an um couple things one we're going to add 6D that is the jpa resolution for the fire partnership agreement and um that'll be 6 we didn't put it on consent sorry and forgot about it but anyhow so um as far as the the gfoa the government Finance officers award this is I believe the 20th year the city has received it back to 2004 so that's a pretty nice achievement or there and um it's yeah from the government Finance Officers Association and these are awarded annually for cities that basically go above and beyond when doing their financial reports there's additional statistical tables additional data that's provided that isn't required but it it does provide more value to the report and more value to people that want to read all 12030 pages of it which I know you know it is for the the bond holders of the city and and all those different entities that do useage organizations and such so yeah just as the mayor said I also want to thank uh Angie B who's our senior accountant and Renee Newman our utility billion um recycling coordinator they help a ton with the report too as well as even just other department managers you know Jasper's obviously support this the city council so it's a nice to get in usually in finance you don't get too many awards but there this this is the one time we and so it's always nice nice to have so I guess yeah we'd just be looking to accept the award on behalf of the city I guess by the or the city council and mayor than you then is their motion to accept the uh 2023 um government Finance Officers Association award the reason it's 2023 is because we haven't done completed the 2024 audit yet which we will do and then they'll also submit for this for 2024 so we'll see that award I'm sure they'll get a award next year for 2024 that thank Minneapolis Minnesota 5545 I'm not here to talk about that prop uh I'm here to talk about uh the 6970 County Road 110 extension which is just on the road here as Farm I grew up on this is my sister Louise and brother Mick and uh we are here specifically to talk about a I always thought of a sewer assessment charge but I think it's a sewer availability charge okay that was put on the property probably 40 years ago with the idea that sewer was coming um and I don't know what it was at the time maybe 2,000 to 6,000 were're not sure what that charge was my dad elected not to pay it had to KCK the can down the road and we've inherited that can so to speak but um we uh have a sale uh that is more or less imminent uh for the property we uh are looking forward to that uh and uh this is something we need to have cleared up and I guess um what I'm hoping is that you know this can be cleared up and soon and uh maybe deferred is what we're hoping for you know certainly you know there was forgiven forgiv you're asking for forgiveness we asking I mean there's no Services were were brought to us so there shouldn't be any charge for services we never receive that's our stand and uh you know if if if something like this could be resolved within the next month or so we' be very happy that so typically we don't make decisions at a council meeting we'll bring this back at our work session um we'll do it at the next work session I think that's a 22nd and then staff can do a report um if they need to contact you and get information and you're welcome to attend that that meeting just one small um addition to our appointments um other than that are there any you wish to remove if not then consent agenda items consist of consist of a approve our city council regular meeting minutes from December 2nd 2024 V is approve our appointments and designations C is approved the conditional offer of employment for engineering technician Brandon McCarthy and D is approved claims e is approved preliminary plan of cth carth excuse me Cove and F is approved agreement with Mi homes for Woodland Co fourth and eth editions is there a motion to approve consent agenda items a through F thank you Mr Victory is there a second I know Brian all those in favor with signify with Al those supposed motion passes by um public hearings we have none so we'll move on to our business items and we'll start out with 6A which is our city project um 0225 for 2025 our street Improvement project I'm going to hand it over to Missi thank you thank you mayor way members of council uh this evening we are here to discuss the proposed 2025 Street Improvement project um there we go uh so the project uh consists of three project areas we have the uh rural residential area over on Woodridge Trail up on the the north west side of the screen there the with North GRE out uh Pine Circle off County Road 44 and then the Trillium area just off of Lotus Trail on the south end of town near Highway 7 the proposed um the proposed project was based on the condition of the roads both The observed uh conditions of the surface and then we also got pavement cores to examine what going on benath that surface to determine the appropriate uh pavement project and uh with that we looked at getting a Reclamation Project based on those courts uh the existing conditions through there uh the summary there of each of each area Pine Circle was built in uh 1973 we see alligator tracking so like what you would see on the back of an alligator um that's a an indication of pavement failure and then also some pot gos through that um through throughout that street and the pavement score on that one was 65 so payment scores are 0 to 100 where 100 represents a brand new Street and zero is a um completely deteriorated street so the pine cirle just just getting above that um just around that 65 that was from 2021 uh Trillium area that was built in 1994 pavement cores while it's it's most of that area is looking good on the surface what the payment course told us