that we will address the minutes of July 25th 2024 does anyone have any changes or additions to the minutes no no well I have I have a couple of course as usual on page two uh the um design Review Committee under that bullet should if it's just a a grammatical uh error design Review Committee met with the representatives of the upper Monclair Library Plaza and then under the bullet for certified local government the completion date for all work is September 25th 2025 5 that's important because that's uh that's our grant um on page three uh line 96 or 97 the commission noted that the design Review Committee discovered that there is taso floor and taso is spelled t a r r a z zo o it's not one it's 2z so that has to be corrected all the way through and then the last line the commission stated that this original material should be maintained I I can send these to you Santa all right um the on line 109 the correct spelling is SE I pronounce SE stitious stitious which is a c not an S and then um it's taso in the entry way and on page five line one 151 to 153 should be struck because it was noted that it it's not in the in the uh in the wall proposed Walnut District and then on line 173 um just strike the last line that's uh which is uh describing the shade tree commission it only needs that one sentence there okay and I'll send you um this you sent this in word correct okay so I'll just I'll just uh I'll just send it to you those my corrections so with that being said is there is there any other um no discussion would somebody like please make a motion to please look at the version that I put on your desk that has the revision date 8:22 mhm it's right on the top left corner yes um BEC I brought this when I looked at the uh resolution I asked Zan to change it um be because we actually did not discuss any signage in the rear of the building um so uh what we'll do we although we did ask them to come back which is under the conditions so when they come back with the conditions to the minor application committee we will be discussing both the signage for the front and then signage for the rear so um so anyone had a chance to read the Revis um I just have a comment M I've been by there a couple times since they started doing work and we don't say anything here in terms of restoring some of the facade that they've uncovered um some of the ston work around the entry that goes up to what was the restaurant upstairs has a lot of holes in it uh the brick where they've been peeling things off has a lot of tar on it oh um so I'm sure in our meeting we discussed that to some degree so I would just like to make sure that so under under eight the was would be a condition that the U an additional condition added another bullet that the um uh uncovered the uncovered facade both the brick and the stonework and the stonework be cleaned cleaned and patched clean patched and you know restored probably is maybe one to step too far for them but uh there in the stone that you would think could be filled with a cementitious material to match right the the the stone work so okay so we can can you add that is everyone in agreement with that I mean we I think if we we could still approve it with that additional uh bullet point good good catch that all right so would um someone like to make a motion to approve with the addition that we just discussed the amendment to it I move to approve with Amendment okay second I'll second great and all in favor I I okay thank you um moving along our committee reports the uh minor applications committee uh met on August 1st application 202 24-23 Salon Monty on Belleview was approved with conditions application 2024-25 d25 which is the move house in the Belleview theater was approved as um as uh given um so those are the three minor applications and we are going to hear an application tonight that um we had discussed during minor applications and um the office spoke to the applicant and the applicant is here to discuss what they uh actually want to see there so that's good um the Outreach our Awards uh ceremony will be on September 5th at 7 o'clock and we have five really good Awards we have a preservationist a preservation service and three uh Mor brick and mortar Awards Awards so the public is welcome anyone out in the public um the at the uh people who are receiving the awardees will be given uh zanana will write a nice letter and you'll get a nice certificate so we hope that public will come on September 5th at 7 o'clock the um our CLG Grant is in the process I know the office is working on a um RFP for that which should be up in in September I believe was the date correct September 24th do you have an update I don't know if if they gave us an exact date they said create the RFP and once they execute the contract then we can move forward with putting that RFP out okay has the contract been no but is and that but is that going to be happen that's in process in process yeah and they'll let us know when it's done okay great thank you does anyone else have any other comments about committees no okay so moving on public comment is anyone in the public would business is application 2024-25 which is a signage application on Bloomfield Avenue 349 Bloomfield Avenue uh chesne and we have the applicants um contractor here signage contractor and are you the owner of the property okay I'm sorry the tenant other the tenant that's okay so um yes so what I'll do is I will swear you in and um you can we had some questions about the signage as you as was proposed but maybe you can describe to us what the what it is and then after you describe it then the Commissioners will ask questions so if you raise your