proclamation for Pediatric cancer awareness delicious pediatric cancer is leading cause of death by disease in children and whereas 23 of pediatric patients will have chronic health conditions as a result of their treatment tox toxicity with one quarter being classified as s to L threatening and Weise 95 families dealing with cancer to experience financial hardship and whereas only six new drugs have been approved by the FDA to specifically treat Childhood Cancer and whereas hundreds of nonprofit organizations at the local and National level including the brook Foundation which started right here in the Providence are helping children with cancer and their families cope through educational emotional and financial support and whereas researchers and healthare professionals were diligently dedicating their expertise to treat and cure children with cancer and whereas experts believe to to truly cure cancer to have the focus on these cancers that are the biggest bullies like okay I'm going to let you say that dipg diffuse intrinsic Pon Gom whereas experts also believe one inure for DPG could lead to significant advances and other cancer research will be made and whereas too many children are affected by this deadly disease and more must be done to raise awareness and find a cure now therefore I Alan Morgan mayor of the BR new Province County Union state New Jersey do here by proc clim September 2024 as pediatric cancer AAR in New Providence New Jersey I encourage all Americans to observe pediatric cancer awareness Mon and support the cause that so deeply impacts families everything you go on.org website's plent of events that are going be happening [Applause] we got to make the font a little bigger on okay at this time we have the New Providence historic uh preservation committee Jeff you want to come on I know you made a uh you want to give us a presentation and what you've been doing yes thanks mayor good evening everyone uh my name is Jeff groe I am the uh president of the New Providence historic preservation commission and I thought this evening would be a good time to bring you all up to speed and what we've been doing since we have been uh reconstituted back in 2022 so uh this evening we're going to do uh five things if this is going to work for me please do okay come on come on it doesn't hurt come on oh boy well I could tap dance if you want wonder why it's well it's a great opening no nope not that one either I'm going to call on the Youth of the world hey [Laughter] Dan how about about those Olympics huh page down not four years from now but right now what is this thing not doing I can't get it to go forward no [Music] pressure there you go what you do that one okay anyone will probably work right probably well anyway try out thanks thank you unaccustomed as I am to public speaking I'll try uh we're going to look at a couple of things this evening one is take a a look first at the enabling ordinance that got us back into being a commission and then how we did that is in the reestablishment of our commission who are the current members and we have several of them here this evening you can see in the audience uh we wrote a purpose ad mission statement to to guide what it is that we do and then we had three tasks that I want to describe to you this evening first we verifying what existing properties we have in town and then we took a look at um continuing that list with new properties that are also should really uh constitute historic designation and then the third one is an ask that I'll talk about later from you all so yes it worked so back in October of U 2004 you Mr Mayor created the ordinance that recreated uh the historic preservation commission uh through this resolution passed through the um through the council and it was done uh as a reaction by uh the town to the potential demolition of the Dodie house up on Mountain Avenue very historic structure and it was threatened for demolition was major concern through both the throughout the town and the historic uh Historical Society about it it being demolished so that was when uh the impetus came if you Rec call to uh reconstitute or to to create the historic commission uh back in 2004 that went along fine for many years but by 2012 it was more or less abandoned by the members of that commission for lack of Interest nobody weren't any new members appointed it just kind of fell apart and fell away and then in 2022 um there was a void in there was a void in the Pres preservation commission's existence as required by the ordinance the ordinance didn't go away but the commission did so the ordinance was still on the books but the commission was no longer active and why is that important well uh turns out that as we all realize and remember this one uh back in uh 2022 um the what was the New Providence florist building the parcel's house in the late 1700s a very historic structure in town F founding family of New Providence and it gave the town some of its historic character both of its size scale and historic content uh was uh threatening demolition now with no historic preservation Commission in place to render an opinion to what we're about to do with that um there was no no one to to consult with uh on from the burough side so without a sitting historic preservation Commission in place to review the demolition of this and render an opinion there was no Avenue of recourse for Keith to render any kind of opinion and to save the structure H there was hue and cry we found out about this days before it was going to happen um but you we all know what happened there's a picture of it uh it got it was demolition started on February 14th and by the 16th it was completely removed and we had discussed if um some efforts to try and move it up the street there was a great spot right there next to um vet's Park municipally owned land you could move it a couple hundred feet uh up uh South Street but there's no time to do that I'm glad it was knocked down so quickly because as we all know it sat there vacant for year and a half thanks for that quick demolition on that that's unfortunate because with I think some dedicated um Community interest and some dedicated uh plans we could have possibly saved that structure and put it somewhere where continue to be uh a municipal resource instead of just a memory but that was then so in reaction to that on the 25th of February uh we there's time to discuss the reestablishment of the historic preservation commission and uh mayor you were there Berto de you were there Nan you were there Keith was there um I was there Rick Anderson was there and Dan Badgley was there and we met over in the Lincoln room to talk about putting the historic preservation commission and reactivating it because the ordinance still existed there was still enabling legislation to do so we said well because of what happened in that hole that the demolition of uh 44 South Street slipped through let's get the commission reactivated so this doesn't happen again and we thought that this was an appropriate step to take so that was that happened there so