first agenda um item is 1.2 adoption of the agenda I would entertain a motion so moved second the agenda has been moved and seconded any discussion hearing none all in favor I I any opposed motion carries now we will have item 1.3 organization of the school board um I um am calling for nominations um so nominations are open for chair Vice chair Clerk and Treasurer um and if someone would like to nominate that slate that would be great Adam chair ad Domin a slate uh for chair Diane glashen for vice chair Heidi Danielson for clerk Alissa Dar Nelson and for treasurer shaa Bach are there any other nominations all right nominations are closed and so the board will now vote on the Slate of officers I would entertain a motion so move second motion has been approved and seconded all in favor I I opposed motion carries uh the next item um is we will now entertain a motion to affirm policy bg400 Schoolboard ethics policy BG 0401 Schoolboard members code of conduct and policy BG 0107 rules governing the transaction of business which will govern the proceedings of the school board and to affirm policy BG 0107 will govern oh and and will govern the proceedings of the school board and the Roberts Rules of Order newly revised will remain the parliament parliamentary procedural guide um can I entertain a motion moved second the motion has been moved and seconded all in favor I I any opposed motion carries um now we'll move on to item um 2.1 um student representative reports so we'll welcome up um Irondale and mountains viiew you can both come together and if you could just introduce yourself and um who's flip to go first tonight okay um I'm Sydney I'm from irono and I think I'm going to go first okay my name is kenu I'm a senior at M great well welcome thank you so much for being here thank you for having us okay so just some fun little highlights from Iron Do's January um so first up we had a students versus staff basketball game on January 3rd that was actually really fun um we had a big turnout and then um this was actually the first year that students won the basketball game we won like 18 to 14 which was wonderful for us and then also um Iron Del sent our youth and government delegation to to the annual conference over the weekend which was at the Hilton hotel in Minneapolis and then we also had students that went to the capital during that which they got to like participate in like a like mock government kind of it was super fun um yeah and we doubled our delegation from last year cuz last year it was like 12 students and this year it was like over 30 so that was awesome and then we also so before break we had uh Coco with Council event so student council got up super early that morning and we all went to provide like free hot chocolate for students and for staff um and we served like 600 cups of hot chocolate so that was also fun and then we also had a movie night where we all watched home alone and yeah everyone brought their blankets and had snacks and stuff and then some more upcoming events that will happen like soonish um we have the Winter Dance which we actually just voted on the theme for it so we're doing frosted fairy tale and then we're like planning out the details cuz we still have some things to figure out but it's going to be Saturday February 8th in the iron Del gym and then we also are doing a mini thrift store so that'll be like February 5th through 7th and it's going to be like before and after school and student council has been like Gathering clothes from the student body to like put in the thrift store and then we're just going to have it open to students later and we're partnering with Earth club for that so that's been nice and then also our drama department has had the Juni B Jones Show um over the weekend they did like little previews of it at Beller and Sunnyside and then they had the actual showing this weekend and that was a really good show and then we also had we're upcoming but we have the winter onea which are like skits um like dances like songs like things like that and it's all put together by students um directed by students and like students are playing in it and we had auditions for that yesterday so so that'll be fun to see and then some more Sports things we have well the boys swim team has been doing really well so we had a meet on like Saturday I think and we had five records that were broken which was super awesome for irona um I won't read these all out but some names of people who like broke the records were Henry botton Ganon Wilmer Lucas megon and Isaac Boton and Sam rker so that was super exciting and then we also are Nordic Nordic ski team has been doing really well too even though there's not a ton of snow but the boys relay team won third place and then Luca roor and Finn reld um both finished like pretty high in the ranks at the iMac Classic on Wednesday so that was nice and yeah that's about it for irono this week and yeah okay that's great thank you so much um just bring this over here okay so here's a a brief update of what's been going on at Ms view for um December and some of January now um so at the beginning of December seniors were able to vote and purchase class t-shirts um which they will be wearing for I believe a yearbook photo in April um we have the design up there it says 2025 best class alive which was like a statement voted on by