um Miss Wallace is here um her interview is scheduled at 6:15 um just so we stay on schedule in case some of the other council members May might be joining us I would offer a a suggestion if the if the Planning Commission would indulge that we just do a swoop of a couple of the items under nine because I think we could go through some of those um quickly and then go back to the interview if if members of the Planning Commission are amenable to that that makes sense to me and we would do that with a motion and a second and a vote okay so moving down then uh we're first looking at uh the Planning Commission work rules uh staff has highlighted some suggested changes that have to do with timing um yeah we um thank you Mr chair uh we at our last meeting uh made some changes that accommodates our new meeting start time uh effective for 2025 uh to 6 o' previously we started it at 7 and then we also changed uh the conclusion time we we scooched that up an hour to match the hour uh scooch up from the start time and so that's the most recent change uh uh the annual review of the Planning Commission work rules is is something done annually uh and we we've look at different things uh one of the discussions I think that Rita and I have had is we would I think would like to take a a really a deep dive look at the the work rules I think they could use some updating in terms of what ifs um and I think a one of the activities obviously was the meeting start time recent activities a remote meeting electronic meetings what ifs um for example our we normally have a long list of of slated candidates in this evening we only have one so what happens if you only have one to contemplate some of those maybe changes into the work rules um because we haven't really taken a deep dive uh for a couple of years but I will tell you the meeting work rules are is a really nice document that we use for meeting management it's worked really well for us over the years but I also want to take a look at um some of the the exhibits that are in the back for appointments and for the process I think that I think all the commissions and the council could benefit from maybe a relook or an update I think we'd like to maybe put that on our task list um as a staff if members of the plan commission are okay with that um in terms of things that are jumping out at me I don't really have anything um things that we'll look at is is there are there things that should be inserted in just for agenda management time management um is there something maybe in recent times that isn't being reflected into the work rules I think that's what we'd like to take a look at but as I've said for the most part I think this document has has served us really well and when stuff has come up over the years I think we've Incorporated that into work rules and it's helped us a lot um and so with that I I I would ask maybe if the Planning Commission members have things that they want to see us take a look at specifically we're open to that as well um or if there's things that we haven't thought about or that you've thought of that you want us to to contemplate and maybe incorporate into the work roles I think that we are certainly open to that as well so with that I'll U be happy to entertain questions or comments or discussion or um just anything that you think that we should be thinking about adding um but again a lot of the changes that we've made over the last few years have had to do with responding to how we had to hold meetings um do we have a remote meeting could we do an electronic meeting meeting locations all those types of things so um we're back to normal generally speaking um I will point out one change that I think was very very helpful handful of years ago is we have language in the work rules that talks about in the event that we're short members for whatever reason that the member group is the number of the of the members that are seated so if we like right now we have two vacancies so that means that the commission is seven bodies so it's a it's a majority of that body for the for the Planning Commission IND event we got one year we got really short just to different circumstances and so that was incorporated in and it's been a nice change uh and it helped us with with holding meetings Etc so any any comments suggestions that members have yeah there was one thing I was thinking about that um I don't watch every city council meeting um and and I was realizing that I was missing a feedback loop when we make a recommendation from the Planning Commission if the council goes in a different direction it would be really helpful to know um so if there's a big Divergence from a recommendation that the council adopts I would love like a feedback on that to the good commission kind of like when we when we have someone who goes against the vote we let the city council know why that person did so get that feedback coming back on why they decide to oh I think that's a suggestion and honestly I I think the I think only one time in the two pleasur I've been on the council we've gone a different direction most and everybody respects the opinions um just put mind I think that's a good idea though yeah no that's a good idea okay so if there no are no objections um a staff will review the work rules and make recommendations for us to look at B if anyone on the commission has suggestions for changes please submit them to Sarah fair enough that's fine okay moving on um excuse me 6:15 if you want to