the commission is comprised of five members you need a Class A person who's knowledgeable in building design and construction uh they could be a burough resident or someone outside of town a Class B person who is demonstrates good knowledge of local history and a Class C person that is some other person in town that can only other possibly be a member of the blinding or zoning world and you need one member for each uh class so we now have malthe and Ana chrishan who is our Class A Member I know she a registered architect and also on the re uh joining us on the hopefully on the zoning board tried you tried nuts I thought I was I was going for it but I guess not um Dan Bley um certainly knows local history having you know lived here forever uh John spow is here John thank you thank you uh Megan beer as another class B member and I am the class C member how does that make you feel I don't know we still need two alternates but we'll work on it all boards need alternates and you know it's just one of those things so we're we're constituted and we have our monthly meetings there's one tomorrow they're public and we invite all to join us uh if you'd like so we got together we said okay now what well what do we do now and the first thing we thought to do is well we have to create a mission statement why are we here so we said well our mission is to provide timely value added and informed recommendations to the Bureau of Providence Council uh the planning and zoning boards and its citizens based on architectural knowledge and a commitment to the Integrity of historical structures and places it's not just buildings but it's places too and we'll talk about that our vision then is to mobilize the power of volunteers to generate an awareness of and an education and respect for our Town's history and boy we got gobs of it uh we work to honor and preserve the past by making making it compatible with and relevant for future Generations we are dripping in history and let's let's not forget that and must make our residents of town know that we really are quite a unique place for the history that we have within our bureau's confines throughout the last 300 years and that was adopted in April of last year so then the first thing that we did next was okay let's let's first understand what we got we didn't even know what we had so we looked at this document from that was compiled in s 1976 by people from the state historic preservation office shipo uh of an inventory of historic structures in town and is referenced in the U 2004 um resolution that constituted the historic preservation commission and it's an inventory of historic properties in town that would was done some with descriptions some not but they're all listed here and we took that U it's called appendix a we call it and we took that and we divided up the town into five zones and this was completely arbitrary just by approximately how much space there was for everybody and every member of the of the commission got his zone so you didn't have to do the whole town and you went by every building on that list see if it was was still there see if it's still if it's not there so noted if it is there what's it look like and um and we then uh took a look and we created a an info sheet for each one of these properties that's in town if it's not there we noted that but if it is there we had a picture and a description the block and lot and an address for each building that's on that historic properties list from 76 and 2004 and we have that um those sheets now available and they're on up in the database up in the building uh building department and so we did this first while we went around each person went and we presented this to each other and said you know okay that looks good nicely done but when we did this then we also realized that there's plenty of other properties in town that wait a minute why isn't that one on the list hold on a second here so then we said well we need well first before I go there we uh Dan was uh had the ability to create a Excel sheet that took the 2004 uh Matrix and updated it with new information uh is it still there any other things that we could put on there is is it on the there there's new columns here adding more information and this Excel spreadsheet is now also linked into the U uh database of the building department so when someone comes in for a permit and they give you the block and lot it's Al this will also trigger uh if this block and lot is part of this historic uh database it will then spit this out too as one more thing that comes to be known to the anybody who walks in for a permit that is the that's the missing link key already from how the 44 sou South Street fell through the crack this is now filling up the crack so we did this and this is all you know publicly available but it really fills in the information that's available today then as I was saying before what we then did was whoa there's plenty of other uh buildings here in town why isn't that one listed why isn't this one listed so we went back and have we're working now on a supplemental list of things that aren't on the original appendix a list but said hey this one should be listed too this one happens to be next door to me but uh this is a farmhouse from the 1880s how come that one's not on the list what a fabulous looking place um so we're in the process of doing that now with the descriptions as you can see in the reasons for possible listing we will discuss these at our commission meetings um U uh agree or disagree that it should be uh also included on the list of historic properties in town and this will be included then on the Excel spreadsheet database that also goes up into the building department so this this is important to um really fully flesh out all the historic properties that are in town and this is our current this is what we're doing now so this is our this was the second tax that we did the first T was task was to First verify what was on the original list from 2004 and see if how much of that is still valid and then we went to the second task of developing an additional historic properties list as an addendum to that and put those on there too and then we realized that we need um a historic preservation element in the town's master plan because there currently is not one I went back and looked at a at the Master plans of town from 2003 on and in 2003 this this master plan said um that historic character and significance should be preserved and treated as a neighborhood resource you can see there what it says historic Heritage of New Providence is an important part of the community's character and they recommended that they do a historic properties inventory which was done and it was recommended that a and a um a historic preservation element would be added to the master plan in 2009 there was a reexamination report done for the master plan and it says here uh that they recommended uh preparing historic preservation element to describe the location and significant of historic sites take a look back at that appendix a uh Matrix and identify