right hand and tell us your names and your relationship to the um project my name is JC a with competitive science and graphics and I'm the contractor to do the work for okay thank you my name is Mohamad Chri I theut at 349 M and you're the owner I the tenant yes okay thank you so do you swear to tell the truth and the whole truth and nothing but the truth in terms of this application okay you're officially sworn in so JC why don't you start um with your uh can I yes please Hi how are you to see same here right thank you if you do you have another one to give to the consultant oh no I think you and maybe you should give yes because I know if Janine was here we'd be marking this as an exhibit right so I guess it's exhibit 1A okay please um let me start if you guys turn to page three let me start there please so I Tak a picture and night time of the same going to be replacing basically this is an existing cabinet eliminated with ls on the interor it's on okay good there we go okay all right so basically on page three I took the liberty of taking a picture during the day at night time also for this sign and it's basically a replacement of the existing phase with a new one um as you would see on page P one if you go back to that um it's a pretty simple layout of uh my client's logo here and what we're going to do is exactly if you go back to page three again um which is the sign on the right on the bottom part it's it's what we call uh what we call an edge lid illumination which is almost the same thing as a reverse Channel letter where the glow comes from basically the edge in this in this case um nothing comes through the front of the face at all except just through the edge of the letters and the black of course is as a blackout film that doesn't allow any any light through there's no translucency through the block at all and basically is replacing that with a new face on the existing cabinet and that's pretty much the best way I can explain this okay so just to be clear it's not a channel lit back backlight correct and what you've called it is a reverse lit reverse lit illumination right reverse lit is what we call the CH reverse Channel letters this is an edge lit where the glow only comes from the edge it's a push through acrylic letter letters in this case in which the entire aluminum panel that you see in the front there's no elimination through that at all so we R out basically the the holes where the letters are going to go we push them through and then it's about a/ inch thick and then the glow comes only from the edges of the letters okay that was the the the confusion with the with are with the committee which we didn't understand and so I'll just ask first the background then has to be replaced the background will be new because the face of it otherwise you'll have all these letters all these voids okay yeah that's it all right that was my question John uh I'm not sure I understood your explanation okay okay so there's a sign face yes and you're pushing the letters so before we push the letters through we route out the holes where the letters are going to go basically the face of that and then we push them through and then they get glued from the back basically the letters have a flange okay think of it of um if the letters are half an inch thick we actually R out a flange which is another inch and a half around each letter to actually be able to glue to the back of the face but they the front of the letter gets pushed through about 38s of an inch where the LEDs that are in the back of the box hit those letters and then you see the glow only on the edges of the letters that's what we call them push through because they come through the face from the back of the face so it's lighting the material itself it's lighting the Ed the material and then the black because this is black it's it's a an opaque black so there's no light coming through the letters at all so the three-dimensional letters they're white they're black on the face and white on the sides or clear on the Sid uh it's clear because when they get routed out you better you get a better glow when it's clear okay so yeah instead of white because White is washed out but the glow because we used a special router bit the glow is more even when you route it out on clear so and just to be clear you're calling this technique an EDG lit illumination we call it push through EDG lit elimination yeah okay um Mr Rooney do you have any questions I think you explained as best as it can be I have no questions Nick I just have one so the Hand in Stone reference image on the last page that's the same method as what you're doing just another okay so if you look at the last page I took that picture to show two things one the bottom part of that sign it's completely what's not allowed by the code here in town I've been doing business here for a long time and I'm in town so basically that's a front lit cabinet that should not be allowed I mean it's on the code and the same thing for the logo on the right so the illumination is coming through the front of it which we're not doing but the Hand and Stone Massage basically those are reverse Channel letters they're not Edge lit M which are allowed in town to do that kind of elimination but when I just show that reference to let you know that that's not what we're doing I just show very good the reference go to the day daytime and nighttime picture so that exactly what they had before is what we're doing with the in the same phase basically in the same cabinet I got it we're going to be talking about violations later in the in the so the Mochi nut is the one that we should be looking out yeah that's exactly