do that oh okay thank you I think we're at 6:15 um just to if you want to hold on just a minute um as was noted in the memo that was sent out the protocol has been um that the the same first of all the same question or comments have to be provided to each of the applicant so it's the same and similar what we've done in the past or that the commission has done is Commissioners have kind of developed a question on their own that they've asked and then I think when if there's available time at the end that the chair perhaps may ask the applicant if they want to provide any information or if they have any additional questions any comments they'd like to make yeah yep that they want to share our interview time is 10 minutes and so what I'll do is if you would like me to I can let you know he there's 2 minutes left if if you want to if you want me to to let you know I can just raise my hand or it's up to you that's what we've done so people I think we're going to be okay everybody needs to formulate a question yep and we'll just go around Robin and sure ask candidate and U go from there and then we'll ask her for comments or anything that she'd like to bring forward and then excuse her and then we'll discuss the candidate and the process that's just that's fine okay yeah thank you gra thank you Jesse hi Sher welcome if you want to come on up to the the table that would be great thank you for joining us I don't think I've ever done an interview at a Podium before yeah hi good evening good evening uh thank you for coming yes uh thank you for expressing your interest in the Planning Commission um our protocol tonight will be that each member of the commission present will ask you a question okay and uh solicit your answer uh at the end of that um series of questions will give you an opportunity to make any comments you'd like to make and then uh that should wrap up the interview process that's our normal uh way of doing it all right okay sounds great so I'm gonna all right great turn to my colleague on the left to start well with your interest in water conservation what do you think is the biggest issue that mound faces at this point and what should Mound be doing differently and in your role as planning commissioner how would you want to affect some change okay well that's a very good question um storm water runoff is the number one pollutant so impervious surfaces are definitely um the place to start so when we start talking about development like the town homes that are going in over off of Commerce is you know what is the developer doing with that runoff right and are there some things that we can talk about as far as where they can store that water is there um can they put in a ring Garden can they put in a holding Pond you know what is available from a development standpoint where they can hold that water filter the water before it hits the lake um I mean my passion is with not only the the development but I see Mound as wanting to expand and become you know more Commerce more tax based I mean obviously right we have limited space to do that um but it's a balanced ing right we're a community of lakes and so understanding maybe where we have opportunities for um development that involves holding that water on the land and filtering it out before it gets to the lake thank you does that answer your question so we operate within city ordinances yes um that guide planning in this city amound sometimes we have a circumstance where there is a clear city ordinance but common sense says that what's being requested um might be the right course of action even though it's not within the ordinance how do you how would you deal with that well I think in that particular case I would have no problem approving if it was based on data right I mean I don't feel like I feel like the ordinances that's why you have variances right that's why you have the Planning Commission right is so you guys can recommend um those types of variances um I also think that as part of the leadership of the city that it's the responsibility of the leaders to look look at those ordinances and say hey is this an opportunity to recommend some kind of change because it doesn't make sense overall um it might make sense overall but in this particular case it doesn't right so I think it's a flexibility right every situation is different analyzing the situation and making a call based on the data you have so okay I'm not a black and white kind of person I think we operate in the gray right lots of times thank you so mine will kind of go along with that um hi Jon by way doing um sometimes you also have situations where a lot of neighbors are opposed to something a change that's going on there what skill or trait do you bring that can help the commission navigate through that with uh with the members coming that aren't as happy with changes being made so members on commission or like res residents citizens well I think it's a balancing act right I mean people need to be heard right they need to F feel like they're heard but I also think that um and I've experienced this myself in in a specifically a thing that went to city council um is you know PE you have your land and your lot and that's your land and we don't have uh the right to infringe on someone else's land um so I I feel like yeah I mean if something I was going to do is going to block the view of someone on the other side of me um do they have the right to that view I mean they don't right they're not that they