standards that could be used to evaluate historic sites and evaluate that impact so this was first brought up in 2003 and then again reiterated in 2009's master plan re-evaluation even in the 2017 downtown master plan they didn't this is not for the whole town but just for downtown they they went as far as saying need to foster a unique identity for New Providence where the physical character of the downtown is connected to the social and historic culture of the burough so it's mentioned there again and it's reiterated and seen as something important that should be expressed um when even looking at just the downtown area itself and then in 2017 this master plan reevaluation report says two things and they're in Conflict one says and they're going through the comprehensive objectives of the master plan it says number 12 said preserve the historical architectural and cultural character of the community were appropriate and they say this objective remains valid further on they in mentioning master plan elements that should be included it says it reiterates that statement from earlier Master plans and it says below highlighted in yellow this recommendation is no longer valid at this time there's no expressed interest from the Community for establishing and maintaining an active historic preservation commission or in preparing a historic preservation element and I strongly disagree with that and that is where the hole opened up where we could have had the issue with 44 St South Street occur and I don't know who thought it was no longer valid but this is what it said and this is what we got so that being said uh one other thing I want to point out the New Jersey DP State historic preservation office shipo says two things the most effective protection of historic resources is the designation and regulation at the municipal level right here and it says thus if a municipality has an ordinance to protect historic places it must also have a related historic PR preservation element in its master plan so that's why our third task and the ask here this evening is historic preservation commission requests that a historic preservation element be reinstituted into the bureau's master plan to a recommendation with a recommendation to the planning board and to you folks here at the council that's what we have determined uh would be the most help to us in uh having our work here be meaningful and to continue the historic character and support that and have it occur and long the long term and have some teeth to it and make it have some some um some validity to that so what we're looking for and they ask this evening is to have this historic preservation element be reinstituted into the town's master plan through the recommendation of the planning board to you folks and with that I thank thank you for your time and your and your attention I thank you and your committee for going through all this uh for the presentation doing all the work I think at this time I I think uh I want to talk to our legal counsel and our planners before we do anything we make any decision so I mean you gave us Seas yeah so I mean I read through it I'm sure everybody did so uh I think uh need to uh talk to McKinley and Paul and yeah I there's a lot of legal questions I have on this whole thing yeah so um well I think but I really I I appreciate you going through all this I mean it's very impressive but I think it this time we have to look at the legalities and and talk to the planner before we make any decision well I I I point you to what other towns have and have done I understand that but I I'm not comfortable making a decision without talking to to to the our our legal team and uh and our planners no I I wasn't asking you to say yes tonight I just think that you did no no I didn't but I know you Jeff we go back a long way I know but I I definitely uh you made good points it's our recommendation that you consider it yeah and I think that you know me I I'm a New Providence guy through and through I know I know I think that because of the history of all of this and what we've been able to document and how we got through to his point so far that it's worthy of your consideration and your attention to it I know when we uh did the kissing drop down by the old Elkwood station New provin Station we had to go to the State uh for for special fencing all this to meet out the historical requirements yeah so you know I want to see what's on the list what's what's not and know there's a whole lot of legal things we have to look at I know so I know well we're starting the ball rolling here yeah I know and we certainly appreciate it oh thank you I mean that's a that's a lot of work you guys did part of my purpose this evening was to U bring you a report of what we've been doing with ourselves for the last year and a half and I certainly appreciate it thank you it was well done thank you Jeff thank you for this report I it's obviously a lot of work for you and the entire committee and and your love for the community is evident for those of you who don't know Jeff serves for many years as a volunteer in this town including his service on the board of adjustments that I've had the pleasure of serving with you prior to being on Council you guys thank you thank you for what you did I I would just say exactly what pep said and I know all the committee members I think you got a great team and I I think Diane and I attended several of your meetings and it's uh it's it's a huge task and I definitely want to support this as Al said as long as we get get positive feedback you got to start somewhere right Al you got to start somewhere and I think that we've got a good beginning here and we can work towards I think what is a a good goal in strengthening what we all think is the obvious notable characteristics that make New Providence New Providence we all agree on that there's no there's no disagreement on that so if we can do whatever we can to strengthen that that effort and that character let's do so we're not here to hammer anybody but we want to make sure that we agree keep what we like there that's that's that's all thank and New Jersey Transit uh proposed projects for fisal year 2024 uh attorney will posst poock uh the Baka property a variant for fense you know what I'm going to save this discussion until uh discuss discuss items I'm going to get through we have a lot of business to go through tonight uh County Union uh Community Development block grant for year 50 and we are awarded $155,000 for the senior citizens uh highrisk CARE program and also um the next one for $65,000 for a new elevator in the barash planner which is sorely needed great news okay um the Providence Fire Department permission to hold open house like they did last year a good thing okay uh Union County Department of Human Services the power transit system for seniors um Union County uh Commissioners public meetings uh rescheduled for August uh 14th and September 11th um depart and Community Affairs uh stay NG online survey I tell you I hope this thing comes through this is what I brought up