is that the asphalt is um it's losing it's Bond it's the the asphalt material is thank you yes um which means it's losing it its bond to the agregate so um that's why we are looking at um the Reclamation project through there those scores um those C prant condition scores range between 80 and 90 um but like I said with the cores were telling us that um what's below the surface um it's telling us a different story and then Windridge Trail was built approximately in 1995 uh with a score of 68 and the cores indicate that the base layers is St so with that we are proposing a full depth Reclamation project and that entails grinding up that pavement surface and then um for the most part leaving it um on the road bed and putting new pavement on top of it so uh where we start to remove some of that reclaimed material is um d in where the road ties into the adjacent roads just so that we get um a good uh elevation so that we're not creating issues with drivew grades and such and then you grind and kind of pounded kind or you know compacted into the r yep so it's it's it's ground up and it's Blended a little bit into the the gravel material that's underneath and then they roll the equipment over it to compact it um and do testing to make sure that it needs that that strong base material that you need for um this is a this is a the Reclamation projects are done throughout the city um so we've done it on the Shan Lane back in 2019 Stone Stone Bridge Court um Stonebridge Road in 2021 uh we are keeping the payment width to the existing uh that's been our standard practice and then we're also matching the grades the elevations um to the existing driveways and patterns are maintained we didn't really see anything um any any streets that are really um in really steep or really flat so um we're matching those paves uh we'll be doing some spot curbing gutter removal and replacement in the Trillium area um so that's there's a little there's some cost in there and then uh on wind rdge we're putting in a one foot shoulder just to get a little bit of um uh strength of beyond that the edge of that pavement um and then the Pine Circle there's the existing Island within the cuac there that will be replaced um and then we're working with we worked with Gary as far as what that curve would look like so that we can um get a the curve design through there so that we can accommodate clouds through that area uh utility improvements not a lot to do out here Pine Circle we would be putting an inflow and infiltration barrier in the sanitary sewer so what happens is um often times in Minista we're finding that the soils um they hold the water and then once you get the um granular material that goes around a sanitary sewer or something it grabs that water and and can get into the sanitary sewer system um and the reason we don't want that is um the sanitary sewer system uh gets treated and so you don't want to pay to treat clean water water so what we do is we install a barrier um there's a picture here on the presentation that shows what that looks like that's uh pretty standard now so we'll be putting that in in Pine Circle um the other the Trillium area already had these barriers put in previously so that's why we're not putting them in that area and then there's also um but however in the Trillium area there is City water in that in the Trum area there's one gate valve that's leaking so we're placing that and then Public Works took a look at the the gate valve placement and requested that we put in a couple valves to better isolate that water so if there's um you know if there's a water system break and they need to isolate it or valve off that section adding these two valves will reduce the number of folks that are out of water service for that period of time so that was good thinking on Public Works part there so our projected cost um and I I do apologize in the staff report the water main improvements I I only had that for the one the one weeky gate valve um so this slide here reflects the the additional valves that are included so you're seeing a higher cost um than what's in the packet but we're just looking around total project cost just around $1.5 million and that's from the feasibility report uh with Reclamation projects uh we do look to assess portion of the project cost uh we city does have an assessment policy um which calls for assessing 50% of the project cost however during the feasibility phas um there was some good discussion about um by following that methodology what some of those assessments were getting a little a little high for council's Comfort at that time and so we looked back to a 2022 special benefit analysis um which which took um looked at the benefit received from uh one of the from a Reclamation project up on North arm um and that was capped at $110,000 per unit so that was a discussion point that the council had at that time and gave direction to cap the assessments the cost so the the assessments are only on the surface improvements and storm improvements uh city does not assess for sanitary sewer and water me um because uh users are already paying into the fund for that so um so you don't assess for any improvements associated with sewer water the assessment is proposed for typically 20 years um and there are hardship um if um a hardship defer deferment could be applied for um if they meet certain criteria and um Finance director Grand a great job answering yeah it's really hard to meet that there's I I don't think I've seen a person meet it in yeah it's it's always good to notate but it's there income limits and asset limit it's yeah it's you usually can't meet it yes AG um and so with that we have some proposed assessments for Windridge Trail Bas on the feasibility report um at $10,000 per unit for Windridge