%. THERE WERE 25 LEGISLATIVE DIRECTIVES THAT WERE STILL OPEN AT THE END OF LAST YEAR, AND THOSE CARRY FORWARDNTO THIS YEAR. AND IN THE MAJORITY OF CASES, YOU'LL SEE THAT THE NOTES COLUMN REFLECTS ACTIVE COLLABORATION BETWEEN THE COUNCIL AUTHORS AND THE ADMINISTRATION TO ADVANCE THE WORK THAT IS CONTAINED IN THOSE DIRECTIVES. IT'S ALSO TRUE THAT OCCASIONALLY THE DRAMA OF POLITICAL THEATER MEANS WE MISS THE OPPORTUNITY TO HIGHLIGHT THE TRULY INCREDIBLE WORK THAT THE CITY'S 4,000 PLUS EMPLOYEES DO DAY IN AND DAY OUT TO MAINTAIN A GREAT COMMUNITY. BUT THE COMPLAINT COMES IN, AND THEN WHICHEVER INVESTIGATIVE ENTITY HAS THE COMPLAINT, THEN CONTINUES ON THROUGH THE PROCESS. IN THE DOJ REQUIREMENTS THERE ARE SOME PROVISIONS THAT WOULD ALLOW FOR DISMISSAL PRIOR TO INVESTIGATION. AND THEY'RE QUITE LIMED. ONE IS DISMISSAL FOR BASICALLY FAILURE TO STATE A CLAIM. SO EVEN IF THE THING HAPPENED, IT DOESN'T VIOLATE ANY POLICY. OR, ACTUALLY, THE OFFICER AT ISSUE WAS NOT AN MPD OFFICER. THOSE ARE A COUPLE OF REASONS Y DISMISSAL WOULD HAPPEN. THERE'S AN OPPORTUNITY FOR VERY LOW LEVEL VIOLATIONS THAT AT THAT OPCR DIRECTOR/COMMANDER LEVEL COULD SEND THOSE OFF TO BE DEALT WITH BY THE SUPERVISOR. AND THEN THERE IS A PROVISION FOR EXPEDITED DISPITION, WHERE ESSENTIALLY THE OFFICER ADMITS GUILT. SAYS "YES, IID THAT THING" AND ACCEPTS DISCIPLINARY PUNISHMENT. IN EVERY OTHER CIRCUMSTANCE, HOWEVER, THE COMPLAINT THEN GOES THROUGH TO A FULL INVESTIGATION. AGAIN, IN WHICHEVER ARM OF THE UNITS THE COMPLAINT CAME IN.