years ago New Jersey state and starting in 2026 if senior citizens making less than $500,000 will get their property taxes severely cut now that's all great and I'm all for it I don't know who's going to pay for it now so uh planning board notice uh 15 Linda you're here um Board of adjustment 99 gallon sharing n network permission to hold 5K race on Sunday June 8th I'm sure we're all in agreement right it's always a great Affair okay that's it for uh correspondence any comments none okay let's go to council business lease Administration thank you mayor we have resolution 202 24-22 7 this is a resolution approving the requisition r241 156 for C heating and air conditioning and the amount not to exceed $6,200 for air conditioning replacement in the server room uh so the server room is in the municipal center on the second floor okay n affordable housing thank you mayor resolution 2024-25 that's it so basically um we have um an employee right now who administers the affordable housing in town and as this is becoming larger and more involved it's very onerous on her she is a part-time employee now she's also the board secretary for the planning board she's also the board secretary for the um zoning board Margaret con she does an amazing job fabulous and terrific but as this is growing it is apparent to us now we need to look for an outside agency who can help us with that um there's a lot more regulations there's a lot more requirements there's a lot more things that need to be done this agency is um very predominant in our area uh they will do an excellent job with helping our residents get through this onerous task of um you know what needs to be done for affordable housing and I think it would be a great addition um any of the funding is done out of our affordable housing TR trust um so we'll be utilizing that trust that's sitting there to the best of its ability while giving our residents um the best that we can with affordable housing so this is a great addition to our affordable housing task okay community activities thank you resolution 229 is a resolution authorizing the application by New Providence community activities for the Christopher and Dana reev Foundation Grant this is seeking approval for the grant to uh purchase and inclusive rocker feature at the Oakwood Park playground that we're going to be renovating this is pretty cool stuff uh this is a wheelchair accessible rocker uh and uh it's going to fit in with our new design at down at Oakwood Park uh this grant has no matching Grant either which is even better resolution 230 is a resolution authorizing the application by the New Providence community activities department for the New Jersey Department of Human Services age friendly Grant this is a uh resolution seeking permission for a $100,000 Grant to purchase a new minius that will seat 15 to 20 passengers which we can use uh from our decoro Center for all of our senior uh shopping trips and other Town organized activities this is a great um Grant and and Allison was very very excited to to to find the opportunity to apply for this grant so uh fingers crossed this would be a big one Matt um you know I go down to the senior center a lot and talk to seniors there's only 30 maybe 40 seniors that even go to the meetings and some of them drive you know we had that big bus they never use it they use the van so by us you know getting rid of the bus and buying this smaller bus it'll be more utilized and makes so much more sense and it's so much more cost effective resolution 231 is a resolution authorizing the mayor and municipal clerk of the municipality of New Providence to execute an agreement with the county of Union to modify the aquap agreement dated June 2014 and amended July 2017 this is a um an agreement that we we sh we um join into every year with Union County to allow them to help administer Our Community Development block grants that we receive each year uh resolution 232 is a salary resolution this is a resolution um authorizing supervisors for our basketball programs uh and some of our adult fall winter uh programs as well uh resolution 233 is a resolution uh appointing Amy riing as a part-time bus driver for the dorso center and community activities department for the burough of New Providence hopefully we can get her that mini bus to be riding around in but um this is been this has been an open position for for uh a few weeks now month or few months now uh Amy's a great person if you know Amy around town uh she's she's phenomenal so that's going to be uh great to have her on board uh resolution 234 is a resolution approving requisition r2401 1687 for Minter LTD doing business as New Jersey door works in an amount not to exceed 11,500 uh this is for a garage door at the dorso center so this is a new garage door that we've um had we'll be using capital budget monies for this that we've already set aside and resolution 235 is a resolution accepting bids and awarding the contract Dakota Excavating Contractors Inc for the project known as the New Providence pickle ball courts so this is exciting news um we're awarding the contract to Dakota Escavating uh we uh we held a bid we had five contractors pick up bid packages and only one returned them uh that's uh not atypical uh contractors will look at the big packages to see what they have uh what the requirements are and and uh and if they don't think that the Project's too small or they can't um bid it efficiently enough for them to perform it they won't just return the package so we received one package again from Dakota um that was opened here at bur Hall um they are the winning bidder and we're going to award their contract that contract will be uh for $487,000 which actually came in under our estimate so uh good news there uh we're moving forward with our two pickle ball courts uh next step for this project would be a pre-construction meeting uh we'll lay out some of the logistics and timing for the pickle ball courts um it also includes um walking path right we're going to be uh updating the walking path around the tennis courts as well um it includes lighting uh setting up the lighting um for the pickle ball quarts including fencing around the pickle quarts so uh this an exciting project um came a long way Matt I have a question on the walking paths are they going to address the um the water issues water issues there's like the path is always underwater so I'm assuming that when they they're going to look at uh I'm not sure if that's something that uh we could I could take it back but uh go yeah so the path has to be replaced in kind otherwise we need to go through the D which would never give us permission um some of the right can't even widen it um some of the water issues stem from the pool draining their filters onto the walking path so yes that will be addressed um during the project can it be built up a little bit so that when it rains it just no nope puddles watch out for Lisa going over there Perhaps Perhaps pitch slightly towards the possibly and the the pickle ball courts will be at the level of the tennis courts so