trail that would that's based on that maximum threshold that was discussed at feasibility level for Pine Circle we are looking at um $8,700 per unit and then the Trillium area we're at 9,700 per unit Ellison how long do these roads last what would you say um it's a good question so with a Reclamation project you would be looking to come back in with a millon overlay probably within 8 to 10 years Bas see depends on how it ages through that time so when you look at these projects um what minist has been doing is um getting in some m maintenance um maintenance work in before it gets to a Mill and overly to try to extend that life so we come in with breite usually within I believe it's two years after a street Project's done and crack filling and so there's some maintenance that goes into that to try to extend that that time before you go and do like M overly so um the next time you would look at doing a Reclamation type project I think we're at like around 40 years um so a Reclamation project when you do some preventative maintenance can really give you a longlasting road this is just a silly question but I know nothing about um than what I've learned here what what about like a cement r i is that like five times more expensive what is but then does it last I mean I'm sure you figured this all out but I'd like you to educate me sure um they do last longer uh but what we when we look at what a roadway does in Minista it's more than just a driving surface we do have utilities underneath um so we also have to get cognizant of that too um you know it would be nice to have um a situation where we knew you those utilities would have a lifespan that would match what a concrete pavement would do um and then there's also there's actually a little bit of noise associated with with driving on concrete you've ever noticed that drive now you will maybe driving before but it has especially at higher speeds it has a little bit of a hum to it but it's just not um typically a cost effective um uh surface to put on a local Road you will see them uh in alleys in in those cities that have back alleys and the reason that they put them in those situations is because alley um I don't want to get too far in the details but I do want to give you an answer why when we when you construct a road with with binus you you put a crown in it so it's like a triangle it sheds water off the road on an alley it's an inverted Crown so it's like a heat and so concrete is a good option in those in those instances because the concrete can withstand that conveying that water better than does so thank for that question thank you but even given the current proposed uh pinous the expectation is that the length Road would not be need to be worked on again before the assessment was take off correct so we would necessarily have multiple assessments on correct thank you for the question so yes the city's policy is um that Mill and overlay projects are not assessed so we' be seeing that that project come in um but it's not assessed back to the property owners it would be if we can get 40 years out of a reclaimed road that would be the next time you would see an assessment based on the current policy so the other thing that we've done um number one is the base of the road makes a huge difference as to how long the road lasts and that's the other reason they do pourings and the other thing is um we also do um we started doing a thicker layer of asphalt so it's not the standard I think the standard is like one and a half Ines or 2 in and we do like three in yeah um it's typically three and a half and I believe we're at four four or four half right so the thicker the asphalt the longer it will last and the cost difference is is not that much and so this was a while back we decided to change our our requirements for for our standards if you will so those will all help to make that for hopefully get us to that 40 Years thank you any other questions with this my the next part I'm digging a little bit deep into assessments okay um so at the last meeting um there's some discussion about a proposed assessment at 4125 trillion Lane East it's a vacant property that's on the northwest corner of County Road 44 in trillian L East uh the property owner reached out and asked that since this property is not only vacant but it has an access to County Road 44 that the assessment be um weighed for this property and we um we discussed it a little bit at the public hearing and Council asked for some more information so I'm bringing a little more information here tonight uh we certainly don't need to have a decision this evening if Council feels that they need more information I'm happy to provide that but I did want to follow up with Council based on our last discussion so um a little bit of History here um the access to County Road 41 when I was kind of looking through like you know it's it's a vacant property it it meets the zoning requirements um for a buildable lot based on the information we have so I went and took a look at um when did that driveway access go in at County Road 44 it looks like it predates the develop P Trum development I did talk to somebody at the county um with with regards to that access point um and he didn't know the history of that access point either but we did talk a little bit about you know if a a home were to be built on this property what would we look at for driveway access um and and the the gentleman at the county indicated that their preference is to not have driveway accesses on the county road for safety reasons um you have high Vehicles traveling at higher speeds um so they they would like to see those access points on on the local Road and then I included in the in the presentation here and in the packet just a screenshot of where I anticipate