OUR FIRST ITEM OF BUSINESS TODAY IS AN UPDATE ON THE FEDERAL AND STATE ACTIONS AFFECTING THE CITY THIS WILL BE THE FIRST UPDATE WE'LL RECEIVE AS A BODY SINCE THE LEGISLATIVE SESSION HAS STARTED, AND SINCE THE TRUMP ADMINISTRATION HAS BEGUN. I'LL NOW INVITE OUR STAFF TO BEGIN THE PRESENTATION ON WHAT'S BEEN HAPPENING AT THE CAPITAL AND THEN MOVE INTO HIGHER-LEVEL FEDERAL ACTIONS THAT HAVE BEEN TAKING PLACE. AS CHAIR CHOWDHURY MENTIONED THIS IS OUR FIRST UPDATE SINCE THE LEGISLATIVE SESSION BEGAN AND THE CHANGE AT THE FEDERAL LEVEL AND ADMINISTRATION AND THERE'S CERTAINLY A LOT TO TALK ABOUT IN SOME WAYS ALTHOUGH IN OTHER WAYS, PARTICULARLY AT THE STATE, NOT A TON OF ACTION IN TERMS OF LEGISLATION MOVING AT THIS POINT, AND SO I WILL GET INTO WHERE THINGS STAND. THE SESSION BEGAN ON JANUARY 14TH IN THE SENATE. THE SESSION BEGAN WITH A TIE BECAUSE THERE IS A VACANCY IN SENATE DISTRICT 60 DUE TO THE PASSING OF SENATOR DEET ZIK FRO MINNEAPOLIS AS I'M SURE YOU'RE ALL AWARE. THE SPECIAL ELECTION FOR THAT SEAT IS TODAY. THE SENATE HAS BEEN MEETING UNDER A POWER-SHARING AGREEMENT SIE THE START OF SESSIONS. THERE ARE COCHAIRS FOR COMMITTEES AND COCHAIRS FOR PRESIDING OVER THE BODY AND ONCE THE ELECTION IS CERTIFIED, THEY WILL GO BACK TO PRESUMABLY DFL CONTROL BY A 1-SE MAJORITY AND SO THERE IS AN AGREEMENT TO GO BACK TO THAT ONCE -- ONCE THAT ELECTION IS CERTIFIED. SO THE SENATE HAS BEEN MEETING HOLDING COMMITTEE MEETINGS, HEARING BILLS AND ON THE HOUSE SIDE, THINGS ARE A LITTLE BIT DIFFERENT. THE ELECTION -- OR THE SESSION STARTED WITH A VACANCY IN IF DISTRICT 40B, I THINK, OR A. DON'T QUOTE ME ON THAT. BUT IN ROSEVILLE AND SO THE REPUBLICANS CAME INTO SESSION WITH A 1-SEAT MAJORITY DUE TO THE VACANCY. DEMOCRATS HAVE NOT BEEN COMING TO THE CAPITAL BECAUSE -- AT THAT FIRST MEETING, THE REPUBLICANS ELECTED A SPEAKER WITH 67-VOTE MAJORITY. TRE'S BEEN SOME PROCEEDINGS AT THE MINNESOTA SUPREME COURT. THE MINNESOTA SUPREME COURT HAS RULED THAT 68 MEMBERS MUST BE THERE FOR A QUORUM SO SO THE SPEAKERSHIP AND THE COMMITTEES THAT HAVE BEEN MEETINGHE LAST COUPLE WEEKS IS NOT VALID. THERE'S CONTINUING DISCUIONS HAPPENING BETWEEN DURING THAT TIMIC AND REPUBLICAN LEADERS HOW TO SHARE POWER MOVING FORWARD. THERE IS THIS VACANCY IN THE ROSEVILLE SEAT. THERE WILL BE A SPECIAL ELECTION IN MARCH SO PRESUMABLY ONCE THAT HAENS, THERE WILL BE A TIE AGAIN SO DEMOCRATS HAVE SAID THEY'RE WILLING TO ALLOW REPUBLICANS TO HAVE THE SPEAKERSHIP AND COMMITTEE CHAIRS UNTIL THAT HAPPENS AND THEN WOULD LIKE TO MOVE INTO SHOWERED POWER AGREEMENT WHICH THEY HAD NEGOTIATED