they won't be at at the grade with they're at now resolution 236 is a resolution approving the requisition R2 41728 for musco sports Lighting in an amount not to exceed $38,750 this is for the pitball court lighting um so this is the purchase of um through the co-op um for the for the actual lighting that we're going to be putting up we're buying that separately res uh res resolution 237 is a resolution accepting the proposal of cers engineering and design Inc for construction Administration Services related to the project known as the New Providence pickle ball courts this is just uh um approving Colliers to to manage the project for us okay engineer thank you thank you mayor authorization to bid Library roof and municipal center roof Replacements so we're seeking permission to go out to bid for replacing sections of the roof at the library and municipal center uh anticipated cost is about $140,000 uh we plan to advertise August 22nd of this year opening the bids uh September 24th of this year and hopefully the council can award the the contract on October 8th uh resolution 2024-25 resolution approving requisition r241 707 for DS GK Drywall LLC in amount not to exceed $9,350 for ceiling replacement in the municipal center Lobby just as it reads uh resolution 2024-25 resolution approving requisition r24 1708 for faia Trinity Electric LLC um in the amount not to exceed 5 ,750 for electric service and concrete pad for the proposed EV charging station so this is a progress on our project of putting an EV charger in place do we have a location for that yes I believe uh you can correct me if I'm wrong right what's that by the EMS right right right by the EMS parking lot it's in between the pathway from here to the Dunkin Donuts parking lot so it's on the left hand side yeah okay thank you finance thank you mayor um resolution 202 24-240 is an author is a resolution authorizing payment of the attached bills payable list in the amount of 13, 921,000 192 and I going to round some of these numbers going forward since a they're here and B we all know them for example the NP Library August appropriation is pretty much always the same since it's it's a monthly appropriation and that's 9 uh 98,2 58 our biggest number here though as we um know is the the Board of Ed um our August tax levy which is 8,972 th000 county of Union is 3,220 th000 the depository trust company for our bond anticipation note or ban interest of almost $500,000 County of Union third quarter open space tax of $140,900 um we have two Horizon healthc care payments just based on our our our meetings schedule um our July premium was $125,700 and our August premiums were 9,195 um we trimmer company for our leaf vac this is our replacement back I believe um very exciting in $125,400 the next I believe six items are all related to resolution ution they are all resolutions providing for the insertion of any special item of Revenue into our 2024 budget pursuant to um it's it's the chapter uh 59 um uh insertions so the first one would be uh 241 resolution 241 and that's the Community Development block grant cdbg for the barbish manner senior housing elevator which Al stole our Thunder on that one um and the next one also 242 is for um uh cdbg senior citizen public service and high-risk Health Care Program that's Al that's another one that's um this one is 15,000 another exciting one um the next one is our Green Acres Grant um this is $750,000 uh for our Jake uh we for our Jake log grant program um this is for the pro uh for the playground at um Oakwood Park so I think there's several grants that actually aliceon applied for and got so it's really exciting I don't know if you want to bounce off anything about that later um all of our programming that uh Allison has been very actively looking for Grants um we also Al said before but uh resolution 244 is the 2024 safe routes to school program inserting 534,906 and it's another National opioid settlement um 20 for 2024 and that's that's the insertion of $ 4,434 for to be used for opioid re mediation um this is for uh 3,400 for settlement fund and then a little over $1,000 from Allergan so the money for opioid remediation keeps coming in so Diane that was about 1,442 th000 in grant money just the only time just and this is just that's just this part excellent I'm going to read the grants that we've got so far this year so uh Personnel Alex I'll take that one mayor um we have resolution 247 this is accepting um written retirement resignation from Nancy pasquali uh she is was in our administrative assistant in the bur so she was was um an employee for over 24 years and so she will be missed in the office and in her role for sure yeah I um we wish Nancy the best I mean I went to high school Nancy wow and um she was a great employee we got her first she was working up in uh engineering and the building department and she's been all around she knows everything so we wish her well well in the future okay uh Public Safety we have uh um resolution 248 appointing Thomas Esa as a crossing guard effective uh August 14th and we have two raffle applications from the PBA ra 1224 which is uh for the PBA core show on October 5th which is always a great time and and ra 1225 for the PBA Beach State dinner on September 28th and that'll be held at the Packa club and we haven't had a beast Stak dinner fundraiser in a long time L is that the fire department they they had the U flyer and it said their annual Beast a dinner and I said what do you what are you talking about annual B said I've never heard of this this is the first one I go oh my God I thought I missed it all these years first anual okay um Public Works Alex thank you mayor resolution 2024-25 resolution approving requisition r24 01413 for seelan Sun an amount not to exceed $641 for curb replacement and driveway Restorations on Woodland Road and Madison Avenue this is under Morris County Co-op number six so this is just for some additional uh work on Woodland and Madison Avenue uh resolution 2024-25 resolution approving requisition r2401 712 for Rapid pump and meter service company uh Inc in in an amount not to exceed $152,800 for installation of low lift pumps number one and two at the county at the wastewater treatment plant Bergen County Co-op number 24-13 so this is all on schedule includes removing old pumps installing new pumps uh installing two new vfds anybody know what a vfd is I'm sure you'll tell us variable frequency drive so speed control on a pump uh so it includes programming startup and restoring two motors for low lift pumps one and two so just a comment with with the recent storms the guys there Tony and his leadership have done a terrific job as always uh resolution 2024-25 one resolution approving requisition r24 0716 for corrosion products and equipment in an amount not to exceed $1 17,30 for mechanical seal conversion of Force main pumps one and two at the wastewater treatment plant so this just converts the seals for the pumps from a S SPS and bradying packing to a mechanical seal with spiral track just for a better optimization I can get more