the conclusion of our monthly business meeting pursuant to the resolution that the State Board of Education adopted on September 4th 2024 the resolution is posted on the department's website for the month of December State Board of Education will not hold public testimony as there are no topics scheduled and now I'd like to go ahead with the reports and ask please our our very wonderful state board student member Miss Anna pasit who is a senior at Palmyra High School in Burlington County her advisors here today are M Kelly Jones and M Kim Martino if you'd stand up and thank you for coming thank you and Anna we're ready to hear your thoughts thank you president Goldenberg and good morning everyone as the school year continues on in full swing students work hard at their school work both in and out of the classroom what also cannot go unnoticed is the Avid participation in extracurricular activities by students of all ages as incredible as the extracurriculars are that traditionally Thrive year after year it's also exciting to learn about the new clubs and sports that are being introduced in schools across the state I got the inspiration for this report topic from my own high school Spiel hockey team for my first two years of high school my school did not have a team due to low student interest for nearly a decade during my junior year a creative solution was presented my high school created a Cooperative team with another small local high school that was struggling to sustain its field hockey program since we are still working on recruiting more girls and has certainly struggled in different ways however the perseverance of those who have participated last year and this year is significant the reinstatement of our team has made me wonder what other clubs and organizations at schools across the state are in their first and second years of activity or perhaps making a comeback after years of dorcy to find out more about what new clubs Sports and extracurriculars were being put into place in middle and high schools in New Jersey in the 2023 to 2024 and 2024 to 2025 school years I created a survey that was distributed to the student council advisers at njasc member schools in the monthly advisor report and our njc directors also sent out the survey to middle and high school students who had participated in njc's leadership training this past July I was pleased to receive information about many new clubs and activities at New Jersey's middle schools in particular it is a big year for new clubs and activities at Melvin H KPS Middle School in Mercer County the school has introduced SE several new clubs and organizations including chess club which remains active year round and give students the opportunity to participate in chess tournaments and practice their skills creeps which serves the sixth seventh and eighth grade students of East Windor Township School District is also starting a class for students who identify as lgbtq plus to serve as a community and a safe space for its members 2024 to 2025 is also the school's first year with a football team that will compete against other local middle schools as well as an organized flag football program at Branchburg Central Middle School in Somerset County a proposal for a fishing club is currently in the works and students are hopeful for this unique opportunity this 6 to eth grade school also recently reinstated their Dungeons and Dragons club during the 2023 to 2024 school year and excitement is building as they continue to expand the club and AD members this year fiser Middle School which serves sixth or eighth graders in Ying Township Mercer County is starting an odyssey of the Mind Club Odyssey of the mind is an organization that uses steam values to solve problems creatively for example one of the problems the organization presented is for teams to construct a working vehicle using various energy sources and participants are encouraged to use their creativity to comp Solutions rather than having one right answer Odyssey of the Mind problems involve writing design construction and Theatrical performance fiser is also starting a flag football team and has introduced a drama program that is in its first year Thomas R Grover Middle School in the West Windsor Plainsboro School District in Mercer County is starting several new clubs this year at Grover students will now be able to join a circuit program a Dungeons and Dragons club and a pollinator Garden Club the pollinator Garden Club will work work to support biodiversity in the school Community by maintaining a pollinator Garden on the school campus and creating a monarch butterfly waste Station these clubs will provide opportunities for students with a wide range of interest in years to come at Manchester Township High School in Ocean County a variety of new clubs are forming in the 2024 to 2025 school year including fashion Club Marksmanship club and knitting club Manchester also has its first girls flag football team blinding the opportunities for female students who enjoy particip ipating in athletics at my school palmy high school in Burlington County our mock trial team is looking forward to its second year of competition in a Statewide mock mock trial competition run by the New Jersey bar Foundation last year in the team's first year palmire placed fourth in the county with 10 students on this team this year with student interest more than doubled the number we are looking forward to building our program and moving up the board extracurriculars are an important way for students to become involved in their school community and interact with their peers while giving them an opportunity to explore interests outside the classroom starting a new club or team is no easy feat but determin students and teachers across the state are excited and ready to better their school communities by increasing extracurricular opportunities for students in New Jersey thank you thank you very much so interesting about Dungeons and Dragons um any comments at this time yeah just that quick comment I as somebody in my scho high school growing up I helped start varsity team as well one I didn't participate in but I love that you're involved also just a honesty of the mind is something I participated in completely forgot about until