didn't buy that house they're not paying the lake taxes they don't have the right to that so but I think everybody needs to be heard yep fantastic um Sherry I was hoping you could think of a time when you made a big decision and Briefly summarize how did you make the decision and what did you end up deciding oh boy there's been so many right um you know for me um the biggest de well obviously having children is a huge decision but I was a baby then so um I didn't know how to make decisions um one of the biggest decisions we made was to adopt a 12-year-old and that was a huge decision and I think from from my perspective you have to you know you have to have a heart as well as review the data right you have to kind of combine um hey the data is saying something but you have to rely on your own personal history you have to rely on your heart you have to rely on the data so it's a combination what did we decide we we adopted him it was that the right decision it turned our life upside down so but would I go back and change it no no we're we're better people because we did it so it's it's it's just knowing I I think the biggest thing is that you're people focused that you're people focused and you're not overwhelmingly uh ordinance and you know focused um on those decisions thank you so that's I don't know if makes sense maybe it wasn't a good op thing well one of my questions was asked I'm going to give you a softball um question other than your passion for water con conservation what expertise can you bring yeah in uh the area of building and variances and watching or anything or anything that has to do with Planning Commission I I know I've learned so much on Planning Commission that I had yeah no idea even happened from Sarah this group so I'm just curious what expertise you you can bring from other areas in your life to the Comm um yeah so I was a project I was a business analyst first and a project manager program manager second for um over 30 years um I continue to be that I say that I was born that that's that's what what my traits were my DNA um and what that allowed me to do is I'm very analytical I'm able to take a lot of data and filter through it and through filtering through it come to decisions um so I'm I'm good at decisions right um I um I also um am a lifetime learner so I I after I retired I became a Minnesota water Steward you know I went to classes to do that I am currently on the minihaha Creek Watershed Community advisory um Council and as part of that I am constantly learning if I wasn't learning I I would go nuts I mean I teach myself crafts I go to YouTube I teach myself so do I know what it means to be on the Planning Commission no I mean I don't think I saw a complete job description of everything you needed to know to be on the Planning Commission so so no but I'm a lifetime learner and I can I can take all of that past um and bring it to here I also love development and I love building and I constantly want to change my house and my husband is like whoa no no we're not adding that room on so I I love that part of it I love the development part of it and I think that from a mound perspective I think there's different camps right some people that don't want the multi youth housing you know type stuff but the reality is sometimes from a city perspective when you have limited land right you need to do that right to bring in the people to bring in the the income and to track more business because you have that so I think that I um I see that right I see the balancing between development and ecology right and making sure that we're protecting our natural resources thank you okay thank you uh do you have any further comments that you'd like to make before the commission you have any excuse me Mr chair for us just just to we we did hit the 10-minute Mark so it's depending on if you're planning to stick with your rules um but it's your meeting just want to let you know I think we're going to suspend that rule and give you uh five minutes a minute we'll I don't even need five minutes okay I mean I don't need five minutes I mean I um I mean my only comment is I love Mound right I've lived here for 13 years I think it has a unique personality um and I think that mount can be better right I think there's some things that we can do as Leaders right to improve Mound and I felt like Planning Commission was the step to doing that so I mean I don't need five minutes um I I would say though I do have a question um what to what point do you have an attendance requirement of the meetings I didn't see anything like that we meet uh normally 12 times a year yep and um you must make um and and let's divide it into uh thirds you have to make two 23d of those meetings yeah we expect you to make more if you can oh yeah but we understand that travel yeah and that family commitments and that illness sometimes prevents people from attending the perfect yeah that is no problem I appreciate knowing that okay thank you very much discussion amongst the commission regarding uh candidate Wallace and um I know that um there was one um comment made about whether we want to address a loan commissioner candidate or not so let's first discuss Ms Wallace and then let's discuss that point of issue that was raised by Kathy okay so thoughts about M Wallace um I've known her for like three years working on Harrison Bay Association and I think she is is a good City Advocate and wants to do well by the city I think she would be a fine