there would be a driveway access for this property there wasn't anything that I that really jumped out at me as far as any gr issues that would prevent um driveway access at this location um so you know all signs are pointing to it's it's feasible to have a driveway access on Trillium um should that properly be developed but the but the county I'm sorry the county would see because there's already an access there that drive it could be made I don't think that they require you to remove it that's my understanding the the gentleman that I spoke to it was we were just we were just talking about um you know what their preference would be but he certainly didn't say that it would be required to to be remed and then the other question I would haveen maybe we don't need the answer tonight but um when I look at this it looks like there's quite a lot of hard cover so would they even qualify in terms of hard cover to subdivide because right now they might being all if it was all one lot it would qualify I mean it wouldn't exceed the hard cover but if it was subdivided then where are we at with hard cover so that would be one thing um the other thing is are all of the um so when you look at this looks like there's an out building or a garage or something a second garage is that also um far enough away from a potential subdivision in other words does it need get 10l set back um it looks like it but I'm just asking yeah mayor Wayan so these properties they're currently two separate Parcels of record so 4125 is a is a property of record and 4135 is is a prop so there would no there wouldn't be a subdivision for in order for 4125 to be built on it would simply they would have to work with the planning department as far as um you know as you noted there is an accessory structure on there if that could remain um hard covered all those things would have to be sorted out with with permit application but it is a lot of record no I know it was a lot of record I'm just saying that talking about Shifting the property line oh um the the information I provided in the packet is that the um the property line had historically um was in a different alignment and that property alignment was shifted um so that those out buildings would be on the yeah yeah I think they to meet some setback so I was trying to provide as much information as possible for the council to to understand kind of how the the area developed and you know we had a home on 4135 and through their desire to build on that property how that changed um 4125 but again I did talk to the planning department about 4125 and if it still um meets the zoning requirements for Goot I want to point out the the the property owner does have the ability to do a simple subdivision and combine those lots if they want to not have it be assessed why haven't they just done that that's something that the like go back to the property own that would be something that the council would look for in order to um so that 4125 would not be assessed I can certainly go back to the property owner with that the issue though is they could always subdivide it again I mean they could combine them and then they could after then we say okay it's one lot now so we we generally don't assess if it's subdividable so we just then assess for one lot then the next day really they could go back and then create two more Lots but that's be approved right we would have to approve it no this is a simple subdivision you don't really have to approve it I mean Mr well M mayor no I think you're exactly right that's that's what I was thinking about terms of approval if somebody came in with an application that met requirements and apparently 4121 does meet requirements you would be compelled to approve it so I mean I'm not saying we should or shouldn't just um charge them to I I'd probably say based on past practice we would I guess if if we're relying on that I guess obviously the council has the discretion but there's multiple situations you know from past assessment roles where we've we assessed vacant Lots based on that they're developable or whatever if they're developable I know there's if they're not if you can't build on it if it doesn't have the setbacks or whatever um you know I don't know then then we have it I think on Game Farm that was a situation where it was just not buildable so but this one is it definitely is yes it might even be able to be split into two maybe maybe if if that's what they would apply for we'd have to look at it we again we don't have to make that decision tonight but we will by Next by the um special assessment hearing and it would probably be good if we made a decision tonight or soon so that the property owner is well aware of our of where we're going with this I think they can split a lot have to well it's already split I think well and also that sounds like the county would not stop them from using the county access that that would thing so yeah it seems like we should the Mr govern yeah I would that based on past practice and that they still can assessment okay thank you for that direction I appreciate it um so with that uh all right um so look at the proposed funding uh for this project as I mentioned we do have it's a split between City cost and specially assess costs or the surface improvements we have just over $600,000 uh dollars proposed to be assessed this is based on the um estimated cost in the feasibility report um and then both the sanitary sewer and the water main costs would be 100% paid by the city so we're looking at uh just under $900,000 City respons ibility and just over 600,000 for specially assessed at just an approximately $1.5 million project um and if Council approves the plan for specifications this evening and authorizes advertisement for bids um the actual