what we're doing yeah okay thank you no no problem Miss Floyd do you have any no I'm fine okay um we should ask our consultant he hasn't looked at this I don't he learns something new every night I've never heard signage described uh like that um like a sample would probably be helpful in that of just like a on a acrylic backing or something yeah the existing sign is illuminated or electrified right so you're not you're not introducing cabinet right okay yeah and the new sign is where the existing sign exactly we're just replacing the face basically with the new letters that's it and what was the um rationale behind blacking out the windows completely oh they're not that's no they're not there they're they're not no they're not doing they're not allowed to do that oh okay um what this is is the signage which is the the board and the and the uh blade sign which is this one yeah the small is already existing so we'll just be facing that existing sign oh got it yeah okay no further questions and so then the blade sign it that's on the existing bracket correct and then is is that a a vinyl what no what I'm going to do is I'm going to do a uh it's a DI Bond aluminum piece that it's going to go right over the existing one basically just to cover that area to keep it the same color same everything cuz it's the same material that's there already okay yeah instead of vinyl that the problem that I have with vinyl is that if we peel that off it's going to show ghosting almost like when you D when you go to the beach and you wearing a watch so that's not going to look good if we just put letters on on top of that so that's why I want to replace both faces okay so for so Zanna it's it's an aluminum face for on the blade um and then uh what we would recommend I know with the which is our usual recommendation is that that um band because I I went down to look at it today and the the uh what is that the sign band that's behind the the proposed sign isn't it looks like it needs to be painted or cleaned or something um I'm I'm sure you can take care of and that's our our typical um recommendation to John's point be before does anyone have any uh okay so if you Zanna just make sure that you use this language um which TR written it down and I'm going have to say it again EDG lit push EDG lit illumination I would say also known as push through because P push through is the thing that we that so that when it comes again before us we know what what you're talking about no problem y okay so just to clarify it's either push through or EDG lit or is it push through edgelit illumination is a push through EDG lit basically okay so I can describe it all together okay thanks no problem and and make sure you have the language then for the uh blade sign as well okay and then the and then the uh cleaning of the uh which I don't know if what you if you repainted it almost looks like it has to be repainted but then I know you'll run into an issue with your uh neighboring facade your neighbor on the on the side anyway clean and and and and refurbish it okay do you have what will be on the resolution please yes so using the existing uh sign cabinet replacing the face with a push through EDG lit illumination um the letters will be pushed through half an inch and the glow comes off the edges of the letters letters are clear on the side um the sign band behind the cabinet should be cleaned refurbished painted if possible um and then the blade sign will have an aluminum fa aluminum face um replaced on both sides and then what you need to do is um the put the um the measurements which I know were on the original application I don't know if they're they're on be listening to uh we have a board of adjustment referral application 2890 48 North Fullerton Avenue it's Rowan Dio block 2310 Lot 4 it's a bulk variance for the rear addition and we are sending our recommendations and comments to the zoning board uh 48 North Fullerton Avenue is in the Walnut is is in the proposed Walnut Avenue historic district the house was built in Circa 1890s it's a large 19th century vernacular style house um the it it is an old building but due to inappropriate alterations over time the subject property prop does not independently possess possess discernable historic integrity and likewise does not contribute significance to a potential District the proposed work at this subject property includes construction of exterior addition to the rear which is the West faad construction of a rear Northwest Hardscape patio and repair of the front East porch stairs the proposed addition will be visible from Cottage Place which is in the rear and minimally visible from North Fuller Avenue which is the front of the house so um you are it is a a variance request correct uh yes okay so if you would just identify yourself uh yes my name is Ivano moranda uh M NDA I am the architect of the project you said that very quickly say that again sorry my name is Ivano Maranda oh okay and I am the architect of the project okay great and if you just raise your hand I'll swear you in you swear to tell the truth the whole truth and nothing but the truth about this application okay thank you so um I see that the application the uh drawings are up on the uh board if you could just walk us through what you what you're proposing uh sure um and if you want to get up um do we have the hand H Mike just in case you want to point that's all okay and there's all right thank you uh so basically we're really not doing anything to exterior uh we're just going to add an addition to the back uh basically uh it used to be a doctor's um office and they want to go back to put an apartment in the back we're