person from the commission um I have no problem going forward with her as the loan candidate but if you want to take her out of it and say you know in the future we want to change a work rule that says if we only have one candidate we need to delay that I'm okay with that too it just hinders us a little bit until we get those candidates well it also sends a message to M Wallace yes I agree that's tough to deal with yeah okay other thoughts yes ma'am I I could argue both sides of the um equation I think there's some benefit to getting somebody on board I think that in our neighborhood there's a huge water conservation issue how to treat the water before it goes out into the lake so those qualities could be very beneficial to our to our group um however I would also you know the um look to your expertise your suggestion that we hold off there there may be some benefit to that as well so I mean I think a lot of us probably are acquainted with Sher and she she's a great you know as you said advocate for the city I just feel like you know like for example the two people that were losing from the commission you know they brought a lot of expertise and knowledge of really what you deal with on a daily basis the city codes and building and I I would like to see if we have candidates that can fill those that requirement I know I've learned a lot from all of you and especially from um you know both really both candidates that are no longer with or both the Commissioners that are no longer with with us so I just feel like in in in our the grace of democracy I'd like to see four or five candidates that we can weigh against Sherry has a wonderful um knowledge of of you know she works really hard for the Harrison's Bay and and has done a lot of things and she's done a lot of teaching with that too in her events I I just feel that I'd like to be able to see four or five candidates and make a informed decision comparison with who else might be out there to bring some real expertise of knowledge that Sarah has yeah I'll just say I'm really impressed by her as a candidate um I I know she said that she was not familiar with how we work but she seemed to have a lot of familiarity at least with the vernacular of how we conduct our business more than most people we have interviewed in this spot so I was very impressed by that very impressed by just her dedication to water and ecology it's a it's an area that I'd love to bolster on the commission um and yeah my philosophy would be toward filling the seat if we think she meets the bar so if you just have in my mind a conceptual bar for someone who we' wanted in the commission if she's here she says she wants on and we want her would approve personally and not wait I agree I think the other option we could do is if we feel like she meets the bar we could move forward with her on this position and then look at changing the work rules to make a change in there that says if there is only one person that applies for one open vacancy or two for two whatever that is that we wait until there's a certain number to fill that we can interview I do agree with that I think that we live in a community and if the one person who had applied you know we were uncomfortable with it puts I think us in a very difficult position and kind of offensive so I think that if we go forward with this that we do um Implement a change that we don't do it again yeah I think we're kind of lucky that the person that's coming to do this we think we can do the job I wouldn't personally feel comfortable with rejecting a single candidate if they weren't meeting the bar but I point as well take in I don't know if the work rules say that we can can we reject a c reject a candidate I don't think it says that oh well uh the recommend remember Planning Commission is a recommending body you know so your normally we rank them and then it goes and the lowest rank gets to the council but you know the any recommendation is going to go to the council and you know they could you could say what we agree and affirm with the planning Comm miss or they could say you know what let's hold off you know so maybe that'll help advance but I I think Miss Young's comment of um I'm sorry if it was someone else mentioned the work R maybe Jason I think did as well um that that we incorporate this this event into the work rules and then we have some working procedures I I'm not aware that we've only had one before I mean there was years there's a section here that we had like eight or nine and then we and then we had a we put in a pre-screening to Noodle it down because we ended up being here very late so and it's great when you have long long lists too okay so it seems to me we have two issues here one is are we comfortable with dealing with a single candidate understanding that how to deal with that in the future would be part of the work rules changes and number two if we're comfortable able with the single candidate how do we feel about Miss Wallace are we okay with that set of parameters I am okay so let's go to the first one first how do we feel about dealing with the single candidate are we okay with that you mean just tonight yes tonight yeah I'm okay with it I I'm okay with dealing with just having one today I am as well I'm okay C well I prefer to wait okay to get a bigger candidate tool but obviously Sherry comes with great you know she's very articulate that she would be I'm sure benefit to the plan commission okay well I think the sense of the