costs of each of these components um is what we would base the the final project funding on um again with the specially assessed portion um depending on how these different areas come in for um for costs uh we would certainly split that but um the the final cost would be based on bid prices so here we are this evening um requesting approval plans and spe specifications and authorizing advertisement for bids uh if we get that approval this evening we would open up bids early February February 5th and what date is what day is that it's a Wednesday okay thank you you welcome I just wanted to reminder yes um the quick backstory on that is we had a project handful of years ago where we had a bid opening on a day um and we did not we only received one bid and so we've adjusted our bid opening date based on feedback from that bid was good feedback um so on Wednesday the 5th and then we would be looking to uh for Council to order the assessment hearing on February 17th and then holding that hearing on March 17th um which is also historically when we've had Council asked Council to accept the pids and award the contract uh we are looking at construction sometime between June and September of this year and then what we've been what we're putting in the specs is that once work has begun on the road that they would have to have it paved within three weeks so we're we're allowing a a large window of time for contractors to take a look at doing this project in Min Trista and with in effort to get low bid prises but then also saying you know once you're here you get the work done on the road and you PVE it and be on your way we want to minimize that disruption to but it's not all three worlds it's or whatever it's a wind Bridge or or it's you know y y that would be within project area and I with this type of project I would just anticipate that we'll start in one area do that work and yeah you know so it's um so I would anticipate they would come in do each each roow so is three weeks long enough I to get good bids um three we yeah three weeks is enough for for the work that we're doing on here because there isn't um there isn't a significant amount of work being done in each area trillium's the the you know a little bit of curb work that we have in trillum um but it's not an extensive amount of removal and replacement um and there's also not storm sewer extension that's where usually need to get the additional time in through there so we were originally looking at four and and I talked to Gary and we've got three weeks would be a little would be a better option for us okay okay so with that um we asking that Council um approve plans and specifications authorize advertisement for bids and there is a resolution to that okay thank you any other questions Mr no so we must have like 60 days to act on the bid then right just based on that timeline or something to that effect is what it saying or correct so um after bids are opened um in the in the specifications we indicate that Council would would act on um Award of bid within 60 days so we have plenty of of time to do that based on the bid opening so we would have to act on it no later than um April 5th would be the latest okay get a lot of bids right a lot of good bids hopefully hope but so B opening Is Us February 5th but then we can act on it all the way up to April so if they come in really high we can reject them and Reid it then y okay all right all right um then if there's no other questions do we have a motion uh to approv resolution number 4-25 approving plans and specifications and authorizing the advertisement for bids for the 2025 Street Improvement project so move thank Mr is there a second second Miss um further questions hearing that all those in favor signify with I all those opposed motion passes and also just FYI we like to get these um bids and specs out this time of year because it seems like you get better better um bids and more bids so because they're trying to line up their their jobs for this summer so this is um really good timing all right um then we move on to um item number six B and that's the resolution for the jpa do you want to quickly talk about that yes um Madame mayor members of city council uh before you is a resolution that supports the jpa that has been I guess the preferred organizational model um being brought forward for the fire partnership uh we've talked about a few different things um but I think everybody's kind of on the same page finally to move forward with the with the jpa um what this resolution does is just reaffirms our support for continuing that conversation and developing that jpa so that's all I really have I think everybody's pretty much up to speed about um the fire partnership um council member govern if you if you have more questions feel free to reach reach out to me um after the meeting but this is something I think it goes back to 2001 um when it was first essentially thought of that we were gonna have some sort of regional fire protection model in Minista and the surrounding Lakes areas so we're kind of working toward seeing that through here hopefully in the next year over the so this is a reaffirming that we want to do it and continue continue the process so there is a resolution in that um is in the packet I also printed it off since we it was a late addition to the packet if you want to look at it um so it's just it just affirms that our support for continuing the GPA development so I'll stand for any questions okay otherwise is session and see once if there's some availability um either the week of February 2nd or the week of February 9th um typically these sessions last I think we about four hours um and if we need to schedule more we can but the last um two that we've done have been able to fit in that