creating a new addition for a new kitchen um and we're using the same materials same kind of look on the back no change to the front um can you do you have another can you push that forward do there you go okay yeah so on the left you'll see the basement no work there on the right you see the first floor uh the main street is at the bottom um and our addition is in the back so basically it's just this area right here it's just a kitchen and a laundry area okay can we see the next the next page please in the second floor there's an existing apartment uh including the attic no changes there either um on top of the kitchen we are uh leaving a Terrace for the apartment so the apartment can walk on the roof of the kitchen extension uh those are pictures from the existing house uh again there's really no changes except in the back uh you'll see the only work really it's this piece right here um we use the same sighting uh putting new doors new windows a new exit to the back where there are parking and there's railing on the second floor as that is being used the roof of the kitchen is being used as a Terrace for the second floor apartment so that rendering that rendering to the right is what you're proposing correct and to the left the photo is what's existing correct okay uh that's all the drawings actually that we have I'm sorry that that's it we don't have any more drawings oh okay okay um so what is a square footage that you're uh proposing to add or maybe we can look on the the planning report a figure two yeah uh see cuz you're still proposing the parking in the back correct well the parking is existing uh we're just modifying it to uh right now they're just paved there's no line work or anything uh so we're just uh organizing with new new light L lines uh the addition is 33192 ft okay yeah which basically if you look at figure two on the planning report it's it's sort of like the middle third correct okay does everybody see that on the does that conclude your testimony uh yes okay thank you thank you so now our our commissioners will ask questions of you okay okay do you want to start John um I don't have uh my copy of the plans but I remember looking here looking at the back facade and I saw something that just bothers me okay so I'm just going to see if it's still here in this set of plans you have a little overhang uh on the roof over the first floor that's correct um and and that's that bothers me the reason for that is that that location of the door is where they have a window um and it it just allows me for them to be able to to come in um yeah I I I I I you know what can I say uh that's what that's what's there for I have a problem with it but we'll get into comments right I understand what's what's going on okay Steve what's the cladding going to be on this uh sighting what kind the vinyl sighting they they have existing vinyl sighting is that what's on the that's what's on the rest of the house correct no other questions Nick yeah just um what is the railing material uh we're thinking of the same vinyl railing for it um same railing type for the landing off the kitchen and second floor yeah there'll be the same material so it goes along correct yeah that's my only question M FY I I'm somewhat in agreeance with uh John on this slip but my question is um is it required is it causing anything in terms of the flow of you know gutter use or is it purely Aesthetics no it's basically uh otherwise I have to open up on the wall so I have to change the header it's a little bit more work for them uh if it's requested I can go to the client tell them look you will need to move the door um within the existing building because right now it's a window so we're just using that same space can't make it any smaller uh no because as this is the door you want it you know to have that size uh we'll have to just move it if if that's what being requested so you're putting a door where there's an existing window correct gotcha okay but in terms of the floor plan I see that little box next to it is there anything in the floor plan that would make it unable to move it to the left this way you can have the railing line up mhm yeah that's some mechanical things uh I think that's a the boiler um some for this so they'll have to move that um in order for me to avoid the uh lip Okay um it does it make it better if it's symmetrical if I do the same thing on the opposite side or it's just being overhang that kind of bothers uh it should be the last page g200 there's nothing symetrical going on that I can see I I just object to the that little overhang I real you have to alter the head of the door but compared to all the other work you're doing here with this addition okay it's minor and if there's a radiator sitting there in the corner it's easy I based on what I see here without know any more than just the graphics imagine that just needs to be yeah they can move no problem stre so yes we can work on that yes okay um are there any questions are there any questions from the anybody in the audience no okay so any other more questions from the commission we'll have Mr smallen give his opinion so you did receive the um our Consultants um we did yes yes okay okay hi good evening Mr G um would you agree that the proposed addition is visible from Cottage Place uh yes it is visible but minimally visible from North ferton right yeah you wouldn't be able to see it no you're saying not visible okay um I think overall the property has had some to put it lightly in appropriate additions and I think what's being requested tonight is potentially an addition to an addition or within the partial footprint of where an addition was