AFTER THE ELECTION WHEN POWER -- WHEN THE HOUSE WAS TIED SO KIND OF CONVOLUTED BUT THAT'S WHAT HAPPENING, SO THE HOUSE IS NOT REALLY MEETING RIGHT NOW. THEY DID GO INTO SESSION YESTERDAY WI THE SECRETARY OF STATE PRESIDING. THERE WAS NO QUORUM AND THEY GAVELED OUT. THE LEADER HORTMAN ON THE DEMOCRATIC SIDE DID SAY YESTERDAY THAT TALKS ARE GOING WELL AND SHE HOPES THEY WILL BE ABLE TO BE BACK AT THE CAPITAL THIS WEEK. SO -- SO THAT'S WHAT GOING ON THE HOUSE SIDE. BUT THERE IS STILL WORK CONTINUING. THE GOVERNOR HAS TO RELEASE A BUDGET IN JANUARY UNDER THE STATE CONSTITUTION IN EVEN NUMBERED YEARS AND HE DID DO THAT, AND SO I'M JUST GOING TO GIVE A REVIEW OF WHAT SOME OF HIS BUDGET RECOMMENDATIONS ARE AND HIS CAPITAL INVESTMENT RECOMMENDATIONS. SO AS YOU MAY RECALL, THE STATE HAS A MUCH SMALLER SURPLUS IN THIS BIENNIUM AND THE STRUCTURAL IMBALANCE IN THE OUT YEARS SO BECAUSE OF THAT THE GOVERNOR DID SCALE BACK A SPENDING PROPOSAL. IT'S A 65.9 BILLION DOLLAR BUDGET PROPOSAL FOR THE 26-27 BIENUM. BY COMPARISON THE CURRENT PROTECTIONS FOR THE 26-25 ARE M A BIT SMALLER BUDGET. HE DOES RECOMMEND $748 MILLION IN NEW SPENDING. THE BULK OF THIS IS SPENDING FOR STATE AGENCIES FOR INFLATIONARY AND OTHER OPERATING ADJUSTMENTS SO REALLY JUST KIND OF THE GROWING COST OF DELIVERING SERVICES. THE GOVERNOR ALSO PROPOSED A $45 MILLION PACKAGE TO COMBAT FRAUD IN STATE GOVERNMENT PROGRAMS, AND IS $66 MILLION TO SUPPORT ECONOMIC GROWTH INCLUDING $45 MILLION FOR RESEARCH AND DEVELOPMENT TAX CREDIT. THE GOVERNOR'S BUDGET PROPOSAL INCLUDESOME NET INCREASES TO SALES TAX COLLECTIONS AND OTHER REVENUE INEASES SO THAT WOULD RAISE ABOUT $414 MILLION FOR THIS BIENNIUM BUT THIS BECAUSE THERE ARE SOME CUTS PROPOSED IN THE BUDGET AS WELL, WHICH I'LL GET TO IN A MOMENT,THE DEFICIT WOULD BE REDUCED ITHE NEXT BIENNIUM. ONE OF THE GOVERNOR'S PROPOSALS IS TO LOWER THE STATE'S TACHYBY .075% BUT BROADEN THE BASE TO TAX SOME SERVICES THAT CURRENTLY AREN'T TAXED INCLUDING LEGAL AND FINANCIAL SERVICES. AS I NTIONED, THE GOVERNOR DOES PROPOSE SOME REDUCTIONS IN HIS BUDGET, $900 MILLION IN REDUCTIONS. MANY OF THESE FAL IN THE HUMAN SERVICES AREA INCLUDING REDUCING THE GROWTH AND THE DISABILITY WAIVER SERVICES. OF INTEREST TO THE CITY THE GOVERNOR ALSO PROPOSED ELIMINATING THE 2% CANNABIS TAX FOR LOCAL GOVERNMENTS. TS IS SOMETHING THAT WE HAD SUPPORTED AND ADVOCATED FOR 1% WOULD G TO THE CITIES, 1% TO THE COUNTIES. WE ANTICIPATE THAT THE CITY WOULD USE THIS FOR THINGS LIKE PUBLIC HEALTH EDUCATION AROUND CANNABIS USE. SO WE WILL BE ADVOCATING TO KEEP THIS 'CAUSE WE DID THINK THAT