you just brought it up and so that was a blast so anyway thank you very much for your comments uh and I appreciate uh all the work that you did to get that team stabilized and able to going forward thank you here use this one I also want to thank you because you came to the New Jersey Schoolboard association meeting and you sat on a panel with state board members and answered questions go forward now to our state board committee reports and board member bobro if you'd like to start what's wrong if you'd like to start with the October 28th um board meeting that you presided over please the instructional committee also met a instructional policy committee and we'll go ahead with um Dr Johnson leading the discussion on that thank you good morning thank you uh the instructional policy committee met on October 29th 20 uh 2024 to uh discuss the proficiency level of cut scores for weda alternative access assessments for kindergarten through uh grade 12 this item is actually on excuse me today's agenda for consideration uh so I will not uh elaborate on uh our committee discussion uh the department also presented an overview of Chapter eight standards and assessments we discussed chap the chapter's um existing rules in anticipation of chapters read adoption in 2025 thank you sir and I see Elaine I can see you moving so if you'd like to take off your muted button and discuss with us the policy meeting that you ran for administrative policy you are muted at this moment Elaine okay I can do that for you because it appears that you can't take off the mute button on National voices speaking together on behalf of all children and whereas among millions of members of the national PTA the New Jersey PTA has more than 87,000 members in more than 600 local ptas and whereas the strength of the PTA lies in its membership the volunteers who tirelessly devote themselves to making the world better for Children and Youth now therefore be it resolved that the New Jersey state board of education and the acting Commissioner of Education encourage everyone to become advocates for children and show their support for their local PTA or the Garden State PTA which is just for a second because as a member of the PTA as superintendent I and I just want to know whether this is a Statewide thing but I got initiated for three straight years I was in the dunk tank I got the agenda item d uh today I present for adoption the read-option with Amendments of chapter five regulatory uh equivalency in waiver this chapter establishes the regulatory flexibility for school districts and other programs that are regulated by the Department of Education um and in a Twist we're inviting up Miss Diane shoner and Beth arwald uh from our Office of the State Board to uh share uh details about that and answer any question questions you might have I think that since Ambrose decided about PTA we should maybe put some of those Antics in the code and maybe the districts can decide they want waivers from those Antics I don't know it's all on you anyway good morning everyone good morning president Goldenberg Vice President Johnson and members of the State Board of Education today my colleague Beth oural arwald pardon me Beth and I would like to share an overview of the read-option with Amendments of chapter 5 regulatory equivalency and waiver requirements this chapter is scheduled to expire on April 4th 2025 the purpose of chapter five is to provide regulatory flexibility to school districts and entities that are regulated by the department of aded through title six of the administrative code and as delegated by the board the commissioner May approve approve waivers or equivalency requests from school districts to provide effic efficient and effective programs no waivers or equivalencies are granted for certification requirements or special education rules and further the department uses these requests to determine rules that require Amendment or deletion when a chapter is under revision oh got to go back one thank you okay and a equivalency request is a uh request to achieve a requirement that is in uh regulation through a means that is comparable or effective as the currently prescribed requirement and a waiver is a request that comes in that is um to avoid a requirement next slide and in order for an application for a waiver or an equivalency to be considered it must meet um three following criteria it must be um it must meet state and federal laws it uh thorough and efficient education cannot be compromised and they um there cannot be any risk to student health safety or civil rats and Beth is going to walk you through the proposed amendments that are in the chapter want me okay good morning everyone as you can see we are going to add educator preparation programs to the list of entities that can seek relief under this chapter after because they're already able to to do so so we're just going to add them in so it's specific that they're listed we're also proposing a rule that will state that no equivalencies or waivers related to chapter 14 for special education shall be granted this prohibition already exists in chapter 14 but it will be repeated in chapter 5 we've also proposed a rule that will state that the department shall not accept any application that seeks relief from any title of the New Jersey statutes or any title of administrative code other than title 6A since the commissioner does not have the authority to wave state law or um any title of administrative code that is does not fall under the Department's purview we decided to put it into the rules to State it so that it's very clear um and that this way the department won't accept them so it will enable districts to uh there won't be any wait time between when they've submit the application and when the denial is issued since the commissioner doesn't have the authority anyway another proposed amendment to two sections will require the chief School administrator to submit the application the equivalency or waiver application to the executive county superintendent and to include the approved District Board of Education resolution or other documentation that indicates the board's approval of the equivalency or or waiver application the rule the existing rules already require District Boards of Education