once put on um the property's lost its Integrity of design um its materials its workmanship if it ever had any Integrity of workmanship I'm not sure it did um so I don't think much damage historically is being done to a a resource that already doesn't have much um discernable historic Integrity uh the the rear facade where the additions going in particular I think uh lacks any significant character defining features so if an addition has to be put on the house that's a pretty good place to put one um what they're before the zoning board to request is essentially that the addition be um somewhat um like an extrusion of what I think is a an earlier addition which is why they're requesting that side yard setback variant so I think that's appropriate uh to Grant here because should they not get that they're going to end up with a very awkward offset Edition um that could really be an eyesore so I think overall the uh the project is um or the addition is is something that you could approv with really no damage to to the any historic resource okay thank you and um I just have have a question on the planning report figure five is this is there a garage in the back no it's a shed a oh okay a shed that that that's going to stay that'll stay uh not that yes that's staining okay it just hard to figure out what was on what was uh where the parking and how much parking was going to be so the park the asphalt in the back is staying for the parking um yeah we're actually uncovering uh if you see page G tri0 um the whole thing is paved all the way to the house so we're actually uncovering a piece that is really not needed for a driveway so they can have some grass area oh that was going to be my question is there any is there any attempt to really remove any of the impervious well that's a plus right I'm sorry this piece right here uh this is where the grass the assle is being removed and replaced with um grass area okay all right any so we'll open up for discussion now um M Floyd I don't I I don't have any other questions and what do you think of the overall project I mean the we we have to send our recommendations without designing the project our recommendations to the zoning board and as Mr sman just indicated um to they're requesting a variance so it's it's a sidey yard variance and um do you have a problem yeah I I I I don't see where the recommendation couldn't be accepted on as far as our as far as we're concerned yeah all right thank you yeah Mr Juliano yeah I mean I mean ultimately the bulk will be the zoning board's decision but I don't think matching the sidey setback that's already there there adversely affects the neighborhood it's not like they're intensifying a condition you know the Lots in that area are narrow and pretty packed out to the sides as it is so I don't think it contributes any kind of problem to it that you know is not already in existing condition um you know and I think given how simple of a project it is it is an improvement you know if you're looking at that property from the rear now you can see some grass some pavers um some windows on the back facade a nicer door and St there so you know given that it isn't really a historically um characteristic building you know the addition is just simple to match it I do think it is a pretty big Improvement if you're looking at that building from the other side of the property and like you said from the front there's you know you don't perceive any of it so um I'm in favor of it thank you Mr Rooney the um you're eliminating one parking spot but that keeps you uh no there actually there is no line work uh it's just paved and they Park as they can uh so we are organizing them and showing that we can fit four cars four cars and that's two family so two cars per family for each apartment um so there's no there's no variance for parking is that what you're saying no VAR no variance for parking and the side well you know the side Dimensions what it is it's nothing you can do about that that's fine John um yeah I think in general it's an improvement for the site just to have less pavement a little more grass and my only comment is um getting rid of that little lip on the second floor no problem we'll do that um I'm in agreement with my colleagues but the only thing the one thing I would like to mention is that you've said that it's going to be clad in vinyl to match the front of the house correct um so I understand that you want it to all look uniform but the railings I think would be something that maybe you to do a natural material uh would would would be fine yeah I have no problem with that change okay anybody else have any comment about the material uh yeah that was actually going to be my question we don't approve vinyl fencing do we so or railings General V anything you vile anything yeah so I think that's right I think yeah no problem we'll make sure that we'll put a wood railing for both for the top and for the um stairs that go to and the stairs as well okay so that will go into our recommendations okay um so can do you you have them I think we have four or five all right let me know if I got them all um removing the lip on the second floor the railing should be in a natural material for both the railings and the stairs well you could say wood wood and that's all I have um yes because the two things that I see is improvements are limiting the impervious surface and also the parking to become more uh organized and um that so the shed will remain that the shed will remain or you don't yes they're keep they need a shed but you don't know if it's going to be that one okay should we put wood or composite for the railing in case they decide