time frame to just be conscious of everybody else's schedule so is it even J it would be well we've typically started around 3:30 goes until 7:30 I think is what we plan there's a little break in there for restroom and snacks and stuff like that but we can typically get through it I think um I have about 10 topics that we want to talk through some might take a couple minutes and some might take an hour so um we'll work through those so I was just gonna you don't have to tell me right now unless you know but if you could send me um uh send me a time that or date that works or dates that don't work and I can kind of cross reference it so unless you know your schedule now unless you know it now the second works best for me the the week of the second or the date the second the second is Sunday the week of okay all right yep after the 7th is you're not available so the first week first week so we we do have a city council meeting on the 3D I thought February 5th the council meeting mentioning uh the next one is on a Wednesday the 22nd oh the 22nd February 1 on the 3D Ys okay the fifth does the fifth work for everybody am I so the the fifth from 3:30 to 7:30 we daying the day we did and I went to lunch and came stting yeah so we can do it we're all here we're all the staff is here it's really up to you when it's convenient for the city council um I think it's up to Mark close think you you two are permanently Clos you want to do it earlier or you don't okay all right 330 on the okay that's rough all right so 3 3:30 on the 5th and then we'll we'll hopefully be able to wrap it up by 6:30 see I'll do my best plus we'll know what the bids are we will um uh the last thing I have is that uh you know there's a new legislative session that's starting at the state capital um Lisa and myself have a meeting with uh Andrew Myers coming up in a couple weeks so we're going to start the the full court press on bonding requests and and hopefully we'll be able to you know shake some money out of the the state for our water treatment plan uh we're going to continue that we'll see see what happens um can any on it's actually here it's going to be at City Hall so I would say if there's I at the most one other council member otherwise we run into some Quorum things he's been very supportive I don't see any any issue getting him to support it again so I mean it's not I just like to see you but it's it's a lot of like yeah we'll do this this makes sense um it's just a matter of getting everybody else you know board at the capital we have uh it is on 2 I believe so yeah the 2 January 22nd at 10 a.m. so this is a short 30 minute um 30 minute meeting so the way it works just so everybody knows is we need uh Andrews in the um house he will sponsor likely a bill for us we need a companion bill in the Senate uh we're going to be meeting with our new Senator you set that up yet it's in process yeah so um we'll have a companion bill in the Senate as well they need to kind of join up and then both get passed with some money attached to them and then the governor needs to sign it first thing we need to do is get a bonding bill pass just in general we didn't get one last year so um we will see we will we will make the effort to to try and um demonstrate that we that we have this need in this community for this water treatment and and see if we can get some get some funds so this is kind of the same that y got two couple years they got like $1,300,000 how do they DET for dollar y so last year remember we did we went and there with both bills both House and Senate and we were supported by both our representative and a senator and um and we went through the whole bonding process on tour went and presented in all that and then um then they didn't pass a though so so it could it could so but we have to start start here yeah yeah and he's he's been nothing y he's been a great supporter um you know he's been a champion for I think all of a lot of the late communities that he represents so so we will see we had great support from Morris she was really Champion that so we're hoping so I'm sure I'm sure will get support again from our yeah that's all I have that's all you have thank you um any reports I I have one two um so as you know mid began construction this summer the franchise agreement build out so I'll just kind of give you update so of the um 3,950 packings so that's connection eventual connections um 1,716 are serviceable today so that's the progress they' made over the summer by the end of January they will be adding a few which makes the total uh passings of 2035 for 2024 which is a little over 50% of their project um over the winter they complete spicing slicing and continuing customer installs um and in the spring they will Begin work North L around4 um and the project is great A little update uh the tree lighting event was cold um we actually made about 200 to 250 attendees the fireworks was a huge hit um the food with a huge head they and the fireworks thanks to our great sponsor we had WSB and Kennedy and Gren and a2s and Lifetime Fitness were our big sponsors and really helped out with the cost so great thank you thank you so much we made not for next year to them I sent you all an email about our M65 transition so you want to make sure follow those steps sometime this week I can help you out after the if you want to it's super quick um just want to make sure you're not left out that so if you just want to complete that I can do it for you mee too quickly that's it for me okay any other staff reports do we need um somebody for planning this month we do we have a volunteer I I think I can do it all right okay all right and then any other staff Council reports you know Kathleen and I have been going to these partnership meetings just so you know