technical if needed but I'll be wasting everyone's time thank you the class will okay I purposely um we discussed this last uh I guess it was last meeting about the fence the maaka fence on Commonwealth and uh the board of adjustment has sent it back and requested the mayor and Council determine whether it should be permitted and the throw right away this is your decision actually before that I think we skip this one which one resolution 252 yeah I I forgot to mention the last one resolution 2024 snuck that on no no to be fair to bernardet she had mentioned it to me uh resolution 2024 d252 so resolution approving requisition r240 1742 for automated automation system solution Inc and amount not to exceed 20 thou $220,000 for emergency upgrade of supervisory control and data acquisition system at the wastewater treatment plant so this is the programming element that's uh very common but you do need um parts that are somewhat hard to get I deal with this at my own profession sometimes these things only work on older computers um so thanks to Tony he was able to identify a way to get these back up and running the bad brother perfect good okay sorry I was sorry snuck that in on I thought I liked it um this is a council decision you already decided we but they want uh they want a uh us to reexamine it so so what do we need uh can we have a just concurrence from Council or do we have the resolution for this well you'll have to do a resolution ultimately if if you're not going to I mean you could leave Keith's determination stand which is they can't build it within the 10 ft within the right away uh if you don't uh if you want to in a sense overrule that uh you want to allow it to allow it you're going to need a resolution the only question is do you want to hear any more about it uh I mean you can just make a determination and we can do a resolution at the next meeting uh to allow it or uh if you want to hear more about it you can basically hold a hearing so and and then resolution would be just for the specific property right just just like any other zoning or or planning uh application stands on its own it's Unique to this property okay okay yeah I mean my my here's my two senses from a planning perspective um you know and I've walked the entire town basically looking at fences looking at Shrubbery things that are up to the property line throughout the town uh on Corner properties specifically um this this is a 4 foot two inch picket fence um there's no sight line issues in my opinion again I'm not a planning expert I'm just a guy walking around the neighborhood who's been on our planning board for many years and and you know I don't see it as an issue I think the that the homeowner is trying to do the right thing by U getting a permit from the burrow doesn't want to remove trees in order to put the fence up where it currently exists I look at the fence you know actually you know being pushed out by all the existing trees that are there so um you know and that's why I ask this important question right you know is it this application stand on its own right if another person comes in and they have a s similar property they want to put up a six foot fence or they want to put up a PL a PVC Stockade style fence or things like that or there's shrubs or trees on the outside of the fence you know that's all different right that to me that you know um would warrant you know more consideration uh the one thing that I would suggest that if we do do a resolution to approve it um that we would ask the the homeowner to not put any any planting or any shrubs or any trees or anything on the outside of the fence and if they do do that then we reserve the right to be able to to go and remove it that would be my opinion well you may want to condition in on a couple of things just based on what you're saying um one similar to what you've just said but um also a condition that if it's are right away if for any reason we need it removed they will agree to remove it or be responsible for the cost of removing it because there was a water me right there right in that spot so where you know if it has to be removed they have to remove it right secondly maybe you just indicated it's a 4 and a2t fence so you want may want to say uh a fence no higher than 4 and 1/2 ft fouret four feet whatever it is uh I don't know if you have a particular if you wanted to specify the composition of the fence or the make of the fence too uh you don't want chain link or you know I think I think the application had the specific details of the fence right condition on on that right right um that if that's your inclination I don't think we need to hear anything more on it yeah I agree that all walked the town yeah we've all seen it walked it that fence and everything that's in that immediate neighborhood definitely driven around and walked around and observed things as well so I'll prepare this particular resolution for the next meeting thank you okay we have uh Council committee reports I have a few things um I know everybody seen that two of our police officers got hit by a car on Friday night um they stopped the car uh out in 78 um they were impounding the car I thought the tow truck was there and they're ready to tow the car off the road um two of our police cars you know back to back somebody who was under the influence came in smacked the the the rear car which hit the car the officer in the rear car was out of the car I got pushed about 15 20 ft into the grass thank God it was in the grass uh the other officer was in in the front Court was in the car doing some reports or whatever he got slammed up against the windshield and over to hit the computer and he got all banged up now for forun they're okay but you know they're sure they their backs hurt you know when they their arm wrist hurts so but I I just you know everybody thinks a New Providence is a nice quiet town and it is but you know things like this happen all the time and you know maybe because I'm close to them and I you know I I care what happens I think bernardette KN when we went up to the hospital we're saying oh this is the worst you know the last time I had to go to the hospital was with Danny hen back in 2023 or 2003 but these things happen and you know not only them but the the police but the fire department the rescue squad every time they go out there's some some sort of danger out there so we owe them a lot and I trust every one of them with not only my life but my family's life they they're so well trained to handle things in the proper time in the proper order and you know it it shows and it it's a scary time it really is and you never know what's going to come your way and when you see the look on the officer's wife you could see you know there thank God it wasn't more serious but um is it fair to say they couldn't get wait to get back to work C you know it's funny because we're there and the the doctors there and you know you know cops are tough guys and you know they were in good spirits and they were very alert but they say says oh does this hurt that hurt and oh no no this