to approve the equivalency or waiver application so submission of the resolution or other documentation will just um provide the evidence that we need to know that the board actually approved it we are also proposing to amend two sections to state that the executive County Superintendent will review the submitted ation for compliance with Section 1.3 and forward the application to the State Board office along with the executive County Superintendent recommendation this reflects current practice and will reinforce the executive County superintendence provide a recommendation but do not make the final determination regarding the equivalency or waiver the last Amendment to the two SE to the two sections States in an educator preparation program shall submit its application directly to the State Board office this amendment is proposed for clarity because educator preparation programs already know to submit to our office versus the executive County Superintendent because educative prep preparation programs are Statewide Weir is and that sums up the proposed amendments thank you are there any questions at this time hearing none um like to ask for um all those in favor wait I need a motion please did we AP apologies Madam president can I ask quick question clarifying question certainly thank you very much sir go ahead just um in in terms of uh procedures if the county superintendent does not approve the request does it then go back to the District Board of Education or does it get submitted to the commissioner's office for for final determination so they make a recommendation and send it to us and then when it comes to the stateboard office we then send it to the programmatic office uh in the department that's responsible and they also make another recommendation and then that both of those recommendations come back to my office and then we analyze everything and send it a comprehensive analysis um along with another recommendation from the consistency Review Committee um to the commissioner for his um final review and um recommendation so if the board so if the District board approves and the county superintendent uh denies the waiver at what point is the district notified or does it just go through the process as you just described so once the commissioner reviews it and um he will send the the final determination letter out and the executive County Superintendent doesn't make a determination they just right um send the application along with their recommendation office got okay thank you there are a few rules in Administrative Code that already give the executive County Superintendent the authority to approve something like kindergarten bathrooms for kindergarten classrooms but that is already in the rule so therefore the district wouldn't even fill out the equivalency or waiver application and just to C all of that information ultimately comes to me for a decision so I'm just looking at the different recommendations from various folks but if it's a commissioner level uh waiver equivalency then it's going to come to me unless it's prescribed as something that the executive County Superintendent can wave on on their end so it doesn't have to come all the way to me correct thank you thank you board member Ponte any other questions at this time hearing none um did we get a motion thank you sir um proficiency cut scores for weer weeda alternate access uh so today I'm recommending for adoption a resolution that utilizes Consortium establish performance level cut scores for the weda alternate access assessment which we'll get into in just a minute uh in preparation we'll provide a brief overview of New Jersey's federally required assessments including information about both the access for L's and the waa alternate access which are administered to New Jersey's multilingual Learners it's my pleasure to introduce Dr Jordan Schiff and assistant commissioner excuse me and John vakani our director of off of Assessments to walk through more details about all those assessments and then exactly what the resolution is for today thank you commissioner good morning president Goldenberg Vice President Johnson and members of the State Board of Education as as our commissioner indicated today we'll be presenting background and the proposed cut scores for the weda alternate access assessment through the presentation today we'll provide some background on federally required assessments an overview of the weda alternate access assessment an explanation of the standard setting process and finally the WEA cut scores we are proposing for use in New Jersey under the every student succeeds act states are required to assess all students in grades 3 through eight in English language arts and Mathematics each year and then once in high school for each subject for science the required testing is once in grades fre through 5 once in grades 6-9 and once in grades 10 through 12 students identified as multilingual Learners or English Learners as designated in Essa are required to be tested each year they are in the program states are also required to provide an alternate assessment to students with the most severe cognitive disabilities the dynamic learning map or dlm fulfills this requirements for the njsla assessments while the weed alternate access satisfies the requirement for students in language service programs the majority of New Jersey multilingual Learners participated in the access for L's assessment less than 1% of our multilingual Learners participated in the weda alternate access weda was founded by a group of three states Wisconsin Delaware and Arkansas in 20 2003 with a focus on advancing academic language development and achievement through high quality standards assessments research and professional learning New Jersey joined the Consortium in 2005 and now in 2024 the Consortium has grown to include 42 States and territories in the contractual agreement with weda they are responsible for developing and delivering the assessments establishing performance level cuts scores and delivering reports based on those cut scores currently all 41 other member states and territories utilize the Consortium established cut scores while members of the Consortium are not contractually bound to utilize the established cut scores should a state