WAS AN IMPORTANT SOURCE OF REVENUE FOR THE CITY. THE GOVERNOR ALSO PROPOSED TO REDUCE THE REIMBURSEMENT FOR SPECIAL EDUCATION TRANSPORTATION AND THIS IS SOMETHING THAT'S -- I DON'T WANT TO SPEAK FOR TM BUT I THINK A CONCERN FOR OUR PARTNERS AT MPS BECAUSE MPS WOULD DISPROPORTIOTELY IMPACT DISTRICTS THAT HAVE HIGHLY HOMELESS AND STUDENTS IN IF PEOPLE THE STATE CURRENTLY REIMBURSES 100% OF THOSE COSTS FOR TRANSPORTATION THIS WOULD REDUCE IT AND SO SOMETHING THAT WE ALSOIKELY WILL FLAG FOR OUR DELEGATION AS SOMETHING THAT'S A CONCERN TO THE CITY. THE GOVERNOR'S BUDGET RECOMMENDATION, OF COURSE, IS A STARTING POINT FOR THE DISCUSSIONS ON THE BUDGET. THERE WILL BE A FORECAST -- A FEBRUARY FORECAST THAT COMES OUT LATE FEBRUARY, EARLY MARCH AND THEN THE GOVERNOR WILL PROPOSE A SUPPLEMENTAL BUDGET AND THAT WILL REALLYE THE STARTING POINT FOR THE LEGISLATURE TO GET BUDGET COMMITTEE TARGETS AND RK ON WHAT THEY WANT TO PUT TOGETHER. ONE LAST THING I JUST WANTED TO HIGHLIGHT FROM THE GOVERNOR'S BUDGET -- HE DOES PROSE EXTENDING THE PILOT PROGRAM FOR METRO MOBILITY ELIGIBLE ELIGIBLE RIDERS TO EXTEND FREE REGULAR ROUTE BUS FARE BUT THE PROPOSAL ALSO ELIMINATES THE GENERAL FUNDED APPROPRIATIONS THAT SUPPORT LIGHT RAIL AND COMMUTER RAIL OPERATIONS WCH WOULD MEAN METRO TRANSIT WOULD HAVE TO RELY SOLELY OR COLLABORATIONS FOR OPERATIONS. I DON'T KNOW THE BREAKDOWN OF WHAT'S GENERAL FUND VERSUS FARE COLLECTION RIGHT NOW BUT WE CAN FOLLOW UP WITH THAT COLLABO QUESTION THAT YOU HAVE OF. THE GOVERNOR DID ALS RELEASE A CAPITAL INVESTMENT PROPOSAL. IT'S $887 MILLION. IT INCLUDES NEARLY 103 MILLION FOR THE HIGHER EDUCATION ASSET PRESERVATION REPLACEMENT OR HEAPER PROGRAM WHICH HELPS HELP SUPPORT CAPITAL NEEDS AT OUR HIGHER EDUCATIONAL INSTITUTIONS. IT ALSO INCLUDES $7 MILLION FOR PUBL HOUSING REHABILITATION WHICH IS SOMETHING THE CITY SUPPORTS. $15 MILLION FOR BUS WAYS AND THEN THE GOVERNOR SET ASIDE $40 MILLION FOR LOCAL PROJECTS BUT THEY ARE NOT ITEMIZED SO IT JUST SORT OF A FUND FOR LOCAL PROJECTS. I THINK IT'S FAIR TO SAY WE WOULD LIKE TO SEE A HIGHER NUMBER FOR LOCAL PROJECTS GIVEN THAT $40 MILLION DOESN'T GO SUPER FAR IN AN INVESTMENT BILL AND SO WE WILL CONTINUE TO BE ADVOCATING FOR OUR LOCAL PROJECTS. AND THEN JUST AS A REMINDER, SOME OF THE PRIORITIES WE'RE WORKING ON. THIS IS NOT AN EXHAUSTIVE LIST BUT I DID JUST WANT TO MENTION A FEW THINGS. WE'VE BEEN TALKING WITH OUR DELEGATION MEMBERS AND OTHER LEGISLATIVE PARTNERS ABOUT AS WE'V BEEN OVER AT THE CAPITAL. WE DO STILL HAVE A $2 MILLION REQUEST FOR THE NULIQUID AVENUE BRIDGE AND MISS OLSON WILL