is okay I I said don't be a hero everything hurts just get checked out just get checked out oh we'll be back Monday you know that's the way they are so at any rate I just want to let everybody know that they are okay um and you know hope they get a speedy recovery okay um that's about it but I was looking you know through the agenda and you know every once in a while the thing about grants come up how many grants do we get this and that and the other thing I got to tell you I I talked to people in other towns especially lately I don't know why I have countywide meetings but you know people say you guys you guys got a lot of CR in small town this and that and the other thing well you know it's not us say it's our employees that do this but we support them in what they do so you know I I I as Bernadet to print out the number of grants that we've gotten so far this year okay uh Community Development block grant 15,000 another one for 65,000 Jake law Green Acres funding for oood Park 750 $50,000 safe roots to schools [Music] $534,000 local recre Recreation Improvement Grant Oakwood Park 74,000 Summit Foundation grant for public GP that one's still in a hopper um another one for summer foundation for mental health committee still in the hopper uh uni County infrastructure shirt um $50,000 New Jersey clean energy planning Grant we're still waiting for that one um bulletproof vest partnership $33,900 clean communities $36,000 Sustainable New Jersey $22,000 Columbia Bank Foundation grant for Public Work 15,000 alcohol education Rehabilitation $2200 Union County Recreation trust fund uh we're waiting and we usually get 50,000 for that the Union County Grant uh tree replacement we usually get that and that's 2500 and uh Christopher Reed uh Foundation we're still waiting for the 2 for and that's not including another big one which will'll announce at a later date which if it comes through with the federal government will be a a very substantial one but we're talking just shy of like $2 million I mean that's a lot of money for a small municipality and it's a testament to our employees you know here here I mean I have to say I'm going to commend the the the because we're not Micro Managers here we let people do their jobs and when you let people do their jobs and recognize the work that they do this is this is what happens and B D I want to thank you and pass it along to all the employees and the department heads when you have the meetings with them every week that you know we truly appreciate it okay I just add real quick to that yeah you know we don't have a grant writer right so there's nobody sitting upstairs you know Googling New Jersey grants right the these are like Al said these are the department heads right the employees of the burough who's managed by bernardet and her team um they look for opportunities within the burrow to make things better and then they go and try and find grants to in order to do that and and sometimes while they're doing that they stumble upon grants that uh help help the projects that they're looking at and and Oakwood Park is a perfect example of that where today we just approved uh to look for an additional grant for some equipment that's on top of this $750,000 grant that we got to put new playground in so there's a you know I can't even you can't even imagine how how much effort it takes for them to just to do the work right and they're not getting paid to get grants for the Community right they're getting paid to run programs right and they want to not only run programs but they want to better those programs and better the community and the infrastructure and so they're looking for Grants to do all that at the same time I mean I just I just want to just just piggyback that and compliment them on on that work that goes above and beyond what they're looking to do dayto day and I don't it's also important is that the relationships that we have developed over the years the many years with the county with the state and with the feds Federal representatives make a big difference we work with everybody and I think it it it pays off in the in in the end so I just bernardette please send my uh thanks to everybody okay Diane thank you mayor um really don't have very much beautiful I know for a change welome back from vacation for sorry yes it's a first wait for September mention about that see you there a lot of September yeah M uh so I we didn't mention National Night Out right so I just want to mention you know National Night Out you know talk about grants and and going above and beyond right you know Allison and her team had to Pivot you know the PBA and the business community and and bring National Night Out to National Night in right so we had that uh inside uh this year and honestly I I was walk I was coming here and the Thunder and the lightning and and the rain and I was like this is going to be brutal it'll be five people here and and honestly the turnout was awesome Community showed up uh they showed up to support you know our PBA they showed up to support our fire and rescue right and our and our business Community uh it was a great event I really enjoyed it actually you know walking around talking to everyone uh they did a really really nice job pivoting and again I just want to say thank you to to our PBA fire rescue as well uh well deserved you know thank you for them I was told that we were the only ones that didn't cancel yeah everybody else canel uh I one thing I just wanted to mention with another to Alison's day um we had a conversation with Alison uh to talk about programming and we'll have a little bit more on on some of the things that they're doing in terms of just adding more programming to our community uh but they're preparing right now for fall and winter uh but one thing that struck me I thought was pretty neat um just talking about this $750,000 Grant and and putting a new playground equipment uh all in it's inclusive playground equipment right um and Allison uh I think Dian actually asked her a question you know how are you getting familiar and comfortable with what's going to what you're going to put in there and now it's like I'm climbing on it you know she's like I'm going to the vendor I'm I'm getting in and I'm sitting in it I'm climbing on it and and uh and that's the dedication that she has to make sure that what she's doing is you know um you know quality and and it's going to be the right fit for us so so uh you know pretty cool stuff I'm really looking forward to getting more details on that she actually told us a story of how whatever town she had gone to she was with the vendor she gets up on this equipment and she was like oh this isn't comfortable I don't like this he goes yeah I wouldn't recommend it she's like why is it in their standard package and she's he's like a lot of people buy it she's like well we're not buying that take it out yeah and they just finished up a lot of the camps um and talk about pivoting and talk about um adding and listening to um all the voices of people saying things our community uh activities Department