our student council senior class officers um we also had our National Honor society's organiz iation called music for msew um they hosted a big sale um on the 16th and 17th of December um which was during the orchestra in Choir concerts um and all proceeds went to the nmi and Meritt senson Shining Light Foundation um which are both um I believe The Shining Light Foundation goes to um stem cell cancer can cancer research and Nami it goes to um mental health work in schools and then they also had an FMS volunteering event on the 28th um we had a record of 55 volunteers um which is very exciting um and we also recently had our Mustang wrestling team compete in Rumble in the red which is actually the largest High School sanctioned wrestling tournament in the USA and they got second place after kraton which is pretty impressive um they also hosted um a midw a midwinter fundraiser and all proceeds went to St Odilia um Church to sponsor blanket making for the homeless and what we did did I'm also I also work on the National Honor Society Z board we did a pie teacher fundraiser so students were able to purchase a raffle ticket during any lunch during the week leading up to winter break for $1 and we had four teachers and it happened um the Thursday before break in the Commons and students were able to show up and take pictures and have a good laugh so yeah which teacher raised the most money um I believe it was Mr Johnson who teaches AP biology awesome yes he's a student favorite for sure and then um we also um National National Honor society's already kicking off their mental health walk planning which is an annual tradition this year they're looking at doing Long Lake Park um and it's probably going to be anywhere between late April and early May it's going to be sponsored by the St Ramsey County of Public Health and we also had our winter sports launch our Alpine team kickstarted on the 6th um they had a success conference meet at Aton Alps on the 9th um we also had girls basketball launch on the 7th and we also have a new club called Fencing Club um which uh has launched on the 12th and then this past Thursday or Saturday um our um Mustangs boys swim and dive took second at True Team sections and then um we just like to highlight um a sophomore named uh Zoe buan um actually earned a caring youth award by the city of Shoreview um for her work as was a volunteer at the tamarak Nature Center in White Bear so yep I pleas that was this December and then um student council has a winter week coming up um in February which will be filled with spirit days and actually yesterday um Mr Reit sent out a form and students were able to vote on um what spirit days they want so some new spirit days we're thinking of are doing Wicked so alphaba versus Glinda um we're and then we're also thinking of doing um students dress up as teachers and we've also had a lot of students dressed up as Mr Reit in the past so we might see 50 or so of those but um yeah and we have some upcoming NHS Pro um projects and we have a cust custodial assistance project and we have 250 members participating in that and we have our um own chapter of the usabo the which is USA biology Olympiad um which is the the purpose is to enhance Life Science Education for schoolers and they're Gathering um a bunch of msv students for the Minnesota brain be which is run by the U ofm which the whole purpose is to like gain more interest in neuroscience and then our theater um production we're starting a mean girl spring musical um I believe the pre- audition Workshop is on the 18th and then lastly we um are sending I believe 20 or so students to the um Suburban East Conference annual Music Festival which will be on 2nd of February um what's unique this year is that the students are going to have a master class with um a conductor at St Olaf named Chung Park who's nationally acclaimed and then on the third all advanced music ensembles from Ms view will spend the day like perfecting repertoire um with music clinicians all over the country so that's exciting and yep I believe that's it thank you awesome thank you thank appreciate you both being here wow you can stay but I'm sure you have more exciting things to do so um at this time um we'll move to 2.2 announcements um shaa can you please read the gifts I would love to so there were 11 gifts for schools and programs received this period for a total of $450 and there were 91 gifts received for the food shelf this period for a total of $297,100 78 and I just wanted to highlight um two of those um I wanted to say a special thank you to um Bell Lumber and pole company they did a u matching donation for all the donations that the food shelf received in December they matched it um so it was $98,000 that uh they matched in donations and then we had another um a special donation from a former employee of the district Donna Bruno um she included the refer Food Shelf in her estate planning she passed away in February of 2024 um she spent her whole career in monu Public Schools working in special education and she donated um just under $36,000 of her estate to the food shelf so um thank you to all the donors but especially um to those two so it is uh recommended that the board accept these gifts and extend our thanks to the donors thank you shaana okay upcoming meetings um due to some special elections uh January 28th