commission is we're okay with a single candidate tonight but we want to change work rules to make sure that it incorporates specifically how we deal with that in the future yes agreed okay all right that then resolved let's move ahead with uh do we want to make a recommendation regarding M Wallace so I will make a recommendation to move ahead with Miss Wallace to fill the one of the vacancies and do so by a Voice vote second we have motion second we have discussion on that hearing none all those in favor signify by saying I I I was oppose nay I'm going to say nay cuz i' prefer to wait okay sure okay and if it goes to the council and the council rejects this candidate based upon being a single how will that be handled I just want to make sure that it's respect happen pardon me I don't think we've ever seen it happen since I've been on the council so I don't know the answer to that question maybe that's something I'm asking a counsil decision on that on that rule on that course of action we're asking them to make a decision on the candidate correct I I would just add that I if it went to the council and the council voted to wait or reject or otherwise you know if the rejection was simply based on waiting I mean your recommendation I believe would still stand I I don't think that would eliminate U Sherry from contention if you didn't want that to be the case you know I mean I I unless you were to recommend against her moving forward at all or with or if the council said flat out we don't want her on the board I would think that we would just move forward assuming that she's still you know candidate one and we're F you know back filling that other vacancy but I I've never seen it I think the council generally takes the the uh Planning Commission recommendations pretty seriously so though I'm not going to speak for the council okay um so just to formalize this all those in favor of uh forwarding M Wallace to the to the council for consideration say I I those oppose n and Kath we knower um yeah it's it's not a Nate because I don't think she because I feel this is really mer sure okay motion carries also part of my concern would be shooting oursel in the foot if if if you encourage somebody to come in and interview and they have no idea that they may get suspended waiting for others to come in to com be compared to to this candidate if I was this candidate I'd see that as sort of a hinty situation to be fair in the future good for them to know right up front that hey there's only one person we're going to wait until we have three people or four people to do the interview there you go you know for the record too when when I saw we had two candidates for two positions I still felt the same way M agreed yeah okay there should be there should be at least two or three people you're interviewing that aren't making it yeah regardless of how many so if there's two open vacancies or should be at least four or five yeah I mean just make informed decisions and what's good for Mount you know yep okay all right thank you very much helpful discussion um appreciate the participation and and understanding each other's point of view okay let's move on to uh the proposed date of Feb 18 for a joint city council Planning Commission meeting me recall that's our annual meeting counil planning meeting yep and we try and do it as early as we can and this that particular night is the uh our third Tuesday which is when we have a special meeting for us that's normally when we do it it's between the council's and regular meetings between the 2D and 4th and so this is the the 3 Tuesday in February with a 6:00 requested uh time frame and if if the planning if this works for the Planning Commission and you set the meeting we will include that meeting date on next Tuesday's agenda for the council so that they can get their meetings set as well because we have to meet the public the notification requirements to hold special meetings Etc but this is the annual meeting well where we will do a evaluation of what we got done last last year and also what we're going to be working on this year and and it's also we've got some new faces um coming and it's nice for everybody to get to know each other and and it's normally a good meeting um and it's pretty meaty which is nice so okay is anybody have a problem with Tuesday February 18 works for me for me okay hearing none chair would entertain a motion to um to approve Feb 18 2025 uh for a meeting with city council uh to discuss projects and prep of 25 work plan uh so moved second motion second discussion hearing none all those in favor signify by saying I I those oppose nay motion carries moving on we have um proposed date cancellations and res schedules um the first being proposed cancellation of our August 5 meeting and having that meeting on the 19th as a makeup and I think that's for National Night Out that is for National Night Out that's an annual meeting move that we've done for several years we have and the second the second one is cancelling November 4 and moving it to November 18 and that's for the uh School Board election that's correct so I will make a motion to cancel the August 5th regular schedule Planning Commission and schedule the August meeting on August 19th and also cancel the November 4th regular schedu Planning Commission meeting and schedule a special meeting on November 18th second we have a second hearing n all those in favor signify by saying I I I those oppose nay motion carries okay let's