always pivots right so I think we added more teen Venture camps and of course like always they're Al always sold out but we added more for that that we added more um X things and those sold out some of the playground camps so she constantly our departments are constantly looking and listening so awesome yeah no nothing further to add a lot of good and important things discuss tonight okay thank you na operations normal Alex uh just two quick comments uh sustainability committee um the free cycle Fest is on uh Sunday September 15 I can't wait John uh John one of our sustainability committee members it's his baby does a wonderful job every year and it's uh oh he's passing the torch but uh great event as you know soon as you bring this stuff somebody it's it's going to a good home uh can't come soon enough can't come soon enough I know we're all putting stuff aside no idea and uh last comment also we had a little subcommittee on um uh trees um regarding trees more to follow on that yeah that's it in fact can I go to five [Laughter] ton um um the only thing I have is the beautification committee met and um they're they're really trying to put a campaign out there or a big push to try and raise some money um to help them achieve their goals which is to really to enhance and beautify our public Parks uh we do have a longterm um or a an intermediate term plan for sentent for Centennial Park here thanks to Jeff he helped us do that so we're slowly getting there you know last year we fixed the Gazebo or the mpal fix the Gazebo we the roof on trim the trees goal is to put some hoop fencing around the around the trees so that the vegetation doesn't get run over by Walkers and bikers um those the benches as we all know need a little help um so there are plans and and they really want to do the holidays again in December they want to really light up the park and and make it very friendly and inviting to people to just come and stroll and take pictures if you want but that all takes money and um uh the committee does self-fund um all the money that they've raised has come from the reflective street signs believe it or not that's the that was their only fundraising that they do um so I would encourage everybody to you know if you don't have a street sign or even if you do get a new one um not only is it is the money going to the beautification committee it also helps our First Responders locate your house because it is reflective um the the form is under the volunteer advisory committee so under beautification committee there is a link for the form it's currently broken but we'll fix that and the the beautification committee is also asking for outright donations so if you have it in you to help spruce up our public parks you know the check could be made out to the uh New Providence beautification committee and it would go right to right to the bottom line of helping beautify New Providence in fact Jeff Gro designed that yes got to make it look good we got to keep it up we were a little younger back then weren we but a few things mayor um Maple Street uh I heard from the engineers today that portifino Builders will be Mobil mobilizing on Monday great um as a reminder for everyone Maple Street is not just a Paving program it is um Milling Paving construction of accessible curb ramps it's drainage um curb blocking um resetting manholes repair of interior drainage structur so it's a lot more detailed than actually just doing the paving so it's not a Mill and pave kind of and we're done um burrow Paving projects are underway uh the and I know that the side roads on most of these roads are atrocious at this point where they did Mill um Delaware Brier Martin Lane and Rose were paved today tomorrow they're Paving around the high school uh the Board of Ed has asked anyone who needs to be at the high school tomorrow for any kind of sports or band to be dropping off at pool um there won't be any access uh the band is I guess using the parking lot twice a day for multiple hours for marching band practice so you can't use it as a cut through so I'm dropping at the pool parking lot for tomorrow only um the rest of the paving schedule is online on on the website um South Street water main replac we met with the contractor last Thursday um they had a total week of wash out weather where they were not able to work at all um and I believe the week before that they were pulled someplace else so that's two weeks behind they have about as of last Thursday they had about 20 days of of work left so probably they're at about 15 more days of work um we did have a lot of talk about um the final restoration and what that would look like they were trying to squeeze in in in the fall for us um you know and after further consideration we're not really convinced that those large pits that they they um dug on either side of the bridges um would sufficiently settle um by October 15th which is the hard cut for Paving for the county um so they're going to come in after doing all the tie-ins they're going to come in and um do micro Milling for the high spots on on uh South Street and they were going to fill in the really low spots and then come uh the spring they'll come in and Mill and pave um and they they indicated that we should be first on the paving list um but in the meantime they will also um put all the striping back that has borne away or has been taken out due to them digging up the road so that'll happen before school starts um Bic River Bridge I had lunch with some of my County friends today um they indicated that um jcpnl is kind of slowing things down at this point for the bridge project due to the fact that there is a redundancy line that runs through the bridge for power from chadam and due to the high temperatures they're afraid if they lose the redundancy that if something happens on the side of the bridge we're in trouble so um they're looking probably at the end of September for starting that project as opposed to you know what we thought would have been earlier um I kind of thought we were towards the end of September October anyway just because of the steel order but um they confirm that it would be more towards the end of September and they'll let me know as we move through that and lastly schools open on the 29th here in New Providence Thursday August 29th um I would just ask people to be mindful of the speed limit around town side streets are 25 um including Livingston Avenue um I know a lot of people have been uh slowed down by the milling and Paving that's been going on which has been a great thing um but once the roads are restored um the speed limit is basically 25 miles an hour that's all I have is Maple Street going to be done by 29th May it may so it's targeted to be done we're hoping fingers crossed everything goes well they're well aware that they need to address by the school prior to school opening and we have had that discussion if they need to be working nights then they may have to work nights okay this time we have public comments anybody to address Council give your name and address seeing no one I declare the