um which is a Tuesday um from 5: to 6:00 p.m. will be our work session here at the district Center and then Thursday February 6th um it will be a 7 PM regular meeting of the school board here also at the district Center so um at this time we'll move on to agenda item 2.3 superintendent report great thank you uh and we have just one announcement this evening um and it's foreshadowing event that's going to be coming up in our schools wanted the public to know that we're just 3 weeks away from being able to host the annual Suburban East Music Festival uh Irondale High School will be the host for the 2025 Festival that's going to take place Sunday February 2nd and Monday February 3rd uh the festival for those that maybe aren't as familiar uh gives our high school musicians the opportunity to perform with one another uh receive feed feedback from local and uh National clinician support one another uh as audience members we expect over 1200 students will participate uh as well as the directors School administrators and visitors from the other conference schools so busy place around here February 2nd and 3D um the festival kicks off on Sunday night at 6 uh 6:00 p.m. in the irell varsity gym with the SEC All Conference honors concert uh the concert features a band an orchestra and a choir made up the most advanced musicians that get selected from each of our conference schools um I want to encourage any of you who might be interested and available to attend uh those events the the Sunday Night concert is always incredible and lots of performances throughout the day on on Monday I promise you will not be disappointed if you have an opportunity to come and and visit either of those days over at uh irell I also want to take this opportunity just to thank our music staff um the time energy effort that they put in is amazing to organize uh all of our students and prepare for an event like this no matter where it's hosted but certainly when you're the host site uh even more so by the way msv will be hosting next year so you hear this uh next year as well the next two years here we're we're the host sites um not every conference provides this opportunity so I'm very pleased that the Suburban East Conference uh does that and I want to know um for all of our staff we're just really appreciative of all the efforts that they put in so thank you to everyone involved and we very much look forward to hosting the event this year that ends my report great thank you um we will now move hnik Executive Director of Business Services to provide a report a budget quarterly budget report excuse me of 20242 hi Bernice hi thank you for having me this evening the purpose of this routine quarterly report to the school board is to provide a clear and comprehensive update on Key activities and finan performance the report this report serves an essential tool for accountability ensuring transparency in the district's operations and the responsibilities of our resources it also allows the school board to highlight and share the commitment to supporting the success and well-being of students and staff the quarterly financial reporting provided to the school board offers a detail overview of the district's Financial he health and operational spend spending it includes a summary of Revenue and expenditures compared to the budget highlighting any variances and their potential implication this report provides updates on key funding sources such as state aid local levies and federal grants this regular Financial update ensures transparency supports soundi fiscal management and equips the board with the information needed to make informed decisions about resell resource allocation and planning wonderful any questions for Bernice all right so we are going to keep you up here um and we're going to talk about item 4.2 um 2025 26 budget assumptions we are here this evening um to provide the 2526 budget assumptions the fiscal year 2526 budget assumptions continue to be developed with input from the school board through work sessions and Schoolboard meetings the final version of the budget assumptions will be included in the final budget adopted by the school board in June of 2025 weighted pupil units are projected at 12189 based on October 2024 enrollment figures adjusted for natural loss of 12th grade graduates and incoming kindergarten students non-resident options will be open on a limited basis in grades K through 5 for 25 26 school year and nonresident students are projected to include 726 students total enrollment is projected to be 11,128 students the general education formula allowance for 2526 is projected at 7,4 $26 reflecting a 2% 2% increase or $145 per pupil more will come on that as we progress through the budget forecast and uh information is released about the basic formula allowance this represents this amount represents a 2% increase over the 2024 25 basic formula pupils are weighted at 1 for kindergarten through sixth grade and 7th through 12th are weighted at 1.2 the operating referendum amount of $1,735 41 per adjusted pupil unit will also include inflation the special education Revenue will be allocated based on the state formula and will include the special ed CR subsidy in place the instructional expenditures include K through 12 class Siz will align align with the school board class size approved assumptions the