to go with like or something yes that's more durable yeah so might like that thank you yes okay any other um all right so that's the recommendations that will go from us to the plan the zoning board rather and you have this one of them is uh to have organized like marked parking spaces no they don't no I'm I'm I'm just saying that that the way that they've organized it that they have four that's that'll be something that they you're not requesting a variance so that's no and you're reducing the the uh surface correct and adding grass so I think that's a positive thing um but when does this go to the zoning board do they do you have a date it is if you will be ready September 18th um I'll I'll let the attorney know okay I'll let us know because we have some flexibility now sure okay yes you have to let them know so that they can put it on the schedule correct last uh meeting we discussed uh uh writing a letter to the council about our uh about the formation of a shade tree commission to uh lend our support and although it wasn't an unanimous uh vote we did have a majority so um Zena Zanna kindly put together a letter which you should have on have with you I seem to have lost mine all right um so I think that if you go thank you very much for doing this it was really I think you've done a great job so um I think the things from the HPC she's we've listed um five uh things that are important it's tree preservation and removal oversight this is for the commission not for us for the shade tree commission yeah um urban forestry planning and management um public education and Outreach coordination with other departments and stakeholders and monitoring and enforcement so does anyone have any discussion about this otherwise we will sign it and the next step will be to get it in the hands of the council the mayor and Council so that they can discuss it um I guess at the next meeting when is the next coun they had one last Monday right okay all right September 5th that's our that's our uh award ceremony yeah oh I hope not could you sorry could you would you mind checking because we might have a conflict in this room anyway let's get back to the discussion on on this [Applause] there is a tree ordinance right now yes right yes but not a commission not a commission um just like there's an HP ordinance on the HP commission commission right so do we is there a Forester for Monclair yes we had one arborist okay we still have one yeah so as Anna's looking that up does there anybody from the public that wants to I I think the best part of this is the enforcement at the end quite frankly I drive all over town and I wonder what's going on half the time and instead you know at least maybe there' be someone who's aware of what filings were be being made or not being made uh without having to go to whoever in filing an Oprah so I can find out if what what what's there and that's too much work to track things down so I think the best part of this is the monitoring and enforcement part of this it's interesting you should say that because I used to hear the leaf blowers all the time and now I hear them taking down trees it's like every every day they're taking down trees grinding them up and grind them that's noise and and a big tree I mean the around the corner for me they've been working on this tree for two days okay do we have it by it's on September 10th the next Council Mee oh good okay sorry oh no I'm glad you I'm glad you brought it up because we would have been surprised had we all congregated here um all right so we're in agreement then that the letter will go to the um okay thank you and thank you again and then we have our letter to the um to the interim superintendent of the Montclair public schools which is uh concerning the demolition of the um ticket booth the historic ticket booth at Woodman field so I had written to Dr ponds um and had called The Board of Ed probably three times um unfortunately he's passed away in June I guess so with the new interim superintendent we will send this letter now yeah and just an edit to the dear it'll say Dear Mr Cooper right okay right and his name is d m n it's not Damian it's not with an I just just double check that the so um in case people don't know the um when they start the demolition and the Reconstruction of the field there was an historic very small wooden ticket booth that was part of the original design from Starrett and Van vle which was uh who did most of the school buildings in Montclair and um it was taken down uh just demolished and thrown into a dumpster but I actually uh have seen the drawings for the um the original drawings which indicate that it was on and and it mentions it in a uh a Monclair times uh article about the ticket booth and then I've SE I've saw the ticket booth was to remain at during the whole renovation of the of the uh of the new site so uh the one thing that the neighbors told me was that um that a lot of the athletes that had come through Montclair school system high school had actually signed the the uh wood on the inside so we're hoping not only to you know create the ticket booth but um to have some aspect of of uh Memorial realizing what was on the inside I don't know if it's too late to capture that but uh we can certainly try and I have a couple of the element the frame toorish elements that now residing in my garage so have to get an architect yeah I I I think the the value of this letter also is to just make uh the superintendent and the school board aware that we care about these things and that we'd like to have be able to review plans without it just bypassing us completely so um especially when you see something that