um and at our last meeting we kind of talked a little bit about um where we're going to be at by the by the summer and end of the year and I was um happy to hear that we all think we should be really through a lot of this by by the end of the summer um so cross our fingers let's hope we can get there we're hoping that we can have every all of our decks in the r we're hoping again uh maybe to be ready to go by 2026 or 2027 2026 so um that's for this group as slow as we've been going that's really aggressive but um I I I'm confident we can get there there some new members and there's going to be some new members that's right so there's a new mayor in Spring Park and um and then there's a new probably new council member um on board from Mount and a new mayor in St Vine as well so some new members they'll have to be brought up to spe but like I said I'm confident that we can get there and then the other thing is so um Jasper and I attended a um it was um Twin City housing Alliance uh forum and back in December on the 11th and um it was interesting and uh one of the panelists was um the new net Council administrator kind of cornered him and uh yeah kind of you know asked him about density and uh I yeah I won't go into details about that discussion but um I've also been in contact UM with not only our um Dr Carter but also Judy Johnson who is a rep for for that area up in the Northwestern more Northwestern area and uh I think all of us out here have expressed our sincere concern about the four units and acre that they are requiring and that they are probably going to be requiring so uh we're working on that it's it's yeah and one of the big topics in this uh Forum was affordable housing um unfortunately out here it doesn't work so well because we don't have public transportation we don't have the jobs um so again I tried to emphasize we're not against affordable housing we're not against people with lower incomes that's not it at all it's just that we don't have the public transportation we don't have the jobs we don't have affordable land that's the other issue so those are some of the things that we up against and that's one of the reasons why the Met council is putting this forance and acre on everybody and some some communities have even higher densities than that so that's kind of the battle that we're we're dealing with right now so no Community has the right to want to remain relatively rural you can remain rural except well there's you're not re well yes and no so what happens when we have to redo our your comp plan are updated they give us a number they say these this is how many units you have to have in your comp new units and so then we have to figure out where we want those units to go and right now for instance we decided we wanted little bit larger Lots we had to meet the three units per acre and we wanted larger Lots so what we did is we put a whole bunch of housing units high density over there by same F well the problem with that is all of the developers that have looked at it are like no we don't want that high density out here that doesn't sell out here and so so that's that's what we're up against so we have to leaving it there and I mean nobody wants to buy it and build it and do that that's not our fault that's true to some extent but we also have to keep in mind because of this water infrastructure we do need need more housing we do need more developers coming in and doing more developments again we don't have to be explosive we don't have to do three 400 units a day a year but we do need consistently more you know maybe a hundred units a year so we have to look at that aspect as well what do we want to open up at our density and and where also helpful is the junifer um it's a rental and um when I was there I went there for their open house back in December no when was it October November back there whatever it was lovely facility very very lovely um if you want to rent rent there um but at that time it was not very full at all so they were they're they're really hoping to get more at that time there was not very many at all it's 148 units as you know and it had like maybe 40 people 40 so if that doesn't f why why would they pushing for more well it's not affordable see it's not it's not part of the affordable housing I see I see it but um yeah it's it's what the market will bear and that's the that's the problem out here um and I talked to several developers and they were saying yeah out here high density doesn't always work so well we'll have to work it um so with that um also I attended the Northwest league and it was basically just a year end wrap up and it was very nice to do that and uh just a good networking opportunity and we welcomed a lot of new um soon to be Mayors so I know Madina has a new mayor and um Greenfield has a new mayor and of course um Marvin Johnson mayor of Independence is outgoing after 44 years as mayor and I think 45 years on the council and his um openhouse retirement uh going away party if you will is on January 30th I believe so if anybody is interested in attending and I will be attending that um again I've known Marvin for 20 some years so I will be there but um yeah it's on January um 30th from 5: to 8 at independent city hall so again many I can't imagine doing it that long I I can't imagine for that I'll never make it so so the community of Commerce has asked me to remind you um that the just coming up on the 25th and they're willfully behind that goal they're trying to raise 100,000 so I signed up the entire City Council on have a heart attack he's go first and we'll go right after you will do it guys are going when is it keep it in the 25th 12 January nice and really awesome come on my daughter's done she's a lot younger all right so with that I think