BE TALKING ABOUT FEDERAL ISSUES IN A MOMENT AND CERTAINLY WE ARE MONITORING SOME OF THE ECUTIVE ORDERS THAT HAVE COME OUT AROUND IIJA WHICH WAS THE SOURCE OF FUNDING FOR THISPROGRAM. WE ARE CAUTIOUSLY OPTIMISTIC THAT OUR GRANT AWARD WILL STILL BE FORTHCOMING BUT THAT IS SOMETHING WE'RE MONITORING AND WE'LL HAVE TO ADJUST OUR ASK TO THE STATE BUT FOR NOW OUR ASK IS $2 MILLION. WE ALSO HAVE AN ASK OF 12.36 MILLION FOR THE 36 INCH WATER MAIN WHICH DELIVERS DRINKING WATER FROM NORTH MINNEAPOLIS TO DOWNTOWN AND 1.7 MILLION FOR T WATER YARD TO COMPLETE THE SALE OF THE ROOF DEPOT TO THE COMMUNITY SOME OF THE OTHER THINGS WE ARE WORKING ON ARE AROUND THE CUB CREDIT WHICH IS THE CONVERTING -- OR CATALYZING UNDERUTILIZED BUILDINGS I THINK IS WHAT IT STANDS FOR AT THIS POINT. BUT THAT'S TO CONVERT BUILDINGS FROM COMMERCIAL TO RESIDENTIAL OR OTHERS TO HELP REVITALIZATION DOWNTOWN AND WE'RE ALSO TALKING WITH DELEGATION MEMBERS TO TALK ABOUT THE EXPANSION OF THE DOWNTOWN TAXING BOUNDARY TO ADDRESS THE NORTH LOOP AND WORK WITH OUR AUTHORS TO GET A BILL INTRODUCED AGAIN THIS SESSION THERE. WE HAVE HAD A COUPLE OF MEETINGS TOGETHER WITH THE COUNTY IGR TEAM TO TALK WITH KEY LEGISLATORS ABOUT THE SHELTER FISCAL CLIFF AND ADDRESS THE BRIDGE TO HOME BILL WHICH THE COTY IS BRINGING FORWARD WHICH WOULD ADDRESSING THIS ISSUE WHICH WOULD ADDRESS THE NEW SHELRS THAT WERE STOOD UP DURING THE PANDEMIC AND THEN SOME OF THE NEW SERVICES LIKE 24/7 SHELTER OPERATIONS AND HOUSING CASE MANAGEMENT CAN CONTINUE. WE'VE ALSO BEEN TALKING WITH MEMBERS ABOUT OUR 0 WASTE INITIATIVES THINGS LIKE REPEALING THE PLASTIC BAG BAN, MAKING SURE THERE'S SUPPORT TO IMPLEMENT THE EXTENDED PRODUCER RESPONSIBILITY BILL FROM LAST SESSION. AND JUST MORE FUNDING TO HELP WITH EDUCATION AROUND RECYCLING AND COMPOSTING AND THINGS TO PROMOTE 0 WASTE. WE ARE WORKING WITH SENATE AUTHORS TO GET A COMPLETE STREETS AND TRAFFIC CALMING BILL INTRODUCED AND HOPE TO HAVE SOMETHING INTRODUCED RELATIVELY SOON WE ALSO ARE SPEAKING WITH MEMBERS ABOUT FINDING AN ONGOING SOURCE FOR THE ADA OF PEDESTRIAN RAMP UPGRADES THAT WE HAVE A SIGNIFICANT ED FOR. AND THEN LASTLY, WE ARE -- WE'VE BEEN WORKING ON IDENTIFYING SUPPORT FOR YOUTH INTERVENTION PROGRAMS AND COMMUNITY SAFETY AND THEN THERE'S REALLY, YOU KNOW, ACROSS THE STATE NEED FOR PEACE OFFICER RECRUITMENT AND RETENTION AND WORKING WITH PARTNERS AT THE LEAGUE AND OTHER CITIES ON LEGISLATIVE SUPPORT THERE AS LL. IN ORDER TO ADVANCE AND GOP CURRENTLY HAS 53 MEMBERS IN THE SENATE. SO THE POINT IS WE'LL BE WATCHING IN THE NEXT FEW MONTHS AS PEOPLE PEOPLE