superintendent will have nine FTE for targeted instructional interventions employee compensation will be set at the mid-range of the comparative market instructional support expenditures compensatory Revenue will be based on the state formula fees for transportation will remain the same the high school's activity budget will be will maintain the family Max of $700 Supply allocations will remain the same for 2526 superintendent lenux will have $30,000 to address developing School Board priorities and initiatives this will this all of this information will be included in the final version of the budget adopted by the school board in June of 2025 the next phase and will provide specific allocations to the bill buing PRP principles so they can begin planning the planning necessary to develop building specific budgets this time are there any questions any questions we did talk about this in length um at our work session this past week so we did have a a chance to ask any questions and so forth so for those watching at home oh question y sorry no got comment but yeah well I was just just going to say you know for those watching at home um no significant changes I mean we're going into the legislature it is a funding year we'll be watching any work that they do down there uh but the primary change you'll see for anybody watching year-over-year uh enrollment so we're watching our enrollment we're making the adjustments we get Revenue based on our pupils as as Bernice said um different Elementary versus secondary but that's really what we're calculating our revenue on we'll watch that closely as we progress through the balance of this year um and prior to June when we set the the final budget that time hopefully we'll know any additional funding uh changes or legislative changes that the um the legislature may make or or have as requirements for us uh as we we set our budget but no changes to your class size ranges no changes to fees so if parents are out there what does this all mean we're watching our Revenue we're waiting to see what the legislature does and we'll set a final budget you're coming up in in June so yeah Jim yeah just to build on Chris I'll be very brief is that we do get 60% of our funding from the state of Minnesota which is quite generous compared to other states but the reason you know we start our budget process earlier we spend a lot of time on this um you know outside this room and uh but um the legislature gets out on May 23rd so we really usually don't know till about June 1 where we're at at with funding and hence that's why we approve a budget for June 1 which um is a little tight with the fiscal year but that's the way we had to do it and that's the way it's going to be so thank you thanks Jim I just wanted to that we had uh some open enrollment last year uh and that was something that that the community had some things to say about etc etc the open enrollment number that you stated was a bit over 700 and so I'm I Chris can you um just share again where what else is included in open enrollment just for the clarity for the folks that might be watching because they might be going well I thought you said 150 or 100 um and I think that might be helpful for the for non-residents we really are looking at um adding students at the elementary level where they're are openings and Will Keep Us within our class ranges over the years the total non-resident enrollment number um builds so the the kids we LED in current year are added into next year plus any new kids and they age through our system um many who have aged out so we're at that point where we're we're allowing uh a few more to come in where that's available um but you have to add that year-over-year for the K12 13 years that's where that number looks bigger than just the number that we're looking for at any one grade level um and primarily with our DOT goal this year we're targeting last two years uh really is kindergarten you know we we would like to see our kindergarten uh enrollment coming in total enrollment across both programs of around 800 so that that was kind of our Target but we'll pick up a third grader we'll pick up a sibling we'll pick up uh some of our staff students those are all non-resident students that are added together across all grade levels and I think it's important to just acknowledge that our our staff who has children who are School AED are allowed to bring their kids to this District that they that they work in so that sometimes happens too so just wanted to take a moment just clarify for anybody who might be wondering yep thanks Alissa all right if there's no other questions it is recommended that the board approves the 2025 26 budget assumptions as presented so moved second all right the motion has been um moved in seconded all in favor I any opposed motion carries thank you Bernice Bernice thank thank you all right next up we have um item 5.1 um updates so um amsd and any legislative updates Jim well um we had our amsd big legislative meeting on Friday we had about 20 plus legislators there we had a pretty good crowd we uh talked to both Democrat and Republican leaders I think it was um POS positive um I wasn't reassured that a whole lot was going to get done because both bodies appear to be tied or close to tied but uh you know we are um you know as uh the 40 biggest school districts in the state