was destroyed that they weren't even thinking they were going to destroy so all right so um this letter then uh can we send it uh a registered letter s mail as opposed to email okay CU I've said the they they've never responded so I think we really want to get a response and um then a followup maybe email whether they've received it okay all right thank you next on is violations so there are a lot of violations up and down Bloomfield Avenue and things that have haven't come before us um in the past we had we we're fortunate that the consultant was able to walk and look at at the business district so I don't know if we have that in our budget or if we should plan on that this is just many violations this is we're not getting at the specific violations that like 11 South Fullerton um so how do you feel what do you feel about how do you feel about addressing this violations of signage and awnings if if we see something forget about uh surveying all Bloomfield Avenue at the moment what is the what's the process now we let the planning uh people know then they send someone out to that particular address to look at it yeah from what I remember Janice saying last time is you let us know there's a violation we issue them a letter and then if they continue to not heed the contents of that letter eventually the code enforcement official can go out there and start finding them so that being the case I'd be happy to walk up and down Bloomfield one day okay with whoever wants to and make a make a list of those properties that we think are in violation now thinking that they're in violation and actually being in violation based on maybe some approval that we're not aware of or uh I guess that would be the purview of the planning people that we can check in and if you believe there's a violation we can look at the application history and the resolution history to see if there is something around that if it's like a zoning violation then Richard would review it Richard cherun the zoning officer so what I've noticed is that the and correct me if I'm I'm wrong but the signage that goes up has to be approved by the HPC because it's in a historic district and what I've noticed is that because we're on the uh minor applications and also in front of the uh you know with the with this panel or with the commission that there are new signs that I know haven't come before the commission so with that that's the case they haven't gotten an approval um so I think that's the more dire um you know thing at this point not not somebody who's gotten approval and you know we we've talken we've spoken to JC and told them what they can do and what they can't do so he knows yes so should we issue a letter to all of the uh stakeholders up and down well this is the other thing I was thinking now may perhaps it would be a good thing to get in touch with the bid the new Jason is left and do they do they have a new bid um Obby is the interim director dor I believe until they find someone else well maybe we could maybe we could speak to the bid director and formulate a letter to the business owners um maybe that's the rather than walk around and and and you know are we addressing signs that have been existing for a long time that we not that did not come through or is this just the new signs that are going to come up or well I think it's all all the all signs signs that that we think are in violation and you can actually you double check that by going into e Monclair ecode and putting in the address and then what'll pop up because everything is approved by resolution so it's all in the it's all in ecode so if they don't have a an a resolution approval then you know that it's a sign that's just appeared out of out of nowhere or or um like what you sp said today about the tonight about the um the blacked out windows right you know 20% pardon me right I was think I was thinking and that's a that's a real that was the store that was there um with the whole window being covered and I thought it was only supposed to be 20% well they they're not supposed to supposed to be opaque at all they're not supposed to be opaque at all and that so I think that's another another but I think maybe the first thing to do is to reach out to the bid and tell them maybe you know with a letter when they ask them when they have their next meeting and maybe we somebody can go and just speak to them and actually have a a a a copy of our signage um ordinance would be a good thing you know so that they know um and then after that maybe we can you know maybe look at the idea and then we can do I think what you're saying is we're going to warn them that this is a process that we're going to start yeah enforcing and here's your chance to right just be aware well I think I think I think we need to do it no I think that's the proper okay great approach that I'm uh happy to help out if you know you and Janice want me to we've done a couple of these sweeps in Hoboken on Washington Street and I would just say um I think for everybody's sake it's best a prioritize violations where there's a loss of historic fabric mhm or a condition created that's going result in like the det deterioration of the of a historic building um so you definitely want to focus on the contributing resources in the district first well while we're doing this I'd say primarily so you don't really become like a HOA that drives you know the town crazy I would go after the big important stuff that's at like the core mission of an HBC um first and then come back for you know someone got red signage approved but installed pink signage or stuff like that okay I mean you could look at probably any building in