DECIDE -- AS PEOPLE ARE TRYING TO DECIDE. WE'RE TALKING ABOUT OUR SENIORS. WE'RE TALKING ABOUT STUDENTS. AND IAN IMAGINE THAT THOSE REVENUE SOURCES WILL LIKELY BE TRANSFERRED OVER TO HIS FRIENDS WHO ARE ALSO IN THESE CABINET POSITIONS WHO OVERSEE PRIVATE INTERESTS AND DIFFERENT PRIVATE BUSINESSES AN MOVING PUBLIC ASSTANCE, PUBLIC RESOURCES TO GO SUBSIDIZE THE ALTH OF PRIVATE CORPORATIONS AND THAT IS THE TRUMP AGENDA FOR YOU. SO WE'RE GOING TO HAVE TO THINK THROUGH HOW ALSO ON THE FINANCIAL -- YEAH, WHAT'S THE FINANCIAL APPROACH? EVEN THE TARGETING AROUND DEI ISSUE IN ACTIVIST -- WE HAVE A TARGET MARKET PROGRAM THAT LITERALLY THIS EXECUTIVE ORDER SETS INOTION A WAY IN WHICH MAYBE -- OUR OWN PROGRAM THAT S HELPED TO SUPPORT MANY MINORITY-OWNED CONTRTORS IN THE CITY OR MINORITY OR -- CONTRACTORS OF COLOR IN THE CITY TO HELP THEM WITH THEIR OWN PLATFORM TO BE INVOLVED IN BUSINESS WITH THE CITY, THAT MIGHT BE IN JEOPARDYEP. DEPENDING ON THE OUTCOME OF THIS EXECUTIVE ORDER SO I KNOW THERE IS SO MUCH THAT IS IMPACTED AND I'M GRATEFUL THAT OUR CITY ATTORNEYS ARE WORKING OVERTIME TO HELP US PROCESS WHAT THAT MEANS LOCALLY FOR THE WORK THAT WE'VE BEEN PUSHING AND IS HAVE BEEN DEVELOPING ON BEHALF OF OUR RESIDENTS SO THAT IS GOING TO BE ON FEBRUARY 11TH AND I ENCOUGE THE PUBLIC TO TUNE IN TO THAT. THIS IS BROUGHT FORWARD WITH COAUTHORS, CHAVEZ, CVP CHUGHTAI, AND OSMAN. THIS BUDGET ALLOCATION WOULD MAKE A ONE-TIME ALLOCATION FROM CONTINGENCY FUNDS. AT PRESENT, IT SAYSEGULATORY SERVICES, BUT IN CONSULTATION WITH DCCO, THIS MAY BE AMENDED. COME TO FULL COUNCIL. POTENTIALLY TO CPED AS THEY'VE ADMINISTERED SIMILAR CONTRACTS IN THE PAST. AGAIN, THIS IS TO HELP SUSTAIN A WARMING CENTER THAT POPPED UP DURING THIS REALLY COLD SNAP THAT WE HAD IN THE CITY OF MINNEAPOLIS. MINNESOTA INDIGENOUS WOMEN'S RESOURCE CENTER STEPPED UP IN A MOMENT WHERE WE SAW THAT THE WARMING SHELTERS CURRENTLY BEING SUPPORTED BY HENNEPIN COUNTY AND THE CITY OF MINNEAPOLIS THROUGH A BUDGET ALLOCATION THAT WE MADE IN OUR LAST BUDGET WERE FACING MANY CAPACITY ISSUES. ESPECIALLY AROUND THE EMERGENCY THAT WE SAW IN OUR CITY WHEN THERE WERE MULTIPLE ENCAMPMENT FIRES THAT LEAD TO THE DISPLACEMENT OF MANY UNHOUSED NEIGHBORS IN OUR CITY. THIS WAS A PLACE WHERE EVEN HCMC WAS SENDING IIVIDUALS DURING THAT REALLY COLD PERIOD THAT WE HAD, AND THE COMMUNITY REALLY CAME TOGETHER TO CROWD SOURCE FUNDING. BUT, HOWEVER, THAT TYPE OF FUNDING ISN'T SUSTAINABLE FOR LONG-TERM OPERATIONS. AND WHILE WE MIGHT BE IN A WARMER SNAP RIGHT NOW IN OUR STATE AND IN OUR CITY, IT IS EXPECTED TO GO BELOW FREEZING