come together we talk about funding we talk about mandates you know we are want the formula increased by 3% uh we want to reduce cross subsidies and special education English learner programs we want to strengthen programs as grow your own and teach apprentiship programs retain teachers of color um increase Equalization of operating referendum local option Debt Service levies and omnus tax bilders taxpayer and education funding disparities we've got a whole laundry list and we do that on the capital and we work on that and so um um as I said um everybody's committed to um fund public education as I said we we we're very fortunate as state we have a and we're very fortunate as Community too we um pass referendum and I think people think we spend our money well and uh we do a good job with that so it was um a very positive meeting um as I said uh the appearance of everybody getting along but we'll see how that goes in on May 23d uh but it's always a pleasure to sit down and talk to folks because um people do believe in education and they certainly support public education on both sides of the aisle in from wherever you're from so um it's a great thing and uh thank you thanks Jim shaa any um 916 updates our 916 board meeting is tomorrow night so I will have uh information for you next time perfect thank you shaa um we will move on to item 5.2 Schoolboard updates does anyone have anything that they would like to share I just want to give a shout out to um the students at Irondale who uh uh put on the Irondale asiia New Year event it was the uh Thursday right before we left for break so December 19th I think that was um this is the third year they've had the event um the Irondale Auditorium was more than half full I would say it was about three times as many students and P families there as there were last year so it's just a great turn turnout it's just so fun to hear the students talk about um share about their culture and share how they uh celebrate New Year in their culture and uh many families brought food to share so it was a great event um a couple of us were also able to participate in operation Joy again this year and that's a joint effort between the rerer food shelf and uh one of our uh local um Faith communities a Pursuit Community Church and um I think we were able to help about 950 students um in the district um help their families um come and shop for toys and books and gifts for them to share with their families at Christmas um and over the holidays uh we even had people there gift wrapping so that they wouldn't have to find a place to hide those gifts and they could just bring them home all wrapped so it was a great uh pleasure to be a part of that and just thanks for all the effort on the uh behalf of um the food shelf staff and everyone at Pursuit Community Church as well thank you heny any other updates um yesterday was the Westside band festival at iron deal so students from the west side of the district um we had fifth graders sixth graders seventh graders eighth graders and then one of the iron Dale High School bands um got to play and that was packed with students and both sides of the bleachers were filled with um people there to watch and it was fantastic and at the end they always play um OD to Joy and they've never practiced together so you never really know what you're gonna get but um sounded amazing and it was really really well done and just a shout out to all the um students who participate in our band programs and then all the um band directors that we have in the district and the parents who support their student who plays in the band it was just a a really nice show during a Vikings game but it was okay yeah uh any other updates I just had a really quick update because it's never too uh too soon to start talking about rock the schoolhouse yes for those of us who attended that in November uh they are putting the date out early because it's going to be at vness Heights Commons in 2025 so please make sure you're saving the date for rock the schoolhouse 2025 it's going to be Saturday November 8th at vness Heights common so there'll be more information coming out later but for those of you like me who travel or plan way in advance you've got the date so you can start planning now so November 8th November 8 okay great thank you yep and um since it was noted earlier we do have a special election in um house district 40b which is in our district sou Shor view in the north part of Roseville um it's a standard ction day polls are open from 7: a.m. to 8:00 p.m. so I encourage folks to get out there and vote in Monday as noted with our students who are going to the Minneapolis Convention Center to uh do a day of service for ML King day I would like to note that the sh viiew Lions Club uh does a day of service too over here at the community center in which they do things like blankets for um homeless folks um uh cards Valentine cards for seniors I think uh Alyssa went with me last year and everyone's welcome to join but it's a wonderful day of service and I will read a EML King Day quote because I have it on my desk Darkness cannot drive out Darkness only light can do that hate can drive out hate only love can do that I've decided to stick with love because hate is too great a burden to bear so let's hope for a day of love and peace on January 20th when there's going to