choose to develop their own the state would be responsible for all Associated costs these costs include conducting a performance level standard setting meetings generating the own reports and distributing those reports to districts access for L's stands for assessing comprehension and communication in in English state to state for English language Learners this is the this is the assessment provided by the weda Consortium which is comprised of 42 territories and states to assess students progress in English language acquisition the assessments are administered to all multilingual learners Learners in grades kindergarten through 12 and are aligned to the weda English language proficiency standards which are derived from academic content area standards the access and WEA alternate access results are used for instructional planning monitoring student progress and accountability purposes the assessment is designed around four domains listening speaking reading and writing in the reporting students receive scores for each domain independently as well as a composite for composite scores for combinations of the domains each proficiency level has a cut score or a scale score that identifies the start of that proficiency level that is what will be discussed later in this presentation the waa alternate access is the version of the access for El's that is designed for students with the most significant intellectual disabilities students participating in the weda alternate access would have also participated in the dynamic learning Maps or dlm if they are in a tested grade for ELA math or science in 2024 New Jersey had over 137,000 students participate in the access for L's assessment the weed to alternate access had over 850 students participating from New Jersey this represents less than 1% of all New Jersey's multilingual Learners when the Rita alternate assessment was originally designed it only covered grades 1 through 12 on June 28th 2017 a letter was sent from the US Department of Education to State directors indicating an update to the English language proficiency assessments stating the La requires that state each state administers an alternate English language proficiency or ELP assessment for English Learners with the most significant cognitive disabilities who cannot participate in the ELP assessment even with appropriate accommodations a state may develop alternate ELP achievement standards for the alternate assessment as this came through Michigan applied for and received a grant to begin establishing kindergarten alternate ELP standards and assessments they did this work through the weda Consortium and in 2023 the kindergarten waa alternate access test was field tested and the first operational Administration was delivered in the spring of 2024 a performance level standard setting is a way to determine cut scores and what the scale scores on the test mean in terms of student achievement cut scores are only generate are generally only determined when a major change occurs with the assessment standard alignment or a test is newly implemented in the case for the weda alternate access the kindergarten assessment was newly implemented while significant changes occurred in both the assessments and the standard alignment for grades 1 through 12 the weda alternate assessment is now aligned to the weda 2020 ELP standards a change from the 2012 standard alignment previously the assessment in grades 1 through 12 also became more rigorous mainly due to the alignment to the new standards from the original design to the current model only about 15% of the item Bank was available to be retained in essence very little of the new assessment is the same as the older version with the development of the new performance levels and cut scores we also adjusted the names of the performance levels and changed the scale that the assessment would be scored on one of the driving factors for these changes was that since the new assessment was very different from the old version Rita did not want comparisons made between the two assessments for example a score of a 930 on a test administered up through 2023 does not mean the same thing as a 930 on the test administered in 2024 to help portray these differences they expanded the scale by 30 points and renamed the performance levels there are five performance levels utilized by the weda alternate access assessment moving forward they are performance level one or P1 through P5 what these levels mean more practically is that a student has demonstrated the abilities to um consistently to entering P1 or entering a new language program emerging P2 or showing emerging understanding developing P3 or developing comprehension expanding P4 expanding their understanding and finally bridging P5 where they are bridging to proficiency this slide again shows that the number of performance levels for the waa alternate access is not changing but the performance level designation and the scale are this slide shows the prop proposed cut scores for the overall composite scores on the weda alternate access this slide shows the proposed cut scores for the four domains on the waa alternate access can we go back to the other one and leave it for just sure 15 seconds thanks okay thank you sir can we go back to we did have one one more slide could we go back to the other slide please where all the scores are listed for the four domains father pulling that up these cut scores are listed on the resolution that we're asking you to to adopt today it's just for the Public's perspective so they have the ability thank you that's great thank you we could leave that up for a few seconds for everyone these again are the cut scores by grade level domain of listening reading speaking and this will be for 2020 yes thank you and finally our final slide shows proposed cut scores for the free for the three cluster of domains on the weed to and well all of the states have an assessment that they must provide for these students and remember this is a this is a much smaller group of the overall English language Learners multilingual Learners these are the children with specific severe intellectual disabilities so all states and territories are required to do that but as far as the we of Consortium is concerned there are 42 States