AGAITHIS UPCOMING TUESDAY. AND ESSENTIALLY THIS WAS A LIFE-SAVING SERVICE THAT WAS PROVIDED. IT CREATED REALL GREAT OPPORTUNITY FOR HENNEPIN COUNTY AND OTHER SERVICE PROVIDERS TO WORK WITH INDIVIDUALS THAT WERE AT THE WARMING CENTER, GET THEM RESOURCES, IF THEY WANTED TO GET TO DETOX. IF THEY WANTEDO DO HOUSING ASSESSMENT. THAT WAS ALL PROVIDED. I, MYSELF, AND OTHER COUNCILMEMBERS HAD THE OPRTUNITY TO VISIT THE WARMING CENTER, AND I'LL JUST SHARE WITH COLLEAGUES. IT WAS A SPACE THAT WAS TRULY CARING. IT WAS VERY CALMPACE WHERE INDIVIDUALS GOT TO JUST REST, WATCH A MOVIE, GET MEALS, GET A SHOWER. GET TO COMMISERATE. AND IT WAS LARGELY VOLUNTEER RUN. SO THIS ALLOCATION WLD HELP SUSTAIN THE PROGRAMMING, AND HELP SUPPORT FUNDING FOR STAFFING, SECURITY, MEALS, AND OTHER NEEDS FOR OPERATIONS. I'LL ALSO SHARE THAT I'VE BEEN IN CONVERSATIONW, SPECIFICALLY COMMISSIONER CONLEY. THEY HAVE ALREADY CONTRIBUTED AN ADDITIONAL 00,000 IN THE EXISTING CONTRACT THEY HAVE WITH THE RESOURCE CENTER. THIS -- IN ORDER TO SUSTAIN THE RESOURCE CENTER/WARMING CENTER, IT WOULD REQUIRE APPROXIMATELY JUST OVER $300,000. SO WHILE EVEN AS WE MAKE THIS ALLOCATION, THERE IS A GAP THAT STILL NEEDS TO BE FILLED, THAT COULD POTENTIALLY BE FILLED BY STATE FUNDING AND ALSO SOME COMMITMENTS THAT HAVE BEEN MADE BY PRIVATE PARTNERS ALONGSIDE THE COMMUNITY DONATIONS THAT THEY HAVE BEEN RECEIVING. AND I JUST WANT TO REALLY THANK THE INDIGENOUS WOMEN'S RESOURCE CENTER AND OTHER NATIVE ORGANIZATIONS THAT COME TOGETHER TO PARTNER. IT'S DIFFICULT FOR ANY PROVIDER TO BE AT THE ENCAMPMENT IN THE FREEZING TEMPERATURE WE HAVE EXPERIENCED. SO NOW THIS IS A PLACE THAT FOLKS WERE COMING IN AND GETTING THE SERVICES. PEOPLE WERE EING, HAVING CONVERSATION, WATCHING TV. AND THIS PLACE IS WHAT WE NEED IN OUR CITY OF MINNEAPOLIS. WE NEED MORE PLACES TO OPEN THE DOORS WHEN IT'S THE TEMPERATURES LIKE THIS FREEZING. WE UNDERSTAND THE ENCAMPMENT -- THE FIRE THAT TAKES PLACE, THE UNSAFETY SURROUNDING EAMPMENTS IS NOT A LIVABLE PLACE FOR ANY HUMAN BEING TO BE AT THAT PLACE. AND I REALLY WANT TO THANK MINNESOTA INDIAN WOMEN'S RESOURCE CENTER WHO TOOK THE LEAD. I FEEL LIKE GOVERNMENTS SHOULD TAKE THE LEAD. WE CAN OPEN PLACES FOR TEMPORARY. THE SECOND IS MINNESOTA DEPARTMENT OF HUMAN SERVICES GRANT AMENDMENT FOR NALOXONE EDUCATION AND DISTRIBUTION. THREE IS HIGH INTENSITY DRUG TRAFFICKING AREAS PROGRAM GRANT TO ADDRESS REGIONAL DRUG THREATS. FOUR IS A GRANT APPLICATION AND ACCEPTANCE TO THE MINNESOTA DIVISION OF HOMELAND SECURITY AND EMERGENCY MANAGEMENT TO PREPARE FOR EMERGENCIES AND DISASTERS.