move on to uh city council leaon cath any comments you know it feels like it's been a really long time since we've had a meeting and it has been since December 10th so I don't have any recollection or anything that you might be missing other than if you've maybe heard the polar PL just going to be Saturday the 25th so if you're in the mood to the colde time because you're young and less hair will make it easier to get in the water younger the better um and last year I think it was our record-breaking Rising year so this year we're hoping to raise the polar plant is hoping to raise even more than that amount so that's Saturday the 25th of Jan great thank you okay Shar um I was going to talk about polar plunge as well um if you haven't done it it is it is fun are you gonna do it again I have I I have a commitment that day at least as far as I know um but I enjoyed it and like I said everybody should do it once um but we'll see um we had a a very very busy December uh as most folks know we have the uh the flats project uh we issued the footing and Foundation permit following the council action on the plat and the development and the early start agreement and their building permit is also here um it's actually being worked on by minspect and so we'll see we're seeing a lot of activity on that site and so uh that uh was after a lot of meetings um through the Fall by members of the Planning Commission members of the council so it's nice to see stuff popping out of the ground um ask a question about that yeah was there any that happened with the building next door that's been vacant that they were looking to acquire I'm not aware of any new information I think they shared the meeting that they're working they're working on that that's in their perview but not nothing new to report okay per se um uh other things that are kind of happening we will be moving forward members may recall that our our last meeting in December uh we saw the sign ordinance uh REM re H review recommendation from the from this body we will be setting um review of the ordinance we have to post for 10 days and then that will be put on a council agenda for consideration and action but we haven't set that yet because we have to get the final uh prepared and the documents done but I would think probably February um so we'll be looking forward to that I think we're excited because that'll that helps us do our job a little bit better with the new districts and such um building activity and i' I've said this the last several months uh has kept us very busy in our office with permits and additions and new houses on vacant Lots replacement houses on on develop lot so it's been very busy through the fall more so than most um and with that I um I can't believe worth the January meeting so I I do appreciate your due diligence I know we we have a lot of our annual stuff at this particular meeting so it's nice to kind of get those ready but we'll start working and taking a a very valid attempt to get the work rules the lack of a better word updated and and I and again here we go we didn't we we haven't seen this so it's nice to get in there in case it happens again so I I appreciate the thoughtful discussion and for uh for being here this evening so with that I don't have any further comments Jesse do you have anything it was nice for him to stay I don't have anything are you here a year now aren't you year over your anniversary it was a year on the third yeah so happy happy anniversary congratulations Been a Good Year it has been a good fun okay now in the back of the room did you folks come for a specific reason do you have anything you want to bring before the commission no I just had the this is an easy one to go to I have answer questions about okay well it's nice to have you both it's good it wasn't a three-hour meeting welcome you see credit and you're welcome to take one of the public agendas out there with you okay Jesse I'm wondering could you maybe introduce our new s Sarah for those who haven't maybe met yeah Sarah was yes go ahead uh yeah this is Sarah lens she um so Jen was uh our Administrative Assistant up front she left in July July I um Sarah you were at Columbia Heights before this y um and an enormous Lifesaver for being very well versed in elections because this was a a very very busy fall and I'm certain Kevin really appreciated the help um and I know I did because then I didn't have to do it yeah you guys did great maintaining the uh elections up there yes it was very smooth thank you well done welcome and it's nice to meet you nice to meet you thank you she'll do us a good job and and we didn't have her with us in the fall because she was busy uh I think this was one of the most busiest election Seasons that we've had so she was all hands on deck with the election team and they did a fantastic job so now she's um she's now she's helping us more um because they had her they had her first but now we're take her back but she's also going to lead up our um permit Tech uh activity so she keeps us moving in terms of things when they come in and when they go and where things are at so she keeps she keeps me keep my to-do list up to date so I'm thrilled but it's been nice to have her join us and it sounds like you come with a lot of EX experience which is great adding to the team so yeah congratulations well welcome m okay other matters to bring before the commission